2023年(nian)3月(yue),國(guo)家能(neng)源局發(fa)布(bu)《關于(yu)推動(dong)光熱發(fa)電規模化(hua)發(fa)展有(you)關事項的(de)通知》,標志著我國(guo)光熱發(fa)電進(jin)入規模化(hua)發(fa)展的(de)新階(jie)段(duan)。文件明確,力(li)爭“十四五”期間,全國(guo)光熱發(fa)電每年(nian)新增開工規模達到300萬千(qian)瓦左(zuo)右。


當前,我(wo)國光(guang)熱發電發展態(tai)勢如(ru)何?在現行政策環境下應(ying)該(gai)如(ru)何發展光(guang)熱發電才能達成(cheng)上述目(mu)標?在近日召開的(de)2023(第十屆(jie))中(zhong)國電力規劃發展論壇上,中(zhong)國能源傳(chuan)媒集團(以下簡稱“中(zhong)能傳(chuan)媒”)記(ji)者采訪了電力規劃設(she)計總院高級顧(gu)問孫銳。


記者:我國(guo)目(mu)前已(yi)建成(cheng)多少個光熱發(fa)(fa)電項目(mu)?光熱發(fa)(fa)電產業鏈是否完整(zheng)和成(cheng)熟?


孫銳:截(jie)至2021年底,我國(guo)已經(jing)投運單機容量5萬千(qian)瓦及以上容量的(de)(de)光熱(re)發(fa)電(dian)項(xiang)目9個(ge),總裝機容量55萬千(qian)瓦。光熱(re)發(fa)電(dian)示范工(gong)程的(de)(de)建設(she)促進了我國(guo)光熱(re)發(fa)電(dian)的(de)(de)產(chan)業(ye)發(fa)展,我國(guo)逐漸形(xing)成了較(jiao)為完整的(de)(de)產(chan)業(ye)鏈,設(she)備和材料的(de)(de)國(guo)產(chan)化率已超過95%,部分項(xiang)目的(de)(de)技術指標均已達到(dao)設(she)計(ji)值(zhi),充(chong)分驗證了我國(guo)光熱(re)技術及國(guo)產(chan)化設(she)備的(de)(de)先進性及可靠性。


2021年12月31日以后,由于新增的光熱發(fa)電項目(mu)不(bu)再納入中(zhong)央財政補貼范圍(wei),光熱發(fa)電項目(mu)主(zhu)要采用多能(neng)互補一(yi)體(ti)化建(jian)設模式,已開(kai)工建(jian)設或已列入地方(fang)開(kai)工計劃的光熱發(fa)電項目(mu)超(chao)過(guo)30個,總裝(zhuang)機容量超(chao)過(guo)300萬千瓦。


記者:光熱發電(dian)具體有哪幾種形式?與其他新能(neng)源發電(dian)相(xiang)比(bi),光熱發電(dian)有哪些特(te)點和優勢?


孫銳:目前(qian),光(guang)熱(re)(re)發電主要有四種聚光(guang)集(ji)熱(re)(re)方式:槽式、塔式、線(xian)性菲(fei)涅爾式、碟式,前(qian)三種方式可以通(tong)過(guo)配置大容(rong)量(liang)儲(chu)熱(re)(re)系統,將光(guang)發電與(yu)熱(re)(re)能儲(chu)存集(ji)成為一體,稱(cheng)其為儲(chu)熱(re)(re)型(xing)光(guang)熱(re)(re)發電,儲(chu)熱(re)(re)型(xing)光(guang)熱(re)(re)發電有很(hen)多技術優(you)勢(shi)。


首先,儲熱(re)(re)型(xing)(xing)(xing)光熱(re)(re)發電(dian)(dian)機(ji)組(zu)能(neng)夠(gou)保(bao)持(chi)穩定的(de)電(dian)(dian)力輸出。如果儲熱(re)(re)系(xi)(xi)(xi)統(tong)(tong)的(de)容(rong)量足夠(gou)大(da),機(ji)組(zu)可(ke)實現24小時連續發電(dian)(dian);儲熱(re)(re)型(xing)(xing)(xing)光熱(re)(re)發電(dian)(dian)機(ji)組(zu)可(ke)以(yi)作(zuo)為(wei)(wei)電(dian)(dian)力系(xi)(xi)(xi)統(tong)(tong)中的(de)主力機(ji)組(zu)承擔(dan)(dan)基本負(fu)荷,也可(ke)以(yi)作(zuo)為(wei)(wei)電(dian)(dian)力系(xi)(xi)(xi)統(tong)(tong)中的(de)調(diao)(diao)峰(feng)機(ji)組(zu)承擔(dan)(dan)高(gao)峰(feng)負(fu)荷,同時,為(wei)(wei)系(xi)(xi)(xi)統(tong)(tong)提供轉動慣(guan)量,有利于電(dian)(dian)力系(xi)(xi)(xi)統(tong)(tong)的(de)穩定。其次,儲熱(re)(re)型(xing)(xing)(xing)光熱(re)(re)發電(dian)(dian)機(ji)組(zu)具備良好(hao)的(de)調(diao)(diao)節(jie)特性,可(ke)迅(xun)速響應(ying)電(dian)(dian)網負(fu)荷需求,快速調(diao)(diao)節(jie)機(ji)組(zu)出力,具備參與電(dian)(dian)力系(xi)(xi)(xi)統(tong)(tong)調(diao)(diao)峰(feng)和(he)調(diao)(diao)頻(pin)(pin)的(de)能(neng)力,可(ke)參與電(dian)(dian)網一(yi)次調(diao)(diao)頻(pin)(pin)和(he)二次調(diao)(diao)頻(pin)(pin)。與燃(ran)煤發電(dian)(dian)相比,儲熱(re)(re)型(xing)(xing)(xing)光熱(re)(re)電(dian)(dian)機(ji)組(zu)具有更(geng)優(you)異的(de)調(diao)(diao)節(jie)性能(neng)。


在我(wo)國西部(bu)的新能源基地(di)建設(she)(she)(she)中,如果沒有(you)生(sheng)(sheng)物(wu)質(zhi)發電(dian)(dian)(dian),則(ze)光(guang)熱(re)發電(dian)(dian)(dian)是唯(wei)一(yi)可以連續穩定24小時發電(dian)(dian)(dian)的可再生(sheng)(sheng)能源電(dian)(dian)(dian)源,它可以發揮(hui)調峰(feng)、調頻(pin)、提供(gong)轉(zhuan)動(dong)慣量和旋轉(zhuan)備(bei)用的功能。在極(ji)端氣象(xiang)條件下,風電(dian)(dian)(dian)和光(guang)伏發電(dian)(dian)(dian)受阻、儲(chu)能電(dian)(dian)(dian)站(zhan)無能可儲(chu)的情況下,光(guang)熱(re)發電(dian)(dian)(dian)機組可以利用備(bei)用燃料(天(tian)然氣、甲(jia)醇、生(sheng)(sheng)物(wu)質(zhi))發電(dian)(dian)(dian),保證有(you)一(yi)定功率的電(dian)(dian)(dian)力輸出,與建設(she)(she)(she)天(tian)然氣發電(dian)(dian)(dian)機組相比,僅需(xu)要在光(guang)熱(re)電(dian)(dian)(dian)站(zhan)中增設(she)(she)(she)燃料加熱(re)熔(rong)鹽(yan)系統,備(bei)用成本低。


記者:與光伏發(fa)電發(fa)展(zhan)迅猛(meng)勢(shi)頭相(xiang)比,光熱發(fa)電發(fa)展(zhan)要慢得(de)多,為什么(me)?光熱發(fa)電目前遇到(dao)了哪些困難?


孫銳:光(guang)(guang)(guang)伏(fu)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)的(de)(de)(de)(de)迅猛發(fa)(fa)展(zhan)得益于光(guang)(guang)(guang)伏(fu)組(zu)件成本的(de)(de)(de)(de)快速降低(di),使(shi)得光(guang)(guang)(guang)伏(fu)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)很快實現(xian)了(le)平價上(shang)網。世界(jie)上(shang)首個(ge)光(guang)(guang)(guang)熱(re)(re)(re)(re)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)商(shang)業電(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan)已經投運多年了(le),早期的(de)(de)(de)(de)光(guang)(guang)(guang)熱(re)(re)(re)(re)電(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan)是(shi)沒有儲(chu)熱(re)(re)(re)(re)功(gong)能的(de)(de)(de)(de),與光(guang)(guang)(guang)伏(fu)相比(bi)不具(ju)有技(ji)術優勢(shi)和(he)成本優勢(shi)。直(zhi)到2008年首個(ge)采(cai)用熔(rong)鹽儲(chu)熱(re)(re)(re)(re)的(de)(de)(de)(de)光(guang)(guang)(guang)熱(re)(re)(re)(re)電(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan)投運,光(guang)(guang)(guang)熱(re)(re)(re)(re)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)的(de)(de)(de)(de)技(ji)術優勢(shi)才(cai)得以顯現(xian)。光(guang)(guang)(guang)熱(re)(re)(re)(re)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)與燃(ran)煤(mei)機(ji)組(zu)同(tong)樣采(cai)用汽輪(lun)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)機(ji)組(zu)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian),并兼具(ju)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)和(he)儲(chu)能的(de)(de)(de)(de)功(gong)能,可以為系(xi)統提(ti)供高品質(zhi)的(de)(de)(de)(de)電(dian)(dian)(dian)(dian)(dian)力。配置了(le)備(bei)用燃(ran)料系(xi)統的(de)(de)(de)(de)光(guang)(guang)(guang)熱(re)(re)(re)(re)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)是(shi)完(wan)全可以替代(dai)燃(ran)煤(mei)機(ji)組(zu)的(de)(de)(de)(de)。由(you)于太陽光(guang)(guang)(guang)的(de)(de)(de)(de)能量密度(du)與化石燃(ran)料相比(bi)要低(di)得多,必須采(cai)用大(da)規模的(de)(de)(de)(de)聚光(guang)(guang)(guang)集熱(re)(re)(re)(re)系(xi)統,致使(shi)光(guang)(guang)(guang)熱(re)(re)(re)(re)電(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan)的(de)(de)(de)(de)造價遠高于燃(ran)煤(mei)電(dian)(dian)(dian)(dian)(dian)站(zhan)(zhan)(zhan),發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)成本也不可能低(di)于目前的(de)(de)(de)(de)燃(ran)煤(mei)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)。但是(shi),伴隨著我國實施“雙(shuang)碳(tan)”目標的(de)(de)(de)(de)戰(zhan)略步伐,燃(ran)煤(mei)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)的(de)(de)(de)(de)低(di)碳(tan)化轉型將會(hui)加速,二(er)氧化碳(tan)捕集系(xi)統將使(shi)燃(ran)煤(mei)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)的(de)(de)(de)(de)成本大(da)幅度(du)提(ti)高,將超(chao)過光(guang)(guang)(guang)熱(re)(re)(re)(re)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)的(de)(de)(de)(de)成本。


另(ling)一方(fang)面,我(wo)國(guo)(guo)光(guang)(guang)熱(re)(re)(re)發(fa)(fa)電(dian)產業(ye)(ye)鏈的(de)(de)(de)(de)(de)形成時間短(duan),生(sheng)產規模小,設(she)備和材料的(de)(de)(de)(de)(de)邊際成本還有較大(da)的(de)(de)(de)(de)(de)下降空間。2020年(nian)初,財(cai)政(zheng)部(bu)(bu)聯合相關部(bu)(bu)門(men)發(fa)(fa)布(bu)的(de)(de)(de)(de)(de)《關于(yu)促進非水可再(zai)生(sheng)能源(yuan)發(fa)(fa)電(dian)健康發(fa)(fa)展(zhan)的(de)(de)(de)(de)(de)若(ruo)干意見》中(zhong)明(ming)確(que)(que),2021年(nian)12月31日以后(hou)新(xin)(xin)增的(de)(de)(de)(de)(de)光(guang)(guang)熱(re)(re)(re)發(fa)(fa)電(dian)項(xiang)(xiang)目(mu)(mu)不再(zai)納入中(zhong)央財(cai)政(zheng)補貼(tie)(tie)范圍。2021年(nian)6月,國(guo)(guo)家發(fa)(fa)展(zhan)改革委發(fa)(fa)布(bu)的(de)(de)(de)(de)(de)《關于(yu)2021年(nian)新(xin)(xin)能源(yuan)上網(wang)(wang)(wang)電(dian)價(jia)(jia)(jia)政(zheng)策(ce)有關事項(xiang)(xiang)的(de)(de)(de)(de)(de)通知(zhi)》(發(fa)(fa)改價(jia)(jia)(jia)格〔2021〕833號)文(wen)中(zhong)明(ming)確(que)(que),2021年(nian)起,新(xin)(xin)核準(zhun)的(de)(de)(de)(de)(de)光(guang)(guang)熱(re)(re)(re)發(fa)(fa)電(dian)項(xiang)(xiang)目(mu)(mu)上網(wang)(wang)(wang)電(dian)價(jia)(jia)(jia)由當(dang)(dang)地(di)省級價(jia)(jia)(jia)格主管部(bu)(bu)門(men)制定,上網(wang)(wang)(wang)電(dian)價(jia)(jia)(jia)高(gao)(gao)于(yu)當(dang)(dang)地(di)燃煤發(fa)(fa)電(dian)基(ji)準(zhun)價(jia)(jia)(jia)的(de)(de)(de)(de)(de),基(ji)準(zhun)價(jia)(jia)(jia)以內的(de)(de)(de)(de)(de)部(bu)(bu)分(fen)(fen)(fen)由電(dian)網(wang)(wang)(wang)企(qi)業(ye)(ye)結算。根(gen)據這兩個文(wen)件,在(zai)中(zhong)央財(cai)政(zheng)補貼(tie)(tie)取消(xiao)后(hou),光(guang)(guang)熱(re)(re)(re)發(fa)(fa)電(dian)上網(wang)(wang)(wang)電(dian)價(jia)(jia)(jia)的(de)(de)(de)(de)(de)定價(jia)(jia)(jia)權歸省級地(di)方(fang)政(zheng)府,明(ming)確(que)(que)規定電(dian)網(wang)(wang)(wang)公(gong)司按(an)照(zhao)當(dang)(dang)地(di)燃煤基(ji)準(zhun)電(dian)價(jia)(jia)(jia)支付(fu),由于(yu)光(guang)(guang)熱(re)(re)(re)發(fa)(fa)電(dian)大(da)多分(fen)(fen)(fen)布(bu)在(zai)欠發(fa)(fa)達地(di)區,地(di)方(fang)財(cai)政(zheng)根(gen)本沒有能力(li)對其(qi)進行補貼(tie)(tie),高(gao)(gao)出(chu)當(dang)(dang)地(di)燃煤基(ji)準(zhun)電(dian)價(jia)(jia)(jia)的(de)(de)(de)(de)(de)部(bu)(bu)分(fen)(fen)(fen)無法向后(hou)傳導(dao),光(guang)(guang)熱(re)(re)(re)發(fa)(fa)電(dian)市場(chang)需求(qiu)受到抑制,這是目(mu)(mu)前光(guang)(guang)熱(re)(re)(re)發(fa)(fa)電(dian)遇到的(de)(de)(de)(de)(de)最大(da)困難,產業(ye)(ye)鏈的(de)(de)(de)(de)(de)生(sheng)存岌岌可危。


記者:在目前的政策(ce)環境(jing)下如何發展(zhan)光熱發電?


孫銳:2021年2月25日(ri),國(guo)家(jia)(jia)(jia)(jia)發(fa)(fa)(fa)展(zhan)(zhan)改革委、國(guo)家(jia)(jia)(jia)(jia)能(neng)源(yuan)局(ju)發(fa)(fa)(fa)布《關于推(tui)進電力源(yuan)網荷儲一(yi)體(ti)化和多(duo)(duo)能(neng)互補發(fa)(fa)(fa)展(zhan)(zhan)的(de)指導意見》;隨后,國(guo)家(jia)(jia)(jia)(jia)能(neng)源(yuan)局(ju)發(fa)(fa)(fa)布了《關于報送“十四五”電力源(yuan)網荷儲一(yi)體(ti)化和多(duo)(duo)能(neng)互補工(gong)作方案的(de)通(tong)知(zhi)》;2022年3月22日(ri),國(guo)家(jia)(jia)(jia)(jia)發(fa)(fa)(fa)展(zhan)(zhan)改革委、國(guo)家(jia)(jia)(jia)(jia)能(neng)源(yuan)局(ju)又發(fa)(fa)(fa)布了《“十四五”現代能(neng)源(yuan)體(ti)系規劃》。這幾(ji)個文件中(zhong)都強調:發(fa)(fa)(fa)展(zhan)(zhan)儲熱(re)型(xing)光熱(re)電站,積極推(tui)動“風光儲”一(yi)體(ti)化;太陽能(neng)(5.790,0.05,0.87%)熱(re)發(fa)(fa)(fa)電與風電、光伏(fu)發(fa)(fa)(fa)電融(rong)合發(fa)(fa)(fa)展(zhan)(zhan)、聯合運行。


在缺(que)乏(fa)光(guang)(guang)(guang)熱發(fa)(fa)電上網電價傳導機制的情況下,采用光(guang)(guang)(guang)伏、風電、光(guang)(guang)(guang)熱打捆的多能互補(bu)一體化項(xiang)目方式(shi),通過風電和光(guang)(guang)(guang)伏發(fa)(fa)電的利潤空間來(lai)彌補(bu)光(guang)(guang)(guang)熱發(fa)(fa)電的虧損。這樣的開發(fa)(fa)模式(shi)對緩解光(guang)(guang)(guang)熱發(fa)(fa)電產(chan)業鏈生存危機發(fa)(fa)揮了積極作用,不(bu)失為一項(xiang)權宜之計。


地方政府在(zai)組織多(duo)能(neng)互補(bu)一(yi)體(ti)化(hua)項(xiang)(xiang)目時(shi),按照項(xiang)(xiang)目開發(fa)(fa)商(shang)能(neng)夠接受(shou)的(de)(de)最(zui)低投(tou)(tou)資(zi)收益確定了光(guang)(guang)熱發(fa)(fa)電(dian)(dian)(dian)(dian)與(yu)風電(dian)(dian)(dian)(dian)和(he)光(guang)(guang)伏(fu)(fu)的(de)(de)容量配(pei)比。在(zai)多(duo)能(neng)互補(bu)一(yi)體(ti)化(hua)項(xiang)(xiang)目中,光(guang)(guang)熱發(fa)(fa)電(dian)(dian)(dian)(dian)按照當地燃煤發(fa)(fa)電(dian)(dian)(dian)(dian)的(de)(de)基準電(dian)(dian)(dian)(dian)價上網是虧損的(de)(de),需要通過風電(dian)(dian)(dian)(dian)和(he)光(guang)(guang)伏(fu)(fu)發(fa)(fa)電(dian)(dian)(dian)(dian)的(de)(de)利潤(run)空間來(lai)彌(mi)補(bu)。這導致投(tou)(tou)資(zi)方為了達到合理的(de)(de)投(tou)(tou)資(zi)收益,大(da)(da)幅削減(jian)光(guang)(guang)熱發(fa)(fa)電(dian)(dian)(dian)(dian)的(de)(de)投(tou)(tou)資(zi),聚光(guang)(guang)集熱系統的(de)(de)容量大(da)(da)幅度縮減(jian),導致光(guang)(guang)熱發(fa)(fa)電(dian)(dian)(dian)(dian)機組的(de)(de)發(fa)(fa)電(dian)(dian)(dian)(dian)量和(he)靈(ling)活調(diao)節(jie)功能(neng)大(da)(da)打折扣(kou),喪失了光(guang)(guang)熱發(fa)(fa)電(dian)(dian)(dian)(dian)站長時(shi)儲(chu)能(neng)的(de)(de)技術(shu)優勢,這是多(duo)能(neng)互補(bu)一(yi)體(ti)化(hua)項(xiang)(xiang)目建設(she)中出現的(de)(de)新問題。


目前(qian),正在開展新(xin)(xin)能(neng)(neng)源(yuan)(yuan)基地的(de)(de)建設(she)中包含的(de)(de)光(guang)(guang)熱發(fa)(fa)(fa)電項(xiang)目29個,總裝機(ji)(ji)容(rong)量(liang)(liang)達(da)到(dao)330萬千瓦(wa),基本上(shang)沿用了多(duo)能(neng)(neng)互(hu)補(bu)一體化項(xiang)目的(de)(de)模式(shi),將新(xin)(xin)能(neng)(neng)源(yuan)(yuan)基地分解(jie)為若干個多(duo)能(neng)(neng)互(hu)補(bu)一體化建設(she)項(xiang)目,并沒有(you)考(kao)慮新(xin)(xin)能(neng)(neng)源(yuan)(yuan)基地的(de)(de)電力輸出特(te)性。在新(xin)(xin)能(neng)(neng)源(yuan)(yuan)基地建設(she)中,要立(li)足(zu)于外送100%新(xin)(xin)能(neng)(neng)源(yuan)(yuan)電力,盡可(ke)能(neng)(neng)不占用系統(tong)現(xian)有(you)的(de)(de)調節(jie)資源(yuan)(yuan),自(zi)己解(jie)決儲能(neng)(neng)和(he)調節(jie)的(de)(de)問題(ti),這樣(yang)才能(neng)(neng)夠起(qi)到(dao)“先立(li)后破(po)”的(de)(de)示范作用。因此,要首先對新(xin)(xin)能(neng)(neng)源(yuan)(yuan)基地開展系統(tong)研(yan)究,明(ming)確光(guang)(guang)熱發(fa)(fa)(fa)電的(de)(de)裝機(ji)(ji)容(rong)量(liang)(liang)和(he)功能(neng)(neng),并建立(li)光(guang)(guang)熱發(fa)(fa)(fa)電上(shang)網電價(jia)的(de)(de)傳導(dao)機(ji)(ji)制,才能(neng)(neng)夠使光(guang)(guang)熱發(fa)(fa)(fa)電在新(xin)(xin)能(neng)(neng)源(yuan)(yuan)基地中發(fa)(fa)(fa)揮(hui)更大的(de)(de)作用。
