CSPPLAZA光熱發電網訊:近日(ri),國家能(neng)(neng)源(yuan)(yuan)局發(fa)(fa)布了《關于(yu)因(yin)地(di)制(zhi)宜(yi)做好可(ke)再生(sheng)能(neng)(neng)源(yuan)(yuan)供(gong)暖(nuan)工(gong)作的(de)通知(zhi)》(簡稱《通知(zhi)》),《通知(zhi)》表示(shi),利用可(ke)再生(sheng)能(neng)(neng)源(yuan)(yuan)供(gong)暖(nuan)是(shi)我(wo)國調(diao)整能(neng)(neng)源(yuan)(yuan)結(jie)構、實現節能(neng)(neng)減排(pai)、合(he)理(li)控制(zhi)能(neng)(neng)源(yuan)(yuan)消費總量的(de)迫切需要,是(shi)完成非化(hua)石能(neng)(neng)源(yuan)(yuan)利用目標、建設清(qing)潔低碳社會、實現能(neng)(neng)源(yuan)(yuan)可(ke)持(chi)續發(fa)(fa)展(zhan)的(de)必然選擇。


據《通知》,未(wei)來要(yao)因地制宜推廣各類可再生能源(yuan)供暖技術,如下為涉及太陽(yang)能方面(mian)的相關內容:


繼續推(tui)進太(tai)陽(yang)(yang)(yang)能(neng)(neng)(neng)、風電供(gong)暖(nuan)(nuan)。鼓勵大(da)(da)中型城(cheng)(cheng)市有供(gong)暖(nuan)(nuan)需(xu)(xu)求的(de)(de)(de)民用建(jian)筑(zhu)優先使用太(tai)陽(yang)(yang)(yang)能(neng)(neng)(neng)供(gong)暖(nuan)(nuan)系統(tong);鼓勵在小城(cheng)(cheng)鎮(zhen)和農(nong)村地區使用戶用太(tai)陽(yang)(yang)(yang)能(neng)(neng)(neng)供(gong)暖(nuan)(nuan)系統(tong);在農(nong)業大(da)(da)棚、養殖(zhi)等(deng)用熱需(xu)(xu)求大(da)(da)且(qie)與(yu)太(tai)陽(yang)(yang)(yang)能(neng)(neng)(neng)特性相匹(pi)配的(de)(de)(de)行業充分利用太(tai)陽(yang)(yang)(yang)能(neng)(neng)(neng)供(gong)暖(nuan)(nuan);在集中供(gong)暖(nuan)(nuan)網未覆(fu)蓋、有冷(leng)熱雙供(gong)需(xu)(xu)求的(de)(de)(de)地區試點使用太(tai)陽(yang)(yang)(yang)能(neng)(neng)(neng)熱水(shui)、供(gong)暖(nuan)(nuan)和制冷(leng)三聯供(gong)系統(tong);鼓勵采用太(tai)陽(yang)(yang)(yang)能(neng)(neng)(neng)供(gong)暖(nuan)(nuan)與(yu)其他供(gong)暖(nuan)(nuan)方(fang)式相結合的(de)(de)(de)互(hu)補供(gong)暖(nuan)(nuan)系統(tong)。


此外,要(yao)支持對太陽能(neng)(neng)(neng)(neng)季節性儲熱供暖等(deng)關鍵技術和設備的研發。重視可再生能(neng)(neng)(neng)(neng)源(yuan)與常(chang)規能(neng)(neng)(neng)(neng)源(yuan)系統(tong)整合(he)、集成技術的研發示范,提高常(chang)規能(neng)(neng)(neng)(neng)源(yuan)系統(tong)對可再生能(neng)(neng)(neng)(neng)源(yuan)的接納能(neng)(neng)(neng)(neng)力。


能(neng)源局同步發布(bu)的(de)政策解讀顯示(shi),太(tai)陽(yang)能(neng)供(gong)熱(re)采暖是可再生能(neng)源利用(yong)的(de)重要領域,技術成(cheng)熟,經(jing)濟性較(jiao)好,已廣泛應用(yong)于(yu)生活及(ji)工業(ye)熱(re)水供(gong)應,為推進清潔供(gong)暖、改善(shan)大氣環境(jing)質量發揮了積極作用(yong)。在(zai)資源豐富地區(qu),太(tai)陽(yang)能(neng)適合(he)(he)與其(qi)他能(neng)源結(jie)合(he)(he),實現熱(re)水、供(gong)暖復合(he)(he)系(xi)統的(de)應用(yong)。

各省(自(zi)治區、直轄市(shi)(shi))能源局(ju)、有(you)關省(自(zi)治區、直轄市(shi)(shi))及新疆生(sheng)產建設兵團發展改革委:


利(li)用可(ke)再生能源(yuan)(yuan)供暖是我國調整能源(yuan)(yuan)結構、實(shi)現節(jie)能減排、合理控制(zhi)能源(yuan)(yuan)消(xiao)費總量的(de)迫切需要,是完成非化(hua)石能源(yuan)(yuan)利(li)用目標(biao)、建(jian)設(she)清潔低碳社會、實(shi)現能源(yuan)(yuan)可(ke)持續發展的(de)必然選擇。為(wei)進一步做好可(ke)再生能源(yuan)(yuan)供暖相關(guan)工作,現將有關(guan)事項通(tong)知如下。


一、科學統籌規劃可再生能源供暖工作


將(jiang)(jiang)可(ke)再(zai)(zai)(zai)(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)供(gong)暖(nuan)(nuan)(nuan)作(zuo)(zuo)為區域能(neng)(neng)(neng)源(yuan)(yuan)規(gui)劃的(de)(de)一項(xiang)重(zhong)要內容,在可(ke)再(zai)(zai)(zai)(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)發(fa)展目標(biao)中(zhong)應明確供(gong)暖(nuan)(nuan)(nuan)發(fa)展目標(biao),根(gen)據(ju)當(dang)地(di)資(zi)源(yuan)(yuan)稟(bing)賦和(he)用能(neng)(neng)(neng)需(xu)求(qiu)推廣可(ke)再(zai)(zai)(zai)(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)供(gong)暖(nuan)(nuan)(nuan)技術,合(he)(he)理布局(ju)可(ke)再(zai)(zai)(zai)(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)供(gong)暖(nuan)(nuan)(nuan)項(xiang)目。做(zuo)好可(ke)再(zai)(zai)(zai)(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)供(gong)暖(nuan)(nuan)(nuan)與(yu)其(qi)(qi)他供(gong)暖(nuan)(nuan)(nuan)方(fang)式的(de)(de)銜接工作(zuo)(zuo),支持建設(she)可(ke)再(zai)(zai)(zai)(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)與(yu)其(qi)(qi)他供(gong)暖(nuan)(nuan)(nuan)方(fang)式相結合(he)(he)的(de)(de)互補供(gong)暖(nuan)(nuan)(nuan)體(ti)系。在城(cheng)(cheng)市(shi)更新(xin)、城(cheng)(cheng)鎮新(xin)區、產(chan)業園(區)的(de)(de)規(gui)劃建設(she)過程(cheng)中(zhong),做(zuo)好可(ke)再(zai)(zai)(zai)(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)供(gong)暖(nuan)(nuan)(nuan)與(yu)城(cheng)(cheng)市(shi)發(fa)展規(gui)劃的(de)(de)銜接,促進可(ke)再(zai)(zai)(zai)(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)與(yu)常(chang)規(gui)能(neng)(neng)(neng)源(yuan)(yuan)供(gong)暖(nuan)(nuan)(nuan)系統融(rong)合(he)(he)。重(zhong)點關(guan)注城(cheng)(cheng)鎮供(gong)暖(nuan)(nuan)(nuan)體(ti)系和(he)熱(re)(re)力管網的(de)(de)規(gui)劃設(she)計(ji)和(he)改造,根(gen)據(ju)可(ke)再(zai)(zai)(zai)(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)的(de)(de)特點優(you)化設(she)計(ji)供(gong)熱(re)(re)管網。在鄉(xiang)村(cun)振興戰(zhan)略實施過程(cheng)中(zhong),做(zuo)好可(ke)再(zai)(zai)(zai)(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)供(gong)暖(nuan)(nuan)(nuan)與(yu)鄉(xiang)村(cun)振興戰(zhan)略規(gui)劃的(de)(de)銜接,將(jiang)(jiang)可(ke)再(zai)(zai)(zai)(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)作(zuo)(zuo)為滿足鄉(xiang)村(cun)取暖(nuan)(nuan)(nuan)需(xu)求(qiu)的(de)(de)重(zhong)要方(fang)式之(zhi)一。


二(er)、因地制宜推廣各(ge)類可再(zai)生能源供暖技(ji)術


(一)積極推廣地(di)(di)(di)(di)熱(re)(re)(re)(re)能(neng)開(kai)發(fa)利用(yong)(yong)。重點推進(jin)中深(shen)(shen)層(ceng)(ceng)地(di)(di)(di)(di)熱(re)(re)(re)(re)能(neng)供(gong)暖(nuan)(nuan),按照“以灌定(ding)采、采灌均衡、水(shui)(shui)(shui)(shui)熱(re)(re)(re)(re)均衡”的(de)原(yuan)則,根據地(di)(di)(di)(di)熱(re)(re)(re)(re)形(xing)成(cheng)機理(li)、地(di)(di)(di)(di)熱(re)(re)(re)(re)資(zi)源(yuan)(yuan)品位和資(zi)源(yuan)(yuan)量、地(di)(di)(di)(di)下(xia)水(shui)(shui)(shui)(shui)生態環境(jing)條(tiao)件(jian)(jian),實(shi)施總量控(kong)制,分區(qu)分類(lei)管理(li),以集(ji)中與分散相結(jie)合(he)的(de)方式推進(jin)中深(shen)(shen)層(ceng)(ceng)地(di)(di)(di)(di)熱(re)(re)(re)(re)能(neng)供(gong)暖(nuan)(nuan)。在(zai)條(tiao)件(jian)(jian)適宜的(de)地(di)(di)(di)(di)區(qu)加大(da)“井下(xia)換熱(re)(re)(re)(re)”技術推廣應用(yong)(yong)力度(du)。積極開(kai)發(fa)淺層(ceng)(ceng)地(di)(di)(di)(di)熱(re)(re)(re)(re)能(neng)供(gong)暖(nuan)(nuan),經濟高效替代散煤供(gong)暖(nuan)(nuan),在(zai)有條(tiao)件(jian)(jian)的(de)地(di)(di)(di)(di)區(qu)發(fa)展(zhan)地(di)(di)(di)(di)表水(shui)(shui)(shui)(shui)源(yuan)(yuan)、土(tu)壤源(yuan)(yuan)、地(di)(di)(di)(di)下(xia)水(shui)(shui)(shui)(shui)源(yuan)(yuan)供(gong)暖(nuan)(nuan)制冷(leng)等(deng)(deng)。鼓勵利用(yong)(yong)油田(tian)采出水(shui)(shui)(shui)(shui)開(kai)展(zhan)地(di)(di)(di)(di)熱(re)(re)(re)(re)能(neng)供(gong)暖(nuan)(nuan)、地(di)(di)(di)(di)下(xia)水(shui)(shui)(shui)(shui)資(zi)源(yuan)(yuan)與所含礦物質資(zi)源(yuan)(yuan)綜合(he)利用(yong)(yong)等(deng)(deng)。在(zai)地(di)(di)(di)(di)下(xia)水(shui)(shui)(shui)(shui)飲用(yong)(yong)水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)源(yuan)(yuan)地(di)(di)(di)(di)及其保(bao)護區(qu)范(fan)圍內,禁止(zhi)以保(bao)護的(de)目標(biao)含水(shui)(shui)(shui)(shui)層(ceng)(ceng)作(zuo)(zuo)為(wei)熱(re)(re)(re)(re)泵(beng)(beng)水(shui)(shui)(shui)(shui)源(yuan)(yuan)。在(zai)地(di)(di)(di)(di)下(xia)水(shui)(shui)(shui)(shui)禁限(xian)采區(qu)、深(shen)(shen)層(ceng)(ceng)(承(cheng)壓)含水(shui)(shui)(shui)(shui)層(ceng)(ceng)以及地(di)(di)(di)(di)熱(re)(re)(re)(re)水(shui)(shui)(shui)(shui)無(wu)法有效回灌的(de)地(di)(di)(di)(di)區(qu)或(huo)對應含水(shui)(shui)(shui)(shui)層(ceng)(ceng),禁止(zhi)以地(di)(di)(di)(di)下(xia)水(shui)(shui)(shui)(shui)作(zuo)(zuo)為(wei)熱(re)(re)(re)(re)泵(beng)(beng)水(shui)(shui)(shui)(shui)源(yuan)(yuan)。地(di)(di)(di)(di)下(xia)水(shui)(shui)(shui)(shui)回灌不得(de)造成(cheng)地(di)(di)(di)(di)下(xia)水(shui)(shui)(shui)(shui)污染。


(二(er))合(he)理發(fa)(fa)展生(sheng)(sheng)物(wu)(wu)質(zhi)(zhi)能(neng)供(gong)暖(nuan)。有(you)序(xu)發(fa)(fa)展生(sheng)(sheng)物(wu)(wu)質(zhi)(zhi)熱電(dian)(dian)聯產,因(yin)(yin)地(di)(di)制宜(yi)加快(kuai)生(sheng)(sheng)物(wu)(wu)質(zhi)(zhi)發(fa)(fa)電(dian)(dian)向(xiang)熱電(dian)(dian)聯產轉型(xing)(xing)升級,為(wei)(wei)具(ju)備資源條(tiao)件(jian)的縣城、人口(kou)集(ji)中(zhong)(zhong)的農(nong)(nong)村提供(gong)民用供(gong)暖(nuan),以(yi)及為(wei)(wei)中(zhong)(zhong)小工業園區(qu)集(ji)中(zhong)(zhong)供(gong)熱。合(he)理發(fa)(fa)展以(yi)農(nong)(nong)林生(sheng)(sheng)物(wu)(wu)質(zhi)(zhi)、生(sheng)(sheng)物(wu)(wu)質(zhi)(zhi)成型(xing)(xing)燃(ran)(ran)料(liao)、生(sheng)(sheng)物(wu)(wu)天然氣等為(wei)(wei)燃(ran)(ran)料(liao)的生(sheng)(sheng)物(wu)(wu)質(zhi)(zhi)供(gong)暖(nuan),鼓勵(li)采用大中(zhong)(zhong)型(xing)(xing)鍋爐(lu),在農(nong)(nong)村、城鎮等人口(kou)聚集(ji)區(qu)進(jin)行區(qu)域集(ji)中(zhong)(zhong)供(gong)暖(nuan)。生(sheng)(sheng)物(wu)(wu)質(zhi)(zhi)鍋爐(lu)不得摻燒(shao)煤炭、垃(la)圾、工業固(gu)體廢(fei)物(wu)(wu)等其他物(wu)(wu)料(liao),配套(tao)建(jian)設(she)(she)布袋除(chu)塵等高效治(zhi)污設(she)(she)施,確保達(da)標排放,鼓勵(li)達(da)到超(chao)低排放。在大氣污染防治(zhi)非重點(dian)地(di)(di)區(qu)農(nong)(nong)村,可按照就地(di)(di)取材原(yuan)則,因(yin)(yin)地(di)(di)制宜(yi)推廣戶用生(sheng)(sheng)物(wu)(wu)質(zhi)(zhi)供(gong)暖(nuan)。


(三(san))繼續推進(jin)太陽(yang)能(neng)、風(feng)電(dian)(dian)供(gong)暖(nuan)。鼓(gu)勵大中型城(cheng)市有供(gong)暖(nuan)需求的(de)民用(yong)建筑優先(xian)使用(yong)太陽(yang)能(neng)供(gong)暖(nuan)系(xi)統(tong);鼓(gu)勵在(zai)小城(cheng)鎮和(he)(he)農(nong)村(cun)地區使用(yong)戶(hu)(hu)用(yong)太陽(yang)能(neng)供(gong)暖(nuan)系(xi)統(tong);在(zai)農(nong)業(ye)(ye)大棚、養殖等用(yong)熱需求大且與(yu)太陽(yang)能(neng)特性相匹配的(de)行(xing)業(ye)(ye)充(chong)分(fen)利用(yong)太陽(yang)能(neng)供(gong)暖(nuan);在(zai)集中供(gong)暖(nuan)網未覆(fu)蓋、有冷熱雙供(gong)需求的(de)地區試點(dian)使用(yong)太陽(yang)能(neng)熱水、供(gong)暖(nuan)和(he)(he)制(zhi)冷三(san)聯供(gong)系(xi)統(tong);鼓(gu)勵采用(yong)太陽(yang)能(neng)供(gong)暖(nuan)與(yu)其他供(gong)暖(nuan)方式(shi)相結合的(de)互補供(gong)暖(nuan)系(xi)統(tong)。構建政(zheng)府、電(dian)(dian)網企(qi)業(ye)(ye)、發電(dian)(dian)企(qi)業(ye)(ye)、用(yong)戶(hu)(hu)側共同參與(yu)的(de)風(feng)電(dian)(dian)供(gong)暖(nuan)協作機(ji)制(zhi),通過熱力站點(dian)蓄(xu)熱鍋爐與(yu)風(feng)電(dian)(dian)場聯合調(diao)度運(yun)行(xing)實現風(feng)電(dian)(dian)清潔供(gong)暖(nuan),提(ti)高風(feng)電(dian)(dian)供(gong)暖(nuan)項(xiang)目整體運(yun)營效率(lv)和(he)(he)經濟性。


三、繼(ji)續推動試點示(shi)范工作和重大項目建(jian)設


在(zai)(zai)具備條件(jian)的(de)(de)(de)(de)地(di)(di)(di)(di)區(qu)開(kai)展試(shi)點(dian)(dian)(dian)示范工(gong)(gong)作和(he)(he)重大(da)項目(mu)建(jian)(jian)設,探索可再(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)(yuan)供暖(nuan)(nuan)項目(mu)運(yun)行(xing)(xing)和(he)(he)管(guan)理(li)經驗。在(zai)(zai)地(di)(di)(di)(di)熱資(zi)源(yuan)(yuan)(yuan)(yuan)稟賦較好的(de)(de)(de)(de)地(di)(di)(di)(di)區(qu)可實施地(di)(di)(di)(di)熱能(neng)供暖(nuan)(nuan)重大(da)項目(mu)建(jian)(jian)設和(he)(he)重點(dian)(dian)(dian)項目(mu)推廣。鼓(gu)(gu)勵(li)開(kai)展中深層地(di)(di)(di)(di)熱能(neng)集中利(li)用(yong)(yong)(yong)(yong)示范工(gong)(gong)作,示范不同地(di)(di)(di)(di)熱資(zi)源(yuan)(yuan)(yuan)(yuan)品位(wei)的(de)(de)(de)(de)供暖(nuan)(nuan)利(li)用(yong)(yong)(yong)(yong)模式(shi)(shi)和(he)(he)應用(yong)(yong)(yong)(yong)范圍,探索有(you)(you)利(li)于(yu)地(di)(di)(di)(di)熱能(neng)開(kai)發(fa)利(li)用(yong)(yong)(yong)(yong)的(de)(de)(de)(de)新型管(guan)理(li)技術和(he)(he)市(shi)場運(yun)營模式(shi)(shi)。宜(yi)采取(qu)(qu)地(di)(di)(di)(di)熱區(qu)塊整體(ti)(ti)開(kai)發(fa)的(de)(de)(de)(de)方(fang)式(shi)(shi)推進地(di)(di)(di)(di)熱供暖(nuan)(nuan),調(diao)動(dong)企(qi)業保護資(zi)源(yuan)(yuan)(yuan)(yuan)、可持(chi)續(xu)開(kai)發(fa)的(de)(de)(de)(de)積極(ji)(ji)性。鼓(gu)(gu)勵(li)以(yi)(yi)縣為(wei)單位(wei)推進生(sheng)(sheng)(sheng)(sheng)物(wu)(wu)(wu)質(zhi)(zhi)(zhi)清潔供暖(nuan)(nuan)運(yun)行(xing)(xing)管(guan)理(li),一(yi)個(ge)縣域由(you)一(yi)個(ge)項目(mu)單位(wei)統(tong)一(yi)推進,統(tong)籌(chou)規劃布(bu)局(ju)、完(wan)(wan)善建(jian)(jian)設方(fang)案(an)、強(qiang)化(hua)項目(mu)運(yun)營、協(xie)調(diao)資(zi)源(yuan)(yuan)(yuan)(yuan)收儲、完(wan)(wan)善終端(duan)服(fu)務(wu),破解(jie)生(sheng)(sheng)(sheng)(sheng)物(wu)(wu)(wu)質(zhi)(zhi)(zhi)供暖(nuan)(nuan)小而散(san)的(de)(de)(de)(de)問題,規范管(guan)理(li)體(ti)(ti)系,提(ti)升經濟競爭力(li)。積極(ji)(ji)探索分散(san)型農村生(sheng)(sheng)(sheng)(sheng)物(wu)(wu)(wu)質(zhi)(zhi)(zhi)資(zi)源(yuan)(yuan)(yuan)(yuan)利(li)用(yong)(yong)(yong)(yong)管(guan)理(li)模式(shi)(shi),鼓(gu)(gu)勵(li)在(zai)(zai)居住分散(san)、集中供暖(nuan)(nuan)供氣困難、生(sheng)(sheng)(sheng)(sheng)物(wu)(wu)(wu)質(zhi)(zhi)(zhi)資(zi)源(yuan)(yuan)(yuan)(yuan)豐(feng)富的(de)(de)(de)(de)農村地(di)(di)(di)(di)區(qu),以(yi)(yi)縣域為(wei)單位(wei)統(tong)籌(chou)考慮開(kai)展生(sheng)(sheng)(sheng)(sheng)物(wu)(wu)(wu)質(zhi)(zhi)(zhi)能(neng)加(jia)工(gong)(gong)站建(jian)(jian)設試(shi)點(dian)(dian)(dian),對當(dang)地(di)(di)(di)(di)生(sheng)(sheng)(sheng)(sheng)物(wu)(wu)(wu)質(zhi)(zhi)(zhi)資(zi)源(yuan)(yuan)(yuan)(yuan)實行(xing)(xing)統(tong)一(yi)開(kai)發(fa)、運(yun)營、服(fu)務(wu)和(he)(he)管(guan)理(li),有(you)(you)效降(jiang)低農村地(di)(di)(di)(di)區(qu)生(sheng)(sheng)(sheng)(sheng)物(wu)(wu)(wu)質(zhi)(zhi)(zhi)能(neng)取(qu)(qu)暖(nuan)(nuan)成本,提(ti)高農村生(sheng)(sheng)(sheng)(sheng)物(wu)(wu)(wu)質(zhi)(zhi)(zhi)資(zi)源(yuan)(yuan)(yuan)(yuan)綜(zong)合利(li)用(yong)(yong)(yong)(yong)水(shui)平。堅(jian)持(chi)試(shi)點(dian)(dian)(dian)先(xian)行(xing)(xing),鼓(gu)(gu)勵(li)開(kai)展以(yi)(yi)清潔能(neng)源(yuan)(yuan)(yuan)(yuan)為(wei)主體(ti)(ti)的(de)(de)(de)(de)局(ju)域電(dian)網和(he)(he)微電(dian)網建(jian)(jian)設,支(zhi)持(chi)將風電(dian)、光(guang)伏、儲能(neng)和(he)(he)微電(dian)網方(fang)式(shi)(shi)用(yong)(yong)(yong)(yong)于(yu)北方(fang)地(di)(di)(di)(di)區(qu)取(qu)(qu)暖(nuan)(nuan)。


四(si)、做好可再生(sheng)能源供暖支持政策保(bao)障


綜(zong)合(he)(he)考慮(lv)可(ke)再生(sheng)(sheng)能(neng)(neng)源(yuan)與(yu)常規能(neng)(neng)源(yuan)供(gong)暖(nuan)(nuan)成本、居(ju)民承受能(neng)(neng)力等(deng)因素,合(he)(he)理制定供(gong)暖(nuan)(nuan)價格,探索建立符合(he)(he)市(shi)場(chang)化原則的(de)可(ke)再生(sheng)(sheng)能(neng)(neng)源(yuan)供(gong)暖(nuan)(nuan)投資運營模式。鼓(gu)勵地方對地熱(re)(re)能(neng)(neng)供(gong)暖(nuan)(nuan)、生(sheng)(sheng)物質(zhi)(zhi)(zhi)(zhi)能(neng)(neng)清潔(jie)供(gong)暖(nuan)(nuan)等(deng)可(ke)再生(sheng)(sheng)能(neng)(neng)源(yuan)供(gong)暖(nuan)(nuan)項(xiang)目(mu)積極(ji)給予支(zhi)持(chi)(chi)。鼓(gu)勵優先建設生(sheng)(sheng)物質(zhi)(zhi)(zhi)(zhi)熱(re)(re)電(dian)聯產項(xiang)目(mu),從嚴控制只發電(dian)不(bu)(bu)供(gong)熱(re)(re)項(xiang)目(mu)。同等(deng)條件下,生(sheng)(sheng)物質(zhi)(zhi)(zhi)(zhi)發電(dian)補貼優先支(zhi)持(chi)(chi)生(sheng)(sheng)物質(zhi)(zhi)(zhi)(zhi)熱(re)(re)電(dian)聯產項(xiang)目(mu)。地熱(re)(re)能(neng)(neng)、戶用(yong)成型(xing)燃(ran)(ran)料爐具(ju)等(deng)居(ju)民供(gong)暖(nuan)(nuan)方式不(bu)(bu)受供(gong)熱(re)(re)特(te)許(xu)經營權限制。支(zhi)持(chi)(chi)參與(yu)地熱(re)(re)勘探評(ping)價的(de)企(qi)業優先獲得地熱(re)(re)資源(yuan)特(te)許(xu)經營資格。出臺(tai)體現生(sheng)(sheng)物質(zhi)(zhi)(zhi)(zhi)特(te)點和清潔(jie)取暖(nuan)(nuan)要(yao)求的(de)生(sheng)(sheng)物質(zhi)(zhi)(zhi)(zhi)成型(xing)燃(ran)(ran)料標準和生(sheng)(sheng)物質(zhi)(zhi)(zhi)(zhi)爐具(ju)產品標準。


五、加(jia)強對(dui)關鍵技(ji)術(shu)設備的(de)研發(fa)支(zhi)持


支持對(dui)高溫型熱(re)(re)泵(beng)可(ke)靠運行、井(jing)下高效換熱(re)(re)、中深層地(di)熱(re)(re)能(neng)“取熱(re)(re)不取水(shui)(shui)”開發利用技(ji)術、中深層地(di)下熱(re)(re)水(shui)(shui)采(cai)(cai)灌均衡、地(di)熱(re)(re)水(shui)(shui)開采(cai)(cai)和(he)(he)冷(leng)水(shui)(shui)回灌過程可(ke)能(neng)造成的(de)(de)環境地(di)質問題分(fen)析及環境影響評價(jia)、地(di)熱(re)(re)尾水(shui)(shui)回灌和(he)(he)水(shui)(shui)處理、生(sheng)物(wu)質鍋爐、上料(liao)系統(tong)(tong)和(he)(he)戶用爐具安(an)全使用及脫硝、太陽能(neng)季(ji)節(jie)性儲熱(re)(re)供暖等關鍵技(ji)術和(he)(he)設備(bei)的(de)(de)研發。重視可(ke)再生(sheng)能(neng)源(yuan)(yuan)(yuan)與(yu)常(chang)規(gui)能(neng)源(yuan)(yuan)(yuan)系統(tong)(tong)整合、集成技(ji)術的(de)(de)研發示范,提高常(chang)規(gui)能(neng)源(yuan)(yuan)(yuan)系統(tong)(tong)對(dui)可(ke)再生(sheng)能(neng)源(yuan)(yuan)(yuan)的(de)(de)接納(na)能(neng)力。


六、完(wan)善可再生能源供(gong)暖政府管理(li)體(ti)系


明確(que)各地(di)(di)可再生能(neng)(neng)源供(gong)暖工作主(zhu)管(guan)部門及各部門職責(ze)分工,避免出現缺(que)位(wei)管(guan)理(li)、多頭管(guan)理(li)、重復管(guan)理(li)的現象。加(jia)強可再生能(neng)(neng)源供(gong)暖工作監管(guan),建立(li)健全項(xiang)目(mu)前(qian)期、審批及運(yun)行過程的監管(guan)機(ji)制,保障行業(ye)規范化(hua)管(guan)理(li)。地(di)(di)熱能(neng)(neng)方面,應建立(li)企(qi)業(ye)回灌信用體系,支持(chi)地(di)(di)熱能(neng)(neng)可持(chi)續開發利用。
