4月2日,青豫直流二期2標段100萬千瓦“光伏(fu)+光熱”海南(nan)州共(gong)和塔拉灘10萬千瓦光熱項(xiang)目可行性研(yan)究(jiu)報(bao)告及地勘(kan)服務項(xiang)目招標中(zhong)標候選人(ren)公示,第(di)一中(zhong)標候選人(ren)為中(zhong)國電建集團西北勘(kan)測設(she)計研(yan)究(jiu)院有限公司。


據此前公告,該項目概況:


青豫直(zhi)流二期2標(biao)段100萬千瓦(wa)“光伏+光熱(re)”海南州共和(he)塔拉灘(tan)10萬千瓦(wa)光熱(re)項(xiang)(xiang)目(mu)位于青海省海南州千萬千瓦(wa)級(ji)新(xin)能源基(ji)地(di)(di)(一區(qu)(qu)兩園)光電(dian)園區(qu)(qu)內(nei),場(chang)址(zhi)距共和(he)縣以南約27㎞。場(chang)址(zhi)區(qu)(qu)中心坐標(biao)為北緯(wei)36°04'17.25",東經100°29'15.31",海拔(ba)高程約為3000m,G214國(guo)道和(he)共玉高速緊鄰場(chang)址(zhi)區(qu)(qu)北側。本(ben)項(xiang)(xiang)目(mu)占地(di)(di)面(mian)積約為4.41km2。場(chang)址(zhi)區(qu)(qu)內(nei)地(di)(di)勢(shi)平緩開闊。


本項目(mu)擬建1×100MW熔(rong)鹽塔式(shi)光熱電(dian)站,配(pei)(pei)置(zhi)12h熔(rong)鹽儲熱系(xi)統,配(pei)(pei)套建設(she)80萬(wan)平米定日鏡場。


以(yi)上工程量以(yi)最(zui)終設(she)計為準(zhun)。


招標范圍:


青(qing)豫直流(liu)二(er)期2標段(duan)100萬(wan)千瓦“光伏+光熱(re)”海南州共和(he)塔(ta)拉灘10萬(wan)千瓦光熱(re)項(xiang)目(mu)可行性研(yan)究報告及地勘服務技術咨(zi)詢。


設計內容:


太陽(yang)能熱發(fa)(fa)電廠的本階段勘(kan)察(cha)設(she)計范圍包括:地質(zhi)勘(kan)察(cha)、太陽(yang)能熱發(fa)(fa)電廠可(ke)行性研(yan)究報告(gao)編(bian)制以及(ji)相(xiang)關的咨詢服務。


可(ke)行(xing)性研(yan)究(jiu)報告內(nei)容包括(kuo)但不限于:


(1)太陽(yang)能資(zi)源(yuan)評估;太陽(yang)能資(zi)源(yuan)分析,提出資(zi)源(yuan)評價結論;


(2)對(dui)全廠總體規劃、廠區(qu)總平面布置、各主要(yao)(yao)工藝系統方案提(ti)出(chu)工程設(she)想,并(bing)提(ti)出(chu)主要(yao)(yao)經(jing)濟和(he)性能指標,以滿(man)足投資估算和(he)財務(wu)分析(xi)的要(yao)(yao)求;


(3)提出集熱(re)系統、儲熱(re)系統、蒸汽發(fa)生系統、汽輪發(fa)電機(ji)組(zu)等主(zhu)要設備的技術(shu)參數;


(4)確定(ding)電廠主(zhu)要(yao)工(gong)藝(yi)系統(tong)的功(gong)能、控制(zhi)方式、布置(zhi)方案(an),并作為(wei)初步(bu)設(she)計的依據;


(5)投資估算應滿足控制投資、計(ji)劃安排及建設貸款的需(xu)要,并進(jin)行分(fen)析;(6)應說明(ming)合理利(li)用資源(yuan)情況,進(jin)行節能分(fen)析、風險(xian)分(fen)析及經濟與社(she)會影響分(fen)析;


(7)財務(wu)評(ping)價指標應能客(ke)觀(guan)反映項目技術方案的(de)經濟可行(xing)性和投資人(ren)的(de)收益水平。


勘察設計依據:


國(guo)家有(you)關工程(cheng)建設(she)標準(zhun)(zhun)強制性條文(wen)和電力(li)行(xing)業(ye)現行(xing)的(de)勘(kan)(kan)察設(she)計標準(zhun)(zhun)、規范、規程(cheng)、辦法(fa)以及(ji)項目(mu)所在地關于工程(cheng)勘(kan)(kan)察設(she)計方(fang)面的(de)文(wen)件、規定。在勘(kan)(kan)察設(she)計過程(cheng)中,如果國(guo)家、行(xing)業(ye)頒布有(you)關最(zui)新法(fa)律、法(fa)規、政(zheng)策(ce)及(ji)有(you)關設(she)計規程(cheng)、規范、標準(zhun)(zhun)等,按照最(zui)新要(yao)求(qiu)執行(xing)。

勘測要求:


勘(kan)察工作標準及(ji)技術要求:


(1)勘(kan)察(cha)設計人(ren)在(zai)實施勘(kan)察(cha)前(qian),應向招標人(ren)報(bao)送優化后(hou)(hou)的勘(kan)察(cha)服務工作(zuo)大綱,并經(jing)招標人(ren)審核確認后(hou)(hou)以此作(zuo)為工作(zuo)依據。


(2)工程勘察布點(dian)應參考(kao)招(zhao)標(biao)人提供的(de)資料。勘探點(dian)的(de)數量(liang)、深(shen)度和(he)(he)位置可(ke)根(gen)據(ju)地質(zhi)情況和(he)(he)現場條(tiao)件(jian)依據(ju)規范進行調整,但應經招(zhao)標(biao)人同意和(he)(he)批準(zhun)。


(3)勘(kan)探過(guo)程(cheng)中(zhong)應(ying)認(ren)真記錄每(mei)日工作內容,保存原始記錄資料(liao)與數據,以(yi)供招(zhao)標人檢查和分(fen)析。


(4)在鉆探進(jin)行中,如招標人需(xu)要更改取(qu)樣間(jian)距與現場試驗的要求,或更改鉆孔深(shen)度,勘察設計人應積極配合并安(an)排實施(shi)。


(5)勘察設計人在鉆探(tan)時(shi)應(ying)謹慎從事(shi),對地(di)下管線和構(gou)筑(zhu)物進行相應(ying)保護(hu),遇(yu)到(dao)地(di)下文(wen)物時(shi)應(ying)及(ji)時(shi)向招標人和文(wen)物保護(hu)部門匯報并妥(tuo)善保護(hu)。


(6)勘(kan)察設計(ji)人在(zai)進行外業勘(kan)察時,應(ying)采(cai)取有(you)效的安全、保(bao)衛(wei)和環(huan)境保(bao)護措施,避免對(dui)原有(you)道路(lu)、橋梁、構(gou)造物或地(di)上(shang)附著(zhu)物造成損壞(huai)或損傷(shang)。

勘察報告要求:


(1)評價場(chang)地穩定性、建筑適宜(yi)性;

(4)評價環(huan)境水、土對建筑材料的腐蝕性(xing);


(5)確定(ding)建筑(zhu)場地(di)類(lei)別,評價場地(di)地(di)震(zhen)效(xiao)應;


(6)評價地基(ji)穩定性,提(ti)供地基(ji)承載力(li)等參數;


(7)提出地基處(chu)理措施建議;


(8)提供基(ji)坑開挖(wa)和支護的建議(yi)方(fang)案和巖土參數;


(9)提(ti)供不良地質作用防治措施(shi)建(jian)議和巖土參數;


(10)查(cha)明建筑場(chang)地內及(ji)鄰近地段有(you)無(wu)影(ying)響(xiang)工程穩定(ding)性(xing)的(de)不良地質作用以及(ji)有(you)無(wu)古河道和人工地下設施;


(11)查明場地內地層(ceng)(ceng)結(jie)構、均勻性,尤其是基礎底面以下持力(li)層(ceng)(ceng)的(de)分布及各層(ceng)(ceng)巖土(tu)的(de)物理(li)力(li)學性質;


(12)查明地下水類型、埋藏條件及(ji)水位季節性變化幅(fu)度和(he)規律(lv);


(13)提(ti)供場地(di)土的標準凍結深(shen)度及判定地(di)基(ji)土的凍脹性類(lei)別;


(14)提供各層(ceng)地基(ji)土承載(zai)力(li)特征值及變(bian)形指標;提出基(ji)坑開挖方式和支護方案建議;


(15)根(gen)據建(jian)筑(zhu)物結構特征及場(chang)地巖土(tu)工(gong)程(cheng)條件,提供技術可行、經濟合理(li)的地基基礎方案。


勘察報告主要內容:


擬(ni)建場地的工程地質(zhi)條件:


(1)地質條件(jian)背景資料;


(2)地(di)形(xing)地(di)貌條件;


(3)擬建場區地層土質概(gai)述。


擬(ni)建場地的水(shui)文地質條件:


(1)地下水類型及地下水位(wei);


(2)歷年高水位記錄;


(3)關(guan)于確定建筑(zhu)防滲設計水(shui)(shui)位(wei)和(he)(he)抗浮設計水(shui)(shui)位(wei)的(de)基本依據和(he)(he)建議(yi);(4)地下水(shui)(shui)和(he)(he)淺層(ceng)土對(dui)混凝土和(he)(he)鋼(gang)筋(jin)的(de)腐蝕(shi)性評價;


(5)地下(xia)水和淺層(ceng)土的(de)毒(du)性評價。


場(chang)地(di)、地(di)基的建筑抗震設計條(tiao)件:


(1)場地土類型與建筑(zhu)場地類別的判定;


(2)抗震(zhen)設防烈度;


(3)地基土層地震液化評(ping)價。

設計要求:


設計(ji)工(gong)作(zuo)標準和技術要求:


(1)設(she)計工(gong)(gong)作應(ying)滿(man)足國家、行業的最新(xin)規范、標準及中廣核相(xiang)關的設(she)計管理制度的要(yao)求。本招標技(ji)術文件不再一一列舉。請投標方自行補充本工(gong)(gong)程設(she)計中需要(yao)采用的相(xiang)關規程、規范;


(2)光(guang)資(zi)源評(ping)估需按相關規范(fan)要(yao)求,選取附近(jin)地面氣象站數據進行推算以降(jiang)低風險。


設計成果要求:


勘測成果滿足《巖(yan)土(tu)工(gong)程(cheng)勘察(cha)規(gui)范》(GB50021—2001)的(de)具(ju)體要求。


可行性研究階段:


可研(yan)報告編(bian)制應滿足《太陽能熱發電廠可行性(xing)研(yan)究報告內(nei)容深度規定》(DL/T 5572-2020),可行性(xing)研(yan)究報告包含且不限于(yu)以(yi)下內(nei)容:


(1)對全(quan)廠(chang)總體規(gui)劃、廠(chang)區總平面布置、各主要工藝系統方案提出工程設想(xiang),并提出主要經濟(ji)和(he)性能(neng)指標,以滿足(zu)投資估算和(he)財務分析(xi)的要求;
