2025年能源監管工作要點


2025年能(neng)源監(jian)(jian)(jian)(jian)管工作的總體(ti)(ti)思路是:以習(xi)(xi)近(jin)(jin)平新(xin)時代中(zhong)國特(te)色社(she)會主義(yi)思想為(wei)指導(dao),深入(ru)學(xue)習(xi)(xi)貫徹黨的二十(shi)大和(he)二十(shi)屆二中(zhong)、三中(zhong)全(quan)會精(jing)神,深入(ru)落實(shi)習(xi)(xi)近(jin)(jin)平總書記關于建(jian)設全(quan)國統一(yi)電力市場、健全(quan)自然壟(long)斷(duan)環節監(jian)(jian)(jian)(jian)管體(ti)(ti)制機制等重要論(lun)述,準確把握能(neng)源監(jian)(jian)(jian)(jian)管政治屬(shu)性(xing)(xing)、人民屬(shu)性(xing)(xing)、經(jing)濟屬(shu)性(xing)(xing)和(he)社(she)會屬(shu)性(xing)(xing),聚焦“四個監(jian)(jian)(jian)(jian)管”一(yi)體(ti)(ti)推進(jin)能(neng)源監(jian)(jian)(jian)(jian)管效能(neng)提(ti)升,切實(shi)做到敢于監(jian)(jian)(jian)(jian)管、科(ke)學(xue)監(jian)(jian)(jian)(jian)管、善用監(jian)(jian)(jian)(jian)管,為(wei)新(xin)時代能(neng)源高質量發展提(ti)供有力支撐。重點抓好以下工作。


一、圍繞“國之大者”,加強(qiang)能(neng)源安全保供監管


(一)完善(shan)監測(ce)預警會商聯動(dong)機制。緊盯迎峰度(du)夏、度(du)冬(dong)和(he)重大活動(dong)等(deng)(deng)關鍵節點,嚴格執行(xing)(xing)電力供(gong)(gong)(gong)需“日排(pai)查、周報(bao)告、月總結”機制,強(qiang)化安(an)全運行(xing)(xing)、市場交(jiao)易、供(gong)(gong)(gong)電服務(wu)等(deng)(deng)環(huan)節監管,督促(cu)地方和(he)有(you)關能源(yuan)企業落實保供(gong)(gong)(gong)主體(ti)責任。充分(fen)發揮數字化手段在能源(yuan)供(gong)(gong)(gong)需監測(ce)中(zhong)的作(zuo)用(yong),加強(qiang)全國及重點地區用(yong)電、來水和(he)燃料供(gong)(gong)(gong)應監測(ce),強(qiang)化與(yu)氣象等(deng)(deng)有(you)關部(bu)門會商聯動(dong),及時發現(xian)并報(bao)告影響(xiang)能源(yuan)保供(gong)(gong)(gong)的苗(miao)頭(tou)性(xing)、傾向性(xing)、潛在性(xing)問(wen)題,確保能源(yuan)供(gong)(gong)(gong)需平穩和(he)安(an)全生產形勢穩定。

(三)積極推(tui)動(dong)(dong)源網荷(he)儲(chu)參(can)與(yu)能源保(bao)供。推(tui)動(dong)(dong)優化煤電(dian)容量(liang)電(dian)價(jia)機制(zhi),保(bao)障頂(ding)峰(feng)煤電(dian)機組合理收益。發(fa)揮電(dian)力(li)(li)市(shi)場(chang)資(zi)源優化配置作(zuo)用,加(jia)強省間中長期合同履(lv)約監管,促(cu)進電(dian)力(li)(li)資(zi)源跨省互濟,加(jia)大保(bao)供期間發(fa)電(dian)機組并網運(yun)行考(kao)核力(li)(li)度。在(zai)(zai)已(yi)開展現(xian)貨市(shi)場(chang)的地(di)區(qu),推(tui)動(dong)(dong)用戶側主(zhu)動(dong)(dong)參(can)與(yu)系統調節(jie),報量(liang)報價(jia)參(can)與(yu)市(shi)場(chang);在(zai)(zai)未(wei)開展現(xian)貨市(shi)場(chang)的地(di)區(qu),開展分時(shi)段交易(yi),有效引導用戶側削峰(feng)填谷。


二、圍繞(rao)低碳轉(zhuan)型(xing),加強能源綠(lv)色發展(zhan)監管

(五)深化傳統能源(yuan)轉型保(bao)供(gong)(gong)監(jian)(jian)管。開(kai)展重(zhong)點(dian)煤(mei)炭企業(ye)智能化建設(she)專(zhuan)項監(jian)(jian)管,督促企業(ye)落實國家相關要(yao)求,推進(jin)國家級智能化示范煤(mei)礦建設(she),持續(xu)推動傳統能源(yuan)產(chan)業(ye)迭代升(sheng)級,實現清潔能源(yuan)產(chan)業(ye)培育壯(zhuang)大。開(kai)展油氣行業(ye)重(zhong)點(dian)任務(wu)專(zhuan)項工作,聚焦(jiao)2025年度產(chan)供(gong)(gong)儲銷體系建設(she)省內保(bao)供(gong)(gong)重(zhong)點(dian)工程(cheng),加強監(jian)(jian)管協調,確(que)保(bao)重(zhong)點(dian)工程(cheng)按(an)期投產(chan)。


(六)高效推進綠(lv)證(zheng)(zheng)(zheng)核(he)發(fa)工(gong)作。制定綠(lv)證(zheng)(zheng)(zheng)核(he)發(fa)實施(shi)細則,分類(lei)別(bie)分階段逐步開展綠(lv)證(zheng)(zheng)(zheng)核(he)銷(xiao)工(gong)作,按規定及(ji)時向社會公開綠(lv)證(zheng)(zheng)(zheng)核(he)發(fa)交(jiao)易(yi)(yi)信(xin)(xin)息。持續迭(die)代(dai)升(sheng)級(ji)國家綠(lv)證(zheng)(zheng)(zheng)核(he)發(fa)交(jiao)易(yi)(yi)系統,完善綠(lv)證(zheng)(zheng)(zheng)省級(ji)賬(zhang)戶及(ji)劃轉(zhuan)、核(he)銷(xiao)、溯源等功能(neng),組(zu)織做好存量常規水電綠(lv)證(zheng)(zheng)(zheng)劃轉(zhuan),探(tan)索與資質和(he)信(xin)(xin)用信(xin)(xin)息系統的協調聯動。建立完善與生態(tai)環境(jing)部門(men)信(xin)(xin)息共享(xiang)機制,加強(qiang)綠(lv)證(zheng)(zheng)(zheng)、綠(lv)電和(he)碳市場銜接,壯大培育綠(lv)證(zheng)(zheng)(zheng)市場,為新能(neng)源和(he)各類(lei)新型(xing)主體參與市場交(jiao)易(yi)(yi)提供良好政(zheng)策環境(jing),提高綠(lv)證(zheng)(zheng)(zheng)國際認(ren)可(ke)度(du)和(he)影響力(li)。


三、圍繞公平公正(zheng),加(jia)強能源自然壟斷環節監管(guan)


(七)健全自然壟(long)斷環節(jie)監(jian)(jian)管制度。深入(ru)學習《能源(yuan)(yuan)法(fa)(fa)》,構(gou)建(jian)與(yu)《能源(yuan)(yuan)法(fa)(fa)》相配套的監(jian)(jian)管規章制度體系。研究(jiu)修(xiu)訂(ding)(ding)(ding)《石油天然氣基礎設施(shi)規劃建(jian)設與(yu)運營管理辦法(fa)(fa)》,指導油氣管網(wang)(wang)(wang)設施(shi)接(jie)入(ru)和(he)使用(yong)。研究(jiu)修(xiu)訂(ding)(ding)(ding)《油氣管網(wang)(wang)(wang)設施(shi)公平開放監(jian)(jian)管辦法(fa)(fa)》,進(jin)一步明(ming)確公平開放服務(wu)基本要(yao)(yao)求、申請與(yu)受理流(liu)程等內容。研究(jiu)修(xiu)訂(ding)(ding)(ding)《電(dian)網(wang)(wang)(wang)公平開放監(jian)(jian)管辦法(fa)(fa)》,進(jin)一步明(ming)確電(dian)源(yuan)(yuan)接(jie)入(ru)和(he)電(dian)網(wang)(wang)(wang)互聯要(yao)(yao)求,推動電(dian)網(wang)(wang)(wang)企(qi)業公平無歧(qi)視(shi)開放。總結應(ying)用(yong)穿透式監(jian)(jian)管試點經(jing)驗,推動從源(yuan)(yuan)頭上解決自然壟(long)斷環節(jie)監(jian)(jian)管難題(ti)。
