11月28日(ri),《新(xin)甘(gan)肅》刊(kan)發(fa)(fa)(fa)題(ti)為《甘(gan)肅省(sheng)生(sheng)態環(huan)境(jing)廳深化“三抓三促”行動筑(zhu)牢綠色(se)發(fa)(fa)(fa)展根基(ji)》的文章。文章表示(shi),在(zai)積極參與全國溫(wen)室氣體自愿減排(pai)(pai)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(CCER項(xiang)(xiang)目(mu)(mu)(mu)(mu))交易方面(mian),甘(gan)肅省(sheng)生(sheng)態環(huan)境(jing)廳指導做好(hao)光(guang)熱發(fa)(fa)(fa)電、造林碳匯等(deng)CCER項(xiang)(xiang)目(mu)(mu)(mu)(mu)的開發(fa)(fa)(fa)設計(ji)、審定(ding)認證(zheng)、注冊交易等(deng)工作。目(mu)(mu)(mu)(mu)前(qian),已建立第一(yi)批23個CCER項(xiang)(xiang)目(mu)(mu)(mu)(mu)的項(xiang)(xiang)目(mu)(mu)(mu)(mu)庫并持續更新(xin)。敦煌首(shou)航節能的2個光(guang)熱發(fa)(fa)(fa)電項(xiang)(xiang)目(mu)(mu)(mu)(mu)已進(jin)入減排(pai)(pai)量(liang)核證(zheng)環(huan)節,有望在(zai)年(nian)內實現甘(gan)肅省(sheng)首(shou)筆CCER減排(pai)(pai)量(liang)交易。
首(shou)航敦煌10+100MW熔鹽(yan)塔式光熱(re)電站
據此前報(bao)道,全國(guo)溫室氣體(ti)自(zi)愿減(jian)排(pai)注冊登記(ji)系統(tong)及信息平臺對首批中(zhong)國(guo)核(he)證(zheng)自(zi)愿減(jian)排(pai)量(liang)(CCER)項(xiang)(xiang)目(mu)進行掛網公(gong)示,其中(zhong),并網光熱(re)發(fa)電(dian)項(xiang)(xiang)目(mu)共計5個(ge)260兆(zhao)瓦(wa)(wa),分別為:中(zhong)廣核(he)太陽能德令哈一期50兆(zhao)瓦(wa)(wa)光熱(re)獨立(li)發(fa)電(dian)項(xiang)(xiang)目(mu)、哈密熔(rong)(rong)鹽塔(ta)式(shi)(shi)5萬千瓦(wa)(wa)光熱(re)獨立(li)發(fa)電(dian)項(xiang)(xiang)目(mu)、敦(dun)(dun)煌首航節(jie)能新(xin)能源有限(xian)公(gong)司(si)10兆(zhao)瓦(wa)(wa)熔(rong)(rong)鹽塔(ta)式(shi)(shi)光熱(re)發(fa)電(dian)項(xiang)(xiang)目(mu)、敦(dun)(dun)煌首航節(jie)能新(xin)能源有限(xian)公(gong)司(si)敦(dun)(dun)煌10萬千瓦(wa)(wa)熔(rong)(rong)鹽塔(ta)式(shi)(shi)光熱(re)發(fa)電(dian)項(xiang)(xiang)目(mu)、新(xin)魯(lu)多能互補光熱(re)電(dian)站,預計年均減(jian)排(pai)量(liang)為563975噸。

▌中(zhong)廣核太陽能(neng)(neng)德(de)令(ling)哈一期50兆瓦光(guang)熱(re)獨(du)立發(fa)電(dian)(dian)(dian)(dian)項(xiang)(xiang)目(mu)(mu)位于青海省(sheng)德(de)令(ling)哈市西出口太陽能(neng)(neng)發(fa)電(dian)(dian)(dian)(dian)基(ji)地,項(xiang)(xiang)目(mu)(mu)采用槽式光(guang)熱(re)發(fa)電(dian)(dian)(dian)(dian)技術,安(an)裝(zhuang)約62萬(wan)m2定日鏡,190個槽式集熱(re)回(hui)路、配(pei)套(tao)儲熱(re)時長9小(xiao)時的(de)熔鹽儲熱(re)系統和1套(tao)汽輪發(fa)電(dian)(dian)(dian)(dian)機(ji)組,總裝(zhuang)機(ji)容量(liang)50MW。設計年上(shang)網電(dian)(dian)(dian)(dian)量(liang)159950MW.h,等(deng)效滿負荷小(xiao)時數為(wei)3199h。項(xiang)(xiang)目(mu)(mu)所(suo)發(fa)電(dian)(dian)(dian)(dian)量(liang)均并網送入(ru)(ru)西北電(dian)(dian)(dian)(dian)網,在(zai)沒有項(xiang)(xiang)目(mu)(mu)情況下,項(xiang)(xiang)目(mu)(mu)生(sheng)(sheng)產(chan)的(de)上(shang)網電(dian)(dian)(dian)(dian)量(liang)將由西北電(dian)(dian)(dian)(dian)網中(zhong)的(de)其他(ta)并網電(dian)(dian)(dian)(dian)廠(chang)(chang)(包括(kuo)(kuo)可能(neng)(neng)的(de)新(xin)建發(fa)電(dian)(dian)(dian)(dian)廠(chang)(chang))替代生(sheng)(sheng)產(chan)。這也是項(xiang)(xiang)目(mu)(mu)的(de)基(ji)準(zhun)線情景。項(xiang)(xiang)目(mu)(mu)的(de)項(xiang)(xiang)目(mu)(mu)邊界(jie)包括(kuo)(kuo)項(xiang)(xiang)目(mu)(mu)發(fa)電(dian)(dian)(dian)(dian)及配(pei)套(tao)設施,以及項(xiang)(xiang)目(mu)(mu)所(suo)西北電(dian)(dian)(dian)(dian)網中(zhong)的(de)所(suo)有發(fa)電(dian)(dian)(dian)(dian)設施。項(xiang)(xiang)目(mu)(mu)計入(ru)(ru)期為(wei)10年,在(zai)計入(ru)(ru)期(2020年9月(yue)22日-2030年9月(yue)21日,含首尾兩天)內,預計共產(chan)生(sheng)(sheng)減排量(liang)919789 tCO2e,項(xiang)(xiang)目(mu)(mu)年均減排量(liang)91798 tCO2e。
▌魯能格爾(er)木多(duo)能互補(bu)工(gong)程(cheng)50MW塔(ta)式光(guang)熱(re)電(dian)站(zhan)(zhan)位(wei)于(yu)位(wei)于(yu)青海(hai)省(sheng)海(hai)西州格爾(er)木市,項目(mu)占地約6400畝,采(cai)用塔(ta)式熔(rong)鹽太陽能熱(re)發(fa)(fa)電(dian)技(ji)術。工(gong)程(cheng)新建1套(tao)聚光(guang)集熱(re)系統(由一座188米高吸熱(re)塔(ta)和(he)4400個定日(ri)鏡組成(cheng)(cheng))、1套(tao)儲(chu)熱(re)和(he)蒸汽(qi)發(fa)(fa)生系統(12小時(shi)儲(chu)熱(re))、1套(tao)高溫高壓(ya)再熱(re)純(chun)凝汽(qi)輪發(fa)(fa)電(dian)機系統以及其他輔助設施(shi)和(he)1座110千伏升(sheng)壓(ya)站(zhan)(zhan)等。項目(mu)于(yu)2018年(nian)3月20日(ri)正式開(kai)工(gong),2019年(nian)9月5日(ri)完(wan)成(cheng)(cheng)青海(hai)省(sheng)電(dian)力工(gong)程(cheng)質量監督中心站(zhan)(zhan)并(bing)網(wang)試運(yun)前質量監督檢查,并(bing)完(wan)成(cheng)(cheng)青海(hai)省(sheng)電(dian)力公司并(bing)網(wang)驗收,2019年(nian)9月19日(ri)正式并(bing)網(wang)發(fa)(fa)電(dian)。
▌敦(dun)煌首航節能(neng)新(xin)能(neng)源(yuan)有(you)限公司10兆(zhao)瓦(wa)熔鹽塔式光(guang)(guang)熱(re)(re)發(fa)(fa)電(dian)(dian)項(xiang)(xiang)(xiang)目(mu)(mu)利(li)用(yong)可再生(sheng)能(neng)源(yuan)太陽能(neng)發(fa)(fa)電(dian)(dian)上網,從而替代以火電(dian)(dian)為(wei)(wei)(wei)(wei)主的(de)(de)西(xi)北電(dian)(dian)網提供的(de)(de)等量電(dian)(dian)量,由(you)此避免了溫室(shi)氣體排放(fang)。項(xiang)(xiang)(xiang)目(mu)(mu)位(wei)于甘(gan)肅省敦(dun)煌市七(qi)里鎮以西(xi)的(de)(de)光(guang)(guang)電(dian)(dian)產業園區內(nei),總(zong)裝機容量為(wei)(wei)(wei)(wei)10MW,本期建設容量為(wei)(wei)(wei)(wei)1×10MW,太陽能(neng)集熱(re)(re)系(xi)統設計主要由(you)定日鏡光(guang)(guang)場、熔鹽吸(xi)熱(re)(re)器系(xi)統、儲(chu)熱(re)(re)系(xi)統、蒸汽發(fa)(fa)生(sheng)系(xi)統、伴熱(re)(re)系(xi)統組(zu)成。項(xiang)(xiang)(xiang)目(mu)(mu)采用(yong)環(huan)形360度(du)受光(guang)(guang)的(de)(de)圓柱式吸(xi)熱(re)(re)器,是由(you)多個吸(xi)熱(re)(re)模(mo)塊組(zu)成的(de)(de),熔鹽從北側分兩路(lu)進(jin)(jin)入(ru)吸(xi)熱(re)(re)器,中間交(jiao)叉后進(jin)(jin)入(ru)南側出吸(xi)熱(re)(re)器。項(xiang)(xiang)(xiang)目(mu)(mu)邊界(jie)包括項(xiang)(xiang)(xiang)目(mu)(mu)活動的(de)(de)物理邊界(jie)和(he)地理邊界(jie),以及與西(xi)北電(dian)(dian)網相(xiang)連的(de)(de)所(suo)有(you)電(dian)(dian)廠。項(xiang)(xiang)(xiang)目(mu)(mu)實施前情景和(he)基準線情景是相(xiang)同的(de)(de),即電(dian)(dian)力全部由(you)西(xi)北電(dian)(dian)網范圍內(nei)的(de)(de)其它并(bing)網電(dian)(dian)廠運(yun)(yun)行(xing)產生(sheng)或者(zhe)由(you)新(xin)增(zeng)電(dian)(dian)源(yuan)提供。項(xiang)(xiang)(xiang)目(mu)(mu)設計年(nian)(nian)平均發(fa)(fa)電(dian)(dian)量為(wei)(wei)(wei)(wei)52500MWh,年(nian)(nian)運(yun)(yun)行(xing)小時(shi)(shi)數4725小時(shi)(shi)。在10年(nian)(nian)計入(ru)期內(nei)的(de)(de)年(nian)(nian)均減排量為(wei)(wei)(wei)(wei)33713 tCO2e,總(zong)減排量為(wei)(wei)(wei)(wei)337134 tCO2e。
▌敦(dun)煌(huang)首航節能新能源有限(xian)公(gong)司敦(dun)煌(huang)10萬千瓦熔(rong)鹽(yan)塔式(shi)光熱(re)(re)(re)發(fa)電(dian)(dian)(dian)(dian)項(xiang)目利用(yong)可再生(sheng)(sheng)能源太陽(yang)能發(fa)電(dian)(dian)(dian)(dian)上網(wang),從而(er)替代以火電(dian)(dian)(dian)(dian)為主(zhu)的(de)西(xi)北電(dian)(dian)(dian)(dian)網(wang)提(ti)供的(de)等(deng)量電(dian)(dian)(dian)(dian)量,由此(ci)避免了溫室氣體排放。項(xiang)目位(wei)于甘肅省敦(dun)煌(huang)市七里鎮(zhen)以西(xi)的(de)光電(dian)(dian)(dian)(dian)產業園區,總裝機容量為100MW,本期建設1×100MW熔(rong)鹽(yan)塔式(shi)太陽(yang)能熱(re)(re)(re)發(fa)電(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)站,太陽(yang)能集熱(re)(re)(re)系統(tong)設計(ji)主(zhu)要(yao)由定日鏡光場、熔(rong)鹽(yan)吸(xi)熱(re)(re)(re)器(qi)系統(tong)、儲熱(re)(re)(re)系統(tong)、蒸(zheng)汽發(fa)生(sheng)(sheng)系統(tong)、伴熱(re)(re)(re)系統(tong)組成。項(xiang)目采用(yong)環(huan)形(xing)360度受光的(de)圓柱式(shi)吸(xi)熱(re)(re)(re)器(qi),由14個管屏組成,熔(rong)鹽(yan)從北側(ce)(ce)分兩路(lu)進(jin)入吸(xi)熱(re)(re)(re)器(qi),每路(lu)將經過3個管屏中間交(jiao)叉后(hou)進(jin)入南側(ce)(ce)出吸(xi)熱(re)(re)(re)器(qi)。項(xiang)目邊(bian)界(jie)包括項(xiang)目活動的(de)物理(li)邊(bian)界(jie)和(he)地(di)理(li)邊(bian)界(jie),以及與西(xi)北電(dian)(dian)(dian)(dian)網(wang)相(xiang)連的(de)所有電(dian)(dian)(dian)(dian)廠。項(xiang)目實施前(qian)情景和(he)基準線(xian)情景是(shi)相(xiang)同的(de),即(ji)電(dian)(dian)(dian)(dian)力(li)全部由西(xi)北電(dian)(dian)(dian)(dian)網(wang)范圍內的(de)其它(ta)并(bing)網(wang)電(dian)(dian)(dian)(dian)廠運(yun)行產生(sheng)(sheng)或(huo)者由新增電(dian)(dian)(dian)(dian)源提(ti)供。項(xiang)目設計(ji)年平均(jun)發(fa)電(dian)(dian)(dian)(dian)量為351600MWh,年運(yun)行小時數3516小時。在10年計(ji)入期內的(de)年均(jun)減排量為201177 tCO2e,總減排量為2011770 tCO2e。
▌哈密(mi)熔(rong)鹽(yan)塔式5萬千瓦光(guang)熱(re)獨(du)立發(fa)電項(xiang)目(mu)為新建地面獨(du)立光(guang)熱(re)并網(wang)(wang)電站(zhan),位于(yu)新疆維吾爾自(zi)治(zhi)區哈密(mi)市(shi)伊吾縣淖毛湖鎮境(jing)內(nei)。項(xiang)目(mu)總裝機(ji)容量為50MW,發(fa)電站(zhan)類(lei)型為熔(rong)鹽(yan)塔式太陽能熱(re)發(fa)電電站(zhan)。由數(shu)萬個定日(ri)鏡及(ji)位于(yu)塔頂的(de)吸(xi)熱(re)器(qi)(qi)構成(cheng)的(de)太陽能聚光(guang)集熱(re)系(xi)統(tong)(tong)、高低(di)溫熔(rong)鹽(yan)儲(chu)罐及(ji)蒸汽發(fa)生器(qi)(qi)組(zu)成(cheng)的(de)儲(chu)換(huan)熱(re)系(xi)統(tong)(tong)、汽輪發(fa)電機(ji)組(zu)及(ji)其輔(fu)助設備(bei)組(zu)成(cheng)的(de)發(fa)電系(xi)統(tong)(tong)三部分(fen)組(zu)成(cheng)。項(xiang)目(mu)邊界包括光(guang)熱(re)發(fa)電項(xiang)目(mu)發(fa)電及(ji)配套設施,以及(ji)項(xiang)目(mu)所在西北(bei)電網(wang)(wang)中(zhong)連接的(de)所有發(fa)電設施。項(xiang)目(mu)活動(dong)實施之前(qian),由西北(bei)電網(wang)(wang)內(nei)并網(wang)(wang)運行(xing)電廠和新增電源提供與(yu)項(xiang)目(mu)同(tong)等的(de)電量產出,此情景即為項(xiang)目(mu)的(de)基準線情景。項(xiang)目(mu)設計年平(ping)均發(fa)電量約為198350MWh,年利用(yong)小時數(shu)3967小時。計入(ru)期為10年(2023年8月1日(ri)——2033年7月31日(ri)),項(xiang)目(mu)年均減排(pai)量為125069 tCO2e,預(yu)計計入(ru)期總減排(pai)量為1250690 tCO2e。
