1月9日,上海(hai)市人(ren)民政府印發《上海(hai)市新型儲能示范引領(ling)創新發展工作方案(an)(2025—2030年)》(以(yi)下簡(jian)稱(cheng)《方案(an)》)的通知。
《方案》指出,著力攻(gong)堅長時儲(chu)能(neng)(neng)技術(shu),重點突破高(gao)安全(quan)、高(gao)能(neng)(neng)量密度(du)全(quan)固(gu)態電(dian)(dian)池(chi)高(gao)導電(dian)(dian)性(xing)固(gu)體電(dian)(dian)解質、固(gu)/固(gu)界面、器件制備與集成等(deng)關鍵(jian)技術(shu)。推(tui)動超(chao)(chao)級電(dian)(dian)容(rong)器、飛輪儲(chu)能(neng)(neng)、超(chao)(chao)高(gao)溫熔(rong)鹽和(he)熱(re)化學儲(chu)熱(re)等(deng)儲(chu)能(neng)(neng)技術(shu)持續進(jin)步。

上海市新型儲能示范引領創新發展工作方案(2025—2030年)
新型(xing)(xing)儲能(neng)(neng)是建設新型(xing)(xing)能(neng)(neng)源(yuan)體系、保障能(neng)(neng)源(yuan)電力安全和(he)(he)自主可(ke)控的重要(yao)(yao)基礎(chu)裝備和(he)(he)關(guan)鍵支撐技術,對(dui)促(cu)進(jin)經(jing)濟(ji)社會(hui)發(fa)展和(he)(he)全面綠色轉型(xing)(xing)具有(you)重要(yao)(yao)意(yi)義(yi)。為加快推(tui)動本市新型(xing)(xing)儲能(neng)(neng)產業集聚和(he)(he)高(gao)質量創(chuang)新發(fa)展,培育新質生產力,制(zhi)定(ding)本工(gong)作方案。
一、加強新型(xing)儲能發展(zhan)的頂層(ceng)設(she)計
堅持一張藍圖(tu)規(gui)劃(hua)、特色應(ying)用(yong)示(shi)范、科技(ji)創新(xin)(xin)(xin)驅動、高端產(chan)(chan)業(ye)(ye)引領(ling)(ling),推動新(xin)(xin)(xin)型(xing)(xing)(xing)儲能(neng)與新(xin)(xin)(xin)型(xing)(xing)(xing)電力(li)系(xi)統、新(xin)(xin)(xin)型(xing)(xing)(xing)產(chan)(chan)業(ye)(ye)體系(xi)、新(xin)(xin)(xin)型(xing)(xing)(xing)交通體系(xi)、重點(dian)區域發展(zhan)多方協同。到2026年,建立新(xin)(xin)(xin)型(xing)(xing)(xing)儲能(neng)核心技(ji)術裝備產(chan)(chan)業(ye)(ye)鏈,打(da)造2個新(xin)(xin)(xin)型(xing)(xing)(xing)儲能(neng)產(chan)(chan)業(ye)(ye)園,培育10家以上具有(you)產(chan)(chan)業(ye)(ye)帶動效應(ying)的(de)優質企(qi)業(ye)(ye),力(li)爭(zheng)應(ying)用(yong)規(gui)模(mo)80萬千(qian)(qian)瓦以上,儲能(neng)削(xue)峰初見成效,帶動產(chan)(chan)業(ye)(ye)規(gui)模(mo)近千(qian)(qian)億級。到2030年,引育結合形成千(qian)(qian)億級規(gui)模(mo)領(ling)(ling)軍企(qi)業(ye)(ye),力(li)爭(zheng)應(ying)用(yong)規(gui)模(mo)超過200萬千(qian)(qian)瓦,實現尖峰負荷全削(xue)減,帶動產(chan)(chan)業(ye)(ye)規(gui)模(mo)再(zai)翻(fan)番。
二、建設多(duo)元開放的示范應(ying)用場(chang)景(jing)
(一)科學布局獨立儲能電站
發揮新型(xing)(xing)儲(chu)能(neng)(neng)(neng)“支撐電(dian)(dian)力(li)頂峰、快速補強電(dian)(dian)網薄弱(ruo)環節、促進新能(neng)(neng)(neng)源(yuan)(yuan)消納”作用(yong),利用(yong)好既有(you)能(neng)(neng)(neng)源(yuan)(yuan)電(dian)(dian)力(li)設(she)施場地(di)資源(yuan)(yuan)和(he)接入(ru)條件(jian),合理布局、滾(gun)動(dong)實施獨立(li)儲(chu)能(neng)(neng)(neng)電(dian)(dian)站建(jian)(jian)設(she)(指獨立(li)并入(ru)公(gong)共電(dian)(dian)網,具備獨立(li)計(ji)量和(he)發電(dian)(dian)自(zi)動(dong)控(kong)制功能(neng)(neng)(neng),充(chong)電(dian)(dian)功率(lv)1萬千(qian)瓦及以(yi)(yi)上的(de)(de)儲(chu)能(neng)(neng)(neng)電(dian)(dian)站),探索符合超大(da)型(xing)(xing)資源(yuan)(yuan)輸入(ru)城市特點的(de)(de)獨立(li)儲(chu)能(neng)(neng)(neng)發展(zhan)模式(shi)。2025年1月1日起,新開(kai)工(含升級改造(zao))集中(zhong)式(shi)陸上風電(dian)(dian),按照不低于裝機容(rong)量的(de)(de)20%、額定充(chong)放電(dian)(dian)時(shi)長不低于4小時(shi)配(pei)置(zhi)(zhi)新型(xing)(xing)儲(chu)能(neng)(neng)(neng),新建(jian)(jian)海上風電(dian)(dian)按照競(jing)爭配(pei)置(zhi)(zhi)要求配(pei)置(zhi)(zhi);采用(yong)獨立(li)儲(chu)能(neng)(neng)(neng)電(dian)(dian)站形式(shi)建(jian)(jian)設(she),通過自(zi)建(jian)(jian)、合建(jian)(jian)或容(rong)量租賃的(de)(de)模式(shi)實現。以(yi)(yi)投資為(wei)紐帶(dai),在華(hua)東(dong)區域布局抽水蓄能(neng)(neng)(neng),提升電(dian)(dian)網整(zheng)體峰谷調節能(neng)(neng)(neng)力(li)和(he)運行水平。
(二)加快創建車網互動(dong)(V2G)示范(fan)應用城市
強化樁、網、車(che)三端(duan)(duan)支撐,加(jia)快發(fa)展V2G應用(yong)場景。樁端(duan)(duan)加(jia)快推進(jin)小區V2G體系建(jian)(jian)設,穩步(bu)推進(jin)公(gong)共(gong)充(chong)(chong)電(dian)場站V2G示(shi)范項目,力爭到(dao)2030年,完成(cheng)3-5萬個智能(neng)(neng)充(chong)(chong)放(fang)電(dian)樁建(jian)(jian)設。網端(duan)(duan)加(jia)快開(kai)發(fa)和(he)(he)優化新型儲能(neng)(neng)智能(neng)(neng)聚合系統(tong)。研究(jiu)出臺充(chong)(chong)放(fang)電(dian)分時電(dian)價(jia)機制,遠期結合電(dian)力市場建(jian)(jian)設,引導用(yong)戶(hu)常態(tai)化有序充(chong)(chong)電(dian)和(he)(he)尖峰時段放(fang)電(dian)并獲(huo)得(de)穩定(ding)收益。車(che)端(duan)(duan)結合本市新能(neng)(neng)源車(che)政策,推動車(che)輛開(kai)放(fang)和(he)(he)完善放(fang)電(dian)功能(neng)(neng),明確放(fang)電(dian)技(ji)術、頻次要求(qiu),研究(jiu)建(jian)(jian)立(li)車(che)網互動的測(ce)試和(he)(he)標準體系,完善車(che)輛電(dian)池(chi)放(fang)電(dian)質保(bao)體系和(he)(he)保(bao)險機制。
(三)靈(ling)活發展用(yong)戶(hu)側新(xin)型儲能
聚焦工業(ye)(ye)園區、數據中心(xin)、通信基站(zhan)、光(guang)儲(chu)充(chong)一體(ti)化充(chong)電站(zhan)、制(zhi)氫加氫一體(ti)站(zhan)、商業(ye)(ye)綜(zong)合體(ti)、軌道交通和(he)重要用(yong)戶定(ding)制(zhi)化服務等一批(pi)應用(yong)場景,建(jian)設(she)功能(neng)多樣、經濟性好、安(an)全靈活(huo)的(de)新(xin)型儲(chu)能(neng)設(she)施(shi)。支持企(qi)業(ye)(ye)用(yong)戶結(jie)合保障應急供(gong)電、降低用(yong)電費用(yong)和(he)擴容需求、滿(man)足供(gong)電可靠性和(he)電能(neng)質量的(de)需要,靈活(huo)建(jian)設(she)新(xin)型儲(chu)能(neng)。用(yong)戶側新(xin)型儲(chu)能(neng)項(xiang)目由用(yong)戶自主管理,不獨立并入公共(gong)電網。
(四)適度超(chao)前布(bu)局(ju)氫基能源
以綠(lv)醇(chun)綠(lv)氨(an)(an)為重點,遠期形成(cheng)臨港新片區(qu)(qu)、嘉定(ding)區(qu)(qu)、化工(gong)區(qu)(qu)、外高(gao)(gao)橋區(qu)(qu)域四大(da)氫基能源(yuan)基地(di)(di)布(bu)局(ju)。綠(lv)醇(chun)面向航(hang)運持續提(ti)升加注(zhu)能力,在布(bu)局(ju)市外產能的同時,發揮好本地(di)(di)資源(yuan)“壓艙(cang)石”作用。綠(lv)氨(an)(an)聚焦煤(mei)電(dian)摻(chan)燒(shao),在化工(gong)區(qu)(qu)布(bu)局(ju)綠(lv)氨(an)(an)示范工(gong)廠(chang),推動生(sheng)產成(cheng)本下降,結合火(huo)電(dian)項(xiang)目建(jian)設和升級(ji)改造開(kai)展綠(lv)氨(an)(an)摻(chan)燒(shao)示范,逐步提(ti)高(gao)(gao)摻(chan)燒(shao)比例,為大(da)規(gui)模可再生(sheng)能源(yuan)消納(na)開(kai)拓新途徑。
(五(wu))推進特色示范場景建設
鼓(gu)勵火電機組合理配置新型(xing)(xing)儲(chu)能(neng)(neng),提升調節能(neng)(neng)力和整體效益。在(zai)(zai)臨港新片區建設涵蓋風(feng)、光、儲(chu)、氫(qing)等源網荷儲(chu)一體化和多(duo)能(neng)(neng)互補(bu)的儲(chu)能(neng)(neng)發展模(mo)式。在(zai)(zai)崇明區推進“可(ke)再(zai)生能(neng)(neng)源+儲(chu)能(neng)(neng)”和多(duo)能(neng)(neng)互補(bu)示范場景落地。在(zai)(zai)奉賢區既有退役電廠(chang)場址建設多(duo)種新型(xing)(xing)儲(chu)能(neng)(neng)技(ji)術路線對比測試(shi)示范基地。在(zai)(zai)城市軌(gui)道交通領域,推動(dong)飛輪儲(chu)能(neng)(neng)在(zai)(zai)再(zai)生制動(dong)能(neng)(neng)量回收場景中(zhong)的應用。
三、打造(zao)引領產業發展的技術創新高地
(一(yi))支(zhi)持全過程安(an)全技(ji)術開(kai)發
加(jia)快推動(dong)電池本質安(an)(an)全(quan)控(kong)制(zhi)(zhi)、安(an)(an)全(quan)預警、防(fang)護結構、循環(huan)壽(shou)命快速檢測和老化(hua)狀態評價、高效滅(mie)火(huo)(huo)及(ji)防(fang)復燃(ran)、儲能(neng)電站整(zheng)體安(an)(an)全(quan)性設(she)計等關(guan)鍵技術研(yan)(yan)發和標準研(yan)(yan)究。研(yan)(yan)發儲能(neng)用(yong)電池管理系統及(ji)核(he)心設(she)備故障診斷、安(an)(an)全(quan)預警裝(zhuang)置,推動(dong)高精度儲能(neng)用(yong)電池熱管理系統及(ji)高響應級明火(huo)(huo)抑制(zhi)(zhi)裝(zhuang)備應用(yong)。
(二)加強(qiang)新型儲能(neng)高效集成技術開發
推動集中(zhong)式(shi)、組串式(shi)、集散式(shi)、高壓(ya)級(ji)聯、分布式(shi)能(neng)源塊(kuai)等系統集成(cheng)多線路發(fa)(fa)展。研(yan)究(jiu)安(an)全(quan)、高效和低(di)成(cheng)本電池(chi)(chi)管(guan)(guan)(guan)理(li)系統,推廣(guang)液冷電池(chi)(chi)管(guan)(guan)(guan)理(li)系統。發(fa)(fa)展全(quan)量(liang)接入、云(yun)邊(bian)一體、拓展靈活、策略智能(neng)等能(neng)量(liang)管(guan)(guan)(guan)理(li)系統,推動儲能(neng)變流(liu)器的構網型技術應用。促進(jin)儲能(neng)變流(liu)器、電池(chi)(chi)管(guan)(guan)(guan)理(li)系統、能(neng)量(liang)管(guan)(guan)(guan)理(li)系統等產業(ye)落地(di)。
(三)探索新型儲(chu)能調節能力技術
圍(wei)繞“光(guang)儲(chu)端信”創新應用(yong),研究“源(yuan)(yuan)-網-荷”各側儲(chu)能(neng)集群、分區分類(lei)、智(zhi)能(neng)協同控制關鍵技術,深化儲(chu)能(neng)技術與光(guang)伏、物聯傳感、能(neng)源(yuan)(yuan)信息等技術的跨界融合。攻關系統熱管理、充(chong)放電管理、智(zhi)能(neng)運維、應急響應等控制技術,提升(sheng)系統可(ke)用(yong)容量及可(ke)用(yong)度。
(四)布(bu)局前瞻性儲(chu)能關鍵技術(shu)
著力攻(gong)堅(jian)長時儲能(neng)(neng)(neng)技(ji)(ji)(ji)術(shu),重點(dian)突破高安(an)(an)全(quan)(quan)、高能(neng)(neng)(neng)量密(mi)度全(quan)(quan)固態電(dian)(dian)池高導(dao)(dao)電(dian)(dian)性(xing)(xing)固體電(dian)(dian)解(jie)質(zhi)、固/固界面、器(qi)件制備與集成等關鍵技(ji)(ji)(ji)術(shu)。研究超(chao)導(dao)(dao)儲能(neng)(neng)(neng)、金屬(shu)-空氣(qi)電(dian)(dian)池、鉛炭石墨(mo)烯電(dian)(dian)池、高安(an)(an)全(quan)(quan)性(xing)(xing)水系電(dian)(dian)池等前沿儲能(neng)(neng)(neng)技(ji)(ji)(ji)術(shu)。推動超(chao)級電(dian)(dian)容器(qi)、飛輪儲能(neng)(neng)(neng)、超(chao)高溫熔鹽和熱化學儲熱等儲能(neng)(neng)(neng)技(ji)(ji)(ji)術(shu)持續進步。
四(si)、布局(ju)均(jun)衡(heng)協調的產業發展格局(ju)
(一)提升電池儲能產品開發和制造(zao)能力(li)

(二)推動多種儲能裝備和(he)材料規模化(hua)發展
關(guan)于壓縮空(kong)氣儲(chu)(chu)(chu)能(neng),引導技術(shu)(shu)(shu)裝備向百兆瓦(wa)級大規模發展,重點(dian)推動大規模先(xian)進(jin)(jin)壓縮空(kong)氣系統、高(gao)(gao)負荷多(duo)級離心壓縮機等(deng)技術(shu)(shu)(shu)開發與設計制(zhi)造,加速形成(cheng)(cheng)先(xian)進(jin)(jin)壓縮空(kong)氣儲(chu)(chu)(chu)能(neng)核心高(gao)(gao)端裝備的(de)(de)規模化(hua)制(zhi)造優勢。關(guan)于熱(re)(re)儲(chu)(chu)(chu)能(neng),攻關(guan)顯(xian)熱(re)(re)儲(chu)(chu)(chu)熱(re)(re)技術(shu)(shu)(shu),研發寬溫域、低熔(rong)點(dian)、高(gao)(gao)比熱(re)(re)、低腐蝕(shi)性的(de)(de)高(gao)(gao)溫熔(rong)鹽材料和(he)高(gao)(gao)導熱(re)(re)、高(gao)(gao)熱(re)(re)容的(de)(de)耐高(gao)(gao)溫陶瓷(ci)、金(jin)屬氧(yang)化(hua)物(wu)固體材料,結合火電(dian)機組抽(chou)汽調峰等(deng)場景形成(cheng)(cheng)規模化(hua)儲(chu)(chu)(chu)熱(re)(re)能(neng)力;攻關(guan)潛(qian)熱(re)(re)(相(xiang)變)儲(chu)(chu)(chu)熱(re)(re)技術(shu)(shu)(shu),研發高(gao)(gao)密度、高(gao)(gao)導熱(re)(re)多(duo)元(yuan)復(fu)(fu)合相(xiang)變組合和(he)納米復(fu)(fu)合等(deng)材料,豐(feng)富余廢熱(re)(re)資(zi)源(yuan)在工商業領域的(de)(de)有效應用。關(guan)于氫儲(chu)(chu)(chu)能(neng),攻關(guan)催化(hua)劑、膜材料等(deng)制(zhi)氫關(guan)鍵技術(shu)(shu)(shu),研發低成(cheng)(cheng)本高(gao)(gao)壓儲(chu)(chu)(chu)氫、低溫液態儲(chu)(chu)(chu)氫、固態儲(chu)(chu)(chu)氫、長距離管道輸氫等(deng)儲(chu)(chu)(chu)運關(guan)鍵材料及裝備,提(ti)高(gao)(gao)安全(quan)性和(he)經濟(ji)性。
(三)加快發展新型儲能技術(shu)服務產業
鼓勵企業(ye)和行(xing)業(ye)協會(hui)聯動上下(xia)游(you)供應鏈、高校、研發機構,開展系統集(ji)成聚(ju)合、共性技術(shu)研發、檢測(ce)認(ren)(ren)(ren)證(zheng)、智能運維、安(an)全預警等技術(shu)服務。建立產品標準,健(jian)全檢驗檢測(ce)體系,培育市級產品質檢中心,推動認(ren)(ren)(ren)證(zheng)制(zhi)度實施(shi),積極培育檢測(ce)認(ren)(ren)(ren)證(zheng)機構。
(四)培育新型儲能產業空間載體
在(zai)臨(lin)港新(xin)片區(qu)(qu)推(tui)動(dong)新(xin)型儲(chu)能產(chan)業園建設(she),建立(li)新(xin)型儲(chu)能裝備(bei)制(zhi)造(zao)(zao)(zao)業創新(xin)中心(xin)。在(zai)松江區(qu)(qu)打造(zao)(zao)(zao)集(ji)研發(fa)制(zhi)造(zao)(zao)(zao)、系統集(ji)成、場景應(ying)用及后市場服(fu)務等于一(yi)體的(de)儲(chu)能服(fu)務制(zhi)造(zao)(zao)(zao)產(chan)業集(ji)聚區(qu)(qu)。
五、健全規范可靠的管(guan)理體系
(一)強化獨立儲能電(dian)站管理(li)
制訂全市獨立儲(chu)能電站年度(du)建設(she)計(ji)劃(hua)。獨立儲(chu)能電站項(xiang)目可制訂建設(she)方案,獲電網企業支持(chi)意(yi)見后(hou),報(bao)經相(xiang)關部(bu)門評審符合選址(zhi)、技術要求(qiu)的,納(na)入計(ji)劃(hua)后(hou)可享受充放電價格(ge)與容量補(bu)貼政策。
(二(er))規(gui)范項(xiang)目建設管(guan)理
新(xin)型儲能(neng)項(xiang)目(mu)(mu)(mu)實行(xing)分類分級(ji)管理(li),其(qi)中(zhong),獨立儲能(neng)電站報市級(ji)相關部門備案;火電機組配置儲能(neng)項(xiang)目(mu)(mu)(mu)報市級(ji)相關部門備案,作為附屬設(she)(she)施隨電源項(xiang)目(mu)(mu)(mu)一(yi)同管理(li);用戶側儲能(neng)項(xiang)目(mu)(mu)(mu)報區級(ji)相關部門備案,作為用戶附屬設(she)(she)施隨用戶主體項(xiang)目(mu)(mu)(mu)一(yi)同管理(li)。新(xin)型儲能(neng)項(xiang)目(mu)(mu)(mu)備案后企業(ye)需編制項(xiang)目(mu)(mu)(mu)實施方案,委托第三方評估機構出具評審意見,并(bing)落(luo)實各項(xiang)建設(she)(she)條件,確(que)保開工前置程(cheng)序合(he)法合(he)規。
(三)強化項目用(yong)地管(guan)理
對(dui)(dui)已備案并落實建(jian)設(she)條件的(de)新型(xing)儲(chu)(chu)能(neng)(neng)項(xiang)目(mu)予以用(yong)(yong)(yong)(yong)地(di)(di)支持。獨(du)立(li)儲(chu)(chu)能(neng)(neng)電站(zhan)如(ru)涉及獨(du)立(li)占地(di)(di)需(xu)(xu)求,按照公用(yong)(yong)(yong)(yong)設(she)施優先(xian)安排(pai)用(yong)(yong)(yong)(yong)地(di)(di)。對(dui)(dui)關(guan)停退役能(neng)(neng)源設(she)施場址應全面予以保留,優先(xian)布局獨(du)立(li)儲(chu)(chu)能(neng)(neng)電站(zhan),鼓勵利(li)用(yong)(yong)(yong)(yong)海上風(feng)電預留用(yong)(yong)(yong)(yong)地(di)(di)建(jian)設(she)獨(du)立(li)儲(chu)(chu)能(neng)(neng)電站(zhan)。火電機組配(pei)置儲(chu)(chu)能(neng)(neng)項(xiang)目(mu)、用(yong)(yong)(yong)(yong)戶側(ce)儲(chu)(chu)能(neng)(neng)項(xiang)目(mu)原則上不獨(du)立(li)新征用(yong)(yong)(yong)(yong)地(di)(di);對(dui)(dui)確有用(yong)(yong)(yong)(yong)地(di)(di)需(xu)(xu)求且周邊有供地(di)(di)條件的(de),經所在區同意,可按照原主(zhu)體項(xiang)目(mu)用(yong)(yong)(yong)(yong)地(di)(di)性質(zhi)新征用(yong)(yong)(yong)(yong)地(di)(di)。支持用(yong)(yong)(yong)(yong)戶在主(zhu)體項(xiang)目(mu)用(yong)(yong)(yong)(yong)地(di)(di)范圍(wei)內優化(hua)布局,對(dui)(dui)符合入樓配(pei)置的(de)儲(chu)(chu)能(neng)(neng)項(xiang)目(mu),適(shi)當放寬主(zhu)體項(xiang)目(mu)容積率要求。
(四)優化項(xiang)目電力配套
對(dui)已(yi)完成備案并(bing)(bing)落實建設(she)條(tiao)件的新型(xing)儲能(neng)項目予(yu)以電力配套(tao)支持,其配套(tao)接入(ru)電網工程(cheng)視同納入(ru)市級電網規劃。對(dui)獨立(li)儲能(neng)電站,電網企業按照要求優化接入(ru)服(fu)務(wu),簡化配套(tao)接入(ru)工程(cheng)建設(she)管(guan)理流程(cheng),及時(shi)出具并(bing)(bing)網意見(jian),做好并(bing)(bing)網調試(shi)驗收、充(chong)放電量計(ji)量等涉網服(fu)務(wu),確保(bao)接入(ru)工程(cheng)滿足建設(she)進度要求。
(五)強(qiang)化項目安(an)全管(guan)理
企業應(ying)落(luo)實(shi)(shi)安全生(sheng)產(chan)和(he)(he)(he)消(xiao)(xiao)防(fang)安全主體責(ze)任(ren)(ren)(ren),加(jia)強新(xin)型(xing)儲(chu)能項目(mu)(mu)全過程(cheng)質量(liang)管理(li),項目(mu)(mu)投(tou)產(chan)前應(ying)按照(zhao)相關(guan)規(gui)定組織竣工(gong)驗(yan)收(shou)并及時(shi)申(shen)報(bao)(bao)消(xiao)(xiao)防(fang)驗(yan)收(shou)、備案(an)。新(xin)型(xing)儲(chu)能項目(mu)(mu)屬特(te)殊建設工(gong)程(cheng)的,應(ying)申(shen)報(bao)(bao)建設工(gong)程(cheng)消(xiao)(xiao)防(fang)設計審查(cha)和(he)(he)(he)消(xiao)(xiao)防(fang)驗(yan)收(shou);屬其他建設工(gong)程(cheng)的,應(ying)申(shen)報(bao)(bao)消(xiao)(xiao)防(fang)驗(yan)收(shou)備案(an)和(he)(he)(he)抽查(cha)。各相關(guan)部門(men)和(he)(he)(he)單位按照(zhao)職責(ze)落(luo)實(shi)(shi)儲(chu)能項目(mu)(mu)監(jian)督(du)和(he)(he)(he)管理(li)責(ze)任(ren)(ren)(ren),加(jia)強對(dui)儲(chu)能電(dian)站(zhan)消(xiao)(xiao)防(fang)、產(chan)品質量(liang)的監(jian)管。各區落(luo)實(shi)(shi)屬地安全監(jian)管責(ze)任(ren)(ren)(ren),杜絕監(jian)管責(ze)任(ren)(ren)(ren)盲區。
六、完善市場(chang)主導(dao)的營運模式
(一)推動(dong)新(xin)型儲能參與電力(li)市場
支持(chi)納入(ru)年度建(jian)設計(ji)劃的獨立儲能(neng)(neng)電站作為(wei)獨立主體(ti)(ti)參(can)與(yu)(yu)現(xian)階段(duan)電力(li)市(shi)(shi)場(chang)(chang),并在(zai)電力(li)現(xian)貨市(shi)(shi)場(chang)(chang)正(zheng)式啟動后參(can)與(yu)(yu)現(xian)貨交易。火電機組配建(jian)儲能(neng)(neng)項目可隨所屬(shu)發電項目參(can)與(yu)(yu)電力(li)市(shi)(shi)場(chang)(chang);用(yong)戶(hu)側儲能(neng)(neng)項目可隨所屬(shu)用(yong)戶(hu)主體(ti)(ti)參(can)與(yu)(yu)電力(li)市(shi)(shi)場(chang)(chang)。
(二)優化新型儲能(neng)收益方式(shi)
支持納入年度(du)建設計劃的獨(du)立儲(chu)(chu)能(neng)電(dian)(dian)(dian)(dian)(dian)(dian)站(zhan)現階段參照(zhao)(zhao)發電(dian)(dian)(dian)(dian)(dian)(dian)項目進行調用結算,其充(chong)(chong)(chong)電(dian)(dian)(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)(dian)(dian)量(liang)不承擔輸配電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)和政府性(xing)基(ji)金及附加(jia)。本(ben)(ben)市(shi)(shi)電(dian)(dian)(dian)(dian)(dian)(dian)力現貨(huo)和輔助服務市(shi)(shi)場開展長(chang)周期(qi)結算試運行前,獨(du)立儲(chu)(chu)能(neng)電(dian)(dian)(dian)(dian)(dian)(dian)站(zhan)按(an)照(zhao)(zhao)電(dian)(dian)(dian)(dian)(dian)(dian)網調度(du)指令安排充(chong)(chong)(chong)放(fang)電(dian)(dian)(dian)(dian)(dian)(dian)。迎峰度(du)夏(xia)(xia)(冬)期(qi)間,原則(ze)上全容量(liang)充(chong)(chong)(chong)放(fang)電(dian)(dian)(dian)(dian)(dian)(dian)調用次數不低于(yu)210次,充(chong)(chong)(chong)電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)格(ge)(ge)按(an)照(zhao)(zhao)本(ben)(ben)市(shi)(shi)煤電(dian)(dian)(dian)(dian)(dian)(dian)基(ji)準(zhun)上網電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)下浮50%結算,放(fang)電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)格(ge)(ge)按(an)照(zhao)(zhao)本(ben)(ben)市(shi)(shi)煤電(dian)(dian)(dian)(dian)(dian)(dian)基(ji)準(zhun)上網電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)上浮20%結算,如發生因自(zi)身原因無法調用或調用不足的情(qing)況,需(xu)(xu)按(an)照(zhao)(zhao)發電(dian)(dian)(dian)(dian)(dian)(dian)機組有(you)關規定執行相應考核;非迎峰度(du)夏(xia)(xia)(冬)期(qi)間,充(chong)(chong)(chong)電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)格(ge)(ge)按(an)照(zhao)(zhao)本(ben)(ben)市(shi)(shi)煤電(dian)(dian)(dian)(dian)(dian)(dian)基(ji)準(zhun)上網電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)下浮10%結算,放(fang)電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)格(ge)(ge)按(an)照(zhao)(zhao)本(ben)(ben)市(shi)(shi)煤電(dian)(dian)(dian)(dian)(dian)(dian)基(ji)準(zhun)上網電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)結算。本(ben)(ben)市(shi)(shi)電(dian)(dian)(dian)(dian)(dian)(dian)力現貨(huo)和輔助服務市(shi)(shi)場開展長(chang)周期(qi)結算試運行后,獨(du)立儲(chu)(chu)能(neng)電(dian)(dian)(dian)(dian)(dian)(dian)站(zhan)可(ke)根據市(shi)(shi)場需(xu)(xu)求進行充(chong)(chong)(chong)放(fang)電(dian)(dian)(dian)(dian)(dian)(dian)。
支持火電機組配建儲(chu)能項(xiang)目(mu)隨所屬發電項(xiang)目(mu)提供輔助服務(wu)獲(huo)得收益。鼓勵用(yong)戶(hu)(hu)側儲(chu)能項(xiang)目(mu)通過(guo)為用(yong)戶(hu)(hu)提供多種電力(li)服務(wu)獲(huo)得收益,支持用(yong)戶(hu)(hu)側儲(chu)能項(xiang)目(mu)隨所屬用(yong)戶(hu)(hu)主體參與電力(li)需求(qiu)響應。
(三(san))支持先進技術示范(fan)應用(yong)
對已完成(cheng)備案且(qie)具有技術(shu)先進性(xing)和產業(ye)帶(dai)動性(xing)的新型儲能(neng)項目(mu)(mu)(mu),企(qi)業(ye)申報并經(jing)相關部門組織評審后,滾(gun)動納入新型儲能(neng)示范項目(mu)(mu)(mu)補貼目(mu)(mu)(mu)錄。列入目(mu)(mu)(mu)錄項目(mu)(mu)(mu)由建設運營企(qi)業(ye)按照程序提交(jiao)申請(qing),依據電(dian)網企(qi)業(ye)計量(liang)的放電(dian)量(liang)給予度電(dian)獎(jiang)勵。
(四)支持容量租賃共享(xiang)
參與(yu)綠(lv)電(dian)交易的新能(neng)(neng)源(yuan)項(xiang)目開(kai)(kai)發企業(ye)可采(cai)用租(zu)賃(lin)容(rong)(rong)量(liang)方式獲(huo)得(de)儲(chu)能(neng)(neng)調峰能(neng)(neng)力,由雙方協商確(que)定服(fu)務價(jia)格。對(dui)納入本(ben)市年度建設計劃,未與(yu)新能(neng)(neng)源(yuan)項(xiang)目開(kai)(kai)發企業(ye)達(da)成租(zu)賃(lin)容(rong)(rong)量(liang)服(fu)務協議的獨立(li)儲(chu)能(neng)(neng)電(dian)站,可階段性給予(yu)容(rong)(rong)量(liang)補(bu)貼,容(rong)(rong)量(liang)補(bu)貼水平將綜合獨立(li)儲(chu)能(neng)(neng)電(dian)站充放電(dian)次(ci)數(shu)、參與(yu)市場化交易收益等(deng)情況明確(que)。國家(jia)(jia)出臺(tai)儲(chu)能(neng)(neng)價(jia)格政策后,容(rong)(rong)量(liang)補(bu)貼等(deng)按(an)照(zhao)國家(jia)(jia)要(yao)求執行。支持用戶側儲(chu)能(neng)(neng)項(xiang)目探索共享儲(chu)能(neng)(neng)、云儲(chu)能(neng)(neng)等(deng)商業(ye)模(mo)式。
七、強化多方協同的保障(zhang)體系
(一)強化部門(men)統籌(chou)協作
強化(hua)部門協同(tong)和(he)市(shi)區聯動,形(xing)成工(gong)作合(he)力(li)。做好綜合(he)協調,共同(tong)解(jie)決應用示(shi)范和(he)產業(ye)發展中的重大問題(ti)。建(jian)立技(ji)術路線優(you)選迭代(dai)機制,推動顛覆(fu)性技(ji)術突(tu)破,培(pei)育具(ju)有(you)產業(ye)帶動效(xiao)應的優(you)質企業(ye)。鼓勵(li)儲能行業(ye)產學研協同(tong),打造支撐(cheng)產業(ye)發展的高質量服務平臺。
(二)加大(da)政策金融支持(chi)力度
加快研究出(chu)臺扶持(chi)政(zheng)策,支(zhi)(zhi)持(chi)新(xin)型儲能(neng)項(xiang)(xiang)目(mu)應(ying)用示范(fan)和產業(ye)發(fa)展,將新(xin)型儲能(neng)納入首臺(套)技術裝備鼓勵(li)政(zheng)策扶持(chi)范(fan)圍(wei)。引導(dao)(dao)金融機(ji)構對(dui)儲能(neng)領域企業(ye)提供優(you)惠利率、專項(xiang)(xiang)貸款等產品服務。鼓勵(li)發(fa)展供應(ying)鏈金融,推(tui)動(dong)融資租(zu)賃支(zhi)(zhi)持(chi)儲能(neng)項(xiang)(xiang)目(mu)設備采購。引導(dao)(dao)在滬保(bao)險機(ji)構研究開發(fa)面向(xiang)儲能(neng)項(xiang)(xiang)目(mu)的保(bao)險產品。依托市內行業(ye)頭部企業(ye),聯合高校、科研機(ji)構與金融機(ji)構共同組建新(xin)型儲能(neng)發(fa)展基金,優(you)化資源配置,持(chi)續(xu)支(zhi)(zhi)持(chi)產學研用各關鍵環節創新(xin)。

依托長三(san)角一體化高質(zhi)量發(fa)展,深入推進與國(guo)內相(xiang)關地(di)區在新(xin)型(xing)儲能產業(ye)發(fa)展方面的(de)合作(zuo)。充分(fen)利用上海對外開放的(de)窗口、橋(qiao)梁優勢,更好發(fa)揮臨港新(xin)片區、虹橋(qiao)國(guo)際(ji)開放樞紐功能,強化儲能領(ling)域國(guo)際(ji)合作(zuo)。
(五)強化動態評估和敏捷尋優
密切跟蹤新型儲能技術(shu)產業(ye)發展(zhan)(zhan)(zhan)趨勢和(he)示范項(xiang)目進(jin)(jin)展(zhan)(zhan)(zhan)情(qing)(qing)況,根(gen)據本(ben)市能源轉型形勢和(he)要(yao)求,定期(qi)開(kai)展(zhan)(zhan)(zhan)方案動態評估,視(shi)情(qing)(qing)況敏(min)捷尋優,對(dui)發展(zhan)(zhan)(zhan)目標、項(xiang)目規劃布局、建設(she)時(shi)序(xu)、技術(shu)方案等進(jin)(jin)行調整。
