新中(zhong)國(guo)成立(li)是中(zhong)國(guo)電力工(gong)業發(fa)展(zhan)的重(zhong)大轉折點。70年來,中(zhong)國(guo)電力工(gong)業經歷(li)了由(you)弱變(bian)強、由(you)落(luo)后變(bian)先進的發(fa)展(zhan)歷(li)程(cheng),取得舉(ju)世矚目(mu)的巨大發(fa)展(zhan)成就(jiu):
第(di)一,發電(dian)(dian)能力(li)從新(xin)中國成立初期的世界落后水(shui)平,進入(ru)世界先進行列(lie)。發電(dian)(dian)量和發電(dian)(dian)裝機容量增長(chang)上千倍(bei),為中國經(jing)濟(ji)建(jian)設提(ti)供(gong)了價格可承受的電(dian)(dian)力(li)供(gong)應。
第二,電(dian)力供應(ying)從難以保障進入高可靠性水平階段(duan),電(dian)網規模穩步發(fa)展(zhan),電(dian)壓(ya)等級不斷提升,建(jian)成世界上覆蓋(gai)范圍(wei)最(zui)(zui)廣、能源(yuan)資源(yuan)配置能力最(zui)(zui)為強大、運行水平最(zui)(zui)高的(de)電(dian)網。
第三,電(dian)(dian)源(yuan)結構從(cong)一煤獨大(da)到多種能源(yuan)發(fa)電(dian)(dian)并舉(ju),清潔能源(yuan)裝(zhuang)機規模和發(fa)電(dian)(dian)量不斷擴大(da),電(dian)(dian)源(yuan)結構持續優化(hua)。
第四,電力工(gong)業技(ji)(ji)術水平和(he)(he)裝備能(neng)力大幅(fu)提升,特(te)高壓(ya)輸電技(ji)(ji)術、新能(neng)源發電并網技(ji)(ji)術、核(he)電技(ji)(ji)術和(he)(he)發電設備生產能(neng)力步(bu)入世界(jie)先(xian)進(jin)行列。

一、全國用電規模增長超千倍:用電量增長超過1900倍、人均用電量增長630倍
1949年新中(zhong)國(guo)(guo)成(cheng)立之初,國(guo)(guo)家極度貧窮(qiong),電力工(gong)業百(bai)孔千瘡、基(ji)礎極其(qi)薄弱(ruo)。經過(guo)70年的(de)發展,特(te)別改(gai)革開放40年以(yi)來,中(zhong)國(guo)(guo)經濟(ji)騰飛,電力工(gong)業進入世(shi)界先進行(xing)列(lie),用電水平大幅(fu)提(ti)高。
70年(nian)用電(dian)(dian)量(liang)增長超過1900倍。用電(dian)(dian)量(liang)是衡(heng)量(liang)國(guo)/地區電(dian)(dian)力工(gong)業(ye)發展的(de)(de)重(zhong)要指(zhi)標(biao)之(zhi)(zhi)一,也是衡(heng)量(liang)一國(guo)/地區經濟發展水(shui)平的(de)(de)重(zhong)要指(zhi)標(biao)之(zhi)(zhi)一。經濟越(yue)發達,用電(dian)(dian)量(liang)就相對(dui)越(yue)多。1949年(nian),全(quan)(quan)年(nian)實際用電(dian)(dian)量(liang)為34.6億kWh;經過70年(nian)發展,到2018年(nian),全(quan)(quan)社會(hui)用電(dian)(dian)量(liang)68,449億kWh,是1949年(nian)的(de)(de)1978倍。2018年(nian),中國(guo)全(quan)(quan)社會(hui)用電(dian)(dian)量(liang)是美國(guo)終端用戶全(quan)(quan)年(nian)用電(dian)(dian)量(liang)39,460億kWh的(de)(de)近2倍,中國(guo)工(gong)業(ye)用電(dian)(dian)量(liang)與OECD國(guo)家工(gong)業(ye)用電(dian)(dian)量(liang)總和大體相當。
70年(nian)人(ren)(ren)(ren)(ren)(ren)均(jun)(jun)(jun)用(yong)(yong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)量(liang)(liang)增(zeng)長630倍。人(ren)(ren)(ren)(ren)(ren)均(jun)(jun)(jun)用(yong)(yong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)量(liang)(liang)是衡量(liang)(liang)一(yi)(yi)國(guo)(guo)(guo)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)工(gong)業發(fa)展的(de)重要指標(biao)(biao)之(zhi)(zhi)一(yi)(yi),是國(guo)(guo)(guo)際公認的(de)衡量(liang)(liang)一(yi)(yi)國(guo)(guo)(guo)發(fa)展水平(ping)的(de)重要指標(biao)(biao),被世(shi)(shi)(shi)界(jie)銀(yin)行等國(guo)(guo)(guo)際組織采用(yong)(yong)。1949年(nian),中(zhong)(zhong)國(guo)(guo)(guo)人(ren)(ren)(ren)(ren)(ren)均(jun)(jun)(jun)用(yong)(yong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)量(liang)(liang)①僅(jin)為8kWh/人(ren)(ren)(ren)(ren)(ren),4口(kou)之(zhi)(zhi)家年(nian)用(yong)(yong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)量(liang)(liang)才(cai)32kWh僅(jin)相當于一(yi)(yi)臺傳統冰箱工(gong)作(zuo)約一(yi)(yi)個月的(de)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)量(liang)(liang)、或一(yi)(yi)臺柜式空調工(gong)作(zuo)16小時的(de)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)量(liang)(liang)。這一(yi)(yi)數(shu)據不僅(jin)大(da)(da)大(da)(da)低(di)于世(shi)(shi)(shi)界(jie)平(ping)均(jun)(jun)(jun)水平(ping),甚至低(di)于非洲一(yi)(yi)些極不發(fa)達國(guo)(guo)(guo)家的(de)人(ren)(ren)(ren)(ren)(ren)均(jun)(jun)(jun)用(yong)(yong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)水平(ping)。經(jing)過(guo)中(zhong)(zhong)國(guo)(guo)(guo)人(ren)(ren)(ren)(ren)(ren)民艱苦卓(zhuo)絕(jue)的(de)奮斗,到(dao)(dao)1978年(nian),中(zhong)(zhong)國(guo)(guo)(guo)人(ren)(ren)(ren)(ren)(ren)均(jun)(jun)(jun)用(yong)(yong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)量(liang)(liang)達到(dao)(dao)268kWh/人(ren)(ren)(ren)(ren)(ren),是1949年(nian)的(de)33.5倍。但(dan)人(ren)(ren)(ren)(ren)(ren)均(jun)(jun)(jun)用(yong)(yong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)量(liang)(liang)依(yi)然大(da)(da)幅低(di)于世(shi)(shi)(shi)界(jie)平(ping)均(jun)(jun)(jun)水平(ping)1,523kWh/人(ren)(ren)(ren)(ren)(ren),只(zhi)有世(shi)(shi)(shi)界(jie)人(ren)(ren)(ren)(ren)(ren)均(jun)(jun)(jun)用(yong)(yong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)量(liang)(liang)的(de)17.6%。隨著電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)體制改革(ge),特(te)別是放(fang)松(song)(song)發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)側管制、放(fang)松(song)(song)發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)投(tou)資(zi)領域(yu)改革(ge),極大(da)(da)激發(fa)了社會(hui)資(zi)本辦(ban)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)的(de)積極性,使中(zhong)(zhong)國(guo)(guo)(guo)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)工(gong)業充滿了活力(li)(li)。到(dao)(dao)2009年(nian),中(zhong)(zhong)國(guo)(guo)(guo)人(ren)(ren)(ren)(ren)(ren)均(jun)(jun)(jun)用(yong)(yong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)量(liang)(liang)2,775kWh/人(ren)(ren)(ren)(ren)(ren)、接近世(shi)(shi)(shi)界(jie)平(ping)均(jun)(jun)(jun)水平(ping)2,791kWh/人(ren)(ren)(ren)(ren)(ren),到(dao)(dao)2010年(nian)中(zhong)(zhong)國(guo)(guo)(guo)人(ren)(ren)(ren)(ren)(ren)均(jun)(jun)(jun)用(yong)(yong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)量(liang)(liang)3,153kWh/人(ren)(ren)(ren)(ren)(ren)、超過(guo)世(shi)(shi)(shi)界(jie)平(ping)均(jun)(jun)(jun)水平(ping)2,955kWh/人(ren)(ren)(ren)(ren)(ren)。到(dao)(dao)2018年(nian),中(zhong)(zhong)國(guo)(guo)(guo)人(ren)(ren)(ren)(ren)(ren)均(jun)(jun)(jun)用(yong)(yong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)量(liang)(liang)達到(dao)(dao)5,012kWh/人(ren)(ren)(ren)(ren)(ren),大(da)(da)大(da)(da)超過(guo)世(shi)(shi)(shi)界(jie)平(ping)均(jun)(jun)(jun)水平(ping),是新中(zhong)(zhong)國(guo)(guo)(guo)成立之(zhi)(zhi)初(chu)的(de)630倍,是1978年(nian)改革(ge)開放(fang)之(zhi)(zhi)初(chu)的(de)19倍。

二、全國電力生產規模增長超千倍:發電裝機增長超過1000倍、發電量增加超過1600倍
1949年(nian)新(xin)中國(guo)成(cheng)立之時,電(dian)(dian)力(li)供應能力(li)遠遠落后于世(shi)界平均發展(zhan)水平,全國(guo)80%以(yi)上為無電(dian)(dian)人口。經過(guo)70年(nian)發展(zhan),電(dian)(dian)力(li)工(gong)(gong)業徹(che)底改變了(le)落后面貌,發電(dian)(dian)量和發電(dian)(dian)裝(zhuang)機(ji)容量雙雙位列世(shi)界第(di)一。電(dian)(dian)力(li)工(gong)(gong)業為中國(guo)經濟建設(she)、社會發展(zhan)提供了(le)可(ke)靠的電(dian)(dian)力(li)供應。
發(fa)電裝機容(rong)量規(gui)模(mo)70年增長1026倍。發(fa)電裝機規(gui)模(mo)是衡(heng)量一國電力(li)(li)工(gong)業產能的(de)(de)重要指(zhi)標。發(fa)電量越多,表(biao)明電力(li)(li)工(gong)業的(de)(de)規(gui)模(mo)就越大(da),提供(gong)電力(li)(li)服(fu)務的(de)(de)能力(li)(li)也就越強(qiang)。為滿足不斷增長的(de)(de)電力(li)(li)需求,新中(zhong)國成(cheng)立(li)以來,投入(ru)了(le)(le)巨額資(zi)金(jin)新建了(le)(le)大(da)量發(fa)電基礎設(she)施。發(fa)電裝機容(rong)量規(gui)模(mo)從(cong)1949年的(de)(de)185萬kW,到1978年,電力(li)(li)裝機容(rong)量5712萬kW;到2018年,電力(li)(li)裝機容(rong)量達到19.0億kW,是新中(zhong)國成(cheng)立(li)之初(chu)的(de)(de)1027倍,是改革之初(chu)的(de)(de)33倍,較1978年增長了(le)(le)18.4億kW。
特(te)別是“十八大”以(yi)來,發(fa)(fa)電(dian)裝機規模增(zeng)長驚人(ren),從2013年(nian)(nian)(nian)到2018年(nian)(nian)(nian)。連(lian)續6年(nian)(nian)(nian),年(nian)(nian)(nian)新增(zeng)發(fa)(fa)電(dian)裝機容(rong)量(liang)(liang)超過1億kW,年(nian)(nian)(nian)均(jun)新增(zeng)發(fa)(fa)電(dian)裝機容(rong)量(liang)(liang)1.25億kW,其中年(nian)(nian)(nian)均(jun)增(zeng)長可再生能源發(fa)(fa)電(dian)裝機容(rong)量(liang)(liang)7149萬(wan)kW。而中國(guo)發(fa)(fa)電(dian)裝機容(rong)量(liang)(liang)實現(xian)第一個1億kW是1987年(nian)(nian)(nian),從新中國(guo)成立(li)算(suan)起,僅僅用了38年(nian)(nian)(nian)。
70年人(ren)均(jun)(jun)發(fa)電(dian)裝(zhuang)機容(rong)量(liang)增長了近400倍(bei)。新(xin)中(zhong)國成立(li)時的(de)1949年,中(zhong)國人(ren)均(jun)(jun)發(fa)電(dian)裝(zhuang)機容(rong)量(liang)僅為(wei)3w/人(ren),大大低于(yu)世(shi)(shi)界平均(jun)(jun)水平。經(jing)過發(fa)展,到1978年,人(ren)均(jun)(jun)發(fa)電(dian)裝(zhuang)機容(rong)量(liang)為(wei)59W/人(ren);到2018年,中(zhong)國人(ren)均(jun)(jun)裝(zhuang)機容(rong)量(liang)為(wei)1361W/人(ren),超過世(shi)(shi)界平均(jun)(jun)水平,是(shi)新(xin)中(zhong)國建立(li)之初的(de)399倍(bei),是(shi)改革開放之初的(de)23倍(bei)。
70年(nian)發(fa)(fa)電量(liang)(liang)增加超過(guo)1600倍(bei)。發(fa)(fa)電量(liang)(liang)是衡量(liang)(liang)電力工業產量(liang)(liang)規(gui)模的(de)(de)重要指標(biao)。中國發(fa)(fa)電量(liang)(liang)從1949年(nian)的(de)(de)43億(yi)kwh,經過(guo)發(fa)(fa)展(zhan),到(dao)(dao)1978年(nian)發(fa)(fa)電量(liang)(liang)2566億(yi)kWh;到(dao)(dao)2018年(nian)發(fa)(fa)電量(liang)(liang)6.99萬億(yi)kWh,是新中國成立之初的(de)(de)1623倍(bei)、改革之初的(de)(de)27倍(bei)。到(dao)(dao)2019年(nian),發(fa)(fa)電量(liang)(liang)將達7.16萬億(yi)kWh,是1949年(nian)的(de)(de)1660倍(bei)。
中國電力工業在世界電力工業的地位發生巨大變(bian)化,規模連續8年位居世界第1位。
(1)發(fa)電裝機容量從1949年(nian)(nian)的世界(jie)(jie)第(di)(di)21位,發(fa)展到1978為世界(jie)(jie)第(di)(di)8位,再發(fa)展到1995年(nian)(nian)超(chao)越俄(e)羅斯位居世界(jie)(jie)第(di)(di)3位,繼續發(fa)展到1996年(nian)(nian)超(chao)越日本居世界(jie)(jie)第(di)(di)2位,到2011年(nian)(nian)超(chao)過美國(guo)(guo)成世界(jie)(jie)第(di)(di)1位。考慮(lv)數(shu)據(ju)(ju)可比性,利用IEA最新數(shu)據(ju)(ju)及中(zhong)電聯數(shu)據(ju)(ju),觀察比較1980-2018年(nian)(nian)中(zhong)國(guo)(guo)發(fa)電裝機容量在世界(jie)(jie)的變化情況。
1980年(nian),美國(guo)(guo)發(fa)(fa)電(dian)裝(zhuang)(zhuang)機(ji)總(zong)容(rong)量(liang)為(wei)5.8億(yi)(yi)(yi)kW、占世(shi)界發(fa)(fa)電(dian)裝(zhuang)(zhuang)機(ji)總(zong)容(rong)量(liang)的(de)(de)29.2%、位列世(shi)界第(di)1位,中(zhong)國(guo)(guo)為(wei)6587萬kW、占世(shi)界發(fa)(fa)電(dian)裝(zhuang)(zhuang)機(ji)的(de)(de)3.3%、位列世(shi)界第(di)7位。當年(nian)裝(zhuang)(zhuang)機(ji)容(rong)量(liang)規模(mo)排在中(zhong)國(guo)(guo)之前的(de)(de)國(guo)(guo)家還有俄(e)羅斯與(yu)獨聯體(2.7億(yi)(yi)(yi)kW、13.6%),日本(1.4億(yi)(yi)(yi)kW、7.2%),德國(guo)(guo)(1.0億(yi)(yi)(yi)kW、5.2%),加(jia)拿大(da)(7,917萬kW、4.0%),英國(guo)(guo)(7,360萬kW、3.7%)。
到2011年,中國發電(dian)(dian)裝機(ji)容(rong)量超(chao)過(guo)美國,位列(lie)世(shi)界(jie)(jie)第1位,發電(dian)(dian)裝機(ji)容(rong)量為(wei)10.9億(yi)(yi)kW,占世(shi)界(jie)(jie)20.4%;美國發電(dian)(dian)裝機(ji)容(rong)量為(wei)10.5億(yi)(yi)kW、占世(shi)界(jie)(jie)19.8%,列(lie)世(shi)界(jie)(jie)第2位。
到2018年(nian),中國發(fa)(fa)電(dian)裝機容(rong)量(liang)規模(mo)連(lian)續8年(nian)保持世界第1位,發(fa)(fa)電(dian)裝機容(rong)量(liang)達(da)19.00億kW;是位列(lie)列(lie)于世界第2位美國發(fa)(fa)電(dian)裝機容(rong)量(liang)的1.8倍。
(2)發電(dian)(dian)量從1949年的(de)世(shi)界(jie)第25位(wei),到1978年提升至世(shi)界(jie)第7位(wei),到1994年變為(wei)世(shi)界(jie)第2位(wei),到2011年變為(wei)世(shi)界(jie)第1位(wei)。考慮數(shu)據(ju)可比性(xing),利用IEA最(zui)新數(shu)據(ju)及中(zhong)電(dian)(dian)聯數(shu)據(ju),觀察比較1980-2018年中(zhong)國發電(dian)(dian)量在(zai)世(shi)界(jie)的(de)變化情(qing)況。
1980年,中國(guo)發(fa)(fa)電(dian)量為2854億(yi)kWh、占世界發(fa)(fa)電(dian)量的4.0%、位列(lie)世界第5位,當年美國(guo)發(fa)(fa)電(dian)量位列(lie)世界第1,為22,850億(yi)kWh、占世界發(fa)(fa)電(dian)量的32.3%。當年發(fa)(fa)電(dian)量比中國(guo)多的國(guo)家還(huan)有日本(5,480億(yi)kWh、7.8%)、德國(guo)(4,698億(yi)kWh、6.6%)和(he)加拿大(da)(3,679億(yi)kWh、5.2%)。
到2011年,中(zhong)國(guo)發電(dian)量超越美(mei)國(guo)列第1位,發電(dian)量為4490億kWh、占世界21.2%;美(mei)國(guo)發電(dian)量為4095億kWh、占世界19.3%。
到2018年,中(zhong)國發電量(liang)連續8年位列世界第1,發電量(liang)69,940億kWh,是(shi)位列世界第2美國發電量(liang)43,961億kWh的(de)1.6倍(bei),大(da)約是(shi)歐盟(meng)的(de)2倍(bei)。

三、全國電網規模增長數百倍:電網線路長度增長290倍、通電率達100%
新中(zhong)國成立70年,中(zhong)國電網從覆(fu)(fu)蓋率(lv)低、聯(lian)通(tong)性低、電壓低的零(ling)星孤網,發展(zhan)成為世界上覆(fu)(fu)蓋范圍最廣(guang)、能(neng)源資源配置能(neng)力最為強大(da)、并網新能(neng)源裝機規模最大(da)、高壓輸電線路最多的電網;從安全運(yun)行水平低的電網,發展(zhan)成為世界安全運(yun)行水平最高的電網之一,電力供應進入高可(ke)靠(kao)性水平階段。
覆蓋(gai)(gai)范圍最廣。電(dian)(dian)(dian)網(wang)(wang)(wang)發(fa)展(zhan)經歷了(le)從孤網(wang)(wang)(wang)、孤立(li)電(dian)(dian)(dian)廠,到(dao)區(qu)域電(dian)(dian)(dian)網(wang)(wang)(wang),再到(dao)全國(guo)電(dian)(dian)(dian)網(wang)(wang)(wang)覆蓋(gai)(gai)到(dao)村的(de)發(fa)展(zhan)過程。電(dian)(dian)(dian)網(wang)(wang)(wang)覆蓋(gai)(gai)率是反映電(dian)(dian)(dian)力(li)普(pu)遍供(gong)應能力(li)的(de)重要(yao)指(zhi)標。新(xin)中國(guo)成立(li)之初的(de)1949年,中國(guo)電(dian)(dian)(dian)網(wang)(wang)(wang)十分薄弱,只(zhi)覆蓋(gai)(gai)少數大(da)城市(shi),多是以城市(shi)為供(gong)電(dian)(dian)(dian)中心的(de)孤立(li)電(dian)(dian)(dian)廠和相應的(de)低壓(ya)供(gong)電(dian)(dian)(dian)。
經過近(jin)30年發(fa)展(zhan)(zhan),到改(gai)革開之(zhi)初的(de)1978年,全國(guo)電(dian)網(wang)(wang)覆蓋率(lv)接(jie)近(jin)一(yi)半,電(dian)網(wang)(wang)主要以(yi)(yi)相對孤立的(de)省(sheng)級電(dian)網(wang)(wang)、城市電(dian)網(wang)(wang)為(wei)主,省(sheng)間聯系很(hen)少。特(te)別是經過改(gai)革開放40年的(de)發(fa)展(zhan)(zhan),到2018年全國(guo)電(dian)網(wang)(wang)已經形成(cheng)了華(hua)北、東(dong)(dong)北、華(hua)中、華(hua)東(dong)(dong)、西(xi)北、南方六個大(da)型區(qu)域交流(liu)同步電(dian)網(wang)(wang),除西(xi)北電(dian)網(wang)(wang)以(yi)(yi)750kV交流(liu)為(wei)主架網(wang)(wang)外(wai),其他(ta)電(dian)網(wang)(wang)以(yi)(yi)500kV交流(liu)為(wei)主網(wang)(wang)架,華(hua)北電(dian)網(wang)(wang)和華(hua)東(dong)(dong)電(dian)網(wang)(wang)建有1000kV特(te)高壓工(gong)程。
電(dian)(dian)(dian)網(wang)線路長度(du)增長超過290倍。電(dian)(dian)(dian)網(wang)線路長度(du)是反映電(dian)(dian)(dian)網(wang)規模(mo)的(de)重(zhong)要指標。1949年(nian)(nian)(nian),電(dian)(dian)(dian)力線路為(wei)6474千(qian)米(mi),除東北地區154-200kV高壓電(dian)(dian)(dian)網(wang)、京津唐地區77kV電(dian)(dian)(dian)網(wang)、上(shang)(shang)海市33kV供電(dian)(dian)(dian)電(dian)(dian)(dian)網(wang)外,在個別地方間或(huo)架(jia)設有(you)單獨的(de)22kV或(huo)33kV輸(shu)(shu)電(dian)(dian)(dian)線路。到1978年(nian)(nian)(nian),220kV及以上(shang)(shang)輸(shu)(shu)電(dian)(dian)(dian)線路長度(du)2.3萬千(qian)米(mi),是1949年(nian)(nian)(nian)的(de)3.5倍。到2018年(nian)(nian)(nian),電(dian)(dian)(dian)壓等級極大提(ti)高至(zhi)35kV及以上(shang)(shang)的(de)輸(shu)(shu)電(dian)(dian)(dian)線路回路長度(du)189萬千(qian)米(mi),相(xiang)當于繞地球赤道47圈,是1949年(nian)(nian)(nian)的(de)291倍。
電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)電(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)(ya)(ya)等(deng)(deng)級(ji)世界(jie)最(zui)高(gao)。電(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)(ya)(ya)等(deng)(deng)級(ji)是反映電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)技術水平的重要(yao)(yao)指標。1949年(nian),最(zui)高(gao)電(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)(ya)(ya)等(deng)(deng)級(ji)220kV。到(dao)1978年(nian),最(zui)高(gao)電(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)(ya)(ya)等(deng)(deng)級(ji)330kV,全國各電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)以220kV和(he)110kV高(gao)壓(ya)(ya)(ya)輸電(dian)(dian)(dian)(dian)(dian)(dian)線(xian)為(wei)主(zhu)要(yao)(yao)干線(xian),變電(dian)(dian)(dian)(dian)(dian)(dian)容(rong)量2528萬千伏安。特別(bie)是經(jing)過(guo)40年(nian)改革開放,到(dao)2018年(nian),電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)最(zui)高(gao)電(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)(ya)(ya)等(deng)(deng)級(ji)1100kV,超過(guo)巴西(800kV)、美國(765kV)、印度(765kV)、俄羅(luo)斯(750kV)、日(ri)本(500kV),達世界(jie)第(di)一(yi);變電(dian)(dian)(dian)(dian)(dian)(dian)設備(bei)容(rong)量40.3億kVA;跨區(qu)輸電(dian)(dian)(dian)(dian)(dian)(dian)能(neng)(neng)力不斷提高(gao),到(dao)2018年(nian)跨區(qu)輸電(dian)(dian)(dian)(dian)(dian)(dian)達到(dao)1.36億kW,其(qi)中交直(zhi)流聯網(wang)(wang)(wang)跨區(qu)輸電(dian)(dian)(dian)(dian)(dian)(dian)能(neng)(neng)力超過(guo)1.23億kW,跨區(qu)點對網(wang)(wang)(wang)送電(dian)(dian)(dian)(dian)(dian)(dian)能(neng)(neng)力1344萬kW。
縣、鄉、村(cun)(cun)、戶的通(tong)電(dian)(dian)率(lv)達百分(fen)之(zhi)百。1949年(nian)(nian)新中國(guo)成(cheng)立(li)時(shi),農(nong)村(cun)(cun)通(tong)電(dian)(dian)率(lv)極低(di),農(nong)村(cun)(cun)年(nian)(nian)用(yong)電(dian)(dian)量(liang)僅為2000萬kWh,平均每(mei)個農(nong)民年(nian)(nian)用(yong)電(dian)(dian)量(liang)僅為0.05kWh。1978年(nian)(nian),全(quan)國(guo)縣、鄉、村(cun)(cun)通(tong)電(dian)(dian)率(lv)分(fen)別為94.5%、86.8%、61.1%;到(dao)2007年(nian)(nian),三項(xiang)指(zhi)標分(fen)別是(shi)100%、99.7%、99.7%;到(dao)2016年(nian)(nian),三項(xiang)指(zhi)標全(quan)部(bu)達到(dao)100%。到(dao)2015年(nian)(nian)底,青海最后9614戶、共(gong)計3.98萬無電(dian)(dian)人(ren)口(kou)通(tong)電(dian)(dian),標志著中國(guo)全(quan)部(bu)人(ren)口(kou)都(dou)用(yong)上了電(dian)(dian)。
供(gong)(gong)電(dian)可靠性進(jin)入(ru)高水平(ping)(ping)階(jie)段。新(xin)中(zhong)(zhong)(zhong)國成立之初,中(zhong)(zhong)(zhong)國供(gong)(gong)電(dian)可靠性非常低(di),大(da)多地區無(wu)電(dian)供(gong)(gong)應,大(da)城市(shi)(shi)供(gong)(gong)電(dian)也得不到(dao)保障(zhang)。經(jing)過70年(nian)的(de)發展,中(zhong)(zhong)(zhong)國供(gong)(gong)電(dian)可靠性大(da)幅提(ti)升,進(jin)入(ru)高可靠性、高質量階(jie)段。用戶(hu)(hu)平(ping)(ping)均(jun)(jun)(jun)停(ting)(ting)電(dian)時(shi)間、用戶(hu)(hu)平(ping)(ping)均(jun)(jun)(jun)停(ting)(ting)電(dian)次數(shu)等是國際(ji)上(shang)(IEEE)供(gong)(gong)電(dian)可靠性指標。2018年(nian)中(zhong)(zhong)(zhong)國平(ping)(ping)均(jun)(jun)(jun)供(gong)(gong)電(dian)可靠率(lv)為(wei)99.820%,用戶(hu)(hu)平(ping)(ping)均(jun)(jun)(jun)停(ting)(ting)電(dian)時(shi)間為(wei)15.75小(xiao)時(shi)/戶(hu)(hu),用戶(hu)(hu)平(ping)(ping)均(jun)(jun)(jun)停(ting)(ting)電(dian)頻率(lv)3.28次/戶(hu)(hu)。其中(zhong)(zhong)(zhong),城市(shi)(shi)平(ping)(ping)均(jun)(jun)(jun)供(gong)(gong)電(dian)可靠率(lv)為(wei)99.946%,用戶(hu)(hu)平(ping)(ping)均(jun)(jun)(jun)停(ting)(ting)電(dian)時(shi)間為(wei)4.77小(xiao)時(shi)/戶(hu)(hu),平(ping)(ping)均(jun)(jun)(jun)停(ting)(ting)電(dian)頻率(lv)為(wei)1.11次/戶(hu)(hu);農村平(ping)(ping)均(jun)(jun)(jun)供(gong)(gong)電(dian)可靠率(lv)為(wei)99.775%,平(ping)(ping)均(jun)(jun)(jun)停(ting)(ting)電(dian)時(shi)間為(wei)19.73小(xiao)時(shi)/戶(hu)(hu),平(ping)(ping)均(jun)(jun)(jun)停(ting)(ting)電(dian)頻率(lv)為(wei)4.07次/戶(hu)(hu)。
四、全國清潔電力增長數千倍:清潔發電裝機增長4600倍、清潔能源發電量增長2910倍
新中國(guo)成立(li)70年,中國(guo)電力不(bu)斷向(xiang)(xiang)清潔化方向(xiang)(xiang)發展,發電裝(zhuang)機結(jie)構日(ri)趨優(you)化。
清(qing)(qing)潔(jie)(jie)能(neng)源(yuan)(yuan)發(fa)(fa)(fa)電裝(zhuang)(zhuang)(zhuang)(zhuang)(zhuang)機(ji)容(rong)(rong)量增(zeng)長4600倍(bei)(bei)。從電力裝(zhuang)(zhuang)(zhuang)(zhuang)(zhuang)機(ji)結(jie)構(gou)看,1949年(nian)(nian)新中國成立時,清(qing)(qing)潔(jie)(jie)能(neng)源(yuan)(yuan)裝(zhuang)(zhuang)(zhuang)(zhuang)(zhuang)機(ji)極少(shao),僅(jin)有16萬(wan)(wan)kW水電,清(qing)(qing)潔(jie)(jie)能(neng)源(yuan)(yuan)裝(zhuang)(zhuang)(zhuang)(zhuang)(zhuang)機(ji)占總(zong)發(fa)(fa)(fa)電裝(zhuang)(zhuang)(zhuang)(zhuang)(zhuang)機(ji)容(rong)(rong)量的比重為(wei)(wei)8.8%;到(dao)1978年(nian)(nian),清(qing)(qing)潔(jie)(jie)能(neng)源(yuan)(yuan)裝(zhuang)(zhuang)(zhuang)(zhuang)(zhuang)機(ji)1,726萬(wan)(wan)kW,是1949年(nian)(nian)的100倍(bei)(bei),占總(zong)發(fa)(fa)(fa)電裝(zhuang)(zhuang)(zhuang)(zhuang)(zhuang)機(ji)容(rong)(rong)量的比重約為(wei)(wei)30.3%;到(dao)2018年(nian)(nian),清(qing)(qing)潔(jie)(jie)能(neng)源(yuan)(yuan)發(fa)(fa)(fa)電裝(zhuang)(zhuang)(zhuang)(zhuang)(zhuang)機(ji)容(rong)(rong)量7.6億kW,是1949年(nian)(nian)的4,636倍(bei)(bei)、1978年(nian)(nian)44倍(bei)(bei),占總(zong)發(fa)(fa)(fa)電裝(zhuang)(zhuang)(zhuang)(zhuang)(zhuang)機(ji)容(rong)(rong)量比重為(wei)(wei)39.8%;新增(zeng)清(qing)(qing)潔(jie)(jie)能(neng)源(yuan)(yuan)發(fa)(fa)(fa)電裝(zhuang)(zhuang)(zhuang)(zhuang)(zhuang)機(ji)8,191萬(wan)(wan)kW,是1949年(nian)(nian)存量的511倍(bei)(bei)。
可再(zai)生能源(yuan)發(fa)展成就更為突出,裝機(ji)(ji)(ji)規模總量(liang)世界(jie)第一。到2018年底,可再(zai)生能源(yuan)發(fa)電裝機(ji)(ji)(ji)達到7.28億(yi)kW,占全部電力裝機(ji)(ji)(ji)約38.3%。其(qi)中,水電裝機(ji)(ji)(ji)3.52億(yi)kW、風(feng)電裝機(ji)(ji)(ji)1.84億(yi)kW、光伏發(fa)電裝機(ji)(ji)(ji)1.74億(yi)kW、生物質發(fa)電裝機(ji)(ji)(ji)1781萬kW。
清(qing)(qing)潔(jie)能(neng)源(yuan)(yuan)發(fa)(fa)(fa)電(dian)(dian)量(liang)(liang)增長2910倍。從發(fa)(fa)(fa)電(dian)(dian)量(liang)(liang)結構看,新中國成(cheng)立之(zhi)時,清(qing)(qing)潔(jie)能(neng)源(yuan)(yuan)發(fa)(fa)(fa)電(dian)(dian)僅(jin)為6.8億kWh,約(yue)占(zhan)總發(fa)(fa)(fa)電(dian)(dian)量(liang)(liang)16.5%;到1978年(nian),清(qing)(qing)潔(jie)能(neng)源(yuan)(yuan)發(fa)(fa)(fa)電(dian)(dian)量(liang)(liang)446億kWh,是(shi)1949年(nian)的(de)(de)63倍,約(yue)占(zhan)總發(fa)(fa)(fa)電(dian)(dian)量(liang)(liang)的(de)(de)比重約(yue)為17.4%;到2018年(nian),清(qing)(qing)潔(jie)能(neng)源(yuan)(yuan)發(fa)(fa)(fa)電(dian)(dian)量(liang)(liang)20,709億kWh,是(shi)1949年(nian)的(de)(de)2917倍、1978年(nian)的(de)(de)46倍,占(zhan)總發(fa)(fa)(fa)電(dian)(dian)量(liang)(liang)的(de)(de)比重約(yue)為29.6%。
可(ke)再(zai)(zai)生(sheng)能源上網發(fa)電(dian)(dian)(dian)增長迅速,可(ke)再(zai)(zai)生(sheng)能源發(fa)電(dian)(dian)(dian)量(liang)世界(jie)第一。到2018年,可(ke)再(zai)(zai)生(sheng)能源發(fa)電(dian)(dian)(dian)量(liang)達1.87萬億(yi)kWh,占全(quan)部發(fa)電(dian)(dian)(dian)量(liang)比重為26.7%。其中,水電(dian)(dian)(dian)1.2萬億(yi)kWh,風電(dian)(dian)(dian)3,660億(yi)kWh,光伏(fu)發(fa)電(dian)(dian)(dian)1,775億(yi)kWh,生(sheng)物質(zhi)發(fa)電(dian)(dian)(dian)906億(yi)kWh。
電(dian)(dian)(dian)(dian)源(yuan)(yuan)投(tou)(tou)(tou)(tou)資(zi)(zi)結(jie)構清潔化。從電(dian)(dian)(dian)(dian)源(yuan)(yuan)投(tou)(tou)(tou)(tou)資(zi)(zi)去向看,結(jie)構不斷(duan)優化。電(dian)(dian)(dian)(dian)源(yuan)(yuan)投(tou)(tou)(tou)(tou)資(zi)(zi)發(fa)生了巨大變化,1978年集中(zhong)投(tou)(tou)(tou)(tou)資(zi)(zi)“水電(dian)(dian)(dian)(dian)火電(dian)(dian)(dian)(dian)”領域,目前電(dian)(dian)(dian)(dian)源(yuan)(yuan)投(tou)(tou)(tou)(tou)資(zi)(zi)向“低(di)碳能源(yuan)(yuan)發(fa)電(dian)(dian)(dian)(dian)傾斜”。2018年,水電(dian)(dian)(dian)(dian)、核(he)電(dian)(dian)(dian)(dian)、風電(dian)(dian)(dian)(dian)等清潔能源(yuan)(yuan)完成投(tou)(tou)(tou)(tou)資(zi)(zi)占電(dian)(dian)(dian)(dian)源(yuan)(yuan)完成投(tou)(tou)(tou)(tou)資(zi)(zi)的71.3%;水電(dian)(dian)(dian)(dian)、火電(dian)(dian)(dian)(dian)、核(he)電(dian)(dian)(dian)(dian)和(he)風電(dian)(dian)(dian)(dian)分(fen)別投(tou)(tou)(tou)(tou)資(zi)(zi)674億(yi)(yi)元、777億(yi)(yi)元、437億(yi)(yi)元、643.14億(yi)(yi)元。
五、電力技術水平大幅提升、主要技術經濟指標大幅改善
70年來中國電力科技(ji)(ji)取得(de)了巨大進步,在(zai)世界(jie)電力科技(ji)(ji)領域(yu)占有越來越重要(yao)的(de)位(wei)置。
電力裝(zhuang)備技(ji)術水平取得了飛躍式的發展(zhan)。
第一,電(dian)力裝備經歷了從完全依賴進(jin)口(kou)到(dao)逐(zhu)步國(guo)產(chan)化、從小(xiao)容(rong)量(liang)(liang)到(dao)大(da)容(rong)量(liang)(liang)的發展過程。新中國(guo)成立(li)初(chu)期(qi),新裝火電(dian)機(ji)組(zu)(zu)大(da)多從前蘇聯(lian)進(jin)口(kou),容(rong)量(liang)(liang)普遍比較小(xiao)。從1956-1977年,國(guo)產(chan)6000kW、1.2萬kW、10萬kW、20萬kW、30萬kW火電(dian)機(ji)組(zu)(zu)相繼投(tou)產(chan),但電(dian)力關鍵技術(shu)還要依賴發達國(guo)家(jia)。1965年,技術(shu)裝備和技術(shu)經濟指標,大(da)部分(fen)只達到(dao)世(shi)界(jie)先進(jin)國(guo)家(jia)40年代(dai)未期(qi)的水平,小(xiao)部分(fen)也只有(you)50年代(dai)初(chu)期(qi)的水平。改革開(kai)放以(yi)來(lai),特別是“十(shi)八(ba)大(da)”以(yi)來(lai),電(dian)力裝備水平有(you)了很大(da)提高(gao),大(da)容(rong)量(liang)(liang)、高(gao)參數、環保型的發電(dian)機(ji)組(zu)(zu)快速(su)增長。
第二,燃煤(mei)發電技(ji)術(shu)、污(wu)染物控制技(ji)術(shu)取得新發展(zhan),超(chao)臨界常規煤(mei)粉(fen)發電技(ji)術(shu)達到(dao)世界先(xian)進水平,空冷技(ji)術(shu)、循環流(liu)化(hua)床鍋爐技(ji)術(shu)達到(dao)世界領(ling)先(xian)水平;火(huo)電技(ji)術(shu)全面(mian)國(guo)產化(hua)水平不斷(duan)提升,火(huo)電設備三大主機(鍋爐、汽輪機和發電機)實現全面(mian)國(guo)產化(hua)。
第三,水電(dian)機組(zu)的設計與制造能(neng)力正(zheng)全面達(da)到世(shi)界(jie)(jie)先進(jin)水平(ping),能(neng)夠與發達(da)國家的先進(jin)技(ji)術(shu)同臺競技(ji),在特高拱壩安全控制、混(hun)凝土防滲墻領域達(da)到世(shi)界(jie)(jie)領先水平(ping)。第四,核(he)電(dian)技(ji)術(shu)瞄準世(shi)界(jie)(jie)前(qian)沿,突(tu)破關鍵共性技(ji)術(shu)和(he)現(xian)代(dai)工程技(ji)術(shu),為建設核(he)電(dian)強國提(ti)供強有力的支撐。
核(he)(he)電(dian)技術從(cong)無(wu)到(dao)有,實(shi)現:(1)全面(mian)掌(zhang)握(wo)(wo)三代(dai)核(he)(he)電(dian)技術,自主攻克具有四代(dai)特(te)征的(de)高溫氣(qi)冷堆技術;(2)核(he)(he)電(dian)廠(chang)的(de)安全性在(zai)世(shi)界上處(chu)于先進(jin)水平(ping),核(he)(he)電(dian)機(ji)(ji)組已累(lei)計運行超270堆年;(3)關鍵設備研制(zhi)方面(mian)取得重大(da)突破,核(he)(he)電(dian)設備自主能力不斷(duan)提高。代(dai)表中(zhong)國(guo)核(he)(he)電(dian)技術能力的(de)“華龍一號”,其裝(zhuang)備國(guo)產化(hua)率(lv)達到(dao)85%以上,反應(ying)堆壓力容器、蒸(zheng)汽發生器、堆內構件等核(he)(he)心裝(zhuang)備都已實(shi)現國(guo)產;(4)成功制(zhi)造釷(tu)核(he)(he)電(dian)池(chi),成為(wei)世(shi)界上第一個(ge)掌(zhang)握(wo)(wo)釷(tu)核(he)(he)電(dian)池(chi)并實(shi)際應(ying)用的(de)國(guo)家。第五,中(zhong)國(guo)燃(ran)機(ji)(ji)技術以上海電(dian)氣(qi)收購意大(da)利(li)安薩爾(er)多能源公司(si)股權(quan)開(kai)始(shi),共同研發燃(ran)氣(qi)輪(lun)機(ji)(ji)技術。清潔能源發電(dian)技術不斷(duan)創新,風電(dian)、太陽能發電(dian)技術不斷(duan)進(jin)步。
電(dian)(dian)網(wang)技術(shu)在特(te)高(gao)(gao)壓(ya)(ya)輸(shu)電(dian)(dian)、智能(neng)(neng)電(dian)(dian)網(wang)、大(da)電(dian)(dian)網(wang)安(an)全(quan)穩定運行(xing)控制(zhi)、新(xin)能(neng)(neng)源接入等方面,取(qu)得了一批具有(you)全(quan)球領(ling)先水(shui)(shui)平的科技創新(xin)成(cheng)果。中(zhong)(zhong)國主(zhu)導制(zhi)定的特(te)高(gao)(gao)壓(ya)(ya)、新(xin)能(neng)(neng)源并網(wang)等國際(ji)標(biao)準成(cheng)為(wei)全(quan)球相(xiang)關工(gong)程建設(she)的重要規范。特(te)高(gao)(gao)壓(ya)(ya)輸(shu)電(dian)(dian)技術(shu)和(he)(he)超臨界技術(shu)進入世(shi)界先進行(xing)列,擁有(you)世(shi)界電(dian)(dian)壓(ya)(ya)等級(ji)最高(gao)(gao)的正負1100kV直(zhi)流輸(shu)電(dian)(dian)和(he)(he)1000kV交流特(te)高(gao)(gao)壓(ya)(ya)輸(shu)電(dian)(dian);輸(shu)變(bian)電(dian)(dian)設(she)備制(zhi)造能(neng)(neng)力處于世(shi)界先進水(shui)(shui)平。特(te)高(gao)(gao)壓(ya)(ya)輸(shu)電(dian)(dian)技術(shu)的發展改變(bian)了中(zhong)(zhong)國輸(shu)變(bian)電(dian)(dian)行(xing)業長期跟隨(sui)西方發達國家發展的被動(dong)局面,確立了國際(ji)領(ling)先地(di)位。
電力(li)(li)工業(ye)(ye)的(de)(de)(de)(de)主(zhu)要技(ji)術(shu)經濟(ji)指標大幅(fu)改善(shan)。線(xian)路損失(shi)率和供電煤(mei)(mei)耗(hao)是電力(li)(li)工業(ye)(ye)的(de)(de)(de)(de)主(zhu)要技(ji)術(shu)經濟(ji)指標。(1)線(xian)路損失(shi)率持續(xu)大幅(fu)下(xia)(xia)降(jiang)(jiang)。電網輸(shu)電線(xian)路損失(shi)率由(you)1949年(nian)(nian)(nian)23.35%,下(xia)(xia)降(jiang)(jiang)到1978年(nian)(nian)(nian)的(de)(de)(de)(de)9.64%、較(jiao)1949年(nian)(nian)(nian)下(xia)(xia)降(jiang)(jiang)了(le)13.71個百分(fen)點,再(zai)繼續(xu)下(xia)(xia)降(jiang)(jiang)到2018年(nian)(nian)(nian)的(de)(de)(de)(de)6.21%、較(jiao)1949年(nian)(nian)(nian)下(xia)(xia)降(jiang)(jiang)了(le)17.14個百分(fen)點。(2)供電煤(mei)(mei)耗(hao)技(ji)術(shu)指標明顯優于(yu)世界平(ping)均水平(ping)。先進的(de)(de)(de)(de)百萬千瓦二次再(zai)熱機組的(de)(de)(de)(de)供電煤(mei)(mei)耗(hao)已經低于(yu)270gce/kWh。供電煤(mei)(mei)耗(hao)從1949年(nian)(nian)(nian)的(de)(de)(de)(de)1020gce/kWh,下(xia)(xia)降(jiang)(jiang)到1978年(nian)(nian)(nian)的(de)(de)(de)(de)471gce/kWh、較(jiao)1949年(nian)(nian)(nian)下(xia)(xia)降(jiang)(jiang)了(le)53.8%,繼續(xu)下(xia)(xia)降(jiang)(jiang)到2018年(nian)(nian)(nian)的(de)(de)(de)(de)308gce/kWh、較(jiao)1949年(nian)(nian)(nian)下(xia)(xia)降(jiang)(jiang)了(le)69.8%。
六、電力工業對外合作成績斐然
新(xin)中(zhong)(zhong)國成立70年,電(dian)(dian)(dian)(dian)力國際合(he)作(zuo)經歷從“引進(jin)來”到“走(zou)出(chu)(chu)去”的(de)(de)(de)變化過程(cheng),從封閉發(fa)展走(zou)進(jin)了全(quan)面(mian)對(dui)(dui)外(wai)開放的(de)(de)(de)新(xin)時代。特別(bie)隨(sui)著“一(yi)帶一(yi)路”倡議的(de)(de)(de)實施,中(zhong)(zhong)國電(dian)(dian)(dian)(dian)力對(dui)(dui)外(wai)投資呈現出(chu)(chu)爆發(fa)式(shi)增長態(tai)勢。電(dian)(dian)(dian)(dian)網(wang)、發(fa)電(dian)(dian)(dian)(dian)、電(dian)(dian)(dian)(dian)建、電(dian)(dian)(dian)(dian)力裝備等電(dian)(dian)(dian)(dian)力企(qi)業依托(tuo)豐富(fu)的(de)(de)(de)水(shui)電(dian)(dian)(dian)(dian)工程(cheng)、火電(dian)(dian)(dian)(dian)工程(cheng)、風電(dian)(dian)(dian)(dian)場(chang)、光伏電(dian)(dian)(dian)(dian)站(zhan)、電(dian)(dian)(dian)(dian)網(wang)工程(cheng)的(de)(de)(de)建設(she)經驗(yan),不(bu)斷探(tan)索對(dui)(dui)外(wai)合(he)作(zuo)的(de)(de)(de)方(fang)式(shi),通過并(bing)購運營、電(dian)(dian)(dian)(dian)力工程(cheng)總包、電(dian)(dian)(dian)(dian)力設(she)備輸出(chu)(chu)、電(dian)(dian)(dian)(dian)力國際貿易(yi)、電(dian)(dian)(dian)(dian)力標(biao)準制定與電(dian)(dian)(dian)(dian)力規(gui)劃等多種方(fang)式(shi),使電(dian)(dian)(dian)(dian)力對(dui)(dui)外(wai)合(he)作(zuo)規(gui)模不(bu)斷擴(kuo)大(da)、合(he)作(zuo)區域更加(jia)廣泛、合(he)作(zuo)領(ling)域日趨多元。
海(hai)(hai)外(wai)(wai)電力(li)(li)建(jian)設項目(mu)規模(mo)不斷擴大。以1964年(nian)啟動的(de)幾(ji)內亞金(jin)康水電站項目(mu)(首個(ge)海(hai)(hai)外(wai)(wai)電力(li)(li)援助項目(mu))為開(kai)端,中(zhong)國電力(li)(li)開(kai)始海(hai)(hai)外(wai)(wai)電力(li)(li)建(jian)設項目(mu)。通過(guo)多年(nian)的(de)發(fa)展,特(te)別是(shi)在“一(yi)帶一(yi)路”倡議下,中(zhong)國海(hai)(hai)外(wai)(wai)電力(li)(li)建(jian)設項目(mu)不斷擴大。
其主要特(te)點(dian)為:第一,對(dui)外電力工(gong)程承包以(yi)(yi)EPC為主,也出現了帶融資(zi)的EPC項(xiang)(xiang)目(mu),提高中(zhong)國(guo)電力企業對(dui)外承包工(gong)程的靈活性。第二,清潔(jie)能源對(dui)外投資(zi)成績顯著。中(zhong)國(guo)是(shi)世界上(shang)(shang)跨國(guo)水力發電項(xiang)(xiang)目(mu)投資(zi)最(zui)多的國(guo)家,主要分布在發展中(zhong)國(guo)家,非洲大(da)陸一半以(yi)(yi)上(shang)(shang)的水力發電項(xiang)(xiang)目(mu)都是(shi)由中(zhong)國(guo)單獨或與他國(guo)合作(zuo)投資(zi)建設(she)的。中(zhong)國(guo)是(shi)世界上(shang)(shang)風力發電設(she)備最(zui)大(da)的制造國(guo),對(dui)外投資(zi)風力發電項(xiang)(xiang)目(mu)正迅(xun)速(su)發展。
到2018年(nian)(nian),中(zhong)國電力(li)(li)行業企(qi)業參與境(jing)外電力(li)(li)項目簽約399個,簽約合同總金(jin)額(e)466.8億(yi)美(mei)元(yuan)(yuan),簽約發(fa)(fa)電裝機(ji)總容量5013.7萬(wan)(wan)kW,簽約發(fa)(fa)電裝機(ji)容量較2017年(nian)(nian)(2868.4萬(wan)(wan)kW,444.9億(yi)美(mei)元(yuan)(yuan))、2016年(nian)(nian)(2848萬(wan)(wan)kW,414億(yi)美(mei)元(yuan)(yuan))、2013年(nian)(nian)(3132萬(wan)(wan)kW,468億(yi)美(mei)元(yuan)(yuan))有所提高,簽約合同金(jin)額(e)大(da)體相(xiang)當(dang)。
電力(li)對(dui)外投(tou)資規(gui)模不斷擴大(da)。
(1)發電企業海外(wai)投(tou)(tou)(tou)資(zi)(zi)規模不斷擴(kuo)大(da)。投(tou)(tou)(tou)資(zi)(zi)領(ling)域(yu)涉(she)及(ji)輸配(pei)電、水(shui)電、火電、新能源等多個(ge)領(ling)域(yu),投(tou)(tou)(tou)資(zi)(zi)區(qu)域(yu)遍(bian)布東(dong)南(nan)亞、南(nan)亞、俄蒙、中(zhong)亞、歐洲(zhou)(zhou)、美洲(zhou)(zhou)、非州、大(da)洋(yang)洲(zhou)(zhou)等國(guo)家和(he)地區(qu),投(tou)(tou)(tou)資(zi)(zi)方(fang)式有綠地投(tou)(tou)(tou)資(zi)(zi)、跨國(guo)并購、BOT與BOOT等多種形式。彭博新能源財(cai)經的(de)數據(ju)表明,過去(qu)15年,中(zhong)國(guo)獨立(li)發電企業(IPP)的(de)海外(wai)投(tou)(tou)(tou)資(zi)(zi)總(zong)規模達(da)1510億美元,海外(wai)投(tou)(tou)(tou)資(zi)(zi)年復合增(zeng)長(chang)率高達(da)57%。投(tou)(tou)(tou)資(zi)(zi)范圍涉(she)及(ji)52個(ge)國(guo)家,“一(yi)(yi)帶一(yi)(yi)路”國(guo)家占(zhan)71%,投(tou)(tou)(tou)資(zi)(zi)領(ling)域(yu)涉(she)及(ji)水(shui)電(36%)、煤電(17%)、風電(10%)等。
(2)電(dian)(dian)(dian)網(wang)(wang)(wang)企業發(fa)(fa)揮技術(shu)優(you)(you)(you)勢和(he)(he)運營(ying)優(you)(you)(you)勢,不斷加快“走出去”步伐。國家(jia)電(dian)(dian)(dian)網(wang)(wang)(wang)公(gong)(gong)司(si)已投資運營(ying)菲律賓、巴西(xi)、葡(pu)萄(tao)牙(ya)、澳(ao)大利(li)亞、意大利(li)、希臘等國家(jia)和(he)(he)地(di)區的(de)(de)電(dian)(dian)(dian)網(wang)(wang)(wang)、骨干(gan)能(neng)源網(wang)(wang)(wang),管理境外資產超過655億(yi)美元。南(nan)(nan)方(fang)電(dian)(dian)(dian)網(wang)(wang)(wang)公(gong)(gong)司(si)以自身內部(bu)資源和(he)(he)條件為(wei)基礎,充分發(fa)(fa)揮公(gong)(gong)司(si)的(de)(de)區位及(ji)地(di)緣優(you)(you)(you)勢,積極布局“一(yi)帶(dai)一(yi)路”國家(jia)。南(nan)(nan)方(fang)電(dian)(dian)(dian)網(wang)(wang)(wang)和(he)(he)東南(nan)(nan)亞特別(bie)是(shi)大湄公(gong)(gong)河次區域的(de)(de)國家(jia)都進行(xing)了(le)廣泛、深入(ru)的(de)(de)合(he)作,與(yu)越南(nan)(nan)已形成4條通道(dao)、3回220kV、3回110kV的(de)(de)送電(dian)(dian)(dian)通道(dao)向越南(nan)(nan)北(bei)部(bu)八省送電(dian)(dian)(dian);與(yu)老(lao)撾已形成1回115kV向老(lao)撾北(bei)部(bu)四(si)省供(gong)電(dian)(dian)(dian),且通道(dao)建設(she)正向高電(dian)(dian)(dian)壓(ya)等級發(fa)(fa)展;與(yu)緬甸(dian)電(dian)(dian)(dian)力聯網(wang)(wang)(wang)提速,由緬甸(dian)瑞麗江(jiang)一(yi)級水(shui)(shui)電(dian)(dian)(dian)站(zhan)和(he)(he)太平江(jiang)水(shui)(shui)電(dian)(dian)(dian)站(zhan)輸入(ru)電(dian)(dian)(dian)力;目前正在(zai)積極推(tui)進500kV中老(lao)泰聯網(wang)(wang)(wang)、500kV中緬聯網(wang)(wang)(wang)、500kV中越聯網(wang)(wang)(wang)、中孟聯網(wang)(wang)(wang)。南(nan)(nan)方(fang)電(dian)(dian)(dian)網(wang)(wang)(wang)輸電(dian)(dian)(dian)到(dao)老(lao)撾,使(shi)北(bei)部(bu)的(de)(de)190萬無電(dian)(dian)(dian)人口于2009年(nian)第一(yi)次用上了(le)電(dian)(dian)(dian)。
電(dian)(dian)力(li)設備(bei)(bei)國(guo)際(ji)競(jing)爭力(li)不斷提(ti)升,電(dian)(dian)力(li)國(guo)際(ji)貿易開始起步。新(xin)中(zhong)國(guo)成(cheng)立之時(shi),中(zhong)國(guo)電(dian)(dian)力(li)設備(bei)(bei)主(zhu)要依賴進口(kou)。經過多年(nian)的發展(zhan),中(zhong)國(guo)電(dian)(dian)力(li)設備(bei)(bei)國(guo)際(ji)競(jing)爭力(li)不斷提(ti)升。2013-2017年(nian)的五年(nian)間,電(dian)(dian)力(li)設備(bei)(bei)直接出(chu)口(kou)總額(e)(e)62.8億(yi)(yi)美(mei)(mei)(mei)(mei)元(yuan)、技(ji)術(shu)直接出(chu)口(kou)總額(e)(e)22.5億(yi)(yi)美(mei)(mei)(mei)(mei)元(yuan),境外工程帶動電(dian)(dian)力(li)設備(bei)(bei)出(chu)口(kou)總額(e)(e)177.7億(yi)(yi)美(mei)(mei)(mei)(mei)元(yuan)、帶動技(ji)術(shu)出(chu)口(kou)總額(e)(e)51.2億(yi)(yi)美(mei)(mei)(mei)(mei)元(yuan)。2018年(nian),風電(dian)(dian)發電(dian)(dian)機組出(chu)口(kou)27,406臺,出(chu)口(kou)金額(e)(e)5.5億(yi)(yi)美(mei)(mei)(mei)(mei)元(yuan)。
新中(zhong)(zhong)(zhong)(zhong)國(guo)(guo)(guo)成(cheng)立時的1949年(nian),中(zhong)(zhong)(zhong)(zhong)國(guo)(guo)(guo)電(dian)力(li)工業極(ji)為落后,根(gen)本(ben)談(tan)不上(shang)電(dian)力(li)進(jin)出口(kou)貿易。開展電(dian)力(li)國(guo)(guo)(guo)際(ji)貿易,與周邊國(guo)(guo)(guo)家或地區電(dian)力(li)互聯互通,建成(cheng)中(zhong)(zhong)(zhong)(zhong)俄(e)(e)、中(zhong)(zhong)(zhong)(zhong)蒙、中(zhong)(zhong)(zhong)(zhong)吉、中(zhong)(zhong)(zhong)(zhong)越(yue)、中(zhong)(zhong)(zhong)(zhong)老、中(zhong)(zhong)(zhong)(zhong)緬(mian)等(deng)多(duo)條跨國(guo)(guo)(guo)輸電(dian)線路(lu)。到2018年(nian),電(dian)量(liang)(liang)出口(kou)209億(yi)(yi)(yi)(yi)(yi)(yi)(yi)kWh,出口(kou)金(jin)額15.1億(yi)(yi)(yi)(yi)(yi)(yi)(yi)美元(yuan),主(zhu)要(yao)向香(xiang)港(gang)(125億(yi)(yi)(yi)(yi)(yi)(yi)(yi)kWh)、越(yue)南(16億(yi)(yi)(yi)(yi)(yi)(yi)(yi)kWh)、蒙古國(guo)(guo)(guo)(13億(yi)(yi)(yi)(yi)(yi)(yi)(yi)kWh)、緬(mian)甸(5億(yi)(yi)(yi)(yi)(yi)(yi)(yi)kWh)、老撾、朝鮮(xian)等(deng)國(guo)(guo)(guo)出口(kou);進(jin)口(kou)電(dian)量(liang)(liang)57億(yi)(yi)(yi)(yi)(yi)(yi)(yi)kWh、電(dian)力(li)進(jin)口(kou)金(jin)額為2.5億(yi)(yi)(yi)(yi)(yi)(yi)(yi)美元(yuan),主(zhu)要(yao)從俄(e)(e)羅斯(31億(yi)(yi)(yi)(yi)(yi)(yi)(yi)kWh)、緬(mian)甸(16億(yi)(yi)(yi)(yi)(yi)(yi)(yi)kWh)、香(xiang)港(gang)(7億(yi)(yi)(yi)(yi)(yi)(yi)(yi)kWh)、朝鮮(xian)(3億(yi)(yi)(yi)(yi)(yi)(yi)(yi)kWh)等(deng)國(guo)(guo)(guo)進(jin)口(kou)。中(zhong)(zhong)(zhong)(zhong)俄(e)(e)電(dian)力(li)貿易相對引人注(zhu)意,1992年(nian)至(zhi)今,27年(nian)來中(zhong)(zhong)(zhong)(zhong)國(guo)(guo)(guo)累計(ji)從俄(e)(e)購電(dian)287.26億(yi)(yi)(yi)(yi)(yi)(yi)(yi)kWh。
七、電力體制機制日趨完善
電力管(guan)理體制從完全管(guan)制到(dao)逐步(bu)放松管(guan)制,體制機制日(ri)趨完善。從新中國成立(li)之(zhi)初到(dao)1984年,電力工(gong)業實行國家(jia)壟斷經(jing)營(ying),政企合一、國家(jia)獨(du)(du)家(jia)壟斷經(jing)營(ying),從電力投(tou)資到(dao)電力生產(chan)的(de)“發售配輸”各個環(huan)節(jie)完全由中央政府(fu)(fu)獨(du)(du)家(jia)經(jing)營(ying),用(yong)電量計(ji)劃(hua)配給(gei),電力價(jia)格中央政府(fu)(fu)制定,電廠和(he)(he)電網是基本(ben)的(de)成本(ben)和(he)(he)生產(chan)中心。
1985年(nian)以來,電(dian)(dian)(dian)力(li)體(ti)(ti)制管制不斷放松(song):集資(zi)辦電(dian)(dian)(dian)、政(zheng)企分(fen)開、廠(chang)網(wang)分(fen)離(li)。目前(qian)正在進(jin)行“放開兩頭、管住中間”的電(dian)(dian)(dian)力(li)體(ti)(ti)制改(gai)(gai)革(ge),售電(dian)(dian)(dian)側(ce)改(gai)(gai)革(ge)正在推(tui)進(jin),輸配電(dian)(dian)(dian)改(gai)(gai)革(ge)也有所突(tu)破。放松(song)發(fa)電(dian)(dian)(dian)側(ce)管制,通(tong)過“集資(zi)辦電(dian)(dian)(dian)”,激(ji)發(fa)了(le)社會力(li)量投資(zi)發(fa)電(dian)(dian)(dian)領域的積(ji)極性,使(shi)中國電(dian)(dian)(dian)力(li)工業得(de)到前(qian)所未有的大發(fa)展;通(tong)過“政(zheng)企分(fen)開”、“廠(chang)網(wang)分(fen)離(li)”改(gai)(gai)革(ge),理順了(le)電(dian)(dian)(dian)力(li)工業發(fa)展的體(ti)(ti)制機制;放松(song)售電(dian)(dian)(dian)側(ce)管制,通(tong)過售電(dian)(dian)(dian)側(ce)和增量配網(wang)改(gai)(gai)革(ge),進(jin)一步調(diao)動(dong)社會力(li)量辦電(dian)(dian)(dian)的積(ji)極性。
電力價格機制從(cong)政府定(ding)價逐步到市(shi)場定(ding)價,價格機制日趨合(he)理。
(1)新中國成立之初(chu),一直到1985年,中國電(dian)(dian)力(li)工業由中央政府(fu)統一管理,政府(fu)分類制定(ding)銷售(shou)電(dian)(dian)價(jia),沒有區分上網電(dian)(dian)價(jia)和輸配(pei)電(dian)(dian)價(jia),電(dian)(dian)力(li)價(jia)格無法反映(ying)電(dian)(dian)力(li)供求(qiu)矛盾,也無法反映(ying)電(dian)(dian)力(li)成本。
(2)從1985年到2015年,電力工業現代企(qi)業制度建成(cheng),電力生產與傳輸(shu)逐步實行企(qi)業化運營管(guan)理(li)。上網電價(jia)(jia)逐步形成(cheng)由政府(fu)定(ding)價(jia)(jia)的(de)電價(jia)(jia)體系(xi);銷售電價(jia)(jia)管(guan)理(li)方式(shi)基本不變;輸(shu)配電價(jia)(jia)沒有單獨核(he)定(ding)。電網輸(shu)送成(cheng)本通過銷售電價(jia)(jia)和上網電價(jia)(jia)之差彌補。
(3)2015年以來,啟動電(dian)力市(shi)場(chang)價(jia)(jia)格(ge)機制改(gai)革。不(bu)斷放松電(dian)價(jia)(jia)管制,上網電(dian)價(jia)(jia)和銷售電(dian)價(jia)(jia)逐步由(you)政(zheng)府(fu)(fu)定(ding)價(jia)(jia)轉變為由(you)市(shi)場(chang)競(jing)爭形(xing)成;輸(shu)(shu)配電(dian)價(jia)(jia)由(you)政(zheng)府(fu)(fu)定(ding)價(jia)(jia)。2018年,銷售電(dian)價(jia)(jia)由(you)上網電(dian)價(jia)(jia)(49%)、輸(shu)(shu)配電(dian)價(jia)(jia)(30%)、增值(zhi)稅(14%)、政(zheng)府(fu)(fu)基(ji)金及附加(4%)和線損(3%)構成。
