一、總體要求

二、著力提升可再生(sheng)能源安全可靠(kao)替代能力


(一)全面提升(sheng)可(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)供給能(neng)(neng)力(li)。加快推(tui)進以沙漠、戈壁、荒(huang)漠地區為(wei)重點(dian)的(de)大(da)型(xing)風(feng)電(dian)光伏基地建設(she),推(tui)動海上(shang)風(feng)電(dian)集群化(hua)開(kai)發(fa)(fa)。科學有(you)序(xu)推(tui)進大(da)型(xing)水電(dian)基地建設(she),統籌推(tui)進水風(feng)光綜(zong)合(he)開(kai)發(fa)(fa)。就近開(kai)發(fa)(fa)分(fen)布式可(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)。穩步發(fa)(fa)展生(sheng)(sheng)(sheng)物(wu)質發(fa)(fa)電(dian),推(tui)動光熱(re)發(fa)(fa)電(dian)規模(mo)化(hua)發(fa)(fa)展。加快提升(sheng)可(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)資源(yuan)評估、功(gong)率預測(ce)、智慧調控能(neng)(neng)力(li)。推(tui)進構網型(xing)新能(neng)(neng)源(yuan)、長時(shi)間尺度(du)功(gong)率預測(ce)等新技術應用。因地制宜發(fa)(fa)展生(sheng)(sheng)(sheng)物(wu)天(tian)然氣和生(sheng)(sheng)(sheng)物(wu)柴油、生(sheng)(sheng)(sheng)物(wu)航煤等綠色燃(ran)料(liao),積極有(you)序(xu)發(fa)(fa)展可(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)制氫。促進地熱(re)能(neng)(neng)資源(yuan)合(he)理高效利用,推(tui)動波浪能(neng)(neng)、潮流能(neng)(neng)、溫差(cha)能(neng)(neng)等規模(mo)化(hua)利用。推(tui)動建立可(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)與傳統能(neng)(neng)源(yuan)協同互補、梯級綜(zong)合(he)利用的(de)供熱(re)體系。


(二)加(jia)快(kuai)可(ke)(ke)(ke)再生能(neng)(neng)源(yuan)(yuan)配(pei)(pei)(pei)套基礎設(she)施建設(she)。推進(jin)柔性(xing)直流輸電(dian)(dian)(dian)、交(jiao)直流混合(he)配(pei)(pei)(pei)電(dian)(dian)(dian)網等先(xian)進(jin)技術(shu)迭(die)代,加(jia)快(kuai)建設(she)數字化(hua)(hua)智(zhi)(zhi)能(neng)(neng)化(hua)(hua)電(dian)(dian)(dian)網。加(jia)強(qiang)(qiang)可(ke)(ke)(ke)再生能(neng)(neng)源(yuan)(yuan)和電(dian)(dian)(dian)力(li)(li)(li)發(fa)展規劃的銜接,推動(dong)(dong)網源(yuan)(yuan)協調(diao)發(fa)展。推動(dong)(dong)電(dian)(dian)(dian)網主干(gan)網架提質升(sheng)級,加(jia)強(qiang)(qiang)跨省跨區輸電(dian)(dian)(dian)通道建設(she),優(you)化(hua)(hua)調(diao)度控制(zhi),優(you)先(xian)調(diao)度可(ke)(ke)(ke)再生能(neng)(neng)源(yuan)(yuan)電(dian)(dian)(dian)力(li)(li)(li)。持續優(you)化(hua)(hua)配(pei)(pei)(pei)電(dian)(dian)(dian)網網架結構(gou),加(jia)快(kuai)配(pei)(pei)(pei)電(dian)(dian)(dian)網一、二次融(rong)合(he)和智(zhi)(zhi)能(neng)(neng)化(hua)(hua)升(sheng)級,優(you)化(hua)(hua)配(pei)(pei)(pei)電(dian)(dian)(dian)網調(diao)度機制(zhi),提升(sheng)配(pei)(pei)(pei)電(dian)(dian)(dian)網靈活性(xing)和承載(zai)力(li)(li)(li),支撐分(fen)布式可(ke)(ke)(ke)再生能(neng)(neng)源(yuan)(yuan)快(kuai)速發(fa)展。加(jia)強(qiang)(qiang)熱力(li)(li)(li)、燃氣管(guan)網及氫(qing)能(neng)(neng)供應網絡(luo)等基礎設(she)施建設(she)和升(sheng)級改(gai)造,強(qiang)(qiang)化(hua)(hua)管(guan)網互(hu)聯互(hu)通,就近(jin)接納更多非電(dian)(dian)(dian)可(ke)(ke)(ke)再生能(neng)(neng)源(yuan)(yuan)。


(三(san))深入挖掘需(xu)(xu)求(qiu)側資(zi)源調(diao)控潛力(li)(li)(li)(li)。積極拓(tuo)寬需(xu)(xu)求(qiu)響應主體(ti)范圍,加快構建(jian)(jian)需(xu)(xu)求(qiu)響應資(zi)源庫。鼓勵具(ju)備(bei)(bei)充放電能力(li)(li)(li)(li)的需(xu)(xu)求(qiu)響應主體(ti)參(can)與電力(li)(li)(li)(li)市(shi)場。支(zhi)持具(ju)備(bei)(bei)條(tiao)件的地區,通過實施尖(jian)峰電價(jia)、拉大(da)現(xian)貨市(shi)場限(xian)價(jia)區間等(deng)手段引(yin)導電力(li)(li)(li)(li)用(yong)戶(hu)調(diao)整用(yong)電行為。強化工業(ye)、建(jian)(jian)筑、交(jiao)通等(deng)重點(dian)領(ling)域電力(li)(li)(li)(li)需(xu)(xu)求(qiu)側管理,優化工藝和生產流程,以可中(zhong)斷(duan)負(fu)荷、可控負(fu)荷等(deng)方(fang)式參(can)與電力(li)(li)(li)(li)系統調(diao)節。


(四(si))多(duo)元提升(sheng)電(dian)力系統(tong)調(diao)節能力。加強(qiang)煤電(dian)機組(zu)靈(ling)活性改造,推動(dong)自備電(dian)廠主動(dong)參(can)與(yu)調(diao)峰,優(you)化煤電(dian)調(diao)度(du)(du)方(fang)式,合理(li)確(que)定調(diao)度(du)(du)順(shun)序和(he)(he)調(diao)峰深(shen)度(du)(du)。研究推進大型水電(dian)站優(you)化升(sheng)級,有序建設抽水蓄能電(dian)站。加強(qiang)新(xin)型儲能技(ji)術(shu)攻關和(he)(he)多(duo)場景應(ying)用。推進長時儲熱(re)(re)型發電(dian)、熱(re)(re)電(dian)耦合、中高溫熱(re)(re)利用等光熱(re)(re)應(ying)用。鼓勵(li)生(sheng)物質發電(dian)項目(mu)提供調(diao)峰等輔助服務。


三、加快推進重點領域可再(zai)生能源(yuan)替代應(ying)用


(五)協(xie)同(tong)推(tui)進(jin)工(gong)業(ye)用能綠色(se)低碳(tan)(tan)轉型(xing)。科學(xue)引(yin)導工(gong)業(ye)向可(ke)再(zai)(zai)生(sheng)(sheng)能源(yuan)富集(ji)、資源(yuan)環境可(ke)承載地區(qu)(qu)有(you)序轉移,強(qiang)化(hua)鋼(gang)鐵、有(you)色(se)、石(shi)(shi)化(hua)化(hua)工(gong)、建材、紡織、造(zao)紙等行業(ye)與(yu)可(ke)再(zai)(zai)生(sheng)(sheng)能源(yuan)耦合發(fa)展(zhan)。提高(gao)短流程煉鋼(gang)占比(bi),在(zai)冶(ye)金、鑄(zhu)造(zao)、建材、日用玻璃、有(you)色(se)、化(hua)工(gong)等重(zhong)點行業(ye)推(tui)廣(guang)電鍋爐、電窯爐、電加熱(re)等技術(shu)(shu)。在(zai)工(gong)業(ye)園區(qu)(qu)、大(da)型(xing)生(sheng)(sheng)產企業(ye)等周邊地區(qu)(qu)開(kai)展(zhan)新能源(yuan)源(yuan)網荷(he)儲一體(ti)化(hua)項目,推(tui)動工(gong)業(ye)綠色(se)微電網建設應用、綠色(se)電力直接供應和燃(ran)(ran)煤(mei)自(zi)備電廠替代。加快在(zai)造(zao)紙、印染、食品加工(gong)等領(ling)域推(tui)廣(guang)可(ke)再(zai)(zai)生(sheng)(sheng)能源(yuan)中(zhong)低溫熱(re)利用。在(zai)合成氨、合成甲(jia)醇(chun)、石(shi)(shi)化(hua)、鋼(gang)鐵等領(ling)域鼓(gu)勵低碳(tan)(tan)氫(qing)規(gui)模化(hua)替代高(gao)碳(tan)(tan)氫(qing),探索建設風(feng)光氫(qing)氨醇(chun)一體(ti)化(hua)基地。在(zai)保障好居民冬季取暖前提下(xia)推(tui)進(jin)熱(re)電聯產機組供熱(re)范圍內燃(ran)(ran)煤(mei)鍋爐關(guan)停整合,因地制宜(yi)推(tui)進(jin)耦合生(sheng)(sheng)物質燃(ran)(ran)燒(shao)技術(shu)(shu)改造(zao),鼓(gu)勵發(fa)展(zhan)大(da)容量燃(ran)(ran)煤(mei)鍋爐摻綠氨燃(ran)(ran)燒(shao)。加快推(tui)動油氣(qi)勘探開(kai)發(fa)與(yu)可(ke)再(zai)(zai)生(sheng)(sheng)能源(yuan)融合發(fa)展(zhan),打造(zao)低碳(tan)(tan)零碳(tan)(tan)油氣(qi)田(tian)。


(六)加快交通(tong)運輸和(he)(he)可(ke)(ke)再(zai)生(sheng)(sheng)能(neng)源融合(he)互(hu)動(dong)(dong)。建設(she)可(ke)(ke)再(zai)生(sheng)(sheng)能(neng)源交通(tong)廊道。鼓(gu)勵(li)在具備條件的(de)(de)(de)高速公(gong)(gong)路(lu)休息(xi)區(qu)(qu)、鐵路(lu)車(che)(che)(che)站(zhan)、汽車(che)(che)(che)客運站(zhan)、機(ji)場和(he)(he)港口推(tui)(tui)進(jin)光儲充(chong)放多功能(neng)綜合(he)一體(ti)(ti)站(zhan)建設(she)。加快發展(zhan)電(dian)動(dong)(dong)乘用(yong)(yong)車(che)(che)(che),穩步推(tui)(tui)進(jin)公(gong)(gong)交車(che)(che)(che)電(dian)動(dong)(dong)化(hua)替代(dai),探索(suo)推(tui)(tui)廣應用(yong)(yong)新能(neng)源中重型貨車(che)(che)(che)。積(ji)極探索(suo)發展(zhan)電(dian)氣(qi)(qi)化(hua)公(gong)(gong)路(lu),加大鐵路(lu)電(dian)氣(qi)(qi)化(hua)改(gai)造力度。推(tui)(tui)進(jin)船舶靠港使用(yong)(yong)岸電(dian),鼓(gu)勵(li)綠色(se)電(dian)動(dong)(dong)智能(neng)船舶試(shi)(shi)點(dian)應用(yong)(yong)。推(tui)(tui)動(dong)(dong)可(ke)(ke)持續航(hang)空燃(ran)(ran)料(liao)應用(yong)(yong),開(kai)(kai)展(zhan)電(dian)動(dong)(dong)垂直起(qi)降航(hang)空器試(shi)(shi)點(dian)運行(xing)。有序(xu)推(tui)(tui)廣車(che)(che)(che)用(yong)(yong)綠色(se)清潔液體(ti)(ti)燃(ran)(ran)料(liao)試(shi)(shi)點(dian)應用(yong)(yong)。支持有條件的(de)(de)(de)地區(qu)(qu)開(kai)(kai)展(zhan)生(sheng)(sheng)物柴(chai)油(you)、生(sheng)(sheng)物航(hang)煤、生(sheng)(sheng)物天然氣(qi)(qi)、綠色(se)氫(qing)氨(an)醇等在船舶、航(hang)空領(ling)域的(de)(de)(de)試(shi)(shi)點(dian)運行(xing)。


(七)深化(hua)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)可(ke)再生(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)集成(cheng)應(ying)用(yong)(yong)(yong)(yong)(yong)。把(ba)優先利用(yong)(yong)(yong)(yong)(yong)可(ke)再生(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)納入城(cheng)鎮(zhen)的規劃、建(jian)(jian)(jian)設(she)、更新(xin)和(he)改造。推(tui)(tui)(tui)(tui)動(dong)(dong)城(cheng)鎮(zhen)新(xin)建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)全(quan)面(mian)執行(xing)綠色(se)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)標準,不斷提高可(ke)再生(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)電(dian)力、熱(re)(re)力和(he)燃氣的替(ti)代要求。推(tui)(tui)(tui)(tui)廣超低(di)能(neng)(neng)耗、近零能(neng)(neng)耗建(jian)(jian)(jian)筑(zhu)(zhu)(zhu),發展(zhan)近零碳建(jian)(jian)(jian)筑(zhu)(zhu)(zhu),推(tui)(tui)(tui)(tui)動(dong)(dong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)柔性用(yong)(yong)(yong)(yong)(yong)電(dian)技術應(ying)用(yong)(yong)(yong)(yong)(yong)。推(tui)(tui)(tui)(tui)動(dong)(dong)既有建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)屋(wu)頂加裝光伏系(xi)統,推(tui)(tui)(tui)(tui)動(dong)(dong)有條件的新(xin)建(jian)(jian)(jian)廠房、新(xin)建(jian)(jian)(jian)公(gong)共建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)應(ying)裝盡裝光伏系(xi)統。推(tui)(tui)(tui)(tui)動(dong)(dong)新(xin)建(jian)(jian)(jian)公(gong)共建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)全(quan)面(mian)電(dian)氣化(hua),推(tui)(tui)(tui)(tui)廣電(dian)熱(re)(re)泵(beng)熱(re)(re)水器、高效電(dian)磁爐(lu)灶等(deng)替(ti)代燃煤(mei)燃氣產品,推(tui)(tui)(tui)(tui)動(dong)(dong)高效直(zhi)流電(dian)器與設(she)備應(ying)用(yong)(yong)(yong)(yong)(yong)。在(zai)太陽能(neng)(neng)資源(yuan)(yuan)較豐富(fu)地(di)區及有穩定(ding)熱(re)(re)水需求的建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)中積(ji)極推(tui)(tui)(tui)(tui)廣太陽能(neng)(neng)熱(re)(re)應(ying)用(yong)(yong)(yong)(yong)(yong)。因地(di)制宜推(tui)(tui)(tui)(tui)進地(di)熱(re)(re)能(neng)(neng)、空氣源(yuan)(yuan)熱(re)(re)泵(beng)和(he)集中式生(sheng)(sheng)物(wu)質能(neng)(neng)等(deng)供熱(re)(re)制冷應(ying)用(yong)(yong)(yong)(yong)(yong),偏遠地(di)區可(ke)按照就地(di)取材原則利用(yong)(yong)(yong)(yong)(yong)戶用(yong)(yong)(yong)(yong)(yong)生(sheng)(sheng)物(wu)質成(cheng)型燃料爐(lu)具供暖。


(八)全(quan)面支持農(nong)業農(nong)村(cun)(cun)(cun)(cun)(cun)(cun)(cun)用(yong)能(neng)(neng)(neng)(neng)(neng)清(qing)潔化現代化。在具備條件的農(nong)村(cun)(cun)(cun)(cun)(cun)(cun)(cun)地(di)區積極發展(zhan)分(fen)散式風電和分(fen)布式光伏發電。推進(jin)農(nong)林(lin)廢棄物、禽畜糞污等與(yu)農(nong)村(cun)(cun)(cun)(cun)(cun)(cun)(cun)有機垃圾(ji)等協(xie)同處(chu)理,合理布局生(sheng)(sheng)(sheng)物質發電、集中式生(sheng)(sheng)(sheng)物質清(qing)潔供暖(nuan)和生(sheng)(sheng)(sheng)物天(tian)然(ran)氣(qi)項目。加快(kuai)農(nong)村(cun)(cun)(cun)(cun)(cun)(cun)(cun)能(neng)(neng)(neng)(neng)(neng)源(yuan)基(ji)礎設(she)施(shi)改造升級,探索推進(jin)微(wei)能(neng)(neng)(neng)(neng)(neng)網(wang)(wang)(微(wei)電網(wang)(wang))建設(she)。推進(jin)有條件地(di)區生(sheng)(sheng)(sheng)物天(tian)然(ran)氣(qi)進(jin)入(ru)管網(wang)(wang),因地(di)制宜推進(jin)鄉鎮集中供熱,優先利用(yong)地(di)熱能(neng)(neng)(neng)(neng)(neng)、太陽能(neng)(neng)(neng)(neng)(neng)等供暖(nuan),逐步減少(shao)直(zhi)至(zhi)禁止(zhi)煤炭散燒。推動農(nong)村(cun)(cun)(cun)(cun)(cun)(cun)(cun)生(sheng)(sheng)(sheng)產生(sheng)(sheng)(sheng)活(huo)電氣(qi)化改造升級,建設(she)鄉村(cun)(cun)(cun)(cun)(cun)(cun)(cun)能(neng)(neng)(neng)(neng)(neng)源(yuan)站,提高農(nong)村(cun)(cun)(cun)(cun)(cun)(cun)(cun)能(neng)(neng)(neng)(neng)(neng)源(yuan)公共服務能(neng)(neng)(neng)(neng)(neng)力。結合數字(zi)鄉村(cun)(cun)(cun)(cun)(cun)(cun)(cun)建設(she)提升鄉村(cun)(cun)(cun)(cun)(cun)(cun)(cun)智慧用(yong)能(neng)(neng)(neng)(neng)(neng)水平(ping),將鄉村(cun)(cun)(cun)(cun)(cun)(cun)(cun)能(neng)(neng)(neng)(neng)(neng)源(yuan)設(she)施(shi)建設(she)納入(ru)鄉村(cun)(cun)(cun)(cun)(cun)(cun)(cun)建設(she)項目庫,高質量建設(she)農(nong)村(cun)(cun)(cun)(cun)(cun)(cun)(cun)能(neng)(neng)(neng)(neng)(neng)源(yuan)革命試點。


(九)統籌新(xin)基建(jian)和可(ke)再生(sheng)能(neng)源開(kai)發(fa)(fa)利用。加強充電基礎(chu)設(she)(she)(she)施(shi)、加氣站(zhan)、加氫站(zhan)建(jian)設(she)(she)(she),完善城鄉充電網(wang)(wang)絡體(ti)系。優化新(xin)型基礎(chu)設(she)(she)(she)施(shi)空(kong)間布局(ju),推(tui)(tui)動(dong)5G基站(zhan)、數據(ju)中心(xin)、超算(suan)(suan)中心(xin)等(deng)(deng)(deng)與光伏、熱(re)泵、儲能(neng)等(deng)(deng)(deng)融合(he)發(fa)(fa)展(zhan)。推(tui)(tui)動(dong)人工智能(neng)、物(wu)聯網(wang)(wang)、區(qu)塊鏈等(deng)(deng)(deng)與可(ke)再生(sheng)能(neng)源深度融合(he)發(fa)(fa)展(zhan)。支持新(xin)型基礎(chu)設(she)(she)(she)施(shi)發(fa)(fa)展(zhan)綠(lv)(lv)電直供、源網(wang)(wang)荷儲一體(ti)化項目,開(kai)展(zhan)綠(lv)(lv)證(zheng)綠(lv)(lv)電交易和“綠(lv)(lv)電園區(qu)”建(jian)設(she)(she)(she),提(ti)高“東數西算(suan)(suan)”等(deng)(deng)(deng)戰略工程中的(de)新(xin)能(neng)源電力消費(fei)占比。支持國(guo)家樞紐節點(dian)中具有冷水(shui)資源的(de)地區(qu)建(jian)設(she)(she)(she)大(da)數據(ju)中心(xin)。有序開(kai)展(zhan)老舊基站(zhan)、“老舊小散”數據(ju)中心(xin)綠(lv)(lv)色技(ji)術改造。推(tui)(tui)動(dong)新(xin)建(jian)數據(ju)中心(xin)逐年穩步(bu)提(ti)升可(ke)再生(sheng)能(neng)源使用比例(li)。


四、積極推(tui)動可再生能(neng)源替代創新試點


(十)加(jia)快試(shi)點(dian)應(ying)(ying)用。開(kai)(kai)展深遠海(hai)漂浮式海(hai)上風電、年(nian)產(chan)(chan)千萬立方米級(ji)生物(wu)天(tian)然(ran)氣工(gong)程(cheng)等試(shi)點(dian)應(ying)(ying)用,推動光(guang)熱(re)與風電光(guang)伏深度聯合(he)運行。在(zai)工(gong)廠和(he)園(yuan)區(qu)(qu)開(kai)(kai)展綠(lv)色直供(gong)電試(shi)點(dian),推進構網型、孤網運行、自備(bei)性(xing)質的(de)可再(zai)生能(neng)(neng)源(yuan)(yuan)綜合(he)利用工(gong)程(cheng)試(shi)點(dian)。結合(he)資源(yuan)(yuan)條件因地制宜推進大型燃煤發電鍋(guo)爐摻燒(shao)農林廢棄(qi)物(wu)等耦合(he)生物(wu)質燃燒(shao)技(ji)術(shu)改造。鼓勵引導可再(zai)生能(neng)(neng)源(yuan)(yuan)設(she)備(bei)更新(xin)升級(ji)和(he)廢舊設(she)備(bei)設(she)施循環利用。在(zai)鋼(gang)鐵、有色金(jin)屬、石化(hua)(hua)化(hua)(hua)工(gong)和(he)建材等領(ling)域推廣(guang)低(di)碳(tan)零碳(tan)生產(chan)(chan)工(gong)藝(yi)和(he)工(gong)業流程(cheng)再(zai)造技(ji)術(shu)應(ying)(ying)用。開(kai)(kai)展氫(qing)冶金(jin)和(he)氫(qing)基(ji)化(hua)(hua)工(gong)技(ji)術(shu)推廣(guang)應(ying)(ying)用。推動光(guang)儲端信產(chan)(chan)業融合(he)創新(xin),探(tan)索開(kai)(kai)展光(guang)儲充放一(yi)體化(hua)(hua)試(shi)點(dian)。支持園(yuan)區(qu)(qu)、企業、大型公(gong)共建筑等開(kai)(kai)展發供(gong)用高比例新(xin)能(neng)(neng)源(yuan)(yuan)試(shi)點(dian),大幅提升新(xin)能(neng)(neng)源(yuan)(yuan)電力(li)消費占比。在(zai)具備(bei)基(ji)礎的(de)國家和(he)省級(ji)經(jing)濟開(kai)(kai)發區(qu)(qu),以(yi)市場化(hua)(hua)方式打(da)造新(xin)增能(neng)(neng)源(yuan)(yuan)消費100%由可再(zai)生能(neng)(neng)源(yuan)(yuan)供(gong)給的(de)綠(lv)色能(neng)(neng)源(yuan)(yuan)試(shi)點(dian)園(yuan)區(qu)(qu)。


(十一)推動業(ye)態(tai)融合(he)(he)(he)創(chuang)新(xin)(xin)。推動工業(ye)、交通、建筑、農業(ye)、林業(ye)等與可再(zai)生能源(yuan)跨行業(ye)融合(he)(he)(he),推進光伏治沙、光伏廊道和海洋(yang)牧場等深層(ceng)次立體化(hua)發(fa)(fa)展(zhan),形成深度融合(he)(he)(he)、持(chi)續替(ti)代的(de)創(chuang)新(xin)(xin)替(ti)代發(fa)(fa)展(zhan)局面。支(zhi)持(chi)數(shu)字能源(yuan)、虛擬電(dian)廠、農村能源(yuan)合(he)(he)(he)作(zuo)社等新(xin)(xin)型(xing)經營主體發(fa)(fa)展(zhan)壯大(da),培育適應能源(yuan)清潔、高效、安(an)全替(ti)代的(de)新(xin)(xin)業(ye)態(tai)。鼓勵能夠促進可再(zai)生能源(yuan)多品種(zhong)、多領域、多形態(tai)替(ti)代的(de)商(shang)業(ye)模式創(chuang)新(xin)(xin),大(da)力發(fa)(fa)展(zhan)能夠支(zhi)持(chi)供需高效協(xie)同的(de)綜合(he)(he)(he)能源(yuan)服(fu)務,加快車網互動、電(dian)碳資產管理等新(xin)(xin)商(shang)業(ye)模式落地。


五(wu)、強化可(ke)再生能源(yuan)替(ti)代保障措施


(十(shi)二)健全(quan)法(fa)律(lv)法(fa)規(gui)標(biao)(biao)準(zhun)。建(jian)立(li)健全(quan)支持可(ke)再(zai)生能(neng)(neng)源(yuan)優先(xian)利(li)用的法(fa)律(lv)法(fa)規(gui),結合(he)能(neng)(neng)源(yuan)法(fa)、可(ke)再(zai)生能(neng)(neng)源(yuan)法(fa)、電力法(fa)、節約能(neng)(neng)源(yuan)法(fa)等制修(xiu)訂,明確各(ge)類主體在可(ke)再(zai)生能(neng)(neng)源(yuan)開發(fa)利(li)用中(zhong)的相(xiang)關權利(li)義務和法(fa)律(lv)責任(ren)。加(jia)快(kuai)完(wan)善可(ke)再(zai)生能(neng)(neng)源(yuan)領(ling)域相(xiang)關標(biao)(biao)準(zhun)體系。結合(he)重(zhong)點領(ling)域標(biao)(biao)準(zhun)制修(xiu)訂,將可(ke)再(zai)生能(neng)(neng)源(yuan)替代利(li)用納(na)入各(ge)領(ling)域綠色低(di)碳發(fa)展標(biao)(biao)準(zhun)規(gui)范體系。強化標(biao)(biao)準(zhun)和規(gui)范實施(shi),推進實施(shi)效果評價。


(十三)完善綠(lv)(lv)(lv)色能源消(xiao)(xiao)(xiao)費(fei)機制(zhi)。全(quan)面落實非化石(shi)能源不納(na)入能源消(xiao)(xiao)(xiao)耗(hao)總量和強度控制(zhi)要(yao)求,使用綠(lv)(lv)(lv)證(zheng)(zheng)作為可(ke)再生(sheng)能源電(dian)力消(xiao)(xiao)(xiao)費(fei)核算的(de)(de)基礎憑證(zheng)(zheng),加(jia)強綠(lv)(lv)(lv)證(zheng)(zheng)與節(jie)能降碳政策的(de)(de)有效銜接。完善可(ke)再生(sheng)能源電(dian)力消(xiao)(xiao)(xiao)納(na)責任(ren)權重(zhong)機制(zhi),將消(xiao)(xiao)(xiao)納(na)責任(ren)落實到(dao)重(zhong)點用能單位,加(jia)強高耗(hao)能企業使用綠(lv)(lv)(lv)色電(dian)力的(de)(de)剛(gang)性約束。加(jia)快建立基于綠(lv)(lv)(lv)證(zheng)(zheng)的(de)(de)綠(lv)(lv)(lv)色電(dian)力消(xiao)(xiao)(xiao)費(fei)認證(zheng)(zheng)機制(zhi)。推進(jin)綠(lv)(lv)(lv)證(zheng)(zheng)綠(lv)(lv)(lv)電(dian)與全(quan)國碳市場銜接。將綠(lv)(lv)(lv)色電(dian)力消(xiao)(xiao)(xiao)費(fei)要(yao)求納(na)入綠(lv)(lv)(lv)色產品評價標(biao)準,拓展綠(lv)(lv)(lv)色產品認證(zheng)(zheng)目錄,研(yan)究制(zhi)定政府采購支持綠(lv)(lv)(lv)色產品相關政策,推動主要(yao)采用綠(lv)(lv)(lv)色電(dian)力生(sheng)產的(de)(de)產品享(xiang)受綠(lv)(lv)(lv)色金融等政策。


(十四(si))落實(shi)科技(ji)財政(zheng)金融支(zhi)(zhi)持(chi)(chi)政(zheng)策(ce)。利用(yong)好(hao)首臺(套)重(zhong)大技(ji)術(shu)裝備推(tui)廣(guang)應用(yong)有關政(zheng)策(ce)和國家重(zhong)點(dian)研發計劃(hua)重(zhong)點(dian)專項,支(zhi)(zhi)持(chi)(chi)可(ke)再生(sheng)能(neng)源替(ti)代(dai)關鍵技(ji)術(shu)研發和試(shi)點(dian)應用(yong)。建立健全綠色(se)金融機制,支(zhi)(zhi)持(chi)(chi)各領域各類(lei)主體(ti)投資(zi)可(ke)再生(sheng)能(neng)源替(ti)代(dai)利用(yong)及(ji)基(ji)礎設施(shi)建設和升級。鼓勵開展信貸產(chan)品(pin)和服務創新,按照市場化(hua)法治(zhi)化(hua)原則提供長期穩定融資(zi)支(zhi)(zhi)持(chi)(chi)。


(十五)健全(quan)市(shi)(shi)場(chang)(chang)機制(zhi)和價格(ge)機制(zhi)。深化新(xin)能(neng)(neng)源(yuan)上網電(dian)(dian)(dian)價市(shi)(shi)場(chang)(chang)化改(gai)革,建(jian)立和完善(shan)適(shi)應可再(zai)(zai)生能(neng)(neng)源(yuan)特性的(de)電(dian)(dian)(dian)力(li)中(zhong)長期、現貨和輔(fu)助(zhu)(zhu)服(fu)務市(shi)(shi)場(chang)(chang)交易(yi)機制(zhi),支持可再(zai)(zai)生能(neng)(neng)源(yuan)發(fa)電(dian)(dian)(dian)項(xiang)目與(yu)各類用(yong)戶開展直接交易(yi)及與(yu)用(yong)戶簽(qian)訂多年購售電(dian)(dian)(dian)協議。推動具備提(ti)供輔(fu)助(zhu)(zhu)服(fu)務能(neng)(neng)力(li)的(de)可再(zai)(zai)生能(neng)(neng)源(yuan)發(fa)電(dian)(dian)(dian)或綜合(he)利(li)用(yong)系統(tong)公平(ping)參(can)與(yu)輔(fu)助(zhu)(zhu)服(fu)務市(shi)(shi)場(chang)(chang)。建(jian)立健全(quan)可再(zai)(zai)生能(neng)(neng)源(yuan)供熱、生物天然氣、清潔低(di)碳氫的(de)市(shi)(shi)場(chang)(chang)機制(zhi)。建(jian)立健全(quan)儲能(neng)(neng)價格(ge)機制(zhi)。對實(shi)行(xing)兩部制(zhi)電(dian)(dian)(dian)價集中(zhong)式充換電(dian)(dian)(dian)設施用(yong)電(dian)(dian)(dian)在規定期限內免(mian)收需量(容(rong)量)電(dian)(dian)(dian)費(fei)。穩妥有(you)序推動分布(bu)式新(xin)能(neng)(neng)源(yuan)發(fa)電(dian)(dian)(dian)參(can)與(yu)市(shi)(shi)場(chang)(chang)化交易(yi),促進分布(bu)式新(xin)能(neng)(neng)源(yuan)就近消納。加(jia)強(qiang)新(xin)能(neng)(neng)源(yuan)在公平(ping)接入電(dian)(dian)(dian)網、參(can)與(yu)電(dian)(dian)(dian)力(li)市(shi)(shi)場(chang)(chang)及消納利(li)用(yong)等(deng)方面的(de)監管。


(十六)深化(hua)推進國際合(he)(he)作。加強與(yu)共建(jian)“一(yi)帶(dai)一(yi)路(lu)”國家的綠色能源(yuan)合(he)(he)作,深化(hua)綠色能源(yuan)務實(shi)合(he)(he)作,推動(dong)建(jian)成一(yi)批綠色能源(yuan)最佳實(shi)踐項目。建(jian)立清潔能源(yuan)國際合(he)(he)作統計分析平臺,推動(dong)工業、交通、建(jian)筑、農業農村等重點領(ling)域可再生(sheng)能源(yuan)應用(yong)先進技術裝備研(yan)發的國際合(he)(he)作。支持與(yu)國際機(ji)構開展綠證(zheng)綠電交流,推動(dong)綠證(zheng)走出(chu)去。推進“一(yi)帶(dai)一(yi)路(lu)”科技創新行動(dong)計劃,開展聯合(he)(he)研(yan)究及(ji)交流培(pei)訓。


(十(shi)七)加強(qiang)宣(xuan)傳引導。動員全民參與(yu)可(ke)再生(sheng)能源替代(dai)行動,組織開(kai)展城市(shi)、鄉(xiang)村、社區、園區可(ke)再生(sheng)能源應用(yong)培(pei)訓和(he)試點(dian)活動,大力支持可(ke)再生(sheng)能源產品的銷售和(he)使(shi)用(yong),促進居民踐(jian)行和(he)推廣綠(lv)色生(sheng)活方式。


各級發展(zhan)改革、能源、工(gong)業(ye)和信息化、交通運輸、住房和城鄉建設、農業(ye)農村、科技、財(cai)政、自然資(zi)源、生(sheng)(sheng)態環境、金融、數據、鐵路(lu)、民用航空等部門按(an)照(zhao)職(zhi)能分工(gong)加強協同(tong)配(pei)合(he),加強統籌協調和督(du)促指(zhi)導,推(tui)進(jin)本意見組織實(shi)施。各地區(qu)要充(chong)分認識可再生(sheng)(sheng)能源替(ti)代行動(dong)的重要性、緊迫性,結合(he)本地區(qu)經(jing)濟社(she)會發展(zhan)實(shi)際,以及新(xin)型(xing)電力系(xi)統建設工(gong)作,切實(shi)加快推(tui)進(jin)可再生(sheng)(sheng)能源替(ti)代。
