10月7日,深圳市人民政府發布(bu)了關于印(yin)發深圳市碳達峰實施方案的通(tong)知。
《方案》提出,重點發展高效(xiao)電機(ji)(ji)與變頻器(qi)、數(shu)據(ju)中心機(ji)(ji)架級(ji)和芯(xin)片級(ji)制冷技術、高能(neng)效(xiao)冷水(shui)機(ji)(ji)組、半導體智能(neng)照(zhao)明、空壓(ya)機(ji)(ji)/注塑(su)機(ji)(ji)余(yu)熱利用系統技術、新(xin)式節能(neng)集塵機(ji)(ji)、高能(neng)效(xiao)空氣能(neng)熱泵(beng)、高效(xiao)節能(neng)輸配電變壓(ya)器(qi)。
鼓(gu)勵(li)新建(jian)和(he)改擴建(jian)建(jian)筑實現(xian)光伏建(jian)筑一體化(hua)全覆蓋,在(zai)酒店、宿舍等有集中熱水需求的建(jian)筑中規模化(hua)應用太陽能光熱、空氣源熱泵等技術。

一、總體要求
(一)指導思想。

(二)主要目標。
“十四(si)五”期間,現代(dai)產業(ye)體系核心(xin)競爭力大幅提(ti)(ti)升,現代(dai)能(neng)源(yuan)體系初(chu)步形(xing)成(cheng),能(neng)源(yuan)資源(yuan)利(li)用效率(lv)顯(xian)(xian)著(zhu)提(ti)(ti)高,工業(ye)、交通運輸(shu)、城鄉建設等領域綠(lv)色低碳(tan)(tan)發展(zhan)取(qu)得(de)積(ji)極成(cheng)效,綠(lv)色低碳(tan)(tan)創新能(neng)力明(ming)顯(xian)(xian)提(ti)(ti)升,生(sheng)產生(sheng)活方式(shi)綠(lv)色轉(zhuan)型全面推進,在(zai)全國率(lv)先建立并實(shi)施(shi)碳(tan)(tan)排(pai)放雙(shuang)控(kong)(kong)制度,為(wei)國家(jia)、省推動(dong)能(neng)耗雙(shuang)控(kong)(kong)逐步轉(zhuan)向碳(tan)(tan)排(pai)放雙(shuang)控(kong)(kong)提(ti)(ti)供深圳經驗。到2025年(nian),單(dan)位地區生(sheng)產總值能(neng)源(yuan)消耗較2020年(nian)下降(jiang)14.5%,單(dan)位地區生(sheng)產總值二氧化碳(tan)(tan)排(pai)放確保(bao)完成(cheng)國家(jia)、省下達(da)指(zhi)標(biao),為(wei)全市碳(tan)(tan)達(da)峰奠(dian)定堅實(shi)基礎(chu)。
“十五五”期間,經(jing)濟社會(hui)高質量發展成(cheng)為全(quan)國(guo)典范,能源資源利(li)用(yong)(yong)效率達到世界先進水(shui)平,重點(dian)領域形成(cheng)低(di)碳(tan)發展模(mo)式,綠色(se)(se)低(di)碳(tan)技(ji)術廣泛(fan)應用(yong)(yong),綠色(se)(se)低(di)碳(tan)生產(chan)生活方式成(cheng)為公眾自覺選擇,全(quan)面建立目標(biao)清(qing)晰(xi)、基礎扎實(shi)、運轉順暢的碳(tan)排(pai)(pai)放雙控制度體系(xi)。到2030年,單位地區生產(chan)總(zong)值(zhi)二氧化碳(tan)排(pai)(pai)放的控制水(shui)平在全(quan)國(guo)、全(quan)省先行(xing)示范,實(shi)現(xian)2030年前(qian)碳(tan)達峰目標(biao)。
二、重點任務
將碳(tan)(tan)達(da)峰(feng)(feng)貫穿(chuan)經濟社會發展各方面(mian)和全過程,實施能源綠色(se)低(di)碳(tan)(tan)轉(zhuan)型行(xing)(xing)(xing)動(dong)(dong)(dong)(dong)、節能降碳(tan)(tan)增效行(xing)(xing)(xing)動(dong)(dong)(dong)(dong)、工業(ye)綠色(se)低(di)碳(tan)(tan)行(xing)(xing)(xing)動(dong)(dong)(dong)(dong)、交通運輸碳(tan)(tan)達(da)峰(feng)(feng)行(xing)(xing)(xing)動(dong)(dong)(dong)(dong)、城鄉建(jian)設綠色(se)低(di)碳(tan)(tan)行(xing)(xing)(xing)動(dong)(dong)(dong)(dong)、科(ke)技賦能碳(tan)(tan)達(da)峰(feng)(feng)行(xing)(xing)(xing)動(dong)(dong)(dong)(dong)、市場助力碳(tan)(tan)達(da)峰(feng)(feng)行(xing)(xing)(xing)動(dong)(dong)(dong)(dong)、生態系統碳(tan)(tan)匯提升(sheng)行(xing)(xing)(xing)動(dong)(dong)(dong)(dong)、綠色(se)低(di)碳(tan)(tan)全民行(xing)(xing)(xing)動(dong)(dong)(dong)(dong)、碳(tan)(tan)達(da)峰(feng)(feng)試點示(shi)范行(xing)(xing)(xing)動(dong)(dong)(dong)(dong)等“碳(tan)(tan)達(da)峰(feng)(feng)十大行(xing)(xing)(xing)動(dong)(dong)(dong)(dong)”。
(一)能源綠色低碳轉型行動。
深入(ru)推(tui)(tui)動能(neng)(neng)源(yuan)供(gong)給結構綠色低(di)碳(tan)轉型,推(tui)(tui)進“控(kong)煤、減油、增(zeng)氣、增(zeng)非化石、輸清潔電”,穩妥控(kong)制“高碳(tan)”能(neng)(neng)源(yuan)供(gong)應,推(tui)(tui)進“零碳(tan)”能(neng)(neng)源(yuan)多(duo)元供(gong)給,完善新能(neng)(neng)源(yuan)供(gong)給消納體(ti)系,加快建成清潔低(di)碳(tan)、安全高效、智慧創新的(de)現(xian)代能(neng)(neng)源(yuan)體(ti)系。
1.合(he)理(li)控制煤炭石油(you)消費。合(he)理(li)建設支撐性(xing)和調節性(xing)清潔(jie)煤電(dian),推動媽灣電(dian)廠(chang)現役煤電(dian)機組(zu)清潔(jie)化及靈活性(xing)改(gai)造升級,實施煤電(dian)碳(tan)捕集利(li)用與封存示范工程。開展成品油(you)行(xing)業專項整治,提高成品油(you)質量,加(jia)快交(jiao)通領域(yu)油(you)品替代,鼓(gu)勵生物液體燃料等替代傳統燃油(you)。
2.充分發揮天(tian)然(ran)(ran)(ran)(ran)(ran)(ran)氣(qi)(qi)(qi)(qi)支撐作用。推(tui)(tui)(tui)動(dong)老舊小區(qu)、城中(zhong)村以(yi)及餐(can)飲(yin)場所等實現管(guan)道(dao)天(tian)然(ran)(ran)(ran)(ran)(ran)(ran)氣(qi)(qi)(qi)(qi)“應改盡改、能改全改”。到(dao)(dao)2025年(nian),管(guan)道(dao)天(tian)然(ran)(ran)(ran)(ran)(ran)(ran)氣(qi)(qi)(qi)(qi)普及率達到(dao)(dao)95%以(yi)上。穩步推(tui)(tui)(tui)動(dong)天(tian)然(ran)(ran)(ran)(ran)(ran)(ran)氣(qi)(qi)(qi)(qi)調峰(feng)電站(zhan)發展,加快(kuai)建(jian)(jian)設(she)光明燃機(ji)、能東(dong)二期(qi)等天(tian)然(ran)(ran)(ran)(ran)(ran)(ran)氣(qi)(qi)(qi)(qi)發電項(xiang)目,鼓勵建(jian)(jian)設(she)天(tian)然(ran)(ran)(ran)(ran)(ran)(ran)氣(qi)(qi)(qi)(qi)分布式能源系統,支持(chi)老舊氣(qi)(qi)(qi)(qi)電升級改造,推(tui)(tui)(tui)動(dong)天(tian)然(ran)(ran)(ran)(ran)(ran)(ran)氣(qi)(qi)(qi)(qi)加氫發電。“十四五(wu)”期(qi)間新增氣(qi)(qi)(qi)(qi)電裝機(ji)容(rong)量約600萬(wan)千瓦(wa),實現氣(qi)(qi)(qi)(qi)電裝機(ji)規模倍增。建(jian)(jian)設(she)大鵬(peng)液(ye)化(hua)天(tian)然(ran)(ran)(ran)(ran)(ran)(ran)氣(qi)(qi)(qi)(qi)走廊,推(tui)(tui)(tui)動(dong)深(shen)圳(zhen)(zhen)市天(tian)然(ran)(ran)(ran)(ran)(ran)(ran)氣(qi)(qi)(qi)(qi)儲備(bei)與調峰(feng)庫二期(qi)、廣東(dong)大鵬(peng)液(ye)化(hua)天(tian)然(ran)(ran)(ran)(ran)(ran)(ran)氣(qi)(qi)(qi)(qi)接收站(zhan)擴建(jian)(jian)工程儲氣(qi)(qi)(qi)(qi)設(she)施、國家管(guan)網(wang)深(shen)圳(zhen)(zhen)LNG應急(ji)調峰(feng)站(zhan)二期(qi)等項(xiang)目建(jian)(jian)設(she)。持(chi)續推(tui)(tui)(tui)進深(shen)圳(zhen)(zhen)天(tian)然(ran)(ran)(ran)(ran)(ran)(ran)氣(qi)(qi)(qi)(qi)交易中(zhong)心建(jian)(jian)設(she),加快(kuai)建(jian)(jian)成亞洲東(dong)部液(ye)化(hua)天(tian)然(ran)(ran)(ran)(ran)(ran)(ran)氣(qi)(qi)(qi)(qi)加注(zhu)中(zhong)心,2025年(nian)完成國際航(hang)行船舶保稅(shui)LNG加注(zhu)50萬(wan)立(li)方(fang)米(mi)(液(ye)態(tai)),吸引(yin)國內(nei)外(wai)優質燃氣(qi)(qi)(qi)(qi)企(qi)業在深(shen)設(she)立(li)貿易公司(si),全力打造天(tian)然(ran)(ran)(ran)(ran)(ran)(ran)氣(qi)(qi)(qi)(qi)貿易樞(shu)紐城市。
3.大力布局發(fa)展(zhan)新能(neng)(neng)源(yuan)。積極推進分布式光伏(fu)發(fa)電(dian),擴大“光伏(fu)+”多元化(hua)利用(yong)范圍,推動(dong)與相(xiang)關基礎設施(shi)一體(ti)規劃建設。積極推進海(hai)(hai)上(shang)(shang)風(feng)(feng)電(dian)開發(fa)利用(yong),推動(dong)粵東海(hai)(hai)上(shang)(shang)風(feng)(feng)電(dian)登陸深圳。高標準(zhun)推動(dong)垃圾焚(fen)燒發(fa)電(dian)項目建設,支持開展(zhan)燃煤耦合(he)生物質發(fa)電(dian)。持續提升核電(dian)裝備可(ke)靠性(xing),推動(dong)核電(dian)運營(ying)能(neng)(neng)力全面邁向(xiang)卓越。推進氫(qing)能(neng)(neng)在交通運輸(shu)、分布式發(fa)電(dian)、前(qian)沿新興及交叉領域(yu)的應用(yong),探(tan)索地(di)熱(re)能(neng)(neng)、海(hai)(hai)洋能(neng)(neng)等開發(fa)利用(yong)。“十四五”期(qi)間,累計(ji)新增(zeng)光伏(fu)發(fa)電(dian)裝機(ji)容量(liang)150萬千瓦(wa);到2030年,光伏(fu)發(fa)電(dian)裝機(ji)容量(liang)達(da)240萬千瓦(wa)。
4.構(gou)建(jian)現代智(zhi)能(neng)(neng)電(dian)(dian)網(wang)體(ti)系。持續優化(hua)500千(qian)(qian)伏主網(wang)骨干架構(gou),積極推(tui)(tui)動(dong)藏東南至(zhi)粵港澳大(da)灣區±800千(qian)(qian)伏直流輸電(dian)(dian)工程落(luo)點深圳(zhen)。全面(mian)提(ti)升(sheng)智(zhi)能(neng)(neng)調(diao)度(du)水平,建(jian)設柔(rou)性、互(hu)聯、開放的(de)配電(dian)(dian)網(wang),加快(kuai)推(tui)(tui)動(dong)對智(zhi)能(neng)(neng)樓宇、分(fen)布式風光(guang)、儲(chu)(chu)能(neng)(neng)、車網(wang)互(hu)動(dong)等(deng)負荷的(de)接(jie)入(ru)及協同(tong)控(kong)制,促(cu)進分(fen)布式能(neng)(neng)源高效(xiao)就(jiu)地消納。加快(kuai)推(tui)(tui)動(dong)虛擬電(dian)(dian)廠建(jian)設,提(ti)升(sheng)電(dian)(dian)網(wang)需求側響應能(neng)(neng)力(li),鼓(gu)勵結合(he)電(dian)(dian)網(wang)調(diao)峰(feng)調(diao)頻需求布局(ju)電(dian)(dian)源側、電(dian)(dian)網(wang)側儲(chu)(chu)能(neng)(neng)系統,開展源網(wang)荷儲(chu)(chu)一體(ti)化(hua)和多能(neng)(neng)互(hu)補試點。鞏固深化(hua)堅強局(ju)部(bu)電(dian)(dian)網(wang)建(jian)設,提(ti)升(sheng)在極端(duan)情況(kuang)下城市基(ji)本運(yun)轉能(neng)(neng)力(li)。到2025年,交直流通道送(song)電(dian)(dian)能(neng)(neng)力(li)達(da)到1500萬(wan)千(qian)(qian)瓦(wa),虛擬電(dian)(dian)廠負荷調(diao)節能(neng)(neng)力(li)達(da)到100萬(wan)千(qian)(qian)瓦(wa);到2030年,交直流通道送(song)電(dian)(dian)能(neng)(neng)力(li)達(da)到2500萬(wan)千(qian)(qian)瓦(wa),虛擬電(dian)(dian)廠負荷調(diao)節能(neng)(neng)力(li)達(da)到150萬(wan)千(qian)(qian)瓦(wa)。
(二)節能(neng)降碳增效行動。
堅持把(ba)節約能(neng)源(yuan)資源(yuan)放在首位,實行全面節約戰略。進一步提升(sheng)節能(neng)管(guan)理(li)精細化水平,合理(li)控(kong)制能(neng)源(yuan)消費總量,聚(ju)焦重點用能(neng)設(she)備實施節能(neng)行動,扎實推動新型(xing)基礎設(she)施節能(neng)降碳(tan)。
1.增強(qiang)節(jie)能(neng)(neng)(neng)降碳管(guan)(guan)控能(neng)(neng)(neng)力。堅持節(jie)約優先(xian),統籌(chou)做好產業布(bu)局、“三(san)線一單”分區管(guan)(guan)控、環境(jing)準(zhun)入與(yu)能(neng)(neng)(neng)耗(hao)雙控政(zheng)(zheng)策的銜(xian)接(jie)。優化(hua)完善能(neng)(neng)(neng)耗(hao)調(diao)控及(ji)(ji)碳排(pai)放強(qiang)度管(guan)(guan)控政(zheng)(zheng)策,分階段(duan)、分步(bu)驟建立并(bing)(bing)實施(shi)碳排(pai)放雙控制(zhi)度。開展用能(neng)(neng)(neng)預算管(guan)(guan)理,嚴格(ge)落實節(jie)能(neng)(neng)(neng)審查制(zhi)度,對項目用能(neng)(neng)(neng)和(he)碳排(pai)放情況進行綜合評價,引導能(neng)(neng)(neng)源要素合理流(liu)動和(he)高效(xiao)配置。加強(qiang)能(neng)(neng)(neng)源計(ji)量和(he)統計(ji)能(neng)(neng)(neng)力建設,推動能(neng)(neng)(neng)耗(hao)在線監(jian)測(ce)系統建設及(ji)(ji)應用,開展能(neng)(neng)(neng)耗(hao)監(jian)測(ce)預警與(yu)分析(xi)研判。適度提升并(bing)(bing)嚴格(ge)執行各領域、各行業能(neng)(neng)(neng)效(xiao)標準(zhun),推廣實施(shi)能(neng)(neng)(neng)源審計(ji)。加強(qiang)節(jie)能(neng)(neng)(neng)監(jian)察(cha)隊(dui)伍和(he)能(neng)(neng)(neng)力建設,強(qiang)化(hua)節(jie)能(neng)(neng)(neng)事中(zhong)事后監(jian)管(guan)(guan)。
2.推(tui)進重點用(yong)(yong)能(neng)(neng)設備節(jie)能(neng)(neng)增效(xiao)(xiao)。實施電(dian)機(ji)(ji)(ji)、變(bian)(bian)壓(ya)器能(neng)(neng)效(xiao)(xiao)改造提升行(xing)(xing)動,加快先進節(jie)能(neng)(neng)技(ji)術裝備的研發(fa)和推(tui)廣(guang)應用(yong)(yong),重點發(fa)展高(gao)(gao)效(xiao)(xiao)電(dian)機(ji)(ji)(ji)與(yu)變(bian)(bian)頻器、數據中心(xin)機(ji)(ji)(ji)架級和芯片級制冷技(ji)術、高(gao)(gao)能(neng)(neng)效(xiao)(xiao)冷水機(ji)(ji)(ji)組、半導體智能(neng)(neng)照明、空壓(ya)機(ji)(ji)(ji)/注塑(su)機(ji)(ji)(ji)余熱利用(yong)(yong)系(xi)統技(ji)術、新式節(jie)能(neng)(neng)集塵機(ji)(ji)(ji)、高(gao)(gao)能(neng)(neng)效(xiao)(xiao)空氣能(neng)(neng)熱泵、高(gao)(gao)效(xiao)(xiao)節(jie)能(neng)(neng)輸配電(dian)變(bian)(bian)壓(ya)器。加快設備電(dian)氣化(hua)改造,提升工業電(dian)氣化(hua)水平。推(tui)動重點用(yong)(yong)能(neng)(neng)設備運(yun)行(xing)(xing)數據“上云上平臺(tai)”,開展設備運(yun)行(xing)(xing)監測(ce)與(yu)工況優化(hua)、精準運(yun)維(wei)、能(neng)(neng)耗監控等全(quan)生命周期管理。
3.加強新型基(ji)(ji)礎設施(shi)節能(neng)降碳。開展“極速先(xian)鋒城市”行動(dong),優化(hua)新型基(ji)(ji)礎設施(shi)布局,在科研聚(ju)集(ji)區統籌建(jian)設以智(zhi)算、超算為特色的新型數(shu)據(ju)中心(xin)(xin)。推(tui)進(jin)大中型數(shu)據(ju)中心(xin)(xin)節能(neng)改造(zao),逐步改造(zao)或淘汰(tai)電能(neng)利用效(xiao)率(PUE)高(gao)于(yu)1.4的“老舊小散(san)”數(shu)據(ju)中心(xin)(xin),新建(jian)數(shu)據(ju)中心(xin)(xin)實施(shi)減(jian)量替代,電能(neng)利用效(xiao)率(PUE)應低(di)于(yu)1.25。發展低(di)能(neng)耗基(ji)(ji)站,推(tui)進(jin)先(xian)進(jin)節能(neng)技術在基(ji)(ji)站中的應用,集(ji)約建(jian)設通信基(ji)(ji)站、充電樁、智(zhi)慧桿塔等,加大高(gao)能(neng)效(xiao)站點模式運(yun)用。
4.推動(dong)減(jian)污降碳協(xie)(xie)同(tong)(tong)增效。加強溫(wen)(wen)室(shi)氣體(ti)和環境污染物(wu)協(xie)(xie)同(tong)(tong)控(kong)制,提升生態環境綜合治(zhi)理能力,從政策規劃(hua)、技術標準、數(shu)據統計及考核機制等層面(mian)構建協(xie)(xie)同(tong)(tong)控(kong)制框架體(ti)系。堅持源頭(tou)防治(zhi)、綜合施策,強化揮發性(xing)有機物(wu)(VOCs)和氮氧(yang)化物(wu)(NOx)協(xie)(xie)同(tong)(tong)減(jian)排。加強溫(wen)(wen)室(shi)氣體(ti)監測(ce),開展碳排放監測(ce)評估試(shi)點。加快推廣應用減(jian)污降碳技術,從源頭(tou)減(jian)少(shao)廢棄物(wu)產生和污染排放。聚焦(jiao)電力、建筑、交(jiao)通、垃圾處理等主要領域及重(zhong)點行業和關鍵(jian)環節,在區域、園區、企業等層面(mian)組織(zhi)開展減(jian)污降碳協(xie)(xie)同(tong)(tong)治(zhi)理。
