今(jin)年以來,國(guo)(guo)際(ji)能(neng)源局勢發生重大(da)變化,歐(ou)洲能(neng)源危機正在改(gai)變世界(jie)能(neng)源供需格局,并對世界(jie)政治(zhi)經濟產生深遠影響(xiang)。世界(jie)變局之下,我國(guo)(guo)如何端穩能(neng)源飯碗?轉型與(yu)變革之中,能(neng)源行業該(gai)如何錨定目(mu)標持續發力?圍繞(rao)這些問題,本報記者近日(ri)專訪了(le)中國(guo)(guo)工程院院士、原副院長(chang)杜祥琬(wan)。
可再生能源資源豐富
是我國能源資源稟賦重要特點
杜祥琬認為,歐洲能(neng)(neng)源(yuan)危機的根(gen)源(yuan),在(zai)(zai)于其沒(mei)有(you)將(jiang)(jiang)能(neng)(neng)源(yuan)的飯碗端在(zai)(zai)自己手里(li)。尤其是(shi)在(zai)(zai)對俄羅斯的制裁中(zhong),更是(shi)“傷敵一(yi)千,自損八百”。為應(ying)對能(neng)(neng)源(yuan)危機,目前歐洲在(zai)(zai)戰術上積(ji)極(ji)(ji)發展(zhan)各(ge)種(zhong)能(neng)(neng)源(yuan)以度過即將(jiang)(jiang)到來的寒冬,例如重啟煤電(dian)、核電(dian)甚至柴(chai)薪(xin)等,但在(zai)(zai)長遠戰略上方向沒(mei)有(you)改變,仍是(shi)通(tong)過積(ji)極(ji)(ji)發展(zhan)可再生能(neng)(neng)源(yuan)以謀求能(neng)(neng)源(yuan)獨立。
盡管歐洲能(neng)源(yuan)(yuan)危(wei)機引發世界高(gao)度(du)關注,但在杜(du)祥琬(wan)看來,這并不會(hui)對(dui)我國(guo)能(neng)源(yuan)(yuan)基本盤(pan)產生太大影響。“我國(guo)80%的能(neng)源(yuan)(yuan)都能(neng)自給自足,其中,煤炭是(shi)第一貢(gong)獻者。雖然油氣進口可能(neng)有波動,但也基本穩定。”
在此基礎上,杜祥琬強調(diao),當(dang)前(qian),一定(ding)要(yao)用好化(hua)(hua)石(shi)能(neng)源,尤(you)其是(shi)煤(mei)炭。同時,應(ying)大力發展(zhan)(zhan)可(ke)再生能(neng)源。立足我(wo)國的(de)(de)能(neng)源資源稟賦,堅持先立后(hou)破(po)。所謂“立”就(jiu)是(shi)要(yao)積極(ji)發展(zhan)(zhan)可(ke)再生能(neng)源以及(ji)核電,實現規模化(hua)(hua)和安全(quan)穩定(ding)供應(ying);“破(po)”則是(shi)逐步(bu)減(jian)(jian)退化(hua)(hua)石(shi)能(neng)源,而不(bu)是(shi)化(hua)(hua)石(shi)能(neng)源的(de)(de)退出(chu)。“能(neng)源安全(quan)是(shi)首要(yao)的(de)(de),轉型是(shi)做加法(fa)而非減(jian)(jian)法(fa)。不(bu)能(neng)新(xin)房(fang)子還沒蓋好就(jiu)把老(lao)房(fang)子拆了。”
杜祥琬的這一解讀(du)是(shi)建立在對我國能源(yuan)(yuan)資(zi)源(yuan)(yuan)稟(bing)賦的全(quan)新(xin)認(ren)識之上。長期以來,“富(fu)(fu)煤貧(pin)油(you)少氣(qi)”成為我國能源(yuan)(yuan)資(zi)源(yuan)(yuan)稟(bing)賦的代名詞,但杜祥琬認(ren)為,這一說法并(bing)不完全(quan)準確(que)(que)。“‘富(fu)(fu)煤貧(pin)油(you)少氣(qi)’只(zhi)描述了化石能源(yuan)(yuan)之間的關系。事實上,我國還(huan)有(you)非(fei)常豐(feng)富(fu)(fu)的可(ke)(ke)再(zai)生能源(yuan)(yuan)資(zi)源(yuan)(yuan),而且(qie)目前(qian)已經開發(fa)的可(ke)(ke)再(zai)生能源(yuan)(yuan)尚不足技術可(ke)(ke)開發(fa)資(zi)源(yuan)(yuan)量(liang)的1/10。我國能源(yuan)(yuan)資(zi)源(yuan)(yuan)稟(bing)賦的準確(que)(que)描述應該是(shi)‘富(fu)(fu)煤貧(pin)油(you)少氣(qi),可(ke)(ke)再(zai)生能源(yuan)(yuan)資(zi)源(yuan)(yuan)豐(feng)富(fu)(fu)’。”
新型能源系統必須打破
“不可能三角”
能源類(lei)型(xing)多元、影響廣泛,因此,既(ji)要(yao)實現安全可(ke)靠,又要(yao)經濟可(ke)行,還(huan)要(yao)綠色(se)低碳,常常被認(ren)為(wei)“幾乎不可(ke)能”,這也被稱為(wei)能源的“不可(ke)能三角(jiao)”。但是,要(yao)實現能源系統的高質(zhi)量(liang)發(fa)展、可(ke)持(chi)續發(fa)展,就必須(xu)打破這種(zhong)“不可(ke)能三角(jiao)”,實現“可(ke)能三角(jiao)”。
對此(ci),杜祥琬(wan)認為,可(ke)(ke)再生能(neng)源(yuan)在綠色低碳方(fang)面具(ju)(ju)備先天(tian)優勢,目前成本下降(jiang)也(ye)十分明顯,基本符(fu)合經濟可(ke)(ke)行的要求。但因為風能(neng)、太(tai)陽能(neng)等(deng)新能(neng)源(yuan)“靠(kao)(kao)天(tian)吃飯”,具(ju)(ju)有波動(dong)性和(he)間歇性,在安全可(ke)(ke)靠(kao)(kao)方(fang)面還需繼(ji)續努力(li)(li)。這(zhe)也(ye)是構建新型電力(li)(li)系統的核(he)心(xin)問題,是能(neng)源(yuan)科技創新的關鍵(jian)點。
要(yao)解決(jue)這(zhe)一問題,杜(du)祥(xiang)琬建議把新能(neng)(neng)(neng)源(yuan)與靈(ling)活性資(zi)源(yuan)、儲(chu)能(neng)(neng)(neng)、智(zhi)能(neng)(neng)(neng)電(dian)網結合起來。例如,充分發揮煤電(dian)的調峰作用(yong),對(dui)電(dian)網進行靈(ling)活性改(gai)造。尤其要(yao)重視儲(chu)能(neng)(neng)(neng)的作用(yong),不(bu)僅要(yao)應對(dui)白(bai)天、黑夜短(duan)周(zhou)期(qi)內新能(neng)(neng)(neng)源(yuan)發電(dian)的不(bu)穩定(ding)性和間歇性,也要(yao)應對(dui)長周(zhou)期(qi)的不(bu)穩定(ding)性,發展(zhan)長周(zhou)期(qi)儲(chu)能(neng)(neng)(neng)技(ji)術,這(zhe)是目前全球(qiu)技(ji)術研發的焦點。“其中,氫(qing)能(neng)(neng)(neng)是極(ji)具(ju)潛力的儲(chu)能(neng)(neng)(neng)載體。”
氫(qing)(qing)不僅可(ke)(ke)用于燃料電(dian)池、工業冶(ye)金,還(huan)可(ke)(ke)以做長周(zhou)期儲能(neng)(neng)(neng)。可(ke)(ke)再生(sheng)能(neng)(neng)(neng)源(yuan)發(fa)電(dian)具有波(bo)動性,目前還(huan)存(cun)在一定程(cheng)度的消納難題,但是,如果利用可(ke)(ke)再生(sheng)能(neng)(neng)(neng)源(yuan)制氫(qing)(qing),氫(qing)(qing)便成為(wei)很好的儲能(neng)(neng)(neng)形式,需(xu)要時使用,不需(xu)要時儲存(cun)起來,考慮到氣態氫(qing)(qing)不便運輸,還(huan)可(ke)(ke)以轉為(wei)液(ye)態。把(ba)氫(qing)(qing)作為(wei)長周(zhou)期儲能(neng)(neng)(neng)手(shou)段,與可(ke)(ke)再生(sheng)能(neng)(neng)(neng)源(yuan)協調配合發(fa)展,可(ke)(ke)以幫(bang)助新(xin)能(neng)(neng)(neng)源(yuan)發(fa)電(dian)穩(wen)定、高(gao)質量的輸出。
除了從“源(yuan)(yuan)(yuan)”的(de)(de)角(jiao)(jiao)度加以(yi)改善(shan),杜(du)祥(xiang)琬認(ren)為(wei),要(yao)構建新(xin)型(xing)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)系(xi)(xi)統、建設新(xin)型(xing)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)體系(xi)(xi),實(shi)現(xian)“可能(neng)(neng)(neng)三角(jiao)(jiao)”,還要(yao)在(zai)(zai)“網(wang)”的(de)(de)角(jiao)(jiao)度加以(yi)改革(ge)。長期(qi)以(yi)來,電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)已經適(shi)(shi)應(ying)了以(yi)煤電(dian)(dian)(dian)(dian)(dian)(dian)(dian)為(wei)主力(li)的(de)(de)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)系(xi)(xi)統。現(xian)在(zai)(zai),電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)要(yao)走(zou)向(xiang)智(zhi)能(neng)(neng)(neng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang),適(shi)(shi)應(ying)各種不同的(de)(de)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan),包括化(hua)石(shi)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)和(he)非化(hua)石(shi)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)、集中(zhong)式發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)與分布式發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)。因(yin)此,電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)要(yao)大力(li)發(fa)展靈(ling)活(huo)性(xing)、數(shu)字化(hua)技術,向(xiang)智(zhi)能(neng)(neng)(neng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)進化(hua)。尤其(qi)是(shi)我國(guo)中(zhong)東(dong)部,未來將出現(xian)大量分布式可再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian),電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)必須做(zuo)好準(zhun)備。
能源安全保供要正確處理
化石能源與可再生能源關系
杜祥琬認為,立足我國能(neng)源資源稟賦,高效清(qing)潔(jie)地用好化石能(neng)源,同(tong)時高質量地發(fa)展(zhan)非化石清(qing)潔(jie)能(neng)源是主線和趨(qu)勢,這(zhe)是我國能(neng)源行業轉型的方向,是地方政(zheng)府(fu)出臺相關(guan)能(neng)源政(zheng)策(ce)的立足點,也(ye)是能(neng)源企(qi)業未來的機遇所在。
對于能源保供,杜祥琬(wan)認為,2021年曾在(zai)部分地區出現(xian)的(de)電力短缺并不(bu)是因為資源匱乏、缺煤缺電,而是“市場煤計劃(hua)電”機制導致煤與電各自為營,煤價(jia)高(gao)企時,煤電企業(ye)發電越多虧損越多。因此,很(hen)多拉閘(zha)限(xian)電都是因為沒(mei)有處理好煤與電的(de)關系,這是一(yi)個管理問題。
“做好煤炭這(zhe)篇(pian)大文章,堅持清潔高(gao)效利用(yong),是當前和(he)今后一段時間的重點。同時要積極發展可再生能源(yuan)和(he)核能,實(shi)現(xian)安全可靠高(gao)質量(liang)輸出,之后再穩步有序替(ti)代化石能源(yuan)。”杜(du)祥琬強調。
杜祥(xiang)琬(wan)同(tong)(tong)(tong)時(shi)(shi)(shi)提醒(xing),在大力推動(dong)新(xin)能源發展的(de)同(tong)(tong)(tong)時(shi)(shi)(shi),必須(xu)要求(qiu)新(xin)能源能夠輸出優質電(dian)(dian)力,輸出符合經濟(ji)社會發展需要的(de)電(dian)(dian)力,自建或購買調峰電(dian)(dian)源。新(xin)能源配(pei)儲(chu)是重要方向,這就要求(qiu)儲(chu)能技術必須(xu)進一步發展、成本進一步降低。這也意味著,新(xin)能源發電(dian)(dian)成本需要考慮同(tong)(tong)(tong)時(shi)(shi)(shi)配(pei)置儲(chu)能的(de)成本,計算(suan)綜合成本。
此(ci)外,杜祥(xiang)琬還(huan)表示,在大(da)力發(fa)展(zhan)可(ke)(ke)再生(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)的背景下(xia),農(nong)村(cun)能(neng)(neng)源(yuan)(yuan)(yuan)革(ge)命(ming)反而更易實(shi)現(xian),農(nong)村(cun)能(neng)(neng)源(yuan)(yuan)(yuan)轉(zhuan)型過程中同樣蘊藏著巨大(da)的機遇和挑戰。“此(ci)前,農(nong)村(cun)缺少(shao)能(neng)(neng)源(yuan)(yuan)(yuan),化石能(neng)(neng)源(yuan)(yuan)(yuan)基(ji)礎(chu)(chu)設施(shi)不(bu)完善。但事實(shi)上,農(nong)村(cun)的資源(yuan)(yuan)(yuan)稟賦天然地(di)以可(ke)(ke)再生(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)為主(zhu),有豐富的風能(neng)(neng)、太(tai)陽能(neng)(neng)和生(sheng)物質能(neng)(neng)。如(ru)果把這些可(ke)(ke)再生(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)因(yin)地(di)制宜利用(yong)起來,加之不(bu)涉(she)及大(da)規模(mo)基(ji)礎(chu)(chu)設施(shi)改造(zao),可(ke)(ke)以有效改變(bian)以往農(nong)村(cun)缺少(shao)能(neng)(neng)源(yuan)(yuan)(yuan)的境遇,實(shi)現(xian)轉(zhuan)型發(fa)展(zhan)。”
