業內人士認為,內蒙(meng)古(gu)推動光熱發電(dian)(dian)與風電(dian)(dian)光伏一(yi)體化系統作為整體接入公用(yong)電(dian)(dian)網(wang),既有助于提高(gao)能源(yuan)(yuan)資源(yuan)(yuan)利用(yong)效(xiao)率、保障電(dian)(dian)力系統的(de)(de)安全性(xing)和供電(dian)(dian)可靠(kao)性(xing),又有助于加快能源(yuan)(yuan)綠色低(di)碳(tan)轉型、構建綠色低(di)碳(tan)現代(dai)產(chan)業體系。光熱發電(dian)(dian)與風電(dian)(dian)光伏一(yi)體化的(de)(de)關鍵在于發揮光熱發電(dian)(dian)的(de)(de)調峰電(dian)(dian)源(yuan)(yuan)和儲(chu)能雙重功能。
為推動(dong)光(guang)(guang)熱(re)發(fa)電(dian)與風電(dian)光(guang)(guang)伏一體(ti)(ti)化(hua)發(fa)展,近日,內(nei)蒙古(gu)自(zi)治區(qu)能源局發(fa)布《內(nei)蒙古(gu)自(zi)治區(qu)光(guang)(guang)熱(re)發(fa)電(dian)與風電(dian)光(guang)(guang)伏發(fa)電(dian)一體(ti)(ti)化(hua)系統項目實施細則(征求(qiu)意見(jian)稿)》(以(yi)下簡稱《征求(qiu)意見(jian)稿》)。
業內(nei)人(ren)士認為(wei),內(nei)蒙古推動光(guang)熱發電(dian)與風(feng)電(dian)光(guang)伏一體化(hua)系(xi)(xi)統作為(wei)整(zheng)體接(jie)入公用(yong)電(dian)網(wang),既有助(zhu)于(yu)提高能(neng)源資源利用(yong)效率、保障電(dian)力系(xi)(xi)統的安全性(xing)和(he)供電(dian)可(ke)靠性(xing),又有助(zhu)于(yu)加(jia)快能(neng)源綠色低(di)碳(tan)轉型、構建綠色低(di)碳(tan)現(xian)代產業體系(xi)(xi)。光(guang)熱發電(dian)與風(feng)電(dian)光(guang)伏一體化(hua)的關(guan)鍵(jian)在于(yu)發揮光(guang)熱發電(dian)的調峰電(dian)源和(he)儲能(neng)雙重功(gong)能(neng)。
前景廣闊
“光伏發電和風(feng)力發電受氣象條件(jian)制約,具有間歇(xie)性、波(bo)動(dong)性和隨機性等特點。部(bu)分特高(gao)壓(ya)外送通道,由于缺(que)少調節電源(yuan),輸電功率(lv)與設計值相差甚遠,棄(qi)風(feng)、棄(qi)光現象嚴重。”廈門大學中(zhong)國(guo)能(neng)源(yuan)經濟研(yan)究中(zhong)心教授孫傳旺(wang)向(xiang)《中(zhong)國(guo)能(neng)源(yuan)報》記者(zhe)表示。
推動光(guang)熱(re)發(fa)(fa)電(dian)(dian)與風電(dian)(dian)光(guang)伏一體(ti)化,可(ke)(ke)調節(jie)支撐新(xin)能源。“光(guang)熱(re)發(fa)(fa)電(dian)(dian)與風電(dian)(dian)光(guang)伏一體(ti)化產(chan)業鏈長,可(ke)(ke)消化提升(sheng)特種玻璃、鋼鐵、水(shui)泥、熔融(rong)鹽等(deng)傳(chuan)統(tong)產(chan)業,還可(ke)(ke)帶動新(xin)材料(liao)、智能控制等(deng)新(xin)興(xing)產(chan)業發(fa)(fa)展(zhan)。內蒙(meng)古發(fa)(fa)展(zhan)光(guang)熱(re)發(fa)(fa)電(dian)(dian)與風電(dian)(dian)光(guang)伏一體(ti)化,順應新(xin)能源協同發(fa)(fa)展(zhan)的(de)客觀規律,有力(li)支撐了新(xin)型能源體(ti)系建設和綠色低碳現代產(chan)業體(ti)系發(fa)(fa)展(zhan)。”孫傳(chuan)旺表(biao)示。
內蒙古(gu)太陽能(neng)行(xing)業協(xie)會會長溫建亮在接受(shou)《中(zhong)國能(neng)源報》記(ji)者采訪時表示,風光(guang)(guang)大基地項目是內蒙古(gu)建設國家重(zhong)要能(neng)源基地的(de)主要戰略之一,風光(guang)(guang)電(dian)(dian)(dian)的(de)波動性(xing)(xing)、不(bu)穩(wen)定性(xing)(xing)和(he)(he)間歇性(xing)(xing)給電(dian)(dian)(dian)網送(song)出提出了(le)挑戰,而風光(guang)(guang)電(dian)(dian)(dian)站(zhan)和(he)(he)光(guang)(guang)熱(re)發(fa)電(dian)(dian)(dian)站(zhan)一體(ti)化(hua)(hua)建設,可以(yi)發(fa)揮光(guang)(guang)熱(re)發(fa)電(dian)(dian)(dian)站(zhan)的(de)儲能(neng)和(he)(he)調(diao)峰優勢(shi),為風光(guang)(guang)電(dian)(dian)(dian)送(song)出提供(gong)更(geng)友(you)好(hao)的(de)電(dian)(dian)(dian)力(li)。“風光(guang)(guang)熱(re)一體(ti)化(hua)(hua)建設不(bu)僅可推動光(guang)(guang)熱(re)發(fa)電(dian)(dian)(dian)技術進(jin)步和(he)(he)產業化(hua)(hua),也使(shi)得電(dian)(dian)(dian)力(li)送(song)出更(geng)穩(wen)定,光(guang)(guang)熱(re)發(fa)電(dian)(dian)(dian)的(de)儲能(neng)優勢(shi)比電(dian)(dian)(dian)化(hua)(hua)學儲能(neng)及其他方式(shi)更(geng)為顯著。”
“內(nei)蒙古(gu)自治區風光(guang)資源豐富,土地(di)資源富集(ji),具備發(fa)展光(guang)熱發(fa)電(dian)的(de)先天優勢,目前已建成中船重工10萬千瓦槽式聚光(guang)熱發(fa)電(dian)站,并成功運(yun)行多年。在建設國(guo)家重要能源和(he)戰略資源基地(di)的(de)過(guo)程中,內(nei)蒙古(gu)光(guang)熱發(fa)電(dian)發(fa)展前景廣闊(kuo)。”溫(wen)建亮(liang)進一步表示。
政策助力
配套(tao)政策的支(zhi)持為光(guang)(guang)熱(re)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)與風(feng)電(dian)(dian)(dian)光(guang)(guang)伏一(yi)體(ti)化(hua)項(xiang)目發(fa)(fa)(fa)(fa)展(zhan)創(chuang)造了(le)有(you)利條件(jian)。據(ju)了(le)解,2023年4月,國家(jia)能源局發(fa)(fa)(fa)(fa)布的《關于推動光(guang)(guang)熱(re)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)規模化(hua)發(fa)(fa)(fa)(fa)展(zhan)有(you)關事(shi)項(xiang)的通(tong)(tong)知(zhi)》提出,結合沙漠、戈壁、荒漠地(di)區(qu)新能源基地(di)建設,盡(jin)快(kuai)落地(di)一(yi)批光(guang)(guang)熱(re)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)項(xiang)目。力(li)爭“十(shi)四五”期(qi)間,全(quan)國光(guang)(guang)熱(re)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)每年新增開(kai)工規模達到300萬千(qian)瓦左(zuo)右,光(guang)(guang)熱(re)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)規模化(hua)發(fa)(fa)(fa)(fa)展(zhan)提速明顯。此外,《關于支(zhi)持內(nei)蒙(meng)古(gu)綠色低碳高質量發(fa)(fa)(fa)(fa)展(zhan)若(ruo)干(gan)政策措施的通(tong)(tong)知(zhi)》等(deng)政策也有(you)力(li)支(zhi)持了(le)內(nei)蒙(meng)古(gu)地(di)區(qu)發(fa)(fa)(fa)(fa)展(zhan)光(guang)(guang)熱(re)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)與風(feng)電(dian)(dian)(dian)光(guang)(guang)伏一(yi)體(ti)化(hua)項(xiang)目。
資(zi)料(liao)顯示,國(guo)家能(neng)源局2016年(nian)啟動首批20個光熱(re)(re)發(fa)電(dian)示范項目,裝(zhuang)機(ji)規模達(da)134.9萬千瓦(wa),開啟了我(wo)國(guo)光熱(re)(re)發(fa)電(dian)的商業(ye)化進程(cheng)。國(guo)家太陽能(neng)光熱(re)(re)產(chan)業(ye)技術創新戰略(lve)聯盟秘書長杜鳳(feng)麗(li)公開表示,截至2023年(nian)底(di),我(wo)國(guo)各省份在建和擬(ni)建的太陽能(neng)熱(re)(re)發(fa)電(dian)項目超(chao)40個,總(zong)裝(zhuang)機(ji)容(rong)量約4800兆瓦(wa),預(yu)計最(zui)晚將(jiang)于(yu)2025年(nian)完成(cheng)建設,其中約有1200兆瓦(wa)預(yu)計于(yu)2024年(nian)建成(cheng)。
業內人士認為,示(shi)范項目帶動相(xiang)關企(qi)業自主創(chuang)新(xin),突破多項核心技(ji)術,并形成了完(wan)整的產業鏈(lian)。
“我國光熱(re)(re)產業鏈體系覆(fu)蓋從原材(cai)料(liao)到(dao)具有自主知識(shi)產權的核(he)心(xin)裝備各個(ge)環(huan)節,包括鋼鐵(tie)、水泥、超白玻璃、高(gao)溫吸(xi)熱(re)(re)及(ji)傳儲熱(re)(re)材(cai)料(liao)、保溫材(cai)料(liao)、塔式定日鏡、塔式吸(xi)熱(re)(re)器等。在國家第一批光熱(re)(re)發電示(shi)范項目中(zhong),國產技術(shu)及(ji)裝備的可靠性和先(xian)進性在電站(zhan)投運后得到(dao)有效驗(yan)證(zheng)。”孫傳旺表示(shi)。
不過(guo),光(guang)熱發(fa)(fa)電(dian)(dian)(dian)與風電(dian)(dian)(dian)光(guang)伏(fu)一(yi)體(ti)化(hua)項目投資(zi)成(cheng)本和收益的(de)不匹(pi)配,制約了相關(guan)項目發(fa)(fa)展(zhan)。據相關(guan)平臺統(tong)計(ji),目前國內在建或推(tui)進中的(de)光(guang)熱發(fa)(fa)電(dian)(dian)(dian)項目共計(ji)35個(ge)(ge),其中光(guang)熱裝機規模達到20萬千(qian)瓦的(de)僅(jin)1個(ge)(ge)。“由(you)于光(guang)熱發(fa)(fa)電(dian)(dian)(dian)與風電(dian)(dian)(dian)光(guang)伏(fu)一(yi)體(ti)化(hua)項目普遍按照當地燃煤發(fa)(fa)電(dian)(dian)(dian)的(de)基準電(dian)(dian)(dian)價上(shang)網(wang),高價的(de)光(guang)熱需要通過(guo)低(di)價風電(dian)(dian)(dian)和光(guang)伏(fu)的(de)利潤空間來(lai)彌補。這導致相關(guan)項目大(da)幅(fu)削減聚光(guang)集熱系統(tong),光(guang)熱發(fa)(fa)電(dian)(dian)(dian)機組的(de)發(fa)(fa)電(dian)(dian)(dian)量和靈活調節功能大(da)打(da)折扣(kou)。”孫傳旺表(biao)示。
打造規模化電站
當前部分風光(guang)(guang)(guang)熱一體(ti)化項(xiang)目中(zhong)風光(guang)(guang)(guang)和光(guang)(guang)(guang)熱的配比通常為6:1、9:1。《征求意見稿》提出,光(guang)(guang)(guang)熱發(fa)電與風電光(guang)(guang)(guang)伏(fu)一體(ti)化系統(tong)中(zhong)光(guang)(guang)(guang)熱發(fa)電、風電、光(guang)(guang)(guang)伏(fu)發(fa)電裝機規(gui)模按(an)照1:2:0或(huo)1:1.5:1或(huo)1:1:2三種(zhong)方案進行配比,項(xiang)目業主可根據實際自行選擇。業內(nei)人(ren)士認為,光(guang)(guang)(guang)熱配比提升可進一步(bu)發(fa)揮(hui)光(guang)(guang)(guang)熱發(fa)電的調節性(xing)能。
值得一提的是,據水(shui)電(dian)水(shui)利規劃設計總(zong)院(yuan)發(fa)布的《中國可再生能源工程(cheng)造(zao)(zao)價(jia)管理報告2023年度》,早期光熱發(fa)電(dian)項(xiang)目造(zao)(zao)價(jia)普(pu)遍較(jiao)高,單位(wei)(wei)千瓦總(zong)投(tou)資(zi)為2.4萬(wan)(wan)—3.5萬(wan)(wan)元。近(jin)期項(xiang)目單位(wei)(wei)造(zao)(zao)價(jia)明顯(xian)降(jiang)低(di),單位(wei)(wei)千瓦總(zong)投(tou)資(zi)為1.35萬(wan)(wan)—2.3萬(wan)(wan)元。
興業研究近(jin)日發布(bu)的研報(bao)也指出,光(guang)熱發電(dian)度(du)(du)(du)電(dian)成本雖然(ran)已從2010年的2.74元(yuan)/度(du)(du)(du)下降至目前(qian)的0.85元(yuan)/度(du)(du)(du),但下降的幅度(du)(du)(du)不(bu)敵光(guang)伏(fu),度(du)(du)(du)電(dian)成本依然(ran)較高(gao),使得(de)(de)其前(qian)期發展較為緩慢。但隨(sui)著光(guang)熱發電(dian)作為調峰(feng)(feng)資源(yuan)得(de)(de)到認可,在新能(neng)(neng)源(yuan)電(dian)站(zhan)逐步(bu)提高(gao)調峰(feng)(feng)責任的背景下,“新能(neng)(neng)源(yuan)+光(guang)熱”聯營項目逐漸增多,光(guang)熱電(dian)站(zhan)進(jin)入(ru)了規模化發展初期。
孫傳旺認為(wei),為(wei)推(tui)進光(guang)(guang)(guang)熱發(fa)電(dian)與(yu)風電(dian)光(guang)(guang)(guang)伏一體(ti)化(hua)(hua)(hua)項(xiang)目運(yun)行,需積(ji)極(ji)培育(yu)新質生產力,降低設(she)(she)(she)備成(cheng)(cheng)本(ben)。“要(yao)推(tui)動(dong)(dong)光(guang)(guang)(guang)熱發(fa)電(dian)與(yu)風電(dian)光(guang)(guang)(guang)伏一體(ti)化(hua)(hua)(hua)項(xiang)目主(zhu)要(yao)設(she)(she)(she)備實現全面(mian)國(guo)(guo)產化(hua)(hua)(hua),降低設(she)(she)(she)備價(jia)格,減(jian)少驅(qu)動(dong)(dong)系(xi)統技術成(cheng)(cheng)本(ben)。同(tong)時,積(ji)極(ji)開展綠(lv)色(se)電(dian)力交(jiao)易試點,適(shi)時將地(di)方(fang)電(dian)力交(jiao)易中心納入國(guo)(guo)家綠(lv)色(se)電(dian)力證書交(jiao)易平臺,完(wan)善本(ben)地(di)電(dian)力市場(chang)建設(she)(she)(she),以市場(chang)化(hua)(hua)(hua)方(fang)式促進新能(neng)(neng)源(yuan)健康發(fa)展和高效消納。此(ci)外,調整光(guang)(guang)(guang)熱電(dian)站(zhan)(zhan)功(gong)能(neng)(neng),降低綜合成(cheng)(cheng)本(ben)。推(tui)動(dong)(dong)一體(ti)化(hua)(hua)(hua)項(xiang)目中光(guang)(guang)(guang)熱電(dian)站(zhan)(zhan)功(gong)能(neng)(neng)由‘能(neng)(neng)發(fa)盡發(fa)’的獨(du)立電(dian)源(yuan)轉變為(wei)‘儲(chu)能(neng)(neng)調峰’的靈活設(she)(she)(she)備,配套(tao)新能(neng)(neng)源(yuan)電(dian)站(zhan)(zhan)吸(xi)納棄(qi)電(dian),減(jian)小聚光(guang)(guang)(guang)系(xi)統規模(mo)。”
