一、內蒙古深化新能源上網電價市場化改革背景是什么?

二、內蒙古新能源電價市場化改革的基礎條件如何?


內(nei)蒙古(gu)(gu)擁有全(quan)(quan)國(guo)一(yi)半以上(shang)(shang)的風能(neng)(neng)資(zi)源(yuan)(yuan)和(he)超五分(fen)之一(yi)的太陽能(neng)(neng)資(zi)源(yuan)(yuan),風光資(zi)源(yuan)(yuan)技術可開發(fa)量(liang)(liang)(liang)約108億千瓦,發(fa)展(zhan)新(xin)能(neng)(neng)源(yuan)(yuan)條(tiao)件得天(tian)獨(du)厚。按照自(zi)治區(qu)黨委、政府決策部(bu)署,近年(nian)來(lai)內(nei)蒙古(gu)(gu)搶(qiang)抓(zhua)發(fa)展(zhan)機遇,新(xin)能(neng)(neng)源(yuan)(yuan)發(fa)展(zhan)突飛(fei)猛進(jin)(jin)。2024年(nian)底(di),內(nei)蒙古(gu)(gu)自(zi)治區(qu)新(xin)能(neng)(neng)源(yuan)(yuan)總裝機規模(mo)達1.35億千瓦,全(quan)(quan)區(qu)年(nian)度(du)新(xin)能(neng)(neng)源(yuan)(yuan)累計發(fa)電(dian)(dian)量(liang)(liang)(liang)超2000億千瓦時。為促進(jin)(jin)新(xin)能(neng)(neng)源(yuan)(yuan)高質量(liang)(liang)(liang)發(fa)展(zhan),內(nei)蒙古(gu)(gu)充分(fen)發(fa)揮市(shi)(shi)場(chang)(chang)(chang)機制作(zuo)用,持續(xu)加快(kuai)電(dian)(dian)力市(shi)(shi)場(chang)(chang)(chang)建(jian)設,將上(shang)(shang)網(wang)(wang)電(dian)(dian)價市(shi)(shi)場(chang)(chang)(chang)化(hua)(hua)(hua)改(gai)革作(zuo)為重要內(nei)容(rong)和(he)主攻方向,新(xin)能(neng)(neng)源(yuan)(yuan)電(dian)(dian)價市(shi)(shi)場(chang)(chang)(chang)化(hua)(hua)(hua)改(gai)革大幅領(ling)先(xian)其他省(sheng)(市(shi)(shi)、區(qu)),除少量(liang)(liang)(liang)分(fen)布式(shi)(shi)光伏、分(fen)散式(shi)(shi)風電(dian)(dian)、扶貧光伏等新(xin)能(neng)(neng)源(yuan)(yuan)項目(mu)上(shang)(shang)網(wang)(wang)電(dian)(dian)量(liang)(liang)(liang)外(wai),集中式(shi)(shi)新(xin)能(neng)(neng)源(yuan)(yuan)項目(mu)上(shang)(shang)網(wang)(wang)電(dian)(dian)量(liang)(liang)(liang)已(yi)基(ji)本(ben)全(quan)(quan)部(bu)進(jin)(jin)入(ru)電(dian)(dian)力市(shi)(shi)場(chang)(chang)(chang),非(fei)市(shi)(shi)場(chang)(chang)(chang)化(hua)(hua)(hua)上(shang)(shang)網(wang)(wang)電(dian)(dian)量(liang)(liang)(liang)占比不(bu)足10%,基(ji)本(ben)實現(xian)國(guo)家要求(qiu)的新(xin)能(neng)(neng)源(yuan)(yuan)上(shang)(shang)網(wang)(wang)電(dian)(dian)量(liang)(liang)(liang)原則上(shang)(shang)全(quan)(quan)部(bu)進(jin)(jin)入(ru)電(dian)(dian)力市(shi)(shi)場(chang)(chang)(chang),上(shang)(shang)網(wang)(wang)電(dian)(dian)價通過(guo)市(shi)(shi)場(chang)(chang)(chang)交易形成,也為下一(yi)步深化(hua)(hua)(hua)改(gai)革奠定了堅實基(ji)礎和(he)有利條(tiao)件。


三、內蒙古深化新能源上網電價市場化改革的主要內容是什么


改(gai)革(ge)主要包(bao)括(kuo)三方面內容:一是推(tui)動新能(neng)源(風(feng)(feng)電(dian)(dian)(dian)、太陽(yang)能(neng)發(fa)電(dian)(dian)(dian))上(shang)網電(dian)(dian)(dian)量(liang)(liang)(liang)(liang)(liang)全(quan)面進(jin)入(ru)電(dian)(dian)(dian)力(li)(li)(li)市(shi)(shi)場(chang),通(tong)過(guo)市(shi)(shi)場(chang)交(jiao)易(yi)形(xing)成價(jia)格。目(mu)前,我區集(ji)中式新能(neng)源項(xiang)(xiang)(xiang)(xiang)目(mu)上(shang)網電(dian)(dian)(dian)量(liang)(liang)(liang)(liang)(liang)已基本(ben)全(quan)部(bu)(bu)(bu)進(jin)入(ru)電(dian)(dian)(dian)力(li)(li)(li)市(shi)(shi)場(chang)交(jiao)易(yi),剩(sheng)余分布式光伏、分散式風(feng)(feng)電(dian)(dian)(dian)等新能(neng)源項(xiang)(xiang)(xiang)(xiang)目(mu)上(shang)網電(dian)(dian)(dian)量(liang)(liang)(liang)(liang)(liang)也將(jiang)按(an)照改(gai)革(ge)要求全(quan)部(bu)(bu)(bu)進(jin)入(ru)電(dian)(dian)(dian)力(li)(li)(li)市(shi)(shi)場(chang),上(shang)網電(dian)(dian)(dian)價(jia)通(tong)過(guo)市(shi)(shi)場(chang)交(jiao)易(yi)形(xing)成。二是建(jian)立新能(neng)源可持(chi)續發(fa)展(zhan)結(jie)算(suan)機制(zhi)。納入(ru)機制(zhi)范圍(wei)的電(dian)(dian)(dian)量(liang)(liang)(liang)(liang)(liang),市(shi)(shi)場(chang)交(jiao)易(yi)均價(jia)低于或高于機制(zhi)電(dian)(dian)(dian)價(jia)的部(bu)(bu)(bu)分開展(zhan)差(cha)(cha)價(jia)結(jie)算(suan),當市(shi)(shi)場(chang)交(jiao)易(yi)價(jia)格低于機制(zhi)電(dian)(dian)(dian)價(jia)時給予差(cha)(cha)價(jia)補(bu)償(chang),高于機制(zhi)電(dian)(dian)(dian)價(jia)時扣(kou)除(chu)差(cha)(cha)價(jia)。通(tong)過(guo)“多退(tui)少補(bu)”的差(cha)(cha)價(jia)結(jie)算(suan)方式,使原“具有(you)保(bao)障性質”的上(shang)網電(dian)(dian)(dian)量(liang)(liang)(liang)(liang)(liang)收(shou)益(yi)保(bao)持(chi)相對(dui)穩定,做好改(gai)革(ge)前后政策(ce)銜接(jie),使企業有(you)合理穩定的預(yu)期。三是存(cun)(cun)量(liang)(liang)(liang)(liang)(liang)項(xiang)(xiang)(xiang)(xiang)目(mu)的機制(zhi)電(dian)(dian)(dian)價(jia)與(yu)現行政策(ce)妥善(shan)銜接(jie),保(bao)持(chi)存(cun)(cun)量(liang)(liang)(liang)(liang)(liang)項(xiang)(xiang)(xiang)(xiang)目(mu)收(shou)益(yi)相對(dui)穩定;增(zeng)量(liang)(liang)(liang)(liang)(liang)項(xiang)(xiang)(xiang)(xiang)目(mu)按(an)市(shi)(shi)場(chang)化的原則全(quan)部(bu)(bu)(bu)進(jin)入(ru)市(shi)(shi)場(chang),暫不安排(pai)機制(zhi)電(dian)(dian)(dian)量(liang)(liang)(liang)(liang)(liang),后續根據年(nian)度(du)非水電(dian)(dian)(dian)可再(zai)生(sheng)能(neng)源電(dian)(dian)(dian)力(li)(li)(li)消納責任權重完成情況,以及用戶(hu)承受能(neng)力(li)(li)(li)等因素,結(jie)合電(dian)(dian)(dian)力(li)(li)(li)市(shi)(shi)場(chang)運行實際及新能(neng)源項(xiang)(xiang)(xiang)(xiang)目(mu)收(shou)益(yi)等再(zai)行統籌考慮(lv)。


四、內蒙古和兄弟省(區、市)新能源上網電價市場化改革有何不同?

五、確定存量項目機制電量規模和機制電價水平的考慮是什么?對存量項目收益是否會產生影響?


2025年(nian)6月1日(ri)前投產的新能源(yuan)項目,按(an)照(zhao)國家改革(ge)總體原(yuan)則(ze)要求,我區(qu)妥善銜接“具(ju)有(you)保(bao)障性質(zhi)(zhi)”的電(dian)(dian)量規模(mo)、電(dian)(dian)價水(shui)平(ping),按(an)照(zhao)保(bao)持(chi)“具(ju)有(you)保(bao)障性質(zhi)(zhi)”的這(zhe)部分上網電(dian)(dian)量收(shou)益基(ji)本穩定的原(yuan)則(ze),確(que)定納入可持(chi)續發展(zhan)的價格結算機制的電(dian)(dian)量規模(mo)和(he)機制電(dian)(dian)價水(shui)平(ping)。


納入可持續(xu)發展價格結算(suan)機制(zhi)的電(dian)(dian)(dian)(dian)(dian)(dian)(dian)量主要是:分布式光(guang)(guang)伏(fu)、分散式風電(dian)(dian)(dian)(dian)(dian)(dian)(dian)、扶貧光(guang)(guang)伏(fu)、光(guang)(guang)熱發電(dian)(dian)(dian)(dian)(dian)(dian)(dian)等未進(jin)入電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力市(shi)(shi)場(chang)交易的上網電(dian)(dian)(dian)(dian)(dian)(dian)(dian)量;按照(zhao)改(gai)革(ge)前后(hou)(hou)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)費收入基(ji)本穩定原則(ze),測算(suan)帶補(bu)貼(tie)風電(dian)(dian)(dian)(dian)(dian)(dian)(dian)、帶補(bu)貼(tie)光(guang)(guang)伏(fu)、風電(dian)(dian)(dian)(dian)(dian)(dian)(dian)特許(xu)權項目(mu)、光(guang)(guang)伏(fu)領跑者項目(mu)優(you)(you)先(xian)發電(dian)(dian)(dian)(dian)(dian)(dian)(dian)計(ji)劃(hua)小時數(shu)。同時,考慮蒙東電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網現貨市(shi)(shi)場(chang)未連(lian)續(xu)運行(xing)時分攤調峰(feng)輔助服(fu)務費用的實際,針對蒙東電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網現貨市(shi)(shi)場(chang)連(lian)續(xu)運行(xing)前后(hou)(hou)兩個階段,分別設置了兩段不同的機制(zhi)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)量對應“保(bao)量保(bao)價”優(you)(you)先(xian)發電(dian)(dian)(dian)(dian)(dian)(dian)(dian)計(ji)劃(hua)小時數(shu)。


納入可(ke)持續發展價(jia)格結算機制(zhi)的電(dian)價(jia)水平:參照全國各省通(tong)行做(zuo)法,以上機制(zhi)電(dian)量的機制(zhi)電(dian)價(jia)設定(ding)為蒙(meng)西、蒙(meng)東煤電(dian)基準(zhun)價(jia)(0.2829元(yuan)/千(qian)瓦時、0.3035元(yuan)/千(qian)瓦時)。


通過(guo)銜接改革前后(hou)政策,一(yi)方面保(bao)持存量新能(neng)源項目“具有(you)保(bao)障(zhang)性(xing)質”電量的收(shou)益(yi)基(ji)本穩(wen)(wen)定(ding),穩(wen)(wen)定(ding)了(le)發(fa)電企業(ye)的預期;另一(yi)方面避免因改革增加工商(shang)業(ye)用戶電價負擔,持續保(bao)持我區(qu)電價優勢(shi),為項目投資和產業(ye)發(fa)展提供支撐保(bao)障(zhang)。


六、增量項目納入可持續發展價格結算機制的電量是怎么考慮的?


2025年6月1日后(hou)(hou)投產的新(xin)能源(yuan)(yuan)(yuan)項(xiang)(xiang)(xiang)目(mu)(mu),按照(zhao)市(shi)(shi)場(chang)(chang)化原則全部進入市(shi)(shi)場(chang)(chang),暫不設置新(xin)增機制電(dian)量(liang)規模。按照(zhao)自治(zhi)區黨委、政府決策部署(shu),內蒙(meng)古深化新(xin)能源(yuan)(yuan)(yuan)上(shang)網電(dian)價市(shi)(shi)場(chang)(chang)化改(gai)革(ge)將繼續(xu)堅(jian)持走(zou)在前、做表率,堅(jian)決扛起市(shi)(shi)場(chang)(chang)化改(gai)革(ge)大旗不動搖,促進新(xin)能源(yuan)(yuan)(yuan)高質量(liang)、可持續(xu)發展。對6月1日后(hou)(hou)投產的集(ji)中式新(xin)能源(yuan)(yuan)(yuan)項(xiang)(xiang)(xiang)目(mu)(mu),繼續(xu)按照(zhao)平價項(xiang)(xiang)(xiang)目(mu)(mu)直接參(can)與(yu)電(dian)力(li)市(shi)(shi)場(chang)(chang)交易,分(fen)布式(分(fen)散式)新(xin)能源(yuan)(yuan)(yuan)項(xiang)(xiang)(xiang)目(mu)(mu)與(yu)集(ji)中式項(xiang)(xiang)(xiang)目(mu)(mu)一樣公平參(can)與(yu)市(shi)(shi)場(chang)(chang)。但《實(shi)施(shi)方案》預留(liu)了增量(liang)項(xiang)(xiang)(xiang)目(mu)(mu)的競(jing)價機制安排,后(hou)(hou)續(xu)年度(du)(du)根據年度(du)(du)非水電(dian)可再生能源(yuan)(yuan)(yuan)電(dian)力(li)消納責任權(quan)重完成情況,以及用戶承(cheng)受能力(li)等因素,結合電(dian)力(li)市(shi)(shi)場(chang)(chang)運(yun)行實(shi)際及新(xin)能源(yuan)(yuan)(yuan)項(xiang)(xiang)(xiang)目(mu)(mu)收益等再行統籌考慮是(shi)否新(xin)增納入機制的電(dian)量(liang)。


七、未來內蒙古自治區新能源項目投資的預期如何?


為穩定新(xin)(xin)(xin)能(neng)源(yuan)(yuan)項(xiang)目(mu)投資預期,內(nei)蒙(meng)古多措并(bing)舉促進新(xin)(xin)(xin)能(neng)源(yuan)(yuan)消納。一是支持(chi)儲(chu)(chu)能(neng)產(chan)業(ye)(ye)(ye)加快(kuai)發展(zhan)(zhan)。自治區能(neng)源(yuan)(yuan)局(ju)制(zhi)定印(yin)發《關于加快(kuai)新(xin)(xin)(xin)型儲(chu)(chu)能(neng)建設的(de)通(tong)知(zhi)》,進一步推(tui)動全區新(xin)(xin)(xin)型儲(chu)(chu)能(neng)加快(kuai)建設,切實有(you)效(xiao)提升(sheng)電力系統調節能(neng)力;規劃布(bu)局(ju)一批抽水(shui)蓄(xu)能(neng)項(xiang)目(mu),除已投運的(de)呼(hu)和(he)浩特抽水(shui)蓄(xu)能(neng)外,5個抽水(shui)蓄(xu)能(neng)項(xiang)目(mu)已開工或(huo)正在(zai)(zai)開展(zhan)(zhan)前期工作。二是積極招商引資擴大(da)用(yong)電負荷(he)。近年(nian)來,隨著我(wo)區綠電優(you)勢(shi)、電價(jia)優(you)勢(shi)進一步顯現,算力產(chan)業(ye)(ye)(ye)、數據產(chan)業(ye)(ye)(ye)在(zai)(zai)內(nei)蒙(meng)古加速布(bu)局(ju),在(zai)(zai)擴大(da)投資、消納新(xin)(xin)(xin)能(neng)源(yuan)(yuan)方面展(zhan)(zhan)現積極的(de)影響。三是通(tong)過市(shi)場(chang)價(jia)格信號引導合(he)理(li)投資。持(chi)續(xu)加快(kuai)電力市(shi)場(chang)建設,通(tong)過價(jia)格信號引導新(xin)(xin)(xin)能(neng)源(yuan)(yuan)項(xiang)目(mu)合(he)理(li)布(bu)局(ju)在(zai)(zai)負荷(he)中心(xin),有(you)效(xiao)減少(shao)“棄(qi)風棄(qi)光”。
