CSPPLAZA光熱發電網訊:11月6日,寧東能源(yuan)化(hua)工基(ji)地發布《寧東能源(yuan)化(hua)工基(ji)地碳達(da)峰(feng)實施方案》(以下簡稱方案),其中(zhong)明(ming)確到(dao)(dao)2025年,新型儲能規模力爭達(da)到(dao)(dao)1.8GW,新能源(yuan)裝機(ji)(ji)容量(liang)超(chao)過700萬(wan)千(qian)瓦(wa),非化(hua)石能源(yuan)消費比重達(da)到(dao)(dao)8%左右。到(dao)(dao)2030年,新能源(yuan)裝機(ji)(ji)容量(liang)達(da)到(dao)(dao)1500萬(wan)千(qian)瓦(wa)。

寧東能源化工基地碳達峰實施方案
為深入貫徹(che)落實黨中(zhong)央、國務院及(ji)自治區黨委和(he)政(zheng)府(fu)關于(yu)碳達峰碳中(zhong)和(he)的重大(da)戰略決策部署,穩妥有序推進寧東能源(yuan)化工基地碳達峰工作,制(zhi)定如下實施(shi)方案。
一、總體要求

二、主要目標
“十(shi)四(si)五”時期,產(chan)業(ye)結構調整取得(de)明(ming)顯(xian)進展(zhan),能(neng)(neng)源(yuan)結構明(ming)顯(xian)優化,重(zhong)點(dian)行(xing)業(ye)能(neng)(neng)源(yuan)利用效率明(ming)顯(xian)提升,煤炭消(xiao)費增長得(de)到(dao)合理控制(zhi),綠色低碳發(fa)展(zhan)水平顯(xian)著提高。到(dao)2025年,新能(neng)(neng)源(yuan)裝機容量超過700萬千瓦,綠氫生(sheng)產(chan)能(neng)(neng)力達到(dao)8萬噸,非化石(shi)能(neng)(neng)源(yuan)消(xiao)費比重(zhong)達到(dao)8%左右,力爭二(er)(er)氧(yang)(yang)化碳資源(yuan)化利用規模(mo)達到(dao)百萬噸,單位(wei)地區(qu)生(sheng)產(chan)總值能(neng)(neng)源(yuan)消(xiao)耗累計下降17%,單位(wei)地區(qu)生(sheng)產(chan)總值二(er)(er)氧(yang)(yang)化碳排放累計下降18%。
“十(shi)五五”時(shi)期,產業(ye)結構調(diao)整取(qu)(qu)得重(zhong)大進(jin)展,能(neng)源(yuan)結構優化取(qu)(qu)得重(zhong)大成(cheng)果(guo),清潔低(di)碳(tan)安全(quan)高效(xiao)(xiao)的(de)現代能(neng)源(yuan)體(ti)系初步(bu)建立,重(zhong)點領域低(di)碳(tan)發(fa)展模式基本形成(cheng),綠色低(di)碳(tan)關鍵技術取(qu)(qu)得重(zhong)大突破,二(er)氧化碳(tan)資(zi)源(yuan)化利(li)用(yong)規(gui)模逐(zhu)步(bu)擴大,綠色低(di)碳(tan)循環發(fa)展內生(sheng)動力(li)顯著增強,穩妥有序(xu)實現碳(tan)達峰。到(dao)2030年(nian),新能(neng)源(yuan)裝機容(rong)量達到(dao)1500萬千瓦,綠氫生(sheng)產能(neng)力(li)達到(dao)30萬噸(dun),非化石(shi)能(neng)源(yuan)消費比重(zhong)達到(dao)10%左右,可再生(sheng)能(neng)源(yuan)制氫耦合煤化工(gong)取(qu)(qu)得顯著成(cheng)效(xiao)(xiao),力(li)爭二(er)氧化碳(tan)資(zi)源(yuan)化利(li)用(yong)規(gui)模達到(dao)300萬噸(dun)。
“十(shi)六五”時期,全面構建現代化產業體(ti)系和清潔低碳(tan)安全高效的現代能源體(ti)系,廣泛(fan)形成綠色低碳(tan)生產和生活模(mo)式(shi),碳(tan)排放達峰后穩(wen)中有降。到2035年,非化石能源消費(fei)比重達到15%左(zuo)右。
三、重點任務
(一)能(neng)(neng)(neng)(neng)源(yuan)(yuan)綠(lv)色(se)低碳(tan)(tan)轉型(xing)行(xing)動。堅(jian)持綠(lv)色(se)發(fa)展(zhan)理念,加快(kuai)推進能(neng)(neng)(neng)(neng)源(yuan)(yuan)生產和(he)消(xiao)費方式變革,著力增強能(neng)(neng)(neng)(neng)源(yuan)(yuan)供(gong)應(ying)鏈安全(quan)性和(he)穩定(ding)性,著力提升能(neng)(neng)(neng)(neng)源(yuan)(yuan)產業鏈現代(dai)化水(shui)平(ping),著力推動能(neng)(neng)(neng)(neng)源(yuan)(yuan)清潔(jie)高效利(li)用,大力推進新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)開發(fa)、綠(lv)氫生產、綠(lv)色(se)發(fa)展(zhan),在保障(zhang)能(neng)(neng)(neng)(neng)源(yuan)(yuan)安全(quan)的前提下,嚴格合理控制煤炭消(xiao)費增長(chang),加快(kuai)新(xin)型(xing)儲能(neng)(neng)(neng)(neng)示范推廣應(ying)用,構建(jian)新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)占(zhan)比逐漸提高的新(xin)型(xing)電(dian)力系統,均衡有序(xu)推進能(neng)(neng)(neng)(neng)源(yuan)(yuan)綠(lv)色(se)低碳(tan)(tan)轉型(xing),加快(kuai)構建(jian)清潔(jie)低碳(tan)(tan)安全(quan)高效的能(neng)(neng)(neng)(neng)源(yuan)(yuan)體系,高水(shui)平(ping)建(jian)設國家(jia)現代(dai)能(neng)(neng)(neng)(neng)源(yuan)(yuan)經濟示范區。

(十)各行(xing)(xing)業(ye)(ye)有(you)序(xu)(xu)達(da)(da)(da)峰(feng)行(xing)(xing)動(dong)。堅持分企施策、上(shang)下聯動(dong),梯次有(you)序(xu)(xu)推(tui)(tui)進碳(tan)(tan)達(da)(da)(da)峰(feng),避(bi)免一(yi)刀(dao)切和(he)運動(dong)式“減碳(tan)(tan)”。把煤電、煤化工(gong)(gong)、電解鋁(lv)等行(xing)(xing)業(ye)(ye)節(jie)能降碳(tan)(tan)擺在突出(chu)位(wei)置,不斷推(tui)(tui)動(dong)達(da)(da)(da)峰(feng)工(gong)(gong)作(zuo)深(shen)入推(tui)(tui)進。加快(kuai)構建高效(xiao)率、低(di)排放(fang)、清(qing)潔(jie)加工(gong)(gong)轉(zhuan)化利用的現(xian)代煤化工(gong)(gong)產(chan)業(ye)(ye)體系,推(tui)(tui)動(dong)產(chan)業(ye)(ye)鏈(lian)縱向(xiang)延伸(shen)補強、橫(heng)向(xiang)壯大集群,提(ti)升產(chan)業(ye)(ye)發(fa)展(zhan)效(xiao)率,加速綠色低(di)碳(tan)(tan)轉(zhuan)型。積(ji)極開展(zhan)低(di)碳(tan)(tan)企業(ye)(ye)試點,支持有(you)條件的重點行(xing)(xing)業(ye)(ye)率先實現(xian)碳(tan)(tan)達(da)(da)(da)峰(feng),組織開展(zhan)碳(tan)(tan)達(da)(da)(da)峰(feng)碳(tan)(tan)中和(he)先行(xing)(xing)示范(fan),探(tan)索(suo)有(you)效(xiao)模式和(he)可供借鑒經(jing)驗,積(ji)極開展(zhan)低(di)碳(tan)(tan)企業(ye)(ye)、零碳(tan)(tan)項(xiang)目(mu)創建工(gong)(gong)作(zuo),及時總結推(tui)(tui)廣先進經(jing)驗做法。(責任單位(wei):經(jing)濟發(fa)展(zhan)局、生態環境局、財(cai)政金融(rong)局)
四、開放合作
(一(yi))積極(ji)參與綠色“一(yi)帶一(yi)路”建設(she)。依托國家外(wai)貿(mao)轉型升級(ji)示范基地建設(she),主動(dong)融入“一(yi)帶一(yi)路”建設(she),精準實施引進來和(he)走出(chu)(chu)去(qu)戰略(lve),深度參與“一(yi)帶一(yi)路”科技(ji)創新(xin)(xin)行動(dong),推(tui)進新(xin)(xin)型材料、現代化工、清潔能(neng)(neng)源等重點領(ling)域國際(ji)產能(neng)(neng)合(he)(he)作,提(ti)(ti)升外(wai)向型產業集聚發(fa)展能(neng)(neng)力。引導新(xin)(xin)能(neng)(neng)源企(qi)業“走出(chu)(chu)去(qu)”開展綠色投(tou)資(zi),加(jia)強與“一(yi)帶一(yi)路”國家清潔能(neng)(neng)源開發(fa)合(he)(he)作,為“一(yi)帶一(yi)路”增添(tian)綠色。積極(ji)構建內暢外(wai)聯的物(wu)流通(tong)道,促進物(wu)流資(zi)源整合(he)(he)和(he)產業集聚,加(jia)強交通(tong)運(yun)輸國際(ji)通(tong)道建設(she),推(tui)動(dong)中歐班(ban)列開通(tong)運(yun)營,提(ti)(ti)升多式聯運(yun)服(fu)務能(neng)(neng)力,構建安全(quan)、低碳(tan)和(he)便(bian)捷的綜合(he)(he)交通(tong)運(yun)輸體(ti)系(xi),提(ti)(ti)升對外(wai)開放(fang)載(zai)體(ti)功能(neng)(neng)。(責任單位:經(jing)濟發(fa)展局、招商局)
(二)深(shen)化(hua)跨區(qu)域(yu)綠色低(di)(di)碳(tan)(tan)合作。加(jia)(jia)強與京津冀(ji)、長三角(jiao)、長江經濟帶、粵港澳(ao)大灣區(qu)的(de)對接(jie)(jie)(jie)合作,加(jia)(jia)快與河南鄭州、陜(shan)西(xi)西(xi)安、成渝(yu)雙城、甘肅(su)蘭州等中(zhong)西(xi)部地區(qu)產(chan)(chan)業(ye)(ye)(ye)對接(jie)(jie)(jie)融合,大力引進低(di)(di)碳(tan)(tan)、零(ling)碳(tan)(tan)、負(fu)碳(tan)(tan)項(xiang)目,整合延伸產(chan)(chan)業(ye)(ye)(ye)鏈(lian)條,提升(sheng)產(chan)(chan)業(ye)(ye)(ye)配(pei)套能力,打(da)造綠色低(di)(di)碳(tan)(tan)優勢產(chan)(chan)業(ye)(ye)(ye)集群。加(jia)(jia)強與東(dong)部地區(qu)人才、技(ji)術、設備等創(chuang)(chuang)新(xin)(xin)要(yao)素對接(jie)(jie)(jie),走“科創(chuang)(chuang)+產(chan)(chan)業(ye)(ye)(ye)”道路,促進創(chuang)(chuang)新(xin)(xin)鏈(lian)與產(chan)(chan)業(ye)(ye)(ye)鏈(lian)深(shen)度融合。積(ji)極(ji)引進具有較強創(chuang)(chuang)新(xin)(xin)能力的(de)企業(ye)(ye)(ye),聯合產(chan)(chan)業(ye)(ye)(ye)鏈(lian)上下游、產(chan)(chan)學研創(chuang)(chuang)新(xin)(xin)鏈(lian)等資源,成立創(chuang)(chuang)新(xin)(xin)聯合體,加(jia)(jia)快推(tui)動綠色低(di)(di)碳(tan)(tan)科技(ji)成果轉化(hua)和產(chan)(chan)業(ye)(ye)(ye)化(hua)。(責任(ren)單位(wei):經濟發展局、招(zhao)商(shang)局、科技(ji)和信息化(hua)局)
(三)協(xie)同推進能(neng)源(yuan)(yuan)地(di)區(qu)(qu)綠色低碳轉(zhuan)型。圍(wei)繞煤(mei)炭(tan)清潔(jie)生產、智(zhi)能(neng)高(gao)效(xiao)開(kai)(kai)采、分級分質(zhi)梯級利(li)用及可再生能(neng)源(yuan)(yuan)開(kai)(kai)發(fa)(fa)利(li)用,加強(qiang)(qiang)與甘(gan)肅隴東、陜(shan)北、青海(hai)(hai)河西(xi)等黃河流(liu)域(yu)能(neng)源(yuan)(yuan)地(di)區(qu)(qu)合作,共同推動國(guo)家重要(yao)能(neng)源(yuan)(yuan)基地(di)高(gao)質(zhi)量(liang)發(fa)(fa)展(zhan)(zhan)。加強(qiang)(qiang)與新疆(jiang)、內蒙(meng)古、陜(shan)西(xi)、甘(gan)肅等省區(qu)(qu)戰略合作,暢通(tong)煤(mei)炭(tan)運輸通(tong)道,打造區(qu)(qu)域(yu)性(xing)大(da)型煤(mei)炭(tan)集散(san)中心或大(da)型煤(mei)炭(tan)儲備基地(di),建立(li)功(gong)能(neng)完備的(de)煤(mei)炭(tan)產供儲銷體系,共同推進煤(mei)炭(tan)清潔(jie)高(gao)效(xiao)利(li)用。深化與上(shang)海(hai)(hai)廟和周(zhou)邊地(di)區(qu)(qu)戰略合作,實現上(shang)下游(you)產業有效(xiao)銜接、互補互促、錯位(wei)發(fa)(fa)展(zhan)(zhan)。(責任單位(wei):經濟發(fa)(fa)展(zhan)(zhan)局、自(zi)然資源(yuan)(yuan)局、生態環境局、建設和交(jiao)通(tong)局、招商局、科(ke)技和信息化局)
五、政策保障
(一(yi))完(wan)善統計核(he)算(suan)體系。加(jia)(jia)強(qiang)碳排(pai)放(fang)(fang)統計核(he)算(suan)能(neng)(neng)力建(jian)(jian)(jian)設(she),加(jia)(jia)強(qiang)重(zhong)點(dian)用能(neng)(neng)單(dan)位能(neng)(neng)源計量(liang)器具(ju)配備和(he)管理,鼓勵企(qi)業依據(ju)自(zi)身特(te)點(dian)建(jian)(jian)(jian)立(li)健全(quan)碳排(pai)放(fang)(fang)計量(liang)體系,引導企(qi)業自(zi)主加(jia)(jia)強(qiang)碳排(pai)放(fang)(fang)監(jian)測(ce)與(yu)管理。建(jian)(jian)(jian)立(li)健全(quan)重(zhong)點(dian)用能(neng)(neng)單(dan)位能(neng)(neng)耗和(he)碳排(pai)放(fang)(fang)統計監(jian)測(ce)體系,持續推(tui)進能(neng)(neng)耗在線監(jian)測(ce)系統建(jian)(jian)(jian)設(she),拓展碳排(pai)放(fang)(fang)核(he)算(suan)監(jian)測(ce)功能(neng)(neng),推(tui)動新興(xing)技術在碳排(pai)放(fang)(fang)實(shi)測(ce)技術領域應用,提高統計核(he)算(suan)智能(neng)(neng)化、信息化水平(ping)。(責任單(dan)位:經濟發(fa)展局(ju)(ju)、生態環境(jing)局(ju)(ju)、自(zi)然(ran)資源局(ju)(ju)、建(jian)(jian)(jian)設(she)和(he)交通(tong)局(ju)(ju)、寧東市(shi)場監(jian)督管理局(ju)(ju))
(二)完善財(cai)稅價(jia)(jia)格政(zheng)策(ce)。加大(da)財(cai)政(zheng)資金(jin)對(dui)綠色低碳(tan)產業發展、重(zhong)點行業低碳(tan)技術示范工(gong)程的引導支持力度,統籌用好節能(neng)降(jiang)碳(tan)專項資金(jin)。用足用好環(huan)境保護、節能(neng)節水、新(xin)能(neng)源和清潔能(neng)源汽車(che)車(che)船(chuan)稅、車(che)輛購置稅等(deng)稅收(shou)優(you)惠政(zheng)策(ce),嚴格落(luo)實差別化電價(jia)(jia)、分時電價(jia)(jia)和居(ju)民階梯電價(jia)(jia)政(zheng)策(ce)。(責任單位:財(cai)政(zheng)金(jin)融局、寧(ning)東稅務局、國網寧(ning)東供(gong)電公(gong)司)
(三)積(ji)極發展綠色(se)金(jin)融(rong)。探索普惠金(jin)融(rong)服務方式,鼓(gu)勵金(jin)融(rong)機構利(li)用(yong)信息(xi)技術等現代化手段創新研發綠色(se)低碳(tan)(tan)金(jin)融(rong)產品(pin)和相(xiang)關服務,引(yin)導銀行(xing)等金(jin)融(rong)機構為綠色(se)低碳(tan)(tan)項目提供長期限、低成本資(zi)金(jin)。支(zhi)持(chi)符合條(tiao)件的企業上(shang)市融(rong)資(zi)和再融(rong)資(zi)、發行(xing)綠色(se)債券用(yong)于(yu)綠色(se)低碳(tan)(tan)項目建設運營(ying)。鼓(gu)勵委屬國(guo)有企業、社(she)會資(zi)本加大綠色(se)低碳(tan)(tan)投資(zi)力度。(責任單位(wei):財(cai)政(zheng)金(jin)融(rong)局、寧(ning)東(dong)(dong)開發投資(zi)公(gong)(gong)司、寧(ning)東(dong)(dong)科(ke)創公(gong)(gong)司、寧(ning)東(dong)(dong)新能源公(gong)(gong)司)
(四)推(tui)(tui)進市場化(hua)機(ji)制建設。積極(ji)參與(yu)碳(tan)(tan)排(pai)放權(quan)交(jiao)(jiao)易(yi)(yi),逐步擴大(da)寧東基地碳(tan)(tan)排(pai)放權(quan)交(jiao)(jiao)易(yi)(yi)主體范圍,落實(shi)企(qi)業及金融(rong)機(ji)構等碳(tan)(tan)排(pai)放報告和信(xin)息披露制度(du)。積極(ji)開展(zhan)排(pai)污權(quan)有(you)償(chang)使(shi)用(yong)(yong)和交(jiao)(jiao)易(yi)(yi)改(gai)革,率先探(tan)索開展(zhan)用(yong)(yong)能(neng)權(quan)有(you)償(chang)使(shi)用(yong)(yong)和交(jiao)(jiao)易(yi)(yi)試點,加強電力交(jiao)(jiao)易(yi)(yi)、用(yong)(yong)能(neng)權(quan)交(jiao)(jiao)易(yi)(yi)和碳(tan)(tan)排(pai)放權(quan)交(jiao)(jiao)易(yi)(yi)的統籌(chou)銜接(jie)。發展(zhan)市場化(hua)節能(neng)方式,推(tui)(tui)行合同(tong)能(neng)源管理,推(tui)(tui)廣節能(neng)綜合服務(wu)。(責任單位:生態環境局、經濟發展(zhan)局)
六、組織實施
(一)加強(qiang)組織領(ling)導。黨工(gong)(gong)(gong)委加強(qiang)對(dui)(dui)碳達(da)(da)(da)峰碳中(zhong)和工(gong)(gong)(gong)作(zuo)的集中(zhong)統一領(ling)導,碳達(da)(da)(da)峰碳中(zhong)和工(gong)(gong)(gong)作(zuo)領(ling)導小組加強(qiang)對(dui)(dui)碳達(da)(da)(da)峰相關工(gong)(gong)(gong)作(zuo)進(jin)行整(zheng)體部署和系統推進(jin),統籌研究(jiu)(jiu)解(jie)決(jue)(jue)重(zhong)要事項、制(zhi)定(ding)(ding)(ding)重(zhong)大政策、解(jie)決(jue)(jue)重(zhong)大問題。碳達(da)(da)(da)峰碳中(zhong)和工(gong)(gong)(gong)作(zuo)領(ling)導小組辦公室(經濟發(fa)展(zhan)局)要加強(qiang)統籌協調(diao),研究(jiu)(jiu)制(zhi)定(ding)(ding)(ding)工(gong)(gong)(gong)作(zuo)清單和責任清單,建立強(qiang)有力的工(gong)(gong)(gong)作(zuo)推進(jin)機制(zhi),定(ding)(ding)(ding)期對(dui)(dui)重(zhong)點(dian)領(ling)域(yu)、重(zhong)點(dian)行業、重(zhong)點(dian)企業工(gong)(gong)(gong)作(zuo)進(jin)展(zhan)情(qing)況進(jin)行調(diao)度(du)、評估,協調(diao)解(jie)決(jue)(jue)有關問題,督促各項目標任務落實(shi)落細。
(二)強化責任落(luo)實。各(ge)有關部門(單位)要深(shen)刻認識碳(tan)(tan)達(da)峰碳(tan)(tan)中(zhong)和(he)工(gong)作的(de)重要性、緊(jin)迫(po)性、復雜性,堅決扛(kang)起碳(tan)(tan)達(da)峰碳(tan)(tan)中(zhong)和(he)責任,擬(ni)定(ding)推(tui)(tui)進落(luo)實重點(dian)任務的(de)時間(jian)表、路線圖,細化工(gong)作舉措,推(tui)(tui)動形成(cheng)政府主導、部門聯合、企(qi)業主責、社會參與工(gong)作格局,確(que)保各(ge)項(xiang)任務有序推(tui)(tui)進。
(三(san))強(qiang)化項目支撐。按照(zhao)本方(fang)案明確的目標(biao)任(ren)務,積極謀(mou)劃(hua)儲備一(yi)批重(zhong)大(da)項目,建立(li)碳達峰(feng)碳中(zhong)和(he)重(zhong)大(da)項目庫。將重(zhong)大(da)項目分解到(dao)年度(du)工(gong)作計劃(hua),明確實施主體、責任(ren)單(dan)位和(he)推(tui)進(jin)措施。建立(li)重(zhong)大(da)項目推(tui)進(jin)機制,積極做好項目用地、環評、能評等前(qian)期工(gong)作,做到(dao)“謀(mou)劃(hua)一(yi)批、開工(gong)一(yi)批、投產一(yi)批、達效一(yi)批”,有力支撐碳達峰(feng)目標(biao)任(ren)務實現。
(四(si))嚴(yan)格監督(du)考核(he)。將碳(tan)達(da)峰行(xing)動(dong)開展(zhan)落實情(qing)(qing)況和(he)二氧(yang)化碳(tan)排(pai)放年(nian)度控制指標納(na)入考核(he)體系(xi),嚴(yan)格對(dui)(dui)重點(dian)企業碳(tan)排(pai)放達(da)峰行(xing)動(dong)落實情(qing)(qing)況的日常監管,及時發(fa)現和(he)跟進(jin)問題(ti),適時有效(xiao)地進(jin)行(xing)督(du)促(cu)和(he)糾正。強(qiang)化考核(he)結果運用(yong),對(dui)(dui)工作不力、問題(ti)突(tu)出(chu)的部門和(he)單位,及時通報(bao)約談,并依(yi)法依(yi)規(gui)追責問責。
