泰安市發展改革委聚力構建(jian)以抽水蓄能(neng)(neng)、鹽穴儲(chu)能(neng)(neng)和電化學儲(chu)能(neng)(neng)為主,制(zhi)氫儲(chu)能(neng)(neng)和儲(chu)熱儲(chu)冷為輔的多元儲(chu)能(neng)(neng)體系,在建(jian)在運(yun)儲(chu)能(neng)(neng)裝機超(chao)500萬千瓦(wa),居全省首位;先(xian)后入(ru)選全省首批(pi)未(wei)來產業集(ji)群、支柱型雁陣(zhen)集(ji)群、十強產業場景創(chuang)新引領(ling)區。
因地制宜
深挖優勢拓展抽水蓄能
泰山、徂(cu)徠山水(shui)頭高(gao)(gao)、距高(gao)(gao)比小、地(di)質(zhi)條件(jian)良(liang)好。市(shi)發(fa)展(zhan)改革委(wei)充分借(jie)鑒泰山抽(chou)(chou)水(shui)蓄能(neng)一期(qi)(qi)項目(mu)(mu)經驗,深挖徂(cu)徠山抽(chou)(chou)水(shui)蓄能(neng)資源,超前謀劃(hua)(hua)、壓茬推進選址、納規(gui)、移民(min)等各(ge)項工作,為(wei)抽(chou)(chou)水(shui)蓄能(neng)項目(mu)(mu)“落得下(xia)”“快建設”打下(xia)堅實(shi)基礎。目(mu)(mu)前,總投資107.5億元、裝(zhuang)機180萬千(qian)瓦的泰安(an)(an)二期(qi)(qi)抽(chou)(chou)水(shui)蓄能(neng)電站(zhan)已進入(ru)(ru)建設高(gao)(gao)峰期(qi)(qi),預計(ji)2027年(nian)(nian)首(shou)臺機組并網,提(ti)前一年(nian)(nian)投運(yun);泰安(an)(an)三(san)期(qi)(qi)45萬千(qian)瓦電站(zhan)已納入(ru)(ru)國(guo)家(jia)規(gui)劃(hua)(hua);良(liang)莊100萬千(qian)瓦電站(zhan)正積極(ji)爭取納入(ru)(ru)國(guo)家(jia)規(gui)劃(hua)(hua)。預計(ji)到2030年(nian)(nian),全市(shi)抽(chou)(chou)水(shui)蓄能(neng)在(zai)運(yun)在(zai)建裝(zhuang)機容(rong)量將突(tu)破425萬千(qian)瓦,成為(wei)全省規(gui)模(mo)最(zui)大(da)的抽(chou)(chou)水(shui)蓄能(neng)產業基地(di)。
變廢為寶
盤活資源發展鹽穴儲能
泰安市(shi)擁有(you)全(quan)省最(zui)(zui)大的(de)(de)巖(yan)鹽(yan)礦床,多(duo)(duo)年(nian)開(kai)采(cai)形成容積(ji)巨大、密閉性(xing)好的(de)(de)采(cai)空(kong)鹽(yan)腔70多(duo)(duo)個。市(shi)發展改革委(wei)堅決摒棄先開(kai)采(cai)、后治(zhi)理老(lao)路,編(bian)制全(quan)國(guo)(guo)首(shou)個區域鹽(yan)穴儲(chu)(chu)能(neng)(neng)(neng)儲(chu)(chu)氣(qi)專項(xiang)規(gui)劃,探索“前端采(cai)鹽(yan)建(jian)(jian)(jian)穴、中(zhong)(zhong)(zhong)(zhong)(zhong)端儲(chu)(chu)能(neng)(neng)(neng)儲(chu)(chu)氣(qi)、后端建(jian)(jian)(jian)網延鏈”的(de)(de)鏈式(shi)發展新路徑;加強與中(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)(guo)科學院武(wu)漢巖(yan)土(tu)所(suo)(suo)、中(zhong)(zhong)(zhong)(zhong)(zhong)石(shi)油鹽(yan)穴儲(chu)(chu)氣(qi)庫技(ji)術研究中(zhong)(zhong)(zhong)(zhong)(zhong)心等(deng)科研院所(suo)(suo)的(de)(de)合作,推進(jin)(jin)儲(chu)(chu)能(neng)(neng)(neng)技(ji)術創新和(he)成果轉化,4個項(xiang)目(mu)入選能(neng)(neng)(neng)源(yuan)領域全(quan)國(guo)(guo)首(shou)臺(tai)(套)重大技(ji)術裝(zhuang)備目(mu)錄,數量位居全(quan)省前列。2021年(nian)9月(yue)(yue),中(zhong)(zhong)(zhong)(zhong)(zhong)儲(chu)(chu)國(guo)(guo)能(neng)(neng)(neng)10MW國(guo)(guo)內(nei)首(shou)臺(tai)套壓(ya)縮(suo)空(kong)氣(qi)儲(chu)(chu)能(neng)(neng)(neng)電(dian)站(zhan)并網,填補了(le)(le)國(guo)(guo)際無補燃壓(ya)縮(suo)空(kong)氣(qi)儲(chu)(chu)能(neng)(neng)(neng)技(ji)術空(kong)白;2024年(nian)4月(yue)(yue),中(zhong)(zhong)(zhong)(zhong)(zhong)儲(chu)(chu)國(guo)(guo)能(neng)(neng)(neng)300MW先進(jin)(jin)壓(ya)縮(suo)空(kong)氣(qi)儲(chu)(chu)能(neng)(neng)(neng)國(guo)(guo)家示(shi)范電(dian)站(zhan)并網,是目(mu)前國(guo)(guo)際上建(jian)(jian)(jian)成規(gui)模(mo)最(zui)(zui)大、效(xiao)率(lv)最(zui)(zui)高(gao)、性(xing)能(neng)(neng)(neng)最(zui)(zui)優、成本(ben)最(zui)(zui)低的(de)(de)新型壓(ya)縮(suo)空(kong)氣(qi)儲(chu)(chu)能(neng)(neng)(neng)電(dian)站(zhan),被列入國(guo)(guo)家級新型儲(chu)(chu)能(neng)(neng)(neng)示(shi)范項(xiang)目(mu)。中(zhong)(zhong)(zhong)(zhong)(zhong)能(neng)(neng)(neng)建(jian)(jian)(jian)350MW、中(zhong)(zhong)(zhong)(zhong)(zhong)電(dian)建(jian)(jian)(jian)2×300MW等(deng)壓(ya)縮(suo)空(kong)氣(qi)儲(chu)(chu)能(neng)(neng)(neng)項(xiang)目(mu)已開(kai)工建(jian)(jian)(jian)設;中(zhong)(zhong)(zhong)(zhong)(zhong)儲(chu)(chu)國(guo)(guo)能(neng)(neng)(neng)660MW、山高(gao)集團660MW、水發集團600MW等(deng)3個壓(ya)縮(suo)空(kong)氣(qi)儲(chu)(chu)能(neng)(neng)(neng)項(xiang)目(mu)即將開(kai)工。泰安市(shi)鹽(yan)穴儲(chu)(chu)能(neng)(neng)(neng)規(gui)模(mo)實現了(le)(le)從10MW到300MW、350MW、660MW迭(die)代升級,創造了(le)(le)多(duo)(duo)個全(quan)國(guo)(guo)第一(yi)。預計到2030年(nian),全(quan)市(shi)鹽(yan)穴儲(chu)(chu)能(neng)(neng)(neng)裝(zhuang)機將突(tu)破350萬(wan)千瓦,成為全(quan)國(guo)(guo)規(gui)模(mo)最(zui)(zui)大的(de)(de)鹽(yan)穴儲(chu)(chu)能(neng)(neng)(neng)基地。
借勢而為
延長鏈條打造多元儲能
光伏產業規模大、鋰電產業發展快、能源裝備制造基礎好,泰安市具有發展多元儲能的優越條件,市發展改革委積極發展獨立電化學儲能、分散用戶儲能和鹽穴儲氣,推動儲能模塊化、多元化發展。山東高速新泰100MW、道朗200MW電化學儲能電站,首航高科100MW二氧化碳熔鹽儲能項目加快建設,華(hua)馳動能(neng)100MW飛(fei)輪儲能(neng)等項目即(ji)將開工。預計到2030年,泰(tai)安市新型(xing)多元儲能(neng)裝(zhuang)機量將超過200萬千瓦。同時,聚力(li)打造(zao)“泰(tai)山鋰(li)谷”,“電(dian)池材料(liao)+動力(li)(儲能(neng))電(dian)池+電(dian)池封裝(zhuang)+終端應(ying)用+電(dian)池回收(shou)”鋰(li)電(dian)產業鏈條不斷延長。世(shi)界首(shou)條普魯士藍基鈉(na)離(li)子電(dian)池生產線正加快建設,建成后將成為(wei)全省第一、國內前三(san)的鈉(na)離(li)子電(dian)池生產基地。
聚“點”入“網”
加快構建新型電力系統
市發(fa)展改革委發(fa)揮(hui)我市地處全省(sheng)(sheng)地理中心、區(qu)域電(dian)(dian)網(wang)(wang)中心、“隴(long)電(dian)(dian)入(ru)魯”落(luo)地點(dian)的(de)區(qu)位優勢,積極(ji)布局智能(neng)微電(dian)(dian)網(wang)(wang)項(xiang)(xiang)目,推動“源網(wang)(wang)荷儲”一體化發(fa)展。成立(li)省(sheng)(sheng)內首家虛擬電(dian)(dian)廠創新服務中心,建(jian)成全省(sheng)(sheng)首個“聚合式”虛擬電(dian)(dian)廠和9個“微電(dian)(dian)網(wang)(wang)”項(xiang)(xiang)目,消納綠電(dian)(dian)1189萬千(qian)瓦時,減少碳排放(fang)1.27萬噸,“泰(tai)(tai)開綠色低碳多場景柔(rou)性智慧園區(qu)微電(dian)(dian)網(wang)(wang)”成功入(ru)選山東省(sheng)(sheng)能(neng)源綠色低碳轉型典(dian)型案例。2025年,泰(tai)(tai)安市計劃再實施山東高速惠泰(tai)(tai)等10個微電(dian)(dian)網(wang)(wang)項(xiang)(xiang)目,全力(li)幫助企(qi)業降本增效,為現代(dai)能(neng)源強(qiang)省(sheng)(sheng)建(jian)設(she)作出更大貢獻。
