近日(ri),國(guo)(guo)(guo)家能(neng)(neng)(neng)源局綜合司發布(bu)《關于征求加(jia)強儲能(neng)(neng)(neng)技術(shu)標(biao)準(zhun)化(hua)工作的(de)實施方案》意見的(de)函(han),目標(biao)在“十(shi)(shi)三五(wu)(wu)”期間,初步(bu)建立儲能(neng)(neng)(neng)技術(shu)標(biao)準(zhun)體系,“十(shi)(shi)四(si)五(wu)(wu)”期間,形成較(jiao)為科學、完善的(de)儲能(neng)(neng)(neng)技術(shu)標(biao)準(zhun)體系,積極(ji)參(can)與儲能(neng)(neng)(neng)標(biao)準(zhun)化(hua)國(guo)(guo)(guo)際(ji)活動,提高國(guo)(guo)(guo)際(ji)影響力,提升國(guo)(guo)(guo)際(ji)話(hua)語(yu)權。
將建設健全儲能技(ji)術(shu)標(biao)準(zhun)化組織、重點開展集(ji)中式和分布(bu)式儲能系統(tong)技(ji)術(shu)及標(biao)準(zhun)研(yan)究(jiu)列為重點任(ren)務,實質性參(can)與IEC/TC8(供電(dian)系統(tong)因(yin)素)、IEC/TC21(蓄電(dian)池)、IEC/TC105(燃料電(dian)池)、IEC/TC120(電(dian)力儲能系統(tong))、ISO/TC197(氫能)等儲能技(ji)術(shu)領域的國(guo)際(ji)標(biao)準(zhun)化組織,爭(zheng)(zheng)取牽頭(tou)研(yan)制儲能技(ji)術(shu)國(guo)際(ji)標(biao)準(zhun)。此外(wai)還(huan)要(yao)加大資金投入,積極(ji)爭(zheng)(zheng)取國(guo)家各類專項資金支(zhi)持(chi),引(yin)導行業、地方(fang)資金投入,調(diao)動企(qi)業積極(ji)性。

為落實(shi)《關(guan)于促(cu)進儲(chu)能(neng)(neng)技(ji)(ji)術(shu)(shu)與產(chan)業(ye)發展的指導意見》(發改能(neng)(neng)源〔2017〕1701號),建立儲(chu)能(neng)(neng)技(ji)(ji)術(shu)(shu)標(biao)準體系(xi)與儲(chu)能(neng)(neng)技(ji)(ji)術(shu)(shu)標(biao)準系(xi)統化(hua)協(xie)調工(gong)作機制,引(yin)領儲(chu)能(neng)(neng)技(ji)(ji)術(shu)(shu)與產(chan)業(ye)發展,我局(ju)組(zu)織編制了《關(guan)于加強(qiang)儲(chu)能(neng)(neng)技(ji)(ji)術(shu)(shu)標(biao)準化(hua)工(gong)作的實(shi)施方(fang)案(征求意見稿)》(見附件),擬(ni)會同住房城鄉(xiang)建設部(bu)、應急管理部(bu)、國家標(biao)準化(hua)管理委(wei)員會聯(lian)合印發,現請你部(bu)(委(wei))及各有關(guan)單位研提意見,并于11月23日前返回電子版及紙質(zhi)意見。

關于加強儲能技術標準化工作的實施方案
(征求意見稿)
為落實(shi)(shi)(shi)《關于促(cu)進(jin)(jin)儲能技(ji)術(shu)與產(chan)(chan)業發(fa)(fa)展的(de)指導(dao)意見》(發(fa)(fa)改能源〔2017〕1701號),規(gui)范、促(cu)進(jin)(jin)儲能技(ji)術(shu)與產(chan)(chan)業發(fa)(fa)展,立(li)足(zu)深化能源生產(chan)(chan)和消費革命的(de)要求,圍繞建立(li)健全先進(jin)(jin)、系統(tong)、適宜、可實(shi)(shi)(shi)現(xian)(xian)的(de)技(ji)術(shu)標(biao)準(zhun)(zhun)體系,根據《中華人民共和國(guo)標(biao)準(zhun)(zhun)化法》,現(xian)(xian)提出(chu)儲能技(ji)術(shu)標(biao)準(zhun)(zhun)化實(shi)(shi)(shi)施(shi)方案如下(xia):
一、總體要求
以習近(jin)平(ping)新時代中(zhong)(zhong)國特色(se)社會主義(yi)思(si)想為指導,深(shen)入貫(guan)徹落(luo)實黨的十九大和十九屆(jie)二中(zhong)(zhong)、三中(zhong)(zhong)全會精神,堅持(chi)新發展理念,強化(hua)頂(ding)層(ceng)設計和工作統籌,科學建設儲能技術標準(zhun)體系,有力支撐(cheng)儲能技術與產(chan)業發展。
堅(jian)持政(zheng)府推(tui)(tui)動(dong)、多方參(can)與。由政(zheng)府引導,行業(ye)協(xie)會(hui)和標(biao)準(zhun)(zhun)化管理(li)機(ji)構及技術(shu)組織推(tui)(tui)動(dong)實(shi)施,充分激(ji)發市場活力,形成(cheng)政(zheng)產學研用廣泛參(can)與、協(xie)同推(tui)(tui)進、共(gong)建共(gong)享的儲能技術(shu)標(biao)準(zhun)(zhun)化工作格局。
堅(jian)持全面(mian)規(gui)劃、重點部署。做好(hao)頂(ding)層設計,扎實(shi)開展(zhan)(zhan)儲能標準(zhun)體系建設、重點標準(zhun)研制、工程應用示范、國(guo)際化等重點工作,推(tui)動儲能標準(zhun)化取得實(shi)質性進(jin)展(zhan)(zhan)。
堅(jian)持示范試(shi)點、標(biao)準引導(dao)。及時將新興儲能(neng)技術應用研發及示范成(cheng)果轉(zhuan)化為技術標(biao)準,規范儲能(neng)產(chan)業(ye)發展,形成(cheng)儲能(neng)技術研發、標(biao)準引領、產(chan)業(ye)發展互相促進(jin)、螺(luo)旋上(shang)升(sheng)的(de)良性局面。
堅持創新機制、務求(qiu)實(shi)效(xiao)。建立(li)儲能(neng)技術標(biao)準化工作(zuo)協同機制,明確儲能(neng)技術標(biao)準化層次架構,強化標(biao)準實(shi)施(shi)效(xiao)果評估,確保標(biao)準化工作(zuo)取得實(shi)效(xiao)。
二、工作目標
“十(shi)三五”期間(jian)(jian),調整補充完善(shan)現有標(biao)(biao)準(zhun)(zhun)化技術(shu)組織,加(jia)強標(biao)(biao)準(zhun)(zhun)化管理機構(gou)及(ji)技術(shu)組織之(zhi)間(jian)(jian)協同合作,初步(bu)建立儲能技術(shu)標(biao)(biao)準(zhun)(zhun)體系,并形成一批重點技術(shu)規范和(he)標(biao)(biao)準(zhun)(zhun)。
“十四五”期間,形成較為科學、完(wan)善的儲(chu)能技術(shu)標準體系,積極參與(yu)儲(chu)能標準化國際活動,提高(gao)國際影(ying)響(xiang)力,提升國際話語權(quan)。
三、重點任務
(一)建立儲(chu)能(neng)(neng)(neng)(neng)技(ji)術(shu)標(biao)準(zhun)(zhun)系統(tong)化(hua)(hua)協調(diao)工作(zuo)機制(zhi)。由國家能(neng)(neng)(neng)(neng)源(yuan)局、國家標(biao)準(zhun)(zhun)化(hua)(hua)管理委員會(hui)聯(lian)合牽頭成立國家儲(chu)能(neng)(neng)(neng)(neng)技(ji)術(shu)標(biao)準(zhun)(zhun)化(hua)(hua)總體(ti)組,負責整(zheng)體(ti)管理、協調(diao)、監督儲(chu)能(neng)(neng)(neng)(neng)標(biao)準(zhun)(zhun)化(hua)(hua)工作(zuo),研究擬定儲(chu)能(neng)(neng)(neng)(neng)標(biao)準(zhun)(zhun)化(hua)(hua)建設(she)方(fang)向、政(zheng)策、規劃。依托國家儲(chu)能(neng)(neng)(neng)(neng)技(ji)術(shu)標(biao)準(zhun)(zhun)化(hua)(hua)總體(ti)組,建立各級標(biao)準(zhun)(zhun)化(hua)(hua)管理機構(gou)之(zhi)間(jian)、可再生能(neng)(neng)(neng)(neng)源(yuan)標(biao)準(zhun)(zhun)化(hua)(hua)組織與(yu)儲(chu)能(neng)(neng)(neng)(neng)技(ji)術(shu)標(biao)準(zhun)(zhun)化(hua)(hua)組織之(zhi)間(jian),以及(ji)各個儲(chu)能(neng)(neng)(neng)(neng)技(ji)術(shu)標(biao)準(zhun)(zhun)化(hua)(hua)組織之(zhi)間(jian)的聯(lian)絡及(ji)工作(zuo)協同機制(zhi)。
(二)建(jian)設(she)健全(quan)儲(chu)能(neng)(neng)(neng)技(ji)術標(biao)(biao)準(zhun)(zhun)(zhun)化(hua)(hua)(hua)組織。在(zai)儲(chu)能(neng)(neng)(neng)接入電(dian)(dian)(dian)網和(he)(he)儲(chu)能(neng)(neng)(neng)系統(tong)方面(mian),發揮(hui)電(dian)(dian)(dian)力(li)標(biao)(biao)準(zhun)(zhun)(zhun)化(hua)(hua)(hua)支(zhi)撐(cheng)機(ji)構的(de)組織協調(diao)(diao)作用,依托全(quan)國電(dian)(dian)(dian)力(li)儲(chu)能(neng)(neng)(neng)標(biao)(biao)委(wei)會(hui)等標(biao)(biao)準(zhun)(zhun)(zhun)化(hua)(hua)(hua)技(ji)術組織重點(dian)開展電(dian)(dian)(dian)化(hua)(hua)(hua)學儲(chu)能(neng)(neng)(neng)系統(tong)、抽水蓄(xu)(xu)(xu)能(neng)(neng)(neng)電(dian)(dian)(dian)站及氫(qing)儲(chu)能(neng)(neng)(neng)電(dian)(dian)(dian)站等領(ling)域的(de)標(biao)(biao)準(zhun)(zhun)(zhun)體(ti)系建(jian)設(she)和(he)(he)標(biao)(biao)準(zhun)(zhun)(zhun)研(yan)制;在(zai)儲(chu)能(neng)(neng)(neng)設(she)備層面(mian),發揮(hui)電(dian)(dian)(dian)器工業(ye)(ye)標(biao)(biao)準(zhun)(zhun)(zhun)化(hua)(hua)(hua)支(zhi)撐(cheng)機(ji)構的(de)組織協調(diao)(diao)作用,依托全(quan)國鉛(qian)酸蓄(xu)(xu)(xu)電(dian)(dian)(dian)池標(biao)(biao)委(wei)會(hui)、全(quan)國燃(ran)料電(dian)(dian)(dian)池及液流電(dian)(dian)(dian)池標(biao)(biao)委(wei)會(hui)、能(neng)(neng)(neng)源(yuan)(yuan)行(xing)業(ye)(ye)液流電(dian)(dian)(dian)池標(biao)(biao)委(wei)會(hui)、能(neng)(neng)(neng)源(yuan)(yuan)行(xing)業(ye)(ye)高溫(wen)燃(ran)料電(dian)(dian)(dian)池標(biao)(biao)委(wei)會(hui)等開展各(ge)專業(ye)(ye)領(ling)域重點(dian)標(biao)(biao)準(zhun)(zhun)(zhun)研(yan)制;由(you)電(dian)(dian)(dian)器工業(ye)(ye)標(biao)(biao)準(zhun)(zhun)(zhun)化(hua)(hua)(hua)支(zhi)撐(cheng)機(ji)構牽頭成立(li)能(neng)(neng)(neng)源(yuan)(yuan)行(xing)業(ye)(ye)蓄(xu)(xu)(xu)電(dian)(dian)(dian)池標(biao)(biao)準(zhun)(zhun)(zhun)化(hua)(hua)(hua)推(tui)進(jin)組,根據(ju)市(shi)場(chang)發展需求和(he)(he)技(ji)術進(jin)步動態(tai)及時調(diao)(diao)整(zheng)、完(wan)善標(biao)(biao)準(zhun)(zhun)(zhun)化(hua)(hua)(hua)技(ji)術組織和(he)(he)標(biao)(biao)準(zhun)(zhun)(zhun)體(ti)系。
(三(san))推進重(zhong)(zhong)(zhong)點儲(chu)(chu)能(neng)(neng)(neng)(neng)技術(shu)標(biao)準(zhun)(zhun)(zhun)(zhun)研(yan)制(zhi)(zhi)(zhi)。從系統應(ying)用(yong)的角(jiao)度(du),建立涵蓋電力儲(chu)(chu)能(neng)(neng)(neng)(neng)系統規劃、設計、運行、維(wei)護(hu)以及儲(chu)(chu)能(neng)(neng)(neng)(neng)設備、部件(jian)、材料(liao)等各環節相互支撐、協同發展的標(biao)準(zhun)(zhun)(zhun)(zhun)體(ti)(ti)系。加強(qiang)儲(chu)(chu)能(neng)(neng)(neng)(neng)技術(shu)研(yan)發與標(biao)準(zhun)(zhun)(zhun)(zhun)研(yan)制(zhi)(zhi)(zhi)相結(jie)合,重(zhong)(zhong)(zhong)點開(kai)展集中式和(he)分布式儲(chu)(chu)能(neng)(neng)(neng)(neng)系統技術(shu)及標(biao)準(zhun)(zhun)(zhun)(zhun)研(yan)究。在(zai)儲(chu)(chu)能(neng)(neng)(neng)(neng)接入電網(wang)和(he)儲(chu)(chu)能(neng)(neng)(neng)(neng)系統方面(mian),全(quan)面(mian)開(kai)展儲(chu)(chu)能(neng)(neng)(neng)(neng)系統規劃、設計、運行、維(wei)護(hu)等重(zhong)(zhong)(zhong)點標(biao)準(zhun)(zhun)(zhun)(zhun)研(yan)制(zhi)(zhi)(zhi)。在(zai)儲(chu)(chu)能(neng)(neng)(neng)(neng)設備層(ceng)面(mian),補充完善抽水(shui)蓄能(neng)(neng)(neng)(neng)、鉛(qian)酸蓄電池標(biao)準(zhun)(zhun)(zhun)(zhun);加強(qiang)鋰離(li)子(zi)電池標(biao)準(zhun)(zhun)(zhun)(zhun)研(yan)制(zhi)(zhi)(zhi);根據示(shi)范應(ying)用(yong)和(he)市場發展,有序構建液流(liu)電池、燃(ran)料(liao)電池、鈉硫電池、鉛(qian)炭電池以及超(chao)(chao)級電力電容器(qi)等領域(yu)標(biao)準(zhun)(zhun)(zhun)(zhun)體(ti)(ti)系并開(kai)展重(zhong)(zhong)(zhong)點標(biao)準(zhun)(zhun)(zhun)(zhun)研(yan)制(zhi)(zhi)(zhi);結(jie)合技術(shu)攻(gong)關(guan)進展,適時開(kai)展超(chao)(chao)臨界壓縮空氣儲(chu)(chu)能(neng)(neng)(neng)(neng)、飛輪儲(chu)(chu)能(neng)(neng)(neng)(neng)、超(chao)(chao)導磁儲(chu)(chu)能(neng)(neng)(neng)(neng)、熱儲(chu)(chu)能(neng)(neng)(neng)(neng)等領域(yu)標(biao)準(zhun)(zhun)(zhun)(zhun)研(yan)究。
(四(si))瞄(miao)準(zhun)(zhun)(zhun)(zhun)國(guo)際(ji)(ji)標(biao)準(zhun)(zhun)(zhun)(zhun)提升儲(chu)(chu)(chu)能(neng)(neng)技(ji)術(shu)(shu)(shu)水平和(he)中(zhong)國(guo)標(biao)準(zhun)(zhun)(zhun)(zhun)國(guo)際(ji)(ji)影響力。實質性參與IEC/TC8(供電(dian)系統(tong)因素)、IEC/TC21(蓄電(dian)池)、IEC/TC105(燃料(liao)電(dian)池)、IEC/TC120(電(dian)力儲(chu)(chu)(chu)能(neng)(neng)系統(tong))、ISO/TC197(氫能(neng)(neng))等(deng)儲(chu)(chu)(chu)能(neng)(neng)技(ji)術(shu)(shu)(shu)領(ling)域的國(guo)際(ji)(ji)標(biao)準(zhun)(zhun)(zhun)(zhun)化組(zu)織,跟(gen)蹤有關專業領(ling)域國(guo)際(ji)(ji)標(biao)準(zhun)(zhun)(zhun)(zhun)制(zhi)修訂進程,爭取牽頭研制(zhi)儲(chu)(chu)(chu)能(neng)(neng)技(ji)術(shu)(shu)(shu)國(guo)際(ji)(ji)標(biao)準(zhun)(zhun)(zhun)(zhun)。在國(guo)際(ji)(ji)標(biao)準(zhun)(zhun)(zhun)(zhun)跟(gen)蹤研究和(he)驗證的基礎上(shang),進一步提高(gao)儲(chu)(chu)(chu)能(neng)(neng)技(ji)術(shu)(shu)(shu)國(guo)際(ji)(ji)標(biao)準(zhun)(zhun)(zhun)(zhun)轉(zhuan)化率(lv)。加(jia)強儲(chu)(chu)(chu)能(neng)(neng)技(ji)術(shu)(shu)(shu)國(guo)際(ji)(ji)標(biao)準(zhun)(zhun)(zhun)(zhun)合作,通過雙(shuang)邊(bian)、多邊(bian)電(dian)力工程和(he)項(xiang)目合作促進儲(chu)(chu)(chu)能(neng)(neng)技(ji)術(shu)(shu)(shu)標(biao)準(zhun)(zhun)(zhun)(zhun)國(guo)際(ji)(ji)化。
四、保障措施
(一(yi))強化工作協同。加強有(you)關部門之間、各(ge)行業標(biao)(biao)準化管理(li)機(ji)構(gou)之間、標(biao)(biao)準化技(ji)術組織之間協調(diao)(diao)溝(gou)通。發揮儲能技(ji)術標(biao)(biao)準的頂層協調(diao)(diao)機(ji)制作用,及時研究解決重(zhong)大問題,確保標(biao)(biao)準與(yu)政策法規(gui)有(you)效(xiao)銜接。
(二)充(chong)(chong)實技術(shu)(shu)力量。依托行業(ye)和骨干企(qi)業(ye)、科(ke)研院所,健全完善相關儲能技術(shu)(shu)標準(zhun)化技術(shu)(shu)組織,充(chong)(chong)分發(fa)揮現(xian)有行業(ye)標準(zhun)化管理機構和標準(zhun)化技術(shu)(shu)組織的(de)作用,培養一批(pi)懂(dong)市場、懂(dong)技術(shu)(shu)、懂(dong)標準(zhun)的(de)復合型人才(cai)。
(三)加大資(zi)金投入(ru)。積極爭取(qu)國家各類專項資(zi)金支持,引導行業、地方資(zi)金投入(ru),調動企(qi)業積極性,形成(cheng)多渠(qu)道支持儲能標準化工作(zuo)的(de)格局。
(四)推進(jin)國(guo)際(ji)(ji)交(jiao)流(liu)。密切跟(gen)蹤國(guo)際(ji)(ji)組織和國(guo)外先進(jin)儲能(neng)技術及標準化(hua)動態,支持技術對口單位積(ji)極參與(yu)儲能(neng)國(guo)際(ji)(ji)標準化(hua)活動,廣(guang)泛開展國(guo)際(ji)(ji)交(jiao)流(liu)與(yu)合作。
(五)強(qiang)化宣貫(guan)實(shi)施(shi)。借(jie)助報刊、網絡等媒體,加(jia)大儲能(neng)標準(zhun)化工作宣傳力度,發揮相關(guan)標準(zhun)化管理機構及標準(zhun)化技術組(zu)織的平臺(tai)作用,加(jia)強(qiang)儲能(neng)技術交(jiao)流及標準(zhun)宣貫(guan),有力推動儲能(neng)技術進步和標準(zhun)應用實(shi)施(shi)。
