近日,《南方(以廣東起步)電力現貨市場建設實施方案(試行)》發布,明確除保留部分低價電源用于保障居民、農業用電外,煤電、氣電、核電、可再生能源發電、抽水蓄能電站、新型經營主體、西電(外來電)有序參與電力市場交易。

一、總體要求


以(yi)習(xi)近平(ping)新(xin)(xin)時代(dai)中(zhong)國(guo)特色社會(hui)主義思想(xiang)為指導(dao),全(quan)(quan)(quan)面貫徹落實黨的(de)二十大精神(shen),按照國(guo)家(jia)和(he)省委、省政府有關深化電(dian)(dian)(dian)(dian)力(li)體(ti)(ti)制改(gai)革的(de)部署,落實碳達峰碳中(zhong)和(he)目標要求,統(tong)(tong)籌發展和(he)安全(quan)(quan)(quan),充分發揮市場(chang)在資源(yuan)配(pei)置中(zhong)的(de)決定(ding)性作(zuo)用(yong),更好發揮政府作(zuo)用(yong),積(ji)極穩(wen)妥推進(jin)南(nan)方(以(yi)廣(guang)東起步(bu))電(dian)(dian)(dian)(dian)力(li)現貨市場(chang)建設,逐步(bu)建立(li)交易(yi)品種齊全(quan)(quan)(quan)、功能完備(bei)的(de)電(dian)(dian)(dian)(dian)力(li)市場(chang)體(ti)(ti)系(xi)(xi)(xi),完善市場(chang)化電(dian)(dian)(dian)(dian)力(li)電(dian)(dian)(dian)(dian)量平(ping)衡機制和(he)價格形成機制,促進(jin)電(dian)(dian)(dian)(dian)力(li)資源(yuan)優化配(pei)置和(he)系(xi)(xi)(xi)統(tong)(tong)效率提升,促進(jin)建立(li)全(quan)(quan)(quan)國(guo)統(tong)(tong)一電(dian)(dian)(dian)(dian)力(li)市場(chang)體(ti)(ti)系(xi)(xi)(xi),確保電(dian)(dian)(dian)(dian)力(li)系(xi)(xi)(xi)統(tong)(tong)安全(quan)(quan)(quan)穩(wen)定(ding)運行和(he)電(dian)(dian)(dian)(dian)力(li)可靠供應(ying),深化電(dian)(dian)(dian)(dian)力(li)體(ti)(ti)制改(gai)革加快(kuai)構(gou)建新(xin)(xin)型(xing)電(dian)(dian)(dian)(dian)力(li)系(xi)(xi)(xi)統(tong)(tong),促進(jin)形成清潔(jie)低碳、安全(quan)(quan)(quan)高效的(de)現代(dai)能源(yuan)體(ti)(ti)系(xi)(xi)(xi)。


二、建設目標


建(jian)立“中(zhong)長(chang)期(qi)+現(xian)貨+輔助(zhu)服(fu)務”的電(dian)力(li)市場(chang)(chang)(chang)體系。中(zhong)長(chang)期(qi)市場(chang)(chang)(chang)主要指(zhi)多日以上周(zhou)期(qi)的電(dian)能(neng)量交(jiao)易(yi)市場(chang)(chang)(chang),采(cai)用(yong)(yong)場(chang)(chang)(chang)內集中(zhong)交(jiao)易(yi)與場(chang)(chang)(chang)外(wai)協商交(jiao)易(yi)互(hu)補的模(mo)式。現(xian)貨市場(chang)(chang)(chang)指(zhi)日前和(he)實時的電(dian)能(neng)量交(jiao)易(yi)市場(chang)(chang)(chang),采(cai)用(yong)(yong)全電(dian)量競價的模(mo)式,按(an)照“發電(dian)側報(bao)(bao)量報(bao)(bao)價、用(yong)(yong)戶側報(bao)(bao)量不(bu)報(bao)(bao)價”的方式起步(bu),逐步(bu)過渡到發用(yong)(yong)雙邊報(bao)(bao)量報(bao)(bao)價模(mo)式。輔助(zhu)服(fu)務市場(chang)(chang)(chang)指(zhi)為維護電(dian)力(li)系統安全穩定運行(xing)、保(bao)證電(dian)能(neng)質量所開展的交(jiao)易(yi),包(bao)括調(diao)頻、備用(yong)(yong)等(deng)輔助(zhu)服(fu)務市場(chang)(chang)(chang)。有序(xu)放(fang)開發用(yong)(yong)電(dian)計劃,不(bu)斷擴大發用(yong)(yong)兩側市場(chang)(chang)(chang)交(jiao)易(yi)規模(mo)。建(jian)立完善可再(zai)生(sheng)能(neng)源電(dian)力(li)消(xiao)納保(bao)障(zhang)、需求響(xiang)應、儲(chu)能(neng)參與市場(chang)(chang)(chang)交(jiao)易(yi)和(he)容量補償等(deng)機制。有序(xu)推進(jin)西電(dian)東送市場(chang)(chang)(chang)化進(jin)程,推動開展直接交(jiao)易(yi),實現(xian)廣東電(dian)力(li)市場(chang)(chang)(chang)與南方區域市場(chang)(chang)(chang)的有效銜接。


條件成熟時(shi),研(yan)究建立輸電權交(jiao)易機制、容量市(shi)場(chang);探(tan)索開展電力(li)(li)期(qi)貨(huo)和電力(li)(li)場(chang)外衍生品等(deng)(deng)交(jiao)易;建立健全適應新型(xing)能源體系的市(shi)場(chang)交(jiao)易機制,促進電力(li)(li)市(shi)場(chang)與一(yi)次(ci)能源、碳排放等(deng)(deng)市(shi)場(chang)的良好(hao)銜接(jie)。


三、市(shi)場建設主要(yao)內容


(一)市場架構


廣東電(dian)力市(shi)場(chang)分為電(dian)力批(pi)發(fa)市(shi)場(chang)和(he)電(dian)力零售(shou)市(shi)場(chang)。


電(dian)(dian)力(li)批發(fa)(fa)市(shi)場(chang)(chang)指發(fa)(fa)電(dian)(dian)企業(ye)、售(shou)電(dian)(dian)公司、電(dian)(dian)力(li)批發(fa)(fa)用戶以及(ji)負(fu)荷聚合商(shang)和獨(du)立儲能(neng)(neng)等(deng)新型經營主(zhu)體通過(guo)市(shi)場(chang)(chang)化(hua)方式開展電(dian)(dian)力(li)交(jiao)易(yi)的(de)(de)市(shi)場(chang)(chang)。電(dian)(dian)力(li)批發(fa)(fa)市(shi)場(chang)(chang)采用“電(dian)(dian)能(neng)(neng)量(liang)市(shi)場(chang)(chang)+輔(fu)助服(fu)務市(shi)場(chang)(chang)”的(de)(de)市(shi)場(chang)(chang)架構;通過(guo)雙邊協商(shang)、集(ji)中競爭、掛牌等(deng)多種(zhong)方式,實現(xian)中長期電(dian)(dian)能(neng)(neng)量(liang)市(shi)場(chang)(chang)的(de)(de)靈活交(jiao)易(yi);建設(she)全電(dian)(dian)量(liang)競價的(de)(de)日前、實時現(xian)貨(huo)電(dian)(dian)能(neng)(neng)量(liang)市(shi)場(chang)(chang),形(xing)成基于節點邊際電(dian)(dian)價的(de)(de)發(fa)(fa)用兩側現(xian)貨(huo)市(shi)場(chang)(chang)價格;建設(she)調(diao)頻、備(bei)用等(deng)輔(fu)助服(fu)務市(shi)場(chang)(chang),形(xing)成市(shi)場(chang)(chang)化(hua)的(de)(de)輔(fu)助服(fu)務調(diao)用和價格機制。


電(dian)(dian)(dian)力(li)零(ling)售市(shi)場(chang)指售電(dian)(dian)(dian)公(gong)司與電(dian)(dian)(dian)力(li)用(yong)戶(hu)之間開展電(dian)(dian)(dian)力(li)交易(yi)的市(shi)場(chang)。電(dian)(dian)(dian)力(li)零(ling)售市(shi)場(chang)由售電(dian)(dian)(dian)公(gong)司與電(dian)(dian)(dian)力(li)用(yong)戶(hu)自主簽訂(ding)零(ling)售合同、建立零(ling)售關系,根據合同約定價(jia)格進(jin)行結算(suan)。為促進(jin)零(ling)售市(shi)場(chang)有序競(jing)爭,設置售電(dian)(dian)(dian)公(gong)司零(ling)售市(shi)場(chang)份額上(shang)限(xian)。


(二)市場成員


1.經營(ying)(ying)主(zhu)體(ti)。經營(ying)(ying)主(zhu)體(ti)包括各類型(xing)發(fa)電(dian)(dian)(dian)企業(ye)(ye)、電(dian)(dian)(dian)力(li)(li)(li)(li)用戶(hu)(hu)(含(han)電(dian)(dian)(dian)網代(dai)理購電(dian)(dian)(dian)用戶(hu)(hu))、售(shou)電(dian)(dian)(dian)公司和(he)新型(xing)經營(ying)(ying)主(zhu)體(ti)(含(han)分布式發(fa)電(dian)(dian)(dian)、負荷聚合商(shang)、儲能和(he)虛(xu)擬(ni)電(dian)(dian)(dian)廠等(deng)),應符合國家和(he)廣東省有關準(zhun)入要求,具備(bei)滿(man)足參(can)與(yu)電(dian)(dian)(dian)力(li)(li)(li)(li)現貨(huo)市(shi)(shi)(shi)場(chang)(chang)交易的計量(liang)、通信(xin)等(deng)技術條件,按(an)照規(gui)定程(cheng)序完成準(zhun)入,在廣東電(dian)(dian)(dian)力(li)(li)(li)(li)交易中心注冊;有序推動工商(shang)業(ye)(ye)用戶(hu)(hu)全部(bu)進入電(dian)(dian)(dian)力(li)(li)(li)(li)市(shi)(shi)(shi)場(chang)(chang),鼓勵支持(chi)10千伏(fu)及(ji)以上的工商(shang)業(ye)(ye)用戶(hu)(hu)直(zhi)接參(can)與(yu)電(dian)(dian)(dian)力(li)(li)(li)(li)市(shi)(shi)(shi)場(chang)(chang),逐步縮小(xiao)代(dai)理購電(dian)(dian)(dian)用戶(hu)(hu)范(fan)圍,未直(zhi)接參(can)與(yu)市(shi)(shi)(shi)場(chang)(chang)交易的由電(dian)(dian)(dian)網企業(ye)(ye)代(dai)理購電(dian)(dian)(dian)。經營(ying)(ying)主(zhu)體(ti)應遵守電(dian)(dian)(dian)力(li)(li)(li)(li)市(shi)(shi)(shi)場(chang)(chang)運營(ying)(ying)規(gui)則,接受能源(yuan)監(jian)管機構、政府(fu)部(bu)門的監(jian)督和(he)電(dian)(dian)(dian)力(li)(li)(li)(li)調(diao)度機構的統一調(diao)度,服從市(shi)(shi)(shi)場(chang)(chang)管理。


除保留(liu)部分低價電(dian)(dian)源用(yong)于保障居民、農業用(yong)電(dian)(dian)外,煤(mei)電(dian)(dian)、氣電(dian)(dian)、核(he)電(dian)(dian)、可再生能源發電(dian)(dian)、抽水蓄(xu)能電(dian)(dian)站、新型經營主體、西(xi)電(dian)(dian)(外來電(dian)(dian))有(you)序(xu)參與電(dian)(dian)力市(shi)場交易,燃煤(mei)、燃氣發電(dian)(dian)電(dian)(dian)量原則上(shang)全部進入電(dian)(dian)力市(shi)場。


2.電(dian)(dian)網(wang)企(qi)(qi)業。電(dian)(dian)網(wang)企(qi)(qi)業包括中國南方電(dian)(dian)網(wang)有(you)限(xian)責任公(gong)司(si)及超高壓(ya)輸電(dian)(dian)公(gong)司(si)、廣(guang)東(dong)電(dian)(dian)網(wang)有(you)限(xian)責任公(gong)司(si)、深(shen)圳供電(dian)(dian)局有(you)限(xian)公(gong)司(si)以及地方供電(dian)(dian)企(qi)(qi)業(含增量(liang)配電(dian)(dian)網(wang)企(qi)(qi)業),按規定承擔本營業區(qu)域內用(yong)戶(hu)保底(di)供電(dian)(dian)服務(wu),向(xiang)售電(dian)(dian)公(gong)司(si)開放簽(qian)約用(yong)戶(hu)的(de)分時用(yong)電(dian)(dian)數據(ju)。廣(guang)東(dong)電(dian)(dian)網(wang)有(you)限(xian)責任公(gong)司(si)統一(yi)負(fu)責省內電(dian)(dian)量(liang)數據(ju)的(de)交(jiao)互。


3.市場(chang)運營機(ji)構(gou)。市場(chang)運營機(ji)構(gou)包(bao)括廣(guang)東電力交易中(zhong)心(xin)和(he)廣(guang)東省電力調度中(zhong)心(xin)。


(三)電(dian)網企業代理購電(dian)

(四)中長期市場交易機制


中長期市場交(jiao)易主要提供(gong)年、月、周、多日等多頻次交(jiao)易品種(zhong),推進中長期分時段交(jiao)易,發揮電(dian)力市場“壓(ya)艙石”作用,防(fang)范市場價格大幅(fu)波動的風險。


1.交易方式。包括但不限于雙邊協商(shang)、掛(gua)牌、集中(zhong)競爭等方式。


(1)雙(shuang)邊(bian)協商交易(yi)(yi)(yi)。經(jing)營主體通過自主協商形成交易(yi)(yi)(yi)結果的交易(yi)(yi)(yi)方式,由合約雙(shuang)方在規(gui)定(ding)時間節點(dian)前通過交易(yi)(yi)(yi)系統(tong)完成交易(yi)(yi)(yi)申報與(yu)確(que)認(ren),采用自定(ding)義分解曲線,經(jing)交易(yi)(yi)(yi)校核通過后生效(xiao)。


(2)掛牌(pai)交易。經營主體對外(wai)發(fa)布需求(qiu)電量(liang)(liang)或(huo)者可提供電量(liang)(liang)的數量(liang)(liang)和(he)價格(ge)等信息要(yao)約(yue),由符合資格(ge)要(yao)求(qiu)的另一方提出接受該要(yao)約(yue)的申請,采用自定義(yi)分解曲線,經交易校核通過(guo)后生效。


(3)集中競爭。包含集中競價(jia)交(jiao)(jiao)易(yi)(yi)(yi)和滾動(dong)撮合(he)交(jiao)(jiao)易(yi)(yi)(yi),其中,集中競價(jia)交(jiao)(jiao)易(yi)(yi)(yi)按(an)照(zhao)統一出清方(fang)式成(cheng)交(jiao)(jiao);滾動(dong)撮合(he)交(jiao)(jiao)易(yi)(yi)(yi)按(an)照(zhao)價(jia)格優(you)先(xian)、時(shi)間優(you)先(xian)的原則進行滾動(dong)撮合(he)成(cheng)交(jiao)(jiao)。采用常用分解(jie)曲線,經交(jiao)(jiao)易(yi)(yi)(yi)校核通過后生(sheng)效。


經營主體可通過線下協商交(jiao)易或線上集中(zhong)交(jiao)易的方式轉(zhuan)讓合約電量。


2.中長(chang)(chang)期(qi)交(jiao)易約(yue)束(shu)(shu)。為防范市場(chang)風險(xian),保障市場(chang)平穩(wen)運行,設置(zhi)相(xiang)關中長(chang)(chang)期(qi)交(jiao)易約(yue)束(shu)(shu),中長(chang)(chang)期(qi)交(jiao)易需滿足下述約(yue)束(shu)(shu)條件:


(1)經(jing)營(ying)主(zhu)體約束。發(fa)電企業、新型經(jing)營(ying)主(zhu)體、電力用(yong)戶和有實際用(yong)戶代理關(guan)系的售電公司等參與交易。


(2)交易電(dian)量約束(shu)。根據(ju)發電(dian)側(ce)經營主體的實際發電(dian)能力、用(yong)電(dian)側(ce)經營主體的歷史用(yong)電(dian)量或用(yong)電(dian)需(xu)求,設置經營主體凈合(he)約電(dian)量約束(shu)和累計交易電(dian)量約束(shu)。


(3)交易調整約(yue)束。經營(ying)主體在單(dan)個(ge)交易日(ri)內(nei),對同一(yi)標的(de)(de)只可進(jin)(jin)行買入(ru)或賣出(chu)的(de)(de)單(dan)一(yi)操(cao)作,以其第一(yi)筆(bi)成交合(he)(he)約(yue)電量(liang)的(de)(de)方向(xiang)為準。對合(he)(he)約(yue)電量(liang)的(de)(de)大額(e)調整交易進(jin)(jin)行限制。


(4)履約(yue)擔(dan)保約(yue)束(shu)。根據經營主(zhu)體(ti)的信用額度,量(liang)(liang)化計算出(chu)對應(ying)的可交易(yi)電量(liang)(liang)上限(xian)。


(五)電力(li)現貨市場交易(yi)機制


按(an)照(zhao)日(ri)前市場申報、日(ri)前及實時出清(包括安全校核)、發電(dian)調度(du)執行(xing)的(de)流程開展現(xian)(xian)貨交易組織,根據運行(xing)情況不斷(duan)完(wan)善電(dian)力現(xian)(xian)貨市場出清機制,通(tong)過市場機制進行(xing)必要的(de)阻塞管(guan)理和運行(xing)考核。


1.日(ri)前市(shi)場(chang)(chang)。日(ri)前市(shi)場(chang)(chang)采用(yong)全(quan)電(dian)(dian)(dian)量(liang)(liang)申報(bao)(bao)(bao)、集中(zhong)優(you)化(hua)出清(qing)的方(fang)式(shi)開(kai)展(zhan)。起步(bu)(bu)采用(yong)“發(fa)(fa)電(dian)(dian)(dian)側(ce)報(bao)(bao)(bao)量(liang)(liang)報(bao)(bao)(bao)價(jia)(jia)(jia)、用(yong)戶側(ce)報(bao)(bao)(bao)量(liang)(liang)不報(bao)(bao)(bao)價(jia)(jia)(jia)”方(fang)式(shi)組織(zhi)日(ri)前市(shi)場(chang)(chang),逐(zhu)步(bu)(bu)過渡到(dao)“發(fa)(fa)電(dian)(dian)(dian)側(ce)報(bao)(bao)(bao)量(liang)(liang)報(bao)(bao)(bao)價(jia)(jia)(jia)、用(yong)戶側(ce)報(bao)(bao)(bao)量(liang)(liang)報(bao)(bao)(bao)價(jia)(jia)(jia)”方(fang)式(shi)。綜(zong)合考慮負荷(he)預測(ce)、西(xi)電(dian)(dian)(dian)、非直接(jie)參與市(shi)場(chang)(chang)交易機(ji)(ji)組出力曲線、發(fa)(fa)輸變電(dian)(dian)(dian)設(she)備檢修計劃、發(fa)(fa)電(dian)(dian)(dian)機(ji)(ji)組運行(xing)約(yue)束(shu)條件(jian)、電(dian)(dian)(dian)網安(an)(an)全(quan)運行(xing)約(yue)束(shu)條件(jian)等邊界,以(yi)社(she)會(hui)福(fu)利最大化(hua)為優(you)化(hua)目(mu)標,采用(yong)安(an)(an)全(quan)約(yue)束(shu)機(ji)(ji)組組合(SCUC)、安(an)(an)全(quan)約(yue)束(shu)經濟調度(SCED)方(fang)法(fa)進行(xing)集中(zhong)優(you)化(hua)計算(suan),出清(qing)得到(dao)運行(xing)日(ri)的機(ji)(ji)組開(kai)機(ji)(ji)組合、分時發(fa)(fa)電(dian)(dian)(dian)出力曲線以(yi)及(ji)分時節點電(dian)(dian)(dian)價(jia)(jia)(jia)。


2.實(shi)時市場。根據發電(dian)側(ce)在日(ri)前市場中的(de)申報信(xin)息,基于最(zui)(zui)新(xin)的(de)電(dian)網運(yun)行(xing)狀態與(yu)超短(duan)期負荷預(yu)測信(xin)息,以(yi)社(she)會福利最(zui)(zui)大(da)化(hua)(hua)為優化(hua)(hua)目標,采用(yong)安全約束經濟(ji)調度(SCED)方(fang)法進行(xing)集中優化(hua)(hua)計算,出清得(de)到(dao)各(ge)發電(dian)機組需要實(shi)際執行(xing)的(de)發電(dian)計劃和實(shi)時節點電(dian)價。


3.安全(quan)校核(he)。現貨(huo)電(dian)能量及(ji)調頻等輔(fu)助(zhu)服務市場的(de)安全(quan)校核(he)與市場出清(qing)同步(bu)進行,市場出清(qing)結(jie)果應嚴格滿足(zu)國家、省(sheng)和行業的(de)政策、標準要(yao)求,并確保電(dian)網安全(quan)穩定運行、電(dian)力供(gong)需平衡以及(ji)清(qing)潔(jie)能源消納。


(六)輔助服務市場


初(chu)期,以(yi)南(nan)方區域調(diao)頻、跨(kua)省備用(yong)輔助(zhu)服務(wu)市(shi)(shi)場(chang)與現貨電能(neng)量(liang)市(shi)(shi)場(chang)分(fen)開(kai)獨立運(yun)行起步,逐(zhu)步建立省內備用(yong)、爬坡等輔助(zhu)服務(wu)交易品種,條件(jian)成(cheng)熟時(shi)實現與現貨電能(neng)量(liang)市(shi)(shi)場(chang)聯(lian)合優化出清。輔助(zhu)服務(wu)市(shi)(shi)場(chang)通過(guo)集中競爭方式形成(cheng)出清結果。


(七)電價形成機制


中長(chang)期電(dian)能量(liang)通(tong)過(guo)雙邊(bian)協商(shang)、掛牌和(he)集中競(jing)爭等交(jiao)易(yi)方(fang)(fang)(fang)式(shi)(shi)形成(cheng)(cheng)市(shi)場價格(ge)(ge);現貨(huo)電(dian)能量(liang)通(tong)過(guo)集中競(jing)爭方(fang)(fang)(fang)式(shi)(shi),形成(cheng)(cheng)分時節(jie)(jie)點電(dian)價作(zuo)為市(shi)場價格(ge)(ge)。市(shi)場機組代理(li)(li)購電(dian)電(dian)量(liang)應用(yong)市(shi)場方(fang)(fang)(fang)式(shi)(shi)形成(cheng)(cheng)價格(ge)(ge)(接受市(shi)場價格(ge)(ge)或直接交(jiao)易(yi)形成(cheng)(cheng)價格(ge)(ge))。市(shi)場用(yong)戶結算(suan)價格(ge)(ge)由電(dian)能量(liang)市(shi)場價格(ge)(ge)、上網環節(jie)(jie)線損費(fei)(fei)用(yong)、輸配電(dian)價(含(han)交(jiao)叉補貼)、政府(fu)性基金及附加、系統(tong)運行費(fei)(fei)(包括輔助服務費(fei)(fei)用(yong)、抽水蓄能容量(liang)電(dian)費(fei)(fei)等)、市(shi)場分攤費(fei)(fei)用(yong)等構(gou)成(cheng)(cheng),具體在(zai)相關方(fang)(fang)(fang)案及規則中明確(que)。合(he)理(li)(li)設置價格(ge)(ge)上下限值。


(八)市場(chang)化需求響應


構(gou)建全省統(tong)一的(de)(de)市(shi)(shi)(shi)場化需(xu)求響(xiang)應(ying)(ying)機制體(ti)系,發揮市(shi)(shi)(shi)場價格對負(fu)荷調節(jie)的(de)(de)激(ji)勵作用(yong)(yong);參與市(shi)(shi)(shi)場化需(xu)求響(xiang)應(ying)(ying)的(de)(de)經營主體(ti)為電(dian)力用(yong)(yong)戶和代理需(xu)求響(xiang)應(ying)(ying)資(zi)源的(de)(de)售電(dian)公司、負(fu)荷聚合商,費用(yong)(yong)由需(xu)求地(di)區(qu)工商業用(yong)(yong)戶等承擔。


(九)可再生能源電(dian)力(li)交易(yi)


引入有可(ke)再生(sheng)能(neng)(neng)源電(dian)(dian)(dian)(dian)力消(xiao)納需求的(de)(de)電(dian)(dian)(dian)(dian)力用(yong)戶,通過(guo)售電(dian)(dian)(dian)(dian)公司或(huo)直(zhi)接(jie)與(yu)(yu)符(fu)合條件的(de)(de)風(feng)電(dian)(dian)(dian)(dian)(含分散式(shi)風(feng)電(dian)(dian)(dian)(dian)和(he)(he)海上風(feng)電(dian)(dian)(dian)(dian))、太陽(yang)能(neng)(neng)發電(dian)(dian)(dian)(dian)(含分布式(shi)光伏發電(dian)(dian)(dian)(dian)和(he)(he)光熱發電(dian)(dian)(dian)(dian))、常規水電(dian)(dian)(dian)(dian)、生(sheng)物質發電(dian)(dian)(dian)(dian)、地熱能(neng)(neng)發電(dian)(dian)(dian)(dian)、海洋能(neng)(neng)發電(dian)(dian)(dian)(dian)等可(ke)再生(sheng)發電(dian)(dian)(dian)(dian)企(qi)業(ye)開展交(jiao)易,以(yi)市場(chang)化方(fang)式(shi)引導綠(lv)色電(dian)(dian)(dian)(dian)力消(xiao)費。建立(li)健全與(yu)(yu)新能(neng)(neng)源特性相適應的(de)(de)中長期市場(chang)交(jiao)易和(he)(he)電(dian)(dian)(dian)(dian)力現貨市場(chang)交(jiao)易機(ji)制。

2.峰(feng)(feng)(feng)(feng)谷(gu)(gu)(gu)(gu)(gu)(gu)平(ping)衡(heng)(heng)(heng)機(ji)制(zhi)。為加強(qiang)與分(fen)時(shi)電(dian)價(jia)政策的(de)銜接(jie),引導用(yong)戶(hu)(hu)削(xue)峰(feng)(feng)(feng)(feng)填(tian)谷(gu)(gu)(gu)(gu)(gu)(gu),根據電(dian)力現貨市(shi)(shi)場(chang)形成的(de)峰(feng)(feng)(feng)(feng)谷(gu)(gu)(gu)(gu)(gu)(gu)價(jia)格實際情(qing)況,按照峰(feng)(feng)(feng)(feng)平(ping)谷(gu)(gu)(gu)(gu)(gu)(gu)比例要求(qiu),建(jian)立臨時(shi)性(xing)的(de)用(yong)戶(hu)(hu)側峰(feng)(feng)(feng)(feng)谷(gu)(gu)(gu)(gu)(gu)(gu)平(ping)衡(heng)(heng)(heng)機(ji)制(zhi),應(ying)用(yong)峰(feng)(feng)(feng)(feng)谷(gu)(gu)(gu)(gu)(gu)(gu)平(ping)衡(heng)(heng)(heng)機(ji)制(zhi)所產生的(de)損益資金由市(shi)(shi)場(chang)購電(dian)用(yong)戶(hu)(hu)按比例分(fen)攤或分(fen)享。原不執行(xing)峰(feng)(feng)(feng)(feng)谷(gu)(gu)(gu)(gu)(gu)(gu)價(jia)格政策的(de)用(yong)戶(hu)(hu)不應(ying)用(yong)峰(feng)(feng)(feng)(feng)谷(gu)(gu)(gu)(gu)(gu)(gu)平(ping)衡(heng)(heng)(heng)機(ji)制(zhi)。后續研究進(jin)一步(bu)(bu)拉大市(shi)(shi)場(chang)峰(feng)(feng)(feng)(feng)谷(gu)(gu)(gu)(gu)(gu)(gu)價(jia)差(cha)的(de)措施方法,逐(zhu)步(bu)(bu)取(qu)消峰(feng)(feng)(feng)(feng)谷(gu)(gu)(gu)(gu)(gu)(gu)平(ping)衡(heng)(heng)(heng)機(ji)制(zhi)。


3.系統運(yun)行補(bu)(bu)償。為補(bu)(bu)償因系統原(yuan)因開機(ji)、但在(zai)現貨電能量(liang)交易中無法(fa)定價、且收益(yi)低于運(yun)行成本的(de)機(ji)組(zu),應用(yong)機(ji)組(zu)系統運(yun)行補(bu)(bu)償機(ji)制。


4.容(rong)量(liang)補償機(ji)(ji)制。為促進市(shi)場(chang)化機(ji)(ji)組(zu)、儲能電站等固定成本(ben)有效回收,保障電力系統長期容(rong)量(liang)的充裕性,研(yan)究(jiu)建(jian)立容(rong)量(liang)補償機(ji)(ji)制。容(rong)量(liang)補償費用標準根(gen)據(ju)機(ji)(ji)組(zu)(電站)投資建(jian)設成本(ben)及(ji)市(shi)場(chang)運行情況進行測算(suan)。后(hou)續研(yan)究(jiu)建(jian)立容(rong)量(liang)市(shi)場(chang)機(ji)(ji)制。


5.發(fa)電(dian)成(cheng)本(ben)測(ce)算。建立機組啟(qi)動(dong)成(cheng)本(ben)、變(bian)動(dong)成(cheng)本(ben)等(deng)測(ce)算機制,綜合考慮機組類型、容量級別、發(fa)電(dian)能耗(hao)、地(di)理位置等(deng)因素進行測(ce)算,用(yong)于交易(yi)申報、市(shi)場出清、系統運(yun)行補(bu)償、市(shi)場力檢測(ce)及緩解(jie)、報價行為(wei)評估(gu)等(deng)環節。


6.價格(ge)(ge)傳導(dao)機制(zhi)。采用經營(ying)主體(ti)簽(qian)訂一定比例的分成模式零售(shou)合同等方(fang)式,將批發價格(ge)(ge)和分攤費用有效傳導(dao)至零售(shou)側;鼓(gu)勵(li)經營(ying)主體(ti)在零售(shou)合同中增(zeng)加一次(ci)能(neng)源價格(ge)(ge)聯動的條款,將批發側燃料成本向零售(shou)用戶疏導(dao)。


7.市(shi)場(chang)(chang)(chang)管(guan)(guan)控機制。當(dang)發生重(zhong)大(da)政策變化、存在(zai)重(zhong)大(da)市(shi)場(chang)(chang)(chang)風險、電力供(gong)應過于(yu)緊(jin)張或富余、一次能源(yuan)價格發生重(zhong)大(da)變化、嚴重(zhong)自然(ran)災害(hai)等(deng)情況時,根據需要(yao)采取市(shi)場(chang)(chang)(chang)管(guan)(guan)控措施,確保(bao)市(shi)場(chang)(chang)(chang)平(ping)穩有(you)序運行。


四、市場運行管理


(一)年度市場安排


廣東(dong)省能源局會(hui)同(tong)國家能源局南(nan)方(fang)(fang)監管(guan)(guan)局,組織(zhi)廣東(dong)電(dian)力交(jiao)(jiao)(jiao)易(yi)(yi)中(zhong)心(xin)、廣東(dong)省電(dian)力調(diao)度(du)(du)中(zhong)心(xin)研(yan)究制定年(nian)度(du)(du)市(shi)場交(jiao)(jiao)(jiao)易(yi)(yi)安(an)排方(fang)(fang)案,方(fang)(fang)案原則上于(yu)上一年(nian)底(di)發布(bu)。年(nian)度(du)(du)市(shi)場交(jiao)(jiao)(jiao)易(yi)(yi)安(an)排方(fang)(fang)案應征求(qiu)市(shi)場管(guan)(guan)委會(hui)成員(yuan)和經(jing)營(ying)主體(ti)意見,分析研(yan)判市(shi)場運(yun)行風險,并(bing)制定相應的應對措施。年(nian)度(du)(du)市(shi)場交(jiao)(jiao)(jiao)易(yi)(yi)安(an)排方(fang)(fang)案包括但不(bu)限于(yu)以下內(nei)容:經(jing)營(ying)主體(ti)準入條件、年(nian)度(du)(du)市(shi)場規模、市(shi)場模式、交(jiao)(jiao)(jiao)易(yi)(yi)品(pin)種、中(zhong)長期交(jiao)(jiao)(jiao)易(yi)(yi)合同(tong)簽訂、年(nian)度(du)(du)交(jiao)(jiao)(jiao)易(yi)(yi)上限、市(shi)場主要交(jiao)(jiao)(jiao)易(yi)(yi)參數(shu)以及其他相關(guan)工作要求(qiu)等。


(二)準入注冊


經營(ying)主(zhu)體參與電(dian)(dian)力(li)(li)市場化交(jiao)易,應當符合準(zhun)入(ru)(ru)條(tiao)件,在廣(guang)東(dong)電(dian)(dian)力(li)(li)交(jiao)易中(zhong)(zhong)心辦理相關市場準(zhun)入(ru)(ru)、注(zhu)(zhu)冊(ce)業務(wu)。符合準(zhun)入(ru)(ru)條(tiao)件的(de)發(fa)電(dian)(dian)機組,由發(fa)電(dian)(dian)企業向(xiang)廣(guang)東(dong)電(dian)(dian)力(li)(li)交(jiao)易中(zhong)(zhong)心申請注(zhu)(zhu)冊(ce);符合準(zhun)入(ru)(ru)條(tiao)件的(de)售電(dian)(dian)公司按照(zhao)注(zhu)(zhu)冊(ce)、承諾、公示(shi)、備案的(de)流程在廣(guang)東(dong)電(dian)(dian)力(li)(li)交(jiao)易中(zhong)(zhong)心辦理注(zhu)(zhu)冊(ce),納入(ru)(ru)售電(dian)(dian)公司準(zhun)入(ru)(ru)目錄(lu);符合準(zhun)入(ru)(ru)條(tiao)件的(de)電(dian)(dian)力(li)(li)用戶(hu)、新型(xing)經營(ying)主(zhu)體向(xiang)廣(guang)東(dong)電(dian)(dian)力(li)(li)交(jiao)易中(zhong)(zhong)心申請注(zhu)(zhu)冊(ce)。


(三)經營主體退出


發(fa)電企業和電力用(yong)戶(hu)原則(ze)上不得自行退(tui)(tui)出市(shi)場(chang),符合國家和廣(guang)東省(sheng)規定的有關(guan)情形的,可辦理正常退(tui)(tui)市(shi)手(shou)續,退(tui)(tui)市(shi)后執行有關(guan)發(fa)用(yong)電政策。經營(ying)主體(ti)違(wei)反(fan)國家有關(guan)法律法規、違(wei)反(fan)市(shi)場(chang)規則(ze)、濫用(yong)市(shi)場(chang)力、惡(e)意擾亂(luan)市(shi)場(chang)秩序、發(fa)生重(zhong)大違(wei)約行為(wei)且拒不整改以及被(bei)列入黑名單的,將(jiang)強(qiang)制退(tui)(tui)出市(shi)場(chang)。退(tui)(tui)出市(shi)場(chang)的經營(ying)主體(ti)應繳清市(shi)場(chang)化費用(yong)及欠費,處(chu)理完畢尚未(wei)交(jiao)割的成(cheng)交(jiao)電量(liang)。


已直(zhi)接(jie)(jie)參(can)(can)與(yu)(yu)市(shi)場(chang)交(jiao)(jiao)(jiao)易在(zai)無正當(dang)理(li)由(you)情況下改由(you)電(dian)網企業(ye)(ye)代(dai)理(li)購電(dian)的(de)用(yong)(yong)(yong)戶(hu)(hu),擁有(you)燃(ran)煤發(fa)電(dian)自備電(dian)廠(chang)、由(you)電(dian)網企業(ye)(ye)代(dai)理(li)購電(dian)的(de)用(yong)(yong)(yong)戶(hu)(hu),用(yong)(yong)(yong)電(dian)價格按照(zhao)國(guo)家(jia)和省(sheng)有(you)關(guan)(guan)規(gui)定(ding)執行(xing)。已直(zhi)接(jie)(jie)參(can)(can)與(yu)(yu)市(shi)場(chang)交(jiao)(jiao)(jiao)易的(de)高耗能(neng)用(yong)(yong)(yong)戶(hu)(hu),不得(de)退(tui)出市(shi)場(chang)交(jiao)(jiao)(jiao)易;尚未直(zhi)接(jie)(jie)參(can)(can)與(yu)(yu)市(shi)場(chang)交(jiao)(jiao)(jiao)易的(de)高耗能(neng)用(yong)(yong)(yong)戶(hu)(hu)原則上要直(zhi)接(jie)(jie)參(can)(can)與(yu)(yu)市(shi)場(chang)交(jiao)(jiao)(jiao)易,暫不能(neng)直(zhi)接(jie)(jie)參(can)(can)與(yu)(yu)市(shi)場(chang)交(jiao)(jiao)(jiao)易的(de)由(you)電(dian)網企業(ye)(ye)代(dai)理(li)購電(dian),用(yong)(yong)(yong)電(dian)價格按照(zhao)國(guo)家(jia)和省(sheng)有(you)關(guan)(guan)規(gui)定(ding)執行(xing)。


(四)合(he)同簽訂及登記


經營主(zhu)體應本著誠信(xin)、公平的(de)原則(ze),依據廣東電力(li)交易(yi)(yi)中(zhong)心發布(bu)的(de)交易(yi)(yi)合(he)同(tong)范(fan)本,在交易(yi)(yi)系(xi)統進行批發市(shi)(shi)場交易(yi)(yi)合(he)同(tong)及零售合(he)同(tong)簽(qian)訂,其中(zhong),批發市(shi)(shi)場交易(yi)(yi)合(he)同(tong)應包含電量、分時價格、電力(li)曲(qu)線和結算參考(kao)點等要(yao)素。


(五)發電調度計劃(hua)編制


日前、實(shi)時發(fa)電(dian)調(diao)度(du)計劃基于(yu)日前、實(shi)時市(shi)(shi)場(chang)的(de)發(fa)電(dian)側出清結(jie)(jie)果制(zhi)定。在日前市(shi)(shi)場(chang)出清結(jie)(jie)束至實(shi)際(ji)運(yun)行期(qi)間,電(dian)力調(diao)度(du)機構(gou)可根據電(dian)網實(shi)際(ji)運(yun)行情(qing)(qing)況,按(an)照安全(quan)第一的(de)原則,對機組出力進行調(diao)整,以滿足系統(tong)電(dian)力平衡和電(dian)網安全(quan),調(diao)整情(qing)(qing)況應及時向(xiang)政府部門報告,并(bing)向(xiang)經營主體公布。


(六)交易結算


市(shi)(shi)場結(jie)(jie)(jie)(jie)算(suan)(suan)(suan)(suan)采(cai)用“日清月(yue)(yue)(yue)結(jie)(jie)(jie)(jie)”的結(jie)(jie)(jie)(jie)算(suan)(suan)(suan)(suan)模式,包括電(dian)力(li)批發(fa)市(shi)(shi)場結(jie)(jie)(jie)(jie)算(suan)(suan)(suan)(suan)和電(dian)力(li)零售市(shi)(shi)場結(jie)(jie)(jie)(jie)算(suan)(suan)(suan)(suan)。電(dian)力(li)批發(fa)市(shi)(shi)場以小時為(wei)基(ji)本計(ji)算(suan)(suan)(suan)(suan)時段,以日為(wei)周期(qi)發(fa)布(bu)日清算(suan)(suan)(suan)(suan)臨時結(jie)(jie)(jie)(jie)算(suan)(suan)(suan)(suan)結(jie)(jie)(jie)(jie)果,以月(yue)(yue)(yue)度為(wei)周期(qi)發(fa)布(bu)正式結(jie)(jie)(jie)(jie)算(suan)(suan)(suan)(suan)依(yi)據,開展電(dian)費結(jie)(jie)(jie)(jie)算(suan)(suan)(suan)(suan);零售市(shi)(shi)場根據合同約定方式按月(yue)(yue)(yue)開展市(shi)(shi)場結(jie)(jie)(jie)(jie)算(suan)(suan)(suan)(suan)。廣(guang)東(dong)電(dian)力(li)交易中心負(fu)責向經營主體出具批發(fa)、零售市(shi)(shi)場的結(jie)(jie)(jie)(jie)算(suan)(suan)(suan)(suan)依(yi)據,經營主體根據相關規定進(jin)行(xing)資金結(jie)(jie)(jie)(jie)算(suan)(suan)(suan)(suan)。


(七)信息披露


按照信(xin)息(xi)公開(kai)(kai)范(fan)圍(wei),市(shi)場(chang)信(xin)息(xi)分為公眾(zhong)信(xin)息(xi)、公開(kai)(kai)信(xin)息(xi)、私有(you)信(xin)息(xi)和依(yi)申請披(pi)露(lu)(lu)信(xin)息(xi)四類,分別向不同(tong)范(fan)圍(wei)的(de)經營(ying)主體(ti)發(fa)布。廣(guang)東電(dian)力(li)交易(yi)(yi)(yi)中心(xin)會(hui)同(tong)廣(guang)東省(sheng)電(dian)力(li)調度中心(xin)在遵循真(zhen)實、準(zhun)確、完(wan)整(zheng)、及(ji)時(shi)、易(yi)(yi)(yi)于使用等原(yuan)則(ze)的(de)前提下,按規(gui)定統(tong)一通過廣(guang)東電(dian)力(li)市(shi)場(chang)交易(yi)(yi)(yi)平臺及(ji)時(shi)披(pi)露(lu)(lu)有(you)關信(xin)息(xi),并對所披(pi)露(lu)(lu)信(xin)息(xi)的(de)真(zhen)實性(xing)、準(zhun)確性(xing)、安全性(xing)、完(wan)整(zheng)性(xing)負責。


(八)信用管理


建立(li)市場(chang)信(xin)(xin)(xin)用(yong)管理體(ti)(ti)系。經(jing)(jing)營(ying)主(zhu)(zhu)體(ti)(ti)信(xin)(xin)(xin)用(yong)額(e)(e)度由無擔(dan)(dan)保信(xin)(xin)(xin)用(yong)額(e)(e)度和擔(dan)(dan)保信(xin)(xin)(xin)用(yong)額(e)(e)度組成,無擔(dan)(dan)保信(xin)(xin)(xin)用(yong)是指根據信(xin)(xin)(xin)用(yong)評價授予經(jing)(jing)營(ying)主(zhu)(zhu)體(ti)(ti)的信(xin)(xin)(xin)用(yong)額(e)(e)度。擔(dan)(dan)保信(xin)(xin)(xin)用(yong)目前主(zhu)(zhu)要(yao)采(cai)用(yong)履約保函形式,也可(ke)自愿采(cai)用(yong)現金擔(dan)(dan)保形式,參與市場(chang)交(jiao)易的經(jing)(jing)營(ying)主(zhu)(zhu)體(ti)(ti),其信(xin)(xin)(xin)用(yong)額(e)(e)度須大(da)于等于履約風險。廣東電力交(jiao)易中心加強對經(jing)(jing)營(ying)主(zhu)(zhu)體(ti)(ti)的信(xin)(xin)(xin)用(yong)額(e)(e)度和履約風險跟蹤監控、管理和處置;對于納入失信(xin)(xin)(xin)黑名單的經(jing)(jing)營(ying)主(zhu)(zhu)體(ti)(ti),按有(you)關辦法(fa)進行處理。


(九)市(shi)場力檢測與緩解


為(wei)(wei)避(bi)免具(ju)有市(shi)(shi)(shi)場力(li)的發電機組操縱(zong)批發市(shi)(shi)(shi)場價(jia)(jia)格,逐步引(yin)入基于市(shi)(shi)(shi)場結構分(fen)析、行為(wei)(wei)影(ying)響測(ce)試(shi)等(deng)市(shi)(shi)(shi)場力(li)檢測(ce)方法,可采取事前、事中、事后(hou)的緩(huan)解措施,視情況(kuang)啟動機組申報價(jia)(jia)格限值調(diao)整、超額收(shou)益(yi)回收(shou)等(deng)機制。


(十)市場干預


當(dang)發生臺風、地(di)震等(deng)重大(da)自然災(zai)害,電力嚴(yan)重供(gong)不應(ying)求,突發事件(jian)影響電網安全、市(shi)場(chang)(chang)運(yun)營規則不適應(ying)市(shi)場(chang)(chang)交(jiao)易、市(shi)場(chang)(chang)運(yun)營所必須的(de)軟硬件(jian)條件(jian)存在重大(da)隱(yin)患故(gu)障、市(shi)場(chang)(chang)交(jiao)易嚴(yan)重惡意(yi)串通操縱等(deng)情況時(shi),廣(guang)東省(sheng)發展和改革委(wei)員會、廣(guang)東省(sheng)能(neng)源局、國家能(neng)源局南方監管(guan)局可(ke)暫停(ting)全部或部分市(shi)場(chang)(chang)交(jiao)易,臨時(shi)實(shi)施發用(yong)電計劃(hua)管(guan)理,確(que)保電網安全穩定運(yun)行和電力可(ke)靠供(gong)應(ying)。


當發生緊急重大突發情況時,市場運(yun)營機(ji)構應按照安全第一的原(yuan)則處理事故和安排(pai)電(dian)力系統運(yun)行,必(bi)要時可中止(zhi)電(dian)力市場交易,并同時報(bao)告廣東(dong)省(sheng)能源局(ju)和國家能源局(ju)南方(fang)監管局(ju)。


(十一)規則(ze)調整管理


本(ben)實(shi)施(shi)方案、市(shi)場運營規則由省深化(hua)電力體制(zhi)改革部門間聯(lian)席會議(yi)審議(yi)通(tong)過后印發實(shi)施(shi);相關配套實(shi)施(shi)細則和管理辦法(fa)依據本(ben)實(shi)施(shi)方案制(zhi)定,按程(cheng)序印發實(shi)施(shi)。


為有效防范市(shi)(shi)(shi)場(chang)各類風險,建(jian)立相關配套實施細則和管(guan)(guan)理辦法動態調(diao)(diao)(diao)整(zheng)機制,及(ji)時響(xiang)應并(bing)解決市(shi)(shi)(shi)場(chang)運行中存在各類問題,對(dui)(dui)市(shi)(shi)(shi)場(chang)運行重大問題,市(shi)(shi)(shi)場(chang)運營機構提(ti)出具(ju)體建(jian)議(yi),經廣(guang)泛征(zheng)求經營主體意見、通(tong)過市(shi)(shi)(shi)場(chang)管(guan)(guan)理委員會審議(yi)后提(ti)交(jiao),由廣(guang)東(dong)省能(neng)源局和國家能(neng)源局南方監管(guan)(guan)局按(an)職能(neng)分工對(dui)(dui)相關條款進行調(diao)(diao)(diao)整(zheng),或授權由市(shi)(shi)(shi)場(chang)運營機構發布臨時調(diao)(diao)(diao)整(zheng)措施。市(shi)(shi)(shi)場(chang)運營機構按(an)照(zhao)調(diao)(diao)(diao)整(zheng)后的方案規(gui)則組織電力市(shi)(shi)(shi)場(chang)交(jiao)易,確保市(shi)(shi)(shi)場(chang)運行平(ping)穩有序。


(十(shi)二)參(can)數調整管理(li)


市(shi)場(chang)(chang)參(can)數(shu)(shu)(shu)是指依據本實施(shi)方(fang)案(an)、市(shi)場(chang)(chang)運(yun)營規(gui)則以及配套實施(shi)細則、管(guan)理辦(ban)法及其他(ta)政策文件,在交易系統(tong)中設置(zhi),用(yong)來宏觀調控、規(gui)范運(yun)行(xing)(xing)、加強(qiang)監管(guan)的基礎數(shu)(shu)(shu)據。廣(guang)(guang)東省能(neng)源(yuan)局(ju)、國家能(neng)源(yuan)局(ju)南方(fang)監管(guan)局(ju)負責參(can)數(shu)(shu)(shu)管(guan)理工(gong)作(zuo)的組織(zhi),按(an)職責履行(xing)(xing)宏觀調控、運(yun)行(xing)(xing)調節、市(shi)場(chang)(chang)監管(guan)等職能(neng)。廣(guang)(guang)東電(dian)力交易中心和廣(guang)(guang)東省電(dian)力調度中心負責提出市(shi)場(chang)(chang)參(can)數(shu)(shu)(shu)設立、調整的合理建議(yi),具體實施(shi)參(can)數(shu)(shu)(shu)管(guan)理工(gong)作(zuo),研(yan)究建立參(can)數(shu)(shu)(shu)管(guan)理制度。電(dian)網企(qi)業(ye)、發電(dian)企(qi)業(ye)、售電(dian)企(qi)業(ye)、電(dian)力用(yong)戶等對(dui)市(shi)場(chang)(chang)參(can)數(shu)(shu)(shu)的新增、變更(geng)、維護等提供必(bi)要的支(zhi)持與配合。


(十三)市場監管


建立(li)健全市場自(zi)律(lv)、政(zheng)府監(jian)管與社會監(jian)督相(xiang)結合的市場監(jian)管工作機制,發展第三方(fang)專業(ye)(ye)機構,形成市場監(jian)管與行業(ye)(ye)自(zi)律(lv)相(xiang)互補充、政(zheng)府監(jian)管與外部專業(ye)(ye)化監(jian)督密切(qie)配合的監(jian)管體系。


國家能(neng)(neng)源局南(nan)方(fang)監管(guan)局、廣東省能(neng)(neng)源局根(gen)據職(zhi)能(neng)(neng)依(yi)法履行電(dian)力(li)市(shi)場監管(guan)職(zhi)責,對(dui)經營主體交(jiao)易行為、電(dian)網公平(ping)開放、信息披露、電(dian)力(li)交(jiao)易機構和電(dian)力(li)調度機構執行市(shi)場規(gui)則(ze)等情況實(shi)施監管(guan)。


廣東電力市(shi)(shi)(shi)場(chang)管理委員(yuan)會對市(shi)(shi)(shi)場(chang)成員(yuan)執行市(shi)(shi)(shi)場(chang)規則和市(shi)(shi)(shi)場(chang)自律(lv)管理制度情況(kuang)進行監督,建立健全市(shi)(shi)(shi)場(chang)自律(lv)管理機制。


市(shi)場(chang)(chang)運(yun)營(ying)機構對市(shi)場(chang)(chang)運(yun)營(ying)情況(kuang)進行監(jian)(jian)控,監(jian)(jian)控內(nei)容包括但不限于:經營(ying)主體合規性情況(kuang)、市(shi)場(chang)(chang)運(yun)營(ying)情況(kuang)、市(shi)場(chang)(chang)結構分(fen)析(xi)(xi)、市(shi)場(chang)(chang)行為分(fen)析(xi)(xi)等;建立電(dian)力市(shi)場(chang)(chang)風(feng)險防(fang)范機制(zhi),采取有效措施辨(bian)識(shi)、分(fen)析(xi)(xi)、預警和處置市(shi)場(chang)(chang)運(yun)營(ying)過程中可能出現的各(ge)類風(feng)險,保障電(dian)力市(shi)場(chang)(chang)運(yun)營(ying)平穩。


第三方專業機構(gou)在市(shi)(shi)場(chang)(chang)運(yun)營(ying)機構(gou)的配合下獨(du)立(li)開展市(shi)(shi)場(chang)(chang)業務稽核工(gong)作,并向能源監管機構(gou)和政府有(you)關部門(men)提(ti)(ti)交工(gong)作報告。市(shi)(shi)場(chang)(chang)業務稽核工(gong)作內容包括但(dan)不限于:分析市(shi)(shi)場(chang)(chang)運(yun)營(ying)情況(kuang)、評估市(shi)(shi)場(chang)(chang)效率和市(shi)(shi)場(chang)(chang)風險防范有(you)效性、提(ti)(ti)出市(shi)(shi)場(chang)(chang)規(gui)則修改(gai)建(jian)議(yi)、提(ti)(ti)供違反(fan)市(shi)(shi)場(chang)(chang)規(gui)則行為線索及處理建(jian)議(yi)等(deng)。


五、職責分工


(一)政(zheng)府主管部(bu)門及能源監管機構


廣(guang)東省(sheng)發展和(he)改(gai)(gai)革(ge)委員會(廣(guang)東省(sheng)能源局)是全(quan)省(sheng)深化(hua)電(dian)(dian)(dian)力體制(zhi)改(gai)(gai)革(ge)的牽(qian)頭(tou)(tou)單(dan)位(wei)、省(sheng)深化(hua)電(dian)(dian)(dian)力體制(zhi)改(gai)(gai)革(ge)部(bu)門(men)間聯席會議總召集人和(he)全(quan)省(sheng)電(dian)(dian)(dian)力現貨(huo)(huo)市(shi)場(chang)(chang)建設(she)試(shi)點(dian)(dian)工(gong)作(zuo)第一(yi)責(ze)任單(dan)位(wei),統籌(chou)協調推進電(dian)(dian)(dian)力市(shi)場(chang)(chang)建設(she)、電(dian)(dian)(dian)價改(gai)(gai)革(ge)、發用電(dian)(dian)(dian)計劃(hua)改(gai)(gai)革(ge)、配(pei)售電(dian)(dian)(dian)試(shi)點(dian)(dian)改(gai)(gai)革(ge)、市(shi)場(chang)(chang)運(yun)營機構建設(she)等重點(dian)(dian)領域和(he)關鍵環(huan)節改(gai)(gai)革(ge),牽(qian)頭(tou)(tou)組織(zhi)制(zhi)定電(dian)(dian)(dian)力現貨(huo)(huo)市(shi)場(chang)(chang)實施方案,組織(zhi)開(kai)展電(dian)(dian)(dian)力市(shi)場(chang)(chang)運(yun)行工(gong)作(zuo)。


國家能源局南(nan)方監(jian)管局是省(sheng)深化(hua)電(dian)力體制改革部門(men)間聯席會(hui)議副總召集人,會(hui)同廣東(dong)省(sheng)發展和(he)改革委員會(hui)(廣東(dong)省(sheng)能源局),組織(zhi)廣東(dong)電(dian)力交易中(zhong)心、廣東(dong)省(sheng)電(dian)力調(diao)度中(zhong)心、電(dian)網企業和(he)經營(ying)主體等方面研究制定(ding)電(dian)力市(shi)場交易規則、輔(fu)助服務規則,審定(ding)根據交易規則擬(ni)定(ding)的相(xiang)關實施細則,負(fu)責電(dian)力市(shi)場監(jian)管等相(xiang)關工作(zuo)。


(二)廣(guang)東電(dian)力市場管理委員會


廣(guang)東電(dian)(dian)(dian)(dian)(dian)力(li)市場管(guan)理委員(yuan)會(hui)是共(gong)同研究、協(xie)(xie)商并(bing)(bing)表(biao)決(jue)(jue)(jue)形成一(yi)致意見的議事(shi)機構,由電(dian)(dian)(dian)(dian)(dian)網企(qi)業(ye)、發電(dian)(dian)(dian)(dian)(dian)企(qi)業(ye)、售(shou)電(dian)(dian)(dian)(dian)(dian)企(qi)業(ye)、電(dian)(dian)(dian)(dian)(dian)力(li)用戶、廣(guang)東電(dian)(dian)(dian)(dian)(dian)力(li)交(jiao)易(yi)中(zhong)心(xin)、廣(guang)東省電(dian)(dian)(dian)(dian)(dian)力(li)調度中(zhong)心(xin)、第三方代表(biao)等各方代表(biao)組(zu)成,在廣(guang)東省能(neng)源局(ju)、國家能(neng)源局(ju)南(nan)方監管(guan)局(ju)的指(zhi)導下開展工作,為(wei)政府(fu)(fu)部(bu)門(men)提供電(dian)(dian)(dian)(dian)(dian)力(li)市場建(jian)設(she)決(jue)(jue)(jue)策參考(kao),主要承擔(dan)研究討論交(jiao)易(yi)規(gui)則、協(xie)(xie)調電(dian)(dian)(dian)(dian)(dian)力(li)市場相關事(shi)項,協(xie)(xie)助政府(fu)(fu)有關部(bu)門(men)監督和(he)糾正廣(guang)東電(dian)(dian)(dian)(dian)(dian)力(li)交(jiao)易(yi)中(zhong)心(xin)不(bu)規(gui)范行為(wei);健全重大事(shi)項決(jue)(jue)(jue)策流程(cheng)和(he)表(biao)決(jue)(jue)(jue)機制,確保(bao)議事(shi)程(cheng)序公(gong)開透(tou)明、公(gong)平合(he)理,切實保(bao)障經營主體的合(he)法權益(yi)。廣(guang)東電(dian)(dian)(dian)(dian)(dian)力(li)市場管(guan)理委員(yuan)會(hui)設(she)立發電(dian)(dian)(dian)(dian)(dian)、用電(dian)(dian)(dian)(dian)(dian)、售(shou)電(dian)(dian)(dian)(dian)(dian)等類(lei)別工作組(zu),并(bing)(bing)設(she)立秘書(shu)處和(he)專家委員(yuan)會(hui)。


(三)電網企業


電(dian)(dian)(dian)(dian)網企業(ye)在所轄(xia)范(fan)圍內負責保(bao)障電(dian)(dian)(dian)(dian)網及(ji)輸(shu)(shu)(shu)配(pei)電(dian)(dian)(dian)(dian)設施的(de)(de)安全穩定(ding)運(yun)行(xing);為經營主體提(ti)供(gong)公平的(de)(de)輸(shu)(shu)(shu)配(pei)電(dian)(dian)(dian)(dian)服(fu)(fu)務和電(dian)(dian)(dian)(dian)網接入服(fu)(fu)務,提(ti)供(gong)報裝、計量(liang)、抄表、收催繳電(dian)(dian)(dian)(dian)費等各類供(gong)電(dian)(dian)(dian)(dian)服(fu)(fu)務;代理暫未(wei)直接參與市(shi)場交(jiao)(jiao)(jiao)易(yi)的(de)(de)工商業(ye)用戶(hu)購電(dian)(dian)(dian)(dian);建設、運(yun)行(xing)、維護和管(guan)理電(dian)(dian)(dian)(dian)網配(pei)套技術(shu)支持系統(tong)(tong),服(fu)(fu)從電(dian)(dian)(dian)(dian)力(li)調度機構的(de)(de)統(tong)(tong)一調度;按(an)照(zhao)電(dian)(dian)(dian)(dian)力(li)企業(ye)信息披(pi)(pi)露和報送等有(you)關規定(ding)披(pi)(pi)露和提(ti)供(gong)信息,向電(dian)(dian)(dian)(dian)力(li)交(jiao)(jiao)(jiao)易(yi)機構提(ti)供(gong)支撐市(shi)場化交(jiao)(jiao)(jiao)易(yi)和市(shi)場服(fu)(fu)務所需的(de)(de)相(xiang)(xiang)關數(shu)據(ju),按(an)照(zhao)國家網絡安全有(you)關規定(ding)實(shi)現與電(dian)(dian)(dian)(dian)力(li)交(jiao)(jiao)(jiao)易(yi)機構的(de)(de)數(shu)據(ju)交(jiao)(jiao)(jiao)互,確(que)保(bao)相(xiang)(xiang)關數(shu)據(ju)的(de)(de)準確(que)性和及(ji)時性;收取輸(shu)(shu)(shu)配(pei)電(dian)(dian)(dian)(dian)費用,代收代付電(dian)(dian)(dian)(dian)費和政(zheng)府(fu)性基(ji)金及(ji)附加等,按(an)時完成電(dian)(dian)(dian)(dian)費結算;預測優先購電(dian)(dian)(dian)(dian)和代理購電(dian)(dian)(dian)(dian)用戶(hu)的(de)(de)電(dian)(dian)(dian)(dian)力(li)、電(dian)(dian)(dian)(dian)量(liang)需求等;按(an)照(zhao)國家和廣東省規定(ding)履行(xing)清潔能源消納責任(ren);法律法規和有(you)關政(zheng)策文件規定(ding)的(de)(de)與電(dian)(dian)(dian)(dian)力(li)市(shi)場相(xiang)(xiang)關的(de)(de)其他職責。


(四)廣東電力交易中心


廣(guang)東(dong)電力(li)交(jiao)易(yi)中心負(fu)(fu)(fu)責(ze)擬訂中長(chang)期(qi)交(jiao)易(yi)實施(shi)細(xi)則(ze)和市場(chang)(chang)(chang)(chang)管理制(zhi)度,配合擬訂現貨(huo)電能量市場(chang)(chang)(chang)(chang)以及(ji)輔(fu)助服(fu)務市場(chang)(chang)(chang)(chang)交(jiao)易(yi)實施(shi)細(xi)則(ze);負(fu)(fu)(fu)責(ze)組織中長(chang)期(qi)交(jiao)易(yi);負(fu)(fu)(fu)責(ze)中長(chang)期(qi)交(jiao)易(yi)系統建(jian)(jian)設,參與現貨(huo)電能量市場(chang)(chang)(chang)(chang)以及(ji)輔(fu)助服(fu)務市場(chang)(chang)(chang)(chang)技術支持系統建(jian)(jian)設;負(fu)(fu)(fu)責(ze)經營主體(ti)注冊管理、交(jiao)易(yi)申報;開展電力(li)市場(chang)(chang)(chang)(chang)政(zheng)策(ce)宣(xuan)貫(guan)、業務培訓(xun);提供電力(li)交(jiao)易(yi)結算(suan)依據及(ji)相(xiang)關服(fu)務;按職(zhi)責(ze)負(fu)(fu)(fu)責(ze)監測(ce)和分析(xi)市場(chang)(chang)(chang)(chang)運行(xing)情況;建(jian)(jian)立落實市場(chang)(chang)(chang)(chang)風險防范機制(zhi);做好市場(chang)(chang)(chang)(chang)管理,維護市場(chang)(chang)(chang)(chang)秩序;對市場(chang)(chang)(chang)(chang)交(jiao)易(yi)規則(ze)進(jin)行(xing)分析(xi)評估,提出修改建(jian)(jian)議;按規定披露和發布(bu)信息(xi);法(fa)律法(fa)規和政(zheng)策(ce)文(wen)件(jian)規定的與電力(li)市場(chang)(chang)(chang)(chang)相(xiang)關的其他(ta)職(zhi)責(ze)。


(五)廣東省電力調度(du)中心


廣東省(sheng)電(dian)力(li)(li)調(diao)(diao)(diao)度(du)(du)中心按調(diao)(diao)(diao)度(du)(du)規程實(shi)施電(dian)力(li)(li)調(diao)(diao)(diao)度(du)(du),負責(ze)廣東全(quan)省(sheng)電(dian)力(li)(li)電(dian)量(liang)平衡和調(diao)(diao)(diao)管范圍內電(dian)網運行(xing)安(an)全(quan);編制(zhi)(zhi)與執行(xing)發(fa)電(dian)調(diao)(diao)(diao)度(du)(du)計劃;擬訂現貨(huo)電(dian)能量(liang)市(shi)場(chang)以(yi)(yi)及輔(fu)助服務市(shi)場(chang)實(shi)施細則和電(dian)網運行(xing)管理制(zhi)(zhi)度(du)(du),配合擬訂中長期交(jiao)易(yi)實(shi)施細則;負責(ze)現貨(huo)電(dian)能量(liang)市(shi)場(chang)以(yi)(yi)及輔(fu)助服務市(shi)場(chang)的市(shi)場(chang)出(chu)清、交(jiao)易(yi)執行(xing);建設現貨(huo)電(dian)能量(liang)、輔(fu)助服務市(shi)場(chang)技術支持系統(tong);開(kai)展(zhan)安(an)全(quan)校核;按規定(ding)披露和發(fa)布(bu)信息(xi),配合開(kai)展(zhan)電(dian)力(li)(li)市(shi)場(chang)政(zheng)策宣(xuan)貫、業務培訓;按職責(ze)負責(ze)監測和分(fen)析(xi)市(shi)場(chang)運行(xing)情況(kuang),建立(li)落(luo)實(shi)市(shi)場(chang)風(feng)險防范機制(zhi)(zhi);對市(shi)場(chang)交(jiao)易(yi)規則進行(xing)分(fen)析(xi)評估(gu),提出(chu)修改建議;法(fa)律法(fa)規和政(zheng)策文件規定(ding)的與電(dian)力(li)(li)市(shi)場(chang)相關的其他(ta)職責(ze)。


(六)電(dian)力(li)調度機構間協同(tong)


南(nan)方(fang)電(dian)(dian)(dian)(dian)網電(dian)(dian)(dian)(dian)力(li)(li)調(diao)度(du)(du)(du)控(kong)制中(zhong)(zhong)(zhong)心(xin)、廣(guang)(guang)東(dong)(dong)(dong)省(sheng)電(dian)(dian)(dian)(dian)力(li)(li)調(diao)度(du)(du)(du)中(zhong)(zhong)(zhong)心(xin)、深圳供(gong)電(dian)(dian)(dian)(dian)局(ju)(ju)電(dian)(dian)(dian)(dian)力(li)(li)調(diao)度(du)(du)(du)控(kong)制中(zhong)(zhong)(zhong)心(xin)按照調(diao)管(guan)(guan)范(fan)圍劃分,負責(ze)所轄區域內的(de)(de)電(dian)(dian)(dian)(dian)網調(diao)度(du)(du)(du)運(yun)行管(guan)(guan)理(li)。廣(guang)(guang)東(dong)(dong)(dong)省(sheng)電(dian)(dian)(dian)(dian)力(li)(li)調(diao)度(du)(du)(du)中(zhong)(zhong)(zhong)心(xin)負責(ze)會(hui)同廣(guang)(guang)東(dong)(dong)(dong)電(dian)(dian)(dian)(dian)力(li)(li)交易中(zhong)(zhong)(zhong)心(xin)運(yun)營(ying)廣(guang)(guang)東(dong)(dong)(dong)電(dian)(dian)(dian)(dian)力(li)(li)現貨(huo)市(shi)場,將出清得(de)到(dao)的(de)(de)機(ji)(ji)組(zu)(zu)開機(ji)(ji)組(zu)(zu)合(he)、機(ji)(ji)組(zu)(zu)出力(li)(li)曲(qu)線、輔助(zhu)服務(wu)調(diao)用(yong)量轉發至南(nan)方(fang)電(dian)(dian)(dian)(dian)網電(dian)(dian)(dian)(dian)力(li)(li)調(diao)度(du)(du)(du)控(kong)制中(zhong)(zhong)(zhong)心(xin)、深圳供(gong)電(dian)(dian)(dian)(dian)局(ju)(ju)電(dian)(dian)(dian)(dian)力(li)(li)調(diao)度(du)(du)(du)控(kong)制中(zhong)(zhong)(zhong)心(xin),由相應(ying)調(diao)度(du)(du)(du)機(ji)(ji)構下發至所調(diao)管(guan)(guan)的(de)(de)發電(dian)(dian)(dian)(dian)機(ji)(ji)組(zu)(zu)執行。南(nan)方(fang)電(dian)(dian)(dian)(dian)網電(dian)(dian)(dian)(dian)力(li)(li)調(diao)度(du)(du)(du)控(kong)制中(zhong)(zhong)(zhong)心(xin)、廣(guang)(guang)東(dong)(dong)(dong)省(sheng)電(dian)(dian)(dian)(dian)力(li)(li)調(diao)度(du)(du)(du)中(zhong)(zhong)(zhong)心(xin)、深圳供(gong)電(dian)(dian)(dian)(dian)局(ju)(ju)電(dian)(dian)(dian)(dian)力(li)(li)調(diao)度(du)(du)(du)控(kong)制中(zhong)(zhong)(zhong)心(xin)負責(ze)各自調(diao)管(guan)(guan)范(fan)圍內發電(dian)(dian)(dian)(dian)機(ji)(ji)組(zu)(zu)、輸變電(dian)(dian)(dian)(dian)設備的(de)(de)調(diao)度(du)(du)(du)運(yun)行管(guan)(guan)理(li)。


六、組織實施


(一)加強組(zu)織協調。在省(sheng)深化電(dian)力體(ti)制(zhi)改(gai)革部(bu)門(men)(men)間聯席會(hui)議的統(tong)籌部(bu)署下,廣東省(sheng)發(fa)展和(he)改(gai)革委員(yuan)會(hui)(廣東省(sheng)能源(yuan)局)、國(guo)家(jia)能源(yuan)局南方監管局等有(you)關部(bu)門(men)(men)充分發(fa)揮部(bu)門(men)(men)聯合工作機(ji)制(zhi)作用,貫徹(che)落實國(guo)家(jia)和(he)省(sheng)最新電(dian)改(gai)文件(jian)精神(shen),積極組(zu)織協調市場運(yun)營機(ji)構、電(dian)網企(qi)業和(he)各(ge)(ge)經營主(zhu)體(ti),確保電(dian)力現貨(huo)市場建設(she)運(yun)行各(ge)(ge)項工作順利推進(jin)。


(二)做好風險(xian)防(fang)范。本(ben)方案實(shi)施過程中,要注重防(fang)范各(ge)類(lei)市(shi)場風險(xian),加(jia)強應(ying)急保障,及(ji)時跟蹤總結(jie)電力現貨市(shi)場運行存(cun)在的(de)問(wen)題,提出針對性的(de)解決措施,完善方案規則(ze)、配套細則(ze)以及(ji)技術支持系統,確(que)保我(wo)省(sheng)電力市(shi)場健康平穩(wen)發展。


(三(san))營造良好(hao)氛圍。及時(shi)發布電力現貨(huo)市(shi)場(chang)相(xiang)關政策要求、方(fang)案規則、管理辦法等制度文件,積極做好(hao)宣貫解讀培訓(xun),加大對電力現貨(huo)市(shi)場(chang)建設的宣傳報道,充分調動(dong)各方(fang)積極性(xing),為推進電力現貨(huo)市(shi)場(chang)試點工(gong)作(zuo)營造良好(hao)環境。


(四)穩(wen)(wen)妥(tuo)有序推進(jin)。最(zui)大程度凝(ning)聚各方(fang)電(dian)力(li)市(shi)場(chang)化改革的(de)共識,貫徹落實國家(jia)和(he)省部(bu)署要求(qiu),積極穩(wen)(wen)妥(tuo)推進(jin)電(dian)力(li)市(shi)場(chang)建(jian)設,保持電(dian)力(li)現貨市(shi)場(chang)連續結算試運行,在總結經驗和(he)修改完善有關(guan)方(fang)案和(he)規則的(de)基(ji)礎上,適時轉入正式(shi)運行。
