廣東六部委:將大力推進太陽能發電和集熱,探索光熱海水淡化技術

CSPPLAZA光熱發電網訊:據廣(guang)東省(sheng)(sheng)發(fa)(fa)改委網站29日消息(xi),近日,廣(guang)東省(sheng)(sheng)發(fa)(fa)改委、能源局等六(liu)部門聯合(he)發(fa)(fa)布《廣(guang)東省(sheng)(sheng)培育(yu)新能源戰略(lve)性(xing)新興產業集(ji)群行動計劃(hua)(2021-2025年)》(以下簡稱《計劃(hua)》)。


《計劃》提出,大力發展先進核能、海上風電、太陽能等優勢產業,加快培育氫能、儲能、智慧能源等新興產業,建設沿海新能源產業帶和省內差異布局的產業集聚區,助推能源清潔低碳化轉型,到2025年,全省非化石能源消費約占全省能源消費總量的30%,形成國內領先、世界一流的新能源產業集群。


光熱(re)(re)利用方(fang)面,按照(zhao)計(ji)劃,廣東未(wei)來要(yao)大力推進太陽(yang)能發電和集熱(re)(re),探(tan)索太陽(yang)能光熱(re)(re)海水淡(dan)化技術,同時要(yao)支持太陽(yang)能集熱(re)(re)器(qi)等省內細分龍頭企業(ye),通(tong)過并(bing)購重組打造(zao)品牌、做(zuo)強做(zuo)大。

廣東省(sheng)培(pei)育新能源戰略(lve)性新興產業集群(qun)行(xing)動計劃(2021-2025年)


為貫(guan)徹省委、省政府(fu)關于推進制造(zao)強省建設(she)的工作(zuo)部署(shu),加快培育(yu)新(xin)(xin)能源戰略性新(xin)(xin)興產(chan)(chan)(chan)業(ye)集群(qun),促進產(chan)(chan)(chan)業(ye)邁向全球價值鏈(lian)高端,依據(ju)《廣東省人民(min)政府(fu)關于培育(yu)發(fa)展戰略性支柱產(chan)(chan)(chan)業(ye)集群(qun)和戰略性新(xin)(xin)興產(chan)(chan)(chan)業(ye)集群(qun)的意見》(粵府(fu)函〔2020〕82號)等文件精神,制定本行(xing)動計(ji)劃。


一、總體情況


本行動計劃所指的新(xin)能(neng)源產業主(zhu)要(yao)包括核(he)能(neng)、風能(neng)、天然氣(qi)及其(qi)水合(he)物、太陽(yang)能(neng)、氫能(neng)、生物質(zhi)能(neng)、地熱能(neng)、海洋能(neng)、智能(neng)電(dian)網、儲能(neng)等領域。


(一)發(fa)(fa)(fa)展(zhan)現(xian)(xian)狀。近(jin)年來,我省積極統籌利用新(xin)能(neng)(neng)(neng)(neng)源資(zi)源和開(kai)發(fa)(fa)(fa)條(tiao)件,堅(jian)持技(ji)術引領(ling)、項目帶動(dong),推動(dong)新(xin)能(neng)(neng)(neng)(neng)源開(kai)發(fa)(fa)(fa)與產(chan)業(ye)(ye)發(fa)(fa)(fa)展(zhan)相互促進(jin):一是產(chan)業(ye)(ye)規(gui)模不斷壯大(da)。風能(neng)(neng)(neng)(neng)、太(tai)陽(yang)能(neng)(neng)(neng)(neng)、生物質能(neng)(neng)(neng)(neng)實現(xian)(xian)規(gui)模化應用,核(he)電(dian)(dian)裝(zhuang)(zhuang)(zhuang)機(ji)(ji)規(gui)模、天(tian)然(ran)氣儲備能(neng)(neng)(neng)(neng)力全國領(ling)先,海上風電(dian)(dian)進(jin)入快(kuai)速發(fa)(fa)(fa)展(zhan)通道。截至(zhi)2019年底,全省新(xin)能(neng)(neng)(neng)(neng)源發(fa)(fa)(fa)電(dian)(dian)裝(zhuang)(zhuang)(zhuang)機(ji)(ji)規(gui)模5153萬(wan)千(qian)瓦(wa)(其中核(he)電(dian)(dian)裝(zhuang)(zhuang)(zhuang)機(ji)(ji)1614萬(wan)千(qian)瓦(wa),氣電(dian)(dian)裝(zhuang)(zhuang)(zhuang)機(ji)(ji)2250萬(wan)千(qian)瓦(wa),風電(dian)(dian)、光伏、生物質發(fa)(fa)(fa)電(dian)(dian)裝(zhuang)(zhuang)(zhuang)機(ji)(ji)1289萬(wan)千(qian)瓦(wa)),較“十(shi)二五”末增長93%,非化石能(neng)(neng)(neng)(neng)源消費(fei)約占全省能(neng)(neng)(neng)(neng)源消費(fei)總量的29%;建(jian)成(cheng)天(tian)然(ran)氣主干管網2200公里,LNG(液化天(tian)然(ran)氣)接(jie)收站(zhan)4座,充(chong)電(dian)(dian)站(zhan)約2350座,充(chong)電(dian)(dian)樁(zhuang)約12萬(wan)個,加氫站(zhan)34座;2019年全省新(xin)能(neng)(neng)(neng)(neng)源產(chan)業(ye)(ye)營業(ye)(ye)收入約4100億元(yuan)。二是產(chan)業(ye)(ye)技(ji)術水(shui)平加快(kuai)提升。風力發(fa)(fa)(fa)電(dian)(dian)機(ji)(ji)組、逆變(bian)器(qi)、高效(xiao)太(tai)陽(yang)能(neng)(neng)(neng)(neng)電(dian)(dian)池和集熱器(qi)、氫燃料(liao)電(dian)(dian)池電(dian)(dian)堆(dui)等研發(fa)(fa)(fa)制造(zao)處于全國領(ling)先地位,氫能(neng)(neng)(neng)(neng)利用、儲能(neng)(neng)(neng)(neng)技(ji)術、充(chong)電(dian)(dian)樁(zhuang)和智能(neng)(neng)(neng)(neng)電(dian)(dian)網建(jian)設位居全國前(qian)列,自(zi)主品牌(pai)“華龍(long)一號”三代核(he)電(dian)(dian)技(ji)術達到國際先進(jin)水(shui)平,天(tian)然(ran)氣水(shui)合物連(lian)創試(shi)采紀錄(lu)。三是產(chan)業(ye)(ye)集聚效(xiao)應逐步顯現(xian)(xian)。在核(he)電(dian)(dian)、海上風電(dian)(dian)、太(tai)陽(yang)能(neng)(neng)(neng)(neng)、氫能(neng)(neng)(neng)(neng)產(chan)業(ye)(ye)方面(mian)產(chan)生了(le)一批優(you)勢特色(se)企業(ye)(ye),形成(cheng)了(le)骨干企業(ye)(ye)帶動(dong)、重(zhong)大(da)項目支(zhi)撐、上下游企業(ye)(ye)集聚發(fa)(fa)(fa)展(zhan)的態勢。


(二(er))存(cun)在(zai)問題與(yu)面臨挑(tiao)戰(zhan)(zhan)(zhan)。存(cun)在(zai)問題:一是資源(yuan)(yuan)利用不夠充分。風能(neng)(neng)(neng)、太陽(yang)能(neng)(neng)(neng)發(fa)(fa)電(dian)裝機(ji)規模明顯低(di)于(yu)蘇浙魯等(deng)(deng)(deng)省(sheng)(sheng)(sheng)份,天然氣開(kai)發(fa)(fa)利用水平還有(you)待提高(gao),地熱(re)能(neng)(neng)(neng)、海洋(yang)能(neng)(neng)(neng)、天然氣水合(he)物等(deng)(deng)(deng)資源(yuan)(yuan)豐(feng)富的(de)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)尚處(chu)于(yu)示范、試采(cai)階段,開(kai)發(fa)(fa)成(cheng)本(ben)較高(gao)。二(er)是能(neng)(neng)(neng)源(yuan)(yuan)基礎設施建(jian)(jian)設仍(reng)需(xu)加快(kuai)。電(dian)網(wang)建(jian)(jian)設不能(neng)(neng)(neng)滿(man)足(zu)大(da)規模新(xin)能(neng)(neng)(neng)源(yuan)(yuan)發(fa)(fa)電(dian)發(fa)(fa)展需(xu)求,粵東西北部(bu)分地市及(ji)縣區天然氣管網(wang)不完善(shan)。三(san)是自(zi)主創新(xin)能(neng)(neng)(neng)力(li)(li)有(you)待提高(gao)。國(guo)(guo)家級和省(sheng)(sheng)(sheng)級聯合(he)創新(xin)平臺建(jian)(jian)設推進(jin)緩(huan)慢,高(gao)級創新(xin)人才(cai)缺乏,企業(ye)(ye)(ye)研發(fa)(fa)投(tou)入(ru)不足(zu),關(guan)鍵核心(xin)技(ji)術(shu)、設備(bei)(bei)和材料(liao)依賴進(jin)口(kou)。四是整(zheng)體競(jing)爭(zheng)力(li)(li)不強(qiang)。缺少帶動力(li)(li)和控(kong)制力(li)(li)強(qiang)的(de)龍頭企業(ye)(ye)(ye),產業(ye)(ye)(ye)配套和集聚效應不夠明顯,高(gao)端裝備(bei)(bei)制造水平落后于(yu)長三(san)角地區,產業(ye)(ye)(ye)標準體系和產品檢(jian)測認證(zheng)體系有(you)待完善(shan)等(deng)(deng)(deng)。面臨挑(tiao)戰(zhan)(zhan)(zhan):一是國(guo)(guo)際貿易壁(bi)壘增多、技(ji)術(shu)封鎖(suo)加劇。二(er)是各省(sheng)(sheng)(sheng)份競(jing)相將新(xin)能(neng)(neng)(neng)源(yuan)(yuan)產業(ye)(ye)(ye)作(zuo)為重(zhong)點發(fa)(fa)展的(de)戰(zhan)(zhan)(zhan)略性新(xin)興產業(ye)(ye)(ye),競(jing)爭(zheng)越發(fa)(fa)激烈。三(san)是石(shi)油等(deng)(deng)(deng)傳(chuan)統能(neng)(neng)(neng)源(yuan)(yuan)價(jia)格波動加劇,省(sheng)(sheng)(sheng)內自(zi)產氣源(yuan)(yuan)少、天然氣利用成(cheng)本(ben)處(chu)于(yu)全國(guo)(guo)高(gao)位。四是國(guo)(guo)土資源(yuan)(yuan)、環境保(bao)護(hu)、軍事影(ying)響等(deng)(deng)(deng)約(yue)束(shu)趨緊,國(guo)(guo)家相關(guan)補貼政策(ce)退(tui)坡等(deng)(deng)(deng),給新(xin)能(neng)(neng)(neng)源(yuan)(yuan)發(fa)(fa)展帶來新(xin)的(de)挑(tiao)戰(zhan)(zhan)(zhan)。


(三)優(you)勢和(he)(he)(he)(he)發(fa)(fa)展(zhan)機遇。我省是經濟大(da)省,能(neng)(neng)(neng)源(yuan)消費需求大(da),隨著粵(yue)港澳(ao)大(da)灣區和(he)(he)(he)(he)“一核一帶一區”發(fa)(fa)展(zhan)戰(zhan)略的(de)(de)全面(mian)實施,為新(xin)能(neng)(neng)(neng)源(yuan)產(chan)業(ye)發(fa)(fa)展(zhan)提(ti)(ti)供了(le)更加(jia)有利的(de)(de)政策和(he)(he)(he)(he)市場環境;新(xin)能(neng)(neng)(neng)源(yuan)產(chan)業(ye)已(yi)具備較好的(de)(de)發(fa)(fa)展(zhan)基礎和(he)(he)(he)(he)較強的(de)(de)競爭能(neng)(neng)(neng)力,海洋能(neng)(neng)(neng)、地熱能(neng)(neng)(neng)、生物質(zhi)能(neng)(neng)(neng)資(zi)源(yuan)和(he)(he)(he)(he)技術優(you)勢突(tu)出,商(shang)業(ye)化開發(fa)(fa)應用(yong)進程有望加(jia)速;港口資(zi)源(yuan)和(he)(he)(he)(he)海洋油氣(qi)資(zi)源(yuan)豐富,在(zai)海上天然氣(qi)及其水合物開采(cai)和(he)(he)(he)(he)LNG接收站建設等(deng)方面(mian)發(fa)(fa)展(zhan)潛力巨大(da);省內良好的(de)(de)制造(zao)業(ye)基礎和(he)(he)(he)(he)凸顯的(de)(de)電子信息產(chan)業(ye)優(you)勢,為新(xin)能(neng)(neng)(neng)源(yuan)制造(zao)業(ye)提(ti)(ti)升、產(chan)業(ye)融合發(fa)(fa)展(zhan)提(ti)(ti)供了(le)有力的(de)(de)支撐。


二、工作目標


大(da)力發展先進核能(neng)(neng)(neng)、海(hai)上風電(dian)、太陽能(neng)(neng)(neng)等優勢產(chan)業(ye),加(jia)快培育氫能(neng)(neng)(neng)、儲(chu)能(neng)(neng)(neng)、智慧能(neng)(neng)(neng)源(yuan)(yuan)(yuan)等新(xin)興產(chan)業(ye),建設(she)沿海(hai)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)產(chan)業(ye)帶和省(sheng)內(nei)差異布局的(de)產(chan)業(ye)集聚區(qu),助推(tui)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)清潔低碳化轉型,到2025年,全(quan)省(sheng)非化石能(neng)(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)費約(yue)占(zhan)全(quan)省(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)費總(zong)量的(de)30%,形成國內(nei)領先、世界一流(liu)的(de)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)產(chan)業(ye)集群。


(一)擴(kuo)大產業(ye)(ye)規(gui)模(mo)。到2025年,新能(neng)(neng)源發(fa)電(dian)裝(zhuang)機規(gui)模(mo)約(yue)10250萬(wan)千(qian)瓦(wa)(其(qi)中核電(dian)裝(zhuang)機約(yue)1850萬(wan)千(qian)瓦(wa),氣(qi)電(dian)裝(zhuang)機約(yue)4200萬(wan)千(qian)瓦(wa),風(feng)電(dian)、光伏(fu)、生物質發(fa)電(dian)裝(zhuang)機約(yue)4200萬(wan)千(qian)瓦(wa)),天然氣(qi)供應能(neng)(neng)力超(chao)過700億立方米,制(zhi)氫(qing)規(gui)模(mo)約(yue)8萬(wan)噸,氫(qing)燃(ran)料(liao)電(dian)池(chi)約(yue)500萬(wan)千(qian)瓦(wa),儲能(neng)(neng)規(gui)模(mo)約(yue)200萬(wan)千(qian)瓦(wa);全省新能(neng)(neng)源產業(ye)(ye)營業(ye)(ye)收入達(da)到7300億元,新能(neng)(neng)源產業(ye)(ye)增(zeng)加值(zhi)達(da)到1800億元。


(二(er))提升創新(xin)能(neng)力(li)。在核電(dian)(dian)、海上風(feng)電(dian)(dian)、太陽能(neng)、氫燃料電(dian)(dian)池、天然氣(qi)及其水(shui)合(he)物、智(zhi)能(neng)電(dian)(dian)網等領(ling)域(yu)建成(cheng)一批(pi)重點實驗(yan)室、工程研(yan)究中(zhong)心(xin)(xin)、產業創新(xin)中(zhong)心(xin)(xin)、企業技術(shu)(shu)中(zhong)心(xin)(xin)等國家級和省級創新(xin)平(ping)臺,培育一批(pi)具有國際(ji)先(xian)進水(shui)平(ping)的創新(xin)型龍頭企業,形成(cheng)一批(pi)國內(nei)領(ling)先(xian)、具有國際(ji)競爭(zheng)力(li)的核心(xin)(xin)技術(shu)(shu)和自主品牌,推動廣東成(cheng)為國內(nei)新(xin)能(neng)源示(shi)范(fan)區、產業技術(shu)(shu)和商業模式創新(xin)區。


(三)完善基礎(chu)設施。到2025年,初步建成(cheng)安全(quan)、可靠(kao)、綠色(se)、高(gao)效(xiao)的智能(neng)電(dian)網體(ti)系;儲(chu)(chu)能(neng)初步實現規模(mo)化發展,形成(cheng)源—網—荷—儲(chu)(chu)全(quan)面布局;天(tian)(tian)然氣主干管網實現互(hu)聯互(hu)通,建成(cheng)天(tian)(tian)然氣主干管網2780公(gong)里,進口LNG接(jie)收站儲(chu)(chu)氣能(neng)力(li)達到534萬方(液態);建成(cheng)充電(dian)站約3600座,充電(dian)樁約17萬個,加氫站約300座,基本建成(cheng)適應珠三角需求、輻(fu)射(she)周邊的充電(dian)、加氫設施體(ti)系。


(四(si))強化產(chan)業(ye)(ye)協(xie)同(tong)。通過整合或調(diao)整規(gui)劃,建成一批(pi)在國內外具有影響力(li)的(de)新能源(yuan)裝備和(he)產(chan)品研發制造基地(di),新能源(yuan)產(chan)業(ye)(ye)規(gui)劃、設計、運維(wei)等應(ying)用服務體(ti)系(xi)不斷(duan)完善,資源(yuan)配置和(he)產(chan)業(ye)(ye)協(xie)同(tong)更(geng)加(jia)高(gao)效。


三、重點任務


(一)有序推(tui)(tui)動新能源(yuan)開發應(ying)(ying)用。安全高效發展(zhan)核電(dian)(dian),規模化開發海上(shang)風電(dian)(dian),因地(di)制宜發展(zhan)分散式陸上(shang)風電(dian)(dian),提高天(tian)然(ran)氣利(li)(li)用水平,大力推(tui)(tui)進(jin)(jin)太陽能發電(dian)(dian)和集(ji)熱;推(tui)(tui)進(jin)(jin)丙烷(wan)脫氫(qing)(qing)等工(gong)業(ye)副產氫(qing)(qing)、谷電(dian)(dian)制氫(qing)(qing)及清潔能源(yuan)制氫(qing)(qing)等氫(qing)(qing)源(yuan)建設(she),擴大氫(qing)(qing)能利(li)(li)用規模;穩步推(tui)(tui)進(jin)(jin)生物天(tian)然(ran)氣開發;推(tui)(tui)廣地(di)熱能與集(ji)中供熱、制冷、燃(ran)機發電(dian)(dian)等方面的應(ying)(ying)用,示(shi)范開發海洋能。推(tui)(tui)進(jin)(jin)可再生能源(yuan)、氫(qing)(qing)能在5G基(ji)站、特高壓(ya)、充(chong)電(dian)(dian)樁、大數據中心等領域的應(ying)(ying)用。(省(sheng)發展(zhan)改革委、能源(yuan)局(ju)牽頭,省(sheng)自然(ran)資源(yuan)廳、生態環境(jing)廳、林(lin)業(ye)局(ju)等按職責分工(gong)負(fu)責)


(二)著力加(jia)強(qiang)關鍵(jian)技術(shu)攻關。利用(yong)好能(neng)(neng)(neng)源(yuan)領域廣東省(sheng)實驗室建(jian)設的契機,以企業為主體,對準系統集成、硬核技術(shu)、關鍵(jian)材料、精密工藝等方面(mian)的應用(yong)短板實施(shi)攻關。推動南海(hai)神狐海(hai)域天然氣(qi)水合(he)物(wu)試(shi)采,支持珠海(hai)市大萬山島兆瓦級波浪能(neng)(neng)(neng)試(shi)驗、河(he)源(yuan)黃村地(di)熱能(neng)(neng)(neng)綜合(he)利用(yong)示范(fan),加(jia)快前沿(yan)技術(shu)產業化進程。(省(sheng)科技廳牽頭(tou),省(sheng)發展改革委、工業和信息(xi)化廳、能(neng)(neng)(neng)源(yuan)局等按(an)職責(ze)分工負責(ze))


專欄1技術攻關領域


1。核能。重點推進(jin)第四代核電(dian)技(ji)術的研究,加快(kuai)海上小堆和(he)鉛基快(kuai)堆關鍵技(ji)術研發,推動海水淡化、制(zhi)氫、余熱(re)再利用等綜(zong)合利用。


2。海上風(feng)電。重點開(kai)展低風(feng)速、大容量、抗臺風(feng)、防鹽霧風(feng)電機(ji)組(zu)技(ji)術攻關(guan),加強主軸(zhou)承研發(fa)制造,提升葉片(pian)設(she)計(ji)及(ji)新材(cai)料研發(fa)應用,推進(jin)風(feng)電機(ji)組(zu)集成、遠距(ju)離輸電、新型風(feng)機(ji)基礎等(deng)技(ji)術研發(fa)。


3。天然氣(qi)及(ji)其水合物(wu)。重(zhong)點推(tui)進高溫高壓深水領域氣(qi)田勘(kan)探開(kai)發技術(shu)(shu)、高精(jing)度(du)勘(kan)查及(ji)原位探測技術(shu)(shu)、高效開(kai)采(cai)的多井型鉆完(wan)井技術(shu)(shu)、儲(chu)(chu)層改造增產技術(shu)(shu)以及(ji)運(yun)輸儲(chu)(chu)存、安全環保開(kai)采(cai)等關鍵技術(shu)(shu)攻關。


4。太陽能。加快(kuai)突破(po)PERC技(ji)(ji)術(shu),推進高效晶體(ti)硅電(dian)池、新(xin)型納(na)米離子(zi)電(dian)池和(he)漿料工藝和(he)裝(zhuang)備(bei)的(de)研(yan)發和(he)產業(ye)化(hua),加強CdTe等化(hua)合物(wu)半導體(ti)薄膜(mo)電(dian)池、薄膜(mo)電(dian)池集(ji)成應(ying)用(yong)(yong)技(ji)(ji)術(shu)(BIPV)以及逆變器、智能組件等關鍵(jian)技(ji)(ji)術(shu)的(de)創新(xin)與應(ying)用(yong)(yong);探索基于(yu)等離激元效應(ying)的(de)光(guang)能新(xin)利用(yong)(yong)技(ji)(ji)術(shu)、太陽能光(guang)熱海水淡化(hua)技(ji)(ji)術(shu)。


5。氫(qing)能。開(kai)展PEM電(dian)(dian)解水制氫(qing)、太陽能光解水制氫(qing)等氫(qing)源低(di)成本高(gao)(gao)效制備(bei)、低(di)溫和高(gao)(gao)溫燃(ran)料(liao)電(dian)(dian)池電(dian)(dian)堆、關鍵(jian)材料(liao)、零部(bu)件(jian)及其(qi)系(xi)統集成的(de)技術(shu)攻關,加快金屬板氫(qing)燃(ran)料(liao)電(dian)(dian)池電(dian)(dian)堆、新一代碳(tan)板、膜(mo)電(dian)(dian)極、催化劑、碳(tan)紙以及高(gao)(gao)壓儲罐、低(di)壓固(gu)態儲氫(qing)、低(di)溫液氫(qing)系(xi)統等技術(shu)研發。


6。生物質能(neng)。加強農林廢棄物二代(dai)先進生物燃料技(ji)術(shu)攻關,推動(dong)清(qing)潔焚燒、二噁(wu)英控制(zhi)、中高(gao)溫發(fa)酵、干(gan)式厭氧發(fa)酵、生物質天然氣提純、生物質液體燃料等關鍵(jian)技(ji)術(shu)和相關設備的研發(fa)。


7。地(di)(di)(di)熱(re)能。加強中高溫地(di)(di)(di)熱(re)資源(水熱(re)、干熱(re))勘查(cha)技術(shu)(shu)及梯級綜合利用(yong)技術(shu)(shu)的攻關,支持地(di)(di)(di)球物理探查(cha)技術(shu)(shu)、地(di)(di)(di)熱(re)鉆探技術(shu)(shu)、地(di)(di)(di)熱(re)發(fa)電、地(di)(di)(di)熱(re)制冷、供暖烘干等裝備的研發(fa)。

五、保障措施
