近日,廣東(dong)(dong)省(sheng)能源(yuan)局發布關(guan)于征(zheng)求(qiu)《南方(fang)(fang)(以廣東(dong)(dong)起步)電力(li)現貨(huo)市場(chang)2020年首次全月(yue)結(jie)算試運(yun)行(xing)實施方(fang)(fang)案(an)(征(zheng)求(qiu)意見稿)》意見的(de)函(以下(xia)簡稱(cheng)《方(fang)(fang)案(an)》)。《方(fang)(fang)案(an)》明確,廣東(dong)(dong)計(ji)劃于今年上半年開展電力(li)現貨(huo)市場(chang)首次全月(yue)結(jie)算試運(yun)行(xing),全月(yue)連續組(zu)織“價(jia)(jia)(jia)差月(yue)度(du)交易(yi)+絕(jue)對價(jia)(jia)(jia)格周交易(yi)+現貨(huo)”結(jie)算試運(yun)行(xing),且市場(chang)從價(jia)(jia)(jia)差模式(shi)(shi)轉換至絕(jue)對價(jia)(jia)(jia)格模式(shi)(shi)。
相(xiang)較以往(wang)現貨試(shi)結(jie)算(suan),《方案》明確全月試(shi)結(jie)算(suan)新增偏差考核,主(zhu)要(yao)針對價差年(nian)度交(jiao)易(yi)和(he)價差月度交(jiao)易(yi)成交(jiao)的電(dian)(dian)量(liang)。新規出臺,意味著電(dian)(dian)改進入新階(jie)段(duan),也對售(shou)電(dian)(dian)公(gong)司(si)提出了更高要(yao)求。那么,相(xiang)比(bi)擁有配電(dian)(dian)運營(ying)權(quan)的電(dian)(dian)網售(shou)電(dian)(dian)公(gong)司(si)和(he)擁有發電(dian)(dian)背景的售(shou)電(dian)(dian)公(gong)司(si),僅提供售(shou)電(dian)(dian)服務的獨立售(shou)電(dian)(dian)公(gong)司(si)是(shi)否已準(zhun)備(bei)好迎接新考驗(yan)?
民營售電公司短板明顯
廣東電(dian)力交易中(zhong)心2018年(nian)發布的(de)《廣東電(dian)力市場(chang)(chang)2017年(nian)年(nian)度(du)報告》顯示,售(shou)電(dian)公(gong)司凈獲(huo)利12.7億元(yuan),用戶獲(huo)利58.6億元(yuan),平均(jun)價差51.8厘/千瓦時。其中(zhong),參(can)與市場(chang)(chang)交易的(de)售(shou)電(dian)公(gong)司共135家(jia),發電(dian)背景售(shou)電(dian)公(gong)司約占(zhan)廣東電(dian)力市場(chang)(chang)交易份額的(de)一半,獨立售(shou)電(dian)公(gong)司交易電(dian)量占(zhan)43%。
不(bu)過,獨(du)立(li)售(shou)電(dian)(dian)(dian)公司所(suo)占(zhan)市(shi)場份額已(yi)經發生變化(hua)。廣東(dong)電(dian)(dian)(dian)力交易(yi)中心去(qu)年8月發布的《廣東(dong)電(dian)(dian)(dian)力市(shi)場2019年半年報告》顯示,2019年上半年,128家售(shou)電(dian)(dian)(dian)公司參(can)與市(shi)場交易(yi),民(min)營售(shou)電(dian)(dian)(dian)公司收益2.317億元,代理(li)電(dian)(dian)(dian)量約占(zhan)1/3。不(bu)足(zu)兩年,廣東(dong)地區獨(du)立(li)售(shou)電(dian)(dian)(dian)公司代理(li)電(dian)(dian)(dian)量下降約13%。
“電(dian)(dian)(dian)廠‘批零(ling)倒(dao)掛’導致(zhi)獨立(li)售(shou)(shou)電(dian)(dian)(dian)公(gong)司代理電(dian)(dian)(dian)量比例下(xia)降,這在全國(guo)很普遍。”一位業內專家告訴記者,“電(dian)(dian)(dian)廠賣給(gei)批發商(售(shou)(shou)電(dian)(dian)(dian)公(gong)司)的價格,比零(ling)售(shou)(shou)給(gei)客戶(hu)(用電(dian)(dian)(dian)戶(hu))高,也就是說,每度電(dian)(dian)(dian)售(shou)(shou)電(dian)(dian)(dian)公(gong)司批發價為(wei)0.05元,而電(dian)(dian)(dian)廠直接賣用戶(hu)0.049元,用戶(hu)自然(ran)不愿找售(shou)(shou)電(dian)(dian)(dian)公(gong)司。”
九(jiu)州能源公司董(dong)事長(chang)張傳名(ming)告(gao)訴記者,在發電側售電不(bu)夠透(tou)明的(de)情況下(xia),獨立(li)售電公司在購電環(huan)節(jie)存在天然(ran)(ran)劣(lie)勢,民(min)企受(shou)歧視情況仍然(ran)(ran)嚴重,在一些客戶選擇供應(ying)商時經常(chang)遭排斥。
“沒(mei)有(you)(you)強大的(de)品牌(pai)背書(shu),沒(mei)有(you)(you)發電(dian)集(ji)團穩(wen)固的(de)電(dian)源(yuan)支(zhi)撐,也沒(mei)有(you)(you)電(dian)網廣泛(fan)的(de)用(yong)戶基礎,這些都(dou)是獨立售電(dian)公司的(de)短(duan)板。”廣州易(yi)電(dian)在線(xian)相關(guan)負責人說。
獨立售電成本高企
沒有優勢,獨立售電企業經營壓力與日(ri)俱增(zeng),抗風險能力普遍較差。
以“偏差(cha)考核(he)”為(wei)例,廣東(dong)省免(mian)(mian)考核(he)標準為(wei)4%,即(ji)購買100度(du)(du)(du)電,使用96度(du)(du)(du)或104度(du)(du)(du),該(gai)范圍(wei)內(nei)售電公司(si)免(mian)(mian)考核(he);如若實際(ji)使用90度(du)(du)(du)或110度(du)(du)(du),則有(you)6度(du)(du)(du)電需(xu)按月度(du)(du)(du)競價價差(cha)2倍罰款。
張傳名告訴記者,偏(pian)差(cha)考核的(de)初衷是倒逼技術進步,提(ti)高(gao)售(shou)電(dian)(dian)公(gong)司預測準確度(du),但(dan)很多關鍵數據,獨(du)立售(shou)電(dian)(dian)公(gong)司無法掌(zhang)握(wo)。“目前全國通行的(de)方法很原始(shi),即盡可能了解客戶(hu)用(yong)電(dian)(dian)習慣,然后用(yong)表(biao)格統(tong)計,大概率閉眼(yan)‘蒙’。電(dian)(dian)網需對(dui)售(shou)電(dian)(dian)側開(kai)放(fang)用(yong)戶(hu)數據接口,方便獨(du)立售(shou)電(dian)(dian)公(gong)司實(shi)時掌(zhang)握(wo)客戶(hu)用(yong)電(dian)(dian)數據。同時,獨(du)立售(shou)電(dian)(dian)公(gong)司取得(de)銀行保函(han)等會(hui)進一步增加成(cheng)本,而多數公(gong)司沒有充(chong)足(zu)的(de)資金投入這(zhe)塊(kuai)技術。”
除(chu)了擔負購(gou)電(dian)(dian)、輸配電(dian)(dian)等環(huan)節成(cheng)本外(wai),獨(du)立售電(dian)(dian)企業還需承擔管理(li)維護費用、職工薪(xin)酬、先行購(gou)電(dian)(dian)等支出,經營壓(ya)力進一步增加。因此,在(zai)市場份(fen)額(e)方面(mian),獨(du)立售電(dian)(dian)公司期望因地制宜。
浙江紡(fang)織印染(ran)行(xing)業(ye)(ye)協會相關負(fu)責人(ren)告(gao)訴記(ji)者:“紡(fang)織服飾行(xing)業(ye)(ye)占浙江省規(gui)模以上企業(ye)(ye)15%,且大多為中(zhong)小企業(ye)(ye),也是獨(du)立售電(dian)公(gong)司粘性最強的(de)用戶。如(ru)果(guo)這(zhe)部分電(dian)量加入(ru)電(dian)力市場,一(yi)定(ding)(ding)程度上能降低(di)紡(fang)織行(xing)業(ye)(ye)能耗,節約生(sheng)產成(cheng)本(ben),提(ti)升產品競爭力。此外,紡(fang)織行(xing)業(ye)(ye)全(quan)天開機生(sheng)產,用電(dian)穩定(ding)(ding)、偏(pian)差極少(shao),峰(feng)谷基本(ben)持平(ping),可(ke)減少(shao)峰(feng)谷結(jie)算造成(cheng)的(de)電(dian)網虧損。”
渠道商將成新起點
在浙江(jiang)宏博售電公(gong)司總經理何懷宇(yu)看來,獨立(li)售電公(gong)司經營機制活,決(jue)策應變能力強,為用(yong)戶解(jie)決(jue)問題反應迅速,沒有繁瑣的請示審批程序(xu),更注(zhu)重用(yong)戶的服(fu)務(wu)體驗(yan),最大(da)程度為企業降本增效。
對于獨(du)立(li)(li)售(shou)電(dian)(dian)(dian)公(gong)司的(de)(de)出路,電(dian)(dian)(dian)力專家(jia)谷峰認(ren)為,二級市場(chang)(chang)是獨(du)立(li)(li)售(shou)電(dian)(dian)(dian)公(gong)司的(de)(de)天(tian)下,即獨(du)立(li)(li)售(shou)電(dian)(dian)(dian)公(gong)司會成為發電(dian)(dian)(dian)企業售(shou)電(dian)(dian)(dian)公(gong)司的(de)(de)“渠道(dao)商(shang)”。“該渠道(dao)商(shang)指向明(ming)確——中小商(shang)業、居民等數量龐大(da)、個(ge)體用(yong)電(dian)(dian)(dian)量不(bu)大(da)的(de)(de)用(yong)戶,這(zhe)些(xie)用(yong)戶將是獨(du)立(li)(li)售(shou)電(dian)(dian)(dian)公(gong)司粘性最強的(de)(de)‘鐵(tie)桿(gan)粉(fen)絲’,但(dan)目前(qian)這(zhe)批(pi)用(yong)戶大(da)部(bu)分在(zai)優(you)先購電(dian)(dian)(dian)的(de)(de)限(xian)制下并未進入市場(chang)(chang)。”
“發(fa)電(dian)(dian)背景售電(dian)(dian)企業的避險(xian)能力(li)(li),是獨(du)立售電(dian)(dian)無(wu)法企及的。獨(du)立售電(dian)(dian)公(gong)司遇到用戶(hu)用電(dian)(dian)較預(yu)計(合同(tong))較大波動時(shi),需(xu)通過市場(chang)交易進行調(diao)整,而(er)‘前(qian)店(dian)后廠’模式(shi)的避險(xian)能力(li)(li),讓獨(du)立售電(dian)(dian)公(gong)司很難在批發(fa)市場(chang)取得優勢。”谷(gu)峰(feng)補(bu)充道。
對此(ci),張(zhang)傳名認為,民營(ying)售(shou)電(dian)公(gong)司(si)(si)會分化,一部分成為電(dian)廠售(shou)電(dian)公(gong)司(si)(si)的渠道(dao)商(shang),一部分成為基(ji)于(yu)售(shou)電(dian)的綜合能源服務商(shang),而大部分會死(si)掉。廣東易電(dian)科技負責人則(ze)表示(shi),渠道(dao)商(shang)角色(se)是獨立售(shou)電(dian)公(gong)司(si)(si)的起點(dian),而不是終點(dian),未(wei)來(lai)還有很多空間等待獨立售(shou)電(dian)公(gong)司(si)(si)開辟。
