一、光熱定額編制背景及過程


太陽能(neng)熱(re)發電(也(ye)稱光(guang)熱(re)發電)技(ji)術是指通過熔鹽(yan)、水(shui)或其(qi)他(ta)介質和裝置將太陽輻射能(neng)轉換成熱(re)能(neng),再將熱(re)能(neng)轉換成電能(neng)的(de)(de)一種(zhong)發電方式(shi)(shi)。光(guang)熱(re)發電具有出力(li)穩定(ding),對負(fu)荷支撐(cheng)能(neng)力(li)強,并具備一定(ding)儲能(neng)功能(neng),可與電網進(jin)行雙向(xiang)互動等優點;同(tong)時,光(guang)熱(re)與風電、光(guang)伏及(ji)其(qi)他(ta)能(neng)源打捆(kun)的(de)(de)平(ping)滑效益(yi)會(hui)極(ji)大提升可再生能(neng)源的(de)(de)消納水(shui)平(ping)。根據聚光(guang)形式(shi)(shi)的(de)(de)不同(tong),目前國際上商業化應用的(de)(de)可配置大容量儲熱(re)系統的(de)(de)光(guang)熱(re)發電型式(shi)(shi)主要包括塔式(shi)(shi)、槽式(shi)(shi)和線性菲涅爾式(shi)(shi)和碟式(shi)(shi)四(si)種(zhong)。

截(jie)至2023年底,全球(qiu)光熱發(fa)電累(lei)(lei)計裝機(ji)容量約7550MW,主要集中在西班牙、意大利(li)、美(mei)國(guo)等發(fa)達的(de)國(guo)家,我國(guo)光熱發(fa)電累(lei)(lei)計裝機(ji)容量約588MW,在全球(qiu)光熱發(fa)電累(lei)(lei)計裝機(ji)容量中僅占比8.3%。


自2016年(nian)(nian)以來(lai),在政(zheng)策(ce)引導下(xia),光(guang)熱(re)(re)發(fa)電(dian)行業(ye)得到快(kuai)速(su)發(fa)展。2023年(nian)(nian)3月國家能源局發(fa)布(bu)《關于推動(dong)光(guang)熱(re)(re)發(fa)電(dian)規模(mo)(mo)化(hua)發(fa)展有關事(shi)項的通知》,標志著我(wo)國光(guang)熱(re)(re)發(fa)電(dian)進入規模(mo)(mo)化(hua)發(fa)展的新階段(duan)。


隨著太(tai)陽(yang)能(neng)熱(re)(re)發(fa)電(dian)(dian)(dian)技術的(de)開發(fa)應(ying)(ying)用,為快速(su)響應(ying)(ying)市(shi)(shi)場需要,促進光熱(re)(re)發(fa)電(dian)(dian)(dian)產業(ye)規模化發(fa)展,完善太(tai)陽(yang)能(neng)熱(re)(re)發(fa)電(dian)(dian)(dian)工(gong)程(cheng)造價管理體系,統一概算(suan)定(ding)額,提高工(gong)程(cheng)投(tou)資(zi)概(估)算(suan)的(de)編(bian)制(zhi)質量,引導形成太(tai)陽(yang)能(neng)熱(re)(re)發(fa)電(dian)(dian)(dian)工(gong)程(cheng)投(tou)資(zi)編(bian)制(zhi)標準化機制(zhi),合理確定(ding)工(gong)程(cheng)投(tou)資(zi),有效利用建(jian)(jian)設資(zi)源,提高投(tou)資(zi)效益,維(wei)護公平公正(zheng)的(de)市(shi)(shi)場環(huan)境(jing),保(bao)障(zhang)工(gong)程(cheng)建(jian)(jian)設各方的(de)合法權益,特開展《太(tai)陽(yang)能(neng)熱(re)(re)發(fa)電(dian)(dian)(dian)工(gong)程(cheng)概算(suan)定(ding)額》的(de)編(bian)制(zhi)工(gong)作。


根據《國(guo)(guo)家能(neng)源(yuan)(yuan)局綜(zong)合司(si)關于下達2018年能(neng)源(yuan)(yuan)領域行業(ye)標準制(修)訂補充計劃(hua)(第一批)的通知(zhi)》(國(guo)(guo)能(neng)綜(zong)通科技〔2018〕157號(hao))的要求(計劃(hua)編號(hao):能(neng)源(yuan)(yuan)20180910),由水電水利規(gui)(gui)劃(hua)設計總院(yuan)(yuan)(可再生能(neng)源(yuan)(yuan)定(ding)額(e)站)、中(zhong)國(guo)(guo)電建(jian)(jian)西北勘(kan)測(ce)設計研究(jiu)院(yuan)(yuan)有(you)限(xian)(xian)公(gong)司(si)、電力規(gui)(gui)劃(hua)總院(yuan)(yuan)有(you)限(xian)(xian)公(gong)司(si)、中(zhong)國(guo)(guo)電力工程顧(gu)問集(ji)團西北電力設計院(yuan)(yuan)有(you)限(xian)(xian)公(gong)司(si)、中(zhong)國(guo)(guo)電建(jian)(jian)集(ji)團中(zhong)南(nan)勘(kan)測(ce)設計研究(jiu)院(yuan)(yuan)有(you)限(xian)(xian)公(gong)司(si)、浙江可勝技術股份(fen)有(you)限(xian)(xian)公(gong)司(si)作為主(zhu)要起(qi)草單(dan)位編制《太陽能(neng)熱發電工程概算(suan)定(ding)額(e)》。


最終正式發(fa)布、出版中華人(ren)民共和國能(neng)源行(xing)業標準(zhun)《太(tai)陽能(neng)熱發(fa)電工程概算定額》NB/T 11423-2023。

二、光熱工程概算項目劃分、費用構成

02、光(guang)熱(re)定(ding)額適用范圍(wei)《光(guang)熱(re)定(ding)額》適用于槽式、塔(ta)式、線性菲涅爾式太陽(yang)能熱(re)發(fa)電(dian)廠的新建、改建、擴建工程概(估(gu))算(suan)編制(zhi),采用其他太陽(yang)能熱(re)發(fa)電(dian)方(fang)式的工程概(估(gu))算(suan)編制(zhi)可參照使用。《光(guang)熱(re)定(ding)額》目(mu)前可涵蓋(gai)50MW、100MW、200MW三個典型裝機規模項(xiang)目(mu),基本上滿足近期市場發(fa)展需要。

(1)槽式(shi)(shi)聚(ju)(ju)光(guang)(guang)集(ji)(ji)熱(re)系(xi)統(tong)安(an)裝(zhuang)(zhuang)定額槽式(shi)(shi)聚(ju)(ju)光(guang)(guang)集(ji)(ji)熱(re)系(xi)統(tong)由若干個(ge)集(ji)(ji)熱(re)回路組(zu)成(cheng)(cheng),以歐洲槽ET150集(ji)(ji)熱(re)器為(wei)例,一個(ge)回路一般由4個(ge)SCA(太陽(yang)能(neng)集(ji)(ji)熱(re)陣列(lie))組(zu)成(cheng)(cheng),以兩排相鄰方式(shi)(shi)布置,每(mei)排有兩個(ge)SCA,各(ge)個(ge)SCA通(tong)過跨(kua)接管路(COP)實現連通(tong)。一個(ge)陣列(lie)又由12個(ge)集(ji)(ji)熱(re)器(SCE)組(zu)成(cheng)(cheng)。本標(biao)準中槽式(shi)(shi)聚(ju)(ju)光(guang)(guang)集(ji)(ji)熱(re)系(xi)統(tong)安(an)裝(zhuang)(zhuang)定額包括槽式(shi)(shi)聚(ju)(ju)光(guang)(guang)集(ji)(ji)熱(re)系(xi)統(tong)反射鏡安(an)裝(zhuang)(zhuang),集(ji)(ji)熱(re)管安(an)裝(zhuang)(zhuang),驅動裝(zhuang)(zhuang)置安(an)裝(zhuang)(zhuang)3節3個(ge)定額子目。

1)集熱(re)管安(an)裝定額子目(mu)編制


集熱(re)(re)管(guan)(guan)(guan)是槽式太陽能集熱(re)(re)器的(de)核心設備。包括(kuo)不銹(xiu)鋼(gang)內管(guan)(guan)(guan),外面包裹的(de)玻(bo)(bo)璃(li)(li)套(tao)(tao)(tao)管(guan)(guan)(guan)、除氣環(huan)、波紋(wen)管(guan)(guan)(guan)。金(jin)屬(shu)管(guan)(guan)(guan)表面外鍍有(you)選擇性涂層,該涂層對于太陽光(guang)譜具有(you)很(hen)高的(de)吸收率(lv)和低的(de)發(fa)射率(lv),玻(bo)(bo)璃(li)(li)套(tao)(tao)(tao)管(guan)(guan)(guan)通常(chang)由耐熱(re)(re)玻(bo)(bo)璃(li)(li)制成(cheng)(cheng)。在玻(bo)(bo)璃(li)(li)套(tao)(tao)(tao)管(guan)(guan)(guan)與(yu)金(jin)屬(shu)吸熱(re)(re)管(guan)(guan)(guan)之(zhi)間抽成(cheng)(cheng)真空。在玻(bo)(bo)璃(li)(li)套(tao)(tao)(tao)管(guan)(guan)(guan)與(yu)金(jin)屬(shu)管(guan)(guan)(guan)封接(jie)處,使用柔性管(guan)(guan)(guan)連接(jie)。

2)驅(qu)動(dong)(dong)系(xi)統安裝定額子目編制驅(qu)動(dong)(dong)系(xi)統用于驅(qu)動(dong)(dong)集熱(re)(re)器繞(rao)主軸旋(xuan)轉,通過(guo)控制集熱(re)(re)器旋(xuan)轉的角度實現追蹤(zong)太陽及特殊情況下驅(qu)動(dong)(dong)集熱(re)(re)器快速(su)返回安全位置。

定(ding)日鏡由專業機(ji)構或人員在組裝車(che)間進行組裝,組裝車(che)間內負責組裝反射鏡、支架等附件,組裝完成后(hou)在指定(ding)的區(qu)域進行驗收及(ji)交接(jie),組裝工作不在本(ben)定(ding)額工作范圍內。

本定(ding)(ding)額(e)包含(han)本體檢查,場內運輸,布料,放線,立樁,送樁,固定(ding)(ding)樁頭,調整找(zhao)正,測量(liang)記(ji)錄工(gong)(gong)序(xu),不包含(han)施工(gong)(gong)鉆孔,套(tao)用鉆孔定(ding)(ding)額(e)見(jian)建筑工(gong)(gong)程相關定(ding)(ding)額(e)。


(3)線(xian)性(xing)(xing)菲涅爾(er)式聚光(guang)(guang)集(ji)熱(re)(re)(re)(re)(re)(re)系(xi)統安(an)裝定額線(xian)性(xing)(xing)菲涅爾(er)式聚光(guang)(guang)集(ji)熱(re)(re)(re)(re)(re)(re)系(xi)統采(cai)用熔鹽作為吸熱(re)(re)(re)(re)(re)(re)介質,集(ji)熱(re)(re)(re)(re)(re)(re)系(xi)統進口在北邊,出口在南邊,沿南北向平行(xing)布置,東西方向一(yi)維自動跟蹤太陽。集(ji)熱(re)(re)(re)(re)(re)(re)單(dan)元(yuan)包括鏡(jing)(jing)面(mian)(mian)、集(ji)熱(re)(re)(re)(re)(re)(re)管和支撐(cheng)結構、驅動系(xi)統等。每(mei)個(ge)(ge)(ge)集(ji)熱(re)(re)(re)(re)(re)(re)單(dan)元(yuan)長度為8160mm。對應一(yi)個(ge)(ge)(ge)集(ji)熱(re)(re)(re)(re)(re)(re)單(dan)元(yuan),包含20列反射鏡(jing)(jing)片和兩根集(ji)熱(re)(re)(re)(re)(re)(re)管,單(dan)根集(ji)熱(re)(re)(re)(re)(re)(re)管長4060mm,集(ji)熱(re)(re)(re)(re)(re)(re)管首尾焊接(jie)相連;縱向每(mei)隔(ge)8160mm對應一(yi)個(ge)(ge)(ge)立(li)柱,立(li)柱用于支撐(cheng)集(ji)熱(re)(re)(re)(re)(re)(re)管與集(ji)熱(re)(re)(re)(re)(re)(re)管滑動組件。每(mei)個(ge)(ge)(ge)集(ji)熱(re)(re)(re)(re)(re)(re)單(dan)元(yuan)對應的鏡(jing)(jing)面(mian)(mian)面(mian)(mian)積為120.384㎡。


集(ji)(ji)(ji)熱(re)組(zu)件(jian)由12個(ge)(ge)集(ji)(ji)(ji)熱(re)單元組(zu)成(cheng)(cheng),每個(ge)(ge)集(ji)(ji)(ji)熱(re)組(zu)件(jian)長度(由南到北)98m,寬(kuan)度(由東到西)21m。集(ji)(ji)(ji)熱(re)組(zu)件(jian)有(you)效反射面(mian)(mian)積12X120.384=1444.608㎡。每個(ge)(ge)集(ji)(ji)(ji)熱(re)回(hui)(hui)路由11個(ge)(ge)集(ji)(ji)(ji)熱(re)組(zu)件(jian)組(zu)成(cheng)(cheng),集(ji)(ji)(ji)熱(re)回(hui)(hui)路有(you)效反射面(mian)(mian)積11X1444.608=15890.688㎡。

2)CPC安裝(zhuang)定額子目編制CPC(復(fu)合拋物面集(ji)熱(re)器,compound parabolic collector)又稱為二(er)(er)次(ci)(ci)反(fan)(fan)(fan)射(she)鏡,是(shi)由圓的(de)(de)(de)(de)漸開線(xian)(xian)(xian)和拋物線(xian)(xian)(xian)組(zu)成,中心軸對(dui)稱,是(shi)一種非成像(xiang)聚光(guang)器。入(ru)射(she)光(guang)在二(er)(er)次(ci)(ci)反(fan)(fan)(fan)射(she)鏡中經過(guo)一次(ci)(ci)或(huo)多次(ci)(ci)反(fan)(fan)(fan)射(she)到達真空(kong)集(ji)熱(re)管(guan)表面,損失較少(shao),還(huan)可對(dui)斜入(ru)射(she)的(de)(de)(de)(de)太陽光(guang)進(jin)行有(you)效收集(ji)。二(er)(er)次(ci)(ci)反(fan)(fan)(fan)射(she)鏡是(shi)線(xian)(xian)(xian)菲(fei)系統(tong)的(de)(de)(de)(de)關(guan)鍵(jian)件(jian),其線(xian)(xian)(xian)型、加(jia)工(gong)成型精度以及(ji)反(fan)(fan)(fan)射(she)率(lv)是(shi)提高(gao)線(xian)(xian)(xian)菲(fei)系統(tong)集(ji)熱(re)效率(lv)的(de)(de)(de)(de)關(guan)鍵(jian)因素。定額根據吸(xi)熱(re)器采(cai)光(guang)口面積按“10㎡”為計(ji)量單位,工(gong)程量按吸(xi)熱(re)器的(de)(de)(de)(de)總長度和CPC的(de)(de)(de)(de)采(cai)光(guang)口寬(kuan)度的(de)(de)(de)(de)乘積計(ji)算,其工(gong)作(zuo)(zuo)范(fan)圍(wei)包(bao)括CPC的(de)(de)(de)(de)金屬結(jie)構(gou)與二(er)(er)次(ci)(ci)反(fan)(fan)(fan)射(she)鏡安裝(zhuang),不包(bao)含CPC的(de)(de)(de)(de)金屬結(jie)構(gou)與二(er)(er)次(ci)(ci)反(fan)(fan)(fan)射(she)鏡鏡體(ti)制作(zuo)(zuo)。工(gong)作(zuo)(zuo)內容包(bao)括本體(ti)檢(jian)查、場內運輸,布料,吊裝(zhuang),螺栓連(lian)接,固定調平(ping)等。

3)熔鹽(yan)(yan)真空(kong)集熱(re)(re)(re)管(guan)(guan)(guan)(guan)(guan)安裝(zhuang)定(ding)額子(zi)目編制熔鹽(yan)(yan)真空(kong)集熱(re)(re)(re)管(guan)(guan)(guan)(guan)(guan)位(wei)于反射鏡面的焦(jiao)線位(wei)置,為(wei)直(zhi)通(tong)真空(kong)管(guan)(guan)(guan)(guan)(guan)式結(jie)構。聚(ju)焦(jiao)的太陽直(zhi)接輻射能在(zai)集熱(re)(re)(re)管(guan)(guan)(guan)(guan)(guan)內(nei)(nei)轉化(hua)為(wei)熱(re)(re)(re)能,傳送給(gei)傳熱(re)(re)(re)介質(zhi),并將傳熱(re)(re)(re)介質(zhi)加熱(re)(re)(re)至最高達550°C的溫(wen)度。集熱(re)(re)(re)管(guan)(guan)(guan)(guan)(guan)的內(nei)(nei)層為(wei)不銹鋼管(guan)(guan)(guan)(guan)(guan),直(zhi)徑為(wei)90mm,外層為(wei)真空(kong)玻璃管(guan)(guan)(guan)(guan)(guan),兩(liang)端(duan)用金屬(shu)(shu)波(bo)紋管(guan)(guan)(guan)(guan)(guan)封接。具有(you)彈(dan)性(xing)連接功能的金屬(shu)(shu)波(bo)紋管(guan)(guan)(guan)(guan)(guan)可以(yi)在(zai)集熱(re)(re)(re)管(guan)(guan)(guan)(guan)(guan)升溫(wen)和冷(leng)卻過(guo)程中(zhong)補償內(nei)(nei)部金屬(shu)(shu)管(guan)(guan)(guan)(guan)(guan)和外部玻璃管(guan)(guan)(guan)(guan)(guan)之(zhi)間的熱(re)(re)(re)脹冷(leng)縮的差異。熔鹽(yan)(yan)真空(kong)集熱(re)(re)(re)管(guan)(guan)(guan)(guan)(guan)安裝(zhuang)定(ding)額根據(ju)常溫(wen)狀態下吸熱(re)(re)(re)器有(you)效長(chang)度按“100m”為(wei)計量(liang)單位(wei),其工作范圍包(bao)括真空(kong)集熱(re)(re)(re)管(guan)(guan)(guan)(guan)(guan)與進、出口柔性(xing)連接件安裝(zhuang)。工作內(nei)(nei)容包(bao)括本體檢查,吊運,焊接,送管(guan)(guan)(guan)(guan)(guan),無損(sun)檢測,管(guan)(guan)(guan)(guan)(guan)道吹(chui)掃(sao),通(tong)水試驗等。
