隨著2006年《中華人民共和國(guo)可再生能(neng)源法》的(de)正式(shi)實施,我國(guo)太陽(yang)能(neng)產(chan)業經(jing)過“十一五”的(de)高速(su)發展(zhan)以及去年以來的(de)調(diao)整,可謂喜(xi)憂參(can)半。具體來說(shuo),我國(guo)太陽(yang)能(neng)產(chan)業在如下四個方(fang)面取(qu)得了可喜(xi)的(de)進展(zhan)。
一(yi)是扶持政(zheng)策日益完(wan)善,相(xiang)關(guan)規(gui)(gui)劃陸續出臺。從(cong)已出臺的(de)法規(gui)(gui)看,2006年以來(lai),國(guo)家先(xian)后出臺了(le)《可再(zai)生能(neng)源(yuan)建筑(zhu)應用專項(xiang)資(zi)金(jin)管(guan)理暫(zan)行辦法》、《中華人民共和國(guo)節(jie)能(neng)法》、《太(tai)陽(yang)能(neng)光(guang)電(dian)建筑(zhu)應用財政(zheng)管(guan)理暫(zan)行辦法》、《可再(zai)生能(neng)源(yuan)建筑(zhu)應用城市示(shi)范(fan)實施方案》、《金(jin)太(tai)陽(yang)示(shi)范(fan)工(gong)程財政(zheng)補助(zhu)資(zi)金(jin)管(guan)理暫(zan)行辦法》、《國(guo)務院關(guan)于(yu)加(jia)快培育和發(fa)(fa)展戰略性新興產(chan)(chan)業的(de)決定(ding)》、《關(guan)于(yu)加(jia)強金(jin)太(tai)陽(yang)示(shi)范(fan)工(gong)程和太(tai)陽(yang)能(neng)光(guang)電(dian)建筑(zhu)應用示(shi)范(fan)工(gong)程建設(she)管(guan)理的(de)通知(zhi)》、《多(duo)晶硅行業準入條件》和《關(guan)于(yu)完(wan)善太(tai)陽(yang)能(neng)光(guang)伏(fu)發(fa)(fa)電(dian)上網(wang)(wang)電(dian)價政(zheng)策的(de)通知(zhi)》等,相(xiang)關(guan)政(zheng)策從(cong)不同視角鼓勵大力發(fa)(fa)展太(tai)陽(yang)能(neng)產(chan)(chan)業,制定(ding)了(le)一(yi)系列管(guan)理辦法,規(gui)(gui)定(ding)了(le)具體措施。如全國(guo)統一(yi)的(de)標(biao)桿上網(wang)(wang)電(dian)價,對(dui)大型地(di)面光(guang)伏(fu)電(dian)站采用資(zi)源(yuan)特(te)許權招標(biao),對(dui)于(yu)太(tai)陽(yang)能(neng)應用的(de)初始投資(zi)的(de)一(yi)定(ding)比(bi)例給予補貼,對(dui)進口的(de)光(guang)伏(fu)設(she)備在規(gui)(gui)定(ding)范(fan)圍內免征進口關(guan)稅和進口環節(jie)增(zeng)值(zhi)稅,對(dui)利用太(tai)陽(yang)能(neng)發(fa)(fa)電(dian)和提(ti)供熱(re)力的(de)企業減(jian)征或免征5年所得稅等,這(zhe)些(xie)相(xiang)關(guan)政(zheng)策將(jiang)有(you)力地(di)推(tui)動我國(guo)太(tai)陽(yang)能(neng)產(chan)(chan)業的(de)發(fa)(fa)展。
從陸續出臺的(de)規(gui)劃(hua)(hua)(hua)(hua)看,無(wu)論是(shi)2007年(nian)國家(jia)發(fa)改委先后出臺的(de)《可再生(sheng)能源(yuan)發(fa)展(zhan)(zhan)“十(shi)一(yi)五(wu)(wu)”規(gui)劃(hua)(hua)(hua)(hua)》、《高技(ji)術產(chan)業發(fa)展(zhan)(zhan)“十(shi)一(yi)五(wu)(wu)”規(gui)劃(hua)(hua)(hua)(hua)》、《可再生(sheng)能源(yuan)中長(chang)期(qi)規(gui)劃(hua)(hua)(hua)(hua)》,2011年(nian)12月國家(jia)能源(yuan)局(ju)公布的(de)中國可再生(sheng)能源(yuan)發(fa)展(zhan)(zhan)“十(shi)二(er)五(wu)(wu)”規(gui)劃(hua)(hua)(hua)(hua)目標及(ji)《國家(jia)能源(yuan)科(ke)技(ji)“十(shi)二(er)五(wu)(wu)”規(gui)劃(hua)(hua)(hua)(hua)》,還(huan)是(shi)2012年(nian)4月24日(ri)科(ke)技(ji)部發(fa)布的(de)《太陽(yang)能發(fa)電科(ke)技(ji)發(fa)展(zhan)(zhan)“十(shi)二(er)五(wu)(wu)”專項規(gui)劃(hua)(hua)(hua)(hua)》,都為我國“十(shi)二(er)五(wu)(wu)”期(qi)間(jian)及(ji)未(wei)來的(de)太陽(yang)能產(chan)業發(fa)展(zhan)(zhan)與產(chan)業化路線(xian)指明了(le)方向。
從已(yi)(yi)出(chu)(chu)臺的(de)(de)各類(lei)技(ji)(ji)(ji)術(shu)(shu)規(gui)(gui)范和(he)標準看,太(tai)(tai)陽(yang)(yang)(yang)(yang)能領域已(yi)(yi)出(chu)(chu)臺的(de)(de)《民用建筑太(tai)(tai)陽(yang)(yang)(yang)(yang)能熱(re)(re)(re)水系(xi)統(tong)(tong)應用技(ji)(ji)(ji)術(shu)(shu)規(gui)(gui)范》(GB50364-2005)、《平板型太(tai)(tai)陽(yang)(yang)(yang)(yang)集熱(re)(re)(re)器技(ji)(ji)(ji)術(shu)(shu)條件(jian)》、《光(guang)伏系(xi)統(tong)(tong)并網技(ji)(ji)(ji)術(shu)(shu)要求》、《光(guang)伏電站接入(ru)電力系(xi)統(tong)(tong)的(de)(de)技(ji)(ji)(ji)術(shu)(shu)規(gui)(gui)定(ding)》、《太(tai)(tai)陽(yang)(yang)(yang)(yang)集熱(re)(re)(re)器性能實驗方(fang)法》及(ji)《真空管(guan)型太(tai)(tai)陽(yang)(yang)(yang)(yang)集熱(re)(re)(re)器技(ji)(ji)(ji)術(shu)(shu)條件(jian)》等規(gui)(gui)范與標準,為我國太(tai)(tai)陽(yang)(yang)(yang)(yang)能產業的(de)(de)發展(zhan)(zhan)提(ti)供了有利的(de)(de)技(ji)(ji)(ji)術(shu)(shu)基(ji)礎。我國相關主管(guan)部門出(chu)(chu)臺的(de)(de)一系(xi)列扶持政策(ce)、法規(gui)(gui)、規(gui)(gui)劃以及(ji)技(ji)(ji)(ji)術(shu)(shu)規(gui)(gui)范與標準,為我國太(tai)(tai)陽(yang)(yang)(yang)(yang)能產業的(de)(de)發展(zhan)(zhan)營造了良好的(de)(de)環境。

an)(yan)(yan)(yan)(yan)究(jiu)(jiu)(jiu)團(tuan)隊──太(tai)(tai)(tai)(tai)陽(yang)(yang)(yang)(yang)(yang)(yang)(yang)能(neng)(neng)(neng)高效利(li)用(yong)(yong)研(yan)(yan)(yan)(yan)(yan)(yan)(yan)(yan)究(jiu)(jiu)(jiu)團(tuan)隊。為(wei)(wei)了搶(qiang)占(zhan)能(neng)(neng)(neng)源(yuan)領(ling)域的(de)(de)(de)制(zhi)高點(dian),推進(jin)(jin)新能(neng)(neng)(neng)源(yuan)產業的(de)(de)(de)發(fa)(fa)(fa)(fa)展,2010年(nian)初,科(ke)技(ji)(ji)(ji)部批準(zhun)(zhun)建(jian)(jian)設河北保定英利(li)集團(tuan)太(tai)(tai)(tai)(tai)陽(yang)(yang)(yang)(yang)(yang)(yang)(yang)能(neng)(neng)(neng)光(guang)伏(fu)發(fa)(fa)(fa)(fa)電(dian)(dian)技(ji)(ji)(ji)術(shu)國(guo)(guo)(guo)(guo)(guo)家(jia)重(zhong)點(dian)實(shi)驗室(shi)、常州(zhou)天合(he)(he)光(guang)能(neng)(neng)(neng)有限公司(si)光(guang)伏(fu)技(ji)(ji)(ji)術(shu)國(guo)(guo)(guo)(guo)(guo)家(jia)重(zhong)點(dian)實(shi)驗室(shi)等(deng)(deng)兩(liang)家(jia)太(tai)(tai)(tai)(tai)陽(yang)(yang)(yang)(yang)(yang)(yang)(yang)能(neng)(neng)(neng)光(guang)伏(fu)方面的(de)(de)(de)企業國(guo)(guo)(guo)(guo)(guo)家(jia)重(zhong)點(dian)實(shi)驗室(shi)。國(guo)(guo)(guo)(guo)(guo)家(jia)能(neng)(neng)(neng)源(yuan)局(ju)自2010年(nian)以來(lai)已先后(hou)批準(zhun)(zhun)成(cheng)(cheng)(cheng)立(li)了3批共59個國(guo)(guo)(guo)(guo)(guo)家(jia)能(neng)(neng)(neng)源(yuan)研(yan)(yan)(yan)(yan)(yan)(yan)(yan)(yan)發(fa)(fa)(fa)(fa)(實(shi)驗)中(zhong)(zhong)心(xin)(xin)(xin),其中(zhong)(zhong)與(yu)(yu)太(tai)(tai)(tai)(tai)陽(yang)(yang)(yang)(yang)(yang)(yang)(yang)能(neng)(neng)(neng)領(ling)域相(xiang)關(guan)(guan)的(de)(de)(de)國(guo)(guo)(guo)(guo)(guo)家(jia)能(neng)(neng)(neng)源(yuan)研(yan)(yan)(yan)(yan)(yan)(yan)(yan)(yan)發(fa)(fa)(fa)(fa)(實(shi)驗)中(zhong)(zhong)心(xin)(xin)(xin)有13個(表1)。
這些太陽(yang)能(neng)(neng)(neng)領域相關研發(fa)(fa)(fa)機構,大多(duo)以(yi)企業為主體(ti)、采用產學研結合的組織形式(shi),充(chong)分發(fa)(fa)(fa)揮了各自的人才、技術(shu)與資金等優(you)勢,為太陽(yang)能(neng)(neng)(neng)利(li)(li)用技術(shu)及產業發(fa)(fa)(fa)展構建了強(qiang)有力(li)(li)的研發(fa)(fa)(fa)平(ping)臺,研發(fa)(fa)(fa)能(neng)(neng)(neng)力(li)(li)得(de)到大幅度(du)的提(ti)升。以(yi)2010年7月正(zheng)式(shi)成立的“國(guo)家能(neng)(neng)(neng)源智能(neng)(neng)(neng)電網技術(shu)研發(fa)(fa)(fa)中心”為例,目前共(gong)申(shen)請(qing)專利(li)(li)113項(xiang),其中發(fa)(fa)(fa)明專利(li)(li)59項(xiang),獲授權(quan)發(fa)(fa)(fa)明專利(li)(li)26項(xiang),申(shen)請(qing)軟件著作權(quan)23項(xiang),發(fa)(fa)(fa)表(biao)論文(wen)112篇,制定標準(zhun)31項(xiang),顯示出(chu)較強(qiang)的研發(fa)(fa)(fa)能(neng)(neng)(neng)力(li)(li)。
三是專(zhuan)利(li)數(shu)(shu)(shu)量(liang)增長迅(xun)速,專(zhuan)利(li)產出趕(gan)“美”超“日(ri)(ri)(ri)”。專(zhuan)利(li)作為(wei)衡(heng)量(liang)一個產業持(chi)續發展的(de)(de)(de)重要指標,日(ri)(ri)(ri)益受到世界(jie)各國(guo)及(ji)(ji)其(qi)(qi)企業的(de)(de)(de)重視。日(ri)(ri)(ri)本(ben)佳能(neng)(neng)、夏普、京都(dou)陶瓷(ci)、三洋(yang)電子、松下和美國(guo)的(de)(de)(de)SunPower、德(de)國(guo)的(de)(de)(de)Siemens Solar等企業在太陽(yang)能(neng)(neng)技術專(zhuan)利(li)上都(dou)具(ju)有非常強的(de)(de)(de)研(yan)發實力(li)與(yu)競(jing)爭力(li)。為(wei)了大(da)致了解我國(guo)太陽(yang)能(neng)(neng)專(zhuan)利(li)的(de)(de)(de)進展狀況,我們以2012年4月30日(ri)(ri)(ri)更新后的(de)(de)(de)德(de)溫特專(zhuan)利(li)數(shu)(shu)(shu)據庫為(wei)基礎,以太陽(yang)能(neng)(neng)相關技術為(wei)主題(ti)進行檢索,自(zi)1963年到2012年4月30日(ri)(ri)(ri),世界(jie)上太陽(yang)能(neng)(neng)專(zhuan)利(li)共(gong)有81745件,其(qi)(qi)中(zhong)(zhong)專(zhuan)利(li)數(shu)(shu)(shu)量(liang)居前20位的(de)(de)(de)國(guo)家或組織如圖1所示。可見(jian),到2012年4月底,世界(jie)太陽(yang)能(neng)(neng)專(zhuan)利(li)數(shu)(shu)(shu)量(liang)超過萬件的(de)(de)(de)國(guo)家有中(zhong)(zhong)國(guo)、日(ri)(ri)(ri)本(ben)、美國(guo)與(yu)德(de)國(guo),分別(bie)為(wei)27021件、20938件、17859件及(ji)(ji)10981件,其(qi)(qi)中(zhong)(zhong)中(zhong)(zhong)國(guo)的(de)(de)(de)太陽(yang)能(neng)(neng)專(zhuan)利(li)數(shu)(shu)(shu)量(liang)幾(ji)乎是美國(guo)與(yu)德(de)國(guo)兩(liang)國(guo)的(de)(de)(de)總和。
