近(jin)日,國家發展(zhan)改革委黨(dang)組成員,國家能(neng)源(yuan)局(ju)黨(dang)組書記、局(ju)長章建華在《時事報告(gao)》發表(biao)署名文章,提(ti)出新能(neng)源(yuan)將成為未來能(neng)源(yuan)發展(zhan)的主要方向。
文章提出截至2023年底,全國生物質(zhi)發(fa)電裝(zhuang)機達(da)到4414萬千(qian)瓦,地(di)(di)(di)熱供暖(制冷)達(da)到13.3億平方(fang)米(mi),全國已投(tou)運的新(xin)型儲能(neng)裝(zhuang)機3139萬千(qian)瓦。因地(di)(di)(di)制宜推動生物質(zhi)能(neng)、地(di)(di)(di)熱能(neng)、海(hai)洋能(neng)等新(xin)能(neng)源發(fa)展。

以更(geng)大力(li)度(du)推動(dong)新能(neng)(neng)源(yuan)高質量(liang)發展是推動(dong)綠色低(di)碳轉(zhuan)型、實(shi)現(xian)“雙碳”目(mu)(mu)標(biao)的根(gen)本保(bao)證(zheng)。新時代以來,我(wo)國(guo)(guo)能(neng)(neng)源(yuan)結構調整(zheng)加速推進,2023年(nian)可(ke)再(zai)生能(neng)(neng)源(yuan)發電裝(zhuang)機占比(bi)歷(li)史性突破50%,煤炭消費比(bi)重年(nian)均下降超(chao)過1個(ge)(ge)百(bai)分(fen)點,單(dan)位GDP能(neng)(neng)耗(hao)累計下降約27%,降幅超(chao)過同期世界平均水平的兩倍。同時要看到(dao),我(wo)國(guo)(guo)產業(ye)結構偏重、能(neng)(neng)源(yuan)結構偏煤、能(neng)(neng)源(yuan)效率偏低(di),按照2030年(nian)非化(hua)石(shi)能(neng)(neng)源(yuan)消費比(bi)重達到(dao)25%目(mu)(mu)標(biao)推算,我(wo)國(guo)(guo)每(mei)年(nian)非化(hua)石(shi)能(neng)(neng)源(yuan)消費比(bi)重要提(ti)高1個(ge)(ge)百(bai)分(fen)點即5000多(duo)萬(wan)噸(dun)標(biao)準煤,任務艱巨(ju)。此(ci)形(xing)勢下,需要在生產、生活和(he)生態環境等各(ge)領域(yu)全方位推廣和(he)普及新能(neng)(neng)源(yuan)使用,確(que)保(bao)我(wo)國(guo)(guo)如(ru)期實(shi)現(xian)“雙碳”目(mu)(mu)標(biao),為全球應對氣候變化(hua)提(ti)供(gong)中國(guo)(guo)方案(an)、貢獻中國(guo)(guo)力(li)量(liang)。

新時代以來我國新能源發展取得顯著成就

我國(guo)(guo)(guo)(guo)新能源(yuan)(yuan)裝(zhuang)機(ji)(ji)規(gui)模大,連續多(duo)(duo)年(nian)(nian)(nian)穩(wen)居(ju)世界第一(yi),約占全(quan)(quan)(quan)(quan)球(qiu)的(de)40%,是美國(guo)(guo)(guo)(guo)、歐盟和印度三(san)個國(guo)(guo)(guo)(guo)家(地區)之和。截至2023年(nian)(nian)(nian)底,全(quan)(quan)(quan)(quan)國(guo)(guo)(guo)(guo)新能源(yuan)(yuan)和可(ke)再生(sheng)能源(yuan)(yuan)發(fa)(fa)(fa)電(dian)裝(zhuang)機(ji)(ji)突破15億(yi)(yi)千(qian)(qian)瓦(wa)(wa)、達(da)(da)到(dao)(dao)15.2億(yi)(yi)千(qian)(qian)瓦(wa)(wa),歷(li)史性(xing)超過(guo)火電(dian)裝(zhuang)機(ji)(ji),成為(wei)電(dian)力裝(zhuang)機(ji)(ji)的(de)主(zhu)體,在全(quan)(quan)(quan)(quan)國(guo)(guo)(guo)(guo)發(fa)(fa)(fa)電(dian)總裝(zhuang)機(ji)(ji)中(zhong)的(de)比重突破50%。其中(zhong),風電(dian)光伏發(fa)(fa)(fa)電(dian)裝(zhuang)機(ji)(ji)突破10億(yi)(yi)千(qian)(qian)瓦(wa)(wa)、達(da)(da)到(dao)(dao)10.5億(yi)(yi)千(qian)(qian)瓦(wa)(wa),在全(quan)(quan)(quan)(quan)國(guo)(guo)(guo)(guo)發(fa)(fa)(fa)電(dian)總裝(zhuang)機(ji)(ji)中(zhong)的(de)比重達(da)(da)到(dao)(dao)34%,超過(guo)1/3。分品種(zhong)看,水電(dian)(含抽(chou)水蓄(xu)能)4.2億(yi)(yi)千(qian)(qian)瓦(wa)(wa)、風電(dian)4.4億(yi)(yi)千(qian)(qian)瓦(wa)(wa)、太陽能發(fa)(fa)(fa)電(dian)6.1億(yi)(yi)千(qian)(qian)瓦(wa)(wa),分別連續19年(nian)(nian)(nian)、14年(nian)(nian)(nian)、9年(nian)(nian)(nian)穩(wen)居(ju)世界第一(yi),分別約占全(quan)(quan)(quan)(quan)球(qiu)的(de)30%、43%、42%。此(ci)外,多(duo)(duo)種(zhong)清潔能源(yuan)(yuan)和新型(xing)儲能加快發(fa)(fa)(fa)展,截至2023年(nian)(nian)(nian)底,全(quan)(quan)(quan)(quan)國(guo)(guo)(guo)(guo)生(sheng)物質發(fa)(fa)(fa)電(dian)裝(zhuang)機(ji)(ji)達(da)(da)到(dao)(dao)4414萬(wan)(wan)千(qian)(qian)瓦(wa)(wa),地熱供暖(制冷)達(da)(da)到(dao)(dao)13.3億(yi)(yi)平方米,全(quan)(quan)(quan)(quan)國(guo)(guo)(guo)(guo)已投(tou)運(yun)的(de)新型(xing)儲能裝(zhuang)機(ji)(ji)3139萬(wan)(wan)千(qian)(qian)瓦(wa)(wa)。
我(wo)國新(xin)能(neng)源發(fa)展速(su)度快,年(nian)(nian)(nian)(nian)(nian)均保持兩位數的增長(chang)率(lv),已成(cheng)為全(quan)(quan)國新(xin)增電(dian)力(li)裝(zhuang)(zhuang)(zhuang)機(ji)(ji)主(zhu)體(ti)(ti),占(zhan)全(quan)(quan)球風(feng)(feng)電(dian)光伏新(xin)增裝(zhuang)(zhuang)(zhuang)機(ji)(ji)的一(yi)半以上(shang)。2012年(nian)(nian)(nian)(nian)(nian)以來(lai),我(wo)國風(feng)(feng)電(dian)增長(chang)了(le)6倍(bei)(bei),年(nian)(nian)(nian)(nian)(nian)均增長(chang)20%左右(you);光伏增長(chang)了(le)184倍(bei)(bei),年(nian)(nian)(nian)(nian)(nian)均增長(chang)60%左右(you)。從(cong)2016年(nian)(nian)(nian)(nian)(nian)開始,我(wo)國新(xin)能(neng)源和可(ke)再(zai)生(sheng)能(neng)源新(xin)增裝(zhuang)(zhuang)(zhuang)機(ji)(ji)占(zhan)全(quan)(quan)國新(xin)增電(dian)力(li)總裝(zhuang)(zhuang)(zhuang)機(ji)(ji)的比重超過(guo)(guo)50%,2023年(nian)(nian)(nian)(nian)(nian)達到85%,成(cheng)為我(wo)國新(xin)增電(dian)力(li)裝(zhuang)(zhuang)(zhuang)機(ji)(ji)的主(zhu)體(ti)(ti)。自2020年(nian)(nian)(nian)(nian)(nian)以來(lai),我(wo)國風(feng)(feng)電(dian)光伏連續3年(nian)(nian)(nian)(nian)(nian)新(xin)增裝(zhuang)(zhuang)(zhuang)機(ji)(ji)超過(guo)(guo)1億千瓦(wa),其中2023年(nian)(nian)(nian)(nian)(nian)新(xin)增2.9億千瓦(wa),約占(zhan)全(quan)(quan)球風(feng)(feng)電(dian)光伏新(xin)增裝(zhuang)(zhuang)(zhuang)機(ji)(ji)的63%。另外(wai),新(xin)型儲能(neng)2023年(nian)(nian)(nian)(nian)(nian)新(xin)增裝(zhuang)(zhuang)(zhuang)機(ji)(ji)約2260萬千瓦(wa),是此前(qian)歷(li)年(nian)(nian)(nian)(nian)(nian)總和的2.6倍(bei)(bei)。
我國(guo)新(xin)能(neng)源(yuan)(yuan)(yuan)運行質(zhi)量(liang)(liang)好,實現高(gao)水平(ping)(ping)消納利用(yong)(yong),成(cheng)為(wei)能(neng)源(yuan)(yuan)(yuan)保(bao)供(gong)的(de)(de)(de)重(zhong)要力量(liang)(liang)。近年來,我國(guo)新(xin)能(neng)源(yuan)(yuan)(yuan)發(fa)電(dian)(dian)持續(xu)保(bao)持較高(gao)的(de)(de)(de)利用(yong)(yong)率(lv)水平(ping)(ping),2023年全(quan)(quan)國(guo)風電(dian)(dian)平(ping)(ping)均利用(yong)(yong)率(lv)97.3%,全(quan)(quan)國(guo)光伏平(ping)(ping)均利用(yong)(yong)率(lv)98%,新(xin)能(neng)源(yuan)(yuan)(yuan)發(fa)電(dian)(dian)量(liang)(liang)不斷(duan)增加,占(zhan)比穩步提(ti)高(gao),在(zai)能(neng)源(yuan)(yuan)(yuan)電(dian)(dian)力保(bao)供(gong)中(zhong)的(de)(de)(de)作用(yong)(yong)不斷(duan)凸(tu)顯。2023年全(quan)(quan)國(guo)可再生(sheng)能(neng)源(yuan)(yuan)(yuan)年發(fa)電(dian)(dian)量(liang)(liang)約(yue)3萬(wan)億千(qian)瓦時(shi),約(yue)占(zhan)全(quan)(quan)社會用(yong)(yong)電(dian)(dian)量(liang)(liang)的(de)(de)(de)1/3。其中(zhong)風電(dian)(dian)光伏發(fa)電(dian)(dian)量(liang)(liang)1.43萬(wan)億千(qian)瓦時(shi),約(yue)占(zhan)全(quan)(quan)社會用(yong)(yong)電(dian)(dian)量(liang)(liang)的(de)(de)(de)15.8%,高(gao)于(yu)13%的(de)(de)(de)全(quan)(quan)球平(ping)(ping)均水平(ping)(ping)。

大力發(fa)(fa)展新能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)、加(jia)快能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)低碳轉(zhuan)型已成為世界各國(guo)普(pu)(pu)遍共識和(he)(he)一(yi)致做(zuo)法(fa)。一(yi)是各國(guo)普(pu)(pu)遍重(zhong)視新能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)發(fa)(fa)展。美(mei)國(guo)、歐盟等國(guo)家和(he)(he)地區(qu)紛(fen)紛(fen)提(ti)出(chu)加(jia)速(su)新能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)發(fa)(fa)展方(fang)案(an)。美(mei)國(guo)提(ti)出(chu)“能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)獨立(li)”,通過(guo)設(she)立(li)法(fa)案(an)和(he)(he)計(ji)劃,推(tui)動(dong)頁巖油(you)氣(qi)技(ji)術(shu)應用,支持可再(zai)生(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)技(ji)術(shu),為新能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)產(chan)(chan)業提(ti)供(gong)資金和(he)(he)政(zheng)策(ce)支持。歐盟將大力發(fa)(fa)展新能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)作(zuo)為應對氣(qi)候(hou)變化和(he)(he)推(tui)進能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)轉(zhuan)型的(de)重(zhong)點,推(tui)動(dong)綠色(se)新政(zheng)一(yi)攬子計(ji)劃,發(fa)(fa)布《歐盟實(shi)現經濟、安全和(he)(he)可持續能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)供(gong)應的(de)聯合行(xing)動(dong)》《歐洲風(feng)電行(xing)動(dong)計(ji)劃》,提(ti)出(chu)推(tui)廣太陽能(neng)(neng)和(he)(he)風(feng)能(neng)(neng)、加(jia)速(su)氫能(neng)(neng)部署、增加(jia)生(sheng)物甲烷產(chan)(chan)量等措(cuo)施,增加(jia)投資支持海上風(feng)電、綠氫、可再(zai)生(sheng)燃料(liao)等發(fa)(fa)展。日本希望通過(guo)全面(mian)系統布局主(zhu)導全球氫能(neng)(neng)產(chan)(chan)業鏈,目前已在(zai)氫燃料(liao)電池研發(fa)(fa)方(fang)面(mian)取得相(xiang)對領先地位(wei)。
二是新能(neng)(neng)(neng)源(yuan)(yuan)將成(cheng)為未來能(neng)(neng)(neng)源(yuan)(yuan)發展(zhan)的主要方向(xiang)。聯合國政(zheng)府(fu)間氣候(hou)(hou)變化專門(men)委員會(IPCC)研(yan)(yan)究(jiu)認為,為把全(quan)球(qiu)升溫控制在1.5°C左右(you),2050年(nian)(nian)可再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)應(ying)(ying)(ying)占(zhan)電(dian)力供應(ying)(ying)(ying)的70%~85%,國際(ji)能(neng)(neng)(neng)源(yuan)(yuan)署(IEA)、國際(ji)可再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)署(IRENA)等機(ji)(ji)構的研(yan)(yan)究(jiu)也指出(chu),2050年(nian)(nian)全(quan)球(qiu)85%~90%的發電(dian)將來自可再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)。2023年(nian)(nian)中美(mei)關于加強合作應(ying)(ying)(ying)對氣候(hou)(hou)危機(ji)(ji)的陽光(guang)之鄉聲明、第二十八屆(jie)聯合國氣候(hou)(hou)變化大會的全(quan)球(qiu)可再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)和能(neng)(neng)(neng)源(yuan)(yuan)效(xiao)率承諾,均提出(chu)努力爭取到2030年(nian)(nian)全(quan)球(qiu)可再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)裝(zhuang)機(ji)(ji)增至3倍。
三是風(feng)電(dian)光(guang)伏(fu)(fu)仍是新(xin)能源發展(zhan)的(de)(de)主(zhu)體。據測算,我(wo)國(guo)風(feng)電(dian)的(de)(de)技(ji)(ji)術(shu)可開發量超過100億(yi)千(qian)瓦,光(guang)伏(fu)(fu)發電(dian)的(de)(de)技(ji)(ji)術(shu)可開發量超過450億(yi)千(qian)瓦。2060年前(qian)實現碳中和,我(wo)國(guo)風(feng)電(dian)光(guang)伏(fu)(fu)裝機(ji)規模將達到50億(yi)千(qian)瓦以上(shang),約是目(mu)前(qian)裝機(ji)總量的(de)(de)5倍。各(ge)主(zhu)要經濟體在擴大風(feng)電(dian)光(guang)伏(fu)(fu)裝機(ji)規模的(de)(de)同時(shi),重(zhong)點圍繞降本增效(xiao)開展(zhan)技(ji)(ji)術(shu)攻關。美國(guo)和歐盟均積(ji)極推動鈣鈦礦、硅基光(guang)伏(fu)(fu)等技(ji)(ji)術(shu)創新(xin),同時(shi)注重(zhong)風(feng)電(dian)向遠海高空、大型化(hua)、智能化(hua)發展(zhan)。
四是(shi)儲能(neng)(neng)(neng)(neng)和(he)氫(qing)能(neng)(neng)(neng)(neng)是(shi)新能(neng)(neng)(neng)(neng)源發(fa)(fa)展的(de)(de)必要支(zhi)(zhi)撐(cheng)。風電(dian)光伏發(fa)(fa)電(dian)間歇性、波動性大,大規(gui)模、高(gao)比例接(jie)入需(xu)要儲能(neng)(neng)(neng)(neng)等(deng)調(diao)節性電(dian)源作(zuo)為支(zhi)(zhi)撐(cheng),從而(er)平抑或(huo)減少風電(dian)光伏發(fa)(fa)電(dian)出力不穩定的(de)(de)影響。新型(xing)儲能(neng)(neng)(neng)(neng)可(ke)以在電(dian)力需(xu)求低谷時儲存(cun)多余(yu)的(de)(de)電(dian)能(neng)(neng)(neng)(neng),在電(dian)力需(xu)求高(gao)峰時釋(shi)放(fang),從而(er)平衡日內電(dian)網負荷。氫(qing)能(neng)(neng)(neng)(neng)是(shi)清潔高(gao)效的(de)(de)二次能(neng)(neng)(neng)(neng)源,既可(ke)直接(jie)應用于交通、工業等(deng)領域(yu),也可(ke)通過電(dian)解水制氫(qing)轉化(hua)為穩定的(de)(de)化(hua)學能(neng)(neng)(neng)(neng)并長(chang)周期(qi)儲存(cun),在電(dian)力系統需(xu)要時再次發(fa)(fa)電(dian),助力提(ti)升我國(guo)能(neng)(neng)(neng)(neng)源系統的(de)(de)整體效率(lv)。
五是多(duo)元融合是新(xin)能(neng)(neng)(neng)源(yuan)(yuan)發(fa)展的重要(yao)趨(qu)勢。隨(sui)著新(xin)能(neng)(neng)(neng)源(yuan)(yuan)快(kuai)速發(fa)展,能(neng)(neng)(neng)源(yuan)(yuan)生產消費(fei)向(xiang)集(ji)中式與(yu)分散式并(bing)重轉變,以新(xin)能(neng)(neng)(neng)源(yuan)(yuan)為主的綜合能(neng)(neng)(neng)源(yuan)(yuan)服務將(jiang)廣(guang)泛(fan)提供(gong)電(dian)力、制(zhi)冷(leng)制(zhi)熱、儲熱等能(neng)(neng)(neng)源(yuan)(yuan)服務,形成源(yuan)(yuan)網荷儲一體(ti)的綠色供(gong)能(neng)(neng)(neng)用(yong)能(neng)(neng)(neng)模式。同時,燃機摻(chan)氫(qing)發(fa)電(dian)、煤(mei)電(dian)摻(chan)氨發(fa)電(dian)等新(xin)能(neng)(neng)(neng)源(yuan)(yuan)和傳(chuan)統(tong)能(neng)(neng)(neng)源(yuan)(yuan)互補使用(yong)技術的經(jing)濟(ji)性有望(wang)逐漸提升,通(tong)過摻(chan)氨、摻(chan)氫(qing)對煤(mei)電(dian)和氣電(dian)進行(xing)燃料(liao)替(ti)代(dai),將(jiang)有效提升降碳減碳效果。
要(yao)清醒認識我(wo)國新(xin)能(neng)(neng)源高質量(liang)發(fa)展面臨(lin)的(de)(de)挑戰。一(yi)是外部環(huan)境(jing)(jing)日益嚴峻復雜。近年(nian)來,美歐一(yi)方(fang)面意(yi)圖通過技術、標準、政策(ce)等(deng)手(shou)段謀求新(xin)能(neng)(neng)源發(fa)展主(zhu)導權(quan),另(ling)一(yi)方(fang)面在(zai)(zai)(zai)環(huan)境(jing)(jing)、貿(mao)易、人權(quan)等(deng)領(ling)域(yu)對(dui)我(wo)新(xin)能(neng)(neng)源企業頻頻出(chu)手(shou),把中國視為(wei)主(zhu)要(yao)競(jing)爭(zheng)對(dui)手(shou)遏制打壓。美國和歐盟對(dui)我(wo)出(chu)口進行抵制,對(dui)光伏、電池等(deng)產(chan)品征(zheng)收(shou)所謂“反傾(qing)銷稅”,美國甚至援引國內法“長臂管轄”,對(dui)我(wo)相關企業進行制裁。此(ci)外,一(yi)些國家和地(di)區還存在(zai)(zai)(zai)為(wei)保護其(qi)本地(di)產(chan)業市(shi)場(chang)(chang)份額而阻礙我(wo)國新(xin)能(neng)(neng)源產(chan)品進入的(de)(de)情況。對(dui)此(ci),我(wo)們要(yao)在(zai)(zai)(zai)堅定不移擴大開(kai)放的(de)(de)同時,加(jia)強形勢研(yan)判(pan)、提高能(neng)(neng)力本領(ling),促進國際(ji)國內市(shi)場(chang)(chang)融(rong)合發(fa)展,加(jia)快(kuai)建立國際(ji)互認的(de)(de)標準體系,維(wei)護良好的(de)(de)外部發(fa)展環(huan)境(jing)(jing),把握(wo)發(fa)展的(de)(de)主(zhu)動權(quan)。
二是需求壓力(li)持(chi)續增大(da)。從能(neng)(neng)(neng)(neng)(neng)源(yuan)供應(ying)保(bao)(bao)障看,當(dang)前我(wo)國(guo)(guo)人均用(yong)能(neng)(neng)(neng)(neng)(neng)遠(yuan)低(di)于發(fa)(fa)達(da)國(guo)(guo)家,人均能(neng)(neng)(neng)(neng)(neng)源(yuan)消費量(liang)(liang)約(yue)(yue)為(wei)(wei)G7國(guo)(guo)家平均水平的一(yi)(yi)半,人均生活用(yong)電量(liang)(liang)約(yue)(yue)為(wei)(wei)美國(guo)(guo)的1/5。未(wei)來一(yi)(yi)段時期我(wo)國(guo)(guo)能(neng)(neng)(neng)(neng)(neng)源(yuan)消費還將(jiang)保(bao)(bao)持(chi)剛性增長,據研究機構測算,未(wei)來幾(ji)年我(wo)國(guo)(guo)能(neng)(neng)(neng)(neng)(neng)源(yuan)消費總(zong)(zong)(zong)量(liang)(liang)每年將(jiang)保(bao)(bao)持(chi)2%左右的增速,折合約(yue)(yue)1.2億噸(dun)標準煤,如果其中一(yi)(yi)半由風電光伏發(fa)(fa)電保(bao)(bao)障,則每年需要新增風電光伏發(fa)(fa)電裝機約(yue)(yue)1.5億千瓦(wa)。從推動綠色低(di)碳(tan)轉(zhuan)型看,我(wo)國(guo)(guo)第二產業能(neng)(neng)(neng)(neng)(neng)耗約(yue)(yue)占(zhan)全(quan)國(guo)(guo)能(neng)(neng)(neng)(neng)(neng)源(yuan)消費總(zong)(zong)(zong)量(liang)(liang)的70%,二氧(yang)化碳(tan)排放約(yue)(yue)占(zhan)全(quan)國(guo)(guo)碳(tan)排放總(zong)(zong)(zong)量(liang)(liang)的八成,傳(chuan)統(tong)能(neng)(neng)(neng)(neng)(neng)源(yuan)結構轉(zhuan)型任務(wu)較(jiao)為(wei)(wei)艱(jian)巨。我(wo)們要推動新能(neng)(neng)(neng)(neng)(neng)源(yuan)盡快“立”起來,形成對傳(chuan)統(tong)能(neng)(neng)(neng)(neng)(neng)源(yuan)的安全(quan)可靠替代能(neng)(neng)(neng)(neng)(neng)力(li)。
三(san)是矛盾制(zhi)約凸(tu)顯。新(xin)(xin)能源(yuan)發展存在(zai)相關的(de)土(tu)地(di)等(deng)要素保障(zhang)不(bu)夠、消納能力不(bu)足等(deng)問題。風電(dian)光伏大(da)規模發展與用(yong)地(di)用(yong)海(hai)空(kong)間不(bu)足之(zhi)間的(de)矛盾較為(wei)突(tu)出,新(xin)(xin)能源(yuan)大(da)規模發展對(dui)電(dian)力系(xi)統靈活(huo)調節能力提出了更(geng)高(gao)要求,西部(bu)地(di)區(qu)新(xin)(xin)能源(yuan)大(da)基地(di)建設所需的(de)更(geng)多(duo)特高(gao)壓(ya)外送通(tong)道要考慮通(tong)道密集、廊道緊張、大(da)電(dian)網安全(quan)情(qing)況等(deng),一些(xie)地(di)方在(zai)核準新(xin)(xin)能源(yuan)項目時還存在(zai)一些(xie)附加(jia)條件。新(xin)(xin)能源(yuan)非技術(shu)降本(ben)增效受到(dao)影響(xiang),需要各(ge)地(di)各(ge)部(bu)門進一步加(jia)強政策協同和要素保障(zhang),為(wei)新(xin)(xin)能源(yuan)發展營(ying)造更(geng)好的(de)環境(jing)。
四(si)是(shi)被(bei)“彎(wan)道(dao)超車”的風險一直存(cun)在。當前,全球(qiu)新(xin)能源(yuan)技術(shu)更新(xin)迭代不斷,比如(ru)光(guang)伏行業(ye)從多(duo)晶(jing)(jing)硅到單晶(jing)(jing)硅、異(yi)質(zhi)結電池(chi)(chi)、薄膜(mo)電池(chi)(chi)、鈣(gai)(gai)鈦礦電池(chi)(chi),幾乎每5年就出現顛覆性技術(shu)。目前我(wo)(wo)國鈣(gai)(gai)鈦礦電池(chi)(chi)技術(shu)在實(shi)驗室層(ceng)面暫時領先(xian),但尚未大規模產業(ye)化,若國外(wai)鈣(gai)(gai)鈦礦電池(chi)(chi)產業(ye)發展速度(du)超預期,我(wo)(wo)國光(guang)伏產業(ye)就可能面臨被(bei)“彎(wan)道(dao)超車”。另外(wai),我(wo)(wo)國風機主(zhu)軸承、光(guang)伏控(kong)制系(xi)統的芯(xin)片等(deng)部分核心零部件(jian)尚未實(shi)現自主(zhu)可控(kong),鋰、鈷等(deng)關(guan)鍵資源(yuan)對外(wai)依存(cun)度(du)也較高。這些情況(kuang),都需要我(wo)(wo)們保持(chi)底線(xian)思維,加大技術(shu)攻關(guan),持(chi)續(xu)夯實(shi)提升我(wo)(wo)國新(xin)能源(yuan)技術(shu)領先(xian)的優勢。

以(yi)更大(da)力度(du)推動新能源高質量發展是(shi)一項長期的系統工(gong)程(cheng),必(bi)須統籌(chou)謀(mou)劃、協同配合(he),加大(da)創(chuang)新、深化合(he)作,持續推動新能源技術進步和產業發展。
