在增強能源儲備能力方面,《意見》指出,提升電(dian)力系(xi)統(tong)調(diao)節能力。2020年調(diao)峰機組達到(dao)最大發電(dian)負荷的10%。開展現(xian)有火電(dian)機組調(diao)節性(xing)能改造,提高電(dian)力系(xi)統(tong)靈活(huo)性(xing)和(he)調(diao)節能力。推(tui)動儲能技術(shu)應用,鼓勵(li)電(dian)源側、電(dian)網側和(he)用戶(hu)側儲能應用,鼓勵(li)多元化的社會資(zi)源投資(zi)儲能建設(she)。

在習近平總書記提(ti)出的“四個革命、一個合作(zuo)”能(neng)(neng)源安全新(xin)(xin)戰略(lve)指(zhi)引(yin)下,我國能(neng)(neng)源轉型(xing)發(fa)(fa)展和產供(gong)儲銷體系(xi)建設(she)深入推進,供(gong)給(gei)體系(xi)不斷完善,煤電油氣(qi)供(gong)應保障(zhang)能(neng)(neng)力穩(wen)步(bu)提(ti)升(sheng),安全風險總體可控(kong),能(neng)(neng)夠滿足經濟社會發(fa)(fa)展正常需要(yao),并經受住了新(xin)(xin)冠肺炎疫情(qing)等突發(fa)(fa)情(qing)形的沖擊和考驗。與此同時,保障(zhang)能(neng)(neng)源安全穩(wen)定(ding)供(gong)應也面(mian)臨(lin)一些新(xin)(xin)的挑(tiao)戰。為深入貫(guan)徹(che)落實(shi)習近平總書記系(xi)列重要(yao)指(zhi)示(shi)批示(shi)精神,緊緊圍繞《政府工(gong)作(zuo)報告》決策部署,扎實(shi)做(zuo)好“六穩(wen)”工(gong)作(zuo),落實(shi)“六保”任務,推動(dong)能(neng)(neng)源高質量發(fa)(fa)展,不斷提(ti)高能(neng)(neng)源安全保障(zhang)能(neng)(neng)力,提(ti)出如下意見:


一、總體要求


以習近平新(xin)時代中(zhong)國(guo)特色(se)社會(hui)主義思想(xiang)為指(zhi)導,深入貫徹(che)黨的十九大和(he)十九屆二中(zhong)、三(san)中(zhong)、四(si)中(zhong)全(quan)(quan)會(hui)精(jing)神(shen),遵循“四(si)個革命(ming)、一個合作”能源(yuan)(yuan)安(an)全(quan)(quan)新(xin)戰(zhan)略,按照總體國(guo)家安(an)全(quan)(quan)觀的要求,保持(chi)戰(zhan)略定(ding)力(li),增強憂患意識,堅(jian)持(chi)穩中(zhong)求進工作總基調,堅(jian)持(chi)底線思維,深入落(luo)實(shi)《政府工作報告》部署(shu),著眼應對我國(guo)能源(yuan)(yuan)供(gong)應體系(xi)(xi)面臨(lin)的各種風(feng)險挑(tiao)戰(zhan),著力(li)增強供(gong)應保障(zhang)能力(li),提高能源(yuan)(yuan)系(xi)(xi)統靈活性(xing),強化能源(yuan)(yuan)安(an)全(quan)(quan)風(feng)險管控,保障(zhang)國(guo)家能源(yuan)(yuan)安(an)全(quan)(quan),為經濟社會(hui)秩序加快恢(hui)復和(he)健康(kang)發展提供(gong)堅(jian)實(shi)有力(li)支撐。


二、大力提高能源生產供應能力


(一)不斷(duan)優(you)化(hua)煤(mei)(mei)(mei)炭(tan)(tan)產(chan)(chan)(chan)(chan)能結構。嚴格安(an)全、環(huan)保、能耗執法,分類處(chu)置30萬(wan)噸/年(nian)以下(xia)煤(mei)(mei)(mei)礦(kuang)、與(yu)環(huan)境(jing)敏感區(qu)重疊煤(mei)(mei)(mei)礦(kuang)和(he)長期停(ting)產(chan)(chan)(chan)(chan)停(ting)建的(de)“僵尸企業”,加(jia)快退出(chu)(chu)達不到安(an)全環(huan)保等要求的(de)落后產(chan)(chan)(chan)(chan)能,為優(you)質產(chan)(chan)(chan)(chan)能釋放(fang)騰出(chu)(chu)環(huan)境(jing)容量(liang)和(he)生(sheng)產(chan)(chan)(chan)(chan)要素。堅持(chi)“上大(da)壓小、增優(you)汰(tai)劣”,持(chi)續(xu)優(you)化(hua)煤(mei)(mei)(mei)炭(tan)(tan)生(sheng)產(chan)(chan)(chan)(chan)開(kai)發布局和(he)產(chan)(chan)(chan)(chan)能結構,擴大(da)優(you)質增量(liang)供給,促進供需動態平衡。主要產(chan)(chan)(chan)(chan)煤(mei)(mei)(mei)地區(qu)要科學規劃(hua)煤(mei)(mei)(mei)炭(tan)(tan)和(he)煤(mei)(mei)(mei)電、煤(mei)(mei)(mei)化(hua)工等下(xia)游產(chan)(chan)(chan)(chan)業發展,統籌(chou)煤(mei)(mei)(mei)炭(tan)(tan)就地轉化(hua)與(yu)跨區(qu)域(yu)供應保障,保持(chi)產(chan)(chan)(chan)(chan)業鏈(lian)供應鏈(lian)協(xie)同穩(wen)定。深入推進煤(mei)(mei)(mei)礦(kuang)機械化(hua)、自動化(hua)、信息化(hua)、智能化(hua)建設,進一步提升(sheng)安(an)全綠色高(gao)效開(kai)發水平。2020年(nian)再退出(chu)(chu)一批煤(mei)(mei)(mei)炭(tan)(tan)落后產(chan)(chan)(chan)(chan)能,煤(mei)(mei)(mei)礦(kuang)數量(liang)控制(zhi)在5000處(chu)以內,大(da)型煤(mei)(mei)(mei)炭(tan)(tan)基地產(chan)(chan)(chan)(chan)量(liang)占全國煤(mei)(mei)(mei)炭(tan)(tan)產(chan)(chan)(chan)(chan)量(liang)的(de)96%以上。


(二)持續構建(jian)多(duo)元化電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)生產格局。穩妥推(tui)(tui)進煤電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)建(jian)設(she),發(fa)布(bu)實(shi)施煤電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)規(gui)劃建(jian)設(she)風險預警,嚴控煤電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)新(xin)增產能(neng)(neng)(neng)規(gui)模,按需合(he)理安排(pai)應急(ji)備用電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)和應急(ji)調峰儲(chu)(chu)備電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)。在保障消納的前(qian)提下(xia),支持清潔能(neng)(neng)(neng)源(yuan)(yuan)發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)大力(li)(li)發(fa)展(zhan),加快推(tui)(tui)動風電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)、光伏發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)補貼退坡,推(tui)(tui)動建(jian)成一(yi)批(pi)風電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)、光伏發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)平(ping)價上網項目,科(ke)學有序(xu)推(tui)(tui)進重點流域水電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)開發(fa),打(da)造水風光一(yi)體化可再生能(neng)(neng)(neng)源(yuan)(yuan)綜合(he)基(ji)地。安全發(fa)展(zhan)先進核電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian),發(fa)揮電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)系統基(ji)荷作用。開展(zhan)煤電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)風光儲(chu)(chu)一(yi)體化試點,在煤炭和新(xin)能(neng)(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)富集的西部地區,充分發(fa)揮煤電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)調峰能(neng)(neng)(neng)力(li)(li),促進清潔能(neng)(neng)(neng)源(yuan)(yuan)多(duo)發(fa)滿發(fa)。2020年(nian),常規(gui)水電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)裝(zhuang)機達到3.4億千(qian)瓦左(zuo)右(you)(you),風電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)、光伏發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)裝(zhuang)機均達到2.4億千(qian)瓦左(zuo)右(you)(you)。


(三)積極推(tui)動(dong)國(guo)內油(you)氣(qi)(qi)穩(wen)產(chan)(chan)(chan)增(zeng)(zeng)產(chan)(chan)(chan)。堅持大力提(ti)升國(guo)內油(you)氣(qi)(qi)勘(kan)(kan)探(tan)開發(fa)(fa)力度,支持企(qi)業(ye)拓寬(kuan)資金渠道,通(tong)過(guo)企(qi)業(ye)債(zhai)券、增(zeng)(zeng)加授信額(e)度以及通(tong)過(guo)深化改革、擴大合作等(deng)方(fang)式方(fang)法,推(tui)動(dong)勘(kan)(kan)探(tan)開發(fa)(fa)投資穩(wen)中有增(zeng)(zeng)。加強渤海灣、鄂爾多斯(si)、塔里木、四(si)川等(deng)重點含油(you)氣(qi)(qi)盆(pen)地勘(kan)(kan)探(tan)力度,夯實資源接(jie)續基礎。推(tui)動(dong)東部老(lao)油(you)氣(qi)(qi)田(tian)穩(wen)產(chan)(chan)(chan),加大新區產(chan)(chan)(chan)能(neng)建設力度。加快頁巖油(you)氣(qi)(qi)、致密氣(qi)(qi)、煤(mei)層(ceng)氣(qi)(qi)等(deng)非常規油(you)氣(qi)(qi)資源勘(kan)(kan)探(tan)開發(fa)(fa)力度,保障持續穩(wen)產(chan)(chan)(chan)增(zeng)(zeng)產(chan)(chan)(chan)。


三、積極推進能源通道建設


(四(si))增加(jia)(jia)(jia)鐵(tie)(tie)路煤炭運(yun)輸(shu)。加(jia)(jia)(jia)快浩吉(ji)鐵(tie)(tie)路集疏運(yun)項(xiang)目建設進度,充(chong)分發揮浩吉(ji)鐵(tie)(tie)路通道能力(li),力(li)爭2020年煤炭運(yun)輸(shu)增加(jia)(jia)(jia)3000萬噸(dun)以上(shang)。加(jia)(jia)(jia)快補強瓦日線(xian)集疏運(yun)配(pei)套(tao)能力(li),力(li)爭增加(jia)(jia)(jia)3000萬噸(dun)以上(shang)。利(li)用唐呼、包西、寧西、瓦日線(xian)能力(li),力(li)爭實現陜西鐵(tie)(tie)路煤炭運(yun)輸(shu)增加(jia)(jia)(jia)4000萬噸(dun)以上(shang)。推動(dong)疆(jiang)煤運(yun)輸(shu)增加(jia)(jia)(jia)2000萬噸(dun)以上(shang),有效滿足疆(jiang)內及河西走廊地區(qu)合理用煤需(xu)求。積極推進京津冀魯地區(qu)公轉鐵(tie)(tie)增量,繼續提(ti)高鐵(tie)(tie)路運(yun)輸(shu)比例(li)。


(五)提(ti)(ti)升港口(kou)中轉能(neng)(neng)力(li)(li)。積極推(tui)(tui)動入(ru)港鐵(tie)路專用線及支線擴能(neng)(neng)改造(zao)(zao),加大鐵(tie)路運力(li)(li)調配(pei),系統提(ti)(ti)升港口(kou)的(de)鐵(tie)路集疏(shu)運能(neng)(neng)力(li)(li)和堆存能(neng)(neng)力(li)(li),提(ti)(ti)高南方煤炭接卸集約(yue)化專業(ye)(ye)化水(shui)平。鼓勵(li)(li)從事煤炭運輸的(de)通用散貨泊(bo)位(wei)專業(ye)(ye)化改造(zao)(zao),加大環保設(she)(she)施(shi)(shi)投入(ru)。大力(li)(li)推(tui)(tui)進(jin)碼(ma)頭(tou)岸電(dian)設(she)(she)施(shi)(shi)、船舶受電(dian)設(she)(she)施(shi)(shi)建設(she)(she)改造(zao)(zao),鼓勵(li)(li)對(dui)使用岸電(dian)的(de)船舶實(shi)施(shi)(shi)優(you)先靠泊(bo)優(you)先通行等措施(shi)(shi),著力(li)(li)提(ti)(ti)升岸電(dian)使用率,推(tui)(tui)進(jin)港口(kou)綠色發展。


(六)統籌推進(jin)電(dian)(dian)網(wang)(wang)建(jian)設(she)(she)。有序安排(pai)跨(kua)省區(qu)送電(dian)(dian)通道建(jian)設(she)(she),優先(xian)保證清潔能(neng)源送出,不斷增強電(dian)(dian)網(wang)(wang)互(hu)濟和(he)保供能(neng)力(li)(li)。進(jin)一(yi)步優化西電(dian)(dian)東送通道對(dui)資源配(pei)置的能(neng)力(li)(li),協調均衡發(fa)展(zhan)區(qu)域內各(ge)級電(dian)(dian)網(wang)(wang)。實施(shi)配(pei)電(dian)(dian)網(wang)(wang)建(jian)設(she)(she)改(gai)造行動計劃,推進(jin)粵港澳大灣區(qu)、長(chang)三角一(yi)體化等區(qu)域智能(neng)電(dian)(dian)網(wang)(wang)高標準建(jian)設(she)(she)。繼續支持農村地區(qu)電(dian)(dian)網(wang)(wang)建(jian)設(she)(she),2020年完成“三區(qu)三州”農網(wang)(wang)改(gai)造升級攻堅任務。加(jia)快(kuai)電(dian)(dian)力(li)(li)關(guan)鍵設(she)(she)備、技術和(he)網(wang)(wang)絡(luo)的國(guo)產化替代,發(fa)展(zhan)新型能(neng)源互(hu)聯網(wang)(wang)基礎設(she)(she)施(shi),加(jia)強網(wang)(wang)絡(luo)安全防護(hu)技術研究(jiu)和(he)應(ying)用,開發(fa)和(he)管理(li)電(dian)(dian)力(li)(li)行業海量數據,打牢電(dian)(dian)力(li)(li)系統和(he)電(dian)(dian)力(li)(li)網(wang)(wang)絡(luo)安全的基礎。


(七)推(tui)動油(you)氣(qi)(qi)管道建設(she)。立足“全(quan)國一張網”,提升石油(you)天(tian)然氣(qi)(qi)管輸(shu)能力和(he)供(gong)應(ying)保障水平。加快天(tian)然氣(qi)(qi)管道互聯(lian)互通重(zhong)大(da)工程建設(she),優化管輸(shu)效(xiao)率,加強(qiang)區(qu)域間(jian)(jian)、企(qi)業間(jian)(jian)、氣(qi)(qi)源間(jian)(jian)互供(gong)互保。推(tui)進(jin)重(zhong)點油(you)品(pin)管道建設(she),保障煉廠原油(you)供(gong)應(ying)和(he)消費地成品(pin)油(you)需求,逐步解決油(you)品(pin)資(zi)源不(bu)平衡和(he)運輸(shu)瓶頸問題。


(八(ba))穩定(ding)進(jin)口(kou)油氣(qi)資源(yuan)(yuan)供應。加強(qiang)海外油氣(qi)資源(yuan)(yuan)組織,保障(zhang)進(jin)口(kou)資源(yuan)(yuan)穩定(ding)供應。鼓勵油氣(qi)企業(ye)與運(yun)輸(shu)企業(ye)加強(qiang)銜接,保障(zhang)進(jin)口(kou)油氣(qi)運(yun)力(li)。


四、著力增強能源儲備能力


(九)持續增強煤(mei)(mei)炭(tan)儲(chu)備能(neng)力。主要(yao)調入(ru)地(di)區(qu)(qu)燃(ran)煤(mei)(mei)電(dian)廠(chang)常態存煤(mei)(mei)水平(ping)達到15天(tian)以上的(de)目標,鼓勵有條(tiao)件的(de)地(di)區(qu)(qu)選擇一批大型(xing)燃(ran)煤(mei)(mei)電(dian)廠(chang),通(tong)(tong)過新(xin)建擴建儲(chu)煤(mei)(mei)場地(di)、改造現有設(she)施等措施,進一步提高存煤(mei)(mei)能(neng)力。在推動(dong)2019年新(xin)增儲(chu)備能(neng)力任務落實的(de)同時(shi),引導再新(xin)增3000萬噸左右(you)的(de)儲(chu)煤(mei)(mei)能(neng)力,鼓勵企業在煤(mei)(mei)炭(tan)消(xiao)費地(di)、鐵(tie)路交通(tong)(tong)樞(shu)紐(niu)、主要(yao)中(zhong)轉港口建立煤(mei)(mei)炭(tan)產品(pin)儲(chu)備,通(tong)(tong)過“產銷聯動(dong)、共建共享”,按照合理輻射半(ban)徑,推進儲(chu)煤(mei)(mei)基地(di)建設(she)。支持主要(yao)產煤(mei)(mei)地(di)區(qu)(qu)研究建立調峰儲(chu)備產能(neng)及(ji)監管機制,提升煤(mei)(mei)炭(tan)供給彈性。


(十)提(ti)(ti)升電(dian)(dian)(dian)力系(xi)統(tong)(tong)調(diao)(diao)節能(neng)力。2020年調(diao)(diao)峰(feng)(feng)(feng)(feng)機(ji)(ji)組(zu)達(da)到最大(da)發電(dian)(dian)(dian)負荷的(de)(de)10%。開(kai)展現有(you)火電(dian)(dian)(dian)機(ji)(ji)組(zu)調(diao)(diao)節性(xing)能(neng)改造,提(ti)(ti)高電(dian)(dian)(dian)力系(xi)統(tong)(tong)靈活性(xing)和調(diao)(diao)節能(neng)力。積(ji)極推(tui)(tui)動(dong)抽水蓄能(neng)電(dian)(dian)(dian)站(zhan)、龍頭水電(dian)(dian)(dian)站(zhan)等(deng)具備(bei)調(diao)(diao)峰(feng)(feng)(feng)(feng)能(neng)力電(dian)(dian)(dian)源(yuan)的(de)(de)建設,有(you)序安排煤電(dian)(dian)(dian)應(ying)急調(diao)(diao)峰(feng)(feng)(feng)(feng)儲備(bei)電(dian)(dian)(dian)源(yuan)建設。進一步完(wan)善調(diao)(diao)峰(feng)(feng)(feng)(feng)補償機(ji)(ji)制,加(jia)快(kuai)推(tui)(tui)進電(dian)(dian)(dian)力調(diao)(diao)峰(feng)(feng)(feng)(feng)等(deng)輔助服(fu)務(wu)市場化,探(tan)索推(tui)(tui)動(dong)用(yong)(yong)戶(hu)側(ce)承擔輔助服(fu)務(wu)費用(yong)(yong)的(de)(de)相關機(ji)(ji)制,提(ti)(ti)高調(diao)(diao)峰(feng)(feng)(feng)(feng)積(ji)極性(xing)。推(tui)(tui)動(dong)儲能(neng)技術應(ying)用(yong)(yong),鼓(gu)勵電(dian)(dian)(dian)源(yuan)側(ce)、電(dian)(dian)(dian)網側(ce)和用(yong)(yong)戶(hu)側(ce)儲能(neng)應(ying)用(yong)(yong),鼓(gu)勵多元化的(de)(de)社會資(zi)源(yuan)投資(zi)儲能(neng)建設。


(十一)加快推進儲(chu)(chu)(chu)氣(qi)(qi)(qi)設(she)施建(jian)設(she)。做好地下儲(chu)(chu)(chu)氣(qi)(qi)(qi)庫、LNG儲(chu)(chu)(chu)罐統(tong)籌(chou)規(gui)劃布(bu)局,推進儲(chu)(chu)(chu)氣(qi)(qi)(qi)設(she)施集約(yue)、規(gui)模建(jian)設(she)。各省(區(qu)、市)編制發布(bu)省級(ji)儲(chu)(chu)(chu)氣(qi)(qi)(qi)設(she)施建(jian)設(she)專項規(gui)劃,鼓勵地方政府和有關(guan)企業通過異地合(he)(he)作、參股合(he)(he)資(zi)等(deng)方式,共(gong)擔(dan)共(gong)享儲(chu)(chu)(chu)氣(qi)(qi)(qi)設(she)施投資(zi)建(jian)設(she)成本(ben)和收益。


五、加強能源需求管理


(十(shi)二(er))推動(dong)煤(mei)(mei)炭清潔高效(xiao)利(li)(li)用(yong)(yong)。加(jia)強散煤(mei)(mei)綜合治理,嚴控劣質煤(mei)(mei)使(shi)用(yong)(yong),進(jin)(jin)一(yi)步提高原料用(yong)(yong)煤(mei)(mei)和(he)發電用(yong)(yong)煤(mei)(mei)比例。推進(jin)(jin)燃煤(mei)(mei)電廠超低排放和(he)節能改造,實施(shi)燃煤(mei)(mei)鍋(guo)爐節能環(huan)保(bao)綜合改造,創新清潔高效(xiao)利(li)(li)用(yong)(yong)技術(shu)和(he)裝備(bei),加(jia)快(kuai)清潔高效(xiao)技術(shu)研發和(he)推廣,推進(jin)(jin)分質分級利(li)(li)用(yong)(yong),進(jin)(jin)一(yi)步提高煤(mei)(mei)炭清潔高效(xiao)利(li)(li)用(yong)(yong)水平。突出做好(hao)東(dong)北、“兩(liang)湖一(yi)江”、西南等重點地區(qu)煤(mei)(mei)炭供應保(bao)障,抓緊補齊區(qu)域性(xing)煤(mei)(mei)炭產(chan)供儲銷(xiao)體(ti)系短板,不斷(duan)完(wan)善保(bao)供方(fang)案和(he)有(you)序用(yong)(yong)煤(mei)(mei)預案,切實保(bao)障發電取暖(nuan)等民生用(yong)(yong)煤(mei)(mei)穩(wen)定供應。


(十三)深化電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)需求側管(guan)理。以電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)市(shi)場化改革(ge)為契機,引(yin)導(dao)和激勵電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)用戶挖掘(jue)調(diao)峰(feng)資源,參(can)與(yu)(yu)系(xi)統調(diao)峰(feng),形成占年度最大(da)用電(dian)(dian)(dian)(dian)(dian)(dian)(dian)負荷3%左右(you)的(de)(de)需求響應能(neng)力(li)。根據(ju)供(gong)需情(qing)況編制有序用電(dian)(dian)(dian)(dian)(dian)(dian)(dian)方案,到2020年本地區可調(diao)用電(dian)(dian)(dian)(dian)(dian)(dian)(dian)負荷達到最大(da)用電(dian)(dian)(dian)(dian)(dian)(dian)(dian)負荷的(de)(de)20%,開展必要演練,提高需求側參(can)與(yu)(yu)系(xi)統調(diao)峰(feng)的(de)(de)能(neng)力(li)。深入實施(shi)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)能(neng)替代,不斷提高電(dian)(dian)(dian)(dian)(dian)(dian)(dian)能(neng)占終端能(neng)源消費比重。大(da)力(li)推廣地能(neng)熱泵、工業電(dian)(dian)(dian)(dian)(dian)(dian)(dian)鍋爐(窯爐)、農(nong)業電(dian)(dian)(dian)(dian)(dian)(dian)(dian)排灌、船舶岸(an)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)、機場橋載(zai)設備、電(dian)(dian)(dian)(dian)(dian)(dian)(dian)蓄能(neng)調(diao)峰(feng)等。加強充(chong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)基(ji)礎設施(shi)配套(tao)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)建設與(yu)(yu)改造,推進電(dian)(dian)(dian)(dian)(dian)(dian)(dian)動汽車充(chong)放電(dian)(dian)(dian)(dian)(dian)(dian)(dian)行為的(de)(de)有序管(guan)理,拓(tuo)展車聯網(wang)等信息服(fu)務新領域,進一步優化充(chong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)基(ji)礎設施(shi)發展環境和產業格(ge)局。


(十(shi)四)持續提升天然(ran)氣(qi)(qi)應(ying)急調峰能力(li)。動態調整(zheng)天然(ran)氣(qi)(qi)調峰用(yong)戶(hu)清(qing)單,細(xi)化完善應(ying)急保供預案,在用(yong)氣(qi)(qi)高峰期根據資(zi)源供應(ying)情況分級啟動實(shi)施(shi),確保“煤改氣(qi)(qi)”等居民(min)生活用(yong)氣(qi)(qi)需求,并對學(xue)校(xiao)、醫院、養老福利(li)機(ji)構、集中供熱以及燃氣(qi)(qi)公共汽(qi)車(che)、出租車(che)等民(min)生用(yong)氣(qi)(qi)需求優先落實(shi)和保障資(zi)源。


(十五)提(ti)高中(zhong)長(chang)期(qi)(qi)合(he)同(tong)簽(qian)約履(lv)(lv)約水平(ping)。完善煤炭中(zhong)長(chang)期(qi)(qi)合(he)同(tong)制(zhi)度,規(gui)范合(he)同(tong)簽(qian)訂行(xing)為,明確監管標(biao)準,督促(cu)產運需各(ge)方(fang)(fang)(fang)按期(qi)(qi)按量履(lv)(lv)行(xing)中(zhong)長(chang)期(qi)(qi)合(he)同(tong)。鼓勵(li)上(shang)游供(gong)氣企業與(yu)各(ge)地全(quan)面簽(qian)訂供(gong)氣合(he)同(tong),通(tong)過合(he)同(tong)鎖(suo)定全(quan)年及供(gong)暖季(ji)民生(sheng)用(yong)氣資(zi)(zi)源(yuan),對(dui)于非民生(sheng)用(yong)氣鼓勵(li)通(tong)過市(shi)場化方(fang)(fang)(fang)式(shi)由供(gong)需雙方(fang)(fang)(fang)協商落實資(zi)(zi)源(yuan)。加強(qiang)中(zhong)長(chang)期(qi)(qi)合(he)同(tong)信用(yong)信息(xi)采集,定期(qi)(qi)進行(xing)公示通(tong)報,對(dui)經(jing)提(ti)醒后仍達(da)不(bu)到(dao)履(lv)(lv)約要求的進行(xing)約談(tan),并依法(fa)依規(gui)實施失(shi)信懲戒。


(十六)建(jian)立(li)健全能源市(shi)場(chang)體系。加(jia)快(kuai)全國(guo)煤炭(tan)交(jiao)易(yi)中心建(jian)設,因地制(zhi)宜(yi)推(tui)動區(qu)域煤炭(tan)交(jiao)易(yi)中心建(jian)設,進一(yi)(yi)步(bu)提升市(shi)場(chang)配置資(zi)源效率。繼續推(tui)動天然氣交(jiao)易(yi)中心發(fa)(fa)展,加(jia)快(kuai)放(fang)開發(fa)(fa)用電(dian)計劃,進一(yi)(yi)步(bu)完善電(dian)力(li)市(shi)場(chang)交(jiao)易(yi)政(zheng)策,拉大電(dian)力(li)峰谷價差,逐步(bu)形成(cheng)中長期交(jiao)易(yi)為(wei)(wei)主、現(xian)貨交(jiao)易(yi)為(wei)(wei)補充的(de)電(dian)力(li)市(shi)場(chang)格局(ju)。加(jia)大成(cheng)品油(you)打擊走私、偷(tou)稅漏(lou)稅等(deng)非法行為(wei)(wei)力(li)度,維護市(shi)場(chang)秩序。對具有(you)原油(you)進口使用資(zi)質但發(fa)(fa)生嚴重偷(tou)漏(lou)稅等(deng)違法違規(gui)行為(wei)(wei)的(de)地方煉油(you)企(qi)業,一(yi)(yi)經執法部門查實,取消資(zi)質,營造公(gong)平(ping)競爭的(de)市(shi)場(chang)環境(jing)。


(十七)強(qiang)化節(jie)能(neng)(neng)(neng)提(ti)高能(neng)(neng)(neng)效。加強(qiang)工業(ye)、建(jian)筑、交通、公(gong)共機構等重(zhong)點領(ling)域節(jie)能(neng)(neng)(neng),組(zu)織(zhi)實施(shi)重(zhong)點節(jie)能(neng)(neng)(neng)工程(cheng),開(kai)展節(jie)能(neng)(neng)(neng)改造。嚴格實施(shi)節(jie)能(neng)(neng)(neng)審查,從源頭上提(ti)高新上項目(mu)能(neng)(neng)(neng)效水(shui)平(ping)。強(qiang)化重(zhong)點用能(neng)(neng)(neng)單位節(jie)能(neng)(neng)(neng)管(guan)理,加快推(tui)進重(zhong)點用能(neng)(neng)(neng)單位能(neng)(neng)(neng)耗在線監(jian)測系統建(jian)設(she)。加強(qiang)節(jie)能(neng)(neng)(neng)宣傳,提(ti)升全(quan)民節(jie)能(neng)(neng)(neng)意識。


六、保障措施


(十八(ba))完善應(ying)(ying)急保障預(yu)案(an)。對(dui)常(chang)態下的(de)供需(xu)變化、應(ying)(ying)急狀態和(he)其(qi)他極端情(qing)形,制(zhi)定供應(ying)(ying)保障預(yu)案(an),明確(que)應(ying)(ying)急措施(shi)和(he)響(xiang)應(ying)(ying)機制(zhi),形成多(duo)層次(ci)、分(fen)級別的(de)預(yu)警與(yu)應(ying)(ying)對(dui)策略。完善應(ying)(ying)急預(yu)案(an)制(zhi)度,針對(dui)不同能源(yuan)品(pin)種的(de)供需(xu)特(te)點和(he)不同應(ying)(ying)急情(qing)景(jing),編制(zhi)應(ying)(ying)急處置(zhi)方案(an)。開展應(ying)(ying)急演練,提(ti)高快速響(xiang)應(ying)(ying)能力。


(十九)強(qiang)化能(neng)(neng)源(yuan)監(jian)測預(yu)警。密切(qie)(qie)關注境外(wai)疫情對全球能(neng)(neng)源(yuan)供應(ying)鏈和(he)產業鏈的(de)影響,加強(qiang)供需形勢的(de)密切(qie)(qie)跟蹤研判,建立能(neng)(neng)源(yuan)監(jian)測預(yu)警體系,動態監(jian)測能(neng)(neng)源(yuan)安全風險,適時(shi)啟動分級動用(yong)和(he)應(ying)急響應(ying)機(ji)制(zhi)。加強(qiang)能(neng)(neng)源(yuan)安全信息及時(shi)、準確、規范發布,回(hui)應(ying)社(she)會關切(qie)(qie),形成良好(hao)的(de)輿論環境。


(二(er)十)加大政策支(zhi)(zhi)持(chi)力(li)度。堅持(chi)市(shi)場化(hua)法(fa)治化(hua)原則,完善激(ji)勵機制。鼓勵開(kai)發性、政策性銀行支(zhi)(zhi)持(chi)能(neng)源(yuan)安(an)全(quan)保障項目建(jian)設(she),引導社會資(zi)本(ben)參與項目建(jian)設(she),提供應急保障服務(wu)。支(zhi)(zhi)持(chi)符合條件(jian)的企業(ye)通過發行企業(ye)債券等市(shi)場化(hua)方式,為(wei)能(neng)源(yuan)儲(chu)備設(she)施建(jian)設(she)等進行融資(zi)。


(二十一)加(jia)強(qiang)組(zu)織實(shi)施(shi)(shi)。各地區要高度重視能源安全保(bao)障工作,加(jia)強(qiang)組(zu)織領導(dao),建立工作協調機(ji)制,明確職責(ze)分工,精心組(zu)織實(shi)施(shi)(shi),加(jia)強(qiang)部門(men)間、企業間溝通聯系,強(qiang)化協同聯動(dong),及(ji)時協調解決(jue)突出問題(ti),確保(bao)各項任務措(cuo)施(shi)(shi)落細(xi)落實(shi)。
