《內蒙古自治區可再生能源發展報告2023》(以下簡稱《報告2023》)是宣傳內蒙古自治區可再生能源發展經驗的品牌和展示內蒙古自治區可再生能源發展成就的窗口,由內蒙古自治區能源局和水電水利規劃設計總院聯合編寫。《報告2023》涵蓋了可再生能源發展綜述、發展形勢、風力發電、太陽能發電、常規水電及抽水蓄能、生物質能、地熱能、新型儲能、氫能、市場化并網消納新能源項目、新能源開發布局與有序利用規劃方案、政策要點、熱點研究等13個篇章,從客觀數據入手作簡明入理分析,全面、客觀、準確反映了2022年內蒙古自治區可再生能源發展總體狀況,分類提出了發展趨勢、發展特點及對策建議,幫助行業更好認識和把握可再生能源發展的脈絡及規律,為政府規劃決策、專家深化研究、企業生產經營提供工作參考,對內蒙古自治區打造國家重要能源和戰略資源基地具有重要意義。
2022年,內(nei)蒙(meng)古(gu)自治(zhi)區堅定(ding)不(bu)移走以生態優(you)先、綠色發(fa)(fa)(fa)展(zhan)(zhan)為導向的高(gao)質量(liang)發(fa)(fa)(fa)展(zhan)(zhan)新路子,堅持(chi)保大(da)(da)局(ju)、為大(da)(da)局(ju),堅決(jue)扛起保障國家(jia)能(neng)(neng)(neng)(neng)(neng)源(yuan)安全(quan)重(zhong)大(da)(da)政治(zhi)責(ze)(ze)任,加快推(tui)動(dong)能(neng)(neng)(neng)(neng)(neng)源(yuan)綠色低碳發(fa)(fa)(fa)展(zhan)(zhan)。綜合考慮資源(yuan)潛(qian)力、土地利(li)用(yong)、電網(wang)架構、消(xiao)納(na)(na)(na)增長、產(chan)業(ye)布(bu)局(ju)等基(ji)礎條件,優(you)化公網(wang)消(xiao)納(na)(na)(na)、市場化消(xiao)納(na)(na)(na)、外送消(xiao)納(na)(na)(na)新能(neng)(neng)(neng)(neng)(neng)源(yuan)開發(fa)(fa)(fa)布(bu)局(ju)和建設時序,開展(zhan)(zhan)新能(neng)(neng)(neng)(neng)(neng)源(yuan)開發(fa)(fa)(fa)布(bu)局(ju)和有序利(li)用(yong)規劃研究,實(shi)現資源(yuan)有序開發(fa)(fa)(fa)和最優(you)利(li)用(yong),推(tui)動(dong)新能(neng)(neng)(neng)(neng)(neng)源(yuan)產(chan)業(ye)高(gao)質量(liang)發(fa)(fa)(fa)展(zhan)(zhan)。2022年,內(nei)蒙(meng)古(gu)自治(zhi)區新能(neng)(neng)(neng)(neng)(neng)源(yuan)裝機居(ju)全(quan)國第(di)三位(wei)、發(fa)(fa)(fa)電量(liang)居(ju)全(quan)國第(di)一位(wei),能(neng)(neng)(neng)(neng)(neng)源(yuan)結構更趨清潔,可再(zai)生能(neng)(neng)(neng)(neng)(neng)源(yuan)發(fa)(fa)(fa)電并網(wang)裝機容量(liang)占全(quan)自治(zhi)區電力總裝機容量(liang)的38.0%,全(quan)年可再(zai)生能(neng)(neng)(neng)(neng)(neng)源(yuan)發(fa)(fa)(fa)電量(liang)占總發(fa)(fa)(fa)電量(liang)的21.3%。2022年非水可再(zai)生能(neng)(neng)(neng)(neng)(neng)源(yuan)電力消(xiao)納(na)(na)(na)責(ze)(ze)任權重(zhong)實(shi)際完成值(zhi)為24.5%,超出(chu)國家(jia)下達目標值(zhi)2.6個(ge)百分點。

截至2022年(nian)底,內蒙古自治區各類(lei)電(dian)源(yuan)(yuan)總(zong)裝(zhuang)(zhuang)(zhuang)機(ji)容(rong)量(liang)(liang)(liang)(liang)16915萬(wan)(wan)千(qian)(qian)瓦(wa)(wa),同(tong)(tong)(tong)比(bi)(bi)增(zeng)長(chang)9.2%。其中可再(zai)生(sheng)(sheng)能源(yuan)(yuan)發(fa)電(dian)裝(zhuang)(zhuang)(zhuang)機(ji)容(rong)量(liang)(liang)(liang)(liang)6423萬(wan)(wan)千(qian)(qian)瓦(wa)(wa),同(tong)(tong)(tong)比(bi)(bi)增(zeng)長(chang)12.9%,可再(zai)生(sheng)(sheng)能源(yuan)(yuan)裝(zhuang)(zhuang)(zhuang)機(ji)容(rong)量(liang)(liang)(liang)(liang)占全部電(dian)力(li)裝(zhuang)(zhuang)(zhuang)機(ji)容(rong)量(liang)(liang)(liang)(liang)的38.0%,同(tong)(tong)(tong)比(bi)(bi)提高1.2個百分點(dian)。在可再(zai)生(sheng)(sheng)能源(yuan)(yuan)裝(zhuang)(zhuang)(zhuang)機(ji)中,水電(dian)裝(zhuang)(zhuang)(zhuang)機(ji)容(rong)量(liang)(liang)(liang)(liang)241萬(wan)(wan)千(qian)(qian)瓦(wa)(wa)(含(han)抽水蓄能120萬(wan)(wan)千(qian)(qian)瓦(wa)(wa)),同(tong)(tong)(tong)比(bi)(bi)持平;風電(dian)裝(zhuang)(zhuang)(zhuang)機(ji)容(rong)量(liang)(liang)(liang)(liang)4568萬(wan)(wan)千(qian)(qian)瓦(wa)(wa),同(tong)(tong)(tong)比(bi)(bi)增(zeng)長(chang)14.3%;太陽能發(fa)電(dian)裝(zhuang)(zhuang)(zhuang)機(ji)容(rong)量(liang)(liang)(liang)(liang)1568萬(wan)(wan)千(qian)(qian)瓦(wa)(wa),同(tong)(tong)(tong)比(bi)(bi)增(zeng)長(chang)11.0%;生(sheng)(sheng)物(wu)質發(fa)電(dian)裝(zhuang)(zhuang)(zhuang)機(ji)容(rong)量(liang)(liang)(liang)(liang)46萬(wan)(wan)千(qian)(qian)瓦(wa)(wa),同(tong)(tong)(tong)比(bi)(bi)增(zeng)長(chang)21.1%。

2022年,內蒙古自治區各類電(dian)源(yuan)全口徑總發(fa)電(dian)量6479億(yi)千(qian)瓦(wa)(wa)(wa)時(shi),同比增(zeng)長(chang)7.8%。可再生能(neng)源(yuan)發(fa)電(dian)量1378億(yi)千(qian)瓦(wa)(wa)(wa)時(shi),占比21.3%,同比增(zeng)長(chang)9.9%。其(qi)中(zhong),水電(dian)發(fa)電(dian)量43億(yi)千(qian)瓦(wa)(wa)(wa)時(shi),同比降低(di)30.6%;風電(dian)發(fa)電(dian)量1077億(yi)千(qian)瓦(wa)(wa)(wa)時(shi),同比增(zeng)長(chang)11.4%;太陽能(neng)發(fa)電(dian)量245億(yi)千(qian)瓦(wa)(wa)(wa)時(shi),同比增(zeng)長(chang)15.6%;生物質發(fa)電(dian)量14億(yi)千(qian)瓦(wa)(wa)(wa)時(shi),同比增(zeng)長(chang)16.7%。
新能源呈(cheng)現(xian)多元(yuan)化發展趨勢(shi)
內蒙古自治(zhi)區立足自身資源(yuan)優勢,多(duo)措(cuo)并(bing)舉(ju)加快推動全(quan)區綠色低碳發(fa)(fa)展。在沙漠、戈壁、荒漠地(di)區規劃建(jian)(jian)設大型風電(dian)光(guang)伏基地(di),建(jian)(jian)立保(bao)障性并(bing)網(wang)、市場化并(bing)網(wang)等多(duo)元保(bao)障機制,穩(wen)步推動分散式風電(dian)與分布(bu)式光(guang)伏發(fa)(fa)電(dian)的(de)開發(fa)(fa)利用(yong),實(shi)施工業園區可(ke)再生能(neng)(neng)源(yuan)替代行(xing)動,同步推進(jin)燃煤電(dian)廠火電(dian)靈(ling)活性改造。全(quan)力推進(jin)風電(dian)、光(guang)伏等新(xin)能(neng)(neng)源(yuan)大規模(mo)高比例開發(fa)(fa)利用(yong),在全(quan)國率先建(jian)(jian)成以新(xin)能(neng)(neng)源(yuan)為主體(ti)的(de)能(neng)(neng)源(yuan)供給體(ti)系(xi)、率先構建(jian)(jian)以新(xin)能(neng)(neng)源(yuan)為主體(ti)的(de)新(xin)型電(dian)力系(xi)統,到2025年(nian)新(xin)能(neng)(neng)源(yuan)裝機規模(mo)超過(guo)(guo)火電(dian)裝機規模(mo)、2030年(nian)新(xin)能(neng)(neng)源(yuan)發(fa)(fa)電(dian)總量超過(guo)(guo)火電(dian)發(fa)(fa)電(dian)總量。
推(tui)進新能源項目“標準地”建設
為推動新(xin)能(neng)(neng)(neng)(neng)源(yuan)項目(mu)降本增(zeng)效,內蒙古自治區創(chuang)新(xin)新(xin)能(neng)(neng)(neng)(neng)源(yuan)開發模式,深化(hua)新(xin)能(neng)(neng)(neng)(neng)源(yuan)領域“放管服(fu)”改革(ge),推進新(xin)能(neng)(neng)(neng)(neng)源(yuan)項目(mu)“標(biao)準(zhun)地(di)”建設,引導(dao)新(xin)能(neng)(neng)(neng)(neng)源(yuan)產業健康有(you)序(xu)發展,發揮(hui)新(xin)能(neng)(neng)(neng)(neng)源(yuan)生(sheng)態環境保護效益,包括土(tu)體供(gong)應(ying)標(biao)準(zhun)化(hua)、新(xin)能(neng)(neng)(neng)(neng)源(yuan)建設標(biao)準(zhun)化(hua)、行政審批地(di)方代辦(ban)化(hua)、電(dian)網(wang)工程和配套儲能(neng)(neng)(neng)(neng)設施同步(bu)化(hua)。
優先支持市(shi)場化并(bing)網消納(na)項目(mu)
內(nei)蒙古自(zi)(zi)治(zhi)區加(jia)快優化(hua)調(diao)整能(neng)源(yuan)結構,提升可再生能(neng)源(yuan)開(kai)(kai)發水平和利用效率,廣泛拓展新(xin)(xin)能(neng)源(yuan)應用場景,優先(xian)支持全額自(zi)(zi)發自(zi)(zi)用和不占用電網調(diao)峰空間(jian)的市場化(hua)并(bing)網消納(na)項(xiang)(xiang)目(mu)。為多維度推進區內(nei)新(xin)(xin)能(neng)源(yuan)開(kai)(kai)發建設,拓展新(xin)(xin)能(neng)源(yuan)消納(na)空間(jian),內(nei)蒙古自(zi)(zi)治(zhi)區能(neng)源(yuan)局(ju)印發了工業園區綠色供電項(xiang)(xiang)目(mu)、全額自(zi)(zi)發自(zi)(zi)用新(xin)(xin)能(neng)源(yuan)項(xiang)(xiang)目(mu)、火電靈(ling)活性改造消納(na)新(xin)(xin)能(neng)源(yuan)項(xiang)(xiang)目(mu)、源(yuan)網荷(he)儲一(yi)體化(hua)項(xiang)(xiang)目(mu)等(deng)六類市場化(hua)并(bing)網消納(na)新(xin)(xin)能(neng)源(yuan)項(xiang)(xiang)目(mu)實(shi)施(shi)細則(ze),并(bing)組織了項(xiang)(xiang)目(mu)申報工作,2022年(nian)共(gong)批復各類項(xiang)(xiang)目(mu)107個、總規(gui)模(mo)2178萬千瓦。
1、風力發電方面
2022年(nian)(nian),內(nei)(nei)蒙(meng)古(gu)自治區風(feng)電(dian)(dian)新(xin)增(zeng)并網(wang)裝機(ji)(ji)容(rong)(rong)(rong)量(liang)為572萬千瓦(wa)(wa),較2021年(nian)(nian)新(xin)增(zeng)裝機(ji)(ji)比例提升(sheng)明顯。2022年(nian)(nian),內(nei)(nei)蒙(meng)古(gu)自治區風(feng)電(dian)(dian)累(lei)(lei)計(ji)并網(wang)裝機(ji)(ji)容(rong)(rong)(rong)量(liang)達4568萬千瓦(wa)(wa),同比增(zeng)長(chang)14.3%,約占全部(bu)電(dian)(dian)源(yuan)累(lei)(lei)計(ji)裝機(ji)(ji)容(rong)(rong)(rong)量(liang)的27.0%。分盟(meng)(市(shi)(shi)(shi))看,內(nei)(nei)蒙(meng)古(gu)自治區風(feng)電(dian)(dian)裝機(ji)(ji)主要集中在巴彥淖(nao)爾市(shi)(shi)(shi)、包頭市(shi)(shi)(shi)、赤(chi)峰市(shi)(shi)(shi)、通(tong)遼市(shi)(shi)(shi)、烏蘭察(cha)布市(shi)(shi)(shi)和錫林郭(guo)勒(le)盟(meng)6個盟(meng)(市(shi)(shi)(shi)),2022年(nian)(nian)底累(lei)(lei)計(ji)并網(wang)裝機(ji)(ji)容(rong)(rong)(rong)量(liang)均超(chao)過400萬千瓦(wa)(wa)。
2、太陽能發電方面
2022年,內(nei)蒙古自治(zhi)(zhi)區太(tai)(tai)陽(yang)能(neng)發(fa)(fa)電(dian)(dian)(dian)新增并(bing)(bing)網裝(zhuang)機(ji)容量(liang)為156萬(wan)千(qian)瓦。截至2022年底,內(nei)蒙古自治(zhi)(zhi)區太(tai)(tai)陽(yang)能(neng)發(fa)(fa)電(dian)(dian)(dian)累計(ji)(ji)并(bing)(bing)網裝(zhuang)機(ji)容量(liang)達到1558萬(wan)千(qian)瓦(不含10萬(wan)千(qian)瓦光熱項目),同比增長(chang)11.1%,太(tai)(tai)陽(yang)能(neng)發(fa)(fa)電(dian)(dian)(dian)累計(ji)(ji)并(bing)(bing)網裝(zhuang)機(ji)容量(liang)居(ju)全(quan)國第十二位,約占全(quan)部(bu)電(dian)(dian)(dian)源總裝(zhuang)機(ji)容量(liang)的9.2%。分盟(meng)(meng)(市(shi))看,內(nei)蒙古自治(zhi)(zhi)區太(tai)(tai)陽(yang)能(neng)發(fa)(fa)電(dian)(dian)(dian)裝(zhuang)機(ji)主要集中(zhong)在鄂爾(er)多斯市(shi)、包頭(tou)市(shi)、通遼市(shi)、烏蘭察布市(shi)、巴彥(yan)淖爾(er)市(shi)、錫林(lin)郭勒盟(meng)(meng)、呼和浩特市(shi)等7個盟(meng)(meng)(市(shi)),2022年底累計(ji)(ji)并(bing)(bing)網裝(zhuang)機(ji)容量(liang)均超(chao)過100萬(wan)千(qian)瓦。

3、常規水(shui)(shui)電(dian)及(ji)抽水(shui)(shui)蓄能(neng)方面
常(chang)規水電(dian)(dian)(dian)裝(zhuang)機(ji)容量(liang)不變,發(fa)(fa)電(dian)(dian)(dian)量(liang)較2021年(nian)降(jiang)低30.6%。已建(jian)投產抽水蓄(xu)能(neng)電(dian)(dian)(dian)站持續發(fa)(fa)揮作(zuo)用,在(zai)建(jian)項目工(gong)程(cheng)建(jian)設(she)穩步推進(jin),重(zhong)點實施項目前(qian)期(qi)工(gong)作(zuo)穩步開展。已建(jian)呼(hu)和浩特抽水蓄(xu)能(neng)電(dian)(dian)(dian)站(120萬(wan)千瓦)在(zai)電(dian)(dian)(dian)力系統(tong)調峰(feng)填谷、調頻調相、事故備用,助力新能(neng)源消納等方面發(fa)(fa)揮重(zhong)要(yao)作(zuo)用,2022年(nian)全(quan)年(nian)累計發(fa)(fa)電(dian)(dian)(dian)量(liang)發(fa)(fa)電(dian)(dian)(dian)電(dian)(dian)(dian)量(liang)13.172億kWh。芝瑞抽水蓄(xu)能(neng)電(dian)(dian)(dian)站、烏海抽水蓄(xu)能(neng)電(dian)(dian)(dian)站正在(zai)建(jian)設(she),美岱抽水蓄(xu)能(neng)電(dian)(dian)(dian)站、太(tai)陽溝抽水蓄(xu)能(neng)電(dian)(dian)(dian)站已完成預可(ke)研工(gong)作(zuo)。
4、生物質能方面
發展穩步(bu)推進,可開(kai)發潛力(li)大(da)。截(jie)至(zhi)2022年(nian)底,內(nei)蒙古自治區生物(wu)質發電(dian)累(lei)計并網(wang)裝機46萬(wan)千(qian)瓦,較2021年(nian)增長21.1%。農林(lin)生物(wu)質發電(dian)33.2萬(wan)千(qian)瓦,垃圾(ji)焚燒發電(dian)12.6萬(wan)千(qian)瓦,沼氣(qi)發電(dian)0.29萬(wan)千(qian)瓦,生物(wu)質能(neng)發電(dian)量折合成(cheng)標準煤約(yue)為21.9萬(wan)噸(dun)。
5、地熱能方面
內蒙古自(zi)治(zhi)區地(di)(di)(di)(di)熱(re)(re)(re)(re)資源(yuan)(yuan)豐(feng)富(fu),淺層(ceng)(ceng)地(di)(di)(di)(di)熱(re)(re)(re)(re)能、水(shui)熱(re)(re)(re)(re)型(xing)(xing)(xing)地(di)(di)(di)(di)熱(re)(re)(re)(re)均(jun)(jun)有發現。淺層(ceng)(ceng)地(di)(di)(di)(di)熱(re)(re)(re)(re)資源(yuan)(yuan)豐(feng)富(fu),分(fen)(fen)布(bu)廣(guang)泛,主(zhu)要(yao)分(fen)(fen)布(bu)在(zai)河套平(ping)(ping)原、西遼河平(ping)(ping)原、阿(a)拉(la)善(shan)高(gao)原、鄂爾(er)多(duo)斯高(gao)原和(he)內蒙古北部高(gao)原。自(zi)治(zhi)區水(shui)熱(re)(re)(re)(re)型(xing)(xing)(xing)地(di)(di)(di)(di)熱(re)(re)(re)(re)資源(yuan)(yuan)豐(feng)富(fu),分(fen)(fen)布(bu)相對集(ji)中。水(shui)熱(re)(re)(re)(re)型(xing)(xing)(xing)地(di)(di)(di)(di)熱(re)(re)(re)(re)包括(kuo)隆起山(shan)(shan)地(di)(di)(di)(di)對流型(xing)(xing)(xing)和(he)沉(chen)積(ji)盆(pen)地(di)(di)(di)(di)型(xing)(xing)(xing),隆起山(shan)(shan)地(di)(di)(di)(di)對流型(xing)(xing)(xing)地(di)(di)(di)(di)熱(re)(re)(re)(re)田(tian)(tian)主(zhu)要(yao)分(fen)(fen)布(bu)于(yu)大(da)興安嶺西南邊緣以及陰(yin)山(shan)(shan)東段、大(da)興安嶺山(shan)(shan)地(di)(di)(di)(di)西部;沉(chen)積(ji)盆(pen)地(di)(di)(di)(di)型(xing)(xing)(xing)地(di)(di)(di)(di)熱(re)(re)(re)(re)田(tian)(tian)主(zhu)要(yao)分(fen)(fen)布(bu)于(yu)由呼包平(ping)(ping)原、臨(lin)河盆(pen)地(di)(di)(di)(di)、鄂爾(er)多(duo)斯盆(pen)地(di)(di)(di)(di)、烏(wu)海盆(pen)地(di)(di)(di)(di)組成的(de)環鄂爾(er)多(duo)斯盆(pen)地(di)(di)(di)(di)群,盆(pen)地(di)(di)(di)(di)規模大(da),熱(re)(re)(re)(re)儲層(ceng)(ceng)分(fen)(fen)布(bu)穩(wen)定,是自(zi)治(zhi)區地(di)(di)(di)(di)熱(re)(re)(re)(re)資源(yuan)(yuan)富(fu)集(ji)區,其規模均(jun)(jun)為中等至特(te)大(da)型(xing)(xing)(xing)地(di)(di)(di)(di)熱(re)(re)(re)(re)田(tian)(tian)。
6、新型儲能方面
內蒙古新(xin)型(xing)儲(chu)能(neng)(neng)(neng)(neng)尚(shang)處于起步階段,截至2022年底新(xin)型(xing)儲(chu)能(neng)(neng)(neng)(neng)發展總規(gui)模58萬千(qian)瓦(wa),絕大部分(fen)為新(xin)能(neng)(neng)(neng)(neng)源項目配建磷(lin)酸鐵鋰電池儲(chu)能(neng)(neng)(neng)(neng),產業布局(ju)在(zai)呼和浩特市(shi)、鄂爾多斯市(shi)、烏(wu)海市(shi)。推廣“新(xin)能(neng)(neng)(neng)(neng)源+儲(chu)能(neng)(neng)(neng)(neng)”建設模式,新(xin)建新(xin)能(neng)(neng)(neng)(neng)源電站按照不低(di)于裝(zhuang)機容量的15%(2h)配置(zhi)儲(chu)能(neng)(neng)(neng)(neng),在(zai)電網(wang)末端(duan)、工業園(yuan)區、供電中樞、能(neng)(neng)(neng)(neng)源基地等推進(jin)儲(chu)能(neng)(neng)(neng)(neng)規(gui)模化應用,提升(sheng)系統運行(xing)靈活性。扶持(chi)培育儲(chu)能(neng)(neng)(neng)(neng)產業集群,形成技(ji)術先進(jin)、競爭(zheng)力(li)強、規(gui)模體量大的儲(chu)能(neng)(neng)(neng)(neng)裝(zhuang)備制造產業集群。

為加快推(tui)動內(nei)蒙(meng)(meng)古(gu)自(zi)治區(qu)氫(qing)(qing)(qing)(qing)能(neng)(neng)產業(ye)高(gao)質量發(fa)(fa)展,加快適應氫(qing)(qing)(qing)(qing)能(neng)(neng)產業(ye)技術創新不斷迭(die)代升(sheng)級的發(fa)(fa)展大(da)勢,內(nei)蒙(meng)(meng)古(gu)自(zi)治區(qu)已(yi)(yi)印發(fa)(fa)《內(nei)蒙(meng)(meng)古(gu)自(zi)治區(qu)“十四五”氫(qing)(qing)(qing)(qing)能(neng)(neng)發(fa)(fa)展規(gui)劃》《內(nei)蒙(meng)(meng)古(gu)自(zi)治區(qu)人民政府(fu)辦公廳關于促進氫(qing)(qing)(qing)(qing)能(neng)(neng)產業(ye)高(gao)質量發(fa)(fa)展的意見》等氫(qing)(qing)(qing)(qing)能(neng)(neng)產業(ye)發(fa)(fa)展的指導性文件。依(yi)托氫(qing)(qing)(qing)(qing)能(neng)(neng)產業(ye)發(fa)(fa)展已(yi)(yi)有基礎(chu),重點打造“一(yi)(yi)區(qu)、六基地、一(yi)(yi)走廊(lang)”的氫(qing)(qing)(qing)(qing)能(neng)(neng)產業(ye)布局,確保(bao)氫(qing)(qing)(qing)(qing)能(neng)(neng)產業(ye)可持續發(fa)(fa)展,打造全國綠氫(qing)(qing)(qing)(qing)生產基地。2022年內(nei)蒙(meng)(meng)古(gu)自(zi)治區(qu)共(gong)批復9個風光(guang)制(zhi)氫(qing)(qing)(qing)(qing)一(yi)(yi)體(ti)化(hua)項(xiang)目,電解水制(zhi)氫(qing)(qing)(qing)(qing)規(gui)模17.3萬噸/年。
