CSPPLAZA光熱發電網訊:日前,河(he)北省(sheng)人民政府發布《河(he)北省(sheng)碳(tan)達(da)(da)峰實施方(fang)案(an)》(以(yi)下(xia)簡(jian)稱:《方(fang)案(an)》)。《方(fang)案(an)》提出(chu)主要目標(biao),到(dao)2025年,非(fei)化石能源消費(fei)(fei)比(bi)重達(da)(da)到(dao)13%以(yi)上;單位地區(qu)生產(chan)總值(zhi)能耗和二氧(yang)化碳(tan)排(pai)放確保(bao)完成(cheng)國家下(xia)達(da)(da)指標(biao)。到(dao)2030年,煤炭消費(fei)(fei)比(bi)重降至60%以(yi)下(xia),非(fei)化石能源消費(fei)(fei)比(bi)重達(da)(da)到(dao)19%以(yi)上,單位地區(qu)生產(chan)總值(zhi)能耗和二氧(yang)化碳(tan)排(pai)放在2025年基礎上繼續大幅下(xia)降。
《方案》提出,加快發展可再生能源,鼓勵建設太陽能光熱發電示范項目。在糧食(shi)主產區和林業發達地(di)區有序(xu)推動生(sheng)物質熱(re)電聯(lian)產項目建設。因地(di)制宜發展地(di)熱(re)能(neng)(neng)。完善可(ke)再(zai)生(sheng)能(neng)(neng)源(yuan)消納保障機制,創(chuang)新支持政策,推進(jin)可(ke)再(zai)生(sheng)能(neng)(neng)源(yuan)在大數據、制氫等(deng)產業和清潔供暖、公(gong)共交(jiao)通(tong)領域應用,提高可(ke)再(zai)生(sheng)能(neng)(neng)源(yuan)就地(di)消納能(neng)(neng)力(li),完成國家下達的可(ke)再(zai)生(sheng)能(neng)(neng)源(yuan)電力(li)消納責(ze)任(ren)權重(zhong)任(ren)務。
加快建設新型電力系統。構建適應高比例新能源接入的堅強智能電網,推動清潔電力資源全省范圍優化配置。積極發展“新能源+儲能”、源網荷儲一體化和多能互補,支持分布式新能源合理配置儲能系統。到2025年,新型儲能裝機容量達到400萬千瓦以上。到(dao)2030年,抽水蓄能電站裝機(ji)容(rong)量達到(dao)867萬(wan)千瓦(wa),省級(ji)電網基本具備5%以上的尖峰負荷響應能力。

河北省碳達峰實施方案
為(wei)深入(ru)貫徹黨中央、國務(wu)院關于(yu)碳(tan)達(da)峰、碳(tan)中和的(de)重大決(jue)策(ce)部(bu)署(shu),扎(zha)實(shi)推進(jin)全省(sheng)碳(tan)達(da)峰行動,根據《國務(wu)院關于(yu)印發2030年前碳(tan)達(da)峰行動方(fang)案的(de)通(tong)知》(國發〔2021〕23號),結合(he)我省(sheng)實(shi)際,制定本實(shi)施方(fang)案。
一、總體要求
(一)指(zhi)導思(si)想。以(yi)習近平(ping)新時代中國(guo)特(te)色社(she)會主義思(si)想為指(zhi)導,全面(mian)貫徹(che)黨的十(shi)九大(da)和(he)(he)(he)十(shi)九屆歷次全會精神,深入(ru)貫徹(che)習近平(ping)生(sheng)態(tai)文(wen)明思(si)想,貫徹(che)落實京津冀協同發(fa)(fa)(fa)展戰略要(yao)求,立足新發(fa)(fa)(fa)展階段(duan)、完整(zheng)準確全面(mian)貫徹(che)新發(fa)(fa)(fa)展理念、積極服務(wu)和(he)(he)(he)融入(ru)新發(fa)(fa)(fa)展格局,將碳(tan)達(da)峰(feng)、碳(tan)中和(he)(he)(he)工作納(na)入(ru)生(sheng)態(tai)文(wen)明建設整(zheng)體(ti)(ti)(ti)布(bu)局和(he)(he)(he)經濟(ji)社(she)會發(fa)(fa)(fa)展全局,強化(hua)系(xi)(xi)統觀念,處理好發(fa)(fa)(fa)展與(yu)減排、整(zheng)體(ti)(ti)(ti)與(yu)局部、長遠目(mu)標(biao)和(he)(he)(he)短期(qi)目(mu)標(biao)、政府和(he)(he)(he)市(shi)(shi)場(chang)的關系(xi)(xi),明確各(ge)地、各(ge)領(ling)域、各(ge)行業(ye)目(mu)標(biao)任務(wu),重(zhong)點實施十(shi)大(da)專項行動,健全政策(ce)體(ti)(ti)(ti)系(xi)(xi)和(he)(he)(he)市(shi)(shi)場(chang)機制,推動經濟(ji)社(she)會發(fa)(fa)(fa)展全面(mian)綠色低碳(tan)轉型,加快形成(cheng)節約資源和(he)(he)(he)保(bao)護環(huan)境的產(chan)(chan)業(ye)結構、生(sheng)產(chan)(chan)方式、生(sheng)活方式、空(kong)間格局,確保(bao)如期(qi)實現碳(tan)達(da)峰(feng)目(mu)標(biao)。
(二)工作原則。
整體謀劃、分類實施。樹牢全(quan)(quan)(quan)國一盤棋(qi)思想,積極服務(wu)和融入(ru)全(quan)(quan)(quan)國大局。加強全(quan)(quan)(quan)省統(tong)籌,將碳達峰(feng)貫穿于經(jing)濟(ji)社會發展全(quan)(quan)(quan)過(guo)程(cheng)和各(ge)方(fang)面,加強政策的系統(tong)性(xing)、協(xie)同性(xing)。因地(di)(di)制宜、分類施策,推動各(ge)地(di)(di)、各(ge)領域、各(ge)行業梯次有序達峰(feng)。
立足實(shi)際(ji)、兼(jian)顧長遠。結合資(zi)源環境稟賦、產(chan)業(ye)布局、發展階段等,明(ming)確符合實(shi)際(ji)、滿(man)足要(yao)求、切(qie)實(shi)可行的(de)目標任(ren)務,既(ji)避免運動式(shi)“減碳”,又(you)防止“沖高峰”,有力有序有效做(zuo)好碳達峰工(gong)作,為(wei)碳中(zhong)和奠定堅實(shi)基礎(chu)。
雙(shuang)輪驅動、兩手發(fa)力。充分(fen)發(fa)揮市(shi)場在資源(yuan)配置中的(de)決(jue)定性作用,更好發(fa)揮政(zheng)(zheng)府作用,建立(li)健全與碳(tan)達(da)峰(feng)相適應的(de)財政(zheng)(zheng)、價格、金融等政(zheng)(zheng)策體系(xi),加快形成綠色低碳(tan)循環發(fa)展(zhan)的(de)經濟體系(xi)和(he)市(shi)場機制。
防范風險(xian)、安(an)(an)全(quan)降(jiang)碳。統籌(chou)發展(zhan)(zhan)和(he)安(an)(an)全(quan),堅(jian)持先立后破,穩(wen)(wen)住存(cun)量,拓展(zhan)(zhan)增(zeng)量,以(yi)保(bao)障(zhang)能(neng)源安(an)(an)全(quan)和(he)經濟發展(zhan)(zhan)為底線,處理好減污降(jiang)碳與能(neng)源安(an)(an)全(quan)、產業鏈(lian)供應鏈(lian)安(an)(an)全(quan)、糧食安(an)(an)全(quan)、群眾正常生活的關系,加強(qiang)風險(xian)識(shi)別和(he)管控,做好重大(da)風險(xian)應對(dui),確保(bao)經濟社(she)會平穩(wen)(wen)運行,能(neng)源轉型平穩(wen)(wen)過渡,安(an)(an)全(quan)有序降(jiang)碳。
二、主要目標
“十四五(wu)”期(qi)間,產(chan)業結(jie)構(gou)和(he)能源(yuan)結(jie)構(gou)明顯優化,能源(yuan)資源(yuan)配置更加合理、利用效(xiao)率大幅提(ti)高,煤炭消(xiao)(xiao)費總(zong)量持續減少,新(xin)型電力系(xi)統加快(kuai)構(gou)建,綠(lv)(lv)色(se)低(di)(di)(di)碳(tan)技(ji)術研發和(he)推廣(guang)應(ying)用取(qu)得新(xin)進展,生(sheng)(sheng)(sheng)產(chan)生(sheng)(sheng)(sheng)活(huo)方式綠(lv)(lv)色(se)轉型成(cheng)效(xiao)顯著,有(you)利于綠(lv)(lv)色(se)低(di)(di)(di)碳(tan)循環發展的政(zheng)策(ce)體系(xi)進一步(bu)完善,綠(lv)(lv)色(se)低(di)(di)(di)碳(tan)循環發展的經濟體系(xi)初步(bu)形成(cheng),為(wei)實現碳(tan)達峰奠定堅實基礎。到(dao)2025年,非化石能源(yuan)消(xiao)(xiao)費比(bi)重達到(dao)13%以上(shang);單位地區(qu)生(sheng)(sheng)(sheng)產(chan)總(zong)值能耗和(he)二氧(yang)化碳(tan)排放確(que)保完成(cheng)國家下(xia)達指標。
“十(shi)五五”期間,產業(ye)結構調整取(qu)得重大進展(zhan)(zhan),清潔低碳(tan)(tan)(tan)安(an)全高效的能源(yuan)(yuan)體系(xi)初步建立(li),重點領域低碳(tan)(tan)(tan)發(fa)(fa)展(zhan)(zhan)模式(shi)基(ji)本(ben)形成,重點耗(hao)能行業(ye)能源(yuan)(yuan)利用(yong)效率達到(dao)國際先進水平,綠色(se)低碳(tan)(tan)(tan)技(ji)術取(qu)得關鍵突(tu)破,綠色(se)生活方(fang)式(shi)成為公眾自(zi)覺選(xuan)擇,綠色(se)低碳(tan)(tan)(tan)循環(huan)發(fa)(fa)展(zhan)(zhan)政策體系(xi)基(ji)本(ben)健全,經濟社會(hui)發(fa)(fa)展(zhan)(zhan)綠色(se)轉型取(qu)得顯著(zhu)成效,二氧(yang)化碳(tan)(tan)(tan)排(pai)放(fang)量(liang)達到(dao)峰(feng)值(zhi)并(bing)實現(xian)穩中有降(jiang)(jiang),2030年前碳(tan)(tan)(tan)達峰(feng)目標順利實現(xian)。到(dao)2030年,煤炭消費(fei)比重降(jiang)(jiang)至60%以下,非化石能源(yuan)(yuan)消費(fei)比重達到(dao)19%以上,單(dan)位地區(qu)生產總值(zhi)能耗(hao)和二氧(yang)化碳(tan)(tan)(tan)排(pai)放(fang)在2025年基(ji)礎上繼(ji)續大幅下降(jiang)(jiang)。
三、重點任務
(一)能源綠色低碳轉型行動。
1.大(da)(da)力(li)削減(jian)煤(mei)(mei)炭消(xiao)費(fei)。嚴(yan)控新(xin)增(zeng)煤(mei)(mei)電(dian)(dian)(dian)項目,有(you)序淘汰(tai)煤(mei)(mei)電(dian)(dian)(dian)落后產能(neng)(neng),等容量(liang)置(zhi)換建(jian)設大(da)(da)容量(liang)、高(gao)參數(shu)機組,推(tui)進煤(mei)(mei)電(dian)(dian)(dian)節能(neng)(neng)升級、靈活性和(he)(he)供熱改造,推(tui)動(dong)煤(mei)(mei)電(dian)(dian)(dian)逐步向基礎保(bao)障性和(he)(he)系統調(diao)節性電(dian)(dian)(dian)源轉變。謀劃建(jian)設新(xin)的(de)(de)輸電(dian)(dian)(dian)通道,大(da)(da)幅提(ti)升可再(zai)生能(neng)(neng)源調(diao)入比例(li),新(xin)建(jian)通道可再(zai)生能(neng)(neng)源電(dian)(dian)(dian)量(liang)比例(li)原則(ze)上(shang)不低于50%。推(tui)動(dong)重點(dian)行業(ye)通過工(gong)藝優化(hua)、技術(shu)改造等方式減(jian)少煤(mei)(mei)炭消(xiao)費(fei)。實(shi)施工(gong)業(ye)、采暖等領域(yu)電(dian)(dian)(dian)能(neng)(neng)和(he)(he)天然氣替代(dai)(dai),置(zhi)換鍋爐(lu)(lu)和(he)(he)工(gong)業(ye)窯爐(lu)(lu)燃煤(mei)(mei)。有(you)序推(tui)進散(san)煤(mei)(mei)替代(dai)(dai),逐步減(jian)少直至禁止煤(mei)(mei)炭散(san)燒,合理(li)劃定(ding)高(gao)污染(ran)燃料禁燃區。嚴(yan)格落實(shi)煤(mei)(mei)炭減(jian)(等)量(liang)替代(dai)(dai)政策,嚴(yan)控新(xin)增(zeng)產能(neng)(neng)的(de)(de)新(xin)改擴(kuo)建(jian)耗煤(mei)(mei)項目。
2.加快發(fa)(fa)(fa)(fa)展可再(zai)生(sheng)能源(yuan)。堅持集(ji)中式(shi)與分(fen)布式(shi)開發(fa)(fa)(fa)(fa)并舉,全面推(tui)(tui)進(jin)風(feng)電(dian)、太陽能發(fa)(fa)(fa)(fa)電(dian)大規模開發(fa)(fa)(fa)(fa)利用和(he)高(gao)質量發(fa)(fa)(fa)(fa)展。打(da)造張家(jia)口、承德(de)、唐山(shan)、滄(cang)州及太行山(shan)沿線(xian)等百萬(wan)(wan)千瓦(wa)級(ji)光(guang)伏(fu)發(fa)(fa)(fa)(fa)電(dian)基地(di),探索(suo)農光(guang)、林光(guang)、牧光(guang)互補和(he)礦山(shan)修(xiu)復(fu)等特色光(guang)伏(fu)開發(fa)(fa)(fa)(fa)模式(shi),大力發(fa)(fa)(fa)(fa)展農村分(fen)布式(shi)光(guang)伏(fu)發(fa)(fa)(fa)(fa)電(dian),加快發(fa)(fa)(fa)(fa)展城(cheng)市屋頂分(fen)布式(shi)光(guang)伏(fu)發(fa)(fa)(fa)(fa)電(dian)。推(tui)(tui)進(jin)張家(jia)口、承德(de)千萬(wan)(wan)千瓦(wa)級(ji)風(feng)電(dian)基地(di)建(jian)設。鼓勵建(jian)設太陽能光(guang)熱發(fa)(fa)(fa)(fa)電(dian)示范(fan)項目(mu)。在糧食主產區和(he)林業(ye)(ye)發(fa)(fa)(fa)(fa)達(da)地(di)區有序推(tui)(tui)動(dong)生(sheng)物質熱電(dian)聯產項目(mu)建(jian)設。因地(di)制(zhi)宜發(fa)(fa)(fa)(fa)展地(di)熱能。完(wan)(wan)善可再(zai)生(sheng)能源(yuan)消納保障機(ji)制(zhi),創(chuang)新支持政(zheng)策,推(tui)(tui)進(jin)可再(zai)生(sheng)能源(yuan)在大數據、制(zhi)氫等產業(ye)(ye)和(he)清潔供暖、公共交通領域(yu)應用,提高(gao)可再(zai)生(sheng)能源(yuan)就地(di)消納能力,完(wan)(wan)成國家(jia)下達(da)的可再(zai)生(sheng)能源(yuan)電(dian)力消納責任權重任務。到2030年(nian),風(feng)電(dian)、光(guang)伏(fu)發(fa)(fa)(fa)(fa)電(dian)裝機(ji)容量達(da)到1.35億千瓦(wa)以(yi)上。
3.積極發(fa)(fa)展(zhan)氫(qing)(qing)(qing)能(neng)(neng)。統籌(chou)推(tui)(tui)(tui)(tui)進氫(qing)(qing)(qing)能(neng)(neng)“制(zhi)(zhi)儲輸用(yong)”全(quan)鏈(lian)條發(fa)(fa)展(zhan),占據(ju)氫(qing)(qing)(qing)能(neng)(neng)發(fa)(fa)展(zhan)新高地。加快(kuai)(kuai)推(tui)(tui)(tui)(tui)進壩上(shang)地區氫(qing)(qing)(qing)能(neng)(neng)基地列(lie)入(ru)國(guo)家氫(qing)(qing)(qing)能(neng)(neng)產(chan)業發(fa)(fa)展(zhan)規劃,推(tui)(tui)(tui)(tui)進河(he)北氫(qing)(qing)(qing)燃料電(dian)(dian)(dian)(dian)池(chi)汽車(che)推(tui)(tui)(tui)(tui)廣應用(yong)示范(fan)城(cheng)市(shi)群建(jian)設。加快(kuai)(kuai)發(fa)(fa)展(zhan)電(dian)(dian)(dian)(dian)解水制(zhi)(zhi)氫(qing)(qing)(qing)、工業副產(chan)氣純化(hua)制(zhi)(zhi)氫(qing)(qing)(qing),擴大氫(qing)(qing)(qing)氣供給能(neng)(neng)力(li)。加快(kuai)(kuai)氫(qing)(qing)(qing)燃料電(dian)(dian)(dian)(dian)池(chi)汽車(che)推(tui)(tui)(tui)(tui)廣應用(yong),鼓勵加氫(qing)(qing)(qing)站(zhan)(zhan)(zhan)與(yu)加油(you)站(zhan)(zhan)(zhan)、加氣站(zhan)(zhan)(zhan)和(he)充電(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan)多站(zhan)(zhan)(zhan)合一布局,逐步(bu)擴展(zhan)氫(qing)(qing)(qing)能(neng)(neng)在大型(xing)應急電(dian)(dian)(dian)(dian)源、通(tong)信基站(zhan)(zhan)(zhan)、分(fen)布式發(fa)(fa)電(dian)(dian)(dian)(dian)、戶用(yong)熱電(dian)(dian)(dian)(dian)聯供等領域的應用(yong),支持長距離、大規模儲運技術研(yan)究,開展(zhan)氫(qing)(qing)(qing)能(neng)(neng)多領域應用(yong)示范(fan)。建(jian)立健全(quan)氫(qing)(qing)(qing)能(neng)(neng)安(an)全(quan)監管制(zhi)(zhi)度與(yu)標準規范(fan)。到2030年,氫(qing)(qing)(qing)能(neng)(neng)產(chan)業產(chan)值達到1200億(yi)元以上(shang),利用(yong)量達到10%。
4.合(he)(he)理調控油(you)(you)(you)(you)氣(qi)(qi)(qi)(qi)(qi)(qi)消費(fei)。持續控制交通領(ling)域(yu)(yu)成品(pin)油(you)(you)(you)(you)消費(fei),加快(kuai)推(tui)動交通領(ling)域(yu)(yu)燃料替代,實施(shi)以電代油(you)(you)(you)(you)、以氫代油(you)(you)(you)(you),提(ti)升終端燃油(you)(you)(you)(you)產品(pin)效(xiao)能(neng)。推(tui)進頁巖氣(qi)(qi)(qi)(qi)(qi)(qi)等非常規天然氣(qi)(qi)(qi)(qi)(qi)(qi)資(zi)源有(you)序開發,強化(hua)(hua)高(gao)爐制氣(qi)(qi)(qi)(qi)(qi)(qi)、生物天然氣(qi)(qi)(qi)(qi)(qi)(qi)等工(gong)業制氣(qi)(qi)(qi)(qi)(qi)(qi),推(tui)動天然氣(qi)(qi)(qi)(qi)(qi)(qi)管網互(hu)聯互(hu)通,加強天然氣(qi)(qi)(qi)(qi)(qi)(qi)儲備(bei)基礎設施(shi)建設。有(you)序引導(dao)(dao)天然氣(qi)(qi)(qi)(qi)(qi)(qi)消費(fei),優(you)先保障民(min)生用氣(qi)(qi)(qi)(qi)(qi)(qi),合(he)(he)理引導(dao)(dao)工(gong)業用氣(qi)(qi)(qi)(qi)(qi)(qi)和化(hua)(hua)工(gong)原料用氣(qi)(qi)(qi)(qi)(qi)(qi),在LNG接(jie)收站、電力(li)負荷中心等區域(yu)(yu)合(he)(he)理布局、適度發展天然氣(qi)(qi)(qi)(qi)(qi)(qi)調峰電站,支持發展天然氣(qi)(qi)(qi)(qi)(qi)(qi)分布式能(neng)源系統(tong),提(ti)高(gao)系統(tong)調峰能(neng)力(li)和能(neng)源利用效(xiao)率。到(dao)2030年(nian),油(you)(you)(you)(you)氣(qi)(qi)(qi)(qi)(qi)(qi)消費(fei)占(zhan)比控制在20%左右。

(二)節能(neng)降碳增(zeng)效行(xing)動(dong)。

2.實施(shi)(shi)(shi)(shi)節(jie)能(neng)降(jiang)碳(tan)重點工程(cheng)(cheng)。加快實施(shi)(shi)(shi)(shi)節(jie)能(neng)降(jiang)碳(tan)改(gai)(gai)(gai)造(zao)(zao),發(fa)布重點行(xing)業(ye)(ye)節(jie)能(neng)降(jiang)碳(tan)技(ji)(ji)術(shu)改(gai)(gai)(gai)造(zao)(zao)導向目(mu)(mu)錄,實施(shi)(shi)(shi)(shi)節(jie)能(neng)、節(jie)水(shui)和綜合(he)利用技(ji)(ji)術(shu)改(gai)(gai)(gai)造(zao)(zao)及示(shi)(shi)范項目(mu)(mu)。選擇(ze)高耗(hao)能(neng)高排放項目(mu)(mu)聚集度高的(de)產(chan)(chan)業(ye)(ye)園區(qu)(qu)(qu)開(kai)展節(jie)能(neng)改(gai)(gai)(gai)造(zao)(zao),加強園區(qu)(qu)(qu)能(neng)源(yuan)(yuan)資(zi)源(yuan)(yuan)梯(ti)級利用和系(xi)統(tong)優化(hua),提(ti)升(sheng)(sheng)產(chan)(chan)業(ye)(ye)園區(qu)(qu)(qu)循環化(hua)水(shui)平,全面提(ti)高能(neng)源(yuan)(yuan)資(zi)源(yuan)(yuan)產(chan)(chan)出率。實施(shi)(shi)(shi)(shi)城市節(jie)能(neng)降(jiang)碳(tan)工程(cheng)(cheng),開(kai)展建(jian)筑、交(jiao)通、照明(ming)、供熱等基礎(chu)設施(shi)(shi)(shi)(shi)節(jie)能(neng)升(sheng)(sheng)級改(gai)(gai)(gai)造(zao)(zao),推(tui)進(jin)先進(jin)綠色建(jian)筑技(ji)(ji)術(shu)示(shi)(shi)范應用,推(tui)動城市綜合(he)能(neng)效提(ti)升(sheng)(sheng)。大力推(tui)進(jin)科技(ji)(ji)創新,加速(su)鋼(gang)鐵、煤電、水(shui)泥、焦化(hua)等重點行(xing)業(ye)(ye)關鍵共性技(ji)(ji)術(shu)攻關,打造(zao)(zao)一批(pi)典型示(shi)(shi)范樣板。
3.推進(jin)重(zhong)點用(yong)(yong)(yong)能(neng)(neng)(neng)設(she)備(bei)(bei)能(neng)(neng)(neng)效提(ti)升(sheng)。全(quan)面落(luo)實(shi)國(guo)家(jia)能(neng)(neng)(neng)效標準和節(jie)能(neng)(neng)(neng)要求,新建(jian)高耗能(neng)(neng)(neng)項目重(zhong)點用(yong)(yong)(yong)能(neng)(neng)(neng)設(she)備(bei)(bei)要達(da)到一級能(neng)(neng)(neng)效。鼓勵企業(ye)以電(dian)機、風機、變壓(ya)器、工(gong)業(ye)鍋(guo)爐、壓(ya)縮機等主(zhu)要用(yong)(yong)(yong)能(neng)(neng)(neng)設(she)備(bei)(bei)為重(zhong)點,開展節(jie)能(neng)(neng)(neng)改(gai)造。發布工(gong)業(ye)節(jie)能(neng)(neng)(neng)、資源綜合利用(yong)(yong)(yong)等先進(jin)適用(yong)(yong)(yong)技術及“能(neng)(neng)(neng)效之星(xing)”產品(pin)目錄,推廣(guang)先進(jin)高效產品(pin)設(she)備(bei)(bei),加(jia)快淘汰落(luo)后低效設(she)備(bei)(bei)。加(jia)強(qiang)重(zhong)點用(yong)(yong)(yong)能(neng)(neng)(neng)設(she)備(bei)(bei)日(ri)常監管,強(qiang)化生產、經營、銷售、使用(yong)(yong)(yong)、報廢全(quan)鏈條管理,嚴(yan)禁使用(yong)(yong)(yong)國(guo)家(jia)明令淘汰的用(yong)(yong)(yong)能(neng)(neng)(neng)設(she)備(bei)(bei),嚴(yan)肅查處違(wei)法違(wei)規用(yong)(yong)(yong)能(neng)(neng)(neng)行為。
4.加強新(xin)型(xing)基礎設(she)(she)施(shi)節(jie)能(neng)(neng)降碳。優(you)化(hua)數(shu)據(ju)(ju)中(zhong)(zhong)心(xin)(xin)等新(xin)型(xing)基礎設(she)(she)施(shi)空間布局,新(xin)建大(da)型(xing)、超大(da)型(xing)數(shu)據(ju)(ju)中(zhong)(zhong)心(xin)(xin)原則上布局在國家樞(shu)紐節(jie)點(dian)數(shu)據(ju)(ju)中(zhong)(zhong)心(xin)(xin)集群范圍(wei)內,避免低水平重(zhong)復建設(she)(she)。鼓勵(li)數(shu)據(ju)(ju)中(zhong)(zhong)心(xin)(xin)企(qi)業(ye)與風(feng)電(dian)、光伏企(qi)業(ye)開展(zhan)深度合作,優(you)先(xian)(xian)支持可再生能(neng)(neng)源(yuan)(yuan)用電(dian)比例達到50%及(ji)以上的數(shu)據(ju)(ju)中(zhong)(zhong)心(xin)(xin)建設(she)(she)。對標(biao)國際先(xian)(xian)進水平,加快完善(shan)通(tong)信、運算、存儲、傳輸等設(she)(she)備(bei)能(neng)(neng)效標(biao)準(zhun),提(ti)升準(zhun)入門檻,淘汰落后設(she)(she)備(bei)和技術(shu)。加大(da)數(shu)據(ju)(ju)中(zhong)(zhong)心(xin)(xin)節(jie)能(neng)(neng)改造力度,加快推進全閃(shan)存、液冷(leng)技術(shu)、間接蒸發冷(leng)卻機組等綠(lv)色(se)節(jie)能(neng)(neng)設(she)(she)備(bei)應用,鼓勵(li)數(shu)據(ju)(ju)中(zhong)(zhong)心(xin)(xin)回收余熱供暖。加強新(xin)型(xing)基礎設(she)(she)施(shi)用能(neng)(neng)管理,將年(nian)綜合能(neng)(neng)耗超過1萬噸標(biao)準(zhun)煤的數(shu)據(ju)(ju)中(zhong)(zhong)心(xin)(xin)全部(bu)納入重(zhong)點(dian)用能(neng)(neng)單位能(neng)(neng)耗在線監測(ce)系統,開展(zhan)能(neng)(neng)源(yuan)(yuan)計量審查(cha)。

2.推(tui)動(dong)鋼(gang)鐵行業(ye)碳達峰。嚴控鋼(gang)鐵行業(ye)產(chan)能(neng)(neng)(neng)和產(chan)量(liang)(liang)規模,嚴格執行產(chan)能(neng)(neng)(neng)置(zhi)換規定,嚴禁新增鋼(gang)鐵產(chan)能(neng)(neng)(neng),推(tui)進存量(liang)(liang)優化,合理控制鋼(gang)鐵產(chan)量(liang)(liang)。優化產(chan)業(ye)布(bu)局,推(tui)動(dong)產(chan)能(neng)(neng)(neng)“走出去(qu)”,加快(kuai)企業(ye)兼并重組和搬遷(qian)改(gai)造。推(tui)進鋼(gang)鐵行業(ye)短流程改(gai)造,加快(kuai)清潔(jie)能(neng)(neng)(neng)源(yuan)替代(dai)。提(ti)高廢(fei)鋼(gang)資源(yuan)保障能(neng)(neng)(neng)力,打(da)造回收(shou)、加工(gong)、配送、流通體系(xi),提(ti)升廢(fei)鋼(gang)資源(yuan)化利用水平。推(tui)廣(guang)高效(xiao)節能(neng)(neng)(neng)降碳技術,鼓勵鋼(gang)化聯產(chan),試點(dian)示(shi)范富(fu)氫燃氣煉鐵,推(tui)動(dong)低品位余熱(re)供暖發展(zhan)。
3.推動建(jian)(jian)材(cai)行(xing)業碳(tan)達(da)峰(feng)。加強(qiang)產(chan)能(neng)(neng)置換(huan)監管(guan)(guan),嚴禁(jin)新(xin)增水(shui)泥(ni)熟料、平板玻璃產(chan)能(neng)(neng),引(yin)導(dao)建(jian)(jian)材(cai)行(xing)業向輕型(xing)化(hua)、集約化(hua)、制品化(hua)轉型(xing)。推動水(shui)泥(ni)錯峰(feng)生產(chan)常態化(hua),合理縮短水(shui)泥(ni)熟料裝置運行(xing)時間。推進建(jian)(jian)材(cai)行(xing)業非化(hua)石能(neng)(neng)源替代,推廣應用(yong)光伏發(fa)(fa)電、風能(neng)(neng)、氫能(neng)(neng)技(ji)術(shu),促進能(neng)(neng)源結構清潔低碳(tan)轉型(xing)。鼓(gu)勵使用(yong)粉(fen)煤灰、工業廢(fei)渣、尾礦渣等作為原(yuan)料或(huo)水(shui)泥(ni)混合材(cai),加強(qiang)低碳(tan)建(jian)(jian)材(cai)產(chan)品的(de)研發(fa)(fa)應用(yong)。推動水(shui)泥(ni)窯協(xie)同(tong)處(chu)理固體廢(fei)物。推廣節能(neng)(neng)技(ji)術(shu)設(she)備,開展(zhan)能(neng)(neng)源管(guan)(guan)理體系建(jian)(jian)設(she),實現(xian)節能(neng)(neng)增效。
4.推動石化(hua)(hua)化(hua)(hua)工(gong)行業碳達(da)峰。嚴格(ge)落實(shi)國家石化(hua)(hua)布局規劃(hua)和政(zheng)策規定,有序實(shi)施列入國家規劃(hua)的重(zhong)大石化(hua)(hua)項目(mu),合(he)理控制煤化(hua)(hua)工(gong)、煤制油氣(qi)(qi)等(deng)行業產(chan)能(neng)(neng)。轉變行業用(yong)(yong)能(neng)(neng)方式,推動太陽能(neng)(neng)、風能(neng)(neng)、氫(qing)能(neng)(neng)、地(di)熱等(deng)可再(zai)生能(neng)(neng)源替代。促(cu)進石化(hua)(hua)化(hua)(hua)工(gong)與冶(ye)金、建材、化(hua)(hua)纖等(deng)產(chan)業協(xie)同發展,加(jia)強(qiang)煉廠干氣(qi)(qi)、液化(hua)(hua)氣(qi)(qi)等(deng)副產(chan)氣(qi)(qi)體高效(xiao)利(li)用(yong)(yong)。優(you)化(hua)(hua)技術(shu)工(gong)藝路線,調整原料結(jie)構,提升產(chan)品催化(hua)(hua)劑效(xiao)率,加(jia)強(qiang)廢物綜合(he)利(li)用(yong)(yong)。鼓(gu)勵企(qi)業節能(neng)(neng)升級(ji)改造,推動能(neng)(neng)量梯級(ji)利(li)用(yong)(yong)、物料循環利(li)用(yong)(yong)。
5.堅決(jue)遏制高(gao)(gao)(gao)耗(hao)(hao)(hao)(hao)能(neng)(neng)(neng)、高(gao)(gao)(gao)排放、低水(shui)平(ping)項(xiang)(xiang)(xiang)目(mu)盲目(mu)發展。加強(qiang)規(gui)劃和(he)產(chan)業(ye)政策約(yue)束,嚴(yan)格核準備(bei)案(an)、節(jie)能(neng)(neng)(neng)審(shen)查、環境(jing)影(ying)響評價等(deng)(deng)審(shen)批,對(dui)高(gao)(gao)(gao)耗(hao)(hao)(hao)(hao)能(neng)(neng)(neng)、高(gao)(gao)(gao)排放、低水(shui)平(ping)項(xiang)(xiang)(xiang)目(mu)實(shi)(shi)行清單管理、分(fen)類處置、動態監控,嚴(yan)禁建(jian)設不符(fu)合要求(qiu)的(de)(de)高(gao)(gao)(gao)耗(hao)(hao)(hao)(hao)能(neng)(neng)(neng)、高(gao)(gao)(gao)排放、低水(shui)平(ping)項(xiang)(xiang)(xiang)目(mu)。嚴(yan)把(ba)擬建(jian)項(xiang)(xiang)(xiang)目(mu)準入關,對(dui)產(chan)能(neng)(neng)(neng)已飽和(he)的(de)(de)行業(ye),按(an)(an)照(zhao)“減量替代(dai)”原則壓減產(chan)能(neng)(neng)(neng);對(dui)產(chan)能(neng)(neng)(neng)尚(shang)未(wei)飽和(he)的(de)(de)行業(ye),嚴(yan)格落實(shi)(shi)國家布局和(he)審(shen)批備(bei)案(an)等(deng)(deng)要求(qiu),對(dui)標國際(ji)先進水(shui)平(ping)提高(gao)(gao)(gao)準入門檻;對(dui)能(neng)(neng)(neng)耗(hao)(hao)(hao)(hao)量較(jiao)大的(de)(de)新興產(chan)業(ye),支持引導(dao)企業(ye)應用綠色(se)低碳技(ji)術,提高(gao)(gao)(gao)能(neng)(neng)(neng)效水(shui)平(ping)。全面排查清理在建(jian)項(xiang)(xiang)(xiang)目(mu),對(dui)能(neng)(neng)(neng)效水(shui)平(ping)低于(yu)本(ben)行業(ye)能(neng)(neng)(neng)耗(hao)(hao)(hao)(hao)限額準入值的(de)(de),按(an)(an)照(zhao)有關規(gui)定停工整改,提高(gao)(gao)(gao)能(neng)(neng)(neng)效水(shui)平(ping)。深入挖潛(qian)存量項(xiang)(xiang)(xiang)目(mu),依(yi)法依(yi)規(gui)加快淘汰落后產(chan)能(neng)(neng)(neng),通(tong)過改造升級深挖節(jie)能(neng)(neng)(neng)減排潛(qian)力。
(四)城鄉(xiang)建設碳達峰行(xing)動。
1.推進(jin)城(cheng)(cheng)(cheng)鄉(xiang)(xiang)建(jian)設(she)(she)綠(lv)(lv)(lv)(lv)色(se)(se)低碳(tan)轉型(xing)。推動(dong)(dong)(dong)城(cheng)(cheng)(cheng)市(shi)組團式(shi)發展,優化(hua)城(cheng)(cheng)(cheng)市(shi)空間布局(ju),構建(jian)京津冀(ji)世界級(ji)城(cheng)(cheng)(cheng)市(shi)群,建(jian)設(she)(she)現代(dai)化(hua)、國(guo)際化(hua)美麗省會(hui),打(da)造雄安新區綠(lv)(lv)(lv)(lv)色(se)(se)生(sheng)態宜居新城(cheng)(cheng)(cheng)。倡導綠(lv)(lv)(lv)(lv)色(se)(se)低碳(tan)規(gui)劃(hua)設(she)(she)計理念,增強(qiang)(qiang)城(cheng)(cheng)(cheng)鄉(xiang)(xiang)氣候韌性,在(zai)設(she)(she)市(shi)城(cheng)(cheng)(cheng)市(shi)建(jian)成區系(xi)統化(hua)推進(jin)海(hai)綿城(cheng)(cheng)(cheng)市(shi)建(jian)設(she)(she)。大力發展裝配式(shi)建(jian)筑(zhu),重點推動(dong)(dong)(dong)鋼結構裝配式(shi)住宅建(jian)設(she)(she),推動(dong)(dong)(dong)建(jian)材循(xun)環利用(yong),強(qiang)(qiang)化(hua)綠(lv)(lv)(lv)(lv)色(se)(se)設(she)(she)計和綠(lv)(lv)(lv)(lv)色(se)(se)施工管理。加強(qiang)(qiang)縣城(cheng)(cheng)(cheng)綠(lv)(lv)(lv)(lv)色(se)(se)低碳(tan)建(jian)設(she)(she)。推動(dong)(dong)(dong)建(jian)立(li)以綠(lv)(lv)(lv)(lv)色(se)(se)低碳(tan)為導向的城(cheng)(cheng)(cheng)鄉(xiang)(xiang)規(gui)劃(hua)建(jian)設(she)(she)管理機制,嚴格(ge)建(jian)筑(zhu)拆除(chu)管理,杜絕(jue)“大拆大建(jian)”。建(jian)設(she)(she)綠(lv)(lv)(lv)(lv)色(se)(se)城(cheng)(cheng)(cheng)鎮(zhen)、綠(lv)(lv)(lv)(lv)色(se)(se)社區。
2.加(jia)快提(ti)(ti)升建(jian)(jian)筑(zhu)能(neng)效水平。城(cheng)(cheng)鎮(zhen)民用建(jian)(jian)筑(zhu)全面推(tui)行(xing)超低(di)能(neng)耗建(jian)(jian)筑(zhu)標(biao)準。加(jia)快發展近零能(neng)耗建(jian)(jian)筑(zhu)。推(tui)進(jin)既(ji)有居住(zhu)建(jian)(jian)筑(zhu)和(he)公(gong)共建(jian)(jian)筑(zhu)節能(neng)改造(zao),持續推(tui)動(dong)老(lao)舊供熱管網改造(zao)。提(ti)(ti)升城(cheng)(cheng)鎮(zhen)建(jian)(jian)筑(zhu)和(he)基(ji)礎設施運(yun)行(xing)管理(li)智能(neng)化水平,逐步開(kai)展公(gong)共建(jian)(jian)筑(zhu)能(neng)耗限(xian)額管理(li)。推(tui)動(dong)高(gao)質量綠(lv)色建(jian)(jian)筑(zhu)規模化發展,2025年城(cheng)(cheng)鎮(zhen)新建(jian)(jian)建(jian)(jian)筑(zhu)全面執(zhi)行(xing)綠(lv)色建(jian)(jian)筑(zhu)標(biao)準。
3.加快(kuai)優化(hua)(hua)建(jian)筑(zhu)(zhu)用(yong)(yong)能結構。鼓勵可再(zai)生能源(yuan)與(yu)(yu)綠色(se)建(jian)筑(zhu)(zhu)融合創新發(fa)展,推(tui)廣光(guang)(guang)伏(fu)發(fa)電與(yu)(yu)建(jian)筑(zhu)(zhu)一(yi)體化(hua)(hua),開展整縣屋頂分布式光(guang)(guang)伏(fu)開發(fa)試點(dian)。推(tui)進熱電聯產集(ji)(ji)中供暖(nuan),加快(kuai)工業(ye)余熱供暖(nuan)規模化(hua)(hua)應用(yong)(yong),因地(di)制宜推(tui)行熱泵(beng)、生物(wu)質能、地(di)熱能、太陽(yang)能等清潔低碳供暖(nuan)。加快(kuai)建(jian)筑(zhu)(zhu)領域電氣化(hua)(hua)進程(cheng),建(jian)設(she)集(ji)(ji)光(guang)(guang)伏(fu)發(fa)電、儲(chu)能、直(zhi)流(liu)配電、柔性用(yong)(yong)電于一(yi)體的“光(guang)(guang)儲(chu)直(zhi)柔”建(jian)筑(zhu)(zhu)。到(dao)(dao)2025年,城鎮建(jian)筑(zhu)(zhu)可再(zai)生能源(yuan)替代率(lv)達到(dao)(dao)8%以上,新建(jian)公(gong)共(gong)機構建(jian)筑(zhu)(zhu)、新建(jian)廠房屋頂光(guang)(guang)伏(fu)覆蓋率(lv)力爭達到(dao)(dao)50%。
4.推(tui)進農(nong)(nong)(nong)(nong)村(cun)(cun)建設和(he)用(yong)能(neng)(neng)低(di)碳轉(zhuan)型。深入開展農(nong)(nong)(nong)(nong)村(cun)(cun)住(zhu)(zhu)房(fang)建設試點(dian),推(tui)廣(guang)農(nong)(nong)(nong)(nong)村(cun)(cun)住(zhu)(zhu)房(fang)建筑導(dao)則,推(tui)進既有農(nong)(nong)(nong)(nong)村(cun)(cun)住(zhu)(zhu)房(fang)節(jie)能(neng)(neng)改造,引導(dao)建設綠(lv)色環保(bao)宜(yi)居型農(nong)(nong)(nong)(nong)村(cun)(cun)住(zhu)(zhu)房(fang)。持續推(tui)進農(nong)(nong)(nong)(nong)村(cun)(cun)地(di)區清(qing)潔取暖(nuan)(nuan),因地(di)制宜(yi)選擇(ze)適宜(yi)取暖(nuan)(nuan)方(fang)式,建立(li)健全(quan)農(nong)(nong)(nong)(nong)村(cun)(cun)冬季清(qing)潔取暖(nuan)(nuan)常(chang)態化(hua)管(guan)理機制。發(fa)展節(jie)能(neng)(neng)低(di)碳農(nong)(nong)(nong)(nong)業大棚。推(tui)廣(guang)節(jie)能(neng)(neng)環保(bao)灶(zao)具、電動農(nong)(nong)(nong)(nong)用(yong)車輛、節(jie)能(neng)(neng)環保(bao)農(nong)(nong)(nong)(nong)機和(he)漁船。優化(hua)農(nong)(nong)(nong)(nong)村(cun)(cun)用(yong)能(neng)(neng)結構,提升農(nong)(nong)(nong)(nong)村(cun)(cun)清(qing)潔能(neng)(neng)源(yuan)占比,加快推(tui)廣(guang)生物質能(neng)(neng)資源(yuan)化(hua)利用(yong),鼓勵采用(yong)太陽能(neng)(neng)、空氣源(yuan)熱(re)能(neng)(neng)、淺層(ceng)地(di)熱(re)能(neng)(neng)等清(qing)潔能(neng)(neng)源(yuan)滿足(zu)農(nong)(nong)(nong)(nong)業農(nong)(nong)(nong)(nong)村(cun)(cun)用(yong)能(neng)(neng)需求。加快農(nong)(nong)(nong)(nong)村(cun)(cun)電網(wang)、天然(ran)氣管(guan)網(wang)、熱(re)力管(guan)網(wang)等建設改造。
(五)交通(tong)運輸綠色低碳行動。
1.推(tui)動運輸工具裝備低碳(tan)轉(zhuan)型。積(ji)極(ji)擴大(da)電(dian)力(li)、氫能(neng)、天然(ran)氣、先進生物(wu)液體燃(ran)料等新(xin)能(neng)源(yuan)、清潔能(neng)源(yuan)在交通(tong)運輸領(ling)(ling)域應用(yong)。加大(da)電(dian)動汽(qi)車(che)(che)支持(chi)推(tui)廣(guang)力(li)度,持(chi)續推(tui)進城(cheng)(cheng)市公(gong)交、出(chu)租汽(qi)車(che)(che)、市政(zheng)、城(cheng)(cheng)市配送、郵(you)政(zheng)快(kuai)遞、鐵路(lu)貨場(chang)、水運、機(ji)場(chang)、大(da)宗物(wu)料和產品運輸等車(che)(che)輛(liang)電(dian)動化進程。加快(kuai)氫燃(ran)料電(dian)池重卡推(tui)廣(guang)應用(yong)。加快(kuai)淘汰高能(neng)耗(hao)老(lao)舊(jiu)營運車(che)(che)輛(liang),積(ji)極(ji)推(tui)廣(guang)智能(neng)化、輕(qing)量化、高能(neng)效、低排(pai)放的(de)營運車(che)(che)輛(liang)。推(tui)進船(chuan)舶(bo)靠港(gang)(gang)使用(yong)岸(an)電(dian),新(xin)建碼頭(tou)(油氣化工碼頭(tou)除外)同步(bu)規劃、設(she)計和建設(she)岸(an)基供電(dian)設(she)施(shi),推(tui)進建成(cheng)碼頭(tou)岸(an)基供電(dian)設(she)施(shi)改造,鼓(gu)勵靠港(gang)(gang)船(chuan)舶(bo)積(ji)極(ji)使用(yong)岸(an)電(dian)。到(dao)(dao)2025年(nian),港(gang)(gang)口5萬噸(dun)級以上(shang)專業(ye)化泊位(wei)(不含危化品泊位(wei))岸(an)電(dian)覆蓋率達到(dao)(dao)80%。到(dao)(dao)2030年(nian),城(cheng)(cheng)市公(gong)共交通(tong)領(ling)(ling)域新(xin)增的(de)機(ji)動車(che)(che)基本采用(yong)新(xin)能(neng)源(yuan)和清潔能(neng)源(yuan),營運車(che)(che)輛(liang)及(ji)船(chuan)舶(bo)單位(wei)換算(suan)周轉(zhuan)量碳(tan)排(pai)放強度比2020年(nian)下(xia)降9.5%左右。陸路(lu)交通(tong)運輸石油消費力(li)爭2030年(nian)前達到(dao)(dao)峰(feng)值(zhi)。
2.構建(jian)綠(lv)色高效(xiao)交(jiao)通運(yun)輸體(ti)(ti)系(xi)(xi)。發(fa)展智(zhi)能(neng)交(jiao)通,推(tui)(tui)動(dong)不(bu)同運(yun)輸方式(shi)合理分工、有效(xiao)銜(xian)接,降低空載率和不(bu)合理客貨(huo)運(yun)周轉(zhuan)(zhuan)量(liang)。加(jia)(jia)快(kuai)推(tui)(tui)進鋼鐵(tie)、煤炭、電力(li)、汽車(che)制造等(deng)大型企業及物(wu)流(liu)園區、交(jiao)易集(ji)散基地(di)鐵(tie)路專(zhuan)用線建(jian)設(she)(she)。加(jia)(jia)快(kuai)鐵(tie)路擴(kuo)能(neng)改造,提升鐵(tie)路貨(huo)運(yun)能(neng)力(li),加(jia)(jia)快(kuai)大宗貨(huo)物(wu)和中長距離貨(huo)物(wu)運(yun)輸“公轉(zhuan)(zhuan)鐵(tie)”、“公轉(zhuan)(zhuan)水”。推(tui)(tui)動(dong)鐵(tie)水、公鐵(tie)、公水、空陸等(deng)聯(lian)運(yun)發(fa)展,實施(shi)多(duo)式(shi)聯(lian)運(yun)示范工程,推(tui)(tui)進內陸港(gang)建(jian)設(she)(she)。大力(li)發(fa)展智(zhi)慧物(wu)流(liu),推(tui)(tui)動(dong)國(guo)家(jia)物(wu)流(liu)樞紐承(cheng)載城市建(jian)設(she)(she),構建(jian)集(ji)約(yue)高效(xiao)、綠(lv)色智(zhi)能(neng)的城市貨(huo)運(yun)配送服(fu)務體(ti)(ti)系(xi)(xi)。加(jia)(jia)快(kuai)完善(shan)縣、鄉、村三級農村物(wu)流(liu)網絡體(ti)(ti)系(xi)(xi),提升農村物(wu)流(liu)配送效(xiao)率。落(luo)實公交(jiao)優(you)先(xian)發(fa)展戰略,加(jia)(jia)快(kuai)構建(jian)以公共交(jiao)通為主的城市出(chu)行(xing)體(ti)(ti)系(xi)(xi)。推(tui)(tui)進自行(xing)車(che)、步行(xing)道慢行(xing)系(xi)(xi)統建(jian)設(she)(she)。“十四五”期間(jian),港(gang)口集(ji)裝箱鐵(tie)水聯(lian)運(yun)量(liang)年均增長15%以上。到2030年,城區常住人口100萬以上城市綠(lv)色出(chu)行(xing)比例不(bu)低于(yu)70%。
3.加(jia)快綠色(se)交通基(ji)(ji)礎(chu)設(she)(she)(she)(she)施建(jian)(jian)設(she)(she)(she)(she)。將綠色(se)低碳理念貫穿于(yu)交通基(ji)(ji)礎(chu)設(she)(she)(she)(she)施規劃、建(jian)(jian)設(she)(she)(she)(she)、運營和維護全過程,推動(dong)交通基(ji)(ji)礎(chu)設(she)(she)(she)(she)施與可再(zai)生(sheng)能源發電(dian)、儲能與充電(dian)設(she)(she)(she)(she)施一體(ti)化建(jian)(jian)設(she)(she)(she)(she)。提高資源利用(yong)(yong)(yong)效(xiao)率,統籌利用(yong)(yong)(yong)綜合運輸通道線(xian)位、土地(di)、空域(yu)、海域(yu)等資源。推動(dong)交通基(ji)(ji)礎(chu)設(she)(she)(she)(she)施節能降碳改造,推廣清(qing)潔能源應用(yong)(yong)(yong)和智能控(kong)制新技術與新設(she)(she)(she)(she)備,推行廢舊瀝青(qing)路(lu)(lu)面、鋼材(cai)等材(cai)料(liao)深度再(zai)生(sheng)和循環利用(yong)(yong)(yong)。加(jia)快充電(dian)樁(站)布局,在高速公(gong)路(lu)(lu)服務區、港(gang)區、交通樞(shu)紐、快遞轉(zhuan)運中心(xin)、物流園(yuan)區、公(gong)交場(chang)(chang)(chang)站等建(jian)(jian)設(she)(she)(she)(she)充電(dian)基(ji)(ji)礎(chu)設(she)(she)(she)(she)施。到2030年,民(min)用(yong)(yong)(yong)運輸機場(chang)(chang)(chang)場(chang)(chang)(chang)內車輛裝備等力(li)爭全面實現電(dian)動(dong)化。
(六)循環經濟助(zhu)力降碳行(xing)動。
1.推(tui)進(jin)產(chan)(chan)業園(yuan)區(qu)循(xun)環(huan)化(hua)發(fa)展(zhan)。深入實(shi)施(shi)園(yuan)區(qu)循(xun)環(huan)化(hua)改(gai)(gai)造(zao),優化(hua)園(yuan)區(qu)空間格(ge)局(ju),合理(li)(li)延伸產(chan)(chan)業鏈條并循(xun)環(huan)鏈接,推(tui)動園(yuan)區(qu)內企業清潔生產(chan)(chan),深化(hua)副產(chan)(chan)物(wu)交換利(li)(li)(li)用(yong),促進(jin)能源梯(ti)級(ji)(ji)利(li)(li)(li)用(yong)、水資源循(xun)環(huan)利(li)(li)(li)用(yong)、廢(fei)(fei)物(wu)綜合利(li)(li)(li)用(yong),推(tui)進(jin)工業余壓(ya)余熱(re)(re)、廢(fei)(fei)氣廢(fei)(fei)液廢(fei)(fei)渣資源化(hua)利(li)(li)(li)用(yong),推(tui)廣(guang)集(ji)中供(gong)氣供(gong)熱(re)(re),實(shi)現園(yuan)區(qu)資源高(gao)效、循(xun)環(huan)利(li)(li)(li)用(yong)和廢(fei)(fei)物(wu)“零排放(fang)”,全(quan)面提(ti)高(gao)園(yuan)區(qu)資源產(chan)(chan)出率(lv)。搭建公(gong)共基礎設施(shi)和物(wu)質流(liu)管(guan)理(li)(li)服務(wu)平(ping)臺,創新(xin)組織形(xing)式和管(guan)理(li)(li)機制,推(tui)廣(guang)合同能源管(guan)理(li)(li)、合同節水管(guan)理(li)(li)、污染第三方(fang)治理(li)(li)等模式。到2030年,省(sheng)級(ji)(ji)以上(shang)重點(dian)產(chan)(chan)業園(yuan)區(qu)全(quan)部實(shi)施(shi)循(xun)環(huan)化(hua)改(gai)(gai)造(zao)。
2.加強(qiang)(qiang)大(da)宗(zong)固(gu)廢(fei)綜合(he)(he)(he)(he)利(li)用(yong)。提高(gao)(gao)(gao)礦(kuang)產(chan)資源(yuan)綜合(he)(he)(he)(he)開發(fa)利(li)用(yong)水平和(he)綜合(he)(he)(he)(he)利(li)用(yong)率(lv),以(yi)低品位(wei)礦(kuang)、共伴生(sheng)礦(kuang)、難選(xuan)冶礦(kuang)、尾礦(kuang)等為重點,推進有價組分高(gao)(gao)(gao)效提取利(li)用(yong),鼓勵替代水泥原料,協同生(sheng)產(chan)建(jian)(jian)筑材(cai)料。推動煤(mei)矸石、粉煤(mei)灰(hui)、高(gao)(gao)(gao)爐渣、脫硫石膏(gao)等工(gong)(gong)業固(gu)廢(fei)在工(gong)(gong)業和(he)建(jian)(jian)筑領域高(gao)(gao)(gao)值化、梯級化、規模化利(li)用(yong)。加強(qiang)(qiang)建(jian)(jian)筑垃(la)圾分類處(chu)理,推動工(gong)(gong)程渣土就地(di)回填(tian)、堆土造(zao)景、生(sheng)產(chan)建(jian)(jian)材(cai)。推進國家大(da)宗(zong)固(gu)廢(fei)綜合(he)(he)(he)(he)利(li)用(yong)基(ji)(ji)地(di)建(jian)(jian)設。推動國家工(gong)(gong)業資源(yuan)綜合(he)(he)(he)(he)利(li)用(yong)基(ji)(ji)地(di)高(gao)(gao)(gao)質量發(fa)展,創建(jian)(jian)一批示范(fan)企業和(he)示范(fan)基(ji)(ji)地(di)(開發(fa)區)。到2025年(nian),新增大(da)宗(zong)固(gu)廢(fei)綜合(he)(he)(he)(he)利(li)用(yong)處(chu)置(zhi)率(lv)達到95%;到2030年(nian),綜合(he)(he)(he)(he)利(li)用(yong)處(chu)置(zhi)率(lv)進一步提高(gao)(gao)(gao)。

4.大力推(tui)(tui)進生(sheng)(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)減(jian)量(liang)化(hua)(hua)資(zi)源(yuan)化(hua)(hua)。全(quan)(quan)面推(tui)(tui)行生(sheng)(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)分(fen)類,加(jia)(jia)(jia)快建(jian)設分(fen)類投放、分(fen)類收集、分(fen)類運(yun)輸、分(fen)類處(chu)理(li)的生(sheng)(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)處(chu)理(li)系統。推(tui)(tui)進生(sheng)(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)焚燒處(chu)理(li)設施建(jian)設,提(ti)高垃(la)(la)圾(ji)資(zi)源(yuan)化(hua)(hua)利用水平,加(jia)(jia)(jia)快實現全(quan)(quan)省原生(sheng)(sheng)生(sheng)(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)零填埋(mai)、全(quan)(quan)焚燒。強化(hua)(hua)塑料污染(ran)全(quan)(quan)鏈條治(zhi)理(li),持續加(jia)(jia)(jia)大監(jian)督(du)執(zhi)法(fa)、替代產品推(tui)(tui)廣和(he)宣傳引導力度,有序禁止(zhi)限制(zhi)一(yi)批塑料制(zhi)品。嚴格執(zhi)行限制(zhi)商品過度包(bao)裝(zhuang)強制(zhi)性標準,推(tui)(tui)進快遞(di)包(bao)裝(zhuang)綠色轉型。加(jia)(jia)(jia)強廚余垃(la)(la)圾(ji)資(zi)源(yuan)化(hua)(hua)利用。推(tui)(tui)進污水資(zi)源(yuan)化(hua)(hua)利用。到(dao)2025年,城市生(sheng)(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)分(fen)類體系基本(ben)健全(quan)(quan),生(sheng)(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)資(zi)源(yuan)化(hua)(hua)利用比例(li)達(da)到(dao)60%。到(dao)2030年,城市生(sheng)(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)分(fen)類實現全(quan)(quan)覆蓋(gai),生(sheng)(sheng)活(huo)(huo)(huo)垃(la)(la)圾(ji)資(zi)源(yuan)化(hua)(hua)利用比例(li)達(da)到(dao)65%。
(七(qi))綠色低(di)碳科技創新行動。
1.完善(shan)創新(xin)體制機制。實施省碳(tan)(tan)達峰碳(tan)(tan)中和(he)(he)(he)創新(xin)專項,采(cai)取(qu)“揭榜(bang)掛帥”等(deng)方式,持續推(tui)動綠色(se)(se)低碳(tan)(tan)關鍵核(he)(he)心(xin)技(ji)術(shu)(shu)攻關和(he)(he)(he)典型場(chang)景應用(yong)示(shi)范。將綠色(se)(se)低碳(tan)(tan)技(ji)術(shu)(shu)創新(xin)成(cheng)果(guo)納(na)入(ru)高(gao)等(deng)學校、科(ke)研單位、國(guo)(guo)有企(qi)業(ye)有關績效考(kao)核(he)(he)。支持企(qi)業(ye)聯合高(gao)校、院所承擔國(guo)(guo)家和(he)(he)(he)省綠色(se)(se)低碳(tan)(tan)重(zhong)大(da)科(ke)技(ji)項目(mu),鼓勵設(she)施、數據(ju)等(deng)資源開放共(gong)享。充(chong)分發揮(hui)省科(ke)技(ji)成(cheng)果(guo)展示(shi)交(jiao)易中心(xin)和(he)(he)(he)省產(chan)業(ye)技(ji)術(shu)(shu)研究院作(zuo)用(yong),推(tui)動低碳(tan)(tan)技(ji)術(shu)(shu)成(cheng)果(guo)轉化和(he)(he)(he)產(chan)業(ye)化。加(jia)強(qiang)綠色(se)(se)低碳(tan)(tan)技(ji)術(shu)(shu)和(he)(he)(he)產(chan)品知識產(chan)權保護。完善(shan)綠色(se)(se)低碳(tan)(tan)技(ji)術(shu)(shu)和(he)(he)(he)產(chan)品檢測(ce)、評估體系,加(jia)快開展綠色(se)(se)低碳(tan)(tan)產(chan)品認(ren)證。
2.加(jia)強(qiang)創(chuang)新(xin)(xin)能力(li)建(jian)設和(he)(he)人(ren)(ren)才(cai)培養。培育壯大綠色低(di)碳(tan)(tan)領(ling)域(yu)創(chuang)新(xin)(xin)平(ping)臺,建(jian)設省(sheng)級重大科(ke)技(ji)(ji)(ji)(ji)基(ji)礎(chu)設施和(he)(he)科(ke)技(ji)(ji)(ji)(ji)成(cheng)果(guo)中試(shi)熟(shu)化(hua)基(ji)地。高(gao)水平(ping)建(jian)設省(sheng)產業(ye)技(ji)(ji)(ji)(ji)術研(yan)究(jiu)院(yuan)和(he)(he)省(sheng)科(ke)技(ji)(ji)(ji)(ji)成(cheng)果(guo)轉(zhuan)化(hua)中心(xin)。鼓勵高(gao)等學(xue)校(xiao)加(jia)快新(xin)(xin)能源、儲能、氫(qing)能、碳(tan)(tan)減排、碳(tan)(tan)匯、碳(tan)(tan)排放權(quan)交易等學(xue)科(ke)建(jian)設和(he)(he)人(ren)(ren)才(cai)培養,推(tui)進綠色低(di)碳(tan)(tan)相關(guan)(guan)基(ji)礎(chu)學(xue)科(ke)交叉研(yan)究(jiu),以及相關(guan)(guan)應用(yong)學(xue)科(ke)的多領(ling)域(yu)融(rong)合(he)研(yan)究(jiu)。鼓勵京津冀地區科(ke)研(yan)院(yuan)所、高(gao)校(xiao)和(he)(he)企業(ye)開展科(ke)技(ji)(ji)(ji)(ji)交流和(he)(he)區域(yu)性(xing)綠色低(di)碳(tan)(tan)技(ji)(ji)(ji)(ji)術研(yan)發合(he)作(zuo),引進國際創(chuang)新(xin)(xin)團隊,建(jian)設國際科(ke)技(ji)(ji)(ji)(ji)合(he)作(zuo)基(ji)地,強(qiang)化(hua)科(ke)技(ji)(ji)(ji)(ji)卓越人(ren)(ren)才(cai)國際交流。深化(hua)產教融(rong)合(he),鼓勵校(xiao)企聯(lian)合(he)開展產學(xue)合(he)作(zuo)協同(tong)育人(ren)(ren)項目。
3.強(qiang)化(hua)(hua)應用基(ji)礎(chu)研(yan)(yan)究。圍繞鋼鐵、電力、建材、化(hua)(hua)工(gong)石化(hua)(hua)重(zhong)點(dian)行業(ye),開展低碳(tan)零碳(tan)負碳(tan)關鍵技(ji)(ji)術(shu)基(ji)礎(chu)理論(lun)研(yan)(yan)究,推動(dong)重(zhong)點(dian)行業(ye)降碳(tan)技(ji)(ji)術(shu)取得明顯進展。聚焦高效(xiao)可再生能源利(li)用、新(xin)型光電儲能材料(liao)、生物質化(hua)(hua)學品(pin)制造(zao)和碳(tan)捕集(ji)利(li)用與封(feng)存、森林和海洋碳(tan)匯等重(zhong)點(dian)方向,開展前沿引領(ling)技(ji)(ji)術(shu)研(yan)(yan)究,為重(zhong)點(dian)領(ling)域碳(tan)達(da)峰碳(tan)中和提供技(ji)(ji)術(shu)支撐。

1.鞏固生(sheng)(sheng)(sheng)態(tai)系統(tong)固碳作用(yong)。結合國土空間規(gui)劃編制(zhi)和實(shi)施,構建有(you)利于碳達(da)峰、碳中(zhong)和的國土空間開發(fa)保(bao)護格局。落實(shi)主(zhu)體功能區(qu)和生(sheng)(sheng)(sheng)態(tai)功能分區(qu)定位,嚴守(shou)生(sheng)(sheng)(sheng)態(tai)保(bao)護紅線(xian),嚴格保(bao)護各類重要(yao)生(sheng)(sheng)(sheng)態(tai)系統(tong),科學劃定城鎮開發(fa)邊界,嚴肅查處違規(gui)占用(yong)生(sheng)(sheng)(sheng)態(tai)用(yong)地(di)(di)行為,全(quan)面完成(cheng)責任(ren)主(zhu)體滅失礦山跡(ji)地(di)(di)綜合治理,穩定森林(lin)、草原、濕地(di)(di)、海洋、耕地(di)(di)等(deng)固碳作用(yong)。
2.提(ti)升森林(lin)(lin)草原碳匯能力。開展大規模(mo)國土綠(lv)(lv)(lv)化(hua)(hua)(hua)(hua)(hua)行動,扎實推進京津風沙源治(zhi)理、三北防護林(lin)(lin)、太行山、燕山、“三沿三旁”、規模(mo)化(hua)(hua)(hua)(hua)(hua)林(lin)(lin)場等重點(dian)國土綠(lv)(lv)(lv)化(hua)(hua)(hua)(hua)(hua)工程,深入創(chuang)建森林(lin)(lin)城(cheng)市(shi),高標(biao)準(zhun)建設雄安(an)郊(jiao)野公園,加強城(cheng)市(shi)綠(lv)(lv)(lv)化(hua)(hua)(hua)(hua)(hua),持續增加綠(lv)(lv)(lv)化(hua)(hua)(hua)(hua)(hua)面積。加強森林(lin)(lin)撫育,調整優化(hua)(hua)(hua)(hua)(hua)林(lin)(lin)分(fen)結構,提(ti)高森林(lin)(lin)生態系統(tong)穩定性和蓄(xu)積量。實施草原生態保護修復,以(yi)壩上、太行山燕山等地區(qu)為重點(dian),推進沙化(hua)(hua)(hua)(hua)(hua)、退化(hua)(hua)(hua)(hua)(hua)、鹽堿化(hua)(hua)(hua)(hua)(hua)草原治(zhi)理。到(dao)2030年(nian),森林(lin)(lin)覆蓋(gai)率達(da)到(dao)38%左(zuo)右(you),森林(lin)(lin)蓄(xu)積量達(da)到(dao)2.20億立方(fang)米。
3.增強濕(shi)地(di)海(hai)洋(yang)等(deng)系(xi)統固碳(tan)能(neng)力。加(jia)(jia)強濕(shi)地(di)保護,實(shi)施白(bai)洋(yang)淀、衡水湖(hu)、南大港等(deng)濕(shi)地(di)修(xiu)復(fu)工(gong)程(cheng)(cheng),逐步(bu)恢(hui)復(fu)濕(shi)地(di)面(mian)積(ji)、提升濕(shi)地(di)生(sheng)(sheng)態質(zhi)量。深入(ru)推進(jin)(jin)地(di)下水超采綜合治理,加(jia)(jia)大生(sheng)(sheng)態補水力度,實(shi)施河(he)湖(hu)連通(tong)工(gong)程(cheng)(cheng),全面(mian)恢(hui)復(fu)重要河(he)流濕(shi)地(di)功能(neng),逐步(bu)實(shi)現有河(he)有水、有草有魚。實(shi)施最嚴格的岸(an)線(xian)管制措(cuo)施,除國家重大項目外,全面(mian)停止(zhi)新增圍(wei)填海(hai)項目審批。推進(jin)(jin)“藍色海(hai)灣(wan)”和海(hai)岸(an)帶(dai)整治修(xiu)復(fu),實(shi)施海(hai)草床、鹽沼等(deng)海(hai)洋(yang)藍碳(tan)生(sheng)(sheng)態系(xi)統修(xiu)復(fu)工(gong)程(cheng)(cheng),推動海(hai)洋(yang)碳(tan)匯開發利用。
4.加(jia)強生(sheng)(sheng)(sheng)態系(xi)統(tong)碳(tan)(tan)匯(hui)基礎支撐(cheng)。充分(fen)利用國家(jia)自(zi)然資源(yuan)調(diao)查(cha)和林草(cao)生(sheng)(sheng)(sheng)態綜合(he)監測(ce)評價(jia)成果,建立(li)生(sheng)(sheng)(sheng)態系(xi)統(tong)碳(tan)(tan)匯(hui)監測(ce)核(he)算體系(xi),開展森林、草(cao)原、濕地、海(hai)洋(yang)、土壤等碳(tan)(tan)匯(hui)本底調(diao)查(cha)、碳(tan)(tan)儲量評估(gu)、潛(qian)力分(fen)析,實(shi)施生(sheng)(sheng)(sheng)態保護修復碳(tan)(tan)匯(hui)成效監測(ce)評估(gu)。健全(quan)生(sheng)(sheng)(sheng)態產(chan)品價(jia)值實(shi)現和生(sheng)(sheng)(sheng)態補償機制,推動(dong)我(wo)省碳(tan)(tan)匯(hui)項目參與溫室氣體自(zi)愿(yuan)減排交易。
5.推進農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村減排固碳。加快發展“生態綠色、品質優良(liang)、環境友好”為基本特(te)征的綠色低碳循環農(nong)(nong)(nong)業(ye)。增(zeng)加農(nong)(nong)(nong)田有機質投(tou)入,提高(gao)土壤(rang)有機碳儲量(liang)。推進化肥農(nong)(nong)(nong)藥減量(liang)增(zeng)效,提升(sheng)秸稈、畜禽糞污(wu)等農(nong)(nong)(nong)業(ye)廢(fei)棄物綜合利用水平。
(九)綠色低碳全民行動。

2.推廣綠(lv)(lv)(lv)色(se)低碳(tan)生(sheng)活方式(shi)。堅決(jue)遏制(zhi)奢侈浪(lang)(lang)費(fei)(fei)和(he)不合理(li)消(xiao)費(fei)(fei),著力破(po)除奢靡(mi)鋪張的(de)歪風陋習,堅決(jue)制(zhi)止餐飲浪(lang)(lang)費(fei)(fei)行(xing)為。深入開(kai)展(zhan)節(jie)(jie)約(yue)型(xing)機關、綠(lv)(lv)(lv)色(se)家(jia)庭、綠(lv)(lv)(lv)色(se)學校、綠(lv)(lv)(lv)色(se)社區、綠(lv)(lv)(lv)色(se)出行(xing)、綠(lv)(lv)(lv)色(se)商場(chang)、綠(lv)(lv)(lv)色(se)建筑創(chuang)建行(xing)動,廣泛宣傳(chuan)推廣簡約(yue)適度、綠(lv)(lv)(lv)色(se)低碳(tan)、文明健康的(de)生(sheng)活理(li)念(nian)和(he)生(sheng)活方式(shi)。完善綠(lv)(lv)(lv)色(se)消(xiao)費(fei)(fei)激勵機制(zhi),健全綠(lv)(lv)(lv)色(se)產(chan)品、能(neng)效、水(shui)效和(he)環保(bao)標(biao)識制(zhi)度,引導(dao)消(xiao)費(fei)(fei)者(zhe)購買(mai)節(jie)(jie)能(neng)與新能(neng)源汽車、高效家(jia)電、節(jie)(jie)水(shui)型(xing)器(qi)具等綠(lv)(lv)(lv)色(se)低碳(tan)產(chan)品。
3.引導企業履(lv)行(xing)社(she)(she)(she)會(hui)(hui)責任。鋼鐵、電力、建材、化工(gong)等重(zhong)(zhong)點(dian)領域國有企業要(yao)制定實(shi)施企業碳(tan)(tan)達峰行(xing)動方案,明(ming)確碳(tan)(tan)達峰路線圖和(he)時間(jian)表,發揮示(shi)范引領作用(yong)(yong)。重(zhong)(zhong)點(dian)用(yong)(yong)能(neng)單位要(yao)梳理核算自身碳(tan)(tan)排(pai)放情況,制定專項工(gong)作方案,落實(shi)節(jie)能(neng)降碳(tan)(tan)措(cuo)施。相關上市公(gong)司和(he)發債企業要(yao)按照(zhao)環境信(xin)息依法披露的要(yao)求,定期公(gong)布企業碳(tan)(tan)排(pai)放信(xin)息。充分發揮行(xing)業協會(hui)(hui)等社(she)(she)(she)會(hui)(hui)團體作用(yong)(yong),督促企業自覺履(lv)行(xing)社(she)(she)(she)會(hui)(hui)責任。
4.強化領(ling)導(dao)(dao)(dao)干(gan)部(bu)(bu)培(pei)訓(xun)。將(jiang)學(xue)習(xi)(xi)貫徹(che)習(xi)(xi)近平(ping)(ping)生態文(wen)明思想作為(wei)干(gan)部(bu)(bu)教(jiao)育(yu)培(pei)訓(xun)的(de)重(zhong)要內容,把碳(tan)達峰、碳(tan)中和(he)(he)相關(guan)內容列入省委(wei)黨(dang)校(河北行(xing)政學(xue)院)教(jiao)學(xue)計劃,分階段、分層次對(dui)各級領(ling)導(dao)(dao)(dao)干(gan)部(bu)(bu)開展(zhan)培(pei)訓(xun),提(ti)高(gao)各級領(ling)導(dao)(dao)(dao)干(gan)部(bu)(bu)抓(zhua)好(hao)綠色低碳(tan)發展(zhan)的(de)能(neng)力和(he)(he)水平(ping)(ping)。從事綠色低碳(tan)發展(zhan)相關(guan)工作的(de)領(ling)導(dao)(dao)(dao)干(gan)部(bu)(bu)要加快知識更新(xin)、加強實(shi)踐鍛煉,盡快提(ti)升專業素養和(he)(he)業務能(neng)力,努力成為(wei)做好(hao)工作的(de)行(xing)家里手(shou)。
(十)梯次有序推(tui)進區域碳達峰行動。
1.統籌推(tui)進各地(di)梯(ti)次達峰。根(gen)據各地(di)資源稟賦、產(chan)業(ye)布局、發展階段、排(pai)放(fang)總量等,堅(jian)持分(fen)類施策、因地(di)制宜(yi)、上(shang)下聯動(dong),推(tui)動(dong)分(fen)區(qu)(qu)域分(fen)梯(ti)次達峰。產(chan)業(ye)結(jie)構(gou)(gou)較(jiao)輕、能(neng)源結(jie)構(gou)(gou)較(jiao)優的地(di)區(qu)(qu)要(yao)堅(jian)持綠色低碳發展,堅(jian)決不走依靠(kao)高(gao)耗(hao)能(neng)、高(gao)排(pai)放(fang)、低水平(ping)項目拉(la)動(dong)經(jing)濟(ji)增(zeng)長(chang)(chang)的老路。產(chan)業(ye)結(jie)構(gou)(gou)偏(pian)(pian)重、能(neng)源結(jie)構(gou)(gou)偏(pian)(pian)煤的地(di)區(qu)(qu)和(he)資源型地(di)區(qu)(qu)要(yao)把節能(neng)降碳擺(bai)在突出位置,大力優化調整產(chan)業(ye)結(jie)構(gou)(gou)和(he)能(neng)源結(jie)構(gou)(gou),逐步(bu)實現碳排(pai)放(fang)增(zeng)長(chang)(chang)與(yu)經(jing)濟(ji)增(zeng)長(chang)(chang)脫(tuo)鉤,力爭(zheng)與(yu)全省同步(bu)實現碳達峰。
2.協調聯動制(zhi)定區(qu)域達(da)峰(feng)方(fang)案。各(ge)地(di)要按照全省統一部署(shu),科學制(zhi)定本地(di)碳(tan)達(da)峰(feng)行(xing)(xing)動方(fang)案,提出符合(he)實(shi)際(ji)、滿足(zu)要求、切(qie)實(shi)可行(xing)(xing)的碳(tan)達(da)峰(feng)時間表(biao)、路線圖、施工圖,嚴禁“一刀切(qie)”限電限產(chan)或運動式(shi)“減碳(tan)”。各(ge)地(di)碳(tan)達(da)峰(feng)行(xing)(xing)動方(fang)案報經省碳(tan)達(da)峰(feng)碳(tan)中和工作領導小組審核(he)通(tong)過(guo)后,由本地(di)自行(xing)(xing)印(yin)發實(shi)施。
3.積極創建國(guo)家碳(tan)達(da)峰(feng)(feng)試(shi)點(dian)。按照國(guo)家統一部署,選擇具有典(dian)型代表性(xing)的城(cheng)市(shi)(shi)和園區開展碳(tan)達(da)峰(feng)(feng)創建工作(zuo),對列(lie)入(ru)國(guo)家碳(tan)達(da)峰(feng)(feng)試(shi)點(dian)的城(cheng)市(shi)(shi)和園區,加大(da)政策、資金(jin)等(deng)方(fang)面支持力度,確保試(shi)點(dian)取得預期(qi)效果(guo),打造(zao)一批具有地方(fang)特(te)色(se)、可復制可推廣的典(dian)型樣板。
四、國際合作
(一)開展(zhan)綠(lv)(lv)色(se)經貿(mao)、技術與金(jin)融合(he)作。持續優化貿(mao)易(yi)結構,大力發展(zhan)高(gao)質量(liang)、高(gao)技術、高(gao)附加(jia)值綠(lv)(lv)色(se)產(chan)品貿(mao)易(yi)。擴大綠(lv)(lv)色(se)低碳產(chan)品、節能環保服務、環境服務等進口。加(jia)大綠(lv)(lv)色(se)技術合(he)作力度,推動開展(zhan)可再生能源、儲能、氫能、碳捕集利用與封存等領域科研合(he)作和技術交流(liu)。積(ji)極參與綠(lv)(lv)色(se)金(jin)融國際(ji)合(he)作。
(二)推進(jin)綠(lv)色(se)(se)“一(yi)(yi)帶(dai)(dai)一(yi)(yi)路”建設(she)。深(shen)化(hua)與(yu)“一(yi)(yi)帶(dai)(dai)一(yi)(yi)路”國家(jia)在綠(lv)色(se)(se)技術(shu)、綠(lv)色(se)(se)裝(zhuang)備、綠(lv)色(se)(se)服務(wu)、綠(lv)色(se)(se)基(ji)礎設(she)施建設(she)等方面的(de)合作,帶(dai)(dai)動先進(jin)技術(shu)、裝(zhuang)備、產(chan)能(neng)走出去,引進(jin)我省急需的(de)綠(lv)色(se)(se)低碳發(fa)展(zhan)關鍵技術(shu)裝(zhuang)備并消化(hua)吸收再創(chuang)新。加(jia)強綠(lv)色(se)(se)標準國際(ji)合作,積極引領(ling)和(he)(he)參(can)(can)與(yu)鋼鐵、氫能(neng)等優(you)勢領(ling)域國際(ji)標準制(zhi)定。積極參(can)(can)與(yu)“一(yi)(yi)帶(dai)(dai)一(yi)(yi)路”應對氣候變化(hua)南(nan)南(nan)合作計(ji)劃和(he)(he)“一(yi)(yi)帶(dai)(dai)一(yi)(yi)路”科技創(chuang)新行(xing)動計(ji)劃。
五、政策保障
(一)建(jian)立(li)完善碳(tan)(tan)(tan)排(pai)放(fang)(fang)統(tong)(tong)計(ji)(ji)核(he)算體(ti)系。提升碳(tan)(tan)(tan)排(pai)放(fang)(fang)統(tong)(tong)計(ji)(ji)核(he)算能力(li),加(jia)強人才隊伍建(jian)設,嚴格執行(xing)(xing)國(guo)家碳(tan)(tan)(tan)排(pai)放(fang)(fang)統(tong)(tong)計(ji)(ji)核(he)算體(ti)系,支持行(xing)(xing)業、企業依(yi)據自身特(te)點開(kai)展碳(tan)(tan)(tan)排(pai)放(fang)(fang)核(he)算方法學研究,建(jian)立(li)健全碳(tan)(tan)(tan)排(pai)放(fang)(fang)計(ji)(ji)量體(ti)系。在(zai)能源利(li)(li)用(yong)、工業、交通、城鄉建(jian)設、農林等重點領(ling)域開(kai)展碳(tan)(tan)(tan)減排(pai)量評(ping)估、低碳(tan)(tan)(tan)評(ping)價等河北省地方性(xing)(xing)標(biao)準的研究制定,開(kai)展移動(dong)源大氣污染物和溫室氣體(ti)排(pai)放(fang)(fang)協同控制相關(guan)標(biao)準可行(xing)(xing)性(xing)(xing)研究。推進碳(tan)(tan)(tan)排(pai)放(fang)(fang)信息化體(ti)系建(jian)設,加(jia)快遙感測量、大數據、云計(ji)(ji)算等新(xin)興(xing)技(ji)術(shu)(shu)在(zai)碳(tan)(tan)(tan)排(pai)放(fang)(fang)實測技(ji)術(shu)(shu)領(ling)域的整合利(li)(li)用(yong)和分析應(ying)用(yong),提高統(tong)(tong)計(ji)(ji)核(he)算水(shui)平(ping)。
(二)完(wan)善地(di)方法(fa)規(gui)政策標(biao)(biao)準(zhun)。推進全面(mian)清理現(xian)行地(di)方性法(fa)規(gui)規(gui)章行政規(gui)范性文件中(zhong)與碳(tan)達峰工(gong)作不(bu)相(xiang)適(shi)應(ying)的(de)(de)(de)內容(rong),加強法(fa)規(gui)規(gui)章間的(de)(de)(de)銜接。在資源能(neng)源節(jie)約(yue)利用(yong)、城鄉規(gui)劃(hua)建(jian)設(she)、生態環境保護(hu)等(deng)地(di)方性法(fa)規(gui)規(gui)章制(zhi)修(xiu)訂(ding)過程中(zhong),增加與碳(tan)達峰、碳(tan)中(zhong)和相(xiang)適(shi)應(ying)的(de)(de)(de)內容(rong),鼓勵(li)市級層面(mian)制(zhi)定支(zhi)持綠(lv)色低(di)碳(tan)發展地(di)方性法(fa)規(gui)規(gui)章。加快節(jie)能(neng)標(biao)(biao)準(zhun)更新,制(zhi)修(xiu)訂(ding)一批嚴于強制(zhi)性國家標(biao)(biao)準(zhun)的(de)(de)(de)能(neng)耗限額地(di)方標(biao)(biao)準(zhun)。完(wan)善工(gong)業綠(lv)色低(di)碳(tan)標(biao)(biao)準(zhun)體系。健全可(ke)再生能(neng)源標(biao)(biao)準(zhun)體系,加快相(xiang)關領域標(biao)(biao)準(zhun)制(zhi)定修(xiu)訂(ding)。
(三)完(wan)(wan)善經濟(ji)政(zheng)策(ce)。各(ge)地要加(jia)大(da)(da)(da)對碳(tan)達峰(feng)、碳(tan)中和工作的支(zhi)(zhi)持(chi)力度(du)(du),各(ge)級(ji)財政(zheng)要加(jia)大(da)(da)(da)對綠(lv)(lv)色(se)降碳(tan)項目、技術研發(fa)(fa)等支(zhi)(zhi)持(chi)力度(du)(du)。強(qiang)化(hua)節能(neng)(neng)減排、環(huan)境保(bao)護、資(zi)源綜合(he)利用(yong)(yong)等稅收(shou)優惠政(zheng)策(ce)落實(shi),加(jia)快市場(chang)主體綠(lv)(lv)色(se)低(di)(di)碳(tan)發(fa)(fa)展。加(jia)大(da)(da)(da)節能(neng)(neng)低(di)(di)碳(tan)、節水、資(zi)源綜合(he)利用(yong)(yong)技術工藝(yi)裝(zhuang)備示(shi)范(fan)項目和節能(neng)(neng)環(huan)保(bao)產(chan)業支(zhi)(zhi)持(chi)力度(du)(du)。優化(hua)完(wan)(wan)善首(shou)臺(套(tao))重大(da)(da)(da)技術裝(zhuang)備、重點新材料首(shou)批(pi)次(ci)應用(yong)(yong)保(bao)險補償機(ji)制。完(wan)(wan)善懲罰性(xing)電(dian)價(jia)、差別電(dian)價(jia)等環(huan)保(bao)電(dian)價(jia)政(zheng)策(ce),健全分(fen)時電(dian)價(jia)和居民(min)階梯電(dian)價(jia)政(zheng)策(ce)。大(da)(da)(da)力發(fa)(fa)展綠(lv)(lv)色(se)金(jin)(jin)融工具,引導(dao)金(jin)(jin)融機(ji)構(gou)(gou)為綠(lv)(lv)色(se)低(di)(di)碳(tan)項目提供長期限(xian)低(di)(di)成本資(zi)金(jin)(jin)支(zhi)(zhi)持(chi),鼓勵(li)開發(fa)(fa)性(xing)政(zheng)策(ce)性(xing)金(jin)(jin)融機(ji)構(gou)(gou)按(an)照市場(chang)化(hua)法(fa)治化(hua)原則為碳(tan)達峰(feng)行動提供長期穩(wen)定融資(zi)支(zhi)(zhi)持(chi)。在(zai)防(fang)范(fan)政(zheng)府(fu)債務風險的前提下,鼓勵(li)各(ge)級(ji)政(zheng)府(fu)將(jiang)符(fu)合(he)條件(jian)的綠(lv)(lv)色(se)低(di)(di)碳(tan)發(fa)(fa)展項目納入政(zheng)府(fu)債券支(zhi)(zhi)持(chi)范(fan)圍。支(zhi)(zhi)持(chi)符(fu)合(he)條件(jian)的綠(lv)(lv)色(se)企業掛牌(pai)上(shang)市融資(zi)。建(jian)立(li)省級(ji)綠(lv)(lv)色(se)低(di)(di)碳(tan)轉型(xing)(xing)基金(jin)(jin),積極(ji)參與國家低(di)(di)碳(tan)轉型(xing)(xing)基金(jin)(jin),鼓勵(li)社會資(zi)本以市場(chang)化(hua)方式(shi)設立(li)綠(lv)(lv)色(se)低(di)(di)碳(tan)產(chan)業投資(zi)基金(jin)(jin)。
(四)加快(kuai)市(shi)(shi)(shi)場(chang)化(hua)(hua)機制建設。積極參與(yu)(yu)全(quan)國碳(tan)排放權(quan)交(jiao)(jiao)易市(shi)(shi)(shi)場(chang)建設,落實碳(tan)排放配額總(zong)量確定和分配方案(an),組(zu)織重點(dian)行業(ye)企(qi)業(ye)入市(shi)(shi)(shi)交(jiao)(jiao)易、履約清繳,嚴肅(su)查(cha)處弄虛作假和違約行為。積極組(zu)建中國雄安綠色交(jiao)(jiao)易所,推動北京與(yu)(yu)雄安聯合爭(zheng)取(qu)設立國家級CCER交(jiao)(jiao)易市(shi)(shi)(shi)場(chang)。加快(kuai)培育碳(tan)排放服務(wu)機構,探索(suo)碳(tan)減排咨詢設計、減碳(tan)量核(he)證、碳(tan)交(jiao)(jiao)易經紀、碳(tan)金融等(deng)“一攬子”服務(wu)。加快(kuai)融入全(quan)國用(yong)能權(quan)交(jiao)(jiao)易市(shi)(shi)(shi)場(chang)建設,完善用(yong)能權(quan)有償(chang)使用(yong)和交(jiao)(jiao)易制度(du),發(fa)展(zhan)(zhan)市(shi)(shi)(shi)場(chang)化(hua)(hua)節能方式(shi),做(zuo)好與(yu)(yu)能耗雙控制度(du)的銜接。大力發(fa)展(zhan)(zhan)節能服務(wu)行業(ye),推廣節能咨詢、診斷、設計、改造、托管(guan)等(deng)“一站式(shi)”合同(tong)能源管(guan)理服務(wu)模式(shi)。
六、組織實施
(一)加(jia)(jia)強組織領(ling)(ling)導。加(jia)(jia)強黨對(dui)(dui)碳(tan)(tan)(tan)達(da)峰(feng)、碳(tan)(tan)(tan)中和工作(zuo)的領(ling)(ling)導,省碳(tan)(tan)(tan)達(da)峰(feng)碳(tan)(tan)(tan)中和工作(zuo)領(ling)(ling)導小組負責統(tong)籌(chou)推進(jin)碳(tan)(tan)(tan)達(da)峰(feng)、碳(tan)(tan)(tan)中和工作(zuo),研究解決重大事項(xiang)。省有關部門(men)要抓緊制定重點行(xing)業領(ling)(ling)域(yu)(yu)碳(tan)(tan)(tan)達(da)峰(feng)方案和碳(tan)(tan)(tan)達(da)峰(feng)碳(tan)(tan)(tan)中和保障方案,扎實(shi)(shi)推進(jin)相關工作(zuo)。省領(ling)(ling)導小組辦公室負責全省碳(tan)(tan)(tan)達(da)峰(feng)工作(zuo)的統(tong)籌(chou)協(xie)調(diao),定期(qi)對(dui)(dui)各地(di)和重點領(ling)(ling)域(yu)(yu)、重點行(xing)業工作(zuo)進(jin)展情況進(jin)行(xing)調(diao)度,督促(cu)各項(xiang)目標任務落(luo)地(di)落(luo)實(shi)(shi)。
(二(er))壓實(shi)(shi)工作責(ze)任。各(ge)地各(ge)有關(guan)部門和(he)(he)單位要深刻認識碳達(da)(da)峰(feng)工作的(de)重要性(xing)、緊迫性(xing)和(he)(he)復(fu)雜性(xing),切實(shi)(shi)扛起責(ze)任,嚴(yan)格落(luo)實(shi)(shi)中央和(he)(he)省委、省政府決策部署,明(ming)確(que)工作目(mu)標(biao)、細化工作舉措(cuo),推動(dong)各(ge)項(xiang)目(mu)標(biao)任務落(luo)實(shi)(shi)落(luo)細。加強督導檢(jian)查,將碳達(da)(da)峰(feng)行動(dong)落(luo)實(shi)(shi)情況納入省級生態環境保護督察。各(ge)地要加強對本(ben)地碳達(da)(da)峰(feng)工作的(de)自檢(jian)自查,確(que)保碳達(da)(da)峰(feng)行動(dong)方案(an)目(mu)標(biao)任務落(luo)實(shi)(shi)到位。
(三)嚴格評估(gu)考(kao)核。建立健全碳(tan)達(da)峰碳(tan)中和(he)綜(zong)合評價考(kao)核制度(du),落實以碳(tan)強(qiang)度(du)控制為主、碳(tan)排放總量控制為輔(fu)的(de)(de)制度(du),對(dui)(dui)能(neng)源消費和(he)碳(tan)排放指標(biao)實行協同(tong)管(guan)理、協同(tong)分(fen)解、協同(tong)考(kao)核,確保(bao)目標(biao)任務落實。組織開展碳(tan)達(da)峰目標(biao)任務年度(du)考(kao)核評估(gu),對(dui)(dui)碳(tan)達(da)峰工作成(cheng)效突出的(de)(de)地(di)方、單位和(he)個人按規(gui)定給(gei)予表彰獎(jiang)勵(li),對(dui)(dui)未完成(cheng)目標(biao)任務的(de)(de)地(di)方、部門依(yi)規(gui)依(yi)法實行通(tong)報批評和(he)約談問責。
