能(neng)源(yuan)(yuan)是(shi)生產(chan)要(yao)素和(he)(he)生產(chan)力,青(qing)海省是(shi)國(guo)(guo)家(jia)資源(yuan)(yuan)能(neng)源(yuan)(yuan)戰略要(yao)地,清(qing)(qing)潔(jie)(jie)(jie)能(neng)源(yuan)(yuan)已成(cheng)(cheng)為(wei)電(dian)力裝機的(de)主(zhu)體,取(qu)得了良好(hao)的(de)生態效益和(he)(he)經(jing)濟效益。“加快打造國(guo)(guo)家(jia)清(qing)(qing)潔(jie)(jie)(jie)能(neng)源(yuan)(yuan)產(chan)業高(gao)(gao)地”是(shi)習近平(ping)總(zong)書(shu)記(ji)(ji)對青(qing)海工作提出的(de)重大要(yao)求。海南(nan)州深入貫徹落實習近平(ping)總(zong)書(shu)記(ji)(ji)重要(yao)指示批示精神和(he)(he)省委關(guan)于清(qing)(qing)潔(jie)(jie)(jie)能(neng)源(yuan)(yuan)發展的(de)部署要(yao)求。2023年已累計建成(cheng)(cheng)并(bing)網發電(dian)清(qing)(qing)潔(jie)(jie)(jie)能(neng)源(yuan)(yuan)裝機總(zong)量2094萬千瓦,海南(nan)州光伏發電(dian)園(yuan)區和(he)(he)龍羊峽(xia)水光互(hu)補發電(dian)站獲得吉尼斯世界(jie)(jie)紀錄認證(zheng),世界(jie)(jie)首條全清(qing)(qing)潔(jie)(jie)(jie)能(neng)源(yuan)(yuan)特(te)高(gao)(gao)壓直流輸電(dian)項目建成(cheng)(cheng)并(bing)穩(wen)定運行。全州清(qing)(qing)潔(jie)(jie)(jie)能(neng)源(yuan)(yuan)并(bing)網裝機占全省的(de)52%,成(cheng)(cheng)為(wei)海南(nan)經(jing)濟高(gao)(gao)質量發展的(de)主(zhu)要(yao)支撐。標志(zhi)著海南(nan)州逐步形成(cheng)(cheng)以(yi)新能(neng)源(yuan)(yuan)為(wei)支撐產(chan)業,以(yi)服務(wu)全國(guo)(guo)碳達峰、碳中和(he)(he)目標為(wei)己任,不斷將清(qing)(qing)潔(jie)(jie)(jie)能(neng)源(yuan)(yuan)優勢(shi)轉化(hua)為(wei)產(chan)業優勢(shi),扎實推動(dong)以(yi)綠色低碳為(wei)特(te)點的(de)清(qing)(qing)潔(jie)(jie)(jie)能(neng)源(yuan)(yuan)高(gao)(gao)地建設,實現“新能(neng)源(yuan)(yuan)+現代生態農牧業+大數據產(chan)業+高(gao)(gao)原文化(hua)旅游(you)業”的(de)發展新模式。

發(fa)(fa)展(zhan)的過程也是不(bu)(bu)(bu)斷解決矛盾(dun)與(yu)問題(ti)(ti)的過程。我們在(zai)肯定成績的同時(shi),堅持問題(ti)(ti)導向,正(zheng)視(shi)困難(nan)問題(ti)(ti),充分認識到海(hai)南(nan)州(zhou)(zhou)在(zai)發(fa)(fa)展(zhan)清(qing)潔(jie)能(neng)(neng)(neng)(neng)源產業方面存在(zai)的短板和不(bu)(bu)(bu)足。海(hai)南(nan)州(zhou)(zhou)最大的短板為電(dian)力消(xiao)(xiao)納嚴(yan)重不(bu)(bu)(bu)足,全(quan)州(zhou)(zhou)清(qing)潔(jie)能(neng)(neng)(neng)(neng)源發(fa)(fa)電(dian)400多(duo)億千瓦時(shi),但州(zhou)(zhou)內消(xiao)(xiao)納不(bu)(bu)(bu)足12億千瓦時(shi)。另外,清(qing)潔(jie)能(neng)(neng)(neng)(neng)源的可持續(xu)性嚴(yan)重不(bu)(bu)(bu)足。因此,海(hai)南(nan)州(zhou)(zhou)亟需加強“風光水熱儲”多(duo)能(neng)(neng)(neng)(neng)互補(bu)綜合能(neng)(neng)(neng)(neng)源供(gong)給體系(xi)建設,繼(ji)續(xu)推進海(hai)南(nan)州(zhou)(zhou)清(qing)潔(jie)能(neng)(neng)(neng)(neng)源產業實(shi)現高質量可持續(xu)發(fa)(fa)展(zhan)。


建議:


一是開展海南州(zhou)“風(feng)光(guang)水熱(re)(re)儲”多能(neng)互補(bu)綜合(he)能(neng)源(yuan)供給(gei)體系建設(she)。按(an)“統(tong)一設(she)計、分(fen)步實施、整(zheng)體集成”原則,充(chong)分(fen)評估(gu)當(dang)地(di)資源(yuan)條件和消納(na)能(neng)力(li)的基礎上,利用海南州(zhou)大型綜合(he)能(neng)源(yuan)基地(di)風(feng)能(neng)、太陽(yang)能(neng)、水能(neng)、地(di)熱(re)(re)能(neng)等資源(yuan)組合(he)優勢(shi),明(ming)確(que)海南州(zhou)“風(feng)光(guang)水熱(re)(re)儲”多能(neng)互補(bu)綜合(he)能(neng)源(yuan)供給(gei)體系建設(she)實施方案(an)。


二(er)是加(jia)(jia)快推(tui)進(jin)海南(nan)(nan)州(zhou)(zhou)多(duo)(duo)能(neng)(neng)互補(bu)示范基地(di)(di)建(jian)設。以(yi)科(ke)技創新為支(zhi)撐,發揮特色優勢(shi),圍繞“水、風、光(guang)、熱(re)、儲”一體化(hua)開發利(li)用,依托海南(nan)(nan)建(jian)設千萬千瓦級清潔能(neng)(neng)源(yuan)(yuan)基地(di)(di),攻克深部(bu)地(di)(di)熱(re)(干熱(re)巖(yan))規模化(hua)開發利(li)用、多(duo)(duo)能(neng)(neng)互補(bu)和地(di)(di)質(zhi)儲能(neng)(neng)等技術,推(tui)進(jin)“源(yuan)(yuan)網荷(he)儲”一體化(hua)發展(zhan)和增量配電(dian)網建(jian)設,建(jian)立配套電(dian)力調度、市(shi)場交易和價(jia)格機制,開展(zhan)風光(guang)水熱(re)儲多(duo)(duo)能(neng)(neng)互補(bu)系(xi)(xi)統一體化(hua)運行,提(ti)高電(dian)力輸(shu)出功率的(de)穩定性,提(ti)升電(dian)力系(xi)(xi)統消納風電(dian)、光(guang)伏發電(dian)等間歇性可(ke)再(zai)生能(neng)(neng)源(yuan)(yuan)的(de)能(neng)(neng)力和綜合效(xiao)益,建(jian)設海南(nan)(nan)州(zhou)(zhou)多(duo)(duo)能(neng)(neng)互補(bu)示范基地(di)(di),加(jia)(jia)快推(tui)進(jin)海南(nan)(nan)州(zhou)(zhou)“風光(guang)水熱(re)儲”多(duo)(duo)能(neng)(neng)互補(bu)綜合能(neng)(neng)源(yuan)(yuan)供給(gei)體系(xi)(xi)建(jian)設。


三是加大政策(ce)扶持(chi)力度,確保已(yi)出臺政策(ce)有效(xiao)落實。結合實際(ji)制(zhi)定推進多(duo)(duo)能(neng)互補發展的配套政策(ce)。將多(duo)(duo)能(neng)互補集成優(you)(you)化(hua)示范(fan)項目納入國(guo)家及省(sheng)級規劃,風光水(shui)熱儲多(duo)(duo)能(neng)互補示范(fan)項目就(jiu)地消(xiao)納后的富余電量(liang),可優(you)(you)先參與跨省(sheng)區(qu)電力輸送消(xiao)納,以提升項目市場(chang)競爭力。”


四是完(wan)善技術(shu)標準(zhun),規(gui)(gui)范管理體(ti)系。制定和完(wan)善多(duo)能(neng)互(hu)補(bu)集(ji)成優化技術(shu)相關標準(zhun),明(ming)確多(duo)能(neng)互(hu)補(bu)系統技術(shu)要求,規(gui)(gui)范多(duo)能(neng)互(hu)補(bu)項目(mu)建設。
