問:我們注意(yi)到,《意(yi)見》是(shi)碳達峰碳中和(he)“1+N”政(zheng)策體(ti)系中能(neng)源(yuan)領(ling)域發(fa)布(bu)的(de)綜合性(xing)政(zheng)策文件(jian),請問在當前(qian)時點出臺《意(yi)見》的(de)考慮(lv)是(shi)什么?
答:習近平(ping)總(zong)書記指出(chu),實現碳(tan)(tan)(tan)達(da)峰(feng)(feng)碳(tan)(tan)(tan)中(zhong)(zhong)和(he)(he),是貫徹(che)新發(fa)展(zhan)理念(nian)、構建新發(fa)展(zhan)格局(ju)、推動(dong)高質(zhi)量(liang)發(fa)展(zhan)的(de)內在(zai)(zai)要(yao)求(qiu),是黨中(zhong)(zhong)央統(tong)籌國際國內兩個大局(ju)作出(chu)的(de)重大戰(zhan)略決策。在(zai)(zai)我國的(de)二氧(yang)化(hua)碳(tan)(tan)(tan)排(pai)放總(zong)量(liang)中(zhong)(zhong),能(neng)(neng)(neng)源生(sheng)產和(he)(he)消(xiao)費(fei)相關(guan)活動(dong)碳(tan)(tan)(tan)排(pai)放占(zhan)比(bi)較(jiao)高,推進能(neng)(neng)(neng)源綠色(se)(se)低碳(tan)(tan)(tan)轉(zhuan)型(xing)(xing)是實現碳(tan)(tan)(tan)達(da)峰(feng)(feng)碳(tan)(tan)(tan)中(zhong)(zhong)和(he)(he)目(mu)標的(de)關(guan)鍵。對標碳(tan)(tan)(tan)達(da)峰(feng)(feng)碳(tan)(tan)(tan)中(zhong)(zhong)和(he)(he)目(mu)標,現行(xing)能(neng)(neng)(neng)源體(ti)制(zhi)機制(zhi)和(he)(he)政策還(huan)存在(zai)(zai)一些不(bu)足,主要(yao)體(ti)現為(wei):能(neng)(neng)(neng)源消(xiao)費(fei)模式向(xiang)綠色(se)(se)低碳(tan)(tan)(tan)轉(zhuan)型(xing)(xing)的(de)意識還(huan)需要(yao)增強,在(zai)(zai)綠色(se)(se)低碳(tan)(tan)(tan)轉(zhuan)型(xing)(xing)中(zhong)(zhong)新的(de)安全(quan)保(bao)供風險增多(duo),能(neng)(neng)(neng)源輸送等(deng)(deng)基礎設(she)施不(bu)適應新能(neng)(neng)(neng)源大規模發(fa)展(zhan),關(guan)鍵環節(jie)自(zi)主創新能(neng)(neng)(neng)力還(huan)不(bu)強,能(neng)(neng)(neng)源市場(chang)體(ti)系(xi)還(huan)不(bu)完(wan)善,能(neng)(neng)(neng)源管理的(de)協(xie)同機制(zhi)有待改進,投融資等(deng)(deng)政策支持力度仍偏弱(ruo)等(deng)(deng)。應堅持系(xi)統(tong)性、全(quan)局(ju)性思維,從頂層(ceng)設(she)計(ji)的(de)角度統(tong)籌謀劃能(neng)(neng)(neng)源綠色(se)(se)低碳(tan)(tan)(tan)轉(zhuan)型(xing)(xing)的(de)體(ti)制(zhi)機制(zhi)和(he)(he)政策措施。
《意見(jian)》作為碳(tan)達(da)峰(feng)碳(tan)中(zhong)(zhong)和(he)“1+N”政(zheng)(zheng)策(ce)體系的重要(yao)保障(zhang)方案(an)之(zhi)一,是(shi)《中(zhong)(zhong)共中(zhong)(zhong)央(yang)、國務院關于完整(zheng)準(zhun)確全(quan)面貫徹(che)新發展理念(nian)做(zuo)好碳(tan)達(da)峰(feng)碳(tan)中(zhong)(zhong)和(he)工(gong)作的意見(jian)》《2030年前(qian)碳(tan)達(da)峰(feng)行(xing)動方案(an)》在能(neng)源領域政(zheng)(zheng)策(ce)保障(zhang)措(cuo)施的具體化。《意見(jian)》將(jiang)與能(neng)源領域碳(tan)達(da)峰(feng)系列政(zheng)(zheng)策(ce)協(xie)同實施,形成(cheng)政(zheng)(zheng)策(ce)合(he)力(li),成(cheng)體系地推進能(neng)源綠色低碳(tan)轉型。
問:請(qing)簡要介(jie)紹《意見》在推(tui)進能源綠色低碳轉型方(fang)面的總體思路(lu),這(zhe)樣的布局出于怎(zen)樣的考慮?
答:《意見》作(zuo)為能源(yuan)領域推進(jin)碳達峰、碳中(zhong)和工作(zuo)的(de)綜合性政(zheng)策(ce)文(wen)件,堅持系(xi)統觀念,從體(ti)制機制改革創(chuang)新和政(zheng)策(ce)保障的(de)角度對能源(yuan)綠色低碳發展進(jin)行系(xi)統謀(mou)劃。主要突出(chu)了4個方面(mian)的(de)統籌(chou)。
一是(shi)統籌協同推(tui)進(jin)能(neng)(neng)源(yuan)戰略規(gui)(gui)(gui)劃(hua)(hua)。《意(yi)見(jian)(jian)》立足(zu)發揮能(neng)(neng)源(yuan)戰略和規(gui)(gui)(gui)劃(hua)(hua)的(de)引領(ling)作用(yong),提出各省級能(neng)(neng)源(yuan)規(gui)(gui)(gui)劃(hua)(hua)均(jun)應明(ming)確能(neng)(neng)源(yuan)綠色(se)低(di)碳(tan)轉(zhuan)(zhuan)型的(de)目標和任務,國家(jia)建立能(neng)(neng)源(yuan)綠色(se)低(di)碳(tan)轉(zhuan)(zhuan)型的(de)監測評價(jia)和考(kao)核機制(zhi)。《意(yi)見(jian)(jian)》提出建立跨部門(men)、跨區域(yu)的(de)能(neng)(neng)源(yuan)安全與發展協調(diao)機制(zhi),重點(dian)協調(diao)推(tui)進(jin)能(neng)(neng)源(yuan)輸(shu)送通道建設,加(jia)強能(neng)(neng)源(yuan)規(gui)(gui)(gui)劃(hua)(hua)、重大工程(cheng)(cheng)與國土空間規(gui)(gui)(gui)劃(hua)(hua)和生態環境保護等專項規(gui)(gui)(gui)劃(hua)(hua)的(de)銜接(jie)。按年度建立重大工程(cheng)(cheng)臺(tai)賬并加(jia)強督導協調(diao),確保國家(jia)能(neng)(neng)源(yuan)戰略和規(gui)(gui)(gui)劃(hua)(hua)以及重大工程(cheng)(cheng)建設有序順利(li)推(tui)進(jin)。
二是統籌能源(yuan)(yuan)(yuan)轉型(xing)與(yu)安(an)(an)全(quan)(quan)(quan)。《意(yi)見》要求(qiu)先立后破,在保(bao)(bao)障(zhang)能源(yuan)(yuan)(yuan)安(an)(an)全(quan)(quan)(quan)的(de)(de)前提(ti)下有序推進(jin)能源(yuan)(yuan)(yuan)綠(lv)色低碳轉型(xing)。一(yi)方(fang)面,要立足(zu)我國(guo)能源(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)稟賦,把握能源(yuan)(yuan)(yuan)綠(lv)色低碳轉型(xing)的(de)(de)節奏和力度,進(jin)一(yi)步(bu)完(wan)善化石能源(yuan)(yuan)(yuan)清(qing)潔高效開發利用機制,有序推進(jin)新型(xing)電(dian)力系(xi)統建設,推動構建以清(qing)潔低碳能源(yuan)(yuan)(yuan)為主(zhu)體的(de)(de)能源(yuan)(yuan)(yuan)供應體系(xi)。另一(yi)方(fang)面,要完(wan)善能源(yuan)(yuan)(yuan)預(yu)測(ce)預(yu)警機制、電(dian)力系(xi)統安(an)(an)全(quan)(quan)(quan)運行和綜合防御(yu)體系(xi)、能源(yuan)(yuan)(yuan)供應保(bao)(bao)障(zhang)和儲備應急體系(xi),進(jin)一(yi)步(bu)增強能源(yuan)(yuan)(yuan)安(an)(an)全(quan)(quan)(quan)保(bao)(bao)供能力。
三是統籌(chou)生(sheng)產與消費(fei)(fei)協同轉(zhuan)型。《意見》堅持生(sheng)產側與消費(fei)(fei)側同步發力、上下游(you)聯動推進能(neng)源(yuan)(yuan)綠(lv)色(se)(se)低碳(tan)轉(zhuan)型。在消費(fei)(fei)側,堅持節(jie)約優先(xian),完善能(neng)耗(hao)、碳(tan)排(pai)放管理制度,建立綠(lv)色(se)(se)能(neng)源(yuan)(yuan)消費(fei)(fei)促(cu)進機(ji)制,對工業、建筑、交通(tong)領域(yu)提出促(cu)進綠(lv)色(se)(se)能(neng)源(yuan)(yuan)消費(fei)(fei)的具體政策措施;在生(sheng)產側,建立綠(lv)色(se)(se)低碳(tan)為導(dao)向的能(neng)源(yuan)(yuan)開(kai)發利用新機(ji)制,全(quan)面開(kai)展清潔(jie)(jie)低碳(tan)能(neng)源(yuan)(yuan)資源(yuan)(yuan)普查和評價并與國土空間基(ji)礎信息平臺做好銜接,各(ge)地區均(jun)應優先(xian)開(kai)發利用本地清潔(jie)(jie)低碳(tan)能(neng)源(yuan)(yuan)資源(yuan)(yuan),根(gen)據需要積極引入(ru)區域(yu)外的清潔(jie)(jie)低碳(tan)能(neng)源(yuan)(yuan)。
四是統籌(chou)各(ge)類(lei)(lei)市場(chang)主(zhu)體(ti)協同轉(zhuan)型(xing)。《意見》提出(chu)加(jia)強機(ji)制保障和(he)政策引導(dao),激發(fa)各(ge)類(lei)(lei)市場(chang)主(zhu)體(ti)轉(zhuan)型(xing)動力,充分發(fa)揮(hui)協同作用。一方(fang)(fang)面(mian)(mian),加(jia)快推進電力體(ti)制改革(ge),深(shen)化(hua)能源領域(yu)“放管服”改革(ge),優化(hua)清潔低碳能源項(xiang)目核準和(he)備案流程,破(po)除(chu)制約(yue)市場(chang)競爭的(de)各(ge)類(lei)(lei)障礙和(he)隱性(xing)壁壘(lei),為各(ge)類(lei)(lei)新興市場(chang)主(zhu)體(ti)創(chuang)造(zao)良好發(fa)展環境(jing);另一方(fang)(fang)面(mian)(mian),進一步健全(quan)對(dui)電網(wang)、油(you)氣管網(wang)等自然壟斷(duan)環節企(qi)業(ye)(ye)的(de)考核機(ji)制,重點考核有關(guan)企(qi)業(ye)(ye)履行(xing)能源供應(ying)保障、科技(ji)創(chuang)新、生(sheng)態環保等職責情(qing)況。
問:《意見(jian)》將如何完(wan)善引導我國綠色能源消費的制度和政策體系(xi),從而助推(tui)我國能源消費綠色升級?
答(da):綠色(se)消費引領是能源(yuan)綠色(se)低碳轉型的(de)關鍵(jian)。《意見》系(xi)(xi)統(tong)提出了促進能源(yuan)綠色(se)消費的(de)制(zhi)度(du)和政(zheng)策體系(xi)(xi),主要包括三個方(fang)面:
一是完善能(neng)(neng)(neng)耗(hao)、碳(tan)排放(fang)管理和(he)非化(hua)石(shi)能(neng)(neng)(neng)源目標(biao)制(zhi)(zhi)度。強化(hua)能(neng)(neng)(neng)耗(hao)強度降低(di)約束性(xing)指標(biao)管理,有效增(zeng)強能(neng)(neng)(neng)源消(xiao)費總量管理彈性(xing),新增(zeng)可再生(sheng)能(neng)(neng)(neng)源和(he)原(yuan)料用能(neng)(neng)(neng)不納入能(neng)(neng)(neng)源消(xiao)費總量控制(zhi)(zhi),合理確定(ding)各(ge)地區能(neng)(neng)(neng)耗(hao)強度降低(di)目標(biao),加強與(yu)碳(tan)達峰、碳(tan)中和(he)目標(biao)任務(wu)的銜(xian)接(jie)。在非化(hua)石(shi)能(neng)(neng)(neng)源目標(biao)落實方面,將全國可再生(sheng)能(neng)(neng)(neng)源開發利(li)用中長期(qi)總量及最(zui)低(di)比重目標(biao)科學分解(jie)到(dao)各(ge)省(自治區、直轄市)實施,同(tong)時完善可再生(sheng)能(neng)(neng)(neng)源電力消(xiao)納保(bao)(bao)障機制(zhi)(zhi),建(jian)立推進可再生(sheng)能(neng)(neng)(neng)源開發利(li)用、確保(bao)(bao)完成(cheng)非化(hua)石(shi)能(neng)(neng)(neng)源目標(biao)的上下聯動的落實機制(zhi)(zhi)。
二是健全綠(lv)(lv)(lv)(lv)色(se)(se)能(neng)(neng)(neng)源(yuan)消(xiao)(xiao)費(fei)促(cu)(cu)進(jin)機(ji)(ji)制(zhi)。促(cu)(cu)進(jin)綠(lv)(lv)(lv)(lv)色(se)(se)能(neng)(neng)(neng)源(yuan)消(xiao)(xiao)費(fei)是消(xiao)(xiao)費(fei)領域的一場深刻變革(ge),必須加快完善(shan)有(you)利(li)于(yu)能(neng)(neng)(neng)源(yuan)綠(lv)(lv)(lv)(lv)色(se)(se)消(xiao)(xiao)費(fei)的體制(zhi)機(ji)(ji)制(zhi),推(tui)(tui)進(jin)能(neng)(neng)(neng)源(yuan)消(xiao)(xiao)費(fei)結構綠(lv)(lv)(lv)(lv)色(se)(se)轉型(xing)(xing)升(sheng)級。《意見》提(ti)出推(tui)(tui)動(dong)完善(shan)能(neng)(neng)(neng)源(yuan)相關的綠(lv)(lv)(lv)(lv)色(se)(se)消(xiao)(xiao)費(fei)機(ji)(ji)制(zhi),通過消(xiao)(xiao)費(fei)端優先(xian)使用(yong)(yong)綠(lv)(lv)(lv)(lv)色(se)(se)能(neng)(neng)(neng)源(yuan)的需求選擇(ze)帶動(dong)能(neng)(neng)(neng)源(yuan)生產供(gong)應端綠(lv)(lv)(lv)(lv)色(se)(se)低碳(tan)轉型(xing)(xing),包括建(jian)立綠(lv)(lv)(lv)(lv)色(se)(se)能(neng)(neng)(neng)源(yuan)消(xiao)(xiao)費(fei)認(ren)證機(ji)(ji)制(zhi)、電(dian)能(neng)(neng)(neng)替代推(tui)(tui)廣機(ji)(ji)制(zhi)、完善(shan)和推(tui)(tui)廣綠(lv)(lv)(lv)(lv)色(se)(se)電(dian)力證書交易等舉措,在全社會倡導(dao)節約用(yong)(yong)能(neng)(neng)(neng)、綠(lv)(lv)(lv)(lv)色(se)(se)用(yong)(yong)能(neng)(neng)(neng)。綠(lv)(lv)(lv)(lv)色(se)(se)能(neng)(neng)(neng)源(yuan)消(xiao)(xiao)費(fei)促(cu)(cu)進(jin)機(ji)(ji)制(zhi)將(jiang)為追求零碳(tan)低碳(tan)的綠(lv)(lv)(lv)(lv)色(se)(se)工廠、綠(lv)(lv)(lv)(lv)色(se)(se)園(yuan)區、綠(lv)(lv)(lv)(lv)色(se)(se)社區等提(ti)供(gong)實現途徑,并(bing)使之得到(dao)社會廣泛認(ren)可。
三是推(tui)(tui)動重點行(xing)(xing)業(ye)(ye)(ye)轉(zhuan)變用能方式。《意見(jian)》與重點行(xing)(xing)業(ye)(ye)(ye)領(ling)(ling)域(yu)碳(tan)(tan)達峰實施方案相銜接(jie),重點圍繞工(gong)業(ye)(ye)(ye)、建(jian)筑(zhu)(zhu)、交通(tong)(tong)(tong)(tong)等行(xing)(xing)業(ye)(ye)(ye)領(ling)(ling)域(yu),提(ti)出電(dian)價、分(fen)布式電(dian)力(li)(li)(li)交易(yi)、國土空(kong)(kong)間保(bao)障(zhang)等支(zhi)持政(zheng)策,推(tui)(tui)動提(ti)升終端用能低(di)碳(tan)(tan)化和(he)電(dian)氣(qi)(qi)化水平,控制化石能源消費。在(zai)(zai)(zai)工(gong)業(ye)(ye)(ye)領(ling)(ling)域(yu),推(tui)(tui)動企業(ye)(ye)(ye)形成低(di)碳(tan)(tan)、零碳(tan)(tan)能源消費模(mo)式,鼓勵(li)通(tong)(tong)(tong)(tong)過創新電(dian)力(li)(li)(li)輸送及運行(xing)(xing)方式實現可(ke)再(zai)(zai)生(sheng)能源電(dian)力(li)(li)(li)項目就近向產業(ye)(ye)(ye)園區或企業(ye)(ye)(ye)供電(dian),以及企業(ye)(ye)(ye)等通(tong)(tong)(tong)(tong)過電(dian)力(li)(li)(li)市場(chang)購買綠色(se)電(dian)力(li)(li)(li)。在(zai)(zai)(zai)建(jian)筑(zhu)(zhu)領(ling)(ling)域(yu),推(tui)(tui)行(xing)(xing)綠色(se)用能,推(tui)(tui)動超(chao)低(di)能耗建(jian)筑(zhu)(zhu)、低(di)碳(tan)(tan)建(jian)筑(zhu)(zhu)規模(mo)化發展(zhan),在(zai)(zai)(zai)具備條件的地區推(tui)(tui)進(jin)供熱計量改革,支(zhi)持建(jian)設可(ke)再(zai)(zai)生(sheng)能源供能系統(tong),鼓勵(li)光伏建(jian)筑(zhu)(zhu)一體化應用。在(zai)(zai)(zai)交通(tong)(tong)(tong)(tong)領(ling)(ling)域(yu),推(tui)(tui)行(xing)(xing)大容(rong)量電(dian)氣(qi)(qi)化公共交通(tong)(tong)(tong)(tong)和(he)電(dian)動、氫能、先進(jin)生(sheng)物液體燃料、天然氣(qi)(qi)等清(qing)潔能源交通(tong)(tong)(tong)(tong)工(gong)具,完善充(chong)換電(dian)、加氫、加氣(qi)(qi)(LNG)站點布局(ju)及服(fu)務設施,在(zai)(zai)(zai)土地空(kong)(kong)間等方面(mian)予以支(zhi)持。
問:實(shi)現“雙碳(tan)”目標,要(yao)在(zai)能(neng)源供(gong)給側(ce)構(gou)建多元化清潔能(neng)源供(gong)應體系,《意見》對(dui)此有什么具體政(zheng)策措施?
答:《意見》立足我國能(neng)源(yuan)資源(yuan)稟賦(fu),堅持先立后破、通盤謀(mou)劃(hua),系統提出支撐能(neng)源(yuan)供給側綠色低碳轉型的體制機制和政策(ce)措施。
一(yi)是推(tui)動(dong)構建(jian)以清(qing)潔(jie)低碳能(neng)(neng)(neng)源(yuan)(yuan)(yuan)為(wei)(wei)主體的(de)(de)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)供(gong)(gong)應體系(xi)。《意見(jian)》突出能(neng)(neng)(neng)源(yuan)(yuan)(yuan)結構向非化石能(neng)(neng)(neng)源(yuan)(yuan)(yuan)轉變(bian)的(de)(de)基本導向。一(yi)方(fang)面(mian),加快(kuai)推(tui)進大型風電(dian)、光伏發(fa)電(dian)基地建(jian)設,要求(qiu)對基地所在區(qu)域內現(xian)有煤電(dian)機組進行升(sheng)級改造(zao),并(bing)(bing)使之為(wei)(wei)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)發(fa)電(dian)提(ti)供(gong)(gong)調(diao)節(jie)支撐;同時,探索建(jian)立送受(shou)兩端協同為(wei)(wei)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)電(dian)力(li)(li)輸送提(ti)供(gong)(gong)調(diao)節(jie)的(de)(de)機制(zhi),支持(chi)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)電(dian)力(li)(li)能(neng)(neng)(neng)建(jian)盡(jin)建(jian)、能(neng)(neng)(neng)并(bing)(bing)盡(jin)并(bing)(bing)、能(neng)(neng)(neng)發(fa)盡(jin)發(fa),加快(kuai)構建(jian)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)供(gong)(gong)給消納(na)體系(xi)。另一(yi)方(fang)面(mian),推(tui)動(dong)可(ke)再生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)就(jiu)近開發(fa)利用,完善支持(chi)分布式清(qing)潔(jie)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)發(fa)電(dian)的(de)(de)價格政策,各地區(qu)按就(jiu)近原則優先(xian)開發(fa)利用本地清(qing)潔(jie)低碳能(neng)(neng)(neng)源(yuan)(yuan)(yuan)資(zi)源(yuan)(yuan)(yuan),根據需(xu)要積極引(yin)入區(qu)域外清(qing)潔(jie)低碳能(neng)(neng)(neng)源(yuan)(yuan)(yuan),形(xing)成優先(xian)通過清(qing)潔(jie)低碳能(neng)(neng)(neng)源(yuan)(yuan)(yuan)滿足新(xin)增用能(neng)(neng)(neng)需(xu)求(qiu)并(bing)(bing)逐漸(jian)替代存量(liang)化石能(neng)(neng)(neng)源(yuan)(yuan)(yuan)的(de)(de)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)生產消費格局。

答(da):農村地區能(neng)源(yuan)綠色(se)低(di)碳(tan)轉型,既是(shi)能(neng)源(yuan)綠色(se)低(di)碳(tan)轉型的重(zhong)要組(zu)成(cheng)部(bu)分,也是(shi)推動鄉(xiang)村振(zhen)興(xing)的重(zhong)要途徑。《意見》圍繞加快農村能(neng)源(yuan)綠色(se)低(di)碳(tan)轉型助(zhu)力(li)鄉(xiang)村振(zhen)興(xing),從政策支持、機制創新(xin)和新(xin)能(neng)源(yuan)電力(li)就(jiu)近交易等方面,提(ti)出了(le)一系(xi)列政策舉措。
