青海:將推進光熱發電多元化開發建設,2030年裝機規模達到5GW以上

據青(qing)海(hai)省(sheng)人民(min)政(zheng)(zheng)府官網消息,7月13日(ri),青(qing)海(hai)省(sheng)人民(min)政(zheng)(zheng)府和國家能源局(ju)聯合印發(fa)《青(qing)海(hai)打造國家清潔能源產業高地行動(dong)方(fang)案》(以下簡稱《行動(dong)方(fang)案》)。《行動(dong)方(fang)案》著眼保障能源安全和應對(dui)氣候變化兩大目標任務,錨定2030年全省(sheng)風電、光伏裝機(ji)1億千(qian)瓦以上、清潔能源裝機(ji)超過1.4億千(qian)瓦的目標,服務全國如期實(shi)現碳達(da)峰、碳中和目標。


同(tong)時,作(zuo)為國(guo)內光熱(re)發(fa)電(dian)產業的(de)(de)發(fa)展“熱(re)土”和領跑者,青海省此次(ci)發(fa)布(bu)的(de)(de)《行動方案》也(ye)重點提及光熱(re)發(fa)電(dian),并(bing)明確(que)了未來發(fa)展目(mu)標。


《行動方案》提(ti)出(chu),青海將推(tui)進光(guang)熱(re)(re)發電(dian)多元化布局。發揮光(guang)熱(re)(re)發電(dian)靈活調節(jie)、電(dian)網支撐和(he)促進新(xin)能源消納(na)的優勢,推(tui)進光(guang)熱(re)(re)發電(dian)多元化開(kai)發建(jian)設。創新(xin)技術發展模式,示(shi)范(fan)推(tui)進光(guang)熱(re)(re)與光(guang)伏一體化友好(hao)型融(rong)合電(dian)站(zhan)。到(dao)2030年,青海光(guang)熱(re)(re)電(dian)站(zhan)裝機規模達到(dao)300萬千(qian)瓦以上。


光(guang)熱發電(dian)技術方(fang)面,青海擬籌建先進儲能(neng)技術國家(jia)重點實驗室,拓展儲能(neng)實證基地,形成(cheng)光(guang)熱發電(dian)技術體系;同時計劃通過技術攻關(guan)突(tu)破長時光(guang)熱發電(dian)關(guan)鍵技術,推進成(cheng)本快速下降。


此外(wai),引領(ling)發展清潔能源衍生產業方面(mian),青(qing)海(hai)計劃(hua)借助青(qing)海(hai)和全國其他(ta)地(di)區(qu)光熱等(deng)產業發展,進一(yi)步(bu)擴大鹽(yan)湖產業規模,建設世界(jie)級(ji)鹽(yan)湖基地(di)。


目前來(lai)看(kan),未來(lai)光熱發(fa)電項目或(huo)將主要通過(guo)源網荷(he)儲一體化和多能互補項目來(lai)進行(xing)部(bu)署。


今年6月11日,青海(hai)省能(neng)源局(ju)印發《關于(yu)2021年市(shi)場化(hua)并(bing)網(wang)(wang)項(xiang)目(mu)(mu)開(kai)發建(jian)設有關事項(xiang)的(de)通知》,綜(zong)合考慮建(jian)設條(tiao)件成熟度、負荷落地(di)可能(neng)性、儲能(neng)配置比例(li)及企業綜(zong)合能(neng)力等(deng)因素,篩選確定了2021年首(shou)批市(shi)場化(hua)并(bing)網(wang)(wang)重點推(tui)進項(xiang)目(mu)(mu)20個,其中位于(yu)海(hai)西(xi)(xi)州德令哈(ha)市(shi)、海(hai)西(xi)(xi)州格爾(er)木市(shi)、海(hai)南州共和縣和玉樹州囊謙縣的(de)多個含光熱發電(dian)和熔鹽儲能(neng)項(xiang)目(mu)(mu)的(de)市(shi)場化(hua)并(bing)網(wang)(wang)項(xiang)目(mu)(mu)成功(gong)入(ru)選該名單。

一、發展目標

二、具體舉措


1、以新發展理念引領清潔能源集約化發展


——推進清(qing)潔(jie)(jie)能(neng)源(yuan)(yuan)(yuan)和(he)生(sheng)態(tai)環境(jing)協同(tong)發(fa)展。以保護和(he)改善生(sheng)態(tai)環境(jing)為出發(fa)點(dian)和(he)落(luo)腳點(dian),在清(qing)潔(jie)(jie)能(neng)源(yuan)(yuan)(yuan)開發(fa)建設中(zhong)(zhong)嚴(yan)守“三線一(yi)單”管控(kong)要求,在能(neng)源(yuan)(yuan)(yuan)產業開發(fa)中(zhong)(zhong)落(luo)實生(sheng)態(tai)優先戰略(lve)。在清(qing)潔(jie)(jie)能(neng)源(yuan)(yuan)(yuan)項目建設和(he)運行(xing)中(zhong)(zhong)堅持清(qing)潔(jie)(jie)能(neng)源(yuan)(yuan)(yuan)產業生(sheng)態(tai)化,在能(neng)源(yuan)(yuan)(yuan)供給和(he)消費中(zhong)(zhong)促進經(jing)濟綠色發(fa)展。


——深(shen)度挖掘黃河(he)上(shang)游水(shui)電(dian)開發(fa)潛力。“十四五”期間有(you)序實(shi)施黃河(he)上(shang)游水(shui)電(dian)站(zhan)開發(fa)建設規劃(hua),全(quan)力推進(jin)瑪爾(er)擋、羊曲水(shui)電(dian)站(zhan)建成投產(chan)。積極(ji)開展茨哈峽、爾(er)多(duo)、寧木特水(shui)電(dian)站(zhan)前(qian)期工作(zuo)。加快推進(jin)黃河(he)上(shang)游已建水(shui)電(dian)站(zhan)擴(kuo)機改造。充分發(fa)揮(hui)水(shui)電(dian)調壓調相功(gong)能(neng),提高新(xin)能(neng)源(yuan)消納及電(dian)網(wang)安(an)全(quan)穩定運(yun)行水(shui)平。


——打造國家級光(guang)(guang)伏(fu)發(fa)(fa)電(dian)和風電(dian)基地(di)。積極(ji)推進光(guang)(guang)伏(fu)發(fa)(fa)電(dian)和風電(dian)基地(di)化規模化開(kai)發(fa)(fa),形成以(yi)海南(nan)(nan)州、海西州千萬千瓦(wa)級新(xin)能源(yuan)(yuan)基地(di)為依托,輻射海北州、黃南(nan)(nan)州的新(xin)能源(yuan)(yuan)開(kai)發(fa)(fa)格局(ju)。以(yi)大型園區、公(gong)共設施、居民住宅(zhai)、高速公(gong)路(lu)等為依托發(fa)(fa)展分布式光(guang)(guang)伏(fu)。因地(di)制(zhi)宜(yi)推廣(guang)光(guang)(guang)伏(fu)治沙。積極(ji)發(fa)(fa)展分散式風電(dian)。


——推進光(guang)(guang)熱(re)(re)(re)(re)發(fa)電(dian)多(duo)元化(hua)布(bu)局。發(fa)揮光(guang)(guang)熱(re)(re)(re)(re)發(fa)電(dian)靈活(huo)調節、電(dian)網支撐(cheng)和促進新(xin)(xin)能源消納(na)的優勢,推進光(guang)(guang)熱(re)(re)(re)(re)發(fa)電(dian)多(duo)元化(hua)開(kai)發(fa)建(jian)設。創新(xin)(xin)技術發(fa)展模式,示范推進光(guang)(guang)熱(re)(re)(re)(re)與光(guang)(guang)伏一體化(hua)友好型融合電(dian)站。到2030年,青海(hai)光(guang)(guang)熱(re)(re)(re)(re)電(dian)站裝機(ji)規(gui)模達到300萬千瓦以(yi)上。


——穩步(bu)推(tui)(tui)進地熱能(neng)等(deng)其(qi)他清潔能(neng)源(yuan)(yuan)發展。深入(ru)推(tui)(tui)進共和(he)(he)至貴德、西(xi)寧至海東地區地熱資源(yuan)(yuan)、共和(he)(he)盆地干熱巖開發利(li)用(yong),實(shi)現試驗性(xing)發電(dian)及(ji)推(tui)(tui)廣應(ying)用(yong)。統籌做(zuo)好天然氣(qi)儲氣(qi)調峰工(gong)作。發揮(hui)燃(ran)(ran)氣(qi)電(dian)站(zhan)深度應(ying)急調峰和(he)(he)快(kuai)速啟停等(deng)優(you)勢,因地制宜合理布局一定規模的燃(ran)(ran)氣(qi)電(dian)站(zhan),推(tui)(tui)動(dong)氣(qi)電(dian)與新能(neng)源(yuan)(yuan)融合發展。編制核能(neng)開發利(li)用(yong)規劃,完成小堆供熱試點項(xiang)目前期工(gong)作,穩妥推(tui)(tui)進核能(neng)開發利(li)用(yong)。


2、以系統集成思維構建新型電力系統


——加(jia)強(qiang)(qiang)省內(nei)骨干電(dian)(dian)網(wang)(wang)建(jian)設。重點(dian)圍繞(rao)清潔能(neng)源(yuan)基地(di)(di)開發和(he)輸送(song)、負(fu)荷中(zhong)心地(di)(di)區電(dian)(dian)力需(xu)(xu)求增長、省內(nei)大型(xing)清潔電(dian)(dian)源(yuan)接入(ru)需(xu)(xu)求,建(jian)設各(ge)電(dian)(dian)壓等(deng)級協(xie)調(diao)發展的(de)(de)堅強(qiang)(qiang)智能(neng)電(dian)(dian)網(wang)(wang);進一步提(ti)升東西部電(dian)(dian)網(wang)(wang)斷面(mian)輸電(dian)(dian)能(neng)力,滿(man)足海西、海南兩大清潔能(neng)源(yuan)基地(di)(di)互濟(ji)需(xu)(xu)求,構建(jian)綠色(se)高(gao)效的(de)(de)資源(yuan)配置平臺(tai)。加(jia)強(qiang)(qiang)750千伏(fu)骨干電(dian)(dian)網(wang)(wang)建(jian)設,優化調(diao)整330千伏(fu)電(dian)(dian)網(wang)(wang)結(jie)構,建(jian)設玉樹至果洛第(di)二回(hui)330千伏(fu)線(xian)路,加(jia)強(qiang)(qiang)省內(nei)外(wai)聯絡互供(gong)能(neng)力,全(quan)面(mian)提(ti)高(gao)主網(wang)(wang)架安全(quan)可(ke)靠性。


——打造西(xi)北區域電力調蓄中心。加強省間(jian)電網互聯,擴(kuo)大(da)資源優化配置范圍,“十四(si)五”期間(jian),建(jian)成(cheng)郭隆至(zhi)武勝第(di)三回750千伏線路。適(shi)時推進羚(ling)羊至(zhi)若(ruo)羌雙回750千伏線路,實現青(qing)(qing)海與新疆電網互聯,在青(qing)(qing)海形成(cheng)海南、海西(xi)兩大(da)電力樞紐,雙輪(lun)驅動青(qing)(qing)海乃(nai)至(zhi)西(xi)北區域電力清(qing)潔轉型(xing)。


——加快推進跨(kua)區電(dian)力(li)外(wai)送(song)通(tong)道(dao)(dao)(dao)建設。在實現青(qing)(qing)海(hai)省內清潔(jie)低碳發展(zhan)基礎上,積極(ji)擴(kuo)大(da)綠色電(dian)力(li)跨(kua)省跨(kua)區外(wai)送(song)規模,支(zhi)撐清潔(jie)能(neng)源基地(di)建設,服務全(quan)國(guo)碳達峰目標實現。“十(shi)四五(wu)”初期(qi),建成投產青(qing)(qing)海(hai)至河(he)南±800千(qian)伏特(te)(te)高(gao)壓(ya)直流(liu)工(gong)程(cheng)二(er)期(qi)配(pei)套清潔(jie)電(dian)源,實現世界首條(tiao)完全(quan)采用清潔(jie)能(neng)源多(duo)能(neng)互補(bu)供(gong)電(dian)的特(te)(te)高(gao)壓(ya)通(tong)道(dao)(dao)(dao)工(gong)程(cheng)滿(man)負(fu)荷(he)送(song)電(dian)。重點圍(wei)繞海(hai)西清潔(jie)能(neng)源基地(di),開展(zhan)青(qing)(qing)海(hai)第二(er)條(tiao)特(te)(te)高(gao)壓(ya)外(wai)送(song)通(tong)道(dao)(dao)(dao)研究論證(zheng)工(gong)作。根(gen)據第二(er)條(tiao)通(tong)道(dao)(dao)(dao)推進情況,適時研究論證(zheng)第三(san)條(tiao)跨(kua)區特(te)(te)高(gao)壓(ya)外(wai)送(song)輸電(dian)通(tong)道(dao)(dao)(dao)和(he)配(pei)套清潔(jie)能(neng)源基地(di)。


——積極推(tui)進源(yuan)(yuan)網(wang)荷儲(chu)一體化(hua)示范。優化(hua)整合青海電源(yuan)(yuan)側(ce)、電網(wang)側(ce)、負荷側(ce)和各類儲(chu)能資源(yuan)(yuan),公平引入各類市場主(zhu)(zhu)體,全面放(fang)開市場化(hua)交易,通(tong)過價格(ge)信號引導各類市場主(zhu)(zhu)體靈活(huo)調節、多向互動,積極構建(jian)源(yuan)(yuan)網(wang)荷儲(chu)高度融合的新型(xing)電力系統發展模式(shi)。

——提升需求(qiu)側(ce)響應(ying)水平。推動工業(ye)領域負(fu)荷(he)參與電力(li)需求(qiu)側(ce)響應(ying),加強鹽湖化工、有色等(deng)高載能行業(ye)中間(jian)歇性負(fu)荷(he)的(de)需求(qiu)側(ce)管理,積極推進需求(qiu)側(ce)終端設備智能化改(gai)造和需求(qiu)側(ce)響應(ying)管理平臺建(jian)(jian)設,完善需求(qiu)側(ce)響應(ying)激(ji)勵政策,促(cu)進商業(ye)模式建(jian)(jian)立(li),提升清潔能源(yuan)本(ben)地(di)消(xiao)納能力(li)。


3、以綠色共享促進經濟社會低碳轉型


——加快(kuai)實施電(dian)能替代工程。在終端(duan)能源消(xiao)(xiao)費(fei)中加大(da)電(dian)能替代力(li)度,加快(kuai)構建以電(dian)能消(xiao)(xiao)費(fei)為主導的清潔能源體系。積極(ji)拓寬(kuan)清潔電(dian)力(li)應(ying)用領(ling)域,擴大(da)居(ju)民(min)生活用電(dian)規模,提高城鄉居(ju)民(min)終端(duan)用能領(ling)域電(dian)氣化水(shui)平。


——全(quan)力推進清(qing)潔(jie)取暖工程。繼續用好援青政策,協調用好國家(jia)“三江源”清(qing)潔(jie)取暖輸配電價政策,進一步(bu)完善(shan)峰平谷電價,爭取國家(jia)北方地區清(qing)潔(jie)供暖政策支持。全(quan)力實施“潔(jie)凈三江源”和清(qing)潔(jie)取暖示(shi)范縣工程,循序(xu)漸(jian)進擴大試(shi)點改造范圍(wei)。構建以可(ke)再生能源供暖、地熱供暖、電供暖為主導的清(qing)潔(jie)供暖體系(xi),率先(xian)實現(xian)全(quan)省供暖清(qing)潔(jie)化。


——加快推廣綠色交(jiao)通(tong)工程(cheng)。加快推廣綠色交(jiao)通(tong),創新電動(dong)車(che)發展商(shang)業模式,結合多元化(hua)(hua)(hua)應(ying)用場景,建立換電充(chong)電相結合的基礎設施(shi)體系(xi),鼓勵(li)共享經(jing)濟與綠色交(jiao)通(tong)相融合。“十四(si)五”末期,市政車(che)電動(dong)化(hua)(hua)(hua)率100%,出租車(che)電動(dong)化(hua)(hua)(hua)率100%。率先實現全省(sheng)汽車(che)電動(dong)化(hua)(hua)(hua)。


——積極推進綠氫(qing)(qing)終端應(ying)用。發(fa)揮青海光伏發(fa)電成本低的(de)優勢(shi),推動(dong)光伏發(fa)電制氫(qing)(qing)產(chan)業化發(fa)展,打造規模化綠氫(qing)(qing)生產(chan)基地。積極探索氫(qing)(qing)氣在冶(ye)金(jin)化工(gong)領域的(de)替(ti)代應(ying)用,有效降低冶(ye)金(jin)化工(gong)領域化石能源消耗。

4、以優化布局打造多元協同高效儲能體系


——大(da)力推進黃河上游梯級(ji)(ji)儲能(neng)電(dian)(dian)(dian)(dian)站建設(she)。充分(fen)發(fa)揮大(da)型水(shui)(shui)庫電(dian)(dian)(dian)(dian)站長周(zhou)期儲能(neng)調(diao)蓄作用,建設(she)黃河上游梯級(ji)(ji)電(dian)(dian)(dian)(dian)站大(da)型儲能(neng)項目,充分(fen)挖掘水(shui)(shui)電(dian)(dian)(dian)(dian)調(diao)節潛力,實(shi)現水(shui)(shui)電(dian)(dian)(dian)(dian)二次開(kai)發(fa)利用。推動常規(gui)水(shui)(shui)電(dian)(dian)(dian)(dian)、可(ke)(ke)逆(ni)式機(ji)組、儲能(neng)泵站協同開(kai)發(fa)模式,推動瑪爾(er)擋(dang)、茨哈峽等(deng)水(shui)(shui)電(dian)(dian)(dian)(dian)站可(ke)(ke)逆(ni)式機(ji)組梯級(ji)(ji)電(dian)(dian)(dian)(dian)站儲能(neng)項目建設(she)運行。


——加快推(tui)進抽(chou)水(shui)(shui)蓄(xu)能(neng)電(dian)站(zhan)(zhan)建(jian)設。充分發揮抽(chou)水(shui)(shui)蓄(xu)能(neng)在電(dian)力(li)系(xi)統(tong)調峰調頻、事故(gu)備用功能(neng),并(bing)為青(qing)海電(dian)網提供儲(chu)能(neng)調節、晚(wan)間基礎電(dian)量支(zhi)撐作用。完成新一輪抽(chou)水(shui)(shui)蓄(xu)能(neng)中長期(qi)(qi)規劃(hua),積極推(tui)動(dong)(dong)抽(chou)水(shui)(shui)蓄(xu)能(neng)電(dian)站(zhan)(zhan)建(jian)設。“十四五”期(qi)(qi)間,開工建(jian)設貴南哇(wa)讓抽(chou)水(shui)(shui)蓄(xu)能(neng)電(dian)站(zhan)(zhan),推(tui)動(dong)(dong)格爾木南山口(kou)抽(chou)水(shui)(shui)蓄(xu)能(neng)電(dian)站(zhan)(zhan)、瑪爾擋抽(chou)水(shui)(shui)蓄(xu)能(neng)電(dian)站(zhan)(zhan)前期(qi)(qi)工作,實現電(dian)力(li)系(xi)統(tong)中長周期(qi)(qi)儲(chu)能(neng)調節。


——積極發展新型(xing)電(dian)(dian)(dian)儲(chu)能(neng)(neng)(neng)。依(yi)托青海鹽湖鋰資(zi)源(yuan)優(you)勢,圍繞海南州(zhou)、海西州(zhou)千(qian)萬(wan)千(qian)瓦級清潔能(neng)(neng)(neng)源(yuan)基(ji)地建設,發揮電(dian)(dian)(dian)化(hua)學(xue)儲(chu)能(neng)(neng)(neng)在電(dian)(dian)(dian)力系統(tong)中多(duo)功能(neng)(neng)(neng)優(you)勢,完(wan)善電(dian)(dian)(dian)力市(shi)場和(he)補(bu)償機制。“十四五”末,青海新型(xing)儲(chu)能(neng)(neng)(neng)裝機規(gui)模(mo)達到(dao)600萬(wan)千(qian)瓦左右,應用(yong)規(gui)模(mo)位居全國(guo)前(qian)列,實現電(dian)(dian)(dian)力系統(tong)中短周(zhou)期儲(chu)能(neng)(neng)(neng)調節。


——合理配(pei)置多(duo)元儲(chu)(chu)能(neng)體系。發(fa)揮各(ge)類(lei)儲(chu)(chu)能(neng)技(ji)術(shu)經(jing)濟優勢,構(gou)建(jian)以流域梯級儲(chu)(chu)能(neng)為(wei)長(chang)周(zhou)期調節(jie)(jie)、抽水蓄能(neng)和(he)長(chang)時(shi)電(dian)化學儲(chu)(chu)能(neng)為(wei)中(zhong)周(zhou)期調節(jie)(jie)、短(duan)時(shi)電(dian)化學儲(chu)(chu)能(neng)為(wei)短(duan)周(zhou)期調節(jie)(jie)的(de)多(duo)能(neng)互補的(de)儲(chu)(chu)能(neng)體系,滿足系統(tong)供需平(ping)衡、新能(neng)源消納、電(dian)網支撐(cheng)等(deng)不(bu)同類(lei)型需求,打造國家儲(chu)(chu)能(neng)發(fa)展先行示范區(qu)。

——形(xing)成(cheng)清潔能(neng)源技(ji)術(shu)(shu)(shu)創新(xin)(xin)(xin)體系。加強技(ji)術(shu)(shu)(shu)攻(gong)關,推(tui)動清潔能(neng)源技(ji)術(shu)(shu)(shu)及設備提(ti)質增效,構建科技(ji)引領的(de)能(neng)源創新(xin)(xin)(xin)體系。加快高(gao)(gao)效率(lv)低成(cheng)本(ben)(ben)光(guang)伏電池(chi)技(ji)術(shu)(shu)(shu)研究(jiu),提(ti)高(gao)(gao)光(guang)伏轉(zhuan)換效率(lv)。開展高(gao)(gao)海拔、低風速(su)高(gao)(gao)原型(xing)風機研究(jiu),提(ti)升(sheng)風電效率(lv)。促進新(xin)(xin)(xin)能(neng)源涉網性(xing)能(neng)改進升(sheng)級,提(ti)高(gao)(gao)主動支撐能(neng)力和快速(su)響應能(neng)力。突破長時光(guang)熱(re)發電關鍵(jian)技(ji)術(shu)(shu)(shu),推(tui)進成(cheng)本(ben)(ben)快速(su)下降。開展氫氣制備與儲運技(ji)術(shu)(shu)(shu)研究(jiu),開展大容量多元儲能(neng)技(ji)術(shu)(shu)(shu)應用推(tui)廣。加強頁巖(yan)氣、地熱(re)等(deng)新(xin)(xin)(xin)型(xing)清潔能(neng)源勘查開發技(ji)術(shu)(shu)(shu)攻(gong)關。


——持續壯大清(qing)潔能(neng)(neng)源產(chan)業(ye)(ye)。加(jia)強柴達(da)木循環經濟試驗區、西寧經濟技術(shu)開發(fa)(fa)區、海(hai)東工(gong)業(ye)(ye)園3大產(chan)業(ye)(ye)區規劃布(bu)局。完善產(chan)業(ye)(ye)集群,提(ti)升產(chan)業(ye)(ye)附加(jia)值(zhi),集群化發(fa)(fa)展清(qing)潔能(neng)(neng)源產(chan)業(ye)(ye),持續壯大產(chan)業(ye)(ye)鏈,構建(jian)線上(shang)線下全(quan)面(mian)支持的清(qing)潔能(neng)(neng)源產(chan)業(ye)(ye)生(sheng)態圈,形(xing)成省內自主品(pin)牌(pai)。發(fa)(fa)揮(hui)鹽湖鋰(li)(li)(li)資源優勢,引(yin)進并培育鋰(li)(li)(li)電(dian)及配套企業(ye)(ye),構建(jian)鋰(li)(li)(li)電(dian)產(chan)業(ye)(ye)鏈,為(wei)電(dian)化學儲能(neng)(neng)提(ti)供(gong)產(chan)業(ye)(ye)支撐。擴(kuo)展全(quan)生(sheng)命(ming)周期循環經濟,建(jian)立(li)退役風機、光伏(fu)電(dian)池板、廢舊鋰(li)(li)(li)電(dian)池回收產(chan)業(ye)(ye)鏈。

——持續(xu)推進(jin)電力市(shi)(shi)場化(hua)改革。充分發(fa)揮市(shi)(shi)場在資源(yuan)(yuan)(yuan)配(pei)(pei)置中的決定性(xing)作用,促(cu)進(jin)清潔能(neng)(neng)(neng)源(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)更大范(fan)圍、更高效率優化(hua)配(pei)(pei)置。綜合運(yun)用價(jia)格、監管等手段,創(chuang)新(xin)打(da)造能(neng)(neng)(neng)源(yuan)(yuan)(yuan)革命示范(fan)。逐步(bu)建立以中長期(qi)交(jiao)易規避(bi)風(feng)險,以現貨市(shi)(shi)場發(fa)現價(jia)格,交(jiao)易品(pin)種齊全、功能(neng)(neng)(neng)完(wan)善的電力市(shi)(shi)場。探索后補貼時(shi)代適應新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)發(fa)展(zhan)的市(shi)(shi)場模式(shi),通過(guo)市(shi)(shi)場激勵(li)機制(zhi)促(cu)進(jin)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)發(fa)展(zhan)。建立適宜(yi)儲能(neng)(neng)(neng)發(fa)展(zhan)的市(shi)(shi)場機制(zhi),鼓勵(li)儲能(neng)(neng)(neng)電站以獨立市(shi)(shi)場主體身份直接參與(yu)市(shi)(shi)場化(hua)交(jiao)易,形成以市(shi)(shi)場收益推動儲能(neng)(neng)(neng)行(xing)業(ye)發(fa)展(zhan)的良性(xing)機制(zhi)。
