7月(yue)11日(ri),我國首份沙(sha)漠(mo)(mo)(mo)、戈壁(bi)、荒漠(mo)(mo)(mo)大(da)型風(feng)光電基(ji)地(di)外送關(guan)(guan)鍵技術報告在京發布。這(zhe)一(yi)(yi)報告對當前(qian)影響和(he)制約沙(sha)漠(mo)(mo)(mo)、戈壁(bi)、荒漠(mo)(mo)(mo)地(di)區大(da)規模風(feng)光基(ji)地(di)開發和(he)外送的難題進行了(le)(le)全(quan)面分析,針對其關(guan)(guan)鍵設備研發,新型電源(yuan)和(he)新型儲能等(deng)領域(yu)提(ti)出了(le)(le)一(yi)(yi)攬子的解決方案。
同(tong)期,“支撐沙(sha)戈荒大型風光電基(ji)地(di)外送的先進源網技術專(zhuan)題研討會”舉(ju)辦。
會上,業內專家學者(zhe)圍(wei)繞(rao)技術(shu)攻關需求和產業發展需要進行深(shen)入研討(tao)。
國網經濟(ji)技(ji)術研究(jiu)院有(you)限(xian)公(gong)司副總經理李暉認為,沙戈荒大型(xing)風光基地開發外(wai)送意義重(zhong)大,是保障(zhang)國家能(neng)源(yuan)安全、構建新型(xing)能(neng)源(yuan)體系的(de)重(zhong)要(yao)舉措,對(dui)(dui)電力系統提出了新要(yao)求(qiu)(qiu)(qiu):對(dui)(dui)電源(yuan)靈(ling)活互(hu)濟(ji)技(ji)術要(yao)求(qiu)(qiu)(qiu)高(gao),對(dui)(dui)送受端網架(jia)形態要(yao)求(qiu)(qiu)(qiu)高(gao),對(dui)(dui)組網設(she)備(bei)和(he)調控(kong)模(mo)式要(yao)求(qiu)(qiu)(qiu)高(gao),對(dui)(dui)廊(lang)道方案(an)、電源(yuan)及外(wai)送設(she)施設(she)計要(yao)求(qiu)(qiu)(qiu)高(gao),對(dui)(dui)源(yuan)網各(ge)主體成本(ben)疏導(dao)機(ji)制提出新需求(qiu)(qiu)(qiu)。
中國能源(yuan)(yuan)建(jian)設股份有(you)限(xian)公司電(dian)(dian)(dian)力(li)規劃(hua)(hua)設計(ji)總院(yuan)(yuan)電(dian)(dian)(dian)力(li)發展(zhan)(zhan)研究院(yuan)(yuan)副院(yuan)(yuan)長劉強表示(shi),在優(you)化(hua)(hua)(hua)配置(zhi)沙戈荒基(ji)地(di)(di)電(dian)(dian)(dian)源(yuan)(yuan)方面(mian),需要(yao)堅持(chi)系統觀念、統籌協調、清潔(jie)低(di)碳(tan)、經濟(ji)合(he)理的原則;要(yao)以清潔(jie)、高(gao)效、經濟(ji)、安(an)全、可(ke)靠為目標優(you)化(hua)(hua)(hua)基(ji)地(di)(di)外送(song)電(dian)(dian)(dian)源(yuan)(yuan)規模(mo)配置(zhi);要(yao)“三(san)(san)位一體”開發布(bu)局基(ji)地(di)(di)電(dian)(dian)(dian)源(yuan)(yuan),堅持(chi)風光電(dian)(dian)(dian)基(ji)地(di)(di)、調節配套(tao)常規支(zhi)撐電(dian)(dian)(dian)源(yuan)(yuan)與通道起點一體化(hua)(hua)(hua)布(bu)置(zhi)于(yu)合(he)理半徑范圍;要(yao)堅持(chi)源(yuan)(yuan)網協調,同(tong)(tong)步規劃(hua)(hua)、同(tong)(tong)步建(jian)設、同(tong)(tong)步投(tou)產“三(san)(san)同(tong)(tong)步”,安(an)排基(ji)地(di)(di)電(dian)(dian)(dian)源(yuan)(yuan)投(tou)產時序;要(yao)創新應用輸電(dian)(dian)(dian)技術,優(you)化(hua)(hua)(hua)基(ji)地(di)(di)電(dian)(dian)(dian)源(yuan)(yuan)送(song)電(dian)(dian)(dian)方式(shi),開展(zhan)(zhan)遠距離、大容(rong)量柔性直流輸電(dian)(dian)(dian)、多端柔性直流輸電(dian)(dian)(dian)等新技術的試點示(shi)范。
哈爾(er)濱電氣集團有限公(gong)司工(gong)程(cheng)研(yan)究(jiu)(jiu)中心低碳(tan)能源研(yan)究(jiu)(jiu)所副經(jing)理劉鑫提(ti)出兩個新型先進煤電深(shen)(shen)度調(diao)峰(feng)(feng)技術(shu),15%~100%深(shen)(shen)度調(diao)峰(feng)(feng)技術(shu)和0~100%全負(fu)荷(he)調(diao)峰(feng)(feng)技術(shu)。其(qi)中,15%~100%低負(fu)荷(he)深(shen)(shen)度調(diao)峰(feng)(feng)技術(shu)已研(yan)發(fa)完成并通(tong)過驗收(shou),具(ju)備工(gong)程(cheng)化應用能力(li),可有效提(ti)高鍋爐及輔機運行靈活性。0~100%全負(fu)荷(he)調(diao)峰(feng)(feng)技術(shu)可以通(tong)過壓縮空氣儲能與火電耦合調(diao)峰(feng)(feng)、熔鹽儲能與火電耦合調(diao)峰(feng)(feng)、抽水蓄能與火電機組耦合調(diao)峰(feng)(feng)三(san)種路線實現。
清華(hua)大學電(dian)機系教授(shou)夏清認(ren)為,應對挑(tiao)戰需(xu)要(yao)提高(gao)電(dian)力系統的(de)(de)靈(ling)活性調節能(neng)力,一方(fang)面,電(dian)力網絡提供(gong)(gong)空間尺度(du)的(de)(de)靈(ling)活性,即通過(guo)電(dian)力互聯實(shi)現(xian)靈(ling)活性資(zi)源的(de)(de)空間互濟;另一方(fang)面,多類型靈(ling)活性資(zi)源提供(gong)(gong)不同時間尺度(du)的(de)(de)靈(ling)活性。在這其(qi)中,電(dian)網能(neng)夠(gou)實(shi)現(xian)對荷(he)端靈(ling)活性資(zi)源的(de)(de)聚合,以及新能(neng)源發電(dian)與荷(he)端靈(ling)活性資(zi)源的(de)(de)互動。
針對零碳(tan)沙戈荒基地就地靈(ling)活(huo)性(xing)資(zi)源的規劃,他認為,可利(li)用(yong)光熱、電化學(xue)儲能等靈(ling)活(huo)性(xing)資(zi)源消(xiao)除沙戈荒基地出力時(shi)間不平衡,實(shi)現長期穩定的能量外送(song),提(ti)(ti)升外送(song)線(xian)路(lu)利(li)用(yong)率;同時(shi)急需(xu)激勵相容(rong)的輸電價格(ge)機制(zhi),提(ti)(ti)升受端(duan)市場競(jing)爭力。
