近(jin)日,瀘(lu)州市人民政(zheng)府發布《關于(yu)瀘(lu)州市碳達峰實施方案的(de)通知》。
《通知》指出,推進多(duo)能(neng)互補(bu)一體化發展(zhan)。加強(qiang)清潔能(neng)源(yuan)(yuan)資源(yuan)(yuan)開發轉化利(li)用,推進風、光(guang)、生物質能(neng)等融合發展(zhan),建(jian)設川(chuan)南渝(yu)西(xi)地區優質清潔能(neng)源(yuan)(yuan)基地。
加快優化(hua)(hua)建(jian)筑(zhu)用能結構。推(tui)廣太(tai)陽能光(guang)(guang)熱、光(guang)(guang)伏與建(jian)筑(zhu)裝(zhuang)配(pei)一(yi)體化(hua)(hua),推(tui)進淺層(ceng)地(di)熱能、氫能、工業余熱等多(duo)元化(hua)(hua)能源應用。提高建(jian)筑(zhu)終端電(dian)(dian)氣化(hua)(hua)水平,引(yin)導建(jian)筑(zhu)供(gong)暖、生(sheng)活(huo)熱水等全(quan)面(mian)電(dian)(dian)氣化(hua)(hua),推(tui)動新(xin)建(jian)公共建(jian)筑(zhu)全(quan)面(mian)電(dian)(dian)氣化(hua)(hua)。推(tui)動建(jian)設集光(guang)(guang)伏發電(dian)(dian)、儲(chu)能、直流配(pei)電(dian)(dian)、柔(rou)性用電(dian)(dian)為一(yi)體的“光(guang)(guang)儲(chu)直柔(rou)”建(jian)筑(zhu)。探索建(jian)筑(zhu)設備智(zhi)能群控(kong)和電(dian)(dian)力需求(qiu)側響應,合理(li)調配(pei)用電(dian)(dian)負(fu)荷。

瀘州市碳達峰實施方案
為(wei)深入貫(guan)徹落實(shi)(shi)黨中央、國務院關于碳達峰(feng)碳中和的戰略決策(ce),全面(mian)落實(shi)(shi)省(sheng)委(wei)、省(sheng)政府(fu)工作部署和市(shi)委(wei)“一體兩翼”特(te)色發(fa)展(zhan)戰略,穩步推動經濟社(she)會全面(mian)綠色轉型,確保如期實(shi)(shi)現碳達峰(feng)目標,結合(he)我市(shi)實(shi)(shi)際(ji)情況,制定本方案。
一、總體要求
(一)指導思想。
以習(xi)(xi)近(jin)平(ping)(ping)新(xin)時代中(zhong)(zhong)國特色社(she)(she)會(hui)(hui)主義思想為(wei)指導(dao),全(quan)(quan)(quan)面貫(guan)(guan)徹黨的(de)二(er)十(shi)大(da)(da)精神,深入貫(guan)(guan)徹習(xi)(xi)近(jin)平(ping)(ping)生態(tai)文明(ming)思想和(he)習(xi)(xi)近(jin)平(ping)(ping)總書記(ji)對四川工作系(xi)列重要(yao)指示精神,認真落實省(sheng)第(di)十(shi)二(er)次(ci)(ci)黨代會(hui)(hui)和(he)省(sheng)委十(shi)二(er)屆(jie)三(san)次(ci)(ci)、四次(ci)(ci)全(quan)(quan)(quan)會(hui)(hui)以及(ji)市(shi)委九屆(jie)六次(ci)(ci)、七(qi)次(ci)(ci)全(quan)(quan)(quan)會(hui)(hui)決策部署,立(li)足新(xin)發(fa)(fa)展(zhan)(zhan)階段,完(wan)整(zheng)(zheng)、準確、全(quan)(quan)(quan)面貫(guan)(guan)徹新(xin)發(fa)(fa)展(zhan)(zhan)理(li)念,服務和(he)融(rong)入新(xin)發(fa)(fa)展(zhan)(zhan)格(ge)局(ju),堅持(chi)系(xi)統觀念,統籌(chou)發(fa)(fa)展(zhan)(zhan)和(he)減排(pai)、整(zheng)(zheng)體(ti)和(he)局(ju)部、短期(qi)目(mu)標(biao)(biao)和(he)中(zhong)(zhong)長期(qi)目(mu)標(biao)(biao)、政府和(he)市(shi)場的(de)關系(xi),把(ba)碳(tan)達(da)峰碳(tan)中(zhong)(zhong)和(he)工作納入全(quan)(quan)(quan)市(shi)經濟社(she)(she)會(hui)(hui)發(fa)(fa)展(zhan)(zhan)全(quan)(quan)(quan)局(ju)和(he)生態(tai)文明(ming)建(jian)設整(zheng)(zheng)體(ti)布局(ju),堅持(chi)降碳(tan)、減污、擴綠、增長“四位一(yi)體(ti)”協同推進的(de)工作思路,明(ming)確各領(ling)域(yu)、各行業目(mu)標(biao)(biao)任務,以碳(tan)達(da)峰十(shi)大(da)(da)行動為(wei)抓手(shou),有力有序做好各項(xiang)工作,促進經濟社(she)(she)會(hui)(hui)綠色低碳(tan)高質量(liang)發(fa)(fa)展(zhan)(zhan),切實提升(sheng)各領(ling)域(yu)綠色競爭力,確保2030年(nian)前(qian)如期(qi)實現碳(tan)達(da)峰。
(二)基本原則。
——目標導向、系(xi)統推進。綜合考慮全(quan)市資源能源稟(bing)賦(fu)、產(chan)業(ye)基礎、發展定(ding)位、發展階段、減排潛力(li)(li)和成本等因素,錨定(ding)碳(tan)達峰碳(tan)中(zhong)和目標任(ren)務(wu),科學規(gui)劃各區(qu)縣、重點行業(ye)領(ling)域的“降碳(tan)、低碳(tan)、近(jin)零(ling)碳(tan)、零(ling)碳(tan)、負碳(tan)”綠色發展進程(cheng),建立健全(quan)減排長效機制和低碳(tan)政策體系(xi),推進全(quan)市治(zhi)理體系(xi)和治(zhi)理能力(li)(li)的優化與管(guan)理創新,確保(bao)做到穩妥有序、安全(quan)降碳(tan)。
——重點(dian)突破、示范引領。以宜(yi)瀘組團(tuan)建設(she)川南省域經濟(ji)副中心為(wei)戰略目標,全(quan)面融入成渝地(di)區雙城經濟(ji)圈建設(she),聚焦能(neng)(neng)源(yuan)(yuan)與工(gong)業、交通、建筑(zhu)等(deng)融合發展和綠色(se)低(di)碳(tan)(tan)(tan)轉(zhuan)型,重點(dian)突破可再生(sheng)能(neng)(neng)源(yuan)(yuan)、氫能(neng)(neng)、儲能(neng)(neng)、節能(neng)(neng)降碳(tan)(tan)(tan)、碳(tan)(tan)(tan)捕集(ji)利用和封存等(deng)關鍵(jian)核心技(ji)術(shu),實(shi)施高能(neng)(neng)耗、高排(pai)放重點(dian)企(qi)業減排(pai)降碳(tan)(tan)(tan)示范工(gong)程(cheng),推(tui)動綠色(se)低(di)碳(tan)(tan)(tan)技(ji)術(shu)轉(zhuan)化應(ying)用,提高能(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)開發就(jiu)地(di)就(jiu)近(jin)轉(zhuan)化利用水平。
——創(chuang)新(xin)(xin)(xin)(xin)驅動(dong)、實(shi)效(xiao)優先(xian)。借鑒國際國內先(xian)進(jin)經驗,推進(jin)能源、工業等(deng)領(ling)域的(de)綠(lv)(lv)(lv)(lv)色(se)發(fa)展(zhan)(zhan)(zhan)創(chuang)新(xin)(xin)(xin)(xin)體系建設(she),催生一(yi)批(pi)引(yin)領(ling)綠(lv)(lv)(lv)(lv)色(se)低碳(tan)發(fa)展(zhan)(zhan)(zhan)的(de)新(xin)(xin)(xin)(xin)技術、新(xin)(xin)(xin)(xin)產業、新(xin)(xin)(xin)(xin)業態、新(xin)(xin)(xin)(xin)模式,培育綠(lv)(lv)(lv)(lv)色(se)白(bai)酒、綠(lv)(lv)(lv)(lv)色(se)智能智造、綠(lv)(lv)(lv)(lv)色(se)化工、綠(lv)(lv)(lv)(lv)色(se)航運及物流(liu)等(deng)低碳(tan)零碳(tan)新(xin)(xin)(xin)(xin)發(fa)展(zhan)(zhan)(zhan)格局,確保綠(lv)(lv)(lv)(lv)色(se)發(fa)展(zhan)(zhan)(zhan)實(shi)效(xiao)。
——市場(chang)導向、開放合作(zuo)。堅持(chi)政(zheng)府和市場(chang)兩手發(fa)力(li),發(fa)揮(hui)政(zheng)府引導作(zuo)用,充(chong)分激發(fa)各(ge)領域企業減排(pai)降(jiang)碳(tan)潛(qian)能和綠色低碳(tan)優(you)勢產(chan)業發(fa)展(zhan)的內(nei)生(sheng)動力(li),加(jia)強交流合作(zuo)與(yu)優(you)勢產(chan)業培育,做好承接(jie)國家重大(da)生(sheng)產(chan)力(li)布局的資源、基建、能力(li)等儲備,走出一條服務國家戰略全局、支撐四川未(wei)來(lai)發(fa)展(zhan)的綠色低碳(tan)發(fa)展(zhan)之路。
(三)主要目標。
從我市各(ge)領域發(fa)展(zhan)實際(ji)出發(fa),以綠色低碳高(gao)質量發(fa)展(zhan)為目(mu)標(biao),以能源和產業結構優化升級為手段,逐步實現經濟增(zeng)長與碳排放脫鉤,建(jian)成有效支(zhi)(zhi)撐(cheng)四(si)川省乃至全(quan)國實現碳達(da)峰碳中和目(mu)標(biao)的戰略支(zhi)(zhi)撐(cheng)區(qu),確保在2030年前碳達(da)峰。
“十四五”期(qi)間,初(chu)步(bu)構(gou)(gou)建(jian)以市(shi)(shi)場(chang)資(zi)源(yuan)(yuan)(yuan)配置與宏觀政(zheng)策調控(kong)相結(jie)(jie)合的綠(lv)色低(di)碳管(guan)理體(ti)系(xi),建(jian)成(cheng)技(ji)術(shu)創(chuang)新應用(yong)平臺和(he)低(di)碳產(chan)業(ye)(ye)(ye)服務(wu)平臺,產(chan)業(ye)(ye)(ye)結(jie)(jie)構(gou)(gou)、能(neng)(neng)(neng)源(yuan)(yuan)(yuan)結(jie)(jie)構(gou)(gou)、交通運輸結(jie)(jie)構(gou)(gou)、用(yong)地結(jie)(jie)構(gou)(gou)優化明(ming)顯(xian),重點行(xing)業(ye)(ye)(ye)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)資(zi)源(yuan)(yuan)(yuan)利用(yong)效率(lv)顯(xian)著提(ti)升,政(zheng)策法(fa)規、市(shi)(shi)場(chang)機(ji)制、科技(ji)創(chuang)新、財(cai)稅金(jin)融、生(sheng)態碳匯(hui)、標準建(jian)設等(deng)支(zhi)撐體(ti)系(xi)進一步(bu)完善,全市(shi)(shi)經濟(ji)社會發展的綠(lv)色競(jing)爭(zheng)力和(he)綠(lv)色服務(wu)能(neng)(neng)(neng)力格(ge)局初(chu)步(bu)形成(cheng)。到2025年,風電(dian)總裝機(ji)容量達到25萬千瓦,非化石能(neng)(neng)(neng)源(yuan)(yuan)(yuan)消費比重達到31.5%左右,單位(wei)生(sheng)產(chan)總值能(neng)(neng)(neng)源(yuan)(yuan)(yuan)消耗下降(jiang)14.5%,單位(wei)地區生(sheng)產(chan)總值二(er)氧化碳排放下降(jiang)19.5%,全市(shi)(shi)森林覆蓋率(lv)達到46.4%,為實現碳達峰奠定堅實基(ji)礎。
“十(shi)五五”期間,產業(ye)結構和(he)(he)(he)能(neng)源(yuan)(yuan)結構調整取得(de)重(zhong)(zhong)大(da)進(jin)展(zhan),清潔低(di)(di)碳(tan)安全(quan)(quan)高(gao)(gao)效的(de)現代(dai)能(neng)源(yuan)(yuan)體系和(he)(he)(he)新(xin)(xin)型(xing)電力系統基本建立,戰略性新(xin)(xin)興產業(ye)和(he)(he)(he)高(gao)(gao)新(xin)(xin)技(ji)術(shu)產業(ye)占比(bi)(bi)大(da)幅(fu)提高(gao)(gao),重(zhong)(zhong)點領域綠色低(di)(di)碳(tan)發(fa)(fa)展(zhan)模式基本形成(cheng)。重(zhong)(zhong)點行業(ye)能(neng)源(yuan)(yuan)利用效率達(da)到(dao)(dao)國內(nei)先進(jin)水平(ping),綠色低(di)(di)碳(tan)技(ji)術(shu)創新(xin)(xin)取得(de)關鍵突破,綠色生活方式全(quan)(quan)面普(pu)及,循(xun)環(huan)型(xing)社會發(fa)(fa)展(zhan)水平(ping)明顯提升,綠色低(di)(di)碳(tan)循(xun)環(huan)發(fa)(fa)展(zhan)政策(ce)體系基本健全(quan)(quan)。到(dao)(dao)2030年,風電新(xin)(xin)增裝機(ji)容(rong)量35萬千(qian)瓦,非化石能(neng)源(yuan)(yuan)消(xiao)費比(bi)(bi)重(zhong)(zhong)達(da)到(dao)(dao)33.5%左右(you),單位(wei)生產總值能(neng)源(yuan)(yuan)消(xiao)耗和(he)(he)(he)二氧化碳(tan)排放完成(cheng)省上(shang)下達(da)目(mu)標(biao),全(quan)(quan)市森林覆蓋率達(da)到(dao)(dao)46.5%,如期實現碳(tan)達(da)峰目(mu)標(biao)。
二、碳達峰重點行動
(一)能源綠色低(di)碳轉型行動。
加(jia)快(kuai)構建與瀘州市經濟(ji)(ji)社會發展(zhan)(zhan)相(xiang)適應的(de)清潔低碳(tan)安全(quan)高效的(de)現(xian)代(dai)能(neng)源體系和新型電(dian)力系統,確保能(neng)源供(gong)應安全(quan)底線和綠色低碳(tan)能(neng)源供(gong)應,支撐經濟(ji)(ji)社會高質(zhi)量(liang)發展(zhan)(zhan)。
1.推(tui)(tui)動(dong)能(neng)源(yuan)(yuan)消費(fei)低碳化(hua)。有(you)序(xu)控制(zhi)煤(mei)炭(tan)消費(fei)增長,降低煤(mei)炭(tan)消費(fei)比(bi)重,促進(jin)(jin)煤(mei)炭(tan)清潔利(li)用,到2025年,原煤(mei)消費(fei)量(liang)不超過620萬(wan)噸(dun),到2030年,原煤(mei)消費(fei)量(liang)不超過660萬(wan)噸(dun)。合(he)理控制(zhi)石油消費(fei)增速,逐步調整汽(qi)油消費(fei)規模,推(tui)(tui)進(jin)(jin)生(sheng)物液體燃(ran)料(liao)替(ti)(ti)(ti)代傳統燃(ran)油。統籌煤(mei)電(dian)發展和保供(gong)調峰,做(zuo)好(hao)重大(da)風險(xian)研(yan)判化(hua)解預案,保障能(neng)源(yuan)(yuan)安(an)全穩定供(gong)應。合(he)理控制(zhi)酒業、建(jian)材、化(hua)工(gong)等行業燃(ran)煤(mei)消耗(hao)量(liang)。大(da)力推(tui)(tui)進(jin)(jin)天(tian)然(ran)(ran)氣(qi)與多種能(neng)源(yuan)(yuan)融合(he)發展,加快瀘州燃(ran)氣(qi)發電(dian)項目建(jian)設,有(you)序(xu)發展天(tian)然(ran)(ran)氣(qi)分布式能(neng)源(yuan)(yuan),實(shi)施工(gong)業、交(jiao)通領域(yu)天(tian)然(ran)(ran)氣(qi)燃(ran)料(liao)替(ti)(ti)(ti)代。推(tui)(tui)動(dong)實(shi)施鍋(guo)爐、窯(yao)爐電(dian)能(neng)替(ti)(ti)(ti)代計劃,繼續實(shi)施自備(bei)電(dian)廠停發替(ti)(ti)(ti)代,推(tui)(tui)進(jin)(jin)工(gong)業生(sheng)產、交(jiao)通運(yun)輸、農(nong)業生(sheng)產、供(gong)冷供(gong)暖、家居家電(dian)等五大(da)領域(yu)電(dian)能(neng)替(ti)(ti)(ti)代,提升(sheng)電(dian)能(neng)在(zai)終端能(neng)源(yuan)(yuan)消費(fei)的比(bi)重。推(tui)(tui)廣電(dian)烤煙替(ti)(ti)(ti)代燃(ran)煤(mei)烤煙。
2.加(jia)(jia)大(da)頁(ye)(ye)(ye)(ye)巖(yan)(yan)(yan)(yan)氣(qi)(qi)(qi)(qi)(qi)(qi)(qi)(qi)、煤層氣(qi)(qi)(qi)(qi)(qi)(qi)(qi)(qi)勘(kan)探(tan)(tan)開(kai)發(fa)(fa)利用(yong)(yong)力度。充分發(fa)(fa)揮頁(ye)(ye)(ye)(ye)巖(yan)(yan)(yan)(yan)氣(qi)(qi)(qi)(qi)(qi)(qi)(qi)(qi)資源富(fu)集地(di)(di)優勢(shi),科學穩妥推(tui)(tui)(tui)進(jin)(jin)瀘(lu)(lu)縣區(qu)(qu)(qu)塊、古敘區(qu)(qu)(qu)塊頁(ye)(ye)(ye)(ye)巖(yan)(yan)(yan)(yan)氣(qi)(qi)(qi)(qi)(qi)(qi)(qi)(qi)、煤層氣(qi)(qi)(qi)(qi)(qi)(qi)(qi)(qi)勘(kan)探(tan)(tan)開(kai)發(fa)(fa),梯次推(tui)(tui)(tui)進(jin)(jin)江陽區(qu)(qu)(qu)、龍馬潭(tan)區(qu)(qu)(qu)、納溪(xi)區(qu)(qu)(qu)、合(he)江縣頁(ye)(ye)(ye)(ye)巖(yan)(yan)(yan)(yan)氣(qi)(qi)(qi)(qi)(qi)(qi)(qi)(qi)滾動開(kai)發(fa)(fa),加(jia)(jia)快(kuai)推(tui)(tui)(tui)進(jin)(jin)西南(nan)油(you)(you)氣(qi)(qi)(qi)(qi)(qi)(qi)(qi)(qi)田(tian)(tian)和(he)浙(zhe)江油(you)(you)田(tian)(tian)頁(ye)(ye)(ye)(ye)巖(yan)(yan)(yan)(yan)氣(qi)(qi)(qi)(qi)(qi)(qi)(qi)(qi)勘(kan)探(tan)(tan)開(kai)發(fa)(fa)重點項目。加(jia)(jia)強頁(ye)(ye)(ye)(ye)巖(yan)(yan)(yan)(yan)氣(qi)(qi)(qi)(qi)(qi)(qi)(qi)(qi)、煤層氣(qi)(qi)(qi)(qi)(qi)(qi)(qi)(qi)資源就地(di)(di)轉化(hua)和(he)綜(zong)合(he)利用(yong)(yong),建(jian)設煤層氣(qi)(qi)(qi)(qi)(qi)(qi)(qi)(qi)、頁(ye)(ye)(ye)(ye)巖(yan)(yan)(yan)(yan)氣(qi)(qi)(qi)(qi)(qi)(qi)(qi)(qi)綜(zong)合(he)開(kai)發(fa)(fa)利用(yong)(yong)基地(di)(di)。加(jia)(jia)快(kuai)油(you)(you)氣(qi)(qi)(qi)(qi)(qi)(qi)(qi)(qi)輸送管(guan)網建(jian)設,推(tui)(tui)(tui)進(jin)(jin)“川(chuan)氣(qi)(qi)(qi)(qi)(qi)(qi)(qi)(qi)東送”二(er)線(瀘(lu)(lu)州(zhou)段(duan))、威遠—瀘(lu)(lu)縣、宜(yi)賓—瀘(lu)(lu)縣等(deng)頁(ye)(ye)(ye)(ye)巖(yan)(yan)(yan)(yan)氣(qi)(qi)(qi)(qi)(qi)(qi)(qi)(qi)干線管(guan)道(dao)建(jian)設,實施瀘(lu)(lu)州(zhou)全域氣(qi)(qi)(qi)(qi)(qi)(qi)(qi)(qi)化(hua)工程,推(tui)(tui)(tui)進(jin)(jin)燃(ran)氣(qi)(qi)(qi)(qi)(qi)(qi)(qi)(qi)配氣(qi)(qi)(qi)(qi)(qi)(qi)(qi)(qi)管(guan)網逐步向鄉村覆蓋。建(jian)設川(chuan)渝頁(ye)(ye)(ye)(ye)巖(yan)(yan)(yan)(yan)氣(qi)(qi)(qi)(qi)(qi)(qi)(qi)(qi)開(kai)發(fa)(fa)技術研究中心,全面(mian)推(tui)(tui)(tui)廣(guang)“油(you)(you)改電”、壓裂返排液重復利用(yong)(yong)等(deng)綠色低(di)碳開(kai)采工藝,推(tui)(tui)(tui)進(jin)(jin)節(jie)能、節(jie)水和(he)固(gu)廢綜(zong)合(he)處理利用(yong)(yong)。到(dao)2025年,頁(ye)(ye)(ye)(ye)巖(yan)(yan)(yan)(yan)氣(qi)(qi)(qi)(qi)(qi)(qi)(qi)(qi)年產(chan)量力爭達(da)到(dao)50億立(li)方米;到(dao)2030年,頁(ye)(ye)(ye)(ye)巖(yan)(yan)(yan)(yan)氣(qi)(qi)(qi)(qi)(qi)(qi)(qi)(qi)年產(chan)量力爭達(da)到(dao)100億立(li)方米。

4.推(tui)進氫(qing)(qing)(qing)能(neng)產業化(hua)(hua)、規模化(hua)(hua)、商業化(hua)(hua)進程,爭創(chuang)氫(qing)(qing)(qing)能(neng)運營試點示(shi)范。重(zhong)點推(tui)進瀘(lu)天化(hua)(hua)等(deng)(deng)化(hua)(hua)工(gong)副(fu)產氫(qing)(qing)(qing)綜(zong)合利(li)用(yong)(yong),因地制宜開展(zhan)新(xin)建(jian)風電、光(guang)伏等(deng)(deng)新(xin)能(neng)源項(xiang)目制氫(qing)(qing)(qing);以(yi)瀘(lu)州港為重(zhong)點,推(tui)進港口及船舶柴(chai)油部分氫(qing)(qing)(qing)能(neng)替代,減少化(hua)(hua)石燃料(liao)的直接消耗。開展(zhan)儲氫(qing)(qing)(qing)、輸氫(qing)(qing)(qing)、氫(qing)(qing)(qing)能(neng)綜(zong)合利(li)用(yong)(yong)等(deng)(deng)技術攻關(guan),培育氫(qing)(qing)(qing)能(neng)裝備制造產業,推(tui)進氫(qing)(qing)(qing)能(neng)“制儲輸用(yong)(yong)”全鏈條發展(zhan)。推(tui)進氫(qing)(qing)(qing)燃料(liao)電池汽車(che)在物流運輸、公共交(jiao)通、市政(zheng)環(huan)衛等(deng)(deng)領域試點應用(yong)(yong),建(jian)設“油—氣—電—氫(qing)(qing)(qing)”交(jiao)通綜(zong)合供能(neng)站(zhan),促進氫(qing)(qing)(qing)能(neng)制輸儲用(yong)(yong)一(yi)體化(hua)(hua)發展(zhan)。

2.實施節(jie)能降(jiang)碳(tan)(tan)重(zhong)(zhong)點工(gong)(gong)程。推(tui)進(jin)建(jian)筑、交通、照明、通訊、供冷(熱)等基礎(chu)設(she)施節(jie)能升(sheng)級(ji)改造(zao),推(tui)廣(guang)先進(jin)低碳(tan)(tan)、零碳(tan)(tan)建(jian)筑技(ji)術(shu)示范應(ying)用(yong)(yong),推(tui)動城市基礎(chu)設(she)施綜合(he)能效(xiao)提升(sheng)。實施園(yuan)區節(jie)能降(jiang)碳(tan)(tan)工(gong)(gong)程,以(yi)高耗(hao)能、高排放項目為(wei)重(zhong)(zhong)點,推(tui)動能源(yuan)系統(tong)優化(hua)和(he)梯(ti)級(ji)利用(yong)(yong)。推(tui)動鋼鐵、電力、建(jian)材、化(hua)工(gong)(gong)等高耗(hao)能行業加快節(jie)能技(ji)術(shu)創新(xin)和(he)應(ying)用(yong)(yong),持(chi)(chi)續開展(zhan)節(jie)能降(jiang)碳(tan)(tan)改造(zao),推(tui)進(jin)工(gong)(gong)藝過程溫室(shi)氣體和(he)污染物協(xie)同控制,深入開展(zhan)能效(xiao)對標(biao)達標(biao)活動,打造(zao)各行業能效(xiao)“領跑者”。實施重(zhong)(zhong)大節(jie)能降(jiang)碳(tan)(tan)技(ji)術(shu)示范工(gong)(gong)程,支持(chi)(chi)已取(qu)得突破(po)的綠色低碳(tan)(tan)關(guan)鍵技(ji)術(shu)開展(zhan)產業化(hua)示范應(ying)用(yong)(yong)。

4.加(jia)強(qiang)新型基(ji)(ji)礎(chu)(chu)設(she)(she)施節能降碳。統籌(chou)集約建設(she)(she)5G基(ji)(ji)站(zhan)、數(shu)(shu)(shu)(shu)據(ju)中(zhong)心(xin)(xin)(xin)等新型基(ji)(ji)礎(chu)(chu)設(she)(she)施,避免低水平重復(fu)建設(she)(she)。優化新型基(ji)(ji)礎(chu)(chu)設(she)(she)施用(yong)能結構,推廣采用(yong)直流供(gong)(gong)電、分布式(shi)儲能、“光伏+儲能”等模(mo)式(shi),探索(suo)多樣化能源(yuan)供(gong)(gong)應。嚴格華為(wei)四川大數(shu)(shu)(shu)(shu)據(ju)中(zhong)心(xin)(xin)(xin)(二期)、中(zhong)國移動(瀘州(zhou))酒城大道數(shu)(shu)(shu)(shu)據(ju)中(zhong)心(xin)(xin)(xin)項目能效準(zhun)入門檻,加(jia)快既有數(shu)(shu)(shu)(shu)據(ju)中(zhong)心(xin)(xin)(xin)升級改造,力(li)爭能源(yuan)效率指標值不超(chao)過1.5。加(jia)強(qiang)新型基(ji)(ji)礎(chu)(chu)設(she)(she)施用(yong)能管理(li),將數(shu)(shu)(shu)(shu)據(ju)中(zhong)心(xin)(xin)(xin)納入重點用(yong)能單位能耗在線監(jian)測系統,開展能源(yuan)計量審查。
(三)工業領域(yu)碳達峰行(xing)動。
聚焦重點(dian)排放(fang)領域,大力實(shi)施創新驅(qu)動和(he)綠色低(di)碳轉(zhuan)型,推動產(chan)業結構、產(chan)品結構、產(chan)能(neng)(neng)結構不(bu)斷(duan)優(you)化,堅決(jue)遏制高能(neng)(neng)耗(hao)、高排放(fang)、低(di)水平項目盲目發展,實(shi)現節能(neng)(neng)降耗(hao)、減污(wu)降碳。

3.加快優化建(jian)(jian)筑(zhu)用(yong)能(neng)結構。推(tui)廣太(tai)陽能(neng)光熱(re)(re)、光伏與建(jian)(jian)筑(zhu)裝(zhuang)配(pei)一(yi)體(ti)(ti)化,推(tui)進淺層地(di)熱(re)(re)能(neng)、氫能(neng)、工業余熱(re)(re)等多(duo)元化能(neng)源應(ying)用(yong)。提(ti)高建(jian)(jian)筑(zhu)終端(duan)電(dian)氣化水平,引導建(jian)(jian)筑(zhu)供暖、生活熱(re)(re)水等全面電(dian)氣化,推(tui)動新建(jian)(jian)公(gong)共(gong)建(jian)(jian)筑(zhu)全面電(dian)氣化。推(tui)動建(jian)(jian)設集光伏發電(dian)、儲(chu)能(neng)、直流(liu)配(pei)電(dian)、柔(rou)性用(yong)電(dian)為一(yi)體(ti)(ti)的“光儲(chu)直柔(rou)”建(jian)(jian)筑(zhu)。探(tan)索建(jian)(jian)筑(zhu)設備智能(neng)群(qun)控(kong)和電(dian)力需求側響應(ying),合理調配(pei)用(yong)電(dian)負荷。在太(tai)陽能(neng)資(zi)源豐富且具(ju)備條件的地(di)區新建(jian)(jian)公(gong)共(gong)機(ji)構建(jian)(jian)筑(zhu)、廠房積極推(tui)廣屋頂(ding)光伏。
4.推進農(nong)(nong)(nong)(nong)村建設(she)(she)和用(yong)能(neng)低(di)(di)碳轉型(xing)。持續加大農(nong)(nong)(nong)(nong)村電(dian)(dian)網改造(zao)提升力度,提高農(nong)(nong)(nong)(nong)村用(yong)能(neng)電(dian)(dian)氣化水平。推廣使用(yong)高效(xiao)照明、電(dian)(dian)動農(nong)(nong)(nong)(nong)用(yong)車、節(jie)能(neng)環保灶具等設(she)(she)施設(she)(she)備(bei)。推進綠色農(nong)(nong)(nong)(nong)房建設(she)(she),加快既有農(nong)(nong)(nong)(nong)房節(jie)能(neng)改造(zao)。推進太陽(yang)能(neng)、地(di)熱(re)能(neng)、空氣熱(re)能(neng)、生(sheng)物(wu)質能(neng)等可(ke)再(zai)生(sheng)能(neng)源在農(nong)(nong)(nong)(nong)業生(sheng)產和農(nong)(nong)(nong)(nong)村生(sheng)活(huo)中的(de)應(ying)用(yong),推動農(nong)(nong)(nong)(nong)房屋頂、院(yuan)落等安裝光伏。加快老舊農(nong)(nong)(nong)(nong)機報廢更新力度,推廣先進適用(yong)的(de)低(di)(di)碳節(jie)能(neng)農(nong)(nong)(nong)(nong)機裝備(bei)。實施灌(guan)區節(jie)水改造(zao),發展節(jie)能(neng)低(di)(di)碳農(nong)(nong)(nong)(nong)業大棚(peng)。
(五)交通(tong)領域(yu)綠色(se)低碳(tan)行動。
以發展綠色交(jiao)通為引(yin)領,積極推(tui)進節(jie)能(neng)減排和清潔能(neng)源替(ti)代,建設便捷順暢(chang)、經(jing)濟(ji)高效(xiao)、綠色集約、智能(neng)先進、安全可靠的綜(zong)合交(jiao)通運輸(shu)體系。
1.構(gou)建綠(lv)色(se)高(gao)效交(jiao)通運(yun)(yun)(yun)輸體(ti)(ti)(ti)系(xi)(xi)。優化綜合(he)交(jiao)通運(yun)(yun)(yun)輸結構(gou),大(da)力發(fa)展(zhan)鐵(tie)路、水(shui)運(yun)(yun)(yun)等(deng)集(ji)約化的(de)運(yun)(yun)(yun)輸方式(shi)。加快完善(shan)港口集(ji)疏運(yun)(yun)(yun)體(ti)(ti)(ti)系(xi)(xi),加強鐵(tie)路與港口的(de)運(yun)(yun)(yun)力銜接。推(tui)進長江(jiang)瀘(lu)州段生態航道提(ti)升工(gong)程建設(she)(she),完善(shan)內(nei)河(he)(he)運(yun)(yun)(yun)輸基礎設(she)(she)施,全(quan)面提(ti)升內(nei)河(he)(he)水(shui)運(yun)(yun)(yun)運(yun)(yun)(yun)輸效能。建立城(cheng)市綠(lv)色(se)物(wu)流體(ti)(ti)(ti)系(xi)(xi),加強快遞末(mo)端設(she)(she)施建設(she)(she),推(tui)廣集(ji)中配送、共(gong)同配送。推(tui)進鐵(tie)路專用線進港口碼頭、大(da)型工(gong)礦企業和(he)物(wu)流園區(qu),推(tui)廣大(da)宗貨(huo)物(wu)和(he)中長距離貨(huo)物(wu)運(yun)(yun)(yun)輸“公(gong)轉鐵(tie)”“公(gong)轉水(shui)”,持續降低運(yun)(yun)(yun)輸能耗和(he)碳排放強度。提(ti)高(gao)智能化水(shui)平,積極推(tui)進多式(shi)聯運(yun)(yun)(yun),降低空載率和(he)不合(he)理客(ke)貨(huo)運(yun)(yun)(yun)周轉量,切實(shi)提(ti)高(gao)運(yun)(yun)(yun)輸組織水(shui)平。實(shi)施公(gong)交(jiao)優先(xian)戰略,發(fa)展(zhan)公(gong)共(gong)交(jiao)通體(ti)(ti)(ti)系(xi)(xi),完善(shan)慢行(xing)(xing)(xing)交(jiao)通系(xi)(xi)統建設(she)(she),構(gou)建“城(cheng)市快捷公(gong)交(jiao)系(xi)(xi)統+兩江(jiang)四岸慢行(xing)(xing)(xing)系(xi)(xi)統”的(de)綠(lv)色(se)出(chu)行(xing)(xing)(xing)體(ti)(ti)(ti)系(xi)(xi),逐步提(ti)高(gao)綠(lv)色(se)出(chu)行(xing)(xing)(xing)比例(li)。“十四五”期間,全(quan)市集(ji)裝箱鐵(tie)水(shui)聯運(yun)(yun)(yun)年均增(zeng)長率達(da)到15%。到2030年,中心城(cheng)區(qu)綠(lv)色(se)出(chu)行(xing)(xing)(xing)比例(li)達(da)到88%以上。
2.推(tui)(tui)動(dong)運(yun)輸工(gong)(gong)具(ju)裝備(bei)低(di)碳轉(zhuan)型。加(jia)快(kuai)(kuai)推(tui)(tui)進交(jiao)(jiao)通(tong)工(gong)(gong)具(ju)向電(dian)(dian)(dian)氣化(hua)、低(di)碳化(hua)、智能(neng)化(hua)轉(zhuan)型,積(ji)極(ji)擴大(da)電(dian)(dian)(dian)力(li)、天然氣、先進生物(wu)液體(ti)燃料(liao)、氫能(neng)等清潔(jie)能(neng)源在(zai)(zai)交(jiao)(jiao)通(tong)領域(yu)的(de)(de)應(ying)(ying)用。加(jia)快(kuai)(kuai)推(tui)(tui)進公(gong)共領域(yu)車(che)輛(liang)(liang)(liang)全面電(dian)(dian)(dian)動(dong)化(hua),積(ji)極(ji)鼓(gu)勵社會乘用車(che)領域(yu)電(dian)(dian)(dian)動(dong)化(hua)發(fa)展。鼓(gu)勵傳統燃油(you)車(che)輛(liang)(liang)(liang)的(de)(de)電(dian)(dian)(dian)動(dong)化(hua)替(ti)代,引導公(gong)交(jiao)(jiao)車(che)、出租車(che)(含巡游出租汽(qi)(qi)車(che)和(he)網絡(luo)預約出租汽(qi)(qi)車(che))新(xin)(xin)增(zeng)或(huo)更新(xin)(xin)車(che)輛(liang)(liang)(liang)全部使(shi)用新(xin)(xin)能(neng)源汽(qi)(qi)車(che),黨政機關、國有(you)企事(shi)業(ye)單位、環衛、郵政等公(gong)共領域(yu),以及租賃汽(qi)(qi)車(che)、市區貨運(yun)車(che)、從事(shi)短距離(li)包車(che)服務的(de)(de)車(che)輛(liang)(liang)(liang)有(you)適配車(che)型的(de)(de),新(xin)(xin)增(zeng)或(huo)更新(xin)(xin)車(che)輛(liang)(liang)(liang)原(yuan)則(ze)上全部使(shi)用純電(dian)(dian)(dian)動(dong)車(che)或(huo)燃料(liao)電(dian)(dian)(dian)池汽(qi)(qi)車(che)。持續提高船(chuan)(chuan)舶能(neng)效(xiao)水平(ping)(ping),加(jia)快(kuai)(kuai)發(fa)展電(dian)(dian)(dian)動(dong)內河船(chuan)(chuan)舶,新(xin)(xin)增(zeng)環衛、輪渡、檢測(ce)船(chuan)(chuan)等內河船(chuan)(chuan)舶原(yuan)則(ze)上采用電(dian)(dian)(dian)力(li)或(huo)液化(hua)天然氣驅動(dong),積(ji)極(ji)推(tui)(tui)廣液化(hua)天然氣燃料(liao)、生物(wu)質燃料(liao),探索氫、氨、甲(jia)醇等新(xin)(xin)能(neng)源在(zai)(zai)船(chuan)(chuan)舶交(jiao)(jiao)通(tong)上的(de)(de)應(ying)(ying)用。積(ji)極(ji)推(tui)(tui)進港口港作機械、物(wu)流樞(shu)紐和(he)園區場內車(che)輛(liang)(liang)(liang)裝備(bei)電(dian)(dian)(dian)動(dong)化(hua)更新(xin)(xin)改(gai)造,到2030年(nian)基本實現(xian)電(dian)(dian)(dian)動(dong)化(hua)。加(jia)快(kuai)(kuai)淘汰高能(neng)耗、高污(wu)染(ran)老舊車(che)船(chuan)(chuan)。到2030年(nian),當年(nian)新(xin)(xin)增(zeng)新(xin)(xin)能(neng)源、清潔(jie)能(neng)源動(dong)力(li)的(de)(de)交(jiao)(jiao)通(tong)工(gong)(gong)具(ju)比(bi)(bi)例(不含摩托(tuo)車(che))達到40%左(zuo)右(you),營運(yun)交(jiao)(jiao)通(tong)工(gong)(gong)具(ju)單位換算周轉(zhuan)量碳排放強度比(bi)(bi)2020年(nian)下降(jiang)9.5%左(zuo)右(you),鐵路單位換算周轉(zhuan)量綜合(he)能(neng)耗比(bi)(bi)2020年(nian)下降(jiang)10%。陸(lu)路交(jiao)(jiao)通(tong)運(yun)輸石油(you)消費(fei)力(li)爭(zheng)“十五五”末進入峰值平(ping)(ping)臺期。
3.加快綠色(se)交(jiao)通(tong)基礎設(she)施(shi)(shi)建(jian)設(she)。將綠色(se)低碳理念貫(guan)穿于交(jiao)通(tong)基礎設(she)施(shi)(shi)規劃、建(jian)設(she)、運營和維護全(quan)(quan)過程(cheng),降低全(quan)(quan)生命周期(qi)能(neng)耗和碳排放(fang)。新建(jian)大型(xing)交(jiao)通(tong)樞紐設(she)施(shi)(shi)按照二星級(ji)及(ji)以(yi)上綠色(se)建(jian)筑標準建(jian)設(she),實施(shi)(shi)既有交(jiao)通(tong)設(she)施(shi)(shi)的綠色(se)化(hua)改造,統籌利(li)用綜合運輸通(tong)道(dao)線位(wei)、土地、空(kong)域等資源(yuan),提高利(li)用效率。加快推進充電(dian)(dian)樁、配(pei)套電(dian)(dian)網、加注(氣)站、加氫站、港(gang)口(kou)岸電(dian)(dian)和船舶受電(dian)(dian)等基礎設(she)施(shi)(shi)建(jian)設(she),到2025年,重點港(gang)口(kou)碼(ma)頭全(quan)(quan)部(bu)完成岸電(dian)(dian)設(she)施(shi)(shi)改造,實現快充站(換(huan)電(dian)(dian)站)覆蓋50%的公路(lu)客(ke)運樞紐。
4.建設長(chang)江上游(you)綠(lv)(lv)色物(wu)(wu)流(liu)(liu)(liu)(liu)重要樞紐。加強綠(lv)(lv)色物(wu)(wu)流(liu)(liu)(liu)(liu)體系規(gui)劃(hua)引導(dao),科學組(zu)(zu)織(zhi)物(wu)(wu)流(liu)(liu)(liu)(liu)基礎設施空間布局,促(cu)進(jin)不同(tong)層級物(wu)(wu)流(liu)(liu)(liu)(liu)網(wang)點的(de)協同(tong)配(pei)(pei)(pei)(pei)合,提高運(yun)(yun)行(xing)效率(lv)。提高物(wu)(wu)流(liu)(liu)(liu)(liu)組(zu)(zu)織(zhi)標準化水平(ping)(ping),合理(li)組(zu)(zu)織(zhi)和(he)(he)實(shi)施運(yun)(yun)輸(shu)、倉儲、裝卸、搬運(yun)(yun)、包裝、流(liu)(liu)(liu)(liu)通加工(gong)、配(pei)(pei)(pei)(pei)送(song)、信息處理(li)等(deng)物(wu)(wu)流(liu)(liu)(liu)(liu)活動(dong)(dong),提升攬收(shou)、分揀、運(yun)(yun)輸(shu)、投遞(di)等(deng)環節(jie)的(de)自動(dong)(dong)化水平(ping)(ping),推動(dong)(dong)倉儲配(pei)(pei)(pei)(pei)送(song)與快(kuai)遞(di)包裝綠(lv)(lv)色化發展。創(chuang)新運(yun)(yun)營(ying)組(zu)(zu)織(zhi)模(mo)式,鼓勵發展統一配(pei)(pei)(pei)(pei)送(song)、集中(zhong)配(pei)(pei)(pei)(pei)送(song)、共同(tong)配(pei)(pei)(pei)(pei)送(song)等(deng)集約化運(yun)(yun)輸(shu)組(zu)(zu)織(zhi)模(mo)式,提高城(cheng)市貨運(yun)(yun)配(pei)(pei)(pei)(pei)送(song)效率(lv),降(jiang)低(di)物(wu)(wu)流(liu)(liu)(liu)(liu)成(cheng)(cheng)本、能耗水平(ping)(ping)和(he)(he)二氧化碳排放。推進(jin)江北港物(wu)(wu)流(liu)(liu)(liu)(liu)園(yuan)區、雙(shuang)加物(wu)(wu)流(liu)(liu)(liu)(liu)園(yuan)、高鐵快(kuai)運(yun)(yun)物(wu)(wu)流(liu)(liu)(liu)(liu)基地等(deng)建設,大幅提升大宗貨物(wu)(wu)綠(lv)(lv)色運(yun)(yun)輸(shu)比例。鞏固全國綠(lv)(lv)色貨運(yun)(yun)配(pei)(pei)(pei)(pei)送(song)示(shi)范(fan)城(cheng)市成(cheng)(cheng)果,支持重點物(wu)(wu)流(liu)(liu)(liu)(liu)企業構建數(shu)字(zi)化運(yun)(yun)營(ying)平(ping)(ping)臺。
5.積極引導市民綠色(se)低(di)碳出行(xing)。提(ti)升城(cheng)市快(kuai)捷公(gong)交(jiao)和慢行(xing)系(xi)(xi)統的(de)出行(xing)環(huan)境和服務(wu)水平。構建由(you)鐵路和公(gong)交(jiao)等構成(cheng)的(de)多(duo)模(mo)式(shi)客運交(jiao)通(tong)(tong)(tong)系(xi)(xi)統,加快(kuai)形成(cheng)城(cheng)際線、市縣鄉線、區(qu)域線等多(duo)層次(ci)的(de)綠色(se)交(jiao)通(tong)(tong)(tong)網(wang)絡,優化地(di)面(mian)(mian)公(gong)交(jiao)線網(wang)功能(neng)和布(bu)局,完善中運量(liang)(liang)及多(duo)層次(ci)的(de)地(di)面(mian)(mian)公(gong)交(jiao)系(xi)(xi)統,保(bao)障公(gong)交(jiao)專用(yong)道成(cheng)網(wang),加強重點地(di)區(qu)公(gong)交(jiao)保(bao)障服務(wu)。綜合運用(yong)多(duo)種手段,合理控制城(cheng)市小客車總量(liang)(liang)增(zeng)長,引導車輛(liang)合理使用(yong),推動個體機動交(jiao)通(tong)(tong)(tong)向公(gong)共交(jiao)通(tong)(tong)(tong)方式(shi)逐步轉移。完善慢行(xing)交(jiao)通(tong)(tong)(tong)基礎設施,保(bao)障慢行(xing)交(jiao)通(tong)(tong)(tong)路權,提(ti)高慢行(xing)交(jiao)通(tong)(tong)(tong)網(wang)絡的(de)可達性和便捷性,打造品(pin)質宜人的(de)慢行(xing)空間。
(六)循環(huan)經濟助力降碳行動。
遵循(xun)“減(jian)量化、再利(li)用(yong)、資(zi)源化”原則,大力(li)發(fa)展(zhan)(zhan)循(xun)環經(jing)濟,開(kai)展(zhan)(zhan)“無廢(fei)城市(shi)”建(jian)設,充分發(fa)揮資(zi)源節(jie)約和(he)降碳的協同(tong)作用(yong),建(jian)設覆蓋全社(she)會的資(zi)源高效、循(xun)環利(li)用(yong)體系。
1.打造循(xun)(xun)(xun)環型產(chan)業(ye)體系(xi)。大力推(tui)(tui)(tui)行(xing)綠色設計,深入(ru)推(tui)(tui)(tui)進清潔生(sheng)(sheng)產(chan),推(tui)(tui)(tui)廣應(ying)用(yong)一(yi)批(pi)先進適用(yong)的(de)生(sheng)(sheng)產(chan)工藝和設備,在產(chan)品全(quan)生(sheng)(sheng)命(ming)周期中最大限度降(jiang)低能(neng)源(yuan)(yuan)資(zi)源(yuan)(yuan)消(xiao)耗。聚(ju)焦白酒(食品輕紡)、能(neng)源(yuan)(yuan)化工、電子信息、裝備制造、先進材料、醫(yi)藥健(jian)康重點(dian)工業(ye)產(chan)業(ye)鏈(lian)領域,培(pei)育一(yi)批(pi)具(ju)有較強競爭力的(de)骨干企業(ye),推(tui)(tui)(tui)動產(chan)業(ye)鏈(lian)橫向(xiang)垂直整合,構建和延伸(shen)跨(kua)(kua)企業(ye)、跨(kua)(kua)行(xing)業(ye)、跨(kua)(kua)區域的(de)循(xun)(xun)(xun)環型產(chan)業(ye)鏈(lian)條(tiao),重點(dian)推(tui)(tui)(tui)進建材、再(zai)生(sheng)(sheng)資(zi)源(yuan)(yuan)等重點(dian)行(xing)業(ye)循(xun)(xun)(xun)環化發展。推(tui)(tui)(tui)動冶煉(lian)廢(fei)(fei)渣、脫(tuo)硫石膏(gao)、粉煤灰、焚燒灰渣等大宗工業(ye)固(gu)廢(fei)(fei)的(de)高水(shui)平利(li)用(yong),引導(dao)開展釀(niang)酒廢(fei)(fei)棄物、水(shui)基巖屑等資(zi)源(yuan)(yuan)化、能(neng)源(yuan)(yuan)化利(li)用(yong)。結(jie)合城(cheng)市(shi)舊(jiu)改和報廢(fei)(fei)汽車拆解(jie)等工作,推(tui)(tui)(tui)動廢(fei)(fei)鋼廢(fei)(fei)鋁(lv)資(zi)源(yuan)(yuan)化利(li)用(yong)。發展再(zai)制造產(chan)業(ye),擴大汽車零部件、機電產(chan)品等領域再(zai)制造規(gui)模,進一(yi)步擴大再(zai)制造產(chan)業(ye)能(neng)級和規(gui)模。到(dao)2025年(nian),全(quan)市(shi)大宗固(gu)體廢(fei)(fei)物年(nian)利(li)用(yong)量(liang)達到(dao)340萬噸(dun)左右(you),到(dao)2030年(nian)達到(dao)350萬噸(dun)左右(you),培(pei)育一(yi)批(pi)循(xun)(xun)(xun)環經濟龍頭企業(ye),提升固(gu)廢(fei)(fei)循(xun)(xun)(xun)環利(li)用(yong)產(chan)業(ye)能(neng)級。

堅(jian)持(chi)系統(tong)觀(guan)念,嚴守生(sheng)(sheng)態(tai)保護紅線,統(tong)籌(chou)推進山(shan)水林田湖草沙一體化保護和修復,提高生(sheng)(sheng)態(tai)系統(tong)質量和穩定性(xing),持(chi)續增強生(sheng)(sheng)態(tai)系統(tong)碳匯能力。

3.加強生態(tai)系統碳(tan)(tan)匯(hui)基(ji)礎支撐(cheng)。依托和拓展自然資(zi)源調查監(jian)測(ce)體系,以“三調”成(cheng)果及(ji)法定(ding)年度調查變更為“底版”,利用好(hao)國家森林(lin)草原(yuan)濕(shi)地生態(tai)綜合監(jian)測(ce)評(ping)價成(cheng)果,建(jian)立完(wan)善(shan)生態(tai)系統碳(tan)(tan)匯(hui)監(jian)測(ce)核算(suan)體系,開展森林(lin)、草地、濕(shi)地、土壤等(deng)生態(tai)碳(tan)(tan)匯(hui)本底與更新調查、碳(tan)(tan)儲量評(ping)估(gu)和潛力分(fen)析,實(shi)施生態(tai)保護修復碳(tan)(tan)匯(hui)成(cheng)效監(jian)測(ce)評(ping)估(gu)。建(jian)立健全(quan)能夠體現(xian)碳(tan)(tan)匯(hui)價值的生態(tai)保護補償機制。
(九)綠色(se)低碳全民(min)行動。
增(zeng)強全(quan)民節約意(yi)識(shi)(shi)、低碳(tan)意(yi)識(shi)(shi)、環保意(yi)識(shi)(shi),大力(li)倡導簡約適(shi)度的(de)消費(fei)理念,全(quan)面推行文明健(jian)康的(de)生活方(fang)式(shi),形成(cheng)全(quan)社會自覺踐行綠(lv)色(se)低碳(tan)的(de)良好氛圍。
1.加(jia)強生態(tai)(tai)文(wen)明宣(xuan)傳教(jiao)(jiao)育。開展多種形(xing)式的資源(yuan)環境國情、省情、市情教(jiao)(jiao)育,普(pu)及碳(tan)達峰(feng)碳(tan)中和(he)基礎知識(shi)(shi)。加(jia)強對公眾(zhong)(zhong)的生態(tai)(tai)文(wen)明宣(xuan)傳和(he)教(jiao)(jiao)育,充分運用新媒體等創(chuang)新宣(xuan)傳方式,將綠(lv)色低碳(tan)理念有機融入文(wen)藝作(zuo)品、文(wen)創(chuang)產品和(he)公益廣告,持續開展世界地球(qiu)日、世界環境日、全國節能(neng)宣(xuan)傳周、全國低碳(tan)日等主(zhu)題(ti)宣(xuan)傳活動(dong)(dong),持續深入開展全民低碳(tan)行動(dong)(dong)、節能(neng)減(jian)排小組活動(dong)(dong)、減(jian)塑(su)限塑(su)和(he)快遞包裝綠(lv)色轉型等專項活動(dong)(dong),增強社會公眾(zhong)(zhong)綠(lv)色低碳(tan)意識(shi)(shi),推動(dong)(dong)生態(tai)(tai)文(wen)明理念更加(jia)深入人心。
2.推(tui)(tui)(tui)廣綠(lv)(lv)色(se)(se)(se)(se)低(di)(di)(di)碳(tan)(tan)生(sheng)活(huo)方式。圍繞“衣(yi)、食、住、行(xing)、用”等(deng)(deng)日常行(xing)為,優先(xian)在(zai)主城區宣傳推(tui)(tui)(tui)廣簡約適(shi)度(du)、綠(lv)(lv)色(se)(se)(se)(se)低(di)(di)(di)碳(tan)(tan)、文明健康的(de)(de)生(sheng)活(huo)理念和生(sheng)活(huo)方式,逐步擴大(da)輻射范(fan)圍。堅決遏制奢侈浪(lang)費(fei)和不合理消(xiao)費(fei),全面(mian)推(tui)(tui)(tui)行(xing)光盤行(xing)動,堅決制止餐飲(yin)浪(lang)費(fei)。大(da)力推(tui)(tui)(tui)動節約型機關、綠(lv)(lv)色(se)(se)(se)(se)家庭、綠(lv)(lv)色(se)(se)(se)(se)學校、綠(lv)(lv)色(se)(se)(se)(se)社(she)區、綠(lv)(lv)色(se)(se)(se)(se)交通、綠(lv)(lv)色(se)(se)(se)(se)商場等(deng)(deng)綠(lv)(lv)色(se)(se)(se)(se)示范(fan)創建,營造綠(lv)(lv)色(se)(se)(se)(se)低(di)(di)(di)碳(tan)(tan)生(sheng)活(huo)新風尚。引導(dao)激(ji)勵(li)市民積極參與(yu)綠(lv)(lv)色(se)(se)(se)(se)消(xiao)費(fei)、低(di)(di)(di)碳(tan)(tan)出行(xing)、可(ke)回收物分類等(deng)(deng)綠(lv)(lv)色(se)(se)(se)(se)低(di)(di)(di)碳(tan)(tan)行(xing)動。鼓勵(li)發展二(er)手(shou)交易市場,推(tui)(tui)(tui)進電子產品(pin)、家電、書籍等(deng)(deng)二(er)手(shou)商品(pin)的(de)(de)重復(fu)使用。推(tui)(tui)(tui)廣綠(lv)(lv)色(se)(se)(se)(se)低(di)(di)(di)碳(tan)(tan)產品(pin),支持有條件的(de)(de)商場、超市、旅游商品(pin)專賣(mai)店開設綠(lv)(lv)色(se)(se)(se)(se)產品(pin)銷售專區,推(tui)(tui)(tui)行(xing)再生(sheng)產品(pin)和材料認證,建立健全推(tui)(tui)(tui)廣使用制度(du),提升綠(lv)(lv)色(se)(se)(se)(se)產品(pin)在(zai)政府采(cai)購中的(de)(de)比例。
3.引導企(qi)(qi)(qi)(qi)業履行(xing)社(she)會(hui)責(ze)任(ren)。強化(hua)企(qi)(qi)(qi)(qi)業資(zi)源節(jie)(jie)約和(he)(he)(he)環境保護責(ze)任(ren)意識,提(ti)(ti)升資(zi)源利(li)(li)用(yong)(yong)和(he)(he)(he)綠色創新(xin)水(shui)平。支持(chi)重點排(pai)放(fang)(fang)(fang)單位、國有企(qi)(qi)(qi)(qi)業制(zhi)定(ding)(ding)實施企(qi)(qi)(qi)(qi)業碳(tan)達峰(feng)實施方案,積極(ji)發揮示范引領(ling)作用(yong)(yong)。重點用(yong)(yong)能(neng)單位要結合能(neng)源利(li)(li)用(yong)(yong)狀況報(bao)告和(he)(he)(he)溫室(shi)氣體排(pai)放(fang)(fang)(fang)報(bao)告,制(zhi)定(ding)(ding)節(jie)(jie)能(neng)減碳(tan)工作方案,推(tui)進節(jie)(jie)能(neng)降(jiang)碳(tan)改造(zao)和(he)(he)(he)管(guan)理水(shui)平提(ti)(ti)升。推(tui)動(dong)上市(shi)公司和(he)(he)(he)發債企(qi)(qi)(qi)(qi)業加強環境信(xin)息披露,定(ding)(ding)期公布企(qi)(qi)(qi)(qi)業碳(tan)排(pai)放(fang)(fang)(fang)信(xin)息。充分發揮新(xin)聞媒體、行(xing)業協會(hui)和(he)(he)(he)其他各類(lei)社(she)會(hui)組織作用(yong)(yong),督促企(qi)(qi)(qi)(qi)業自覺(jue)履行(xing)社(she)會(hui)責(ze)任(ren)。
4.強(qiang)化(hua)領導(dao)干部(bu)培訓。將學(xue)(xue)習貫徹習近平生態(tai)文明思想作為干部(bu)教(jiao)育培訓的重要(yao)內容,要(yao)把碳達峰碳中和相關內容列入教(jiao)學(xue)(xue)計劃,分階段、多層次對(dui)各級領導(dao)干部(bu)開展培訓,普及科學(xue)(xue)知識,宣講政策要(yao)點,強(qiang)化(hua)法治意識,深(shen)化(hua)各級領導(dao)干部(bu)對(dui)碳達峰碳中和工作重要(yao)性(xing)(xing)(xing)、緊迫性(xing)(xing)(xing)、科學(xue)(xue)性(xing)(xing)(xing)、系統(tong)性(xing)(xing)(xing)的認識。從事綠(lv)色低(di)碳發展工作的領導(dao)干部(bu)要(yao)提升專業素養和業務能(neng)力(li),切實增(zeng)強(qiang)推(tui)動(dong)綠(lv)色低(di)碳發展的本(ben)領。
(十)區縣梯次有(you)序碳達峰行動。
各(ge)縣區要準確把握發(fa)展(zhan)階段和(he)發(fa)展(zhan)定位(wei),結合(he)本地區經濟社會發(fa)展(zhan)實際和(he)資(zi)源環境稟賦,堅持分(fen)類施(shi)策、因地制宜、上下聯動,梯(ti)次有序推進碳達峰。
1.科學合理確定(ding)碳(tan)達(da)峰目標。各區縣(xian)要基于(yu)經濟社會發展形勢,結(jie)合自身產(chan)業(ye)(ye)(ye)結(jie)構(gou)、能源結(jie)構(gou)現(xian)狀,全(quan)面摸清本地區重點領(ling)域、重點行業(ye)(ye)(ye)、重點企業(ye)(ye)(ye)碳(tan)排放(fang)情況(kuang),科學研判未來碳(tan)排放(fang)趨勢,確定(ding)碳(tan)達(da)峰目標。產(chan)業(ye)(ye)(ye)結(jie)構(gou)較(jiao)輕、能源結(jie)構(gou)較(jiao)優(you)的區縣(xian)要堅持綠色(se)低(di)碳(tan)發展,力(li)爭(zheng)率先實現(xian)碳(tan)達(da)峰;產(chan)業(ye)(ye)(ye)結(jie)構(gou)偏重、能源結(jie)構(gou)偏重煤炭的區縣(xian)要把節(jie)能降碳(tan)擺在突出(chu)位置,大力(li)優(you)化調整產(chan)業(ye)(ye)(ye)結(jie)構(gou)和能源結(jie)構(gou),力(li)爭(zheng)與全(quan)市同步(bu)實現(xian)碳(tan)達(da)峰。

3.組織開(kai)展(zhan)(zhan)碳(tan)達(da)(da)峰試(shi)點建(jian)設。積極推動有條件(jian)的區(qu)縣、園區(qu)開(kai)展(zhan)(zhan)碳(tan)達(da)(da)峰建(jian)設試(shi)點,加大在政策、資金、技術等方面(mian)支持力度。積極開(kai)展(zhan)(zhan)低碳(tan)園區(qu)試(shi)點工(gong)作,培育(yu)一批零碳(tan)企業,為全市乃至全省提供(gong)更多可(ke)操作、可(ke)復制、可(ke)推廣的經驗做法。
三、對外合作
(一)加強(qiang)區域合作。
聚焦(jiao)瀘(lu)(lu)永江(jiang)、川(chuan)南渝西融合發展(zhan),加(jia)(jia)快融入成渝地(di)(di)區雙城經(jing)濟圈,加(jia)(jia)快建(jian)(jian)設互聯(lian)(lian)(lian)互通(tong)(tong)的(de)交通(tong)(tong)、能源、信(xin)息等基礎設施支(zhi)撐體系(xi),共(gong)建(jian)(jian)產業(ye)合作(zuo)園區和(he)功能平(ping)臺(tai),探索瀘(lu)(lu)永江(jiang)制造業(ye)一體化(hua)發展(zhan)機制,打造川(chuan)渝融合創新示(shi)(shi)范(fan)(fan)區、成渝產業(ye)合作(zuo)橋頭(tou)堡。深化(hua)與成都干(gan)支(zhi)聯(lian)(lian)(lian)動,加(jia)(jia)強與川(chuan)南城市(shi)合作(zuo),加(jia)(jia)快推動宜瀘(lu)(lu)沿江(jiang)協(xie)同發展(zhan),共(gong)同發展(zhan)壯大川(chuan)南經(jing)濟區,探索建(jian)(jian)立重大政(zheng)策協(xie)同、市(shi)場主體聯(lian)(lian)(lian)動機制,共(gong)同打造承接東部地(di)(di)區產業(ye)轉移創新發展(zhan)示(shi)(shi)范(fan)(fan)區。
(二)開展綠色貿易、技術(shu)合作。
發展高質量(liang)、高新技術、高附加值(zhi)綠色產(chan)品(pin)貿易。加大綠色技術國際合作力度(du),推動(dong)開(kai)展可再生能(neng)源、儲能(neng)、氫(qing)能(neng)、二氧化碳捕集利用與封存等領域科(ke)研合作和(he)技術交流。推動(dong)支持瀘州融入西部科(ke)學城規劃建設(she),加快構建開(kai)放共享(xiang)的(de)科(ke)研裝備和(he)平臺實施體系。
(三)積(ji)極融入“一(yi)帶一(yi)路(lu)”建設(she)。
積極參(can)與(yu)“一(yi)帶(dai)一(yi)路”建(jian)設,引導企業加強與(yu)“一(yi)帶(dai)一(yi)路”沿(yan)線國家和(he)地(di)區在綠色能源、綠色裝備(bei)等方面的交(jiao)流與(yu)合(he)作。常態化開(kai)行(xing)“中(zhong)歐(ou)班列(lie)+瀘(lu)(lu)州港”鐵水聯運(yun)班列(lie),探索開(kai)行(xing)瀘(lu)(lu)州至中(zhong)亞(ya)、泛亞(ya)鐵路班列(lie),加快(kuai)融入新(xin)亞(ya)歐(ou)大陸(lu)橋經濟走廊(lang)。積極參(can)與(yu)中(zhong)新(xin)(重慶(qing))互聯互通戰略項目、“一(yi)帶(dai)一(yi)路”進出(chu)口商品集散中(zhong)心(xin)(xin)建(jian)設,打造以港口為(wei)核心(xin)(xin)、內(nei)陸(lu)無水港為(wei)節點(dian)的腹(fu)地(di)網絡(luo)。
四、政策保障
(一(yi))建立統一(yi)規范(fan)的碳排(pai)放統計核(he)算體系。
按照國家和(he)省級有關(guan)要求(qiu),結合全市(shi)(shi)發(fa)展實際(ji),結合我市(shi)(shi)實際(ji),做好碳排(pai)放核算(suan)相關(guan)工(gong)作,統(tong)一管理全市(shi)(shi)碳排(pai)放相關(guan)數據(ju)。著力推(tui)進碳排(pai)放實測(ce)技術發(fa)展,加(jia)快遙感測(ce)算(suan)、大數據(ju)、云(yun)計算(suan)等新(xin)興(xing)技術在碳排(pai)放實測(ce)技術領域的應用(yong)。建立健全電力、鋼鐵等重點行業領域能耗統(tong)計監測(ce)和(he)計量體(ti)系。
(二)健全法規(gui)標準(zhun)體(ti)系(xi)。
結合(he)全(quan)市發展實(shi)際,推(tui)動完善碳(tan)達峰碳(tan)中(zhong)和、節(jie)約(yue)能源、可再(zai)生能源、循環經濟(ji)等方(fang)(fang)面法規規章制(zhi)度,全(quan)面清理(li)現(xian)行(xing)地(di)方(fang)(fang)性法規規章中(zhong)與碳(tan)達峰碳(tan)中(zhong)和工作不相(xiang)(xiang)適(shi)應的內容。推(tui)動產業(ye)園區、行(xing)業(ye)企業(ye)節(jie)能低(di)碳(tan)標(biao)(biao)(biao)準(zhun)體系(xi)建設(she),落實(shi)能耗限(xian)額、產品設(she)備(bei)能效強制(zhi)性國(guo)家(jia)(jia)標(biao)(biao)(biao)準(zhun),落實(shi)能源核算、檢測認證、評(ping)估(gu)、審計(ji)相(xiang)(xiang)關配(pei)套(tao)標(biao)(biao)(biao)準(zhun)。支持相(xiang)(xiang)關機構和重點企業(ye)積(ji)極參與和推(tui)動節(jie)能、可再(zai)生能源、氫能等國(guo)家(jia)(jia)標(biao)(biao)(biao)準(zhun)、行(xing)業(ye)標(biao)(biao)(biao)準(zhun)制(zhi)定。鼓勵(li)社會團(tuan)(tuan)體協調相(xiang)(xiang)關市場主(zhu)體制(zhi)定節(jie)能低(di)碳(tan)的團(tuan)(tuan)體標(biao)(biao)(biao)準(zhun)。鼓勵(li)企業(ye)制(zhi)定高于國(guo)家(jia)(jia)標(biao)(biao)(biao)準(zhun)、行(xing)業(ye)標(biao)(biao)(biao)準(zhun)、地(di)方(fang)(fang)標(biao)(biao)(biao)準(zhun),具有競爭力的企業(ye)標(biao)(biao)(biao)準(zhun)。
(三)完善落實經濟政策(ce)。
加強對(dui)節(jie)能(neng)環保、新(xin)能(neng)源(yuan)、低(di)(di)碳交通(tong)、綠(lv)色(se)(se)(se)低(di)(di)碳建(jian)筑、碳捕集(ji)利(li)用(yong)等項目(mu)和(he)產品技術的(de)(de)(de)支(zhi)持,進(jin)一步強化(hua)對(dui)碳達峰碳中和(he)重(zhong)(zhong)大(da)行動、重(zhong)(zhong)大(da)示范、重(zhong)(zhong)大(da)工(gong)程的(de)(de)(de)支(zhi)撐。充分發揮政府(fu)投資引導作(zuo)用(yong),構建(jian)與碳達峰碳中和(he)相(xiang)適應(ying)(ying)的(de)(de)(de)投融資體(ti)系(xi)和(he)激(ji)勵機制(zhi)。落實(shi)國家有(you)關環境保護、節(jie)能(neng)節(jie)水、應(ying)(ying)用(yong)綠(lv)色(se)(se)(se)技術裝(zhuang)備、購(gou)買新(xin)能(neng)源(yuan)汽車等綠(lv)色(se)(se)(se)低(di)(di)碳稅收優(you)惠(hui)政策(ce)。持續加大(da)綠(lv)色(se)(se)(se)低(di)(di)碳領(ling)域(yu)基(ji)礎研(yan)究支(zhi)持力(li)(li)度,對(dui)符合條件(jian)的(de)(de)(de)研(yan)發投入落實(shi)研(yan)發費用(yong)加計扣除政策(ce)。貫徹執行政府(fu)綠(lv)色(se)(se)(se)采購(gou)要求,推動國有(you)企業(ye)率先實(shi)行綠(lv)色(se)(se)(se)采購(gou),加大(da)綠(lv)色(se)(se)(se)低(di)(di)碳產品采購(gou)力(li)(li)度。建(jian)立健全(quan)促進(jin)可再生能(neng)源(yuan)規模化(hua)發展的(de)(de)(de)價格機制(zhi)。進(jin)一步完善針對(dui)落后產能(neng)和(he)低(di)(di)效企業(ye)實(shi)行的(de)(de)(de)綠(lv)色(se)(se)(se)電價政策(ce),健全(quan)居(ju)民(min)階梯電價制(zhi)度和(he)分時(shi)電價調整機制(zhi)。
(四)積極發展綠(lv)色金融。
依托上市(shi)(shi)公司平臺,充(chong)分(fen)發(fa)揮要素市(shi)(shi)場(chang)和(he)金(jin)融(rong)機構集聚優(you)勢(shi),深入(ru)推動氣候投(tou)(tou)融(rong)資(zi)發(fa)展,引導(dao)金(jin)融(rong)機構為(wei)綠(lv)(lv)(lv)色(se)低(di)碳(tan)(tan)項目提供長期限、低(di)成本資(zi)金(jin)。提高(gao)高(gao)碳(tan)(tan)項目的融(rong)資(zi)門(men)檻,嚴(yan)控對不符合要求的“兩高(gao)一低(di)”項目提供金(jin)融(rong)支(zhi)持。建立綠(lv)(lv)(lv)色(se)項目庫,鼓(gu)勵銀行業(ye)積極開展綠(lv)(lv)(lv)色(se)貸款(kuan)(kuan)業(ye)務(wu),開辟綠(lv)(lv)(lv)色(se)貸款(kuan)(kuan)業(ye)務(wu)快速審批(pi)通道,將綠(lv)(lv)(lv)色(se)貸款(kuan)(kuan)占比(bi)納入(ru)業(ye)績評價(jia)體系(xi)。大力發(fa)展綠(lv)(lv)(lv)色(se)債券,支(zhi)持符合條(tiao)件的綠(lv)(lv)(lv)色(se)企(qi)業(ye)上市(shi)(shi)融(rong)資(zi)、掛牌融(rong)資(zi)和(he)再融(rong)資(zi)。鼓(gu)勵社會(hui)資(zi)本以市(shi)(shi)場(chang)化方式設立綠(lv)(lv)(lv)色(se)低(di)碳(tan)(tan)產業(ye)投(tou)(tou)資(zi)基金(jin)。有序推進綠(lv)(lv)(lv)色(se)保險服務(wu),圍(wei)繞(rao)安全降(jiang)碳(tan)(tan)需要,加(jia)大金(jin)融(rong)產品創新力度,助(zhu)力低(di)碳(tan)(tan)技術推廣和(he)產業(ye)綠(lv)(lv)(lv)色(se)低(di)碳(tan)(tan)轉(zhuan)型。
(五)建立健全市場化機制。
主(zhu)動融入全國碳(tan)排放交(jiao)(jiao)易(yi)市場(chang)(chang)和(he)用(yong)能權交(jiao)(jiao)易(yi)市場(chang)(chang),做好(hao)(hao)配(pei)額管(guan)理(li)和(he)清繳履約。配(pei)合(he)國省完善用(yong)能權有償使用(yong)和(he)交(jiao)(jiao)易(yi)制度,做好(hao)(hao)用(yong)能權交(jiao)(jiao)易(yi)市場(chang)(chang)與節能降(jiang)碳(tan)工作的銜接,統籌推(tui)(tui)進(jin)市場(chang)(chang)主(zhu)體(ti)參與碳(tan)排放權、用(yong)能權、電(dian)力(li)交(jiao)(jiao)易(yi)。推(tui)(tui)進(jin)市場(chang)(chang)化節能方式,推(tui)(tui)行(xing)合(he)同能源管(guan)理(li),推(tui)(tui)廣節能綜合(he)服務。全面推(tui)(tui)進(jin)林長制、山林權改革,進(jin)一步盤活(huo)林地(di)林木(mu)資源和(he)碳(tan)匯(hui)資產,推(tui)(tui)動生態(tai)價值(zhi)持續增值(zhi)。
五、組織實施
(一)加強(qiang)統(tong)籌協調。
加(jia)(jia)強市(shi)(shi)(shi)碳達(da)峰(feng)(feng)碳中(zhong)和(he)(he)(he)工(gong)(gong)作(zuo)委員(yuan)會對(dui)碳達(da)峰(feng)(feng)相關(guan)工(gong)(gong)作(zuo)的整體(ti)部署和(he)(he)(he)系(xi)統推(tui)進,統籌研究重(zhong)要事項、制定重(zhong)大政策。市(shi)(shi)(shi)碳達(da)峰(feng)(feng)碳中(zhong)和(he)(he)(he)工(gong)(gong)作(zuo)委員(yuan)會各成員(yuan)單位要按(an)照國家(jia)和(he)(he)(he)省市(shi)(shi)(shi)有關(guan)要求,各司其職,形成合(he)力(li),扎實推(tui)進相關(guan)工(gong)(gong)作(zuo)。市(shi)(shi)(shi)碳達(da)峰(feng)(feng)碳中(zhong)和(he)(he)(he)工(gong)(gong)作(zuo)委員(yuan)會辦公室要加(jia)(jia)強統籌協調(diao),定期對(dui)各區(qu)縣、重(zhong)點(dian)(dian)領(ling)域、重(zhong)點(dian)(dian)行業、重(zhong)點(dian)(dian)企業工(gong)(gong)作(zuo)進展情(qing)況進行調(diao)度,督促各項目標任務落(luo)實落(luo)細。
(二)強(qiang)化(hua)責(ze)任(ren)落實。
各有關部門(men)要深刻(ke)認識碳達峰(feng)碳中和(he)工(gong)作的重(zhong)要性、緊迫(po)性、復雜(za)性,切實(shi)扛(kang)起責任(ren),著力抓好各項任(ren)務落實(shi),確(que)保政策到位、措施到位、成效到位,落實(shi)情況納入生態環境保護督(du)察范圍。各市場主體要對(dui)照國家(jia)和(he)省市相(xiang)關要求(qiu),積極發揮(hui)自(zi)身作用(yong),推進綠(lv)色低碳發展。
(三)嚴格監督考核。
完善(shan)能(neng)耗雙(shuang)控和碳(tan)排放(fang)雙(shuang)控考(kao)(kao)(kao)核機制,對能(neng)源消(xiao)費和碳(tan)排放(fang)指標(biao)(biao)實行協(xie)同(tong)管理、協(xie)同(tong)分(fen)解(jie)、協(xie)同(tong)考(kao)(kao)(kao)核。將碳(tan)達(da)峰碳(tan)中和相關指標(biao)(biao)納(na)入經(jing)濟社會發展綜合評(ping)價體系,增加考(kao)(kao)(kao)核權重,加強指標(biao)(biao)約束(shu)。將碳(tan)達(da)峰碳(tan)中和目標(biao)(biao)任務(wu)落(luo)實情況納(na)入各有關部門領導班(ban)子績效考(kao)(kao)(kao)核評(ping)價體系,對工作突出的單位和個人按照規定給予表揚。各有關部門組織開展碳(tan)達(da)峰目標(biao)(biao)任務(wu)年(nian)度評(ping)估,有關工作進展和重大問(wen)題(ti)要及時向市(shi)碳(tan)達(da)峰碳(tan)中和工作委員會報告。
