10月31日,遼寧沈陽市人民政府(fu)關(guan)于印發國家碳達峰(feng)試(shi)點(dian)(沈陽)實施方(fang)案的通(tong)知(zhi)。
文件提出,加快可再生能源開發。普及分布式光伏開發應用,大力實施工商屋頂和公建屋頂加裝分布式光伏工程,推動新建建筑和基礎設施光電光熱一體化設計建造。進一(yi)步推(tui)(tui)動生(sheng)物質能(neng)多元化(hua)利用(yong),高標準建設新(xin)(xin)民市(shi)、康平縣垃圾焚燒發電項(xiang)目,加快推(tui)(tui)進沈(shen)北新(xin)(xin)區(qu)、法庫(ku)縣生(sheng)物質熱電聯(lian)產項(xiang)目,在(zai)遼中區(qu)等(deng)畜禽(qin)集中養(yang)殖地(di)區(qu)探索沼氣綜合利用(yong)模式,實現(xian)減污(wu)降碳(tan)協同增(zeng)效。到2025年(nian),新(xin)(xin)能(neng)源(yuan)(yuan)發電總裝(zhuang)(zhuang)機(ji)規模比(bi)2022年(nian)提(ti)(ti)高280萬千(qian)瓦(wa),非化(hua)石能(neng)源(yuan)(yuan)消費占比(bi)達(da)到17.8%;到2030年(nian),新(xin)(xin)能(neng)源(yuan)(yuan)發電總裝(zhuang)(zhuang)機(ji)規模比(bi)2022年(nian)提(ti)(ti)高550萬千(qian)瓦(wa),非化(hua)石能(neng)源(yuan)(yuan)消費占比(bi)達(da)到25%。
大力發展可再生能源和工業余熱供暖。探索建立太陽能、生物質能、風能、地熱能等可再生能源多能互補供熱模式,鼓勵黨政機關、學校、醫院等公共機構優先開展“光伏/光熱+熱泵”“空(kong)氣源(yuan)熱(re)泵(beng)+電(dian)(dian)加熱(re)+儲(chu)能”“生(sheng)物質能+電(dian)(dian)加熱(re)”等多能互補供熱(re)模(mo)式試點建設(she)。推廣(guang)空(kong)氣源(yuan)、地源(yuan)、污(wu)水源(yuan)熱(re)泵(beng)等供熱(re)技術規模(mo)化(hua)應用,與谷電(dian)(dian)蓄熱(re)、電(dian)(dian)鍋爐供熱(re)等形(xing)成多能耦合的節能改(gai)造(zao)模(mo)式。實施工業鍋爐余熱(re)供暖,探(tan)索余熱(re)回收(shou)、跨季節儲(chu)熱(re)等清潔(jie)供熱(re)模(mo)式。

國家碳達峰試點(沈陽)實施方案
為(wei)貫徹落實黨中央(yang)、國務院關于碳達峰(feng)碳中和戰略部署,按照《國家發(fa)展改(gai)革(ge)委辦公廳關于印(yin)發(fa)首(shou)批碳達峰(feng)試點名單的通(tong)知》(發(fa)改(gai)辦環資〔2023〕942號)要求,做好碳達峰(feng)試點建(jian)設工作,結合我市實際(ji),制(zhi)定本(ben)方案。
一、總體要求

二、試點目標

三、重點任務
(一(yi))打(da)造能源綠色(se)低碳(tan)轉型(xing)示范。
1.加快可再(zai)生(sheng)能(neng)(neng)源(yuan)開(kai)(kai)發。堅持集中式(shi)與分(fen)散(san)(san)式(shi)并舉(ju),充分(fen)挖掘可再(zai)生(sheng)能(neng)(neng)源(yuan)開(kai)(kai)發潛力。加速推(tui)(tui)動遼(liao)中區(qu)(qu)、新(xin)(xin)(xin)(xin)(xin)民市(shi)、法庫縣、康平縣共(gong)210萬千(qian)瓦(wa)的集中式(shi)風(feng)(feng)(feng)(feng)(feng)力發電(dian)(dian)(dian)項目(mu)(mu)建(jian)成投運,開(kai)(kai)展(zhan)存(cun)量風(feng)(feng)(feng)(feng)(feng)電(dian)(dian)(dian)資源(yuan)調查和(he)規劃布(bu)(bu)局,“十(shi)五五”期間(jian)新(xin)(xin)(xin)(xin)(xin)增(zeng)集中式(shi)風(feng)(feng)(feng)(feng)(feng)電(dian)(dian)(dian)裝機容量不低(di)于200萬千(qian)瓦(wa)。加快現役(yi)低(di)能(neng)(neng)低(di)效(xiao)老舊風(feng)(feng)(feng)(feng)(feng)機組淘汰(tai)更新(xin)(xin)(xin)(xin)(xin),推(tui)(tui)進(jin)風(feng)(feng)(feng)(feng)(feng)電(dian)(dian)(dian)場實施(shi)“以大(da)代小”增(zeng)容改造。積極(ji)發展(zhan)分(fen)散(san)(san)式(shi)風(feng)(feng)(feng)(feng)(feng)電(dian)(dian)(dian),開(kai)(kai)展(zhan)“千(qian)鄉萬村(cun)馭風(feng)(feng)(feng)(feng)(feng)行(xing)動”示范試點(dian),支(zhi)持村(cun)集體(ti)(ti)與企業(ye)合作,實施(shi)20兆瓦(wa)分(fen)散(san)(san)式(shi)風(feng)(feng)(feng)(feng)(feng)電(dian)(dian)(dian)項目(mu)(mu)。推(tui)(tui)動新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)源(yuan)企業(ye)在具備條件的用(yong)(yong)電(dian)(dian)(dian)負荷中心(xin)周邊布(bu)(bu)局5—10兆瓦(wa)分(fen)散(san)(san)式(shi)風(feng)(feng)(feng)(feng)(feng)電(dian)(dian)(dian)項目(mu)(mu);推(tui)(tui)進(jin)低(di)風(feng)(feng)(feng)(feng)(feng)速(微風(feng)(feng)(feng)(feng)(feng))發電(dian)(dian)(dian)技術商(shang)業(ye)化(hua)(hua)應(ying)用(yong)(yong),因地(di)制宜謀劃建(jian)設(she)微風(feng)(feng)(feng)(feng)(feng)發電(dian)(dian)(dian)試點(dian),拓(tuo)展(zhan)微風(feng)(feng)(feng)(feng)(feng)資源(yuan)開(kai)(kai)發利(li)用(yong)(yong)場景。普(pu)及分(fen)布(bu)(bu)式(shi)光(guang)(guang)伏開(kai)(kai)發應(ying)用(yong)(yong),大(da)力實施(shi)工商(shang)屋(wu)(wu)頂和(he)公建(jian)屋(wu)(wu)頂加裝分(fen)布(bu)(bu)式(shi)光(guang)(guang)伏工程(cheng),推(tui)(tui)動新(xin)(xin)(xin)(xin)(xin)建(jian)建(jian)筑和(he)基礎設(she)施(shi)光(guang)(guang)電(dian)(dian)(dian)光(guang)(guang)熱一體(ti)(ti)化(hua)(hua)設(she)計建(jian)造。進(jin)一步推(tui)(tui)動生(sheng)物(wu)質能(neng)(neng)多元(yuan)化(hua)(hua)利(li)用(yong)(yong),高(gao)(gao)標準建(jian)設(she)新(xin)(xin)(xin)(xin)(xin)民市(shi)、康平縣垃圾(ji)焚燒發電(dian)(dian)(dian)項目(mu)(mu),加快推(tui)(tui)進(jin)沈(shen)北新(xin)(xin)(xin)(xin)(xin)區(qu)(qu)、法庫縣生(sheng)物(wu)質熱電(dian)(dian)(dian)聯產(chan)項目(mu)(mu),在遼(liao)中區(qu)(qu)等(deng)畜禽(qin)集中養殖地(di)區(qu)(qu)探索沼氣綜合利(li)用(yong)(yong)模式(shi),實現減污降碳(tan)協同增(zeng)效(xiao)。引導(dao)農村(cun)地(di)區(qu)(qu)使用(yong)(yong)生(sheng)物(wu)質能(neng)(neng)、太陽能(neng)(neng)、風(feng)(feng)(feng)(feng)(feng)能(neng)(neng)等(deng)清潔能(neng)(neng)源(yuan)替代散(san)(san)煤,扎實推(tui)(tui)進(jin)農村(cun)能(neng)(neng)源(yuan)革(ge)命試點(dian)建(jian)設(she)。到(dao)(dao)(dao)2025年(nian)(nian),新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)源(yuan)發電(dian)(dian)(dian)總裝機規模比(bi)(bi)2022年(nian)(nian)提高(gao)(gao)280萬千(qian)瓦(wa),非化(hua)(hua)石能(neng)(neng)源(yuan)消(xiao)費占(zhan)比(bi)(bi)達(da)到(dao)(dao)(dao)17.8%;到(dao)(dao)(dao)2030年(nian)(nian),新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)源(yuan)發電(dian)(dian)(dian)總裝機規模比(bi)(bi)2022年(nian)(nian)提高(gao)(gao)550萬千(qian)瓦(wa),非化(hua)(hua)石能(neng)(neng)源(yuan)消(xiao)費占(zhan)比(bi)(bi)達(da)到(dao)(dao)(dao)25%。
2.推(tui)(tui)(tui)進(jin)化(hua)石能源清潔(jie)(jie)高效(xiao)(xiao)利(li)用(yong)。在(zai)電力(li)、熱(re)(re)力(li)安全保供(gong)的前提(ti)下(xia),加強煤(mei)炭(tan)減量(liang)替(ti)代和清潔(jie)(jie)高效(xiao)(xiao)利(li)用(yong),嚴格(ge)控制(zhi)煤(mei)炭(tan)消費(fei)增(zeng)長(chang)。科(ke)學規劃建設先(xian)進(jin)燃(ran)煤(mei)熱(re)(re)電聯(lian)產(chan)機組,替(ti)代落后產(chan)能,加快(kuai)老舊(jiu)機組及燃(ran)煤(mei)鍋爐更新和技術(shu)改造,穩妥有序(xu)開展供(gong)電煤(mei)耗300克(ke)標準煤(mei)/千(qian)瓦時以(yi)上(shang)的煤(mei)電機組、系統能耗40千(qian)克(ke)標準煤(mei)/吉焦以(yi)上(shang)的燃(ran)煤(mei)熱(re)(re)源提(ti)標改造。推(tui)(tui)(tui)動(dong)(dong)燃(ran)煤(mei)耦合生物(wu)質發(fa)電及供(gong)熱(re)(re)技術(shu)示范應用(yong)。建設煤(mei)炭(tan)地(di)下(xia)氣(qi)化(hua)聯(lian)產(chan)制(zhi)氫項目,應用(yong)原(yuan)位(wei)地(di)下(xia)氣(qi)化(hua)技術(shu),實現(xian)尾(wei)礦煤(mei)、深層煤(mei)、低品質煤(mei)等難(nan)采煤(mei)炭(tan)資源高值利(li)用(yong)和大規模(mo)商業化(hua)制(zhi)氫瓶頸突破,推(tui)(tui)(tui)動(dong)(dong)煤(mei)炭(tan)由“燃(ran)料(liao)型”粗放能源向(xiang)“原(yuan)料(liao)型”清潔(jie)(jie)能源轉(zhuan)變,大幅提(ti)升煤(mei)炭(tan)資源清潔(jie)(jie)開發(fa)和高效(xiao)(xiao)利(li)用(yong)能力(li)。改善城(cheng)市能源供(gong)應結構,拓(tuo)展氫源渠道,支持(chi)富(fu)氫煤(mei)制(zhi)燃(ran)氣(qi)在(zai)城(cheng)市管網中(zhong)大規模(mo)應用(yong),推(tui)(tui)(tui)動(dong)(dong)氫氣(qi)在(zai)產(chan)業園區應用(yong)。

9.構(gou)建清潔低碳高效(xiao)(xiao)供(gong)(gong)暖體系。因地(di)制宜優化城區(qu)、鄉(xiang)鎮、農村供(gong)(gong)熱(re)體系。建設(she)(she)符合超低排放標(biao)準的大型燃(ran)(ran)(ran)煤熱(re)源(yuan)(yuan),有序替(ti)代(dai)(dai)城區(qu)存(cun)量低效(xiao)(xiao)燃(ran)(ran)(ran)煤鍋(guo)爐(lu)(lu),協同(tong)遠距離長(chang)輸供(gong)(gong)熱(re)系統,逐步構(gou)建大環網、多熱(re)源(yuan)(yuan)聯網的供(gong)(gong)熱(re)格局。在具備(bei)條件的住宅、公共建筑(zhu)、產業園(yuan)區(qu),分類(lei)推廣空氣(qi)源(yuan)(yuan)熱(re)泵(beng)、“光伏+輔助熱(re)源(yuan)(yuan)”設(she)(she)備(bei)、燃(ran)(ran)(ran)氣(qi)壁掛(gua)爐(lu)(lu)、生(sheng)物質(zhi)能設(she)(she)備(bei)等(deng)燃(ran)(ran)(ran)煤供(gong)(gong)熱(re)替(ti)代(dai)(dai)模式。在蘇家屯區(qu)、沈北新區(qu)等(deng)管網基礎(chu)條件較好(hao)的地(di)區(qu),引導整合建設(she)(she)生(sheng)物質(zhi)集(ji)中供(gong)(gong)熱(re)鍋(guo)爐(lu)(lu)房,推進鄉(xiang)鎮生(sheng)物質(zhi)集(ji)中供(gong)(gong)熱(re)示范試點建設(she)(she)。推進農村地(di)區(qu)可再(zai)生(sheng)能源(yuan)(yuan)多元供(gong)(gong)能體系建設(she)(she)。到2025年(nian),全市基本完成散煤替(ti)代(dai)(dai)。
10.大力發展(zhan)可再生能(neng)(neng)(neng)源和工業(ye)(ye)余熱(re)(re)供(gong)(gong)(gong)(gong)暖。探索建立太(tai)陽(yang)能(neng)(neng)(neng)、生物(wu)質(zhi)能(neng)(neng)(neng)、風能(neng)(neng)(neng)、地(di)(di)熱(re)(re)能(neng)(neng)(neng)等(deng)可再生能(neng)(neng)(neng)源多能(neng)(neng)(neng)互(hu)補供(gong)(gong)(gong)(gong)熱(re)(re)模(mo)(mo)式,鼓勵(li)黨(dang)政機關、學校、醫院等(deng)公(gong)共機構優先開展(zhan)“光伏/光熱(re)(re)+熱(re)(re)泵(beng)”“空氣源熱(re)(re)泵(beng)+電(dian)加熱(re)(re)+儲(chu)能(neng)(neng)(neng)”“生物(wu)質(zhi)能(neng)(neng)(neng)+電(dian)加熱(re)(re)”等(deng)多能(neng)(neng)(neng)互(hu)補供(gong)(gong)(gong)(gong)熱(re)(re)模(mo)(mo)式試點建設。推廣(guang)空氣源、地(di)(di)源、污(wu)水源熱(re)(re)泵(beng)等(deng)供(gong)(gong)(gong)(gong)熱(re)(re)技術規模(mo)(mo)化應用,與谷電(dian)蓄熱(re)(re)、電(dian)鍋爐(lu)供(gong)(gong)(gong)(gong)熱(re)(re)等(deng)形成多能(neng)(neng)(neng)耦合的節能(neng)(neng)(neng)改造模(mo)(mo)式。實施工業(ye)(ye)鍋爐(lu)余熱(re)(re)供(gong)(gong)(gong)(gong)暖,探索余熱(re)(re)回收、跨(kua)季節儲(chu)熱(re)(re)等(deng)清潔供(gong)(gong)(gong)(gong)熱(re)(re)模(mo)(mo)式。
11.推(tui)動城(cheng)市集(ji)中供(gong)熱(re)(re)(re)低(di)(di)碳化(hua)建設(she)。擴大熱(re)(re)(re)電(dian)聯產和(he)(he)清潔能(neng)源(yuan)集(ji)中供(gong)熱(re)(re)(re)面積。重點推(tui)進(jin)熱(re)(re)(re)電(dian)聯產提效(xiao)改造(zao)(zao)工程,建設(she)超(chao)低(di)(di)排放標準的大型熱(re)(re)(re)源(yuan)、生物質和(he)(he)垃圾焚燒(shao)熱(re)(re)(re)電(dian)聯產項目(mu)。鼓勵(li)集(ji)中熱(re)(re)(re)源(yuan)廠推(tui)廣(guang)燃氣鍋爐供(gong)熱(re)(re)(re),探索“外熱(re)(re)(re)入(ru)城(cheng)”,壓減(jian)煤(mei)炭消費(fei)。支持安(an)全高(gao)效(xiao)、先進(jin)可靠的清潔取暖技術(shu)發展和(he)(he)設(she)備(bei)更新改造(zao)(zao)。實(shi)施(shi)供(gong)熱(re)(re)(re)管網(wang)(wang)低(di)(di)碳化(hua)、智能(neng)化(hua)改造(zao)(zao),加快城(cheng)鎮智慧供(gong)熱(re)(re)(re)系統建設(she),每年改造(zao)(zao)供(gong)熱(re)(re)(re)管網(wang)(wang)長度50公里以上。推(tui)動區(qu)域間供(gong)熱(re)(re)(re)管網(wang)(wang)互(hu)聯互(hu)通(tong),推(tui)廣(guang)應用智慧供(gong)熱(re)(re)(re)二次網(wang)(wang)分戶(hu)平(ping)衡(heng)技術(shu),保障熱(re)(re)(re)力平(ping)穩高(gao)效(xiao)供(gong)應。

19.引導企(qi)業(ye)(ye)履行降碳(tan)責任(ren)(ren)。鼓(gu)勵(li)國有(you)企(qi)業(ye)(ye)率先將碳(tan)達峰相關工(gong)作列入社(she)(she)會(hui)(hui)責任(ren)(ren)(ESG)主要內容,定期公(gong)布(bu)碳(tan)排(pai)放(fang)(fang)信息,帶(dai)頭開(kai)(kai)展碳(tan)排(pai)放(fang)(fang)核算,研究(jiu)碳(tan)減(jian)排(pai)路徑,為所屬(shu)行業(ye)(ye)碳(tan)達峰發揮(hui)示范引領作用(yong)。推動(dong)綠(lv)色工(gong)廠率先建(jian)(jian)立(li)企(qi)業(ye)(ye)級碳(tan)排(pai)放(fang)(fang)管(guan)理制度,鼓(gu)勵(li)省(sheng)級以上(shang)綠(lv)色工(gong)廠中的(de)重點用(yong)能企(qi)業(ye)(ye)開(kai)(kai)展自身(shen)碳(tan)排(pai)放(fang)(fang)數據統計,建(jian)(jian)立(li)科學(xue)管(guan)理體系。鼓(gu)勵(li)企(qi)業(ye)(ye)設立(li)企(qi)業(ye)(ye)開(kai)(kai)放(fang)(fang)日,建(jian)(jian)設低碳(tan)教(jiao)育體驗(yan)場所,踐行應(ying)對(dui)(dui)氣候變化責任(ren)(ren)。充分發揮(hui)新聞媒體、行業(ye)(ye)協會(hui)(hui)和其他各(ge)類(lei)社(she)(she)會(hui)(hui)組織作用(yong),實現社(she)(she)會(hui)(hui)公(gong)眾對(dui)(dui)重點用(yong)能單位(wei)節(jie)能減(jian)排(pai)情況的(de)監督(du),督(du)促各(ge)單位(wei)細(xi)化目標責任(ren)(ren),自覺(jue)履行社(she)(she)會(hui)(hui)責任(ren)(ren)。
20.強化綠色低碳(tan)(tan)培訓。依托黨(dang)校、行政(zheng)學(xue)院、行業機構,開(kai)展推進碳(tan)(tan)達峰碳(tan)(tan)中和(he)工(gong)作(zuo)專題培訓。將深(shen)(shen)入學(xue)習(xi)貫徹習(xi)近(jin)平生態文明思想(xiang)作(zuo)為機關領(ling)導干(gan)部(bu)(bu)教(jiao)育培訓的(de)重(zhong)要內容,宣講碳(tan)(tan)達峰碳(tan)(tan)中和(he)政(zheng)策要點(dian),強化法治意識(shi),深(shen)(shen)化各級領(ling)導干(gan)部(bu)(bu)對(dui)推進碳(tan)(tan)達峰碳(tan)(tan)中和(he)工(gong)作(zuo)重(zhong)要性(xing)、緊(jin)迫性(xing)、科學(xue)性(xing)、系統性(xing)的(de)認(ren)知。培養(yang)干(gan)部(bu)(bu)職工(gong)綠色低碳(tan)(tan)生活方(fang)式,自覺(jue)踐(jian)行綠色低碳(tan)(tan)辦公理念和(he)方(fang)式。對(dui)市(shi)級部(bu)(bu)門、國家及(ji)省級開(kai)發區、碳(tan)(tan)交易(yi)市(shi)場等重(zhong)點(dian)單位(wei)進行“雙(shuang)碳(tan)(tan)”能力建(jian)設專項培訓。對(dui)相關干(gan)部(bu)(bu)開(kai)展碳(tan)(tan)達峰領(ling)域業務(wu)(wu)管理能力考核,高質量提升服(fu)務(wu)(wu)協調能力和(he)管理水平。
四、政策創新保障
(一)金融及(ji)投融資政策創(chuang)新。健全綠(lv)色企業(ye)(ye)(ye)(ye)、綠(lv)色項(xiang)目與金融系(xi)統(tong)對接(jie)機制。依托沈陽(yang)(yang)市綠(lv)色金融服(fu)務(wu)平臺,建(jian)立綠(lv)色項(xiang)目庫,開展融資對接(jie)。鼓勵(li)金融機構(gou)綜合運用綠(lv)色信貸、債(zhai)券、基金等金融工(gong)具,按照市場(chang)化(hua)方式加大對綠(lv)色低(di)碳(tan)項(xiang)目的支持(chi)力度。鼓勵(li)金融機構(gou)、龍(long)頭(tou)企業(ye)(ye)(ye)(ye)、社會資本(ben)共同設立沈陽(yang)(yang)低(di)碳(tan)產(chan)業(ye)(ye)(ye)(ye)發展投資基金和(he)沈陽(yang)(yang)新能(neng)(neng)源與儲能(neng)(neng)產(chan)業(ye)(ye)(ye)(ye)發展基金,推動(dong)沈陽(yang)(yang)綠(lv)色低(di)碳(tan)產(chan)業(ye)(ye)(ye)(ye)高質量(liang)發展。
(二)碳信用(yong)(yong)交(jiao)(jiao)(jiao)易(yi)機制創新(xin)。依托(tuo)遼寧(ning)碳排(pai)放權交(jiao)(jiao)(jiao)易(yi)中心(xin),建(jian)設沈陽碳信用(yong)(yong)交(jiao)(jiao)(jiao)易(yi)平臺(tai),完善交(jiao)(jiao)(jiao)易(yi)功(gong)能,制定交(jiao)(jiao)(jiao)易(yi)規(gui)則。通過碳信用(yong)(yong)交(jiao)(jiao)(jiao)易(yi),在碳抵消、產品運(yun)營碳中和(he)、可持續(xu)發展等(deng)方面,為我市生產、出(chu)口、供(gong)(gong)應(ying)鏈企(qi)業(ye)(ye)提(ti)供(gong)(gong)實施(shi)路徑,為企(qi)業(ye)(ye)提(ti)升(sheng)形象(xiang)、擴大國際(ji)(ji)知名度(du)、打破(po)國際(ji)(ji)貿易(yi)碳壁壘提(ti)供(gong)(gong)支(zhi)持。支(zhi)持企(qi)業(ye)(ye)積(ji)極參與綠電交(jiao)(jiao)(jiao)易(yi),探索通過碳信用(yong)(yong)質(zhi)押融資活動(dong)為氣候投融資提(ti)供(gong)(gong)新(xin)途(tu)徑。
(三)碳(tan)(tan)足(zu)跡管理認(ren)證(zheng)體系(xi)創新(xin)。圍繞我(wo)市產(chan)(chan)業低碳(tan)(tan)綠色發展、出口(kou)貿易(yi)等需求,以汽車、裝備制造(zao)等具有全產(chan)(chan)業鏈優勢的(de)(de)行業為切入點,探(tan)索構建(jian)具有沈陽特色的(de)(de)碳(tan)(tan)足(zu)跡管理認(ren)證(zheng)體系(xi)。開(kai)展汽車、高(gao)端裝備制造(zao)等優勢產(chan)(chan)業的(de)(de)產(chan)(chan)品碳(tan)(tan)足(zu)跡認(ren)證(zheng)試點,逐步建(jian)立制度標準(zhun)(zhun)。開(kai)展儲能裝備全系(xi)產(chan)(chan)品碳(tan)(tan)足(zu)跡認(ren)證(zheng)試點,建(jian)立飛輪、壓縮空氣(qi)儲能裝備碳(tan)(tan)足(zu)跡認(ren)證(zheng)標準(zhun)(zhun)。推動與主要(yao)貿易(yi)伙(huo)伴碳(tan)(tan)足(zu)跡相關管理制度、認(ren)證(zheng)規則的(de)(de)國際銜(xian)接和互認(ren)。
(四)碳(tan)普(pu)(pu)惠(hui)機(ji)制(zhi)創(chuang)新。建設專(zhuan)業(ye)化碳(tan)普(pu)(pu)惠(hui)機(ji)制(zhi)運營機(ji)構,推進(jin)實施碳(tan)普(pu)(pu)惠(hui)機(ji)制(zhi)創(chuang)新。探索制(zhi)定(ding)碳(tan)積分獲(huo)取及消納規(gui)則,將(jiang)生活(huo)(huo)中有效的(de)低碳(tan)行(xing)為逐步納入減排(pai)場(chang)景,以市場(chang)化方(fang)式運行(xing)碳(tan)普(pu)(pu)惠(hui)機(ji)制(zhi)。通過(guo)新媒體宣傳等多種(zhong)方(fang)式提高公眾參與度,鼓(gu)勵(li)黨政機(ji)關(guan)、企事(shi)業(ye)單位、社會(hui)組織和個人購買(mai)碳(tan)普(pu)(pu)惠(hui)減排(pai)量,用于抵消各類活(huo)(huo)動碳(tan)排(pai)放。
(五)評(ping)價與核(he)算標準(zhun)(zhun)體系創新。編制《企(qi)(qi)業原料用能(neng)不納(na)(na)入能(neng)源消費總量控制評(ping)價規(gui)范》《企(qi)(qi)業新增可(ke)再生(sheng)能(neng)源不納(na)(na)入能(neng)源消費總量控制應用評(ping)價技術規(gui)范》《供熱行(xing)業碳(tan)排(pai)放核(he)算報告指南》等地(di)方標準(zhun)(zhun)規(gui)范,探索制訂(ding)低碳(tan)產業園區、公(gong)共(gong)機構、企(qi)(qi)業、社區、家庭評(ping)價標準(zhun)(zhun)和技術規(gui)范。試行(xing)碳(tan)普惠方法學(xue),發布公(gong)共(gong)出(chu)行(xing)、垃圾分類碳(tan)減(jian)排(pai)量核(he)算方法。
(六)生(sheng)態(tai)產品(pin)價(jia)值實現(xian)機制創新。開展生(sheng)態(tai)產品(pin)價(jia)值實現(xian)路徑(jing)研究,建立(li)健(jian)全生(sheng)態(tai)產品(pin)價(jia)值實現(xian)機制。制定基于生(sheng)態(tai)產品(pin)的市場交易(yi)(yi)制度,構建多元主體、多層次(ci)的市場交易(yi)(yi)體系,完(wan)善核(he)算方法(fa)、制定管理辦法(fa),引導(dao)激勵企業和社(she)會(hui)各界(jie)參與(yu),購買核(he)證自(zi)愿減排量用(yong)以(yi)抵(di)消(xiao)碳排放量。
市生(sheng)態文明建(jian)設和生(sheng)態環境保護委員會要(yao)整體(ti)部署、系統推(tui)(tui)進(jin)碳(tan)達(da)峰(feng)(feng)(feng)試(shi)點建(jian)設工作(zuo),研究推(tui)(tui)動重要(yao)政策(ce)、項(xiang)目(mu)、改革事項(xiang)落實,協調解(jie)決重大(da)問題,各地(di)區(qu)、各部門(men)要(yao)按照試(shi)點目(mu)標,扎實有序推(tui)(tui)進(jin)各項(xiang)任務。建(jian)立健(jian)(jian)全(quan)碳(tan)達(da)峰(feng)(feng)(feng)綜合考核評價體(ti)系,開(kai)展碳(tan)達(da)峰(feng)(feng)(feng)試(shi)點建(jian)設情況階段性(xing)評估。強(qiang)化要(yao)素保障,統籌財(cai)政資源,優化土(tu)地(di)供應方式,對(dui)碳(tan)達(da)峰(feng)(feng)(feng)試(shi)點建(jian)設有關項(xiang)目(mu)開(kai)辟綠色通道。加強(qiang)人才保障,健(jian)(jian)全(quan)碳(tan)達(da)峰(feng)(feng)(feng)試(shi)點重點建(jian)設領(ling)域相關人才培養、引進(jin)、使用(yong)機制,支持“雙(shuang)碳(tan)”科技人才跨(kua)學(xue)科、跨(kua)領(ling)域承擔重大(da)技術創(chuang)新任務。加大(da)宣傳(chuan)推(tui)(tui)廣(guang),及時總結提(ti)煉先進(jin)經驗做法(fa)。
