建設(she)國(guo)家(jia)重要(yao)能源和戰(zhan)略資(zi)(zi)(zi)源基(ji)地,是習近平總書(shu)(shu)記從內(nei)蒙(meng)古(gu)(gu)實際出(chu)發(fa)(fa)、著(zhu)眼全國(guo)大局交給內(nei)蒙(meng)古(gu)(gu)的(de)五大任務之(zhi)一(yi),也是內(nei)蒙(meng)古(gu)(gu)發(fa)(fa)揮比較優勢,加快(kuai)構建體(ti)(ti)現地區特色(se)(se)優勢的(de)現代(dai)化產(chan)業體(ti)(ti)系,走好以(yi)生態(tai)優先、綠色(se)(se)發(fa)(fa)展為(wei)(wei)導(dao)向的(de)高質(zhi)量發(fa)(fa)展新(xin)路子的(de)必然選擇。國(guo)務院印發(fa)(fa)的(de)《關于推動內(nei)蒙(meng)古(gu)(gu)高質(zhi)量發(fa)(fa)展奮力書(shu)(shu)寫中國(guo)式現代(dai)化新(xin)篇章(zhang)的(de)意見(jian)》(以(yi)下簡稱《意見(jian)》)提出(chu),要(yao)“構建新(xin)型(xing)能源體(ti)(ti)系,增強國(guo)家(jia)重要(yao)能源和戰(zhan)略資(zi)(zi)(zi)源基(ji)地保供能力”,并在提升傳統能源供給保障(zhang)能力、推進大型(xing)風電光伏基(ji)地建設(she)、加快(kuai)構建現代(dai)能源經(jing)濟體(ti)(ti)系、加強稀土等(deng)戰(zhan)略資(zi)(zi)(zi)源開(kai)發(fa)(fa)利用(yong)四(si)個(ge)方面作了具體(ti)(ti)部(bu)署,為(wei)(wei)當(dang)前和今后一(yi)個(ge)時期我區建設(she)國(guo)家(jia)重要(yao)能源和戰(zhan)略資(zi)(zi)(zi)源基(ji)地指明了方向、提供了遵循。
提升傳統能源供給保障能力
當前(qian),盡管(guan)世界很多(duo)國(guo)(guo)(guo)家(jia)都在(zai)推(tui)動(dong)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)轉型和新(xin)(xin)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)發(fa)(fa)展,但新(xin)(xin)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)替(ti)代傳(chuan)(chuan)統(tong)(tong)(tong)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)、新(xin)(xin)的能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)體系的構建形成不(bu)可能(neng)(neng)(neng)(neng)(neng)(neng)是一蹴而就(jiu)的,現階段能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消費仍然依賴傳(chuan)(chuan)統(tong)(tong)(tong)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan),在(zai)新(xin)(xin)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)挑起大(da)(da)梁之前(qian),傳(chuan)(chuan)統(tong)(tong)(tong)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)仍將占據主導(dao)地位(wei)。我國(guo)(guo)(guo)“富(fu)煤貧油少(shao)氣”的能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)資(zi)源(yuan)(yuan)(yuan)(yuan)稟賦特征,也決定了(le)以煤為主的能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)結構在(zai)短期內不(bu)會根本改變,傳(chuan)(chuan)統(tong)(tong)(tong)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)行業仍將在(zai)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)穩定供應中發(fa)(fa)揮重大(da)(da)作(zuo)用。內蒙古煤炭、天然氣資(zi)源(yuan)(yuan)(yuan)(yuan)儲量(liang)居全國(guo)(guo)(guo)首位(wei),煤炭生(sheng)產(chan)規模、火電(dian)裝機容量(liang)、總發(fa)(fa)電(dian)量(liang)及(ji)外送電(dian)量(liang)等指標均居全國(guo)(guo)(guo)前(qian)列,要切實(shi)履行維護國(guo)(guo)(guo)家(jia)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)安全的重大(da)(da)政治責任。
《意見》圍繞提升(sheng)傳(chuan)統(tong)能(neng)(neng)(neng)源供給保障能(neng)(neng)(neng)力,提出了有序(xu)釋放(fang)煤(mei)(mei)電(dian)油(you)(you)氣先(xian)進(jin)產(chan)(chan)能(neng)(neng)(neng)、優(you)先(xian)支(zhi)持(chi)內蒙古(gu)開展煤(mei)(mei)炭產(chan)(chan)能(neng)(neng)(neng)儲備、加(jia)快推(tui)進(jin)國家(jia)規劃內煤(mei)(mei)電(dian)建設、全面推(tui)進(jin)煤(mei)(mei)電(dian)機組“三改聯動”、持(chi)續(xu)推(tui)動淘汰煤(mei)(mei)電(dian)落后(hou)產(chan)(chan)能(neng)(neng)(neng)、支(zhi)持(chi)油(you)(you)氣勘(kan)探開發、高質量建設鄂爾多斯現代煤(mei)(mei)化(hua)工產(chan)(chan)業示(shi)范區和煤(mei)(mei)制油(you)(you)氣戰略基地(di)等舉措。深入貫徹落實《意見》部署,需要立足資(zi)源儲備和生產(chan)(chan)基礎優(you)勢,統(tong)籌推(tui)進(jin)煤(mei)(mei)電(dian)油(you)(you)氣等傳(chuan)統(tong)能(neng)(neng)(neng)源供給能(neng)(neng)(neng)力提升(sheng),充分(fen)發揮煤(mei)(mei)炭在能(neng)(neng)(neng)源系(xi)統(tong)中(zhong)的“壓艙(cang)石”作(zuo)用、煤(mei)(mei)電(dian)的兜底(di)保障和調節支(zhi)撐作(zuo)用,確(que)保能(neng)(neng)(neng)源安全穩定(ding)供應(ying)。
推進大型風電光伏基地建設
內(nei)蒙(meng)(meng)古(gu)(gu)風能(neng)(neng)(neng)、太陽(yang)(yang)能(neng)(neng)(neng)資源(yuan)(yuan)富(fu)集(ji),風能(neng)(neng)(neng)可(ke)(ke)(ke)開(kai)發(fa)量(liang)約(yue)占全(quan)(quan)(quan)國(guo)風能(neng)(neng)(neng)可(ke)(ke)(ke)開(kai)發(fa)總量(liang)的(de)57%、居全(quan)(quan)(quan)國(guo)第(di)一位,太陽(yang)(yang)能(neng)(neng)(neng)技術可(ke)(ke)(ke)開(kai)發(fa)量(liang)約(yue)占全(quan)(quan)(quan)國(guo)的(de)21%、居全(quan)(quan)(quan)國(guo)第(di)二(er)位。近年來,我區(qu)新能(neng)(neng)(neng)源(yuan)(yuan)產(chan)業發(fa)展(zhan)取得(de)了明(ming)顯成效(xiao)(xiao),特別是在“雙碳”背景下,新能(neng)(neng)(neng)源(yuan)(yuan)扮演(yan)的(de)角色(se)正在從(cong)生(sheng)(sheng)力軍(jun)向(xiang)主力軍(jun)轉變。2022年,內(nei)蒙(meng)(meng)古(gu)(gu)可(ke)(ke)(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)發(fa)電(dian)并(bing)網裝機(ji)容(rong)量(liang)占全(quan)(quan)(quan)區(qu)電(dian)力總裝機(ji)容(rong)量(liang)的(de)38%,可(ke)(ke)(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)發(fa)電(dian)量(liang)占總發(fa)電(dian)量(liang)的(de)21.3%。在生(sheng)(sheng)態(tai)文(wen)明(ming)建(jian)設進入(ru)以降(jiang)碳為重點戰(zhan)略方向(xiang)、推動減(jian)污降(jiang)碳協同增效(xiao)(xiao)、促進經濟社(she)會發(fa)展(zhan)全(quan)(quan)(quan)面綠(lv)色(se)轉型的(de)關鍵時期,深(shen)入(ru)推進能(neng)(neng)(neng)源(yuan)(yuan)低碳發(fa)展(zhan)、綠(lv)色(se)轉型,大(da)(da)力發(fa)展(zhan)新能(neng)(neng)(neng)源(yuan)(yuan)產(chan)業,對內(nei)蒙(meng)(meng)古(gu)(gu)來說既勢在必行(xing)、也(ye)大(da)(da)有可(ke)(ke)(ke)為。

加強稀土等戰略資源開發利用
