4月10日,河北發改委印發《河北省“十四五”新型(xing)儲能發展規劃》,文件提出:到2025年全省布局建設(she)新型(xing)儲能規模400萬千瓦以(yi)上。
為保障調(diao)峰(feng)容(rong)量電(dian)源的(de)合理收(shou)益(yi),研究(jiu)推進(jin)電(dian)網側獨立儲能電(dian)站市場化調(diao)峰(feng)電(dian)源補(bu)償機制,對發揮系統調(diao)峰(feng)作用(yong)的(de)新型儲能,經調(diao)峰(feng)電(dian)源能力認定后,研究(jiu)參照抽水蓄能管(guan)理并享受同樣的(de)價格和能耗(hao)政策。
根據替代(dai)的火電和電網(wang)投(tou)資,對滿(man)足條件的各(ge)類大(da)規模獨立儲(chu)能(neng)電站(zhan),結合(he)不(bu)同儲(chu)能(neng)時長(chang)給予差異(yi)化(hua)的容量補償;探索(suo)儲(chu)能(neng)電站(zhan)商業化(hua)電價機制,逐步推動儲(chu)能(neng)電站(zhan)參(can)與電力市場交易,研究探索(suo)將電網(wang)替代(dai)型儲(chu)能(neng)設(she)施成本收(shou)益納(na)入(ru)輸配電價回(hui)收(shou)。
此外(wai)還要建(jian)立與電(dian)力現(xian)貨市場相銜(xian)接的(de)需求側響應補償(chang)機制,增加用戶(hu)(hu)側儲能的(de)收益渠道。鼓勵用戶(hu)(hu)采用儲能技術減少(shao)供配電(dian)設施增容投資,節約用戶(hu)(hu)側用電(dian)成(cheng)本。
在電(dian)(dian)網(wang)側儲能建(jian)設(she)方面,為(wei)保(bao)障安全并充分發揮調峰作用,要求鋰離子電(dian)(dian)池獨立(li)儲能電(dian)(dian)站原則上建(jian)設(she)規模(mo)為(wei)5―30萬千瓦,時(shi)(shi)長2小(xiao)時(shi)(shi)以上。

河北省“十四五”新型儲能發展規劃

一、發展基礎
(一)國內外發展現狀
碳達(da)峰、碳中(zhong)(zhong)(zhong)和(he)(he)是一場(chang)(chang)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)革命,儲(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)是實現能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)變(bian)革的關鍵支撐(cheng)。隨著新能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)在(zai)整個能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)體系中(zhong)(zhong)(zhong)的比重(zhong)快(kuai)速增(zeng)加(jia),儲(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)迎來爆發式增(zeng)長。為提升電(dian)(dian)力系統靈活性和(he)(he)調節能(neng)(neng)(neng)(neng)(neng)(neng)力,世界各國正在(zai)加(jia)快(kuai)推動新型儲(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)技(ji)術(shu)和(he)(he)產業發展,呈現出鋰離(li)子(zi)(zi)(zi)電(dian)(dian)池(chi)(chi)、壓(ya)縮空(kong)氣儲(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)、液(ye)流電(dian)(dian)池(chi)(chi)、飛(fei)輪(lun)儲(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)、鎳氫電(dian)(dian)池(chi)(chi)、鈉離(li)子(zi)(zi)(zi)電(dian)(dian)池(chi)(chi)等(deng)“百家爭(zheng)鳴”局面。截至2020年底,全(quan)球(qiu)已投運(yun)儲(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)項(xiang)目(mu)累計裝機規(gui)(gui)(gui)模(mo)(mo)1.91億千(qian)(qian)(qian)(qian)瓦(wa),其(qi)中(zhong)(zhong)(zhong)抽(chou)水蓄能(neng)(neng)(neng)(neng)(neng)(neng)項(xiang)目(mu)裝機1.72億千(qian)(qian)(qian)(qian)瓦(wa),占(zhan)比90.3%,新型儲(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)項(xiang)目(mu)裝機1860萬(wan)千(qian)(qian)(qian)(qian)瓦(wa),占(zhan)比9.7%,其(qi)中(zhong)(zhong)(zhong)鋰離(li)子(zi)(zi)(zi)、液(ye)流電(dian)(dian)池(chi)(chi)等(deng)電(dian)(dian)化學(xue)儲(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)1430萬(wan)千(qian)(qian)(qian)(qian)瓦(wa)、壓(ya)縮空(kong)氣儲(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)38萬(wan)千(qian)(qian)(qian)(qian)瓦(wa)、飛(fei)輪(lun)儲(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)38萬(wan)千(qian)(qian)(qian)(qian)瓦(wa)、其(qi)它類(lei)型儲(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)344萬(wan)千(qian)(qian)(qian)(qian)瓦(wa)。在(zai)全(quan)球(qiu)分布中(zhong)(zhong)(zhong),中(zhong)(zhong)(zhong)國、美國和(he)(he)歐洲占(zhan)據全(quan)球(qiu)儲(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)市(shi)場(chang)(chang)的主導地位,各自新增(zeng)規(gui)(gui)(gui)模(mo)(mo)占(zhan)比分別達(da)到33%、30%、23%,均突破百萬(wan)千(qian)(qian)(qian)(qian)瓦(wa)大關,儲(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)在(zai)電(dian)(dian)力系統中(zhong)(zhong)(zhong)應用已初(chu)具規(gui)(gui)(gui)模(mo)(mo)。
為(wei)促進新型(xing)(xing)儲(chu)(chu)(chu)能(neng)發展(zhan)(zhan)(zhan),世界各國相繼(ji)出合一(yi)系列激勵(li)(li)措施。美(mei)國出臺(tai)相關法(fa)案明確先進儲(chu)(chu)(chu)能(neng)技(ji)術(shu)可以申請投資稅收減免,用(yong)戶側(ce)儲(chu)(chu)(chu)能(neng)系統可獲(huo)得一(yi)定資金補貼(tie);德國大力(li)推動儲(chu)(chu)(chu)能(neng)技(ji)術(shu)研發示范和(he)(he)市場化發展(zhan)(zhan)(zhan),支(zhi)(zhi)持新型(xing)(xing)儲(chu)(chu)(chu)能(neng)作為(wei)商業化主體參(can)與(yu)調頻和(he)(he)備用(yong)市場交(jiao)易;日(ri)本制定中(zhong)央和(he)(he)地方(fang)補貼(tie)政(zheng)策(ce)鼓勵(li)(li)儲(chu)(chu)(chu)能(neng)產(chan)業發展(zhan)(zhan)(zhan),明確光伏發電項目和(he)(he)輸電網按(an)照調頻調峰需求配置儲(chu)(chu)(chu)能(neng),加大對配電網、微電網及用(yong)戶側(ce)儲(chu)(chu)(chu)能(neng)資金補貼(tie)力(li)度,全力(li)支(zhi)(zhi)持新型(xing)(xing)儲(chu)(chu)(chu)能(neng)產(chan)業快速發展(zhan)(zhan)(zhan)。
近年來,我國(guo)新(xin)型儲(chu)(chu)能(neng)規模(mo)(mo)化(hua)應(ying)用(yong)呈現良好發(fa)展態(tai)勢,多種(zhong)儲(chu)(chu)能(neng)技(ji)術(shu)廣泛應(ying)用(yong)于可(ke)再生能(neng)源(yuan)開發(fa)、消納、綜合(he)(he)智慧能(neng)源(yuan)系統、配(pei)電(dian)網(wang)、微電(dian)網(wang),在技(ji)術(shu)裝備研(yan)發(fa)、示(shi)范項目建(jian)設(she)、商業模(mo)(mo)式探索、標(biao)準體系構建(jian)等方面取得實(shi)質性(xing)進展。新(xin)型儲(chu)(chu)能(neng)參與輔助(zhu)(zhu)服務、削(xue)蜂(feng)填(tian)谷等市場化(hua)應(ying)用(yong)規模(mo)(mo)穩(wen)步擴大,對能(neng)源(yuan)轉型的(de)支(zhi)撐作(zuo)用(yong)日(ri)益顯現。越來越多的(de)重(zhong)點龍頭企業投身新(xin)型儲(chu)(chu)能(neng)、或者考慮跨界(jie)合(he)(he)作(zuo)。截(jie)至2020年底(di),我國(guo)新(xin)型儲(chu)(chu)能(neng)累計裝機已達330萬千瓦,排(pai)名(ming)世(shi)界(jie)第一,已基本實(shi)現由研(yan)發(fa)示(shi)范向商業化(hua)初(chu)期過渡。寧(ning)夏、青海、山東、江(jiang)蘇、浙江(jiang)等省份制定出(chu)臺(tai)調峰調頻輔助(zhu)(zhu)服務、電(dian)價補償、發(fa)電(dian)量計劃保障等支(zhi)持政策,有力促進新(xin)型儲(chu)(chu)能(neng)創(chuang)新(xin)發(fa)展。
(二)我省發展現狀
我省高度重視新(xin)型(xing)儲(chu)能產業與技術發展,首(shou)批國家(jia)示范項(xiang)目取(qu)得推廣(guang)應用,為構建(jian)我省新(xin)型(xing)電力系統、科(ke)學布局(ju)新(xin)型(xing)儲(chu)能項(xiang)目奠定良好基礎。
新(xin)型(xing)儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)發展扎實起步.新(xin)型(xing)儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)主要包括電(dian)(dian)化(hua)學儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)、機(ji)械儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)、電(dian)(dian)磁儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)、儲(chu)(chu)(chu)(chu)氫(qing)等形式。目(mu)前,鋰離(li)子電(dian)(dian)池技(ji)術成(cheng)(cheng)(cheng)熟度最高、應用(yong)(yong)最為廣泛(fan),投資成(cheng)(cheng)(cheng)本(ben)相對較低,已(yi)基本(ben)實現(xian)商業(ye)化(hua)應用(yong)(yong);液流電(dian)(dian)池技(ji)術最為安全,投資成(cheng)(cheng)(cheng)本(ben)相對較高,占地(di)面積較大(da),示(shi)(shi)范(fan)項目(mu)已(yi)取得(de)成(cheng)(cheng)(cheng)功應用(yong)(yong);機(ji)械儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)中壓(ya)縮空氣(qi)儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)已(yi)實現(xian)100兆瓦級示(shi)(shi)范(fan)應用(yong)(yong),結合(he)廢(fei)棄礦(kuang)井或(huo)天然鹽穴開發可大(da)幅降低投資成(cheng)(cheng)(cheng)本(ben),飛(fei)輪(lun)儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)技(ji)術進入(ru)規(gui)模(mo)化(hua)實驗示(shi)(shi)范(fan);鈉(na)離(li)子電(dian)(dian)池、儲(chu)(chu)(chu)(chu)氫(qing)等其它創新(xin)儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)技(ji)術處于研究示(shi)(shi)范(fan)階段。
示(shi)范(fan)應(ying)(ying)用(yong)(yong)(yong)成效初步顯現(xian),截至2020年底,我省新(xin)(xin)型(xing)儲能總裝機5.9萬千瓦/12.9萬千瓦時(shi),涵(han)蓋磷(lin)酸(suan)鐵(tie)鋰、全(quan)釩液流、鐵(tie)鉻液流、鉛酸(suan)電(dian)池(chi)等多種儲能形式(shi)(shi)。國(guo)網(wang)翼北電(dian)力(li)公司張北風(feng)光(guang)儲輸(shu)示(shi)范(fan)工(gong)程已(yi)列入(ru)國(guo)家首批科技(ji)創(chuang)新(xin)(xin)(儲能)試點示(shi)范(fan),是世界規模(mo)最(zui)大的(de)風(feng)光(guang)儲綜合(he)利用(yong)(yong)(yong)示(shi)范(fan)項目(mu);京津(jin)冀地區首個(ge)“火電(dian)+儲能”調頻(pin)應(ying)(ying)用(yong)(yong)(yong)示(shi)范(fan)項目(mu)落地唐山豐(feng)潤電(dian)廠,率(lv)先探索新(xin)(xin)型(xing)儲能與(yu)傳統火電(dian)融合(he)發展(zhan)的(de)新(xin)(xin)模(mo)式(shi)(shi);雄安(an)(an)新(xin)(xin)區王(wang)家寨綠色智能微電(dian)網(wang)示(shi)范(fan)工(gong)程采用(yong)(yong)(yong)“儲能十分布(bu)式(shi)(shi)能源*模(mo)式(shi)(shi)創(chuang)造性地解決了局(ju)部微電(dian)網(wang)綠色電(dian)力(li)安(an)(an)全(quan)穩定供應(ying)(ying)問題。
技(ji)術創新水(shui)平穩(wen)步提升(sheng).我(wo)省(sheng)已(yi)(yi)有部分(fen)新型儲(chu)能(neng)(neng)裝(zhuang)備技(ji)術走到全(quan)國乃(nai)至世界前列,其中國家(jia)電(dian)投河北公司(si)聯合(he)中央研究(jiu)院開發的(de)鐵-鉻液流儲(chu)能(neng)(neng)電(dian)池技(ji)術處于國內領(ling)先水(shui)平;由中科(ke)院工程(cheng)熱(re)物理研究(jiu)所(suo)研發、巨人集團建(jian)設的(de)張北100兆(zhao)瓦(wa)先進壓縮(suo)空氣儲(chu)能(neng)(neng)項(xiang)目已(yi)(yi)申請國家(jia)首臺(tai)(套)科(ke)技(ji)裝(zhuang)備,技(ji)術處于世界領(ling)先地位(wei),設計(ji)效率達(da)70.4%;承德(de)萬利通公司(si)與清華大學(xue)(xue)國家(jia)“863”計(ji)劃釩(fan)電(dian)池項(xiang)目組(zu)共同(tong)開發的(de)全(quan)釩(fan)液流電(dian)池獲得了(le)國家(jia)30余(yu)項(xiang)專利,攻克了(le)全(quan)釩(fan)液流電(dian)池溶液、電(dian)極(ji)電(dian)堆、質子(zi)交(jiao)換膜等多項(xiang)關鍵核(he)心技(ji)術,為化學(xue)(xue)儲(chu)能(neng)(neng)提供了(le)安全(quan)發展(zhan)的(de)技(ji)術路線。
商業(ye)模式(shi)得(de)到(dao)有(you)益探(tan)索(suo)。我省注重(zhong)加快推動新(xin)(xin)型儲(chu)(chu)能(neng)(neng)市(shi)場化商業(ye)化發展進程,商業(ye)模式(shi)不斷得(de)到(dao)創(chuang)新(xin)(xin)突破(po),由(you)初(chu)期的電(dian)(dian)(dian)源(yuan)側(ce)新(xin)(xin)能(neng)(neng)源(yuan)發電(dian)(dian)(dian)配套、平(ping)滑出(chu)力減少棄電(dian)(dian)(dian),逐步拓(tuo)展到(dao)電(dian)(dian)(dian)網(wang)側(ce)調峰調頻(pin)輔助服務,用戶側(ce)峰谷(gu)價差套利等(deng)商業(ye)化運(yun)營模式(shi),為新(xin)(xin)型儲(chu)(chu)能(neng)(neng)參與電(dian)(dian)(dian)力市(shi)場交易提供有(you)益探(tan)索(suo)。
二、面臨形勢
2020年(nian)(nian)9月22日,國家主席(xi)習近平在(zai)第七十(shi)五屆聯合(he)國大(da)會一般性(xing)辯(bian)論(lun)會上(shang)明確提出“二氧化碳持(chi)放力(li)爭于(yu)2030峰(feng)值,努力(li)爭取2060年(nian)(nian)前實(shi)現碳中和”。新(xin)型儲(chu)能(neng)是構建具有(you)更強新(xin)能(neng)源消納能(neng)力(li)的新(xin)型電力(li)系(xi)統、解決可再(zai)生能(neng)源高(gao)效(xiao)利用的重要手(shou)段(duan),是助力(li)實(shi)現“碳達峰(feng)、碳中和”目標(biao)的重要支撐(cheng)。
推動(dong)能(neng)源(yuan)(yuan)(yuan)革(ge)命為新(xin)型(xing)儲(chu)能(neng)技術與裝備發展提供(gong)強大動(dong)力(li)。新(xin)型(xing)儲(chu)能(neng)是(shi)構建新(xin)型(xing)電(dian)力(li)系統的(de)重(zhong)要(yao)技術和基礎裝備,具有產(chan)品(pin)種(zhong)類(lei)多、關(guan)聯度高(gao)、服務領域寬、產(chan)品(pin)附(fu)加(jia)值高(gao)、生(sheng)產(chan)技術密集等特(te)點,既(ji)是(shi)推動(dong)能(neng)源(yuan)(yuan)(yuan)革(ge)命的(de)重(zhong)要(yao)保障,也(ye)是(shi)富民強國的(de)新(xin)興產(chan)業,對于促(cu)進能(neng)源(yuan)(yuan)(yuan)結構轉(zhuan)型(xing)、保障能(neng)源(yuan)(yuan)(yuan)安全(quan)供(gong)應、催生(sheng)能(neng)源(yuan)(yuan)(yuan)新(xin)業態、培育打造(zao)新(xin)的(de)經濟增長(chang)極具有重(zhong)要(yao)推動(dong)作用。
構建(jian)新型(xing)電(dian)(dian)力(li)(li)(li)系(xi)統(tong)為(wei)新型(xing)儲能(neng)發展提供重大機遇,新型(xing)電(dian)(dian)力(li)(li)(li)系(xi)統(tong)具(ju)有綠色低碳、靈活(huo)高效、多元互動、高度市場化(hua)等特征。傳(chuan)統(tong)電(dian)(dian)力(li)(li)(li)系(xi)統(tong)作為(wei)實(shi)時平衡(heng)系(xi)統(tong),靈活(huo)調節(jie)(jie)能(neng)力(li)(li)(li)不足,新型(xing)儲能(neng)應用(yong)可以(yi)(yi)逐步克服這一缺陷,未來隨著(zhu)儲電(dian)(dian)、儲氫、儲熱(re)、儲冷等多元化(hua)儲能(neng)技術融(rong)合發展,新型(xing)儲能(neng)將成為(wei)電(dian)(dian)、熱(re)、冷、氣、氫等多種能(neng)源(yuan)子系(xi)統(tong)耦合轉(zhuan)換的(de)樞紐,大幅提升能(neng)源(yuan)電(dian)(dian)力(li)(li)(li)系(xi)統(tong)調節(jie)(jie)能(neng)力(li)(li)(li)、安全保障能(neng)力(li)(li)(li)和綜合運行效率,助力(li)(li)(li)構建(jian)以(yi)(yi)清潔電(dian)(dian)力(li)(li)(li)為(wei)基礎的(de)低碳能(neng)源(yuan)系(xi)統(tong),并在構建(jian)具(ju)有更(geng)強新能(neng)源(yuan)消(xiao)納(na)能(neng)力(li)(li)(li)的(de)新型(xing)電(dian)(dian)力(li)(li)(li)系(xi)統(tong)中發揮重要支撐作用(yong)。
加快新(xin)能(neng)(neng)(neng)源(yuan)(yuan)發(fa)展對新(xin)型儲(chu)能(neng)(neng)(neng)提出迫切需求(qiu),截至2020年底,我(wo)省(sheng)電(dian)力(li)(li)裝(zhuang)機(ji)突破1億(yi)千(qian)瓦(wa)大關,其中可再生能(neng)(neng)(neng)源(yuan)(yuan)發(fa)電(dian)裝(zhuang)機(ji)規模(mo)已達到(dao)(dao)4761萬千(qian)瓦(wa),占(zhan)比達到(dao)(dao)48%,電(dian)力(li)(li)系統(tong)調峰調頻壓力(li)(li)凸顯。“十四(si)五”期間,我(wo)省(sheng)將大力(li)(li)實施可再生能(neng)(neng)(neng)源(yuan)(yuan)“倍增計(ji)劃”,到(dao)(dao)2025年我(wo)省(sheng)可再生能(neng)(neng)(neng)源(yuan)(yuan)發(fa)電(dian)裝(zhuang)機(ji)規模(mo)將突破1億(yi)千(qian)瓦(wa),占(zhan)比達到(dao)(dao)60%左(zuo)右,非化石能(neng)(neng)(neng)源(yuan)(yuan)占(zhan)能(neng)(neng)(neng)源(yuan)(yuan)消費總量比重提高(gao)(gao)到(dao)(dao)13%。由于(yu)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)發(fa)電(dian)的高(gao)(gao)比例接入(ru),電(dian)力(li)(li)系統(tong)調蜂(feng)需求(qiu)將進一(yi)步增加,亟需加快發(fa)展新(xin)型儲(chu)能(neng)(neng)(neng),提升電(dian)力(li)(li)系統(tong)靈(ling)活性,促進新(xin)能(neng)(neng)(neng)源(yuan)(yuan)高(gao)(gao)效消納。
新(xin)(xin)型(xing)(xing)(xing)(xing)儲(chu)能(neng)(neng)(neng)政策相(xiang)繼出(chu)臺為產(chan)(chan)業(ye)發展(zhan)指明方向。國(guo)家注(zhu)重加強新(xin)(xin)型(xing)(xing)(xing)(xing)儲(chu)能(neng)(neng)(neng)發展(zhan)頂層(ceng)設計(ji),印發出(chu)臺新(xin)(xin)型(xing)(xing)(xing)(xing)儲(chu)能(neng)(neng)(neng)發展(zhan)指導意見和實施方案(an),從強化政策引導、推動技(ji)術進步、完(wan)善(shan)體制機制、規范行(xing)業(ye)管(guan)理等方面完(wan)善(shan)新(xin)(xin)型(xing)(xing)(xing)(xing)儲(chu)能(neng)(neng)(neng)產(chan)(chan)業(ye)政策,明確新(xin)(xin)型(xing)(xing)(xing)(xing)儲(chu)能(neng)(neng)(neng)在構建清潔低碳、安全高效現代能(neng)(neng)(neng)源(yuan)(yuan)(yuan)產(chan)(chan)業(ye)體系中的(de)戰略定位(wei)和發展(zhan)目(mu)標,提出(chu)到2025年我國(guo)新(xin)(xin)型(xing)(xing)(xing)(xing)儲(chu)能(neng)(neng)(neng)裝(zhuang)機達3000萬千(qian)瓦(wa)以(yi)上;規范新(xin)(xin)型(xing)(xing)(xing)(xing)儲(chu)能(neng)(neng)(neng)項目(mu)管(guan)理,明確新(xin)(xin)型(xing)(xing)(xing)(xing)儲(chu)能(neng)(neng)(neng)參(can)與中長期(qi)(qi)交易、現貨和輔助服務等各類市(shi)場的(de)主(zhu)體地位(wei);鼓勵(li)支(zhi)持可(ke)再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)發電(dian)(dian)企業(ye)通過自建或購買調峰能(neng)(neng)(neng)力方式增(zeng)加可(ke)再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)發電(dian)(dian)裝(zhuang)機并網規模,大幅提升(sheng)新(xin)(xin)型(xing)(xing)(xing)(xing)儲(chu)能(neng)(neng)(neng)推廣利用水平,新(xin)(xin)型(xing)(xing)(xing)(xing)儲(chu)能(neng)(neng)(neng)迎來重要(yao)機遇期(qi)(qi)。
新型儲(chu)(chu)(chu)能(neng)技(ji)術(shu)(shu)不(bu)斷突破為(wei)產業(ye)發展(zhan)注入強勁動力。以(yi)鋰離子(zi)電(dian)池(chi)為(wei)代表的電(dian)化(hua)學儲(chu)(chu)(chu)能(neng)技(ji)術(shu)(shu)發展(zhan)迅猛(meng),近(jin)五年來能(neng)量密(mi)度(du)提(ti)(ti)高(gao)了近(jin)一倍,系(xi)統成本下降約(yue)60%,目(mu)前(qian)鋰電(dian)池(chi)儲(chu)(chu)(chu)能(neng)系(xi)統初(chu)步具備(bei)規(gui)模化(hua)商(shang)業(ye)化(hua)應用條件。全釩液(ye)流(liu)、鐵-鉻液(ye)流(liu)電(dian)池(chi)已取得(de)突破性(xing)進展(zhan),安(an)全性(xing)能(neng)較高(gao)。百(bai)兆瓦級先進壓縮空氣(qi)儲(chu)(chu)(chu)能(neng)技(ji)術(shu)(shu)得(de)到示范應用,系(xi)統效率預計提(ti)(ti)升至70%以(yi)上,為(wei)商(shang)業(ye)化(hua)發展(zhan)提(ti)(ti)供了技(ji)術(shu)(shu)支撐。飛輪儲(chu)(chu)(chu)能(neng)、鈉離子(zi)電(dian)池(chi)、固態電(dian)池(chi)、儲(chu)(chu)(chu)氫(qing)等創新儲(chu)(chu)(chu)能(neng)技(ji)術(shu)(shu)正在開展(zhan)關鍵技(ji)術(shu)(shu)攻關與示范。當前(qian),各(ge)類儲(chu)(chu)(chu)能(neng)技(ji)術(shu)(shu)功發示范,呈現出百(bai)花齊(qi)放的良好局(ju)面。
新(xin)(xin)型(xing)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)產業發(fa)展面臨一(yi)定困難和挑戰。一(yi)是大多新(xin)(xin)型(xing)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)技術處于(yu)應用(yong)(yong)示范或規模化推廣起(qi)步(bu)階(jie)段,鋰電池(chi)技術相(xiang)(xiang)對(dui)(dui)成(cheng)(cheng)(cheng)熟(shu),但安全性有待(dai)進(jin)一(yi)步(bu)提高;液流電池(chi)安全性相(xiang)(xiang)對(dui)(dui)較好(hao)(hao),但能(neng)(neng)(neng)量密(mi)度(du)較低、成(cheng)(cheng)(cheng)本(ben)較高;鎳氫電池(chi)成(cheng)(cheng)(cheng)本(ben)低、通(tong)用(yong)(yong)性強、安全性好(hao)(hao),但能(neng)(neng)(neng)量密(mi)度(du)相(xiang)(xiang)對(dui)(dui)較低、電池(chi)壽命相(xiang)(xiang)對(dui)(dui)較短(duan);壓縮空(kong)(kong)氣儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)雖已(yi)實現百兆瓦級(ji)示范應用(yong)(yong),但受(shou)不(bu)同地(di)質(zhi)條件影響(xiang)投資成(cheng)(cheng)(cheng)本(ben)相(xiang)(xiang)對(dui)(dui)較大;飛輪、超導(dao)、超級(ji)電容(rong)、固態電池(chi)、金屬空(kong)(kong)氣電池(chi)、儲(chu)(chu)(chu)(chu)(chu)(chu)氫等(deng)(deng)新(xin)(xin)型(xing)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)尚處于(yu)技術研(yan)發(fa)試驗示范階(jie)段。二是儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)項目建(jian)設和運營(ying)成(cheng)(cheng)(cheng)本(ben)有待(dai)市場(chang)化疏導(dao),需(xu)加大對(dui)(dui)“新(xin)(xin)能(neng)(neng)(neng)源+儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)”、獨(du)立儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)等(deng)(deng)建(jian)設模式的(de)支持力度(du),研(yan)究制定新(xin)(xin)型(xing)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)電價政(zheng)策。三是新(xin)(xin)型(xing)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)參(can)與(yu)各類電力市場(chang)機制有待(dai)進(jin)一(yi)步(bu)完善,亟需(xu)加快推進(jin)電力市場(chang)體系(xi)建(jian)設,明確新(xin)(xin)型(xing)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)獨(du)立市場(chang)地(di)位(wei),營(ying)造良(liang)好(hao)(hao)市場(chang)環境(jing)。四是新(xin)(xin)型(xing)儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)調度(du)運行機制尚不(bu)健全,需(xu)進(jin)一(yi)步(bu)完善儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)參(can)與(yu)并網運行、輔(fu)助(zhu)服務的(de)相(xiang)(xiang)關規定,保障最大程度(du)發(fa)揮儲(chu)(chu)(chu)(chu)(chu)(chu)能(neng)(neng)(neng)作用(yong)(yong)。
三、總體思路
(一)指導思想

(二)基本原則
統(tong)籌(chou)布局(ju)、有(you)序(xu)發展(zhan)(zhan)。堅(jian)持規(gui)劃(hua)引領,優化建(jian)設(she)布局(ju),促進新型(xing)(xing)儲能(neng)(neng)與新型(xing)(xing)電力系(xi)統(tong)各環節有(you)機融合、協(xie)調(diao)發展(zhan)(zhan)。堅(jian)持能(neng)(neng)源革(ge)命方向,結合新型(xing)(xing)儲能(neng)(neng)發展(zhan)(zhan)實(shi)際,合理確定新型(xing)(xing)儲能(neng)(neng)總(zong)體目標,做到有(you)序(xu)發展(zhan)(zhan)。
創新引領、示范先行(xing),以“揭榜掛帥”方(fang)式加強關鍵(jian)技(ji)術裝備研發,開展各類型(xing)大容量、高效率、高可靠性儲(chu)能(neng)技(ji)術創新示范。加快推(tui)動(dong)商業模式和(he)體(ti)制(zhi)機(ji)制(zhi)創新,在(zai)重點地(di)區(qu)先行(xing)先試。推(tui)動(dong)新型(xing)儲(chu)能(neng)技(ji)術革(ge)新、產業升級、成本下降(jiang),有效支撐(cheng)新型(xing)儲(chu)能(neng)產業可持續發展。
市(shi)場主導、政策驅(qu)動.大力推進(jin)電力體制(zhi)改革(ge)和電力市(shi)場建設,營造公平競爭(zheng)的(de)市(shi)場環境(jing)。因地(di)制(zhi)宜探索靈活多樣的(de)商業模式(shi),建立健全由源網(wang)(wang)荷共擔的(de)儲能發(fa)展機制(zhi),支持儲能電站獨立參與市(shi)場交(jiao)易(yi)或(huo)與發(fa)電設施聯合(he)接入電網(wang)(wang),提供(gong)調(diao)峰調(diao)頻等輔(fu)助服務,建立健全相關支持政策。
規范管理、保障(zhang)安全(quan)(quan).加強(qiang)新型儲能(neng)項(xiang)目管理,建立健全(quan)(quan)儲能(neng)技術、安全(quan)(quan)標準(zhun)、檢測認證體系,明(ming)確(que)新型儲能(neng)安全(quan)(quan)要求,強(qiang)化企業主(zhu)體責任,加大地方政府(fu)安全(quan)(quan)指導和(he)監(jian)管力度,確(que)保新型儲能(neng)項(xiang)目健康安全(quan)(quan)發(fa)展。
(三)發展目標
在電(dian)源、電(dian)網、用(yong)戶等(deng)環節(jie)廣泛應用(yong)新型儲能,增強(qiang)源網荷儲配套能力和安全監管(guan)能力,推動“新能源+儲能”深度融合,實現一體(ti)規劃、同(tong)步建設、聯(lian)合運行,增強(qiang)電(dian)網和終(zhong)端(duan)儲能調節(jie)能力。

發(fa)展常規電(dian)源+儲(chu)能(neng).鼓(gu)勵燃(ran)煤(mei)電(dian)廠合(he)(he)理配置新(xin)型儲(chu)能(neng),與燃(ran)煤(mei)機組協調(diao)配合(he)(he)參與調(diao)頻調(diao)峰(feng)等輔助服務。在調(diao)峰(feng)需(xu)求大的區域合(he)(he)理布局燃(ran)氣電(dian)廠+儲(chu)能(neng)項目,滿(man)足電(dian)力系(xi)統不同時間維度(du)的調(diao)峰(feng)調(diao)頻需(xu)求,提高系(xi)統靈(ling)活性和可靠性。探索利用退役火電(dian)機組既有廠址和輸(shu)變電(dian)設(she)施建(jian)設(she)新(xin)型儲(chu)能(neng)或(huo)風光儲(chu)設(she)備。
專欄1 大基地項目電(dian)源側配(pei)套儲能試點示范
(1)張(zhang)家口張(zhang)北縣100萬(wan)千(qian)瓦大(da)型新能源基地(di)項目(mu)。配(pei)套15萬(wan)千(qian)瓦/30萬(wan)千(qian)瓦時儲(chu)能項目(mu),項目(mu)單位(wei)為河北三峽巨人能源有限公(gong)司。
(2)承德豐寧風光(guang)氫儲100萬千(qian)瓦大型(xing)新能(neng)源基(ji)地項目(mu)。配套11.5萬千(qian)瓦/23萬千(qian)瓦時電化學儲能(neng)及2000標(biao)方/小時堿性電解水制氫,項目(mu)單位為國華能(neng)源投資(zi)有限公司。
(3)加快推進納(na)入國(guo)家第二(er)批大型風電(dian)光伏(fu)基地項目(mu)的建設(she)。

支持電網替代性儲能(neng)項目建(jian)(jian)設(she)(she),支持在用電負荷增速較快、輸變(bian)電項目建(jian)(jian)設(she)(she)難度大的(de)地區建(jian)(jian)設(she)(she)儲能(neng)項目,延緩或替代輸變(bian)電設(she)(she)施投(tou)資,降(jiang)低電網基礎設(she)(she)施建(jian)(jian)設(she)(she)成本。圍繞(rao)保障重點負荷需(xu)求(qiu),建(jian)(jian)設(she)(she)一(yi)批移(yi)動式或固定(ding)式儲能(neng)設(she)(she)施,提(ti)升應急供電保障能(neng)力。
鼓(gu)勵電(dian)網末端布(bu)局(ju)儲(chu)(chu)能設施.在我省太行(xing)山、燕山、壩上等偏遠地區,結合用電(dian)需(xu)求布(bu)局(ju)新型儲(chu)(chu)能或風(feng)光(guang)儲(chu)(chu)電(dian)站,提高末端電(dian)網供電(dian)能力。
(三(san))引導用戶側儲能靈(ling)活(huo)發(fa)展
鼓勵分(fen)布式(shi)供能系統儲能應(ying)用(yong)(yong).圍繞大數據中心、5G基(ji)站、工業園區、公路服務區等(deng)終端用(yong)(yong)戶,依(yi)托分(fen)布式(shi)新(xin)能源、微電(dian)網(wang)、增量(liang)配網(wang)等(deng)配置新(xin)型(xing)儲能,探索電(dian)動汽車在分(fen)布式(shi)供能系統中的(de)應(ying)用(yong)(yong),提高(gao)用(yong)(yong)能質量(liang),降低(di)用(yong)(yong)能成本。
支持(chi)重要負荷用戶(hu)儲能(neng)建(jian)設。鼓勵(li)工業、通信、金融、互聯網(wang)等對供電(dian)(dian)(dian)可靠性、電(dian)(dian)(dian)能(neng)質量要求高(gao)(gao)的電(dian)(dian)(dian)力(li)(li)用戶(hu),根據優化(hua)商業模(mo)式(shi)和系統(tong)運行模(mo)式(shi)需要配置(zhi)新型儲能(neng),提升用戶(hu)電(dian)(dian)(dian)力(li)(li)自平(ping)衡能(neng)力(li)(li),降低對大(da)電(dian)(dian)(dian)網(wang)調(diao)(diao)峰調(diao)(diao)頻(pin)壓力(li)(li),提高(gao)(gao)綜(zong)合用能(neng)效(xiao)率效(xiao)益(yi)。
鼓勵分(fen)散(san)式儲能應用(yong)。積(ji)極推動不間(jian)斷電源、充換電設(she)施(shi)、農牧業基礎(chu)設(she)施(shi)、家庭等用(yong)戶側分(fen)散(san)式儲能設(she)施(shi)建設(she),調節電網靈(ling)活性,降低用(yong)能成本。
(四)加快推動源網荷儲融(rong)合建設
推進(jin)源(yuan)網(wang)(wang)(wang)荷(he)(he)儲(chu)一體(ti)(ti)化(hua)協(xie)同發展,通過(guo)優化(hua)整(zheng)合本地電(dian)源(yuan)側、電(dian)網(wang)(wang)(wang)側、用(yong)戶(hu)側資源(yuan),合理配(pei)置各(ge)類儲(chu)能,研究建立(li)電(dian)網(wang)(wang)(wang)企(qi)業、電(dian)源(yuan)企(qi)業和(he)部(bu)分用(yong)戶(hu)共(gong)同承擔(dan)儲(chu)能等調節能力建設(she)的(de)責任(ren)機(ji)制(zhi)(zhi)和(he)投資回報機(ji)制(zhi)(zhi),探索不(bu)同技術(shu)路(lu)徑(jing)和(he)發展模式,在重點地區(qu)謀(mou)劃一批源(yuan)網(wang)(wang)(wang)荷(he)(he)儲(chu)一體(ti)(ti)化(hua)項目,鼓勵源(yuan)網(wang)(wang)(wang)荷(he)(he)儲(chu)一體(ti)(ti)化(hua)項目內(nei)部(bu)聯(lian)合調度(du),鼓勵電(dian)網(wang)(wang)(wang)企(qi)業聯(lian)合社會資本建設(she)以(yi)大規模共(gong)享儲(chu)能為(wei)支(zhi)撐的(de)區(qu)域性(xing)“虛(xu)擬電(dian)廠”。
拓展(zhan)多種儲能(neng)形式應用(yong)。結合(he)各地區資源條件,以及對(dui)不同形式能(neng)源的需求(qiu)情(qing)況,積極推動(dong)長時(shi)間儲電、儲氫等新型儲能(neng)技術示(shi)范,促(cu)進多種形式儲能(neng)發(fa)展(zhan),在(zai)張(zhang)家(jia)口(kou)、承德等地區重點建(jian)(jian)設鋰(li)離(li)子電池、液(ye)流(liu)電池、壓(ya)縮(suo)空氣儲能(neng)項(xiang)目,探索氫儲能(neng)及發(fa)電綜合(he)應用(yong)示(shi)范,發(fa)揮長時(shi)間儲能(neng)優(you)勢,支撐綜合(he)智慧能(neng)源系(xi)統建(jian)(jian)設。

建(jian)立用(yong)戶側儲能(neng)發展價格(ge)(ge)機制(zhi)。按照國家和我省有關要求(qiu)(qiu),進一步完(wan)善(shan)分時電價政策,拉大峰谷價差,引(yin)導電力市場價格(ge)(ge)向(xiang)用(yong)戶側傳導,為用(yong)戶側儲能(neng)發展創(chuang)造空間。建(jian)立與電力現貨市場相銜接的需求(qiu)(qiu)側響應(ying)補(bu)償(chang)機制(zhi),增加(jia)用(yong)戶側儲能(neng)的收益渠道。鼓勵用(yong)戶采用(yong)儲能(neng)技術減少(shao)供配電設施增容(rong)投(tou)資(zi),節約用(yong)戶側用(yong)電成本。

八、規范儲能項(xiang)目管理工程,完善政策(ce)體(ti)系
加大新(xin)型(xing)儲能(neng)技術創(chuang)新(xin)和項目(mu)(mu)建設(she)支持力度(du),建立健(jian)全新(xin)型(xing)儲能(neng)全產業(ye)鏈技術標準體系,進一步(bu)完善新(xin)型(xing)儲能(neng)項目(mu)(mu)管理機(ji)制。
(一)落實和完善相關支持政策
省(sheng)有(you)關(guan)(guan)(guan)部門(men)按照國(guo)家政(zheng)策(ce)(ce)要(yao)求并結(jie)合我省(sheng)實際(ji),研(yan)(yan)究(jiu)制定各(ge)部門(men)相關(guan)(guan)(guan)支持(chi)政(zheng)策(ce)(ce),加(jia)大在(zai)電價(jia)、財政(zheng)、金融、土(tu)地等(deng)(deng)方面的(de)支持(chi)力度,建立健(jian)全(quan)項目(mu)投資建設、并網(wang)調度、運(yun)行考核、價(jia)格等(deng)(deng)配套機制,加(jia)快研(yan)(yan)究(jiu)獨立儲(chu)能(neng)(neng)(neng)、共享儲(chu)能(neng)(neng)(neng)的(de)電價(jia)形成機制,出(chu)臺相關(guan)(guan)(guan)支持(chi)政(zheng)策(ce)(ce),促進(jin)新型儲(chu)能(neng)(neng)(neng)發(fa)展。各(ge)市新型儲(chu)能(neng)(neng)(neng)發(fa)展要(yao)納(na)入國(guo)民經濟和社會發(fa)展第十(shi)四個五(wu)年規(gui)劃,結(jie)合國(guo)家和省(sheng)新型儲(chu)能(neng)(neng)(neng)有(you)關(guan)(guan)(guan)政(zheng)策(ce)(ce)要(yao)求,出(chu)臺新型儲(chu)能(neng)(neng)(neng)建設實施方案,研(yan)(yan)究(jiu)制定安全(quan)監督管(guan)理細則;積極申請國(guo)家首臺(套)技(ji)(ji)術裝備(bei)示范應用、綠(lv)色技(ji)(ji)術創新體系等(deng)(deng)中央預算(suan)內資金支持(chi)政(zheng)策(ce)(ce),進(jin)一步加(jia)快關(guan)(guan)(guan)鍵技(ji)(ji)術研(yan)(yan)究(jiu)和裝備(bei)產業化。積極引進(jin)社會資本投資綠(lv)色金融,支持(chi)新型儲(chu)能(neng)(neng)(neng)產業發(fa)展。

規(gui)范新(xin)(xin)型(xing)儲(chu)(chu)能(neng)(neng)(neng)(neng)項(xiang)目(mu)備案(an)程序。新(xin)(xin)建(jian)的(de)新(xin)(xin)型(xing)儲(chu)(chu)能(neng)(neng)(neng)(neng)項(xiang)目(mu)需列(lie)入(ru)省(sheng)(sheng)級(ji)規(gui)劃(hua)(hua)或納入(ru)市(shi)(shi)級(ji)布局(ju)建(jian)設(she)(she)方(fang)案(an)后(hou)由當地(di)縣(市(shi)(shi)、區)投(tou)資(zi)主(zhu)管部(bu)門(men)或行政審批部(bu)門(men)實行備案(an)管理。電網(wang)側獨立儲(chu)(chu)能(neng)(neng)(neng)(neng)項(xiang)目(mu)納入(ru)省(sheng)(sheng)級(ji)規(gui)劃(hua)(hua)項(xiang)目(mu)庫統一管理,并實施年(nian)度滾動(dong)調整,在需求、技術、土地(di)、并網(wang)等(deng)條件成熟(shu)后(hou)列(lie)入(ru)年(nian)度建(jian)設(she)(she)計(ji)劃(hua)(hua);省(sheng)(sheng)發展(zhan)改(gai)革委批復的(de)風電、光(guang)(guang)伏發電、多能(neng)(neng)(neng)(neng)互補、源(yuan)網(wang)荷儲(chu)(chu)一體(ti)化、大型(xing)風電光(guang)(guang)伏基地(di)等(deng)配建(jian)新(xin)(xin)型(xing)儲(chu)(chu)能(neng)(neng)(neng)(neng)項(xiang)目(mu)視同(tong)列(lie)入(ru)省(sheng)(sheng)級(ji)規(gui)劃(hua)(hua);火電等(deng)常(chang)規(gui)電源(yuan)和用戶側配建(jian)新(xin)(xin)型(xing)儲(chu)(chu)能(neng)(neng)(neng)(neng)項(xiang)目(mu)需納入(ru)市(shi)(shi)級(ji)新(xin)(xin)型(xing)儲(chu)(chu)能(neng)(neng)(neng)(neng)布局(ju)建(jian)設(she)(she)方(fang)案(an)。
加強新(xin)型(xing)(xing)儲(chu)(chu)能(neng)(neng)(neng)項(xiang)目(mu)(mu)建(jian)設(she)管(guan)理。完善新(xin)型(xing)(xing)儲(chu)(chu)能(neng)(neng)(neng)項(xiang)目(mu)(mu)建(jian)設(she)單位資(zi)質資(zi)格、設(she)備檢測機制(zhi),提升質量管(guan)理水平(ping),加快(kuai)建(jian)立新(xin)型(xing)(xing)儲(chu)(chu)能(neng)(neng)(neng)在用地、環(huan)保、安全、消防等方面管(guan)理機制(zhi)。研究與新(xin)能(neng)(neng)(neng)源(yuan)、微電網(wang)、綜合智(zhi)慧能(neng)(neng)(neng)源(yuan)、源(yuan)網(wang)荷儲(chu)(chu)一體(ti)化和多(duo)能(neng)(neng)(neng)互補(bu)等配套建(jian)設(she)的新(xin)型(xing)(xing)儲(chu)(chu)能(neng)(neng)(neng)項(xiang)目(mu)(mu)管(guan)理機制(zhi)。督(du)促電網(wang)企業(ye)加快(kuai)制(zhi)定(ding)新(xin)型(xing)(xing)儲(chu)(chu)能(neng)(neng)(neng)調(diao)(diao)度運行管(guan)理規范,明(ming)確接網(wang)程序(xu),優化調(diao)(diao)度運行機制(zhi),充分發揮儲(chu)(chu)能(neng)(neng)(neng)系統效益。
強化安(an)(an)全(quan)(quan)風(feng)險防范(fan)(fan)。堅持“安(an)(an)全(quan)(quan)第一(yi)、預防為主(zhu)、綜合(he)治理”的方(fang)針,建(jian)(jian)立“企(qi)業負責、行業自律(lv)、政府(fu)監(jian)管、社會(hui)監(jian)督”的管理機制(zhi)(zhi),加快推動建(jian)(jian)立新型(xing)儲能安(an)(an)全(quan)(quan)標準規范(fan)(fan),完(wan)善(shan)安(an)(an)全(quan)(quan)管理體系,建(jian)(jian)立健全(quan)(quan)省(sheng)市縣三級聯動和政府(fu)各相關部門齊抓共管的安(an)(an)全(quan)(quan)監(jian)管機制(zhi)(zhi),強化企(qi)業安(an)(an)全(quan)(quan)主(zhu)體責任(ren),落實全(quan)(quan)員安(an)(an)全(quan)(quan)生產責任(ren)制(zhi)(zhi)。規范(fan)(fan)項(xiang)目(mu)設計咨詢、施(shi)工驗收、并網調度、運行維護、退役管理、應(ying)急管理與事故處置等環節安(an)(an)全(quan)(quan)管控和監(jian)督,筑牢安(an)(an)全(quan)(quan)底線。
九、環境影響評價
(一)環境影響分析
“十四五”期間,隨著新型儲(chu)能的大力發展(zhan),我省(sheng)(sheng)新能源發電裝機和消(xiao)費占比(bi)(bi)將快速提升(sheng)。預計(ji)到(dao)2025年,支撐我省(sheng)(sheng)非化石(shi)能源占能源消(xiao)費總量比(bi)(bi)重由2020年的7%提高到(dao)13%,可再生能源電力消(xiao)納(na)責任權(quan)重由2020年的14.2%提高到(dao)22.8%,相(xiang)當于(yu)減少(shao)標煤約4755萬(wan)噸(dun),減少(shao)二(er)氧化碳排(pai)放約1.3億噸(dun),減少(shao)二(er)氧化硫排(pai)放量約6.2萬(wan)噸(dun),減少(shao)氮氧化物排(pai)放量約5.7萬(wan)噸(dun)。

規劃實(shi)施過程中嚴格(ge)執行環境(jing)(jing)影響評(ping)價制度,堅守生態保(bao)(bao)護(hu)紅線(xian)和(he)永(yong)久基本農田,在規劃選(xuan)址、并網(wang)線(xian)路等方面確保(bao)(bao)區域生態功(gong)能。避讓環境(jing)(jing)敏感(gan)性因素。加強新(xin)型儲能項目(mu)(mu)布局、建設、運營、退役(yi)全(quan)環節、全(quan)生命周期環境(jing)(jing)保(bao)(bao)護(hu),嚴格(ge)落實(shi)生態保(bao)(bao)護(hu)紅線(xian)、環境(jing)(jing)質量(liang)底線(xian)、資源利用上(shang)線(xian)和(he)生態環境(jing)(jing)準入清(qing)單“三(san)線(xian)一單”要(yao)求(qiu),嚴格(ge)執行環保(bao)(bao)標準,做到環境(jing)(jing)保(bao)(bao)護(hu)設施與(yu)主體(ti)工(gong)程“同時設計(ji)、同時施工(gong)、同時投產”,預防和(he)減輕(qing)環境(jing)(jing)影響。各(ge)市縣(xian)通(tong)過規劃實(shi)施“十(shi)四(si)五”期間(jian)在推動新(xin)型儲能健(jian)康發展的(de)同時,實(shi)現(xian)與(yu)生態環境(jing)(jing)的(de)友(you)好共(gong)贏,為實(shi)現(xian)雙(shuang)碳目(mu)(mu)標做出(chu)重要(yao)貢獻。
十、保障措施
(一)強化組織領導
建(jian)立健全(quan)由省(sheng)發展(zhan)改革(ge)委、省(sheng)自(zi)然資(zi)源廳(ting)(ting)、省(sheng)應(ying)急管理廳(ting)(ting)、省(sheng)市場監(jian)管局(ju)、省(sheng)住房城鄉建(jian)設廳(ting)(ting)、省(sheng)工(gong)業(ye)和信息化廳(ting)(ting)、省(sheng)科(ke)學技術廳(ting)(ting)、省(sheng)財政廳(ting)(ting)、省(sheng)生態(tai)環境廳(ting)(ting)、國家稅務總局(ju)河(he)北(bei)省(sheng)稅務局(ju)、省(sheng)公安廳(ting)(ting)、國網河(he)北(bei)省(sheng)電(dian)力(li)公司(si)、國網冀北(bei)電(dian)力(li)公司(si)、有關(guan)(guan)儲(chu)能企(qi)業(ye)等單位組成的工(gong)作協調(diao)機制(zhi)(zhi),各(ge)(ge)部(bu)門按(an)照國務院(yuan)安委會(hui)相(xiang)關(guan)(guan)職責分工(gong),對口(kou)抓好貫徹落實(shi),統籌推進(jin)(jin)新(xin)(xin)型(xing)儲(chu)能產(chan)業(ye)安全(quan)發展(zhan)。成立省(sheng)級(ji)新(xin)(xin)型(xing)儲(chu)能產(chan)業(ye)協會(hui),加強行業(ye)自(zi)律,支持龍頭企(qi)業(ye)、科(ke)研院(yuan)所、創新(xin)(xin)平臺參與主導新(xin)(xin)型(xing)儲(chu)能領域相(xiang)關(guan)(guan)標準制(zhi)(zhi)定(ding)。相(xiang)應(ying)成立新(xin)(xin)型(xing)儲(chu)能發展(zhan)協調(diao)推進(jin)(jin)工(gong)作機制(zhi)(zhi),按(an)年度編制(zhi)(zhi)各(ge)(ge)地市新(xin)(xin)型(xing)儲(chu)能發展(zhan)方(fang)案,明確進(jin)(jin)度安排和考核機制(zhi)(zhi),精心組織實(shi)施,科(ke)學有序推進(jin)(jin)各(ge)(ge)項任務,切實(shi)保障“十(shi)四五(wu)”規劃(hua)落地落實(shi)。
(二)鼓勵先行先試
鼓勵相關(guan)市(shi)場主體充分發揮各(ge)自優勢,在(zai)構建新(xin)型(xing)儲(chu)(chu)能(neng)有序發展(zhan)體制機制方面積極開拓創新(xin)、先(xian)行先(xian)試(shi)。各(ge)市(shi)縣可(ke)結合本(ben)地(di)實際、研(yan)究(jiu)出臺(tai)相關(guan)支持政策和改革舉(ju)措。開展(zhan)改革試(shi)點(dian),在(zai)深入(ru)(ru)探索儲(chu)(chu)能(neng)技(ji)術路線、創新(xin)商(shang)業(ye)模式等(deng)基礎(chu)上,研(yan)究(jiu)建立(li)合理的(de)(de)儲(chu)(chu)能(neng)成本(ben)分擔和疏(shu)導(dao)機制,及時(shi)總結可(ke)復制可(ke)推廣的(de)(de)成功經驗和做法。對(dui)于先(xian)進(jin)新(xin)型(xing)儲(chu)(chu)能(neng)項(xiang)目(mu),優先(xian)列入(ru)(ru)省市(shi)重點(dian)項(xiang)目(mu)計劃,在(zai)符合國土空間規劃和國家(jia)產(chan)業(ye)政策的(de)(de)前提下耕地(di)占(zhan)補(bu)平(ping)衡和用地(di)指標予以優先(xian)保障(zhang)。
(三)拓寬融資渠道
加(jia)強銀(yin)企(qi)(qi)(qi)對接合作平臺建設,加(jia)大對新(xin)(xin)型(xing)(xing)儲(chu)能(neng)(neng)項目信貸支(zhi)持(chi),積(ji)極(ji)支(zhi)持(chi)符合條(tiao)件的新(xin)(xin)型(xing)(xing)儲(chu)能(neng)(neng)企(qi)(qi)(qi)業(ye)在科(ke)創板(ban)、創業(ye)板(ban)等(deng)注冊上市融(rong)資,落實促進科(ke)技(ji)(ji)金(jin)(jin)融(rong)深度(du)融(rong)合的政策措施,發(fa)揮新(xin)(xin)型(xing)(xing)金(jin)(jin)融(rong)工(gong)具的助推孵(fu)化(hua)(hua)作用,支(zhi)持(chi)初創型(xing)(xing)、成(cheng)長型(xing)(xing)新(xin)(xin)型(xing)(xing)儲(chu)能(neng)(neng)企(qi)(qi)(qi)業(ye)發(fa)展。鼓勵(li)各類資本設立新(xin)(xin)型(xing)(xing)儲(chu)能(neng)(neng)產(chan)業(ye)基金(jin)(jin)及創新(xin)(xin)創業(ye)基金(jin)(jin),按(an)照市場化(hua)(hua)原(yuan)則支(zhi)持(chi)新(xin)(xin)型(xing)(xing)儲(chu)能(neng)(neng)創新(xin)(xin)型(xing)(xing)企(qi)(qi)(qi)業(ye),促進科(ke)技(ji)(ji)成(cheng)果轉移轉化(hua)(hua)。鼓勵(li)銀(yin)行業(ye)金(jin)(jin)融(rong)機構按(an)照風險可控(kong)、商業(ye)可持(chi)續(xu)性(xing)原(yuan)則支(zhi)持(chi)新(xin)(xin)型(xing)(xing)儲(chu)能(neng)(neng)產(chan)業(ye)發(fa)展,運(yun)用科(ke)技(ji)(ji)化(hua)(hua)手段為優質(zhi)企(qi)(qi)(qi)業(ye)提供精準化(hua)(hua)、差異化(hua)(hua)金(jin)(jin)融(rong)服務。
(四)加大推廣合作
注重引(yin)進國內外(wai)龍頭(tou)企(qi)業(ye)和優秀人才,建(jian)設重點實驗室、工程研(yan)究中(zhong)心等創新(xin)(xin)(xin)平(ping)臺,加強我省新(xin)(xin)(xin)型(xing)(xing)儲(chu)能(neng)技(ji)術研(yan)究和裝備(bei)研(yan)發,豐富積累規劃、建(jian)設、運營(ying)等試點示(shi)范經(jing)驗,推(tui)動(dong)新(xin)(xin)(xin)型(xing)(xing)儲(chu)能(neng)項目(mu)安全高效發展(zhan)(zhan)。鼓勵省內外(wai)骨干企(qi)業(ye)強強聯合,或擴產或跨界(jie)合作(zuo),積極搭建(jian)新(xin)(xin)(xin)型(xing)(xing)儲(chu)能(neng)創新(xin)(xin)(xin)平(ping)臺、推(tui)動(dong)新(xin)(xin)(xin)型(xing)(xing)儲(chu)能(neng)產業(ye)技(ji)術發展(zhan)(zhan),對先(xian)進可(ke)靠、成熟適用、前(qian)景廣闊的技(ji)術路線(xian)和商(shang)業(ye)模(mo)式(shi)積極開展(zhan)(zhan)推(tui)廣應用。
(五)建立考核機制
加強新(xin)型(xing)(xing)儲(chu)(chu)能(neng)項目(mu)(mu)管理(li)(li)。強化(hua)企(qi)業(ye)主(zhu)體責任(ren),加大投(tou)資力度嚴格執行(xing)(xing)安(an)(an)(an)全(quan)技術標準,統籌推進項目(mu)(mu)如(ru)期投(tou)產發(fa)揮作用。探索實施動(dong)態管理(li)(li)和評估,建立(li)新(xin)型(xing)(xing)儲(chu)(chu)能(neng)項目(mu)(mu)省(sheng)、市(shi)、縣三(san)級考核評估機制,組織(zhi)相(xiang)關部(bu)門(men)和電網企(qi)業(ye)定期對已備案(an)項目(mu)(mu)的開工(gong)建設、投(tou)產驗收、安(an)(an)(an)全(quan)運行(xing)(xing)等情況(kuang)進行(xing)(xing)考核,對不符合(he)安(an)(an)(an)全(quan)、技術標準要求的責令限期整改,確保儲(chu)(chu)能(neng)電站安(an)(an)(an)全(quan)高效運行(xing)(xing)。建立(li)新(xin)型(xing)(xing)儲(chu)(chu)能(neng)項目(mu)(mu)信(xin)息共享機制實現相(xiang)關部(bu)門(men)和省(sheng)市(shi)縣三(san)級信(xin)息高效互通(tong)、協調一致(zhi)。健全(quan)常杰化(hua)項目(mu)(mu)信(xin)息統計上報制度,推動(dong)新(xin)型(xing)(xing)儲(chu)(chu)能(neng)項目(mu)(mu)動(dong)態信(xin)息納入國家大數據平(ping)臺,提升動(dong)態監(jian)測和行(xing)(xing)業(ye)信(xin)息化(hua)管理(li)(li)水平(ping)。
