日前(qian),國家電(dian)(dian)網公司印(yin)發2020年1號文件(jian)《國家電(dian)(dian)網有限公司關于(yu)全面深化改革(ge)(ge)奮力(li)(li)(li)攻(gong)堅(jian)突破的意(yi)(yi)見(jian)》(以(yi)下簡稱《意(yi)(yi)見(jian)》),強(qiang)調要(yao)以(yi)習近平新(xin)時代中國特色社(she)會(hui)主(zhu)(zhu)義(yi)思想為(wei)指導,全面貫徹落實黨的十九(jiu)屆(jie)四中全會(hui)精神,推進(jin)國家治(zhi)理(li)體(ti)(ti)系和(he)治(zhi)理(li)能力(li)(li)(li)現代化,深入踐(jian)行能源清潔低(di)碳轉型發展(zhan)要(yao)求,緊緊圍繞“三型兩(liang)網、世界(jie)一流”戰略目標,以(yi)打造(zao)“兩(liang)網融合(he)”業(ye)務(wu)新(xin)體(ti)(ti)系為(wei)主(zhu)(zhu)軸,奮力(li)(li)(li)推進(jin)“三大改革(ge)(ge)攻(gong)堅(jian)”(混合(he)所有制改革(ge)(ge)、集團管理(li)體(ti)(ti)制變革(ge)(ge)、電(dian)(dian)力(li)(li)(li)市場建設(she)),提(ti)升服務(wu)能力(li)(li)(li),強(qiang)化合(he)規(gui)經營(ying),守正創新(xin),擔當作為(wei),提(ti)質增效(xiao),加快建設(she)世界(jie)一流能源互聯網企業(ye),更好服務(wu)實現“兩(liang)個一百年”奮斗目標。
《意見》指出,改(gai)革(ge)攻堅的主要目標是:到2020年底(di),推動(dong)“兩(liang)網融合”業(ye)務新(xin)體(ti)系(xi)落地實(shi)(shi)施,促(cu)進(jin)(jin)新(xin)業(ye)務發(fa)展(zhan)的體(ti)制機(ji)制初步確立,泛(fan)在電力(li)物聯(lian)網建設(she)(she)全面推進(jin)(jin)、價值有(you)效(xiao)體(ti)現(xian);總部職(zhi)責更加(jia)科學合理,分類賦權、權責對等(deng)、靈活高效(xiao)、協同共(gong)(gong)(gong)享的集團管控模式(shi)基本建立;混合所有(you)制改(gai)革(ge)在更大(da)范圍、更高比例加(jia)速推進(jin)(jin),引(yin)戰投、引(yin)資本、建機(ji)制實(shi)(shi)現(xian)突破,合作共(gong)(gong)(gong)贏呈現(xian)新(xin)局面;推動(dong)全國統一(yi)電力(li)市場加(jia)快建設(she)(she)、兩(liang)級現(xian)貨市場協調運作,市場大(da)范圍配置資源作用有(you)效(xiao)發(fa)揮,交易機(ji)構實(shi)(shi)現(xian)獨立規范運行,適(shi)應市場化和(he)監管要求的公司運營機(ji)制逐(zhu)步完善;改(gai)革(ge)紅利進(jin)(jin)一(yi)步釋放,營商環境(jing)持續改(gai)善,共(gong)(gong)(gong)謀改(gai)革(ge)、共(gong)(gong)(gong)促(cu)發(fa)展(zhan)、共(gong)(gong)(gong)享成果的生態體(ti)系(xi)基本形成。
《意見》提出了(le)六個(ge)方面的重點任(ren)務(wu):
一(yi)是創(chuang)新(xin)(xin)“兩網(wang)融(rong)合(he)”業(ye)務(wu)發(fa)(fa)展(zhan)(zhan)體系(xi)。推動(dong)電(dian)(dian)網(wang)發(fa)(fa)展(zhan)(zhan)方(fang)式(shi)與管理(li)模(mo)式(shi)轉(zhuan)型升級,按(an)照“保安全(quan)、提效率(lv)、增效益”的原則(ze),實施(shi)精準投資(zi),推動(dong)電(dian)(dian)網(wang)發(fa)(fa)展(zhan)(zhan)方(fang)式(shi)由規模(mo)擴(kuo)張型向穩健經營型轉(zhuan)變。加快(kuai)泛在電(dian)(dian)力物(wu)(wu)(wu)聯(lian)網(wang)建(jian)設(she),推動(dong)構(gou)建(jian)能(neng)(neng)(neng)源(yuan)(yuan)互(hu)聯(lian)網(wang)產業(ye)鏈(lian)(lian),打造互(hu)利共贏能(neng)(neng)(neng)源(yuan)(yuan)新(xin)(xin)生態,進(jin)一(yi)步提高(gao)電(dian)(dian)力系(xi)統各環(huan)節效率(lv),加強(qiang)政企(qi)聯(lian)動(dong),以新(xin)(xin)型智(zhi)慧(hui)城市建(jian)設(she)為(wei)載體,匯(hui)集全(quan)社會力量建(jian)設(she)泛在電(dian)(dian)力物(wu)(wu)(wu)聯(lian)網(wang),迭代打造企(qi)業(ye)中(zhong)臺和智(zhi)慧(hui)物(wu)(wu)(wu)聯(lian)體系(xi)。開展(zhan)(zhan)綜合(he)示(shi)范(fan)試點,充(chong)分發(fa)(fa)揮(hui)泛在電(dian)(dian)力物(wu)(wu)(wu)聯(lian)網(wang)價(jia)值作用(yong)。加快(kuai)培育“兩網(wang)”融(rong)合(he)新(xin)(xin)興產業(ye),立足綜合(he)能(neng)(neng)(neng)源(yuan)(yuan)服務(wu)、儲能(neng)(neng)(neng)等戰略(lve)性(xing)新(xin)(xin)興產業(ye),強(qiang)化(hua)技(ji)術(shu)、管理(li)和商(shang)業(ye)模(mo)式(shi)創(chuang)新(xin)(xin),培育增長(chang)新(xin)(xin)動(dong)能(neng)(neng)(neng)。發(fa)(fa)揮(hui)科技(ji)創(chuang)新(xin)(xin)驅動(dong)作用(yong),加強(qiang)基礎(chu)性(xing)、前瞻性(xing)研(yan)究(jiu)布局,聚焦(jiao)5G、人(ren)工智(zhi)能(neng)(neng)(neng)、區塊(kuai)鏈(lian)(lian)等前沿技(ji)術(shu),開展(zhan)(zhan)集中(zhong)攻關(guan),構(gou)建(jian)標(biao)準體系(xi),推進(jin)產業(ye)化(hua)應用(yong),深化(hua)國(guo)家雙創(chuang)示(shi)范(fan)基地建(jian)設(she)。
二是(shi)積(ji)(ji)極(ji)實(shi)(shi)施(shi)混(hun)合(he)所(suo)有(you)制(zhi)改(gai)(gai)革(ge)。探索電(dian)網業務股權多元(yuan)化改(gai)(gai)革(ge),進(jin)(jin)一步推動特(te)高(gao)壓直流引(yin)進(jin)(jin)戰(zhan)略(lve)投資(zi)工作,積(ji)(ji)極(ji)引(yin)入民營資(zi)本參與增量(liang)配(pei)電(dian)試(shi)點(dian)項目,持續推進(jin)(jin)抽(chou)水蓄能(neng)混(hun)改(gai)(gai)。大(da)力實(shi)(shi)施(shi)市場化業務混(hun)改(gai)(gai),通過高(gao)質(zhi)量(liang)引(yin)戰(zhan)投、改(gai)(gai)體制(zhi)、建機制(zhi),切實(shi)(shi)激發企(qi)業活力,提高(gao)效率效益(yi),大(da)力實(shi)(shi)施(shi)產業單(dan)位混(hun)改(gai)(gai),實(shi)(shi)現優勢互補,轉(zhuan)換(huan)經營機制(zhi)。
三(san)是(shi)推進(jin)集團(tuan)管(guan)理體(ti)(ti)制(zhi)(zhi)變革(ge)。加快完(wan)善現代企業(ye)(ye)制(zhi)(zhi)度(du)(du),健(jian)全完(wan)善公司(si)制(zhi)(zhi)度(du)(du)體(ti)(ti)系,把制(zhi)(zhi)度(du)(du)優勢轉化(hua)為(wei)治(zhi)理效能(neng),有效發揮(hui)董事會、監事會作用。優化(hua)總(zong)部架(jia)構與權責,結合“總(zong)部機(ji)關化(hua)”問題專項(xiang)整改,明(ming)確總(zong)部職能(neng)定(ding)位(wei),加強部門有效協同(tong),壓(ya)減(jian)總(zong)部審(shen)批事項(xiang)。轉變集團(tuan)管(guan)控模式(shi),繼(ji)續深化(hua)“放管(guan)服”改革(ge),進(jin)一(yi)(yi)步激發基層活力(li),針對不同(tong)產業(ye)(ye)特點,動態優化(hua)授(shou)權事項(xiang)清單,擴(kuo)大經營(ying)授(shou)權試點范圍,創(chuang)新國際業(ye)(ye)務發展模式(shi),推進(jin)投(tou)資、建設、運營(ying)一(yi)(yi)體(ti)(ti)化(hua)走(zou)出(chu)去。完(wan)善市場(chang)化(hua)經營(ying)機(ji)制(zhi)(zhi),在(zai)競爭(zheng)性業(ye)(ye)務領(ling)(ling)域,加大市場(chang)化(hua)選(xuan)聘職業(ye)(ye)經理人力(li)度(du)(du)。加快創(chuang)建世界一(yi)(yi)流示范企業(ye)(ye),發揮(hui)典型引領(ling)(ling)單位(wei)創(chuang)新探索和先行先試作用,主(zhu)動對標世界一(yi)(yi)流企業(ye)(ye),在(zai)重點領(ling)(ling)域、關鍵環節取(qu)得(de)突破。
四是積極推動(dong)全(quan)國統(tong)一(yi)電(dian)(dian)(dian)(dian)(dian)力(li)市場建(jian)設(she)。加(jia)(jia)快(kuai)頂層(ceng)設(she)計研(yan)究,提出建(jian)設(she)方(fang)案和實施路徑,促進(jin)電(dian)(dian)(dian)(dian)(dian)力(li)資源在全(quan)國范(fan)(fan)圍(wei)內優化配(pei)(pei)置。逐步理清交叉補貼,進(jin)一(yi)步深化跨區(qu)、區(qu)域和省(sheng)級(ji)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)輸(shu)配(pei)(pei)電(dian)(dian)(dian)(dian)(dian)價傳導機(ji)制,推動(dong)輸(shu)配(pei)(pei)電(dian)(dian)(dian)(dian)(dian)價與(yu)電(dian)(dian)(dian)(dian)(dian)力(li)市場有序銜(xian)接(jie)。加(jia)(jia)快(kuai)交易(yi)機(ji)構(gou)獨立(li)規(gui)范(fan)(fan)運(yun)(yun)(yun)行(xing)(xing),全(quan)面完(wan)成交易(yi)機(ji)構(gou)股份制改造(zao),提升規(gui)范(fan)(fan)運(yun)(yun)(yun)作(zuo)水(shui)平。推動(dong)交易(yi)機(ji)構(gou)充分(fen)發揮(hui)平臺作(zuo)用,與(yu)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)業(ye)務建(jian)立(li)高效(xiao)協調運(yun)(yun)(yun)作(zuo)機(ji)制。建(jian)立(li)適(shi)應電(dian)(dian)(dian)(dian)(dian)力(li)市場的(de)運(yun)(yun)(yun)營管理新機(ji)制,優化電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)建(jian)設(she)、運(yun)(yun)(yun)維(wei)檢修、調度運(yun)(yun)(yun)行(xing)(xing)等(deng)業(ye)務流程,建(jian)立(li)適(shi)應售(shou)電(dian)(dian)(dian)(dian)(dian)側放開的(de)新型(xing)營銷服(fu)務模式。
五(wu)是提升服(fu)(fu)(fu)務(wu)(wu)客戶能(neng)力(li)(li)和水(shui)平。降(jiang)低實體經(jing)濟用(yong)(yong)(yong)(yong)能(neng)成本(ben),落實國家減稅降(jiang)費政(zheng)策,推動完善分時電(dian)價(jia)政(zheng)策,建(jian)立尖峰負荷(he)避讓補償機制,激勵用(yong)(yong)(yong)(yong)戶主動削(xue)峰填谷,降(jiang)低用(yong)(yong)(yong)(yong)戶總體用(yong)(yong)(yong)(yong)能(neng)成本(ben)。創(chuang)新供(gong)(gong)電(dian)服(fu)(fu)(fu)務(wu)(wu)模(mo)式,全面推行陽光業擴,健全信息(xi)公開公示機制,進一(yi)步優(you)(you)化辦電(dian)流程,持續優(you)(you)化電(dian)力(li)(li)營商環境,全面推廣網格化綜合(he)服(fu)(fu)(fu)務(wu)(wu),有力(li)(li)支撐配(pei)網可靠供(gong)(gong)電(dian)和客戶優(you)(you)質(zhi)服(fu)(fu)(fu)務(wu)(wu)。加快發展綜合(he)能(neng)源(yuan)服(fu)(fu)(fu)務(wu)(wu),聚焦(jiao)綜合(he)能(neng)效、多能(neng)供(gong)(gong)應、清潔能(neng)源(yuan)、新興用(yong)(yong)(yong)(yong)能(neng)等服(fu)(fu)(fu)務(wu)(wu)領(ling)域,優(you)(you)化完善業務(wu)(wu)發展布局,強化核心能(neng)力(li)(li)建(jian)設,為客戶創(chuang)造價(jia)值(zhi)。
六(liu)是完善適(shi)應監管(guan)的體制(zhi)機制(zhi)。完善業(ye)務分類發(fa)展機制(zhi),研究建立資(zi)源有(you)效利(li)用、成本合理分攤、業(ye)務有(you)效分離的機制(zhi),嚴格規范關聯交易,營造(zao)公平市(shi)場環境,依托“三(san)型(xing)兩(liang)網(wang)”建設,實現電(dian)力生(sheng)產、傳輸(shu)和使用中能源流(liu)和業(ye)務流(liu)的數字(zi)化。
《意見》強調(diao),要(yao)加強組織領導,強化依法合規,深(shen)入督導評估,保持(chi)安全(quan)穩(wen)定(ding)。要(yao)充分認識(shi)全(quan)面深(shen)化改(gai)革(ge)的特殊重(zhong)要(yao)性(xing)和現實(shi)緊迫性(xing),奮力推(tui)進改(gai)革(ge)攻堅(jian),實(shi)現全(quan)面突(tu)破,在持(chi)續推(tui)進供給側結構(gou)性(xing)改(gai)革(ge)、實(shi)現“穩(wen)增長、調(diao)結構(gou)、惠民生(sheng)”、支持(chi)經濟高質(zhi)量發展等方(fang)面作出(chu)更(geng)大(da)貢獻。
