6月(yue)27日(ri),為進一步全(quan)面放開(kai)經營性(xing)(xing)電(dian)(dian)(dian)(dian)力(li)(li)用(yong)戶發(fa)(fa)(fa)(fa)用(yong)電(dian)(dian)(dian)(dian)計(ji)劃(hua),提高電(dian)(dian)(dian)(dian)力(li)(li)交易市(shi)場化程度(du),深化電(dian)(dian)(dian)(dian)力(li)(li)體制(zhi)改革(ge),國家發(fa)(fa)(fa)(fa)展改革(ge)委發(fa)(fa)(fa)(fa)布《關于全(quan)面放開(kai)經營性(xing)(xing)電(dian)(dian)(dian)(dian)力(li)(li)用(yong)戶發(fa)(fa)(fa)(fa)用(yong)電(dian)(dian)(dian)(dian)計(ji)劃(hua)的通知》(發(fa)(fa)(fa)(fa)改運行〔2019〕1105號,以下簡稱(cheng)“通知”)。


《通(tong)知(zhi)》指出,要(yao)切實做好規劃(hua)內清潔(jie)電(dian)(dian)(dian)(dian)源(yuan)的發(fa)電(dian)(dian)(dian)(dian)保障(zhang)工作。研究推進(jin)保障(zhang)優(you)先發(fa)電(dian)(dian)(dian)(dian)政策執行,重點考慮核(he)電(dian)(dian)(dian)(dian)、水(shui)電(dian)(dian)(dian)(dian)、風電(dian)(dian)(dian)(dian)、太(tai)陽能(neng)發(fa)電(dian)(dian)(dian)(dian)等(deng)清潔(jie)能(neng)源(yuan)的保障(zhang)性(xing)收購。積極推進(jin)風電(dian)(dian)(dian)(dian)、光伏發(fa)電(dian)(dian)(dian)(dian)無補貼平價上(shang)網工作,對(dui)平價上(shang)網項目和(he)低(di)價上(shang)網項目,要(yao)將全部電(dian)(dian)(dian)(dian)量納(na)入優(you)先發(fa)電(dian)(dian)(dian)(dian)計劃(hua)予以保障(zhang),在同等(deng)條件下優(you)先上(shang)網。電(dian)(dian)(dian)(dian)網企業(ye)、電(dian)(dian)(dian)(dian)力用(yong)(yong)戶和(he)售電(dian)(dian)(dian)(dian)公(gong)司應(ying)按要(yao)求承(cheng)擔(dan)相關(guan)責任,落實清潔(jie)能(neng)源(yuan)消納(na)義務。鼓勵(li)經營(ying)性(xing)電(dian)(dian)(dian)(dian)力用(yong)(yong)戶與(yu)核(he)電(dian)(dian)(dian)(dian)、水(shui)電(dian)(dian)(dian)(dian)、風電(dian)(dian)(dian)(dian)、太(tai)陽能(neng)發(fa)電(dian)(dian)(dian)(dian)等(deng)清潔(jie)能(neng)源(yuan)開展市(shi)場化交易,消納(na)計劃(hua)外增送清潔(jie)能(neng)源(yuan)電(dian)(dian)(dian)(dian)量。

為(wei)深入學習貫徹習近平新時(shi)代中國(guo)特色社會(hui)主義思想和黨的十九大精神,認真落(luo)實(shi)中央經(jing)(jing)濟(ji)工作(zuo)(zuo)會(hui)議和政府工作(zuo)(zuo)報告部署要(yao)求,進一步全面放(fang)開經(jing)(jing)營性電(dian)力用戶(hu)發用電(dian)計劃,提高電(dian)力交易市場化程度,深化電(dian)力體制改(gai)革(ge),現就全面放(fang)開經(jing)(jing)營性電(dian)力用戶(hu)發用電(dian)計劃有關要(yao)求通知(zhi)如(ru)下。


一、全面放開經營性電力用戶發用電計劃


(一)各地(di)要統籌推進全(quan)(quan)面放開經營性電(dian)力(li)用戶(hu)發用電(dian)計劃工作,堅持規范有序穩(wen)妥的原則,堅持市場(chang)(chang)化(hua)方(fang)向完善價格(ge)形成機制,落實清潔能源消納要求,確(que)保(bao)電(dian)網(wang)安全(quan)(quan)穩(wen)定(ding)運(yun)行和電(dian)力(li)用戶(hu)的穩(wen)定(ding)供應,加強市場(chang)(chang)主(zhu)體準入、交易(yi)合同、交易(yi)價格(ge)的事(shi)中(zhong)事(shi)后監(jian)管(guan)。


(二(er))經營性(xing)電(dian)(dian)力(li)用(yong)(yong)戶(hu)的(de)(de)發用(yong)(yong)電(dian)(dian)計劃(hua)原則上全(quan)部放開。除居民、農(nong)業(ye)、重要公用(yong)(yong)事(shi)業(ye)和公益性(xing)服務(wu)等行(xing)業(ye)電(dian)(dian)力(li)用(yong)(yong)戶(hu)以及電(dian)(dian)力(li)生產供應所必需(xu)的(de)(de)廠用(yong)(yong)電(dian)(dian)和線損(sun)之外,其他電(dian)(dian)力(li)用(yong)(yong)戶(hu)均屬于經營性(xing)電(dian)(dian)力(li)用(yong)(yong)戶(hu)。


(三)經營性電(dian)力(li)用(yong)(yong)戶(hu)中,不(bu)符合(he)國家產(chan)業(ye)(ye)(ye)政(zheng)策的電(dian)力(li)用(yong)(yong)戶(hu)暫不(bu)參與(yu)市(shi)(shi)場化交易,產(chan)品和工藝(yi)屬于《產(chan)業(ye)(ye)(ye)結構調整(zheng)指導目錄》中淘汰類(lei)和限制類(lei)的電(dian)力(li)用(yong)(yong)戶(hu)嚴格執行現(xian)有差別電(dian)價政(zheng)策。符合(he)階梯(ti)電(dian)價政(zheng)策的企(qi)業(ye)(ye)(ye)用(yong)(yong)戶(hu)在市(shi)(shi)場化電(dian)價的基(ji)礎上繼續執行階梯(ti)電(dian)價政(zheng)策。


(四)擁(yong)有燃煤(mei)自(zi)備電廠(chang)(chang)的(de)企業(ye)按照國家有關規定承擔政(zheng)府性(xing)(xing)基(ji)金及(ji)(ji)附加、政(zheng)策性(xing)(xing)交(jiao)(jiao)叉(cha)(cha)補(bu)貼、普(pu)遍服務(wu)(wu)和(he)社(she)會責任,按約定向(xiang)電網企業(ye)支(zhi)付(fu)系(xi)統備用(yong)(yong)費(fei),取(qu)得(de)電力(li)業(ye)務(wu)(wu)許可(ke)證(zheng),達(da)到能效、環保要求,成為(wei)合格市(shi)場(chang)主體后,有序推進其自(zi)發自(zi)用(yong)(yong)以外(wai)電量按交(jiao)(jiao)易規則參與(yu)交(jiao)(jiao)易。為(wei)促進和(he)鼓(gu)勵資(zi)源綜合利(li)用(yong)(yong),對回收利(li)用(yong)(yong)工業(ye)生(sheng)產過程中產生(sheng)可(ke)利(li)用(yong)(yong)的(de)熱能、壓差以及(ji)(ji)余(yu)氣等(deng)建設相(xiang)應規模的(de)余(yu)熱、余(yu)壓、余(yu)氣自(zi)備電廠(chang)(chang),繼續實施(shi)減(jian)免系(xi)統備用(yong)(yong)費(fei)和(he)政(zheng)策性(xing)(xing)交(jiao)(jiao)叉(cha)(cha)補(bu)貼等(deng)相(xiang)關支(zhi)持政(zheng)策。


(五)各地政府主(zhu)管部(bu)門(men)要會同電(dian)網企業,細化(hua)研究(jiu)并詳細梳理(li)暫不參(can)與市(shi)(shi)場(chang)(chang)的用(yong)戶(hu)清單,掌(zhang)握(wo)經營性電(dian)力用(yong)戶(hu)參(can)與市(shi)(shi)場(chang)(chang)化(hua)交易(yi)情況,逐步建立(li)分行業電(dian)力用(yong)戶(hu)參(can)與市(shi)(shi)場(chang)(chang)化(hua)交易(yi)統計分析制度,及時(shi)掌(zhang)握(wo)經營性電(dian)力用(yong)戶(hu)全面(mian)放開情況。


二、支持中小用戶參與市場化交易


(六(liu))積極支持中(zhong)小(xiao)用(yong)戶由售(shou)電(dian)公司代(dai)理(li)參加市場(chang)化交易,中(zhong)小(xiao)用(yong)戶需與(yu)售(shou)電(dian)公司簽(qian)訂代(dai)理(li)購(gou)電(dian)合同(tong),與(yu)電(dian)網企業(ye)簽(qian)訂供用(yong)電(dian)合同(tong),明確有關權責義務。


(七)經營性(xing)電力(li)用(yong)(yong)戶(hu)全面放開參(can)與市(shi)(shi)場化交易主要形式(shi)可以包(bao)括(kuo)直接參(can)與、由售電公(gong)司(si)代(dai)理參(can)與、其他各(ge)地(di)根據實(shi)際(ji)情況研(yan)究明確的(de)市(shi)(shi)場化方(fang)(fang)式(shi)等,各(ge)地(di)要抓(zhua)緊研(yan)究并合(he)理制定(ding)中小(xiao)用(yong)(yong)戶(hu)參(can)與市(shi)(shi)場化交易的(de)方(fang)(fang)式(shi),中小(xiao)用(yong)(yong)戶(hu)可根據自身實(shi)際(ji)自主選(xuan)擇(ze)(ze),也可以放棄選(xuan)擇(ze)(ze)權,保持現(xian)有的(de)購電方(fang)(fang)式(shi)。各(ge)地(di)可結(jie)合(he)本地(di)區電力(li)供需形勢(shi),針(zhen)對全面放開經營性(xing)電力(li)用(yong)(yong)戶(hu)發用(yong)(yong)電計劃設(she)定(ding)一段時間的(de)過渡(du)期。


(八(ba))針對選擇參(can)與(yu)市場化交易但(dan)無法與(yu)發電(dian)企業達(da)成交易意向的中小用(yong)戶,過(guo)渡期內(nei)執(zhi)行(xing)原(yuan)有(you)購(gou)電(dian)方式,過(guo)渡期后執(zhi)行(xing)其(qi)他市場化購(gou)電(dian)方式。


(九)退出市(shi)場化交易(yi)或未選擇參(can)與市(shi)場化交易(yi)的中小用(yong)戶(hu),在再次直接參(can)與或通(tong)過代理方(fang)式參(can)與市(shi)場化交易(yi)前,由電(dian)網企業承擔保底供電(dian)責任(ren)。


三、健全全面放開經營性發用電計劃后的價格形成機制


(十(shi))全面放開經(jing)營性發用電(dian)計劃后的(de)價格(ge)形成機制,按照價格(ge)主(zhu)管部門的(de)有關政(zheng)策執行。


(十一)對于已按市場(chang)化交易規則執行的電(dian)(dian)量,價(jia)(jia)格(ge)仍按照市場(chang)化規則形(xing)成。鼓勵電(dian)(dian)力用戶和發電(dian)(dian)企(qi)業自主協商簽訂合同(tong)時,以靈活可(ke)浮動的形(xing)式確定具體價(jia)(jia)格(ge),價(jia)(jia)格(ge)浮動方式由雙方事先約(yue)定。


四、切實做好公益性用電的供應保障工作


(十二(er))各地(di)要(yao)(yao)進一步落實規范(fan)優(you)(you)(you)先(xian)(xian)(xian)發電(dian)、優(you)(you)(you)先(xian)(xian)(xian)購電(dian)管理有關要(yao)(yao)求,對農(nong)業、居民(min)生活(huo)及黨政(zheng)機關、學校(xiao)、醫院、公(gong)(gong)共(gong)交通、金融、通信、郵政(zheng)、供水、供氣等重要(yao)(yao)公(gong)(gong)用事業、公(gong)(gong)益性服務(wu)等用戶安排優(you)(you)(you)先(xian)(xian)(xian)購電(dian)。結合(he)本地(di)實際,加強分類施策,抓緊(jin)研(yan)究(jiu)保(bao)障優(you)(you)(you)先(xian)(xian)(xian)發電(dian)、優(you)(you)(you)先(xian)(xian)(xian)購電(dian)執行的措施,統籌做好優(you)(you)(you)先(xian)(xian)(xian)發電(dian)優(you)(you)(you)先(xian)(xian)(xian)購電(dian)計劃規范(fan)管理工作。


(十三(san))各地要(yao)根據優(you)先購電(dian)保(bao)障原則(ze),詳細梳理優(you)先購電(dian)用戶(hu)清單,實施動(dong)態管理、跟蹤保(bao)障,原則(ze)上優(you)先購電(dian)之外(wai)的其他經營(ying)性電(dian)力用戶(hu)全部參與市場。


(十四(si))各地要合理制定有序用(yong)電(dian)方(fang)案(an)并按年(nian)度滾動調整(zheng),出現電(dian)力缺口或重大突發事件(jian)時,對優先(xian)購電(dian)用(yong)戶保障供電(dian),其他(ta)用(yong)戶按照有序用(yong)電(dian)方(fang)案(an)承擔(dan)有序用(yong)電(dian)義務。


(十五)電(dian)(dian)網(wang)企業要按照(zhao)規定承擔相關責(ze)任,按照(zhao)政(zheng)府定價(jia)保障優先購(gou)電(dian)(dian)用戶(hu)用電(dian)(dian)。優先購(gou)電(dian)(dian)首先由優先發電(dian)(dian)電(dian)(dian)量(liang)予以保障。


五、切實做好規劃內清潔電源的發電保障工作


(十六)研究推進保(bao)(bao)(bao)(bao)障(zhang)優(you)(you)先發(fa)電(dian)(dian)(dian)政策執行,重點考(kao)慮(lv)核(he)電(dian)(dian)(dian)、水(shui)電(dian)(dian)(dian)、風(feng)電(dian)(dian)(dian)、太陽(yang)能發(fa)電(dian)(dian)(dian)等清(qing)潔能源(yuan)的保(bao)(bao)(bao)(bao)障(zhang)性收購。核(he)電(dian)(dian)(dian)機(ji)組發(fa)電(dian)(dian)(dian)量(liang)納入優(you)(you)先發(fa)電(dian)(dian)(dian)計(ji)(ji)(ji)劃,按(an)照優(you)(you)先發(fa)電(dian)(dian)(dian)優(you)(you)先購電(dian)(dian)(dian)計(ji)(ji)(ji)劃管理有關工作要求做好保(bao)(bao)(bao)(bao)障(zhang)消納工作。水(shui)電(dian)(dian)(dian)在消納條(tiao)件較(jiao)好地區(qu),根據來水(shui)情況,兼顧資源(yuan)條(tiao)件、歷史均值和綜合利用(yong)等要求,安(an)排優(you)(you)先發(fa)電(dian)(dian)(dian)計(ji)(ji)(ji)劃;在消納受限地區(qu),以近(jin)年(nian)(nian)發(fa)電(dian)(dian)(dian)量(liang)為基礎,根據市場空間安(an)排保(bao)(bao)(bao)(bao)量(liang)保(bao)(bao)(bao)(bao)價(jia)的優(you)(you)先發(fa)電(dian)(dian)(dian)計(ji)(ji)(ji)劃,保(bao)(bao)(bao)(bao)量(liang)保(bao)(bao)(bao)(bao)價(jia)之外的優(you)(you)先發(fa)電(dian)(dian)(dian)量(liang)通(tong)過市場化方式確定(ding)價(jia)格。風(feng)電(dian)(dian)(dian)、太陽(yang)能發(fa)電(dian)(dian)(dian)等新能源(yuan),在國家未核(he)定(ding)最低(di)保(bao)(bao)(bao)(bao)障(zhang)收購年(nian)(nian)利用(yong)小(xiao)(xiao)時(shi)數的地區(qu)按(an)照資源(yuan)條(tiao)件全額安(an)排優(you)(you)先發(fa)電(dian)(dian)(dian)計(ji)(ji)(ji)劃;在國家核(he)定(ding)最低(di)保(bao)(bao)(bao)(bao)障(zhang)收購年(nian)(nian)利用(yong)小(xiao)(xiao)時(shi)數的地區(qu),結合當地供需形勢合理安(an)排優(you)(you)先發(fa)電(dian)(dian)(dian)計(ji)(ji)(ji)劃,在國家核(he)定(ding)最低(di)保(bao)(bao)(bao)(bao)障(zhang)收購年(nian)(nian)利用(yong)小(xiao)(xiao)時(shi)數內電(dian)(dian)(dian)量(liang)保(bao)(bao)(bao)(bao)量(liang)保(bao)(bao)(bao)(bao)價(jia)收購基礎上,鼓(gu)勵超過最低(di)保(bao)(bao)(bao)(bao)障(zhang)收購年(nian)(nian)利用(yong)小(xiao)(xiao)時(shi)數的電(dian)(dian)(dian)量(liang)通(tong)過參(can)與市場化交易方式競爭上網。


(十七(qi))積極推進風(feng)電(dian)(dian)、光(guang)伏發(fa)(fa)電(dian)(dian)無補貼平(ping)價(jia)上(shang)網工作,對平(ping)價(jia)上(shang)網項(xiang)目和低價(jia)上(shang)網項(xiang)目,要(yao)將全部電(dian)(dian)量(liang)(liang)納入(ru)優先(xian)(xian)發(fa)(fa)電(dian)(dian)計(ji)劃予以保障,在同等條件下(xia)優先(xian)(xian)上(shang)網。平(ping)價(jia)上(shang)網項(xiang)目和低價(jia)上(shang)網項(xiang)目如存在棄風(feng)、棄光(guang)情(qing)況,由省級政府主(zhu)管(guan)部門會同電(dian)(dian)網企業將棄風(feng)、棄光(guang)電(dian)(dian)量(liang)(liang)全額核定為可(ke)轉讓的(de)優先(xian)(xian)發(fa)(fa)電(dian)(dian)計(ji)劃,可(ke)在全國范圍內通過發(fa)(fa)電(dian)(dian)權交易(yi)(yi)轉讓給其(qi)他發(fa)(fa)電(dian)(dian)企業并獲(huo)取收益。電(dian)(dian)力交易(yi)(yi)機(ji)構要(yao)按(an)要(yao)求做好棄風(feng)、棄光(guang)優先(xian)(xian)發(fa)(fa)電(dian)(dian)計(ji)劃的(de)發(fa)(fa)電(dian)(dian)權交易(yi)(yi)的(de)組織工作,推動交易(yi)(yi)落(luo)實。


(十(shi)八)電網企業、電力用戶和售電公司應按要求承擔相關責任,落實清(qing)潔能(neng)源消(xiao)納義務。鼓(gu)勵參(can)與跨省跨區(qu)市(shi)場化(hua)交易的市(shi)場主(zhu)體消(xiao)納優(you)先(xian)發電計劃(hua)外增(zeng)送清(qing)潔能(neng)源電量。


(十九)鼓勵經營性電(dian)(dian)力用(yong)戶與(yu)核(he)電(dian)(dian)、水電(dian)(dian)、風電(dian)(dian)、太陽能(neng)發電(dian)(dian)等清(qing)潔(jie)能(neng)源(yuan)(yuan)開展市場化交易(yi),消納(na)計劃外增送清(qing)潔(jie)能(neng)源(yuan)(yuan)電(dian)(dian)量(liang)。電(dian)(dian)力交易(yi)機構要積極做好清(qing)潔(jie)能(neng)源(yuan)(yuan)消納(na)交易(yi)組織工(gong)作,進一步降低棄水、棄風、棄光現(xian)象。


(二十)清潔能源消納受限(xian)地區要加快落實(shi)將優先發電(dian)計(ji)劃(hua)分(fen)為“保(bao)(bao)量保(bao)(bao)價(jia)(jia)”和“保(bao)(bao)量競(jing)價(jia)(jia)”兩部分(fen),其(qi)中“保(bao)(bao)量競(jing)價(jia)(jia)”部分(fen)通過市(shi)場(chang)化(hua)方式形成(cheng)價(jia)(jia)格,市(shi)場(chang)化(hua)交易未成(cheng)交部分(fen)可執行本(ben)地區同類型機組市(shi)場(chang)化(hua)形成(cheng)的(de)平(ping)均(jun)購電(dian)價(jia)(jia)格。


六、加強電力直接交易的履約監管


(二十一(yi))各地(di)要有針對(dui)性地(di)制定和完善相關規章制度(du),實施守信(xin)聯合(he)激(ji)勵(li)和失信(xin)聯合(he)懲(cheng)戒(jie)機制,加強電力(li)直(zhi)接交易(yi)的履約(yue)監管力(li)度(du)。市場(chang)主體按(an)(an)照市場(chang)交易(yi)規則組織簽訂直(zhi)接交易(yi)合(he)同,明確相應的權利義務關系、交易(yi)電量和價格(ge)等重(zhong)要事項,并(bing)嚴格(ge)按(an)(an)照合(he)同內容履約(yue)執行。


(二(er)十(shi)二(er))地(di)方(fang)經濟運行部(bu)門要會(hui)同(tong)(tong)電(dian)網(wang)企業(ye)、電(dian)力交易(yi)機(ji)構(gou)對電(dian)力直接交易(yi)合(he)同(tong)(tong)履約情(qing)況實行分(fen)月統計,發揮電(dian)網(wang)企業(ye)及電(dian)力交易(yi)機(ji)構(gou)作用,將直接交易(yi)合(he)同(tong)(tong)履約情(qing)況納入統一管理(li),在一定范圍內(nei)按季度通報。國家能源局派出機(ji)構(gou)對轄區內(nei)電(dian)力直接交易(yi)合(he)同(tong)(tong)履約情(qing)況進行監管。


(二十三)發電企(qi)業、電力用(yong)戶、售(shou)電公司等(deng)市(shi)場(chang)(chang)主體要牢固樹立市(shi)場(chang)(chang)意(yi)識、法律(lv)意(yi)識、契約(yue)意(yi)識和信用(yong)意(yi)識,直接交易(yi)合(he)同達成后必須(xu)嚴格執行,未(wei)按合(he)同條款執行需承擔相應違約(yue)責任(ren)并(bing)接受相關考核懲罰。


七、保障措施


(二(er)十(shi)四)各(ge)地(di)要(yao)根據(ju)實(shi)際情況,采取積極(ji)措施確保跨(kua)(kua)省(sheng)(sheng)跨(kua)(kua)區(qu)(qu)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)與各(ge)區(qu)(qu)域、省(sheng)(sheng)(區(qu)(qu)、市(shi))電(dian)力(li)市(shi)場協調(diao)運作。在跨(kua)(kua)省(sheng)(sheng)跨(kua)(kua)區(qu)(qu)市(shi)場化(hua)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)中,鼓勵網(wang)(wang)對(dui)(dui)網(wang)(wang)、網(wang)(wang)對(dui)(dui)點的直(zhi)接交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi),對(dui)(dui)有條件(jian)的地(di)區(qu)(qu),有序支持點對(dui)(dui)網(wang)(wang)、點對(dui)(dui)點直(zhi)接交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)。各(ge)地(di)要(yao)對(dui)(dui)跨(kua)(kua)省(sheng)(sheng)跨(kua)(kua)區(qu)(qu)送受端市(shi)場主體(ti)對(dui)(dui)等(deng)放(fang)開,促(cu)進資源大(da)范(fan)圍優(you)化(hua)配置和清潔(jie)能(neng)源消納。北(bei)京、廣州電(dian)力(li)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)中心和各(ge)地(di)電(dian)力(li)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)機(ji)構(gou)要(yao)積極(ji)創造條件(jian),完善交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)規則(ze)、加(jia)強機(ji)制(zhi)建設、搭建交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)平臺,組織開展(zhan)跨(kua)(kua)省(sheng)(sheng)跨(kua)(kua)區(qu)(qu)市(shi)場化(hua)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)。


(二十五)中(zhong)國電(dian)力企(qi)(qi)業聯合(he)會、第三方信(xin)(xin)(xin)用(yong)服務機構和(he)各電(dian)力交易(yi)機構開展(zhan)電(dian)力交易(yi)信(xin)(xin)(xin)用(yong)數(shu)據(ju)采集(ji),建(jian)立(li)動態(tai)信(xin)(xin)(xin)用(yong)記錄數(shu)據(ju)庫,適時(shi)公布(bu)有關(guan)履約信(xin)(xin)(xin)用(yong)狀況。對(dui)(dui)誠(cheng)實守信(xin)(xin)(xin)、認(ren)真(zhen)履約的企(qi)(qi)業納(na)入(ru)誠(cheng)信(xin)(xin)(xin)記錄,對(dui)(dui)履約不力甚至惡意違約的企(qi)(qi)業納(na)入(ru)不良信(xin)(xin)(xin)用(yong)記錄并(bing)視情況公開通報,對(dui)(dui)存在違法(fa)、違規行為和(he)列入(ru)“黑名單”的嚴重(zhong)失信(xin)(xin)(xin)企(qi)(qi)業執行聯合(he)懲戒(jie)措施。


(二(er)十(shi)六)各(ge)省(區(qu)、市(shi))政府(fu)主管(guan)部門每月向(xiang)國(guo)家(jia)發展(zhan)改革(ge)委報(bao)送全面(mian)放開發用電(dian)(dian)計(ji)劃進(jin)展(zhan)情況(kuang)。各(ge)電(dian)(dian)力(li)交(jiao)易(yi)(yi)機(ji)構、電(dian)(dian)網企業(ye)負責市(shi)場化交(jiao)易(yi)(yi)的組織和落實,配(pei)合(he)有關(guan)部門開展(zhan)監管(guan)。各(ge)電(dian)(dian)力(li)交(jiao)易(yi)(yi)機(ji)構開展(zhan)對(dui)市(shi)場交(jiao)易(yi)(yi)的核查(cha),按(an)時向(xiang)各(ge)地政府(fu)主管(guan)部門報(bao)告有關(guan)情況(kuang)。國(guo)家(jia)能源(yuan)局(ju)派出機(ji)構對(dui)轄區(qu)內(nei)各(ge)省(區(qu)、市(shi))全面(mian)放開發用電(dian)(dian)計(ji)劃執行情況(kuang)進(jin)行監督,每季度向(xiang)國(guo)家(jia)發展(zhan)改革(ge)委、國(guo)家(jia)能源(yuan)局(ju)報(bao)送相關(guan)情況(kuang)。
