一、總體要求


(一)指導思想


以習近(jin)平新(xin)(xin)時代中(zhong)國(guo)特色社會主(zhu)義思(si)想為指導(dao),全面貫(guan)徹(che)(che)黨(dang)的二十大精(jing)神,深入貫(guan)徹(che)(che)習近(jin)平生態文(wen)明思(si)想,立足新(xin)(xin)發(fa)展(zhan)(zhan)階段,貫(guan)徹(che)(che)新(xin)(xin)發(fa)展(zhan)(zhan)理(li)念,構(gou)建(jian)新(xin)(xin)發(fa)展(zhan)(zhan)格局,以碳(tan)達峰碳(tan)中(zhong)和(he)為主(zhu)線,以綠(lv)(lv)色低(di)碳(tan)發(fa)展(zhan)(zhan)為目標,重點(dian)推(tui)進公(gong)共(gong)機構(gou)能(neng)源利用、建(jian)筑發(fa)展(zhan)(zhan)、產品應用等(deng)綠(lv)(lv)色轉型,協同(tong)推(tui)進節(jie)能(neng)低(di)碳(tan)和(he)示范引(yin)領(ling),扎實(shi)推(tui)進全市公(gong)共(gong)機構(gou)節(jie)約能(neng)源資源綠(lv)(lv)色低(di)碳(tan)發(fa)展(zhan)(zhan)。


(二)工作原則


——總體部(bu)署、穩(wen)步推進(jin)。強(qiang)化(hua)公共機(ji)(ji)構(gou)(gou)碳達峰(feng)工作總體部(bu)署,各公共機(ji)(ji)構(gou)(gou)按(an)照總體部(bu)署要求,堅持節能降碳和示范引領協同推進(jin),制定更加合理(li)的政策和目標,采取(qu)更有針(zhen)對性的措施,穩(wen)妥有序、循序漸進(jin),推進(jin)公共機(ji)(ji)構(gou)(gou)綠(lv)色低碳引領行動。


——綠(lv)色(se)轉型、創新驅動。完整(zheng)、準確、全面(mian)貫徹(che)新發展(zhan)理念,強化綠(lv)色(se)低(di)碳技(ji)(ji)術(shu)產品推廣應用。注重管理創新、技(ji)(ji)術(shu)創新、模(mo)式創新,提升節能降(jiang)碳和示范效果。


——政(zheng)府(fu)引導(dao)、市(shi)場(chang)發力。優化(hua)(hua)政(zheng)策制(zhi)度(du)設(she)計,提升綠色(se)低碳管理效能。充分發揮市(shi)場(chang)機制(zhi)作用(yong),鼓勵引入社會資本(ben),推(tui)行合同(tong)能源管理等(deng)市(shi)場(chang)化(hua)(hua)模(mo)式,逐步(bu)解(jie)決市(shi)場(chang)化(hua)(hua)機制(zhi)運用(yong)障礙,進一步(bu)發揮市(shi)場(chang)對(dui)節能降碳的推(tui)動(dong)作用(yong)。


——突出重點(dian)、體(ti)現特(te)色。抓(zhua)好(hao)重點(dian)領域、重點(dian)行業、重點(dian)單位試(shi)點(dian)示范(fan),發揮示范(fan)引領作用。以開展公(gong)共機構低碳(tan)積(ji)分(fen)制(zhi)(綠寶(bao)碳(tan)匯)工作為抓(zhua)手,推(tui)進公(gong)共機構帶頭開展節(jie)能降碳(tan)行動,形(xing)成可(ke)復制(zhi)、可(ke)推(tui)廣(guang)的碳(tan)普惠制(zhi)經驗(yan)和模(mo)式(shi)。


(三)主要目標


對標碳(tan)(tan)達(da)(da)(da)峰目標和(he)碳(tan)(tan)中和(he)愿(yuan)景,實(shi)現綠(lv)色(se)低(di)(di)碳(tan)(tan)引領行動推(tui)進有(you)力,干部職工(gong)生(sheng)(sheng)活方(fang)式綠(lv)色(se)低(di)(di)碳(tan)(tan)轉型成效(xiao)顯著,在全社會綠(lv)色(se)低(di)(di)碳(tan)(tan)生(sheng)(sheng)產生(sheng)(sheng)活方(fang)式轉型中切實(shi)發揮示(shi)范引領作用(yong),開(kai)創(chuang)公共(gong)機(ji)構節約能源資源綠(lv)色(se)低(di)(di)碳(tan)(tan)發展新局面。到(dao)2025年(nian)(nian),公共(gong)機(ji)構用(yong)能結構持(chi)續優化(hua)(hua),用(yong)能效(xiao)率持(chi)續提升,能源消費總(zong)量控(kong)制在4177噸標準煤以(yi)內(nei),二氧化(hua)(hua)碳(tan)(tan)排放(以(yi)下(xia)簡稱碳(tan)(tan)排放)總(zong)量控(kong)制在1.87萬噸以(yi)內(nei),在2020年(nian)(nian)的(de)基礎(chu)上單(dan)位(wei)建筑面積能耗下(xia)降4%、碳(tan)(tan)排放下(xia)降7%,力爭有(you)條件的(de)公共(gong)機(ji)構2025年(nian)(nian)前(qian)實(shi)現公共(gong)機(ji)構碳(tan)(tan)達(da)(da)(da)峰,其他地(di)區和(he)部門在2030年(nian)(nian)前(qian)盡早達(da)(da)(da)峰。


二、加快(kuai)能源(yuan)利用綠(lv)色低(di)碳(tan)轉型(xing)


(一)著力推(tui)(tui)進(jin)終端用(yong)能(neng)(neng)電氣化(hua)(hua)。控制化(hua)(hua)石能(neng)(neng)源(yuan)消費,推(tui)(tui)動公(gong)共(gong)機構終端用(yong)能(neng)(neng)電能(neng)(neng)替(ti)代(dai),提高辦公(gong)、生活用(yong)能(neng)(neng)清潔化(hua)(hua)水(shui)平。推(tui)(tui)進(jin)醫(yi)院實施(shi)消毒供應、洗衣等蒸(zheng)汽系(xi)統(tong)的(de)電氣化(hua)(hua)改造,以就近分散電蒸(zheng)汽發生器(qi)替(ti)代(dai)集中燃煤蒸(zheng)汽鍋(guo)爐。逐步推(tui)(tui)進(jin)電力空調機組制冷系(xi)統(tong),減少直接(jie)碳排放。鼓勵(li)逐步以高效電磁灶(zao)具(ju)替(ti)代(dai)燃氣、液化(hua)(hua)石油(you)氣灶(zao)具(ju),推(tui)(tui)動有條件的(de)機關單位、學校、醫(yi)院等公(gong)共(gong)機構食堂率先建(jian)設全電廚房。


(二(er))大力(li)(li)推(tui)廣(guang)可再生能(neng)源項目(mu)。充分發揮江西(xi)省光(guang)(guang)伏(fu)(fu)產業的(de)技術優勢和(he)地下水資源優勢,加大太陽能(neng)、淺(qian)層(ceng)地熱能(neng)等可再生能(neng)源和(he)熱泵、高效儲(chu)能(neng)技術的(de)推(tui)廣(guang)和(he)運用力(li)(li)度,推(tui)進可再生能(neng)源項目(mu)建(jian)設(she)(she)。鼓(gu)勵有(you)條件的(de)公共(gong)(gong)機構利用建(jian)筑(zhu)(zhu)屋(wu)頂、立面(mian)、車棚頂面(mian)等安裝光(guang)(guang)伏(fu)(fu)發電(dian)(dian)設(she)(she)施(shi),推(tui)動建(jian)設(she)(she)連接光(guang)(guang)伏(fu)(fu)發電(dian)(dian)、儲(chu)能(neng)設(she)(she)備和(he)充放電(dian)(dian)設(she)(she)施(shi)的(de)微網系統,實現電(dian)(dian)力(li)(li)高效消納利用。推(tui)廣(guang)光(guang)(guang)伏(fu)(fu)發電(dian)(dian)與建(jian)筑(zhu)(zhu)一體化(hua)應用。推(tui)進新建(jian)建(jian)筑(zhu)(zhu)安裝太陽能(neng)光(guang)(guang)伏(fu)(fu)項目(mu),到(dao)2025年(nian)公共(gong)(gong)機構新建(jian)建(jian)筑(zhu)(zhu)可安裝光(guang)(guang)伏(fu)(fu)屋(wu)頂面(mian)積力(li)(li)爭實現覆(fu)蓋率(lv)達到(dao)50%。


(三)持續(xu)推廣新能(neng)源(yuan)汽(qi)車(che)。加(jia)快淘汰報廢(fei)老舊柴油公務(wu)用(yong)(yong)車(che),加(jia)大新能(neng)源(yuan)汽(qi)車(che)配(pei)(pei)備使用(yong)(yong)力度,因(yin)地制宜(yi)持續(xu)提(ti)升新增及更新公務(wu)用(yong)(yong)車(che)新能(neng)源(yuan)汽(qi)車(che)配(pei)(pei)備比例,原則(ze)上不低于(yu)(yu)30%;新增及更新用(yong)(yong)于(yu)(yu)機要通信和(he)相(xiang)對固定路線的執法執勤(qin)(qin)、通勤(qin)(qin)等車(che)輛時,原則(ze)上配(pei)(pei)備新能(neng)源(yuan)汽(qi)車(che)。提(ti)升公共機構新能(neng)源(yuan)汽(qi)車(che)充(chong)電(dian)保(bao)障(zhang),內部(bu)停(ting)車(che)場(chang)要配(pei)(pei)建(jian)與(yu)使用(yong)(yong)規模相(xiang)適應、運行需求(qiu)相(xiang)匹配(pei)(pei)的充(chong)(換)電(dian)設(she)(she)施設(she)(she)備或(huo)預留建(jian)設(she)(she)安裝條件(jian),到2025年(nian),地面停(ting)車(che)場(chang)配(pei)(pei)建(jian)比例不低于(yu)(yu)15%。鼓勵單(dan)位職(zhi)工購買使用(yong)(yong)新能(neng)源(yuan)汽(qi)車(che),發(fa)揮示范引領作用(yong)(yong),鼓勵內部(bu)充(chong)(換)電(dian)設(she)(she)施設(she)(she)備向社(she)會公眾(zhong)開放。


三、提升(sheng)建(jian)筑綠色低碳運行水平


(一)提高新建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)能(neng)(neng)(neng)效(xiao)水平。新建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)應(ying)進行(xing)(xing)碳排放計算分析(xi),制定并采取措施降低單位(wei)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)面(mian)積(ji)碳排放量。積(ji)極(ji)推(tui)進公共建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)裝配式(shi)(shi)技術運用(yong)(yong)(yong),在地(di)上(shang)總建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)面(mian)積(ji)大(da)(da)于5000平方米的(de)(de)非獨棟政府(fu)機(ji)關(guan)辦(ban)(ban)公樓(lou)、學校(xiao)和(he)醫院(yuan)大(da)(da)力(li)推(tui)進裝配式(shi)(shi)鋼(gang)結(jie)(jie)構(gou)(gou)(gou)、鋼(gang)混凝土組(zu)合結(jie)(jie)構(gou)(gou)(gou)等(deng)新型結(jie)(jie)構(gou)(gou)(gou)體系(xi)(xi)。加(jia)快推(tui)動鋼(gang)結(jie)(jie)構(gou)(gou)(gou)公共建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)發展,逐步提高鋼(gang)結(jie)(jie)構(gou)(gou)(gou)應(ying)用(yong)(yong)(yong)比(bi)(bi)例。大(da)(da)力(li)推(tui)廣(guang)安裝與建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)一體化的(de)(de)分布(bu)式(shi)(shi)光伏發電系(xi)(xi)統,新建(jian)(jian)(jian)(jian)公共建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)需采用(yong)(yong)(yong)太(tai)陽能(neng)(neng)(neng)光伏、太(tai)陽能(neng)(neng)(neng)光熱(re)、淺層地(di)熱(re)能(neng)(neng)(neng)等(deng)一種或多(duo)種可(ke)再生(sheng)能(neng)(neng)(neng)源,加(jia)大(da)(da)可(ke)再生(sheng)能(neng)(neng)(neng)源貢獻(xian)。新建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)應(ying)對標(biao)《宜(yi)春市人民政府(fu)辦(ban)(ban)公室關(guan)于印(yin)發宜(yi)春市建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)節(jie)能(neng)(neng)(neng)和(he)綠(lv)色(se)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)管理(li)辦(ban)(ban)法(修訂)的(de)(de)通知》(宜(yi)府(fu)辦(ban)(ban)發〔2022〕25號)、《綠(lv)色(se)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)評價標(biao)準(zhun)》(GB/T50378),強化“空(kong)間(jian)節(jie)能(neng)(neng)(neng)優先、綠(lv)色(se)設(she)計兼顧”原則,優化設(she)計空(kong)間(jian)平面(mian)布(bu)局、朝向和(he)窗墻比(bi)(bi)。政府(fu)投資(zi)為主的(de)(de)國(guo)家機(ji)關(guan)、學校(xiao)、醫院(yuan)等(deng)公共建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu),應(ying)按照(zhao)二星級及以上(shang)綠(lv)色(se)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)標(biao)準(zhun)建(jian)(jian)(jian)(jian)設(she)。按照(zhao)《公共建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)節(jie)能(neng)(neng)(neng)設(she)計標(biao)準(zhun)》(GB50189)、《夏熱(re)冬(dong)冷地(di)區(qu)居住建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)節(jie)能(neng)(neng)(neng)設(she)計標(biao)準(zhun)》(JGJ 134)技術要求,優先利(li)用(yong)(yong)(yong)自然(ran)通風和(he)天然(ran)采光,合理(li)進行(xing)(xing)空(kong)調(diao)(diao)設(she)備選型、嚴格控(kong)制空(kong)調(diao)(diao)制冷供暖的(de)(de)規模(mo)、區(qu)域(yu)和(he)時(shi)間(jian),保(bao)證主要功能(neng)(neng)(neng)房間(jian)的(de)(de)照(zhao)明(ming)功率密度值不高于國(guo)家標(biao)準(zhun)規定的(de)(de)目標(biao)值且采光區(qu)域(yu)人工(gong)照(zhao)明(ming)可(ke)隨(sui)天然(ran)光照(zhao)度變化自動調(diao)(diao)節(jie)。推(tui)動公共機(ji)構(gou)(gou)(gou)建(jian)(jian)(jian)(jian)成超低能(neng)(neng)(neng)耗建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)和(he)近零(ling)能(neng)(neng)(neng)耗建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)(zhu)。


(二)加大既(ji)有(you)建(jian)(jian)筑(zhu)(zhu)綠(lv)色(se)節能(neng)(neng)(neng)(neng)(neng)改(gai)造(zao)(zao)力度(du)。要(yao)求公共機構(gou)既(ji)有(you)建(jian)(jian)筑(zhu)(zhu)對(dui)照《綠(lv)色(se)建(jian)(jian)筑(zhu)(zhu)評(ping)價(jia)標準》(GB/T50378),重點聚焦運行(xing)階段管理(li),持續開展既(ji)有(you)建(jian)(jian)筑(zhu)(zhu)圍護結(jie)構(gou)、制(zhi)(zhi)(zhi)冷系(xi)(xi)(xi)統(tong)(tong)、照明設備(bei)等(deng)(deng)(deng)綜合(he)型用(yong)能(neng)(neng)(neng)(neng)(neng)系(xi)(xi)(xi)統(tong)(tong)和設施設備(bei)節能(neng)(neng)(neng)(neng)(neng)改(gai)造(zao)(zao)。以提(ti)高圍護結(jie)構(gou)熱(re)工性能(neng)(neng)(neng)(neng)(neng)、降(jiang)低外窗傳熱(re)系(xi)(xi)(xi)數為路徑,對(dui)建(jian)(jian)筑(zhu)(zhu)屋(wu)面、屋(wu)頂、外墻和外窗等(deng)(deng)(deng)進(jin)行(xing)保溫隔熱(re)改(gai)造(zao)(zao),提(ti)升能(neng)(neng)(neng)(neng)(neng)源使用(yong)效率(lv)。推進(jin)綠(lv)色(se)高效制(zhi)(zhi)(zhi)冷行(xing)動(dong),重點推進(jin)空(kong)(kong)調系(xi)(xi)(xi)統(tong)(tong)節能(neng)(neng)(neng)(neng)(neng)改(gai)造(zao)(zao),機組制(zhi)(zhi)(zhi)冷性能(neng)(neng)(neng)(neng)(neng)系(xi)(xi)(xi)數或能(neng)(neng)(neng)(neng)(neng)效比應滿足國家標準要(yao)求。充分(fen)運用(yong)分(fen)區(qu)管理(li)、智(zhi)能(neng)(neng)(neng)(neng)(neng)控制(zhi)(zhi)(zhi)、多能(neng)(neng)(neng)(neng)(neng)互補等(deng)(deng)(deng)技術實現空(kong)(kong)調系(xi)(xi)(xi)統(tong)(tong)智(zhi)能(neng)(neng)(neng)(neng)(neng)管控和運行(xing)優化,有(you)效降(jiang)低空(kong)(kong)調末端系(xi)(xi)(xi)統(tong)(tong)及輸配系(xi)(xi)(xi)統(tong)(tong)能(neng)(neng)(neng)(neng)(neng)耗。照明產品(pin)、三相配電(dian)變(bian)壓器、水(shui)(shui)泵、風機等(deng)(deng)(deng)設備(bei)應滿足國家現行(xing)有(you)關標準節能(neng)(neng)(neng)(neng)(neng)評(ping)價(jia)值要(yao)求。使用(yong)較高用(yong)水(shui)(shui)效率(lv)等(deng)(deng)(deng)級的衛生(sheng)器具(ju),因地(di)制(zhi)(zhi)(zhi)宜采用(yong)雨水(shui)(shui)收集、一(yi)水(shui)(shui)多用(yong)等(deng)(deng)(deng)節水(shui)(shui)措施。


(三)提高建筑(zhu)用能(neng)(neng)(neng)(neng)管理(li)智能(neng)(neng)(neng)(neng)化(hua)(hua)水平。規范公(gong)共(gong)機構(gou)(gou)能(neng)(neng)(neng)(neng)源資(zi)源計量器(qi)具配備(bei),實現(xian)分戶、分區、分項計量。大(da)力推動公(gong)共(gong)機構(gou)(gou)建筑(zhu)能(neng)(neng)(neng)(neng)耗監(jian)測平臺建設(she),按(an)導則標準建設(she)能(neng)(neng)(neng)(neng)耗監(jian)測平臺,并與(yu)省級平臺實現(xian)數據對接,構(gou)(gou)建精(jing)細(xi)化(hua)(hua)、智慧化(hua)(hua)節(jie)能(neng)(neng)(neng)(neng)管理(li)模式。推動有條(tiao)件的公(gong)共(gong)機構(gou)(gou)建設(she)集系統安(an)防、能(neng)(neng)(neng)(neng)耗監(jian)測和設(she)備(bei)管控(kong)為一體的智慧化(hua)(hua)管理(li)平臺。


(四)推動數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)中(zhong)(zhong)心(xin)(xin)(xin)綠(lv)色化升級。組織(zhi)開展公(gong)共(gong)機(ji)構數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)中(zhong)(zhong)心(xin)(xin)(xin)摸(mo)底,騰退“小散”數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)中(zhong)(zhong)心(xin)(xin)(xin),運用(yong)虛擬主機(ji)和(he)云服(fu)(fu)務(wu)器替代數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)負荷不(bu)高的數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)中(zhong)(zhong)心(xin)(xin)(xin)。以(yi)降(jiang)低(di)制(zhi)冷(leng)(leng)(leng)(leng)能(neng)耗作(zuo)(zuo)為數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)中(zhong)(zhong)心(xin)(xin)(xin)綠(lv)色化改(gai)造(zao)核心(xin)(xin)(xin)目標,采取不(bu)同冷(leng)(leng)(leng)(leng)卻(que)技術方(fang)(fang)(fang)案(an)。對(dui)于(yu)新(xin)建數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)中(zhong)(zhong)心(xin)(xin)(xin),優先使用(yong)全(quan)模(mo)塊化、預(yu)制(zhi)化方(fang)(fang)(fang)式建設(she)(she),合理布置(zhi)服(fu)(fu)務(wu)器機(ji)架(jia)和(he)冷(leng)(leng)(leng)(leng)源(yuan)位(wei)置(zhi),利用(yong)自然冷(leng)(leng)(leng)(leng)源(yuan)、余(yu)熱余(yu)冷(leng)(leng)(leng)(leng)余(yu)壓進行(xing)制(zhi)冷(leng)(leng)(leng)(leng)或(huo)采用(yong)直接/間接蒸發冷(leng)(leng)(leng)(leng)卻(que)、液冷(leng)(leng)(leng)(leng)、熱管等(deng)技術對(dui)T設(she)(she)備或(huo)其熱回風、空(kong)調循(xun)環冷(leng)(leng)(leng)(leng)卻(que)介質進行(xing)冷(leng)(leng)(leng)(leng)卻(que)。對(dui)于(yu)采用(yong)“冷(leng)(leng)(leng)(leng)凍水制(zhi)冷(leng)(leng)(leng)(leng)十密閉通道送風”方(fang)(fang)(fang)式的老舊數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)中(zhong)(zhong)心(xin)(xin)(xin),在保留制(zhi)冷(leng)(leng)(leng)(leng)主機(ji)情況下(xia),通過改(gai)進氣流組織(zhi)、變頻調節精密空(kong)調送風量、冷(leng)(leng)(leng)(leng)凍水輸送系(xi)統和(he)冷(leng)(leng)(leng)(leng)卻(que)泵變頻升級、降(jiang)低(di)冷(leng)(leng)(leng)(leng)卻(que)水回水溫(wen)度(du)等(deng)方(fang)(fang)(fang)式進行(xing)技術改(gai)造(zao)。到2023年,新(xin)建大型(xing)及以(yi)上(shang)數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)中(zhong)(zhong)心(xin)(xin)(xin)PUE降(jiang)低(di)到1.3以(yi)下(xia),綠(lv)色低(di)碳等(deng)級達(da)到4A級以(yi)上(shang),開展水使用(yong)效率(lv)(WUE)、碳使用(yong)效率(lv)(CUE)等(deng)數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)監測,助力數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)中(zhong)(zhong)心(xin)(xin)(xin)可持(chi)續低(di)碳發展。推動有條件的公(gong)共(gong)機(ji)構數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)中(zhong)(zhong)心(xin)(xin)(xin)申報國家綠(lv)色數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)中(zhong)(zhong)心(xin)(xin)(xin),發揮示范(fan)引領(ling)作(zuo)(zuo)用(yong)。


(五)提升(sheng)公(gong)共機構(gou)綠(lv)(lv)(lv)化(hua)(hua)水平。發揮植物固(gu)碳作用(yong),使用(yong)非常規(gui)水源利用(yong)、噴(pen)灌、微噴(pen)等節約型綠(lv)(lv)(lv)化(hua)(hua)技術(shu),邀請林業、園藝專家現(xian)場(chang)指導栽植鄉土(tu)樹木花草(cao),采取見縫插綠(lv)(lv)(lv)、身邊添綠(lv)(lv)(lv)、屋頂鋪綠(lv)(lv)(lv)等方式,構(gou)建平面綠(lv)(lv)(lv)化(hua)(hua)、垂直綠(lv)(lv)(lv)化(hua)(hua)、屋頂綠(lv)(lv)(lv)化(hua)(hua)等立體綠(lv)(lv)(lv)化(hua)(hua)格(ge)局,提高公(gong)共機構(gou)綠(lv)(lv)(lv)化(hua)(hua)覆蓋(gai)率(lv)。倡導干部職工積極參加植樹造林活動,發揮帶頭示(shi)范作用(yong)。


四、推廣應用(yong)綠(lv)色低碳技術(shu)產品


(一(yi))加快推廣運用綠色低(di)(di)碳技術(shu)。開展(zhan)綠色低(di)(di)碳技術(shu)編制(zhi)和(he)(he)(he)應(ying)用示范(fan)案例征集,推動公(gong)共機(ji)構參考技術(shu)集和(he)(he)(he)案例集,結合實際進行應(ying)用,提升綠色低(di)(di)碳技術(shu)的推廣應(ying)用實效。總結梳(shu)理公(gong)共機(ji)構低(di)(di)碳和(he)(he)(he)減(jian)排(pai)的措施(shi)(shi)和(he)(he)(he)先進技術(shu),形成一(yi)定時期內可推廣、復(fu)制(zhi)的減(jian)排(pai)技術(shu)和(he)(he)(he)措施(shi)(shi)清(qing)單并發布實施(shi)(shi)。


(二)大力推廣綠(lv)色(se)(se)低碳產品(pin)。嚴格執行(xing)節能(neng)環保產品(pin)優(you)先采購(gou)和強(qiang)制采購(gou)制度,帶頭(tou)采購(gou)更多節能(neng)、低碳、循環再生等綠(lv)色(se)(se)產品(pin),優(you)先采購(gou)秸(jie)稈環保板材等資(zi)源綜合(he)利用產品(pin)。在物業、餐(can)飲、合(he)同節能(neng)等服務采購(gou)需求中(zhong),強(qiang)化綠(lv)色(se)(se)低碳管理目標和服務要求。


(三)積極運用(yong)(yong)(yong)市(shi)場化(hua)機(ji)(ji)(ji)制推動(dong)(dong)綠色(se)低碳技(ji)術(shu)產品應(ying)用(yong)(yong)(yong)。持續推進公(gong)共(gong)機(ji)(ji)(ji)構節能(neng)(neng)(neng)市(shi)場化(hua)機(ji)(ji)(ji)制運用(yong)(yong)(yong),鼓(gu)勵(li)公(gong)共(gong)機(ji)(ji)(ji)構采(cai)用(yong)(yong)(yong)能(neng)(neng)(neng)源托管等(deng)合(he)同能(neng)(neng)(neng)源管理(li)方(fang)式(shi)(shi),調動(dong)(dong)社會資本參與用(yong)(yong)(yong)能(neng)(neng)(neng)系統(tong)節能(neng)(neng)(neng)改造和運行維護。學習借鑒各地公(gong)共(gong)機(ji)(ji)(ji)構合(he)同能(neng)(neng)(neng)源管理(li)項(xiang)目(mu)試點(dian)經驗,推廣集中(zhong)統(tong)一組織合(he)同能(neng)(neng)(neng)源管理(li)模式(shi)(shi)。開展能(neng)(neng)(neng)源審計,推進重(zhong)點(dian)用(yong)(yong)(yong)能(neng)(neng)(neng)單位能(neng)(neng)(neng)源審計全覆蓋。鼓(gu)勵(li)有(you)條件的地區推動(dong)(dong)公(gong)共(gong)機(ji)(ji)(ji)構以適(shi)當的方(fang)式(shi)(shi)參與碳排放權交易。


五、開(kai)展綠色低碳示(shi)范宣傳


(一)加強綠色(se)(se)低碳(tan)發(fa)展理念宣(xuan)傳(chuan)(chuan)(chuan)。采用網站推送、微信(xin)公眾號分享(xiang)、開展“云(yun)”上活(huo)(huo)動、電視滾動播放(fang)、定期發(fa)送短信(xin)、懸掛標語(yu)、發(fa)放(fang)資(zi)料、展銷產(chan)品等線上與(yu)線下相(xiang)結合的(de)(de)宣(xuan)傳(chuan)(chuan)(chuan)方(fang)式,宣(xuan)傳(chuan)(chuan)(chuan)節能(neng)(neng)(neng)降碳(tan)政策法(fa)規、節約能(neng)(neng)(neng)源資(zi)源、碳(tan)達峰碳(tan)中和等綠色(se)(se)低碳(tan)有關知(zhi)識及工作(zuo)。以節能(neng)(neng)(neng)宣(xuan)傳(chuan)(chuan)(chuan)周(zhou)、全國低碳(tan)日、中國水周(zhou)、綠色(se)(se)出行(xing)宣(xuan)傳(chuan)(chuan)(chuan)月(yue)、江(jiang)西(xi)省生(sheng)態文明宣(xuan)傳(chuan)(chuan)(chuan)月(yue)等為(wei)窗口,充分利用公共(gong)(gong)機構(gou)自身(shen)宣(xuan)傳(chuan)(chuan)(chuan)終(zhong)端,面向全社會宣(xuan)傳(chuan)(chuan)(chuan)簡約適度、綠色(se)(se)低碳(tan)的(de)(de)生(sheng)活(huo)(huo)方(fang)式,讓(rang)綠色(se)(se)低碳(tan)成為(wei)全社會自覺(jue)參與(yu)的(de)(de)行(xing)動。推動將節能(neng)(neng)(neng)降碳(tan)等相(xiang)關課程納入黨校(行(xing)政學院)干(gan)(gan)部教育培訓(xun)體系(xi),增強公共(gong)(gong)機構(gou)領(ling)導干(gan)(gan)部踐行(xing)綠色(se)(se)低碳(tan)發(fa)展的(de)(de)理念和本領(ling)。


(二)全(quan)面推(tui)(tui)廣公共(gong)(gong)(gong)機(ji)(ji)(ji)構低碳(tan)積(ji)分制(zhi)(zhi)(綠寶碳(tan)匯(hui))。加(jia)強公共(gong)(gong)(gong)機(ji)(ji)(ji)構低碳(tan)積(ji)分制(zhi)(zhi)(綠寶碳(tan)匯(hui))宣傳推(tui)(tui)廣,不斷擴大(da)實施范圍(wei)和(he)項(xiang)目運用(yong)場景,逐步在全(quan)市(shi)公共(gong)(gong)(gong)機(ji)(ji)(ji)構推(tui)(tui)廣應用(yong)。健全(quan)生態價值轉化機(ji)(ji)(ji)制(zhi)(zhi),引(yin)導鼓勵公共(gong)(gong)(gong)機(ji)(ji)(ji)構積(ji)極開展低碳(tan)工作和(he)生活行動,努力形(xing)成(cheng)具有樟樹(shu)特色的公共(gong)(gong)(gong)機(ji)(ji)(ji)構低碳(tan)發展新模(mo)式。


(三)大(da)力(li)開展(zhan)大(da)型(xing)活(huo)動(dong)(dong)(dong)碳中(zhong)(zhong)和(he)(he)工作(zuo)。帶頭落實(shi)(shi)大(da)型(xing)活(huo)動(dong)(dong)(dong)碳中(zhong)(zhong)和(he)(he)、零碳會(hui)議等行動(dong)(dong)(dong),積極推動(dong)(dong)(dong)公共機(ji)構在主辦的大(da)型(xing)活(huo)動(dong)(dong)(dong)和(he)(he)會(hui)議中(zhong)(zhong)帶頭實(shi)(shi)施(shi)碳中(zhong)(zhong)和(he)(he),積極發揮示范引領(ling)作(zuo)用,帶動(dong)(dong)(dong)并指(zhi)導其他大(da)型(xing)活(huo)動(dong)(dong)(dong)實(shi)(shi)施(shi)碳中(zhong)(zhong)和(he)(he)。


(四)深入(ru)開展資(zi)(zi)源(yuan)循(xun)環(huan)利(li)用(yong)(yong)。鼓勵在(zai)機(ji)關,學(xue)校等場所設置回(hui)(hui)收交(jiao)投點(dian),推廣智能回(hui)(hui)收設施(shi),推動(dong)廢(fei)棄電器電子(zi)類資(zi)(zi)產、廢(fei)舊家具類資(zi)(zi)產等循(xun)環(huan)利(li)用(yong)(yong),鼓勵有條件地區和(he)部門(men)實施(shi)公(gong)物(wu)倉管理(li)制度(du),構(gou)建廢(fei)舊物(wu)品(pin)循(xun)環(huan)利(li)用(yong)(yong)體系(xi)。發揮(hui)公(gong)共機(ji)構(gou)表率作用(yong)(yong),帶頭減少使用(yong)(yong)一次(ci)性(xing)塑料制品(pin),推動(dong)逐步停(ting)止使用(yong)(yong)不可降解一次(ci)性(xing)塑料制品(pin)。


(五)持續開展(zhan)示范創建(jian)(jian)活(huo)動。推動綠(lv)色(se)低碳(tan)引領行動與節約(yue)(yue)型(xing)機(ji)關(guan)創建(jian)(jian)、節約(yue)(yue)型(xing)公(gong)共機(ji)構(gou)示范單(dan)位(wei)創建(jian)(jian)、公(gong)共機(ji)構(gou)能(neng)效(xiao)領跑者遴選等示范創建(jian)(jian)活(huo)動融合,完善示范創建(jian)(jian)活(huo)動指標(biao)(biao)體系。按照(zhao)“縣(xian)縣(xian)有示范”的(de)(de)目標(biao)(biao),選取能(neng)效(xiao)利用水(shui)平(ping)高(gao)、單(dan)位(wei)建(jian)(jian)筑面積(ji)碳(tan)排放量(liang)低的(de)(de)公(gong)共機(ji)構(gou),開展(zhan)綠(lv)色(se)低碳(tan)示范創建(jian)(jian)。到2025年,力爭(zheng)80%以上的(de)(de)縣(xian)級以上機(ji)關(guan)建(jian)(jian)成節約(yue)(yue)型(xing)機(ji)關(guan)。根(gen)據省、宜春市下達的(de)(de)創建(jian)(jian)目標(biao)(biao),高(gao)質量(liang)完成節約(yue)(yue)型(xing)公(gong)共機(ji)構(gou)示范單(dan)位(wei)、綠(lv)色(se)低碳(tan)示范單(dan)位(wei)、節能(neng)現(xian)場教學點創建(jian)(jian)任(ren)務。


(六)推動干部(bu)(bu)職(zhi)工踐行綠色(se)低(di)碳生(sheng)(sheng)活(huo)方式。倡導(dao)(dao)綠色(se)低(di)碳辦(ban)公(gong)理念,引導(dao)(dao)干部(bu)(bu)職(zhi)工自覺踐行綠色(se)低(di)碳辦(ban)公(gong)方式。發揮公(gong)共機構(gou)生(sheng)(sheng)活(huo)垃圾(ji)分類(lei)示范點示范作用(yong),組織開展生(sheng)(sheng)活(huo)垃圾(ji)分類(lei)志愿者(zhe)行動,引導(dao)(dao)干部(bu)(bu)職(zhi)工養成生(sheng)(sheng)活(huo)垃圾(ji)分類(lei)習慣,帶頭在家庭、社區開展生(sheng)(sheng)活(huo)垃圾(ji)分類(lei)。推進公(gong)共機構(gou)開展反(fan)(fan)食(shi)(shi)品浪(lang)費行動,實施機關食(shi)(shi)堂反(fan)(fan)食(shi)(shi)品浪(lang)費工作成效評估和(he)通報制度(du),將反(fan)(fan)食(shi)(shi)品浪(lang)費納入公(gong)共機構(gou)節約(yue)能(neng)源資(zi)源考核和(he)節約(yue)型機關創建等活(huo)動內容。


六、強(qiang)化綠色低(di)碳管理能(neng)力建設


(一)健全(quan)制度(du)(du)標(biao)準(zhun)體(ti)系(xi)。建立健全(quan)公共(gong)(gong)(gong)機(ji)構能(neng)源(yuan)管理(li)、碳排(pai)放管理(li)等(deng)標(biao)準(zhun)體(ti)系(xi)和(he)(he)公共(gong)(gong)(gong)機(ji)構反食品浪費(fei)、垃圾分類、示范(fan)創建等(deng)制度(du)(du)規(gui)范(fan)。針對公共(gong)(gong)(gong)機(ji)構能(neng)耗(hao)定額、能(neng)源(yuan)審計(ji)(ji)、能(neng)源(yuan)資源(yuan)計(ji)(ji)量(liang)與統(tong)計(ji)(ji)等(deng)方面(mian)開展標(biao)準(zhun)評估和(he)(he)對標(biao)達(da)標(biao)分析,強化(hua)(hua)標(biao)準(zhun)應用(yong)。促進(jin)標(biao)準(zhun)化(hua)(hua)和(he)(he)信(xin)息化(hua)(hua)融合發展,引導公共(gong)(gong)(gong)機(ji)構利用(yong)信(xin)息化(hua)(hua)手段促進(jin)標(biao)準(zhun)落(luo)地(di)實(shi)施。完(wan)善公共(gong)(gong)(gong)機(ji)構能(neng)源(yuan)資源(yuan)消(xiao)費(fei)統(tong)計(ji)(ji)調查制度(du)(du),規(gui)范(fan)能(neng)源(yuan)資源(yuan)消(xiao)費(fei)及(ji)碳排(pai)放數據(ju)統(tong)計(ji)(ji),開展統(tong)計(ji)(ji)數據(ju)會審和(he)(he)質量(liang)抽查,持(chi)續提高(gao)數據(ju)質量(liang)。


(二)開展目標(biao)(biao)(biao)(biao)(biao)管理與考核。推(tui)(tui)行公(gong)(gong)共(gong)機(ji)構(gou)(gou)能(neng)(neng)(neng)(neng)源資源消(xiao)費(fei)總量和(he)強度雙控與能(neng)(neng)(neng)(neng)耗(hao)定額相結合(he)的(de)節(jie)能(neng)(neng)(neng)(neng)目標(biao)(biao)(biao)(biao)(biao)管理方式(shi)。推(tui)(tui)進公(gong)(gong)共(gong)機(ji)構(gou)(gou)能(neng)(neng)(neng)(neng)耗(hao)定額標(biao)(biao)(biao)(biao)(biao)準(zhun)落(luo)實,對達(da)(da)不到要求的(de)公(gong)(gong)共(gong)機(ji)構(gou)(gou),加大(da)監督指導力度并要求按期整改。探索推(tui)(tui)進基(ji)于能(neng)(neng)(neng)(neng)耗(hao)定額的(de)公(gong)(gong)共(gong)機(ji)構(gou)(gou)用能(neng)(neng)(neng)(neng)預算管理模式(shi),鼓勵有條件的(de)地區先(xian)行先(xian)試,形成(cheng)可復制、可推(tui)(tui)廣的(de)經驗做(zuo)法。圍繞碳(tan)達(da)(da)峰、碳(tan)中(zhong)和(he)目標(biao)(biao)(biao)(biao)(biao),科學合(he)理下達(da)(da)碳(tan)排放指標(biao)(biao)(biao)(biao)(biao),將碳(tan)排放指標(biao)(biao)(biao)(biao)(biao)完成(cheng)情(qing)況和(he)綠色低碳(tan)行動(dong)落(luo)實情(qing)況納(na)入公(gong)(gong)共(gong)機(ji)構(gou)(gou)節(jie)能(neng)(neng)(neng)(neng)考核體(ti)系。推(tui)(tui)動(dong)公(gong)(gong)共(gong)機(ji)構(gou)(gou)節(jie)能(neng)(neng)(neng)(neng)工作(zuo)納(na)入各地各部(bu)門綜(zong)合(he)考核方案,實施公(gong)(gong)共(gong)機(ji)構(gou)(gou)節(jie)能(neng)(neng)(neng)(neng)通報、約談等機(ji)制,著力提升節(jie)能(neng)(neng)(neng)(neng)降碳(tan)的(de)積級性和(he)主(zhu)動(dong)性。推(tui)(tui)動(dong)公(gong)(gong)共(gong)機(ji)構(gou)(gou)能(neng)(neng)(neng)(neng)耗(hao)信(xin)息披露。


(三(san))強化隊伍和能(neng)(neng)力(li)(li)建設。加強節(jie)能(neng)(neng)環保、綠(lv)色低(di)碳等方面理論研究,提(ti)(ti)升(sheng)相關研究成果轉化應用的能(neng)(neng)力(li)(li),為公(gong)(gong)共(gong)機(ji)構(gou)節(jie)約能(neng)(neng)源資源綠(lv)色低(di)碳發(fa)展提(ti)(ti)供支撐。加強公(gong)(gong)共(gong)機(ji)構(gou)節(jie)能(neng)(neng)管(guan)理干(gan)部(bu)隊伍培訓教(jiao)育,提(ti)(ti)升(sheng)節(jie)能(neng)(neng)管(guan)理干(gan)部(bu)隊伍素質和能(neng)(neng)力(li)(li)。推動公(gong)(gong)共(gong)機(ji)構(gou)重點用能(neng)(neng)單位設置碳排放管(guan)理員相關崗位。


七、組織實施


(一)加強組織領(ling)導。加強對綠色低碳(tan)(tan)引領(ling)行動的(de)統(tong)籌部署和系統(tong)推(tui)進,機關事(shi)務管理(li)、發展(zhan)和改(gai)革、財政(zheng)、生態環境、住建部門(men)要對標(biao)碳(tan)(tan)達峰(feng)碳(tan)(tan)中(zhong)和政(zheng)策要求,結合我市實(shi)際,聚集(ji)節能降碳(tan)(tan)重點工作,構(gou)建協同推(tui)進機制。教科文衛體系統(tong)根據本(ben)實(shi)施方(fang)案精神,結合自身實(shi)際,推(tui)進本(ben)系統(tong)公共機構(gou)節能降碳(tan)(tan)工作。


(二)強化(hua)政策支(zhi)持。加強部門溝通,健全公共機構節(jie)能(neng)降碳(tan)項目、資金(jin)(jin)等(deng)管理制(zhi)度,積極爭取(qu)中央預(yu)算內投資和上級資金(jin)(jin)等(deng)支(zhi)持,提(ti)高資金(jin)(jin)使用效率,推動節(jie)能(neng)改造、能(neng)源替代、電氣化(hua)改造等(deng)試點示范項目。推行(xing)合同能(neng)源管理,探索應用綠(lv)(lv)色(se)信(xin)貸(dai)、綠(lv)(lv)色(se)基(ji)金(jin)(jin)等(deng)綠(lv)(lv)色(se)金(jin)(jin)融模式(shi),逐步解(jie)決市場化(hua)機制(zhi)運用中存在(zai)的障礙,引導(dao)社會資本參與。


(三)嚴(yan)格責(ze)任落實(shi)(shi)。分解下達(da)“十四五”期間公(gong)共(gong)機(ji)構碳排(pai)(pai)放總量和單位建(jian)筑面積(ji)碳排(pai)(pai)放量目(mu)標值,定期跟(gen)蹤評估(gu)落實(shi)(shi)情(qing)況(kuang),及(ji)時推(tui)廣先進經驗做(zuo)法,確保方(fang)案(an)(an)穩步(bu)實(shi)(shi)施和目(mu)標實(shi)(shi)現。認真落實(shi)(shi)方(fang)案(an)(an)目(mu)標任務,開展碳排(pai)(pai)放核算(suan)工(gong)作,推(tui)進全市(shi)公(gong)共(gong)機(ji)構綠色低(di)碳評價考核,健全激勵(li)約束機(ji)制,實(shi)(shi)行(xing)“獎優懲劣(lie)”,確保責(ze)任到(dao)位、措施到(dao)位、成效到(dao)位。


(四)強化監督考核(he)。持續推(tui)動公共機(ji)構(gou)節(jie)(jie)約(yue)能源資源工作納入綜合考核(he)體系。定(ding)期開展(zhan)節(jie)(jie)能檢(jian)(jian)查(cha)、業務(wu)考核(he)、能耗統(tong)計數據質量檢(jian)(jian)查(cha),通報結果,落實激(ji)勵和懲處措(cuo)施。建立健全并嚴格落實公共機(ji)構(gou)能源審計、能耗數據會審、能耗狀況公示通報制度,充分發揮(hui)監督考核(he)的(de)導向作用。
