我國加快推進清潔能源消納重點工程

近年來,我國清潔能源發展取得了巨大成就,水電、核電、風電、光伏裝機規模達到了7.2億千瓦,占總裝機的40%,其中水電、風電、光伏在運裝機及在建規模均位居世界第一,核電在建裝機居世界第一;清潔能源發電量已達到總發電量的近3成。但與此同時,清潔能源發展不平衡、不充分的矛盾也日益凸顯,特別是清潔能源消納問題受到廣泛關注,制約著行業健康、可持續發展。推動清潔能源高效利用消納對于促進我國能源領域綠色、高質量發展,以及構建清潔低碳、安全高效的能源體系具有重大意義。


隨著(zhu)國(guo)家(jia)促(cu)進清(qing)潔能(neng)源消(xiao)(xiao)(xiao)納各項政(zheng)策(ce)措施(shi)的(de)陸續(xu)出臺,在各方共同努力(li)(li)下,“三棄”問題不(bu)斷穩(wen)步向好。2018年1~7月,全國(guo)棄風率8.1%,棄光(guang)率3.2%,水能(neng)利(li)用率99%,較(jiao)前兩年有(you)比較(jiao)明顯改善。但是,消(xiao)(xiao)(xiao)納的(de)成果(guo)仍不(bu)穩(wen)固。從政(zheng)策(ce)角度(du)看,目前推動(dong)清(qing)潔能(neng)源消(xiao)(xiao)(xiao)納的(de)措施(shi)多為短期的(de)、局部的(de),缺(que)少長(chang)效、系統(tong)(tong)的(de)機制。此次國(guo)家(jia)能(neng)源局印(yin)發的(de)《清(qing)潔能(neng)源消(xiao)(xiao)(xiao)納行(xing)動(dong)計(ji)(ji)劃(hua)(2018~2020年)》(以下簡稱《行(xing)動(dong)計(ji)(ji)劃(hua)》),提出了(le)更(geng)加(jia)有(you)力(li)(li)促(cu)進清(qing)潔能(neng)源消(xiao)(xiao)(xiao)納的(de)系統(tong)(tong)性方案,既立足當前,于近期采取有(you)效措施(shi),解決重點地區消(xiao)(xiao)(xiao)納困(kun)難,更(geng)謀劃(hua)長(chang)遠,建立新(xin)能(neng)源消(xiao)(xiao)(xiao)納的(de)長(chang)效機制,確(que)保消(xiao)(xiao)(xiao)納問題得到有(you)效解決。


考(kao)慮到(dao)風電、光伏等新能(neng)源(yuan)電源(yuan)大規模接(jie)入后,為促(cu)進(jin)(jin)清潔(jie)能(neng)源(yuan)消納(na),電力系(xi)統需相應(ying)增加調(diao)峰電源(yuan)、輸電通道(dao)等建設,《行動計劃》中特別提(ti)出了將加快推進(jin)(jin)清潔(jie)能(neng)源(yuan)消納(na)重點工(gong)程建設,以有(you)效提(ti)升系(xi)統調(diao)節能(neng)力和通道(dao)輸送(song)能(neng)力。


重點發揮電網資源配置平臺作用


加(jia)快跨(kua)(kua)省(sheng)區(qu)(qu)輸(shu)電(dian)(dian)(dian)通道(dao)建設。我國清(qing)潔(jie)能(neng)(neng)源(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)與電(dian)(dian)(dian)力消(xiao)費負(fu)荷(he)呈(cheng)逆向分(fen)布(bu),風能(neng)(neng)資源(yuan)(yuan)(yuan)集(ji)(ji)中在“三北(bei)”地(di)(di)區(qu)(qu),太陽能(neng)(neng)集(ji)(ji)中在西(xi)部(bu)地(di)(di)區(qu)(qu),水電(dian)(dian)(dian)集(ji)(ji)中在西(xi)南地(di)(di)區(qu)(qu),雖然便于(yu)大規模(mo)集(ji)(ji)中開發(fa),但(dan)由于(yu)周邊區(qu)(qu)域負(fu)荷(he)強度不(bu)高(gao),不(bu)利于(yu)就近消(xiao)納。加(jia)之近年(nian)(nian)(nian)來(lai)清(qing)潔(jie)能(neng)(neng)源(yuan)(yuan)(yuan)裝機高(gao)速(su)增長與負(fu)荷(he)增速(su)不(bu)匹(pi)配,消(xiao)納問題目前(qian)主要集(ji)(ji)中在少數(shu)省(sheng)份,2018年(nian)(nian)(nian)1~7月,四川、云(yun)南兩省(sheng)占棄水電(dian)(dian)(dian)量的90%以(yi)上(shang),新(xin)疆、甘肅(su)、內蒙(meng)古3省(sheng)(區(qu)(qu))占棄風棄光電(dian)(dian)(dian)量的90%左右(you)。依托跨(kua)(kua)區(qu)(qu)、跨(kua)(kua)省(sheng)輸(shu)電(dian)(dian)(dian)通道(dao),將可(ke)再生資源(yuan)(yuan)(yuan)富(fu)集(ji)(ji)地(di)(di)區(qu)(qu)的新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)電(dian)(dian)(dian)力輸(shu)送至中東(dong)部(bu)等電(dian)(dian)(dian)力負(fu)荷(he)中心(xin),充分(fen)利用(yong)電(dian)(dian)(dian)能(neng)(neng)消(xiao)費集(ji)(ji)中地(di)(di)區(qu)(qu)的消(xiao)納能(neng)(neng)力,實現新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)電(dian)(dian)(dian)量的聯(lian)合消(xiao)納,是提升新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)利用(yong)水平、破解清(qing)潔(jie)能(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)納難題的重要手段之一(yi)。近年(nian)(nian)(nian)來(lai),國家能(neng)(neng)源(yuan)(yuan)(yuan)局(ju)有(you)序(xu)推動(dong)跨(kua)(kua)省(sheng)、跨(kua)(kua)區(qu)(qu)通道(dao)建設,并取得積極進展,如(ru)酒泉—湖南特(te)高(gao)壓直流輸(shu)電(dian)(dian)(dian)工程已于(yu)2017年(nian)(nian)(nian)6月投產;大氣污染防治12條(tiao)重點輸(shu)電(dian)(dian)(dian)通道(dao)中共(gong)有(you)7條(tiao)通道(dao)送端位于(yu)“三北(bei)”新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)富(fu)集(ji)(ji)地(di)(di)區(qu)(qu),額定輸(shu)電(dian)(dian)(dian)能(neng)(neng)力5750萬千瓦(wa),目前(qian)均已投產。


《行(xing)動計劃》提出,將提升電網匯集(ji)(ji)和外(wai)(wai)送(song)清潔能(neng)(neng)(neng)源能(neng)(neng)(neng)力(li),加快推進(jin)雅中、烏東(dong)德等(deng)水電外(wai)(wai)送(song)通道建(jian)設(she),研(yan)究(jiu)推進(jin)青(qing)海、內蒙古等(deng)富集(ji)(ji)地(di)區高比例可再生能(neng)(neng)(neng)源通道建(jian)設(she)。通過(guo)加強新能(neng)(neng)(neng)源開(kai)發重點地(di)區網架(jia)優化完善工作,消(xiao)除薄弱環節,解決送(song)出受(shou)限問題,同時科學規劃建(jian)設(she)新增外(wai)(wai)送(song)通道,全面提升通道利用率(lv),將有效(xiao)加強區域間電網互(hu)濟能(neng)(neng)(neng)力(li),擴大電力(li)消(xiao)納(na)平臺,實現更(geng)大范圍消(xiao)納(na)清潔能(neng)(neng)(neng)源。


實(shi)施城(cheng)鄉配電網(wang)建(jian)設和(he)智能(neng)化升級。我國新能(neng)源開(kai)發(fa)模式(shi)已由集(ji)中式(shi)大規模開(kai)發(fa)為主(zhu)逐步轉為集(ji)中式(shi)、分(fen)布式(shi)開(kai)發(fa)并舉,分(fen)布式(shi)清潔(jie)能(neng)源發(fa)展明(ming)顯提(ti)速(su)。在(zai)清潔(jie)能(neng)源消(xiao)納工作中,應優先考慮就(jiu)地、就(jiu)近消(xiao)納和(he)利用。


近(jin)年來,國家能(neng)(neng)源(yuan)局持(chi)續推(tui)動(dong)(dong)(dong)加強(qiang)配電(dian)(dian)網(wang)建設(she)和(he)改造升(sheng)級,重點是新能(neng)(neng)源(yuan)就(jiu)近(jin)并網(wang)和(he)消納等環節,同(tong)時大力(li)(li)(li)推(tui)廣智(zhi)(zhi)能(neng)(neng)電(dian)(dian)網(wang)和(he)微(wei)電(dian)(dian)網(wang)技術,著力(li)(li)(li)增強(qiang)電(dian)(dian)力(li)(li)(li)系統的靈(ling)活性(xing)、適應(ying)性(xing),有(you)效提升(sheng)電(dian)(dian)網(wang)調節能(neng)(neng)力(li)(li)(li),引導(dao)可再生(sheng)能(neng)(neng)源(yuan)的就(jiu)地消納。此次《行動(dong)(dong)(dong)計劃》也提出,將持(chi)續開展配電(dian)(dian)網(wang)和(he)農網(wang)改造建設(she),推(tui)動(dong)(dong)(dong)智(zhi)(zhi)能(neng)(neng)電(dian)(dian)網(wang)建設(she),提升(sheng)配電(dian)(dian)自動(dong)(dong)(dong)化覆蓋率,以有(you)效增強(qiang)電(dian)(dian)網(wang)分布式清潔(jie)能(neng)(neng)源(yuan)接(jie)納能(neng)(neng)力(li)(li)(li)以及對清潔(jie)供暖等新型(xing)終端用電(dian)(dian)的保障能(neng)(neng)力(li)(li)(li)。


大力推動火電靈活性改造


風(feng)電(dian)(dian)(dian)、光伏發電(dian)(dian)(dian)具有(you)間歇性、波動性的(de)特性,在電(dian)(dian)(dian)力系(xi)(xi)(xi)統電(dian)(dian)(dian)力電(dian)(dian)(dian)量平(ping)衡中(zhong),出力可靠性低。為(wei)確保(bao)供電(dian)(dian)(dian)穩定,電(dian)(dian)(dian)力系(xi)(xi)(xi)統消(xiao)納清潔能源(yuan)時,需要系(xi)(xi)(xi)統內(nei)的(de)火電(dian)(dian)(dian)機組(zu)和抽(chou)水蓄(xu)能等調(diao)峰(feng)電(dian)(dian)(dian)源(yuan)配套運(yun)行(xing)。目前,我(wo)國(guo)電(dian)(dian)(dian)力系(xi)(xi)(xi)統中(zhong)抽(chou)水蓄(xu)能、調(diao)峰(feng)氣電(dian)(dian)(dian)等靈活調(diao)節電(dian)(dian)(dian)源(yuan)比重(zhong)不足6%,需配套大量的(de)火電(dian)(dian)(dian)機組(zu)應急調(diao)峰(feng)。


以“三(san)北地(di)(di)(di)區(qu)(qu)”為例,煤電是其(qi)主(zhu)(zhu)要電源(yuan)品(pin)種(zhong),占該地(di)(di)(di)區(qu)(qu)總裝(zhuang)機容(rong)量(liang)(liang)逾60%,預(yu)計該比(bi)例到2020年(nian)仍將(jiang)高于60%;與之相(xiang)比(bi),抽水蓄(xu)能(neng)(neng)、調(diao)(diao)峰氣電等調(diao)(diao)峰電源(yuan)占比(bi)到2020年(nian)預(yu)計仍不足2%。“三(san)北地(di)(di)(di)區(qu)(qu)”電力(li)系統在未來相(xiang)當(dang)長一段時間內(nei),仍將(jiang)主(zhu)(zhu)要依靠煤電機組(zu)進行(xing)調(diao)(diao)峰。當(dang)地(di)(di)(di)煤電機組(zu)不僅容(rong)量(liang)(liang)大,其(qi)靈(ling)活性(xing)潛力(li)也十分可觀,通過實施火電靈(ling)活性(xing)改造,可以增加20%以上(shang)額定容(rong)量(liang)(liang)的(de)(de)調(diao)(diao)峰能(neng)(neng)力(li)。再者,靈(ling)活性(xing)改造經(jing)濟性(xing)優(you)勢明顯(xian),單位投(tou)資一般不超過200元/千瓦,遠低于新建(jian)調(diao)(diao)峰電源(yuan)投(tou)資。若進一步考慮(lv)新建(jian)調(diao)(diao)峰電源(yuan)的(de)(de)資源(yuan)約束和(he)建(jian)設工期(qi)限制,提(ti)升火電機組(zu)靈(ling)活性(xing)是“三(san)北地(di)(di)(di)區(qu)(qu)”在“十三(san)五”期(qi)間增強電力(li)系統調(diao)(diao)節能(neng)(neng)力(li)、促進新能(neng)(neng)源(yuan)消納的(de)(de)主(zhu)(zhu)要舉措(cuo),是符(fu)合我國實際的(de)(de)優(you)化措(cuo)施選擇。


截(jie)至目(mu)前,國家能源(yuan)局已實施了兩批(pi)火電(dian)(dian)(dian)(dian)靈活性改(gai)造(zao)(zao)試點(dian),帶動“三北”地(di)(di)(di)區約6000萬千瓦火電(dian)(dian)(dian)(dian)機組實施改(gai)造(zao)(zao),可大幅增強(qiang)電(dian)(dian)(dian)(dian)力系統調(diao)峰(feng)能力。以(yi)(yi)東北地(di)(di)(di)區為例,火電(dian)(dian)(dian)(dian)靈活性改(gai)造(zao)(zao)深入挖掘了傳統電(dian)(dian)(dian)(dian)源(yuan)調(diao)峰(feng)潛(qian)力,同時在(zai)(zai)輔(fu)助服務市場機制配合下(xia),以(yi)(yi)市場化方式充分調(diao)動火電(dian)(dian)(dian)(dian)參與調(diao)峰(feng)的積極性,在(zai)(zai)促進新能源(yuan)消納方面發揮了重要作用,遼寧省棄(qi)風率已降(jiang)至10%以(yi)(yi)下(xia),吉林(lin)、黑龍江(jiang)和蒙東地(di)(di)(di)區棄(qi)風率也顯著下(xia)降(jiang)。


當前,我(wo)國煤(mei)電(dian)(dian)(dian)定位調(diao)整、轉(zhuan)型發(fa)展步(bu)伐不斷加快,煤(mei)電(dian)(dian)(dian)正由傳統提(ti)供(gong)電(dian)(dian)(dian)力(li)、電(dian)(dian)(dian)量(liang)(liang)的主體性(xing)(xing)電(dian)(dian)(dian)源(yuan)(yuan),逐步(bu)轉(zhuan)變為提(ti)供(gong)可靠容量(liang)(liang)、電(dian)(dian)(dian)量(liang)(liang)的同時,向電(dian)(dian)(dian)力(li)系統提(ti)供(gong)靈(ling)活(huo)性(xing)(xing)調(diao)節能力(li)的基礎(chu)性(xing)(xing)電(dian)(dian)(dian)源(yuan)(yuan),火電(dian)(dian)(dian)靈(ling)活(huo)性(xing)(xing)改造(zao)提(ti)升將(jiang)在此(ci)過程中發(fa)揮積極(ji)重要(yao)作用。因此(ci),《行動計劃》提(ti)出(chu),將(jiang)通(tong)過實施火電(dian)(dian)(dian)靈(ling)活(huo)性(xing)(xing)改造(zao)、核定火電(dian)(dian)(dian)最小(xiao)出(chu)力(li)與開機方式等方面(mian)深挖(wa)電(dian)(dian)(dian)源(yuan)(yuan)側調(diao)峰(feng)潛力(li),全面(mian)提(ti)升系統調(diao)節能力(li),為清潔能源(yuan)(yuan)消納留出(chu)更大空間。


清(qing)潔能源(yuan)(yuan)消納工作“系統(tong)性強(qiang)、差異性大、關注度高”,需要(yao)各級政府(fu)部(bu)門、電(dian)(dian)(dian)網企業(ye)、發(fa)電(dian)(dian)(dian)企業(ye)等相(xiang)關各方共同(tong)努(nu)力,綜合施策。《行(xing)動計(ji)劃(hua)》以推動重點工程(cheng)建設(she)作為破解(jie)我(wo)國清(qing)潔能源(yuan)(yuan)消納難題的(de)主要(yao)抓手之(zhi)一,“項(xiang)目(mu)建設(she)先行(xing),機制完善跟進”,將切實(shi)提(ti)升電(dian)(dian)(dian)力系統(tong)電(dian)(dian)(dian)源(yuan)(yuan)側與電(dian)(dian)(dian)網側靈活(huo)性,最終(zhong)實(shi)現新能源(yuan)(yuan)大規模消納,促進我(wo)國清(qing)潔能源(yuan)(yuan)產(chan)業(ye)高質量可(ke)持續發(fa)展。
