近日,榆(yu)林市(shi)政協(xie)經濟(ji)委對外發(fa)布榆(yu)林市(shi)新能源(yuan)產業高(gao)質(zhi)量發(fa)展(zhan)調研報告(摘要),具體如(ru)下(xia):
為深入貫徹落(luo)(luo)實習近(jin)平新(xin)時代中(zhong)國特(te)色社會主(zhu)義思(si)想和習近(jin)平總書記來陜考察重(zhong)要講話重(zhong)要指(zhi)示精(jing)神,落(luo)(luo)實落(luo)(luo)細二十大精(jing)神,推動實現(xian)碳(tan)達峰(feng)碳(tan)中(zhong)和目(mu)標,奮力譜寫中(zhong)國式現(xian)代化建設的榆(yu)林(lin)篇章,榆(yu)林(lin)市(shi)(shi)(shi)政協(xie)以(yi)“新(xin)能源產業高質量發展”為重(zhong)點調(diao)研選題,于2023年3月至6月,由(you)市(shi)(shi)(shi)政協(xie)主(zhu)席(xi)曾德超(chao)同志、副主(zhu)席(xi)王志強同志帶(dai)領(ling)部(bu)分政協(xie)委員及(ji)市(shi)(shi)(shi)發改委、市(shi)(shi)(shi)自然資源局(ju)、市(shi)(shi)(shi)林(lin)草局(ju)、市(shi)(shi)(shi)電投公司(si)、國網(wang)榆(yu)林(lin)供電公司(si)等(deng)相關部(bu)門負(fu)責同志組成調(diao)研組,先后赴(fu)市(shi)(shi)(shi)內定(ding)邊、靖邊、神木(mu)、榆(yu)林(lin)經(jing)開區等(deng)縣(xian)市(shi)(shi)(shi)區,以(yi)及(ji)省(sheng)外寧夏(xia)中(zhong)衛市(shi)(shi)(shi)、甘(gan)肅武(wu)威市(shi)(shi)(shi)、安(an)徽(hui)合肥市(shi)(shi)(shi)、江(jiang)蘇常(chang)州市(shi)(shi)(shi)、上海市(shi)(shi)(shi)和內蒙古鄂爾多斯市(shi)(shi)(shi)等(deng)省(sheng)市(shi)(shi)(shi)進行調(diao)研,現(xian)將(jiang)調(diao)研報告摘(zhai)要刊登如下。
一、榆林市新能源產業高質量發展存在的問題
(一)頂(ding)層設(she)計不系統,政策體系不完(wan)善(shan)
一(yi)是缺(que)少全(quan)面(mian)系(xi)統的(de)(de)(de)規(gui)劃統領(ling)(ling)。近(jin)年來(lai),借(jie)助我(wo)(wo)(wo)市(shi)(shi)風力(li)和太陽能(neng)(neng)(neng)(neng)(neng)資源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)富集的(de)(de)(de)優勢,新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)產(chan)業發(fa)展(zhan)(zhan)(zhan)較(jiao)快,但(dan)全(quan)市(shi)(shi)缺(que)少新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)產(chan)業發(fa)展(zhan)(zhan)(zhan)、電(dian)力(li)發(fa)展(zhan)(zhan)(zhan)和電(dian)網布(bu)局(ju)等方面(mian)的(de)(de)(de)中長期規(gui)劃,電(dian)網接入(ru)新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)能(neng)(neng)(neng)(neng)(neng)力(li)較(jiao)差(cha),產(chan)業布(bu)局(ju)分散,尚(shang)(shang)未(wei)(wei)形成規(gui)模(mo)化(hua)、高(gao)端化(hua)、體(ti)系(xi)化(hua)、智(zhi)慧(hui)化(hua)發(fa)展(zhan)(zhan)(zhan)。二是大(da)(da)(da)(da)量新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)外(wai)送。我(wo)(wo)(wo)市(shi)(shi)雖然是新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)富集區域,但(dan)同時也是碳排放大(da)(da)(da)(da)市(shi)(shi),能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)消(xiao)費轉型壓力(li)較(jiao)大(da)(da)(da)(da)。近(jin)年來(lai),一(yi)方面(mian),我(wo)(wo)(wo)市(shi)(shi)飽受(shou)碳排放雙控限(xian)制(zhi)之(zhi)苦(ku),大(da)(da)(da)(da)型產(chan)業項目落地(di)發(fa)展(zhan)(zhan)(zhan)受(shou)限(xian)。另一(yi)方面(mian),在(zai)自身(shen)尚(shang)(shang)未(wei)(wei)實(shi)(shi)現新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)高(gao)比例消(xiao)費,低碳化(hua)轉型發(fa)展(zhan)(zhan)(zhan)的(de)(de)(de)同時,省(sheng)級層(ceng)面(mian)大(da)(da)(da)(da)量批(pi)復(fu)我(wo)(wo)(wo)市(shi)(shi)新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)外(wai)送。2021年省(sheng)發(fa)改委(wei)批(pi)復(fu)陜(shan)湖通道我(wo)(wo)(wo)市(shi)(shi)外(wai)送380萬(wan)kW新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)(yuan),“十四五”期間(jian)計劃批(pi)復(fu)陜(shan)豫通道我(wo)(wo)(wo)市(shi)(shi)外(wai)送1100萬(wan)kW新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)。已(yi)批(pi)擬批(pi)的(de)(de)(de)新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)裝機(ji)已(yi)超(chao)過(guo)當前我(wo)(wo)(wo)市(shi)(shi)存量新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)裝機(ji)的(de)(de)(de)總額。大(da)(da)(da)(da)量寶貴的(de)(de)(de)新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)未(wei)(wei)能(neng)(neng)(neng)(neng)(neng)最大(da)(da)(da)(da)化(hua)的(de)(de)(de)將新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)綠(lv)電(dian)、綠(lv)證的(de)(de)(de)綜合價(jia)值(zhi)留(liu)在(zai)本(ben)地(di),沒有為(wei)我(wo)(wo)(wo)市(shi)(shi)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)消(xiao)費結(jie)構(gou)轉型升級、助推全(quan)市(shi)(shi)低碳綠(lv)色可持(chi)(chi)續發(fa)展(zhan)(zhan)(zhan)添磚加(jia)瓦。三是政(zheng)(zheng)策的(de)(de)(de)生產(chan)力(li)和工具箱整體(ti)作用體(ti)現不(bu)充分。我(wo)(wo)(wo)市(shi)(shi)雖制(zhi)定了可再生能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)項目管理(li)辦法等部分文(wen)件(jian),但(dan)在(zai)新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)項目招商引資、政(zheng)(zheng)策扶(fu)持(chi)(chi)、資金(jin)支(zhi)持(chi)(chi)、服務體(ti)系(xi)建(jian)設、電(dian)價(jia)優惠(hui)等方面(mian)還缺(que)少本(ben)地(di)政(zheng)(zheng)策支(zhi)撐(cheng),針對(dui)新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)產(chan)業的(de)(de)(de)新(xin)(xin)(xin)(xin)(xin)(xin)(xin)理(li)念探索、新(xin)(xin)(xin)(xin)(xin)(xin)(xin)技術引入(ru)、新(xin)(xin)(xin)(xin)(xin)(xin)(xin)場景實(shi)(shi)踐、新(xin)(xin)(xin)(xin)(xin)(xin)(xin)產(chan)業扶(fu)持(chi)(chi)等方面(mian)缺(que)少因地(di)制(zhi)宜、差(cha)異化(hua)、針對(dui)性的(de)(de)(de)地(di)方產(chan)業扶(fu)持(chi)(chi)政(zheng)(zheng)策,全(quan)市(shi)(shi)新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)領(ling)(ling)域政(zheng)(zheng)策工具箱、文(wen)件(jian)包還不(bu)成體(ti)系(xi)。
(二)土地(di)(di)林地(di)(di)數(shu)據不(bu)銜接,項目(mu)用地(di)(di)落(luo)實(shi)困難
一是林(lin)(lin)業和(he)國(guo)土(tu)數據未融(rong)合(he)(he)及草(cao)(cao)(cao)地(di)利用政策不(bu)(bu)(bu)明確。目(mu)(mu)(mu)(mu)(mu)(mu)前,光伏項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)選址備案的(de)(de)地(di)塊均為(wei)國(guo)土(tu)“三調(diao)”中的(de)(de)草(cao)(cao)(cao)地(di),但林(lin)(lin)保和(he)國(guo)土(tu)“三調(diao)”數據未融(rong)合(he)(he),全(quan)省草(cao)(cao)(cao)原(yuan)(yuan)植(zhi)被(bei)恢復費征收標準(zhun)和(he)全(quan)省草(cao)(cao)(cao)原(yuan)(yuan)征占用審核審批管理(li)(li)(li)規范(fan)未發布,使得我市目(mu)(mu)(mu)(mu)(mu)(mu)前僅有6個(ge)光伏項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)可辦(ban)理(li)(li)(li)林(lin)(lin)業審批手(shou)續,仍有20個(ge)光伏項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)無法(fa)辦(ban)理(li)(li)(li)林(lin)(lin)業手(shou)續。二是新的(de)(de)用地(di)政策增加(jia)光伏項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)建(jian)設成本和(he)落地(di)難(nan)(nan)度(du)。近期(qi)自然資(zi)(zi)(zi)源(yuan)(yuan)部辦(ban)公(gong)廳(ting)、國(guo)家林(lin)(lin)業和(he)草(cao)(cao)(cao)原(yuan)(yuan)局辦(ban)公(gong)室、國(guo)家能(neng)源(yuan)(yuan)局綜合(he)(he)司聯(lian)合(he)(he)印發《關于支持(chi)光伏發電(dian)產業發展規范(fan)用地(di)管理(li)(li)(li)有關工作的(de)(de)通(tong)知》(自然資(zi)(zi)(zi)辦(ban)發〔2023〕12號),明確光伏方(fang)陣用地(di)不(bu)(bu)(bu)得占用耕地(di)、不(bu)(bu)(bu)得改變地(di)表形(xing)態,用地(di)涉(she)(she)及使用林(lin)(lin)地(di)的(de)(de),須采(cai)用林(lin)(lin)光互(hu)補模(mo)式(shi),用地(di)涉(she)(she)及占用基本草(cao)(cao)(cao)原(yuan)(yuan)外草(cao)(cao)(cao)原(yuan)(yuan)的(de)(de),鼓(gu)勵(li)采(cai)用“草(cao)(cao)(cao)光互(hu)補”模(mo)式(shi)。毛烏素(su)沙地(di)中集(ji)中連(lian)片實施光伏項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)又不(bu)(bu)(bu)可避(bi)免(mian)會擾動地(di)表、破壞原(yuan)(yuan)生植(zhi)被(bei)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)建(jian)設成本大幅增加(jia),一定程(cheng)度(du)提高了(le)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)建(jian)設難(nan)(nan)度(du),影(ying)響(xiang)了(le)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)建(jian)設進度(du)。三是資(zi)(zi)(zi)源(yuan)(yuan)重疊導致項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)推(tui)進難(nan)(nan)。榆林(lin)(lin)煤油(you)氣鹽等礦(kuang)產資(zi)(zi)(zi)源(yuan)(yuan)豐(feng)富,礦(kuang)產資(zi)(zi)(zi)源(yuan)(yuan)與(yu)風光資(zi)(zi)(zi)源(yuan)(yuan)地(di)域(yu)分(fen)布重疊較多,但在開采(cai)時序允(yun)許的(de)(de)情況下,新能(neng)源(yuan)(yuan)開發企(qi)業與(yu)礦(kuang)權單位很難(nan)(nan)達成互(hu)不(bu)(bu)(bu)干涉(she)(she)協議,致使我市很多新能(neng)源(yuan)(yuan)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)無法(fa)推(tui)進。
(三(san))電網卡脖子現象嚴重,新(xin)能源(yuan)并網送(song)出消納困(kun)難
一是(shi)(shi)新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源匯(hui)(hui)(hui)集站(zhan)(zhan)(zhan)(zhan)建(jian)(jian)設嚴(yan)重滯后制(zhi)約綠(lv)電(dian)(dian)(dian)接(jie)入(ru)送出。為(wei)系(xi)統(tong)性解決新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源項目電(dian)(dian)(dian)力送出需求,“十四五”期(qi)間(jian),我(wo)市計劃建(jian)(jian)設14座(zuo)(zuo)330KV電(dian)(dian)(dian)站(zhan)(zhan)(zhan)(zhan),國(guo)網(wang)榆(yu)林(lin)供電(dian)(dian)(dian)公司計劃建(jian)(jian)設330KV變(bian)電(dian)(dian)(dian)站(zhan)(zhan)(zhan)(zhan)6座(zuo)(zuo)、330KV匯(hui)(hui)(hui)集站(zhan)(zhan)(zhan)(zhan)4座(zuo)(zuo)、750KV匯(hui)(hui)(hui)集站(zhan)(zhan)(zhan)(zhan)2座(zuo)(zuo),營(ying)盤山(shan)等4座(zuo)(zuo)330KV新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源匯(hui)(hui)(hui)集站(zhan)(zhan)(zhan)(zhan)由市電(dian)(dian)(dian)投(tou)公司負(fu)責(ze)(ze)承(cheng)建(jian)(jian)。目前(qian),由國(guo)網(wang)公司負(fu)責(ze)(ze)承(cheng)建(jian)(jian)的4座(zuo)(zuo)330KV新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源匯(hui)(hui)(hui)集站(zhan)(zhan)(zhan)(zhan)尚(shang)未實質性開(kai)展(zhan)前(qian)期(qi)工(gong)作,由市電(dian)(dian)(dian)投(tou)公司負(fu)責(ze)(ze)承(cheng)建(jian)(jian)的營(ying)盤山(shan)等4座(zuo)(zuo)330KV新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源匯(hui)(hui)(hui)集站(zhan)(zhan)(zhan)(zhan)已(yi)完成(cheng)項目核準,正在(zai)辦理開(kai)工(gong)前(qian)各項手續,但因與國(guo)網(wang)公司未能(neng)(neng)(neng)(neng)達成(cheng)一致意見,接(jie)入(ru)系(xi)統(tong)方案尚(shang)未批復,造成(cheng)項目無法開(kai)工(gong)建(jian)(jian)設,嚴(yan)重影響(xiang)榆(yu)林(lin)新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源項目的建(jian)(jian)設發展(zhan)和電(dian)(dian)(dian)力接(jie)入(ru)消納。二是(shi)(shi)系(xi)統(tong)調(diao)(diao)(diao)峰能(neng)(neng)(neng)(neng)力較差。榆(yu)林(lin)地區暫無抽(chou)水蓄能(neng)(neng)(neng)(neng)建(jian)(jian)設條(tiao)件,新(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源+壓縮空(kong)氣儲(chu)(chu)能(neng)(neng)(neng)(neng)+飛輪儲(chu)(chu)能(neng)(neng)(neng)(neng)+電(dian)(dian)(dian)磁儲(chu)(chu)能(neng)(neng)(neng)(neng)尚(shang)未利用,而技(ji)術較為(wei)成(cheng)熟(shu)的電(dian)(dian)(dian)化(hua)學儲(chu)(chu)能(neng)(neng)(neng)(neng)方式受(shou)制(zhi)于當前(qian)成(cheng)本高(如鋰離子電(dian)(dian)(dian)池儲(chu)(chu)能(neng)(neng)(neng)(neng)系(xi)統(tong)每度(du)電(dian)(dian)(dian)成(cheng)本為(wei)0.6-0.8元)和輔助(zhu)調(diao)(diao)(diao)峰機制(zhi)不健全(quan)等問題,使(shi)得電(dian)(dian)(dian)化(hua)學儲(chu)(chu)能(neng)(neng)(neng)(neng)暫不能(neng)(neng)(neng)(neng)大(da)規模推廣,目前(qian)調(diao)(diao)(diao)峰能(neng)(neng)(neng)(neng)力幾乎全(quan)部依賴火電(dian)(dian)(dian),導致系(xi)統(tong)調(diao)(diao)(diao)峰能(neng)(neng)(neng)(neng)力較差。
(四)項目(mu)手續辦理(li)周期長(chang),影響項目(mu)建(jian)設進度
一(yi)是項(xiang)(xiang)目(mu)(mu)(mu)審批效率(lv)不(bu)高。我市風(feng)(feng)電資(zi)源較好區(qu)(qu)域(yu)已基本全(quan)部(bu)開發實施,剩余風(feng)(feng)速較差區(qu)(qu)域(yu)微觀選址難度(du)大(da)、資(zi)源條件(jian)差、無測風(feng)(feng)數據等原因導致風(feng)(feng)電項(xiang)(xiang)目(mu)(mu)(mu)選址歷時較長(chang),影(ying)響開工前(qian)手(shou)續辦(ban)(ban)理(li)進度(du)。加之(zhi)風(feng)(feng)光項(xiang)(xiang)目(mu)(mu)(mu)的建設(she)(she)用地(di)(di)(di)(di)(di)(di)(di)規劃調整、用地(di)(di)(di)(di)(di)(di)(di)預(yu)審、核(he)準批復、林業(ye)(ye)手(shou)續、征地(di)(di)(di)(di)(di)(di)(di)協(xie)議簽(qian)訂、壓覆礦協(xie)議簽(qian)訂、建設(she)(she)用地(di)(di)(di)(di)(di)(di)(di)報批手(shou)續等流程(cheng)和(he)手(shou)續互(hu)為前(qian)置,難以同時辦(ban)(ban)理(li),且風(feng)(feng)光項(xiang)(xiang)目(mu)(mu)(mu)場站占(zhan)地(di)(di)(di)(di)(di)(di)(di)大(da)、送(song)出(chu)線路長(chang),前(qian)期(qi)(qi)工作繁(fan)雜(za)量大(da),全(quan)部(bu)辦(ban)(ban)結大(da)約需一(yi)年半(ban)時間,很(hen)大(da)程(cheng)度(du)影(ying)響了項(xiang)(xiang)目(mu)(mu)(mu)推(tui)進。二是縣(xian)區(qu)(qu)平臺公(gong)(gong)司作用發揮不(bu)充分(fen)。按照市政府安排(pai),要(yao)求縣(xian)區(qu)(qu)平臺公(gong)(gong)司統(tong)一(yi)辦(ban)(ban)理(li)新(xin)(xin)能(neng)源項(xiang)(xiang)目(mu)(mu)(mu)前(qian)期(qi)(qi)征地(di)(di)(di)(di)(di)(di)(di)組(zu)件(jian)辦(ban)(ban)理(li)和(he)租(zu)地(di)(di)(di)(di)(di)(di)(di)手(shou)續,但目(mu)(mu)(mu)前(qian)僅有神木(mu)市和(he)定(ding)邊縣(xian)等部(bu)分(fen)縣(xian)市區(qu)(qu)的平臺公(gong)(gong)司對部(bu)分(fen)項(xiang)(xiang)目(mu)(mu)(mu)實現了用地(di)(di)(di)(di)(di)(di)(di)統(tong)租(zu),其(qi)他縣(xian)區(qu)(qu)的前(qian)期(qi)(qi)征地(di)(di)(di)(di)(di)(di)(di)組(zu)件(jian)辦(ban)(ban)理(li)和(he)租(zu)地(di)(di)(di)(di)(di)(di)(di)手(shou)續工作仍然由項(xiang)(xiang)目(mu)(mu)(mu)建設(she)(she)主(zhu)體自行(xing)辦(ban)(ban)理(li),影(ying)響項(xiang)(xiang)目(mu)(mu)(mu)建設(she)(she)進度(du)。三(san)是尚(shang)未形成高效的管(guan)理(li)和(he)服務體系。目(mu)(mu)(mu)前(qian)我市尚(shang)未形成統(tong)一(yi)的規劃設(she)(she)計、土地(di)(di)(di)(di)(di)(di)(di)流轉、手(shou)續辦(ban)(ban)理(li)、基礎配套、運維管(guan)理(li)的服務體系和(he)管(guan)理(li)機制,缺乏新(xin)(xin)能(neng)源行(xing)業(ye)(ye)自治組(zu)織和(he)統(tong)一(yi)監管(guan)服務平臺,無序競爭(zheng)一(yi)定(ding)程(cheng)度(du)存在(zai),制約了行(xing)業(ye)(ye)健康(kang)有序發展。

五是(shi)新(xin)(xin)能源對我(wo)市(shi)(shi)經濟(ji)社會發展(zhan)推動(dong)作用不明顯。對推進鄉村振興(xing)非常適合(he)(he)且可(ke)廣泛推廣的(de)分布式光(guang)伏在我(wo)市(shi)(shi)尚未(wei)(wei)全面展(zhan)開,新(xin)(xin)能源與(yu)縣域(yu)經濟(ji)發展(zhan)轉型(xing)升級和低碳發展(zhan)契合(he)(he)點不多、結合(he)(he)度不強(qiang),與(yu)人(ren)民群(qun)眾期盼還有差距,未(wei)(wei)形成實際的(de)產業帶動(dong)效果。
(六)市(shi)屬企業獲取資源(yuan)少,不利(li)(li)于(yu)新(xin)能源(yuan)深度轉(zhuan)化利(li)(li)用
一是市(shi)(shi)(shi)(shi)(shi)屬(shu)(shu)(shu)企業市(shi)(shi)(shi)(shi)(shi)場占有(you)率低。目(mu)(mu)前,全市(shi)(shi)(shi)(shi)(shi)各類(lei)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)項目(mu)(mu)的(de)運(yun)營方(fang)絕(jue)大(da)多數為(wei)央(yang)企、省(sheng)屬(shu)(shu)(shu)國(guo)企及(ji)民營企業。一方(fang)面,市(shi)(shi)(shi)(shi)(shi)屬(shu)(shu)(shu)企業持有(you)的(de)各類(lei)型電源(yuan)(yuan)(yuan)裝機(ji)(ji)規(gui)模較小(市(shi)(shi)(shi)(shi)(shi)屬(shu)(shu)(shu)企業持有(you)的(de)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)裝機(ji)(ji)僅(jin)占全市(shi)(shi)(shi)(shi)(shi)總裝機(ji)(ji)的(de)0.73%、火電機(ji)(ji)組裝機(ji)(ji)也僅(jin)占全市(shi)(shi)(shi)(shi)(shi)總裝機(ji)(ji)的(de)17.4%),我市(shi)(shi)(shi)(shi)(shi)需要(yao)電源(yuan)(yuan)(yuan)讓利(li)反哺全市(shi)(shi)(shi)(shi)(shi)產業經濟發展時難(nan)以統籌調(diao)動。另(ling)一方(fang)面,我市(shi)(shi)(shi)(shi)(shi)富集的(de)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)未(wei)能(neng)(neng)(neng)孵化市(shi)(shi)(shi)(shi)(shi)屬(shu)(shu)(shu)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)領(ling)軍企業,沒能(neng)(neng)(neng)為(wei)我市(shi)(shi)(shi)(shi)(shi)提高(gao)工業增加值、貢(gong)獻稅收(shou)、提供就業帶來更大(da)貢(gong)獻。二是新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)“綠(lv)色”利(li)用效率不(bu)高(gao)。全市(shi)(shi)(shi)(shi)(shi)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)發電富余外(wai)送,且存在5%~10%棄電,這(zhe)與(yu)全市(shi)(shi)(shi)(shi)(shi)工業缺(que)綠(lv)電形成(cheng)反差矛盾(dun),2022年,我市(shi)(shi)(shi)(shi)(shi)碳(tan)(tan)排(pai)放(fang)(fang)(fang)量占全省(sheng)碳(tan)(tan)排(pai)放(fang)(fang)(fang)量的(de)40.2%,占全國(guo)碳(tan)(tan)排(pai)放(fang)(fang)(fang)量的(de)1.36%,單位GDP碳(tan)(tan)排(pai)放(fang)(fang)(fang)強(qiang)度(du)2.17噸/萬(wan)元,碳(tan)(tan)排(pai)放(fang)(fang)(fang)強(qiang)度(du)是全國(guo)、全省(sheng)平均水平的(de)2.51倍、2.01倍,對碳(tan)(tan)資產、碳(tan)(tan)指標(biao)、碳(tan)(tan)交易、綠(lv)電、綠(lv)證(zheng)等本(ben)地(di)化利(li)用意識(shi)不(bu)強(qiang),新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)綠(lv)電對作為(wei)高(gao)碳(tan)(tan)城市(shi)(shi)(shi)(shi)(shi)轉型升級作用發揮不(bu)充分,節能(neng)(neng)(neng)降碳(tan)(tan)和實現“雙碳(tan)(tan)”目(mu)(mu)標(biao)壓力較大(da)。
二、榆林市新能源產業高質量發展對策建議
(一)加(jia)強頂層設計,完善政策體系(xi)
1.加強規劃引領
科(ke)學高效(xiao)(xiao)統籌全市(shi)“十(shi)四五”規(gui)(gui)劃(hua)綱要和(he)國土空(kong)間規(gui)(gui)劃(hua)等(deng)(deng)綱領性文件,綜合考(kao)慮資(zi)(zi)源(yuan)分布、電(dian)網承(cheng)載、儲能(neng)條件、國土林業(ye)(ye)用地(di)、后續項(xiang)(xiang)目(mu)安(an)排(pai)、外送通道、轉化(hua)(hua)利(li)用、106GW新(xin)(xin)能(neng)源(yuan)理論資(zi)(zi)源(yuan)總量(liang)、92GW理論資(zi)(zi)源(yuan)存量(liang)、新(xin)(xin)增裝機26GW的(de)發(fa)展(zhan)目(mu)標(biao)等(deng)(deng)因素(su),提出“四個革命、一個合作”的(de)榆(yu)林實踐篇,樹立“榆(yu)林綠(lv)電(dian)榆(yu)林優(you)先用”的(de)新(xin)(xin)能(neng)源(yuan)開發(fa)建設(she)(she)、轉化(hua)(hua)利(li)用、消納消費觀念,加(jia)快(kuai)全市(shi)“十(shi)四五”新(xin)(xin)能(neng)源(yuan)規(gui)(gui)劃(hua)、“十(shi)四五”電(dian)力規(gui)(gui)劃(hua)、“十(shi)四五”電(dian)網規(gui)(gui)劃(hua)等(deng)(deng)中(zhong)長期規(gui)(gui)劃(hua)的(de)編制和(he)中(zhong)期評估,堅(jian)決避免規(gui)(gui)劃(hua)缺(que)失(shi)、方向跑偏、政策沖(chong)突、項(xiang)(xiang)目(mu)難落,確保有(you)項(xiang)(xiang)目(mu)用地(di)且畝均(jun)效(xiao)(xiao)益高、有(you)企(qi)業(ye)(ye)投(tou)資(zi)(zi)且營(ying)商(shang)環境好、有(you)產業(ye)(ye)資(zi)(zi)源(yuan)且鏈條布局(ju)優(you),高效(xiao)(xiao)發(fa)揮規(gui)(gui)劃(hua)引(yin)領作用。到(dao)2025年,實現基地(di)化(hua)(hua)、規(gui)(gui)模化(hua)(hua)開發(fa)建設(she)(she)、本(ben)地(di)多場景轉化(hua)(hua)利(li)用,新(xin)(xin)能(neng)源(yuan)本(ben)地(di)超90%的(de)就(jiu)地(di)利(li)用高比(bi)例消費目(mu)標(biao)。
2.豐富政策工具箱
在我市(shi)可再(zai)生(sheng)能源項(xiang)目(mu)管(guan)理(li)辦(ban)法等(deng)(deng)政(zheng)(zheng)策(ce)文(wen)件的(de)基(ji)礎上,充分學(xue)(xue)習吸(xi)收、借鑒應用和創新(xin)(xin)(xin)(xin)轉化(hua)江(jiang)蘇省常州市(shi)科(ke)技支撐新(xin)(xin)(xin)(xin)能源發展、內蒙古(gu)鄂爾(er)多斯市(shi)“五(wu)統一(yi)”推進項(xiang)目(mu)管(guan)理(li)、神木市(shi)先保護再(zai)利用等(deng)(deng)省市(shi)好做法、好經驗,針對(dui)我市(shi)新(xin)(xin)(xin)(xin)能源產業(ye)(ye)新(xin)(xin)(xin)(xin)理(li)念探索、新(xin)(xin)(xin)(xin)技術(shu)引入、新(xin)(xin)(xin)(xin)場(chang)景實踐、新(xin)(xin)(xin)(xin)產業(ye)(ye)扶(fu)持等(deng)(deng)方面出(chu)臺因地(di)制宜、差異(yi)化(hua)、針對(dui)性的(de)地(di)方產業(ye)(ye)扶(fu)持政(zheng)(zheng)策(ce),在新(xin)(xin)(xin)(xin)能源領域的(de)產業(ye)(ye)布局(ju)方案、資(zi)源利用政(zheng)(zheng)策(ce)、招商引資(zi)辦(ban)法、項(xiang)目(mu)管(guan)理(li)意見、稅費減免措施等(deng)(deng)方面出(chu)臺政(zheng)(zheng)策(ce)文(wen)件,建立科(ke)學(xue)(xue)、精細、市(shi)場(chang)、系(xi)統的(de)政(zheng)(zheng)策(ce)體系(xi)和監管(guan)體系(xi),形成全市(shi)新(xin)(xin)(xin)(xin)能源政(zheng)(zheng)策(ce)工具箱、文(wen)件包,確(que)保政(zheng)(zheng)策(ce)落實、項(xiang)目(mu)落地(di)。
(二)加強用地(di)保障(zhang),實現數據銜接(jie)
1.做好(hao)用(yong)地(di)要素保障,優化投資環境(jing)
加(jia)快(kuai)“國(guo)土三(san)調(diao)”數據(ju)(ju)和“林(lin)保(bao)規劃”數據(ju)(ju)的融合認定,精(jing)準摸清全市(shi)符合政策要求(qiu)的17483km2光伏(fu)項(xiang)(xiang)(xiang)目開發用(yong)(yong)地(di)(di)情況,點對點、塊(kuai)對塊(kuai)、片對片落(luo)(luo)(luo)實(shi)指標(biao)、落(luo)(luo)(luo)實(shi)項(xiang)(xiang)(xiang)目、落(luo)(luo)(luo)實(shi)企業、落(luo)(luo)(luo)實(shi)服務。協調(diao)省(sheng)林(lin)業局在新(xin)能源項(xiang)(xiang)(xiang)目辦(ban)理征(zheng)占用(yong)(yong)草(cao)地(di)(di)手(shou)續時(shi),依(yi)據(ju)(ju)國(guo)土“三(san)調(diao)”數據(ju)(ju)審(shen)(shen)核上(shang)報(bao),確保(bao)我省(sheng)草(cao)原植被恢復費征(zheng)收標(biao)準和草(cao)原征(zheng)占用(yong)(yong)審(shen)(shen)核審(shen)(shen)批(pi)管理規范出臺后,加(jia)大新(xin)能源項(xiang)(xiang)(xiang)目涉及的壓覆礦產資源協議(yi)簽訂協調(diao)力度,指導各縣區加(jia)快(kuai)新(xin)能源項(xiang)(xiang)(xiang)目的征(zheng)地(di)(di)、租地(di)(di)工作,優化用(yong)(yong)地(di)(di)手(shou)續辦(ban)理流程,及時(shi)取得光伏(fu)項(xiang)(xiang)(xiang)目林(lin)業審(shen)(shen)批(pi)手(shou)續。
2.探索用(yong)地利用(yong)機制,敢于(yu)先行先試
按(an)照“先保(bao)護再利(li)用(yong)(yong)(yong)、建平臺整資源”的(de)原則,將新能(neng)(neng)源同生(sheng)態修(xiu)復保(bao)護與產業(ye)發展(zhan)融合實(shi)施,探(tan)索推廣神(shen)木(mu)市“種養加(jia)新”融合系統治(zhi)理方式,采取大面(mian)積植(zhi)樹造林調整為“光伏+灌(guan)木(mu)+草(cao)”生(sheng)態屏障(zhang)融合的(de)實(shi)施模式,避免大面(mian)積土(tu)地(di)(di)整治(zhi)、用(yong)(yong)(yong)地(di)(di)指標浪費、植(zhi)樹造林破壞生(sheng)態、水(shui)資源消耗等問(wen)題(ti)(ti),實(shi)現土(tu)地(di)(di)、風(feng)光資源、水(shui)資源等稀(xi)缺資源的(de)綜合高(gao)效利(li)用(yong)(yong)(yong),提高(gao)土(tu)地(di)(di)產出率(lv),破解新能(neng)(neng)源“項目無地(di)(di)可用(yong)(yong)(yong)”“有地(di)(di)不合規”難題(ti)(ti),促進新能(neng)(neng)源產業(ye)融合發展(zhan)。
(三)破(po)解(jie)電網(wang)(wang)卡(ka)脖子制(zhi)約(yue),解(jie)決并(bing)網(wang)(wang)送出消納難(nan)題
1.統(tong)籌優化電網(wang)布局
規模(mo)化(hua)、基地化(hua)、一(yi)體化(hua)、標準化(hua)推(tui)進電(dian)(dian)站(zhan)(zhan)公共基礎設(she)施建(jian)設(she),采取(qu)政府引導、企(qi)業開發的(de)管(guan)理(li)模(mo)式,按照統(tong)(tong)一(yi)規劃、統(tong)(tong)一(yi)報批(pi)、統(tong)(tong)一(yi)實(shi)(shi)施、統(tong)(tong)一(yi)建(jian)設(she)、統(tong)(tong)一(yi)管(guan)理(li)、投(tou)資分攤、分步實(shi)(shi)施的(de)原則,優化(hua)已有電(dian)(dian)站(zhan)(zhan)、新建(jian)電(dian)(dian)站(zhan)(zhan)、儲能(neng)電(dian)(dian)站(zhan)(zhan)建(jian)設(she)模(mo)式,構建(jian)高效運(yun)轉的(de)電(dian)(dian)力通道和電(dian)(dian)價調節機制,加(jia)快(kuai)推(tui)進新型儲能(neng)項目建(jian)設(she),加(jia)快(kuai)構建(jian)我(wo)市新型電(dian)(dian)力系(xi)統(tong)(tong),增強(qiang)系(xi)統(tong)(tong)調峰(feng)能(neng)力,建(jian)議由市屬企(qi)業先行投(tou)資建(jian)設(she)“十(shi)四五”規劃的(de)4座330KV新能(neng)源匯(hui)集站(zhan)(zhan),后期(qi)按國(guo)家有關政策由國(guo)家電(dian)(dian)網(wang)回購,破解(jie)我(wo)市新能(neng)源接入(ru)消納難題,為我(wo)市“十(shi)四五”新能(neng)源發展目標如期(qi)實(shi)(shi)現提供電(dian)(dian)網(wang)支撐。
2.新能源先內用(yong)再外送
促請省級層面(mian)支持,將(jiang)我市(shi)新(xin)能(neng)源(yuan)資源(yuan)開發建設項目優先用于(yu)保(bao)障我市(shi)產業轉(zhuan)化利用,優先本地和省內自用,新(xin)能(neng)源(yuan)外(wai)(wai)送原(yuan)則上(shang)均采用網間外(wai)(wai)送,不安(an)排點對(dui)網外(wai)(wai)送,努力(li)提高(gao)榆林(lin)本地、陜西(xi)省內新(xin)能(neng)源(yuan)消納比例。
3.全(quan)力(li)提升(sheng)電網(wang)消納能力(li)
一是高(gao)(gao)效發揮電(dian)網(wang)“血管(guan)網(wang)”效能(neng)(neng)(neng)(neng)。大力支(zhi)持(chi)國網(wang)公司和市屬企業負責的(de)(de)(de)新(xin)能(neng)(neng)(neng)(neng)源(yuan)配套送(song)(song)(song)出工(gong)程(cheng)(cheng)、特高(gao)(gao)壓送(song)(song)(song)出工(gong)程(cheng)(cheng)、電(dian)網(wang)攻堅補(bu)強(qiang)工(gong)程(cheng)(cheng)、農村(cun)電(dian)網(wang)升(sheng)級改(gai)(gai)造工(gong)程(cheng)(cheng)等(deng)(deng)(deng)電(dian)網(wang)項(xiang)目建(jian)(jian)設,優(you)化(hua)(hua)電(dian)網(wang)項(xiang)目建(jian)(jian)設環境要素保障,力爭提高(gao)(gao)電(dian)網(wang)接(jie)入消(xiao)納輸送(song)(song)(song)新(xin)能(neng)(neng)(neng)(neng)源(yuan)能(neng)(neng)(neng)(neng)力。二是找準(zhun)電(dian)儲(chu)“平衡點”。通過聚光(guang)集(ji)熱(re)(re)、儲(chu)換熱(re)(re)、發電(dian)系統技術工(gong)藝(yi)改(gai)(gai)進、電(dian)站的(de)(de)(de)運行優(you)化(hua)(hua)等(deng)(deng)(deng)方式,以光(guang)熱(re)(re)發電(dian)作為調峰(feng)手段,推行“風(feng)光(guang)互(hu)補(bu)”“光(guang)伏(fu)(fu)+土(tu)地綜合利用(yong)(yong)”模式,重點支(zhi)持(chi)“光(guang)伏(fu)(fu)+牧光(guang)互(hu)補(bu)”“光(guang)伏(fu)(fu)+礦區生態治理”“光(guang)伏(fu)(fu)+荒漠(mo)化(hua)(hua)土(tu)地生態恢復”等(deng)(deng)(deng)碳產業鏈項(xiang)目建(jian)(jian)設,通過多種能(neng)(neng)(neng)(neng)源(yuan)的(de)(de)(de)有(you)機整(zheng)合和集(ji)成互(hu)補(bu),提高(gao)(gao)光(guang)伏(fu)(fu)、風(feng)電(dian)等(deng)(deng)(deng)清潔能(neng)(neng)(neng)(neng)源(yuan)利用(yong)(yong)小(xiao)時(shi)數,結合新(xin)能(neng)(neng)(neng)(neng)源(yuan)多元(yuan)化(hua)(hua)應用(yong)(yong)場景(jing)建(jian)(jian)設,鼓勵多技術路線的(de)(de)(de)儲(chu)能(neng)(neng)(neng)(neng)設施建(jian)(jian)設,新(xin)能(neng)(neng)(neng)(neng)源(yuan)窩電(dian)、棄電(dian)比例控制在(zai)6%以內,新(xin)建(jian)(jian)新(xin)能(neng)(neng)(neng)(neng)源(yuan)項(xiang)目需配套建(jian)(jian)設裝機容量(liang)20%的(de)(de)(de)儲(chu)能(neng)(neng)(neng)(neng)電(dian)站,緩解(jie)風(feng)光(guang)消(xiao)納問題,提高(gao)(gao)電(dian)網(wang)調峰(feng)能(neng)(neng)(neng)(neng)力。
4.大力推廣虛擬電廠
加快分布式(shi)電(dian)(dian)源(分布式(shi)光伏(fu))、儲(chu)能(neng)(neng)(儲(chu)氫、儲(chu)熱)、可控電(dian)(dian)負荷(he)(智慧充電(dian)(dian)站等)、園區綜合(he)智慧能(neng)(neng)源管理平臺等典(dian)型需求響應虛擬電(dian)(dian)廠的綜合(he)智慧能(neng)(neng)源項目建設,應用(yong)物聯(lian)網、5G、大數據、移動(dong)互聯(lian)技(ji)術(shu)、云計算、機器學習、人工智能(neng)(neng)、區塊鏈(lian)等技(ji)術(shu),實現虛擬電(dian)(dian)廠增值服(fu)務,參與(yu)電(dian)(dian)力市場和輔助服(fu)務市場運營,推(tui)動(dong)能(neng)(neng)源供(gong)給、能(neng)(neng)源消費、能(neng)(neng)源技(ji)術(shu)及體制四個方(fang)面進行(xing)重大變革。
(四)全力(li)優(you)化投資環境,加快(kuai)項目建設進(jin)度
1.保障(zhang)高效發(fa)展(zhan)環(huan)境(jing)
建議由(you)項(xiang)目所(suo)在地(di)縣市(shi)(shi)(shi)(shi)區平(ping)臺公司打包(bao)形(xing)成各項(xiang)審(shen)批所(suo)需材(cai)料,由(you)市(shi)(shi)(shi)(shi)發(fa)改委和(he)市(shi)(shi)(shi)(shi)審(shen)批局(ju)(ju)牽頭,市(shi)(shi)(shi)(shi)自然(ran)資(zi)源(yuan)(yuan)和(he)規(gui)劃局(ju)(ju)、市(shi)(shi)(shi)(shi)林業(ye)局(ju)(ju)、市(shi)(shi)(shi)(shi)工(gong)信(xin)局(ju)(ju)、市(shi)(shi)(shi)(shi)能(neng)源(yuan)(yuan)局(ju)(ju)、國網榆林供電公司等(deng)單(dan)位(wei)配合(he),負責集(ji)中(zhong)統一辦(ban)理(li)新能(neng)源(yuan)(yuan)項(xiang)目前期審(shen)批涉及土地(di)、林業(ye)、壓(ya)覆礦、報(bao)批、施工(gong)許可(ke)證(zheng)等(deng)方面的各項(xiang)手續(xu),力爭將新能(neng)源(yuan)(yuan)項(xiang)目審(shen)批時限壓(ya)縮(suo)在6個月以內,解(jie)決(jue)審(shen)批手續(xu)辦(ban)理(li)周(zhou)期過長、成本過高(gao)等(deng)問(wen)題(ti)。
2.優化項目管理方式

2.規模(mo)化(hua)基地(di)化(hua)開(kai)發(fa)建(jian)設
依據(ju)我(wo)市(shi)“十四(si)五”可再(zai)生能源(yuan)發展(zhan)目標(biao),參照(zhao)寧夏中衛市(shi)、甘肅武威市(shi)、內蒙古鄂爾多斯市(shi)等(deng)省市(shi)規(gui)模化發展(zhan)新能源(yuan)方式,優先推動(dong)定邊縣(xian)、神木市(shi)、榆陽區10GW級(ji)風(feng)光基(ji)地建(jian)(jian)設(she)(she),推動(dong)靖(jing)邊-橫山百(bai)萬千(qian)(qian)瓦級(ji)智(zhi)慧風(feng)場示(shi)范基(ji)地建(jian)(jian)設(she)(she),統籌(chou)全市(shi)新能源(yuan)資(zi)源(yuan)交由市(shi)屬企(qi)業統一開(kai)發建(jian)(jian)設(she)(she)運營,使一批(pi)具有(you)標(biao)志性(xing)(xing)、代(dai)表性(xing)(xing)、引(yin)領性(xing)(xing)的示(shi)范工程在(zai)我(wo)市(shi)建(jian)(jian)成落地運營,打造一批(pi)規(gui)模化、基(ji)地化項目,做(zuo)大做(zuo)強千(qian)(qian)萬千(qian)(qian)瓦新能源(yuan)基(ji)地。
3.聚焦全產業(ye)鏈發展(zhan)
按(an)(an)照“全產(chan)業(ye)鏈(lian)布局、一體(ti)化(hua)推進、基地(di)化(hua)承載”的(de)(de)原(yuan)則,研究風(feng)電、光(guang)伏、氫(qing)能(neng)(neng)(neng)、儲能(neng)(neng)(neng)產(chan)業(ye)鏈(lian)圖(tu)(tu)、技術路線圖(tu)(tu)、應用(yong)領域圖(tu)(tu)、區域分(fen)布圖(tu)(tu),明確鏈(lian)上(shang)主導及配套產(chan)業(ye)項目,通過招引遠(yuan)景(jing)、隆基、彩虹(hong)等龍頭企業(ye)落地(di),并吸引相關配套產(chan)業(ye)在周邊集(ji)聚,加快建鏈(lian)、補(bu)鏈(lian)、延鏈(lian)、強鏈(lian),實現(xian)上(shang)下游產(chan)業(ye)相互(hu)銜接,體(ti)現(xian)集(ji)群(qun)式(shi)發(fa)展優(you)(you)勢。力(li)爭到2025年(nian),按(an)(an)照“有什么先發(fa)展什么,沒什么先布局什么”的(de)(de)理念(nian),通過項目的(de)(de)科學配置、產(chan)業(ye)的(de)(de)優(you)(you)化(hua)組合(he),將(jiang)全市電力(li)供應構(gou)成(cheng)占(zhan)(zhan)比優(you)(you)化(hua)為(wei)最佳,實現(xian)傳統能(neng)(neng)(neng)源(yuan)與新能(neng)(neng)(neng)源(yuan)的(de)(de)優(you)(you)化(hua)組合(he)、高(gao)效耦合(he),即(ji)火力(li)發(fa)電占(zhan)(zhan)47%、風(feng)力(li)發(fa)電占(zhan)(zhan)22%、光(guang)伏發(fa)電占(zhan)(zhan)20%、氫(qing)能(neng)(neng)(neng)占(zhan)(zhan)3%、儲能(neng)(neng)(neng)占(zhan)(zhan)5%、多能(neng)(neng)(neng)互(hu)補(bu)占(zhan)(zhan)2%、其他占(zhan)(zhan)1%。
一是風(feng)(feng)(feng)力(li)發電產(chan)(chan)業鏈方面(mian),鼓(gu)勵激光雷達等(deng)風(feng)(feng)(feng)電新技(ji)術(shu)應(ying)用,推動(dong)大容量風(feng)(feng)(feng)電機組應(ying)用和風(feng)(feng)(feng)電技(ji)術(shu)研究,加快(kuai)布局(ju)塔(ta)筒、葉片、風(feng)(feng)(feng)機等(deng)設備(bei)研發、制(zhi)造、生產(chan)(chan)和維(wei)修項目,因地(di)(di)制(zhi)宜(yi)采用高塔(ta)架技(ji)術(shu),減少機位數量從而節約土地(di)(di)資(zi)(zi)源(yuan)(yuan),有效節省征(zheng)(zheng)占地(di)(di)費用,從整(zheng)體(ti)上降低造價(jia)。同時,要(yao)根(gen)據《風(feng)(feng)(feng)電場(chang)場(chang)址(zhi)選擇技(ji)術(shu)規定(ding)》《風(feng)(feng)(feng)電場(chang)工程規劃編(bian)制(zhi)規程》及(ji)(ji)十四(si)五(wu)期(qi)間(jian)風(feng)(feng)(feng)電平價(jia)上網(wang)要(yao)求,風(feng)(feng)(feng)電場(chang)場(chang)址(zhi)規劃需要(yao)綜合考慮(lv)風(feng)(feng)(feng)能(neng)資(zi)(zi)源(yuan)(yuan)規模、道路交通、電網(wang)、地(di)(di)質地(di)(di)形(xing)地(di)(di)類、合規性(xing)、征(zheng)(zheng)地(di)(di)拆遷以及(ji)(ji)其他敏感性(xing)因素,其中,風(feng)(feng)(feng)電場(chang)工程前期(qi)規劃階段應(ying)重點關注風(feng)(feng)(feng)能(neng)資(zi)(zi)源(yuan)(yuan)以及(ji)(ji)敏感性(xing)因素,如(ru)自然保護區、礦產(chan)(chan)資(zi)(zi)源(yuan)(yuan)壓覆區等(deng)(見圖(tu)9)。

二是光(guang)伏發電產業(ye)鏈方(fang)面,鼓勵采用適當提高全生命周期整體(ti)效益。加快(kuai)布局多(duo)晶硅、單(dan)晶硅光(guang)伏組件(jian)、逆變(bian)(bian)器及核心(xin)系(xi)統(tong)裝(zhuang)置、直流電纜、現地(di)升壓(ya)變(bian)(bian)壓(ya)器、支架(jia)、匯流箱(xiang)、光(guang)伏板組裝(zhuang)、維修服(fu)務、光(guang)伏電站等光(guang)伏全產業(ye)鏈項目布局。同時(shi),光(guang)伏規劃選址應根據(ju)國家(jia)用地(di)政策,結合資源條(tiao)(tiao)件(jian)、建(jian)設條(tiao)(tiao)件(jian)、生態保護(hu)要求,并(bing)兼顧地(di)方(fang)城鄉產業(ye)建(jian)設、鄉村振興、產業(ye)布局等進(jin)行選擇(ze),在選址過程(cheng)中(zhong)應符合太陽能資源、氣(qi)候條(tiao)(tiao)件(jian)、場(chang)地(di)地(di)形地(di)貌、水文和(he)地(di)質條(tiao)(tiao)件(jian)、并(bing)網條(tiao)(tiao)件(jian)、交(jiao)通運輸(shu)和(he)施工安裝(zhuang)條(tiao)(tiao)件(jian)、社(she)會(hui)經濟和(he)環(huan)境保護(hu)等要求以及我國現行的政策進(jin)行選擇(ze)(見圖(tu)10)。

三是(shi)氫(qing)(qing)(qing)(qing)(qing)(qing)(qing)能(neng)(neng)(neng)(neng)產(chan)(chan)(chan)業(ye)鏈(lian)方(fang)面,盡快編(bian)制(zhi)(zhi)(zhi)并發布全市氫(qing)(qing)(qing)(qing)(qing)(qing)(qing)能(neng)(neng)(neng)(neng)產(chan)(chan)(chan)業(ye)發展(zhan)規劃加快推動(dong)煤(mei)制(zhi)(zhi)(zhi)氫(qing)(qing)(qing)(qing)(qing)(qing)(qing)、天然氣制(zhi)(zhi)(zhi)氫(qing)(qing)(qing)(qing)(qing)(qing)(qing)、工業(ye)副產(chan)(chan)(chan)氫(qing)(qing)(qing)(qing)(qing)(qing)(qing)、風(feng)光發電(dian)(dian)制(zhi)(zhi)(zhi)氫(qing)(qing)(qing)(qing)(qing)(qing)(qing)、傳統能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)及新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)與氫(qing)(qing)(qing)(qing)(qing)(qing)(qing)能(neng)(neng)(neng)(neng)耦合、氫(qing)(qing)(qing)(qing)(qing)(qing)(qing)能(neng)(neng)(neng)(neng)消費、氫(qing)(qing)(qing)(qing)(qing)(qing)(qing)能(neng)(neng)(neng)(neng)燃(ran)料(liao)電(dian)(dian)池、新(xin)材(cai)料(liao)新(xin)技(ji)術儲(chu)氫(qing)(qing)(qing)(qing)(qing)(qing)(qing)、氫(qing)(qing)(qing)(qing)(qing)(qing)(qing)能(neng)(neng)(neng)(neng)燃(ran)料(liao)汽車、加氫(qing)(qing)(qing)(qing)(qing)(qing)(qing)站、氫(qing)(qing)(qing)(qing)(qing)(qing)(qing)農業(ye)等氫(qing)(qing)(qing)(qing)(qing)(qing)(qing)能(neng)(neng)(neng)(neng)產(chan)(chan)(chan)業(ye)研(yan)、儲(chu)、運(yun)、用、銷全產(chan)(chan)(chan)業(ye)鏈(lian)全體(ti)系(xi)項目布局,在清潔(jie)可再(zai)生能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)替代(dai)規模(mo)持續擴大的(de)(de)當下(xia),榆林市應充(chong)分發揮區內風(feng)能(neng)(neng)(neng)(neng)、太陽(yang)能(neng)(neng)(neng)(neng)資源(yuan)(yuan)(yuan)豐富的(de)(de)優勢,因地制(zhi)(zhi)(zhi)宜地開展(zhan)可再(zai)生能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)電(dian)(dian)解水制(zhi)(zhi)(zhi)氫(qing)(qing)(qing)(qing)(qing)(qing)(qing)項目示范,生產(chan)(chan)(chan)的(de)(de)“綠氫(qing)(qing)(qing)(qing)(qing)(qing)(qing)”可用在交(jiao)通運(yun)輸、石油化工、金屬冶(ye)煉等高耗能(neng)(neng)(neng)(neng)領域,實(shi)現對化石能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)的(de)(de)替代(dai),促進全市能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)結構的(de)(de)優化和可再(zai)生能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)的(de)(de)消納(na)。此外(wai),還可配套儲(chu)氫(qing)(qing)(qing)(qing)(qing)(qing)(qing)裝置(zhi)和燃(ran)料(liao)電(dian)(dian)池發電(dian)(dian)系(xi)統,以進一(yi)步(bu)研(yan)究(jiu)氫(qing)(qing)(qing)(qing)(qing)(qing)(qing)能(neng)(neng)(neng)(neng)在電(dian)(dian)力系(xi)統中的(de)(de)儲(chu)能(neng)(neng)(neng)(neng)、調峰作用,盡快提出氫(qing)(qing)(qing)(qing)(qing)(qing)(qing)能(neng)(neng)(neng)(neng)發展(zhan)路線圖,加快從(cong)“煤(mei)都”向“氫(qing)(qing)(qing)(qing)(qing)(qing)(qing)都”轉型(見圖11)。

五是風光(guang)(guang)氫儲(chu)耦(ou)合應(ying)用產業(ye)鏈(lian)方面(mian)。結(jie)合我(wo)(wo)市(shi)電力體制改革成效,以多元化(hua)(hua)應(ying)用場(chang)景的(de)(de)落地運營(ying),推動(dong)國家能(neng)源革命創新(xin)(xin)示范區(qu)建設。重(zhong)點推進我(wo)(wo)市(shi)榆神(shen)(shen)工業(ye)區(qu)、榆橫工業(ye)區(qu)、神(shen)(shen)木“飛地經(jing)濟”示范區(qu)、靖邊能(neng)化(hua)(hua)園(yuan)區(qu)、府(fu)谷(gu)高新(xin)(xin)區(qu)5個增量配電改革試點建設以新(xin)(xin)能(neng)源為主的(de)(de)源網荷儲(chu)一體化(hua)(hua)零碳低碳園(yuan)區(qu);積極(ji)實施“千(qian)鄉萬村(cun)馭風行動(dong)、千(qian)家萬戶沐光(guang)(guang)行動(dong)”“光(guang)(guang)伏(fu)(fu)+”農光(guang)(guang)互補、牧光(guang)(guang)互補、農村(cun)能(neng)源革命;大力推動(dong)工商業(ye)分布(bu)式光(guang)(guang)伏(fu)(fu)、戶用分布(bu)式光(guang)(guang)伏(fu)(fu)、新(xin)(xin)能(neng)源整(zheng)縣開發、換電重(zhong)卡(ka)、氫能(neng)重(zhong)卡(ka)、虛擬電廠、工業(ye)企業(ye)新(xin)(xin)能(neng)源自備電廠等應(ying)用場(chang)景(見圖13)。

4.加強新(xin)能源與經濟社(she)會發展的有機結合
深(shen)入實施鄉(xiang)村(cun)振興戰略,在(zai)做好現(xian)有光(guang)伏電(dian)(dian)站(zhan)(zhan)的(de)運維(wei)管理的(de)同時,提前謀劃爭取(qu)“十四五”光(guang)伏電(dian)(dian)站(zhan)(zhan)建設(she)指標,進(jin)一步增(zeng)(zeng)加(jia)全市村(cun)級光(guang)伏電(dian)(dian)站(zhan)(zhan)建設(she)規模(mo)和(he)(he)(he)電(dian)(dian)站(zhan)(zhan)容量(liang),不(bu)斷完善和(he)(he)(he)優化光(guang)伏電(dian)(dian)站(zhan)(zhan)的(de)收(shou)益分(fen)配辦法,探索將光(guang)伏電(dian)(dian)站(zhan)(zhan)收(shou)益資金作為鞏固(gu)脫貧(pin)(pin)(pin)攻(gong)堅成果預防返貧(pin)(pin)(pin)和(he)(he)(he)致(zhi)貧(pin)(pin)(pin)的(de)“陽光(guang)基金”,按照通過勞動獲取(qu)報酬原(yuan)則,積(ji)極開發(fa)公益性(xing)崗(gang)位(wei),重點安置脫貧(pin)(pin)(pin)不(bu)穩(wen)(wen)定和(he)(he)(he)邊緣易致(zhi)貧(pin)(pin)(pin)人口,進(jin)一步拓(tuo)寬困難群(qun)眾(zhong)就近就業務工渠道,增(zeng)(zeng)加(jia)工資性(xing)收(shou)入,充分(fen)發(fa)揮新能源在(zai)經濟、社(she)會特別是生(sheng)態環境治理優化與(yu)鄉(xiang)村(cun)振興結合(he)等方面的(de)效益,確保脫貧(pin)(pin)(pin)人口持(chi)續(xu)穩(wen)(wen)定增(zeng)(zeng)收(shou)不(bu)返貧(pin)(pin)(pin)、邊緣易致(zhi)貧(pin)(pin)(pin)人口不(bu)致(zhi)貧(pin)(pin)(pin)。
(六)堅持(chi)優(you)勢資源本地利用(yong),提高(gao)就(jiu)地轉化效(xiao)率
1.孵化培育壯大市屬(shu)新能源企業
具體可從“兩(liang)個優(you)先(xian)(xian)(xian)”開(kai)始著手。一是新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)資(zi)源(yuan)(yuan)優(you)先(xian)(xian)(xian)由市(shi)(shi)屬企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)開(kai)發(fa)(fa)利(li)用。原則上(shang),在符(fu)合(he)條件基礎(chu)上(shang),我(wo)市(shi)(shi)增(zeng)量(liang)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)發(fa)(fa)電項(xiang)目盡量(liang)交由市(shi)(shi)屬企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)開(kai)發(fa)(fa)建(jian)設運營(ying)持有(you),或以控股形式(shi)與(yu)第三(san)方組建(jian)合(he)資(zi)公司開(kai)發(fa)(fa)建(jian)設運營(ying)持有(you)。市(shi)(shi)屬企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)運營(ying)的(de)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)項(xiang)目綠(lv)電、綠(lv)證全部留(liu)在我(wo)市(shi)(shi)消納,保(bao)障企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)基礎(chu)收益后的(de)盈利(li)以降低交易電價的(de)形式(shi)反哺我(wo)市(shi)(shi)戰(zhan)略新(xin)(xin)興企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye),孵(fu)化培(pei)育出涵(han)蓋新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)發(fa)(fa)電、新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)裝備(bei)制造(zao)(zao)、新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)場景(jing)應(ying)用等以新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)上(shang)下(xia)游產業(ye)(ye)(ye)(ye)(ye)開(kai)發(fa)(fa)轉(zhuan)化利(li)用為核心的(de)區域(yu)領先(xian)(xian)(xian)市(shi)(shi)屬能(neng)(neng)(neng)源(yuan)(yuan)上(shang)市(shi)(shi)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)。力爭(zheng)(zheng)在2025年前培(pei)育至少(shao)2家新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)上(shang)市(shi)(shi)后備(bei)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)。二是新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)裝備(bei)制造(zao)(zao)項(xiang)目優(you)先(xian)(xian)(xian)由市(shi)(shi)屬企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)投(tou)資(zi)建(jian)設。鼓勵并推動(dong)市(shi)(shi)屬企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)產業(ye)(ye)(ye)(ye)(ye)直投(tou)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)行業(ye)(ye)(ye)(ye)(ye)高(gao)端裝備(bei)制造(zao)(zao)領先(xian)(xian)(xian)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye),變政府招商(shang)引資(zi)為企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)產業(ye)(ye)(ye)(ye)(ye)投(tou)資(zi),延鏈補鏈強鏈的(de)同時,將先(xian)(xian)(xian)進(jin)裝備(bei)制造(zao)(zao)、先(xian)(xian)(xian)進(jin)技術理念、先(xian)(xian)(xian)進(jin)管(guan)理人才(cai)引入我(wo)市(shi)(shi),助(zhu)力產業(ye)(ye)(ye)(ye)(ye)結(jie)構轉(zhuan)型、提高(gao)利(li)稅、擴(kuo)大就業(ye)(ye)(ye)(ye)(ye),提升市(shi)(shi)屬企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)競爭(zheng)(zheng)力。力爭(zheng)(zheng)市(shi)(shi)屬企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)持有(you)的(de)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)資(zi)源(yuan)(yuan)占全市(shi)(shi)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)資(zi)源(yuan)(yuan)的(de)60%以上(shang)。
2.建設市級能源管控(kong)平臺
學(xue)習(xi)借(jie)鑒寧夏吳忠市(shi)(shi)組建(jian)(jian)智(zhi)慧化(hua)監(jian)管平(ping)臺(tai),建(jian)(jian)設(she)涵蓋我市(shi)(shi)風、光、煤、氣、油、電及規上(shang)企(qi)業在內(nei)的市(shi)(shi)級能源管控運維服務平(ping)臺(tai)。實現我市(shi)(shi)所有能源品類和規模以上(shang)工業企(qi)業運行狀態(tai)的統一監(jian)測運行管理,為全市(shi)(shi)能源建(jian)(jian)設(she)開發轉化(hua)利用(yong)提(ti)供(gong)可(ke)觀(guan)、可(ke)測、可(ke)控的智(zhi)能化(hua)、智(zhi)慧化(hua)工具(ju)。
3.加強碳資產和綠(lv)電管(guan)理
高度(du)重視新能源碳(tan)(tan)(tan)(tan)(tan)資產和綠(lv)電(dian)、綠(lv)證管理,全力將碳(tan)(tan)(tan)(tan)(tan)資產、碳(tan)(tan)(tan)(tan)(tan)指標、碳(tan)(tan)(tan)(tan)(tan)交易、綠(lv)電(dian)、綠(lv)證等(deng)效益(yi)屬地利(li)(li)用最大化,加(jia)快(kuai)新能源替代非(fei)化石(shi)能源進度(du),加(jia)快(kuai)布局儲能電(dian)站、充電(dian)樁、氫(qing)能產儲運(yun)銷用等(deng)項目(mu),增(zeng)加(jia)新能源應用場景(jing),拓展(zhan)新能源推廣(guang)方式,切實提高新能源轉(zhuan)(zhuan)化利(li)(li)用效率和綜(zong)合(he)效益(yi),加(jia)快(kuai)高碳(tan)(tan)(tan)(tan)(tan)城市低碳(tan)(tan)(tan)(tan)(tan)轉(zhuan)(zhuan)型。
