為深入貫徹(che)黨的二十大精神,全面落實(shi)黨中央(yang)、國務院決(jue)策(ce)部署,準確(que)把(ba)握電力系統技術特(te)性和發展規律(lv),扎實(shi)做好新(xin)形勢下(xia)電力系統穩定工作(zuo),保障電力安全可靠供應,推動實(shi)現碳達峰(feng)碳中和目(mu)標,提出以下(xia)意見(jian)。


一、充分認識做好(hao)電力(li)系統穩定工作的重要意(yi)義(yi)


(一)穩定(ding)(ding)工作(zuo)是電力(li)(li)(li)(li)系(xi)統(tong)健康發展(zhan)的基礎。電力(li)(li)(li)(li)系(xi)統(tong)穩定(ding)(ding)工作(zuo)是以保(bao)障電力(li)(li)(li)(li)系(xi)統(tong)安全穩定(ding)(ding)運(yun)行為目標,統(tong)籌(chou)發輸供用儲各環節的系(xi)統(tong)性(xing)全局性(xing)綜合(he)性(xing)工作(zuo),是電力(li)(li)(li)(li)行業(ye)管理的重要內(nei)容,是實現電力(li)(li)(li)(li)行業(ye)健康發展(zhan)、確保(bao)電力(li)(li)(li)(li)安全可靠供應的基礎。在(zai)我國電力(li)(li)(li)(li)系(xi)統(tong)長(chang)期(qi)發展(zhan)實踐中,穩定(ding)(ding)工作(zuo)始終立足我國能源基本(ben)國情,遵循電力(li)(li)(li)(li)行業(ye)發展(zhan)客觀(guan)規律,嚴格(ge)執行《電力(li)(li)(li)(li)系(xi)統(tong)安全穩定(ding)(ding)導(dao)則》等(deng)技術規定(ding)(ding),不斷(duan)筑牢“三道防(fang)線”,主動(dong)防(fang)范和化解(jie)各類系(xi)統(tong)風險(xian),保(bao)障了電力(li)(li)(li)(li)系(xi)統(tong)穩定(ding)(ding)運(yun)行,為經(jing)濟(ji)社會發展(zhan)提供了堅強(qiang)支撐。


(二)進一步加(jia)(jia)強(qiang)穩(wen)定(ding)工作是構建新(xin)(xin)型(xing)電(dian)力(li)系(xi)統(tong)的必然要(yao)求。未來(lai)相(xiang)當(dang)長時間(jian)內,電(dian)力(li)系(xi)統(tong)仍將維持以交流(liu)電(dian)為基礎的技術(shu)形(xing)態(tai),交流(liu)電(dian)力(li)系(xi)統(tong)穩(wen)定(ding)問題(ti)將長期存(cun)在(zai)。隨著我(wo)國能(neng)源電(dian)力(li)綠色低(di)碳轉型(xing)的深入推進,新(xin)(xin)能(neng)源發(fa)(fa)(fa)電(dian)裝機大幅增(zeng)長,電(dian)力(li)電(dian)子設備高比(bi)例接入,特高壓(ya)交直流(liu)輸電(dian)混聯運行,電(dian)力(li)系(xi)統(tong)生產(chan)結構、運行機理、功能(neng)形(xing)態(tai)等(deng)(deng)正在(zai)發(fa)(fa)(fa)生深刻變化,低(di)慣量(liang)、低(di)阻尼、弱電(dian)壓(ya)支撐等(deng)(deng)問題(ti)凸(tu)顯,電(dian)力(li)供需失(shi)衡(heng)引發(fa)(fa)(fa)頻率、電(dian)壓(ya)等(deng)(deng)穩(wen)定(ding)問題(ti)的風險(xian)增(zeng)加(jia)(jia),故(gu)障形(xing)態(tai)及連鎖反應路徑(jing)更加(jia)(jia)復雜(za)。新(xin)(xin)型(xing)電(dian)力(li)系(xi)統(tong)安全(quan)穩(wen)定(ding)面臨更加(jia)(jia)嚴峻的挑戰,做好穩(wen)定(ding)工作事關全(quan)局、意義重大。


二、總體要求

以習近平新(xin)時代(dai)中國(guo)特色社(she)會主(zhu)義思(si)想為(wei)(wei)指導,深入貫徹(che)黨的二十大(da)精神,全面落(luo)實“雙碳”戰(zhan)略部署和“四個革命、一個合(he)作(zuo)”能源安全新(xin)戰(zhan)略,牢(lao)固(gu)樹(shu)立管電(dian)就要(yao)管系統(tong)、管系統(tong)就要(yao)管穩(wen)定的工作(zuo)理念,立足(zu)我國(guo)國(guo)情,堅(jian)持底線思(si)維、問(wen)題導向,堅(jian)持系統(tong)觀念、守正創新(xin),堅(jian)持先立后破(po)、穩(wen)妥有序,統(tong)籌發(fa)展(zhan)和安全,做好(hao)新(xin)型電(dian)力系統(tong)穩(wen)定工作(zuo),為(wei)(wei)中國(guo)式現代(dai)化建設提供可(ke)靠(kao)電(dian)力保障,滿足(zu)人民美(mei)好(hao)生(sheng)活(huo)用電(dian)需要(yao)。


(四)總體思路


——夯實穩定(ding)物理(li)基礎(chu)。科學構(gou)建(jian)源網荷儲結構(gou)與布局,保證電(dian)(dian)(dian)源結構(gou)合理(li)和電(dian)(dian)(dian)網強(qiang)度,建(jian)設(she)充足(zu)的(de)靈活調節(jie)能(neng)力(li)和穩定(ding)控制資(zi)源,確保必要的(de)慣量(liang)、短路(lu)容量(liang)、有功和無功支撐(cheng),滿足(zu)電(dian)(dian)(dian)力(li)系統電(dian)(dian)(dian)力(li)電(dian)(dian)(dian)量(liang)平衡(heng)和安全穩定(ding)運行的(de)需求。


——強化穩定管理(li)體(ti)(ti)系(xi)。圍繞高(gao)比(bi)例(li)可再生能源、高(gao)比(bi)例(li)電(dian)力電(dian)子設(she)備、源網荷儲互動環境下的電(dian)力系(xi)統(tong)(tong)安全(quan)(quan)穩定運行(xing),遠近結(jie)合(he)、科學謀(mou)劃(hua)電(dian)力系(xi)統(tong)(tong)轉型的發展方向和路徑,統(tong)(tong)籌規(gui)劃(hua)、建設(she)、運行(xing)、市場、科研等(deng)各項工(gong)作,建立適應(ying)新型電(dian)力系(xi)統(tong)(tong)的穩定管理(li)體(ti)(ti)系(xi),確保(bao)穩定工(gong)作要求(qiu)在新型電(dian)力系(xi)統(tong)(tong)全(quan)(quan)過(guo)程、全(quan)(quan)環節、全(quan)(quan)方位落實(shi)。


——加(jia)(jia)強科技(ji)(ji)創(chuang)新(xin)支撐(cheng)。圍繞系(xi)(xi)統(tong)安全(quan)穩(wen)定技(ji)(ji)術(shu)需求(qiu),加(jia)(jia)強基礎理論研究,推進重大技(ji)(ji)術(shu)和裝備攻關,加(jia)(jia)快先進技(ji)(ji)術(shu)示(shi)范和推廣應(ying)(ying)用(yong),協同(tong)構(gou)建適應(ying)(ying)新(xin)型(xing)電力系(xi)(xi)統(tong)的穩(wen)定技(ji)(ji)術(shu)標(biao)準體系(xi)(xi),提升(sheng)自(zi)主可控水平(ping),以創(chuang)新(xin)引領新(xin)型(xing)電力系(xi)(xi)統(tong)建設。


三、夯實新型電力系統穩定基礎


(五)完善合理(li)的(de)電(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)結構(gou)(gou)。統籌各類電(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)規(gui)(gui)模和(he)布(bu)局。可靠發(fa)電(dian)(dian)(dian)(dian)能(neng)(neng)力(li)(li)要(yao)滿足電(dian)(dian)(dian)(dian)力(li)(li)電(dian)(dian)(dian)(dian)量(liang)(liang)平(ping)衡(heng)需要(yao)并留有合理(li)裕度,為系(xi)統提供(gong)足夠的(de)調(diao)(diao)(diao)峰、調(diao)(diao)(diao)頻、調(diao)(diao)(diao)壓能(neng)(neng)力(li)(li);科學(xue)確定電(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)接入電(dian)(dian)(dian)(dian)網電(dian)(dian)(dian)(dian)壓等級,實(shi)現對各級電(dian)(dian)(dian)(dian)網的(de)有效支(zhi)(zhi)(zhi)(zhi)撐(cheng);構(gou)(gou)建多元互(hu)補的(de)綜合能(neng)(neng)源(yuan)(yuan)(yuan)供(gong)應體(ti)系(xi)。增強常(chang)規(gui)(gui)電(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)調(diao)(diao)(diao)節支(zhi)(zhi)(zhi)(zhi)撐(cheng)能(neng)(neng)力(li)(li)。新(xin)建煤(mei)(mei)電(dian)(dian)(dian)(dian)機(ji)組(zu)(zu)全部實(shi)現靈活(huo)性(xing)(xing)制造(zao),加快存量(liang)(liang)煤(mei)(mei)電(dian)(dian)(dian)(dian)機(ji)組(zu)(zu)靈活(huo)性(xing)(xing)改(gai)造(zao),支(zhi)(zhi)(zhi)(zhi)持退役火電(dian)(dian)(dian)(dian)機(ji)組(zu)(zu)調(diao)(diao)(diao)相功(gong)能(neng)(neng)改(gai)造(zao),不斷提高機(ji)組(zu)(zu)涉(she)網性(xing)(xing)能(neng)(neng);積極推進水電(dian)(dian)(dian)(dian)站(zhan)依法(fa)合規(gui)(gui)增容擴(kuo)機(ji),新(xin)建水電(dian)(dian)(dian)(dian)機(ji)組(zu)(zu)應具備調(diao)(diao)(diao)相功(gong)能(neng)(neng);積極安全有序發(fa)展核電(dian)(dian)(dian)(dian),適度布(bu)局調(diao)(diao)(diao)峰氣(qi)電(dian)(dian)(dian)(dian)。大(da)力(li)(li)提升新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)主動支(zhi)(zhi)(zhi)(zhi)撐(cheng)能(neng)(neng)力(li)(li)。推動系(xi)統友好(hao)型電(dian)(dian)(dian)(dian)站(zhan)建設(she),逐步實(shi)現新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)在(zai)電(dian)(dian)(dian)(dian)力(li)(li)供(gong)應和(he)穩(wen)定支(zhi)(zhi)(zhi)(zhi)撐(cheng)方面的(de)可靠替代;協同(tong)推進大(da)型新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)基(ji)地、調(diao)(diao)(diao)節支(zhi)(zhi)(zhi)(zhi)撐(cheng)電(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)和(he)外送通道開發(fa)建設(she),保障外送電(dian)(dian)(dian)(dian)力(li)(li)的(de)連續性(xing)(xing)和(he)穩(wen)定性(xing)(xing)。


(六)構(gou)建堅強柔性(xing)(xing)電(dian)(dian)(dian)網(wang)(wang)平(ping)臺(tai)。明確網(wang)(wang)架構(gou)建原則。構(gou)建分(fen)層分(fen)區、結構(gou)清晰(xi)、安(an)全可控(kong)(kong)、靈活高(gao)效(xiao)的(de)(de)電(dian)(dian)(dian)網(wang)(wang)網(wang)(wang)架,合理(li)(li)確定(ding)同步電(dian)(dian)(dian)網(wang)(wang)規模;保(bao)證電(dian)(dian)(dian)網(wang)(wang)結構(gou)強度(du),保(bao)持必要(yao)的(de)(de)靈活性(xing)(xing)和(he)冗余度(du),適應運行方式的(de)(de)靈活調(diao)整,具(ju)備與(yu)特高(gao)壓直(zhi)流、新能(neng)(neng)源規模相適應的(de)(de)抗擾動(dong)能(neng)(neng)力。提高(gao)直(zhi)流送(song)受端(duan)(duan)穩定(ding)水平(ping)。直(zhi)流送(song)端(duan)(duan)要(yao)合理(li)(li)分(fen)群,控(kong)(kong)制同送(song)端(duan)(duan)、同受端(duan)(duan)直(zhi)流輸電(dian)(dian)(dian)規模,新增輸電(dian)(dian)(dian)通道要(yao)避免過于集(ji)(ji)中;直(zhi)流受端(duan)(duan)要(yao)優化落(luo)點布局,避免落(luo)點過于密集(ji)(ji);常規直(zhi)流受端(duan)(duan)和(he)新能(neng)(neng)源高(gao)占比(bi)(bi)地區應具(ju)備足夠的(de)(de)電(dian)(dian)(dian)壓支撐能(neng)(neng)力,短路比(bi)(bi)等指標(biao)要(yao)符合要(yao)求;積極推(tui)動(dong)柔性(xing)(xing)直(zhi)流技術應用。促進各級(ji)電(dian)(dian)(dian)網(wang)(wang)協調(diao)發展。合理(li)(li)控(kong)(kong)制短路電(dian)(dian)(dian)流水平(ping),適時推(tui)動(dong)電(dian)(dian)(dian)網(wang)(wang)解環和(he)電(dian)(dian)(dian)網(wang)(wang)柔性(xing)(xing)互(hu)聯;推(tui)動(dong)建設分(fen)布式智能(neng)(neng)電(dian)(dian)(dian)網(wang)(wang),統一開展穩定(ding)管理(li)(li),實現與(yu)大電(dian)(dian)(dian)網(wang)(wang)的(de)(de)兼容(rong)互(hu)補和(he)友(you)好(hao)互(hu)動(dong)。

(二十(shi)二)加快重大電(dian)工裝(zhuang)備研制。研發(fa)大容(rong)量斷路器(qi)、大功率(lv)(lv)高性能電(dian)力(li)電(dian)子器(qi)件、新能源主動(dong)支撐、大容(rong)量柔性直流輸電(dian)等(deng)提升電(dian)力(li)系統(tong)穩定水(shui)平的電(dian)工裝(zhuang)備。推動(dong)新型儲能技術向(xiang)高安全、高效(xiao)率(lv)(lv)、主動(dong)支撐方向(xiang)發(fa)展。提高電(dian)力(li)工控芯(xin)片(pian)、基礎軟(ruan)件、關鍵材料和(he)元(yuan)器(qi)件的自(zi)主可(ke)控水(shui)平,強化電(dian)力(li)產業鏈(lian)競爭力(li)和(he)抗風(feng)險能力(li)。
