近(jin)日(ri),山東省人民政府(fu)發(fa)布《能源發(fa)展“十四(si)五”規(gui)劃(hua)》,全面明確2021~2025年間的能源發(fa)展規(gui)劃(hua)。
在能(neng)源(yuan)結構方面,《規劃》明確煤(mei)電(dian)(dian)發電(dian)(dian)量(liang)、清(qing)潔(jie)能(neng)源(yuan)發電(dian)(dian)量(liang)、省(sheng)外電(dian)(dian)量(liang)占全社會用電(dian)(dian)量(liang)的比(bi)重(zhong)(zhong)由(you)68:15:17優化到(dao)(dao)60:20:20,煤(mei)炭(tan)消費比(bi)重(zhong)(zhong)下(xia)降到(dao)(dao)60%以(yi)內,非化石能(neng)源(yuan)消費比(bi)重(zhong)(zhong)提高到(dao)(dao)13%左右,可再(zai)生(sheng)能(neng)源(yuan)電(dian)(dian)量(liang)占比(bi)提高到(dao)(dao)19%左右。
《規劃》提(ti)出實施可(ke)再生能(neng)(neng)源(yuan)倍增行動(dong),以(yi)風(feng)電、光伏發電為(wei)重點,以(yi)生物(wu)質、地熱(re)能(neng)(neng)、海洋能(neng)(neng)等為(wei)補充,因地制宜(yi)推動(dong)可(ke)再生能(neng)(neng)源(yuan)多(duo)元化、協(xie)同化發展。到(dao)2025年(nian),可(ke)再生能(neng)(neng)源(yuan)發電裝機規模(mo)達到(dao)8000萬(wan)千(qian)瓦(wa)以(yi)上(shang),爭達達到(dao)9000萬(wan)千(qian)瓦(wa)左(zuo)右。
在風(feng)(feng)電(dian)(dian)方面,《規(gui)劃》提出(chu)以(yi)海(hai)(hai)上(shang)(shang)(shang)風(feng)(feng)電(dian)(dian)為主戰場,積極推進風(feng)(feng)電(dian)(dian)開發,加快(kuai)發展海(hai)(hai)上(shang)(shang)(shang)風(feng)(feng)電(dian)(dian)。按照統一(yi)規(gui)劃、分步實(shi)施的(de)總體(ti)思(si)路,堅持能建盡建原則,以(yi)渤(bo)中、半島南、半島北三大(da)片區為重(zhong)點(dian),充分利用海(hai)(hai)上(shang)(shang)(shang)風(feng)(feng)電(dian)(dian)資(zi)源,打造(zao)千(qian)萬千(qian)瓦級海(hai)(hai)上(shang)(shang)(shang)風(feng)(feng)電(dian)(dian)基地(di)。推進海(hai)(hai)上(shang)(shang)(shang)風(feng)(feng)電(dian)(dian)與海(hai)(hai)洋牧場融合發展試點(dian)示范(fan),加快(kuai)啟動平價海(hai)(hai)上(shang)(shang)(shang)風(feng)(feng)電(dian)(dian)項目建設(she),推動海(hai)(hai)上(shang)(shang)(shang)風(feng)(feng)電(dian)(dian)規(gui)模化(hua)發展。科學布局(ju)陸(lu)上(shang)(shang)(shang)風(feng)(feng)電(dian)(dian),適度有序推進陸(lu)上(shang)(shang)(shang)風(feng)(feng)電(dian)(dian)開發建設(she),重(zhong)點(dian)打造(zao)魯北鹽堿灘涂地(di)千(qian)萬千(qian)瓦級風(feng)(feng)光(guang)儲輸一(yi)體(ti)化(hua)基地(di)。到2025年,風(feng)(feng)電(dian)(dian)裝(zhuang)機(ji)規(gui)模達(da)到2500萬千(qian)瓦。
在光(guang)伏(fu)(fu)方面,堅持(chi)集散并舉,大力發(fa)展光(guang)伏(fu)(fu)發(fa)電(dian)。加快發(fa)展集中(zhong)(zhong)式(shi)光(guang)伏(fu)(fu)。充(chong)分利用(yong)濰坊、濱(bin)州、東營等市鹽(yan)堿(jian)灘涂(tu)地和濟寧、泰安、菏(he)澤、棗莊等市采(cai)煤沉陷區(qu),重點(dian)打(da)造(zao)魯北鹽(yan)堿(jian)灘涂(tu)地千(qian)萬千(qian)瓦(wa)級(ji)風光(guang)儲(chu)輸一體化基(ji)地、魯西(xi)南(nan)采(cai)煤沉陷區(qu)百萬千(qian)瓦(wa)級(ji)“光(guang)伏(fu)(fu)+”基(ji)地。鼓(gu)勵采(cai)用(yong)農光(guang)互(hu)補(bu)、漁光(guang)互(hu)補(bu)、鹽(yan)光(guang)互(hu)補(bu)、生(sheng)態治理等模(mo)式(shi),因(yin)地制宜發(fa)展“光(guang)伏(fu)(fu)+”集中(zhong)(zhong)式(shi)電(dian)站。大力發(fa)展分布(bu)式(shi)光(guang)伏(fu)(fu)。開展整縣(xian)(市、區(qu))分布(bu)式(shi)光(guang)伏(fu)(fu)規模(mo)化開發(fa)試(shi)點(dian),建(jian)成“百鄉千(qian)村”低碳發(fa)展示范工程(cheng)。推進工業廠房、商業樓宇、公共建(jian)筑、居(ju)民住宅等屋頂光(guang)伏(fu)(fu)建(jian)設,優先發(fa)展“自發(fa)自用(yong)”分布(bu)式(shi)光(guang)伏(fu)(fu)。到2025年,光(guang)伏(fu)(fu)發(fa)電(dian)裝機規模(mo)達(da)到5700萬千(qian)瓦(wa)。
在生(sheng)(sheng)物(wu)(wu)(wu)(wu)(wu)質(zhi)(zhi)能(neng)(neng)方(fang)(fang)面(mian),堅持(chi)(chi)因(yin)地(di)(di)制宜(yi),統籌推(tui)(tui)進(jin)生(sheng)(sheng)物(wu)(wu)(wu)(wu)(wu)質(zhi)(zhi)能(neng)(neng)、地(di)(di)熱(re)(re)能(neng)(neng)、海(hai)(hai)洋(yang)能(neng)(neng)等清潔能(neng)(neng)源(yuan)多元化(hua)(hua)發(fa)展(zhan)。結合縣域經濟發(fa)展(zhan)和(he)新型城(cheng)鎮化(hua)(hua)建設(she),科學(xue)布局生(sheng)(sheng)活(huo)垃(la)圾焚燒(shao)發(fa)電項目。有(you)序推(tui)(tui)進(jin)生(sheng)(sheng)物(wu)(wu)(wu)(wu)(wu)質(zhi)(zhi)熱(re)(re)電聯(lian)產項目建設(she),鼓勵(li)現有(you)農林生(sheng)(sheng)物(wu)(wu)(wu)(wu)(wu)質(zhi)(zhi)直燃電廠實施供熱(re)(re)、供冷改造,推(tui)(tui)進(jin)大型燃煤機(ji)組耦合生(sheng)(sheng)物(wu)(wu)(wu)(wu)(wu)質(zhi)(zhi)項目建設(she)。積極推(tui)(tui)進(jin)生(sheng)(sheng)物(wu)(wu)(wu)(wu)(wu)質(zhi)(zhi)非(fei)電利(li)用(yong),科學(xue)布局分布式(shi)生(sheng)(sheng)物(wu)(wu)(wu)(wu)(wu)質(zhi)(zhi)成型燃料收集、加工(gong)和(he)銷售基地(di)(di),鼓勵(li)發(fa)展(zhan)生(sheng)(sheng)物(wu)(wu)(wu)(wu)(wu)質(zhi)(zhi)鍋爐供熱(re)(re)模(mo)式(shi);支持(chi)(chi)生(sheng)(sheng)物(wu)(wu)(wu)(wu)(wu)質(zhi)(zhi)天(tian)然氣試點(dian)建設(she),加快(kuai)生(sheng)(sheng)物(wu)(wu)(wu)(wu)(wu)質(zhi)(zhi)天(tian)然氣產業化(hua)(hua)發(fa)展(zhan)。加大地(di)(di)熱(re)(re)資源(yuan)勘查評價力(li)度(du),破(po)解地(di)(di)熱(re)(re)能(neng)(neng)開發(fa)利(li)用(yong)瓶頸制約,穩妥推(tui)(tui)進(jin)地(di)(di)熱(re)(re)能(neng)(neng)開發(fa)利(li)用(yong)。推(tui)(tui)進(jin)太陽能(neng)(neng)光(guang)熱(re)(re)利(li)用(yong)。積極開展(zhan)海(hai)(hai)洋(yang)能(neng)(neng)利(li)用(yong)研究和(he)示范,探索波浪能(neng)(neng)、潮流能(neng)(neng)與海(hai)(hai)上風電綜(zong)合利(li)用(yong),推(tui)(tui)進(jin)海(hai)(hai)洋(yang)能(neng)(neng)協同立體開發(fa)。到(dao)(dao)2025年,生(sheng)(sheng)物(wu)(wu)(wu)(wu)(wu)質(zhi)(zhi)發(fa)電裝(zhuang)機(ji)規模(mo)達到(dao)(dao)400萬(wan)千瓦,生(sheng)(sheng)物(wu)(wu)(wu)(wu)(wu)質(zhi)(zhi)能(neng)(neng)供暖面(mian)積達到(dao)(dao)3500萬(wan)平(ping)方(fang)(fang)米左右。
在核(he)電方(fang)面,圍繞打(da)造(zao)膠東半島千萬千瓦級核(he)電基地,按照“3+2”核(he)電總體開(kai)(kai)發布(bu)局,積極推進海(hai)陽、榮成(cheng)(cheng)、招(zhao)遠三大(da)核(he)電廠址(zhi)開(kai)(kai)發,建(jian)(jian)成(cheng)(cheng)榮成(cheng)(cheng)高溫(wen)氣(qi)冷堆、國(guo)和一號(hao)示(shi)范(fan)工程,開(kai)(kai)工建(jian)(jian)設(she)海(hai)陽核(he)電二期等(deng)項(xiang)目;加強(qiang)后(hou)續核(he)電廠址(zhi)保護和研究(jiu)論(lun)證,具備條件的適時啟動規劃建(jian)(jian)設(she)。到2025年,核(he)電在運(yun)裝機規模達到570萬千瓦。
