方(fang)案提(ti)出:
開展綠(lv)電(dian)消納利用提升行動。健全電力輔助服務市場,充分調(diao)動源、荷、儲等(deng)多方主體參與電力輔助(zhu)服務,提(ti)升電網企(qi)業調(diao)度管理水平,深入挖掘電力系統綜合調節能力;按照“誰(shui)提供、誰(shui)獲利,誰(shui)受益、誰(shui)承擔”的原則,完善(shan)電(dian)力輔(fu)助服(fu)務補償(chang)和(he)分攤機制。
推動待建在建新能源發電項目盡早并網。優先(xian)支持(chi)6類新能源市場(chang)化消納項目建設(she),積極探索新的市場化項目應用場景開發模式。實施跨地區合作新能源消納項目。開展存量用電負荷綠電替代示范工程、新增大負荷綠電應用試點。實施(shi)增量配電(dian)網消納新能源(yuan)試點(dian)。2024年,全區新增(zeng)新能源發電(dian)并網裝(zhuang)機規模(mo)力(li)爭(zheng)達到4000萬(wan)千瓦以上。

內蒙古自治區能耗雙控向碳排放雙控轉變先行先試工作方案
為深入貫徹落實黨的二十大精神,積極(ji)穩(wen)妥推(tui)進碳(tan)(tan)達峰(feng)碳(tan)(tan)中(zhong)和,按照自治(zhi)區黨委和政府工作部署(shu)要求,以鑄牢中(zhong)華民(min)族共同體意識(shi)為主線,先行先試推(tui)動能耗雙控向(xiang)碳(tan)(tan)排放雙控轉變,促進自治(zhi)區經濟社(she)會發展綠色化(hua)、低(di)碳(tan)(tan)化(hua),結合自治(zhi)區實際(ji),制定本方案。
一、主要目標
“十(shi)四五”時期,優化完善能(neng)耗總量(liang)(liang)和強度(du)調控(kong)政策,夯(hang)實(shi)碳排放(fang)(fang)統(tong)計(ji)核(he)算工作(zuo)基礎,建立符合自(zi)治區(qu)實(shi)際、統(tong)一規范的(de)碳排放(fang)(fang)統(tong)計(ji)核(he)算方法制度(du),推動構建碳排放(fang)(fang)雙(shuang)控(kong)核(he)心制度(du)體(ti)系(xi)(xi)和配套政策體(ti)系(xi)(xi),初步形成(cheng)以碳排放(fang)(fang)強度(du)約(yue)束性管理為主(zhu)、碳排放(fang)(fang)總量(liang)(liang)彈性管理為輔、能(neng)耗雙(shuang)控(kong)和碳排放(fang)(fang)雙(shuang)控(kong)協同推進的(de)管理機制,確保完成(cheng)國家下達(da)的(de)“十(shi)四五”節能(neng)降碳目(mu)標。
“十五(wu)五(wu)”時期(qi),按照國家安排部署(shu)全面實行碳排放總(zong)量和(he)強(qiang)度(du)雙控制(zhi)(zhi)度(du),為2030年前實現(xian)碳達峰提(ti)供制(zhi)(zhi)度(du)保障。繼續(xu)堅持(chi)節約優先,更高水(shui)平、更高質量做好(hao)節能(neng)工作(zuo),持(chi)續(xu)降(jiang)低能(neng)耗強(qiang)度(du),提(ti)升(sheng)能(neng)源利用(yong)效率(lv)。
二、完(wan)善能(neng)耗總(zong)量和強度調(diao)控(kong)
(一)優化(hua)能(neng)(neng)(neng)(neng)(neng)耗(hao)總(zong)量和(he)(he)(he)強(qiang)(qiang)度(du)(du)(du)調控(kong)方式。統(tong)籌(chou)(chou)節(jie)能(neng)(neng)(neng)(neng)(neng)降碳和(he)(he)(he)經濟高質量發展,根據自(zi)治(zhi)區(qu)及各盟市(shi)“十四(si)五(wu)”節(jie)能(neng)(neng)(neng)(neng)(neng)形勢,優化(hua)完(wan)(wan)善(shan)(shan)能(neng)(neng)(neng)(neng)(neng)耗(hao)總(zong)量和(he)(he)(he)強(qiang)(qiang)度(du)(du)(du)調控(kong)方式,合理(li)(li)把(ba)握(wo)節(jie)能(neng)(neng)(neng)(neng)(neng)工作(zuo)的(de)節(jie)奏(zou)和(he)(he)(he)力(li)度(du)(du)(du),增強(qiang)(qiang)節(jie)能(neng)(neng)(neng)(neng)(neng)管理(li)(li)的(de)靈活性(xing)和(he)(he)(he)協(xie)調性(xing)。按照“重(zhong)(zhong)點(dian)控(kong)制化(hua)石能(neng)(neng)(neng)(neng)(neng)源消(xiao)(xiao)費”的(de)導(dao)向(xiang),在節(jie)能(neng)(neng)(neng)(neng)(neng)目標評價(jia)考核(he)、節(jie)能(neng)(neng)(neng)(neng)(neng)形勢監測預(yu)(yu)警、項(xiang)(xiang)目節(jie)能(neng)(neng)(neng)(neng)(neng)審(shen)查(cha)、地區(qu)用能(neng)(neng)(neng)(neng)(neng)預(yu)(yu)算(suan)管理(li)(li)、重(zhong)(zhong)點(dian)企業用能(neng)(neng)(neng)(neng)(neng)管理(li)(li)等各環節(jie)全面落實“原料用能(neng)(neng)(neng)(neng)(neng)和(he)(he)(he)可再(zai)生(sheng)能(neng)(neng)(neng)(neng)(neng)源消(xiao)(xiao)費不納(na)入(ru)能(neng)(neng)(neng)(neng)(neng)耗(hao)總(zong)量和(he)(he)(he)強(qiang)(qiang)度(du)(du)(du)控(kong)制”政策。完(wan)(wan)善(shan)(shan)用能(neng)(neng)(neng)(neng)(neng)預(yu)(yu)算(suan)管理(li)(li)制度(du)(du)(du),以(yi)控(kong)制能(neng)(neng)(neng)(neng)(neng)耗(hao)強(qiang)(qiang)度(du)(du)(du)為核(he)心,健全完(wan)(wan)善(shan)(shan)自(zi)治(zhi)區(qu)、各盟市(shi)用能(neng)(neng)(neng)(neng)(neng)預(yu)(yu)算(suan)管理(li)(li)臺賬,將能(neng)(neng)(neng)(neng)(neng)耗(hao)增量、能(neng)(neng)(neng)(neng)(neng)耗(hao)削減量、原料用能(neng)(neng)(neng)(neng)(neng)、可再(zai)生(sheng)能(neng)(neng)(neng)(neng)(neng)源消(xiao)(xiao)費等統(tong)一納(na)入(ru)用能(neng)(neng)(neng)(neng)(neng)預(yu)(yu)算(suan)管理(li)(li),實行“能(neng)(neng)(neng)(neng)(neng)耗(hao)強(qiang)(qiang)度(du)(du)(du)剛(gang)性(xing)平(ping)衡(heng)(heng)+能(neng)(neng)(neng)(neng)(neng)耗(hao)總(zong)量彈性(xing)平(ping)衡(heng)(heng)”,統(tong)籌(chou)(chou)新建(jian)項(xiang)(xiang)目和(he)(he)(he)節(jie)能(neng)(neng)(neng)(neng)(neng)管理(li)(li),確保各地區(qu)“十四(si)五(wu)”用能(neng)(neng)(neng)(neng)(neng)預(yu)(yu)算(suan)與節(jie)能(neng)(neng)(neng)(neng)(neng)目標相銜接。實施自(zi)治(zhi)區(qu)重(zhong)(zhong)大項(xiang)(xiang)目能(neng)(neng)(neng)(neng)(neng)耗(hao)單列,加強(qiang)(qiang)自(zi)治(zhi)區(qu)重(zhong)(zhong)大戰略、重(zhong)(zhong)大項(xiang)(xiang)目能(neng)(neng)(neng)(neng)(neng)耗(hao)指標統(tong)籌(chou)(chou)保障。
(二)完善項(xiang)(xiang)目(mu)(mu)(mu)節(jie)(jie)(jie)能(neng)(neng)(neng)審(shen)查(cha)制(zhi)(zhi)度(du)(du)。對(dui)化石能(neng)(neng)(neng)源(yuan)和(he)可再生能(neng)(neng)(neng)源(yuan)、燃料(liao)動(dong)(dong)力用(yong)能(neng)(neng)(neng)和(he)原材料(liao)用(yong)能(neng)(neng)(neng)實行(xing)差別化的(de)(de)(de)節(jie)(jie)(jie)能(neng)(neng)(neng)審(shen)查(cha)政(zheng)策,項(xiang)(xiang)目(mu)(mu)(mu)原料(liao)用(yong)能(neng)(neng)(neng)和(he)可再生能(neng)(neng)(neng)源(yuan)消(xiao)費(fei)不納入(ru)節(jie)(jie)(jie)能(neng)(neng)(neng)審(shen)查(cha)能(neng)(neng)(neng)耗(hao)強(qiang)(qiang)度(du)(du)影(ying)(ying)響(xiang)評估。強(qiang)(qiang)化新上(shang)項(xiang)(xiang)目(mu)(mu)(mu)能(neng)(neng)(neng)耗(hao)強(qiang)(qiang)度(du)(du)標桿引導,充分保(bao)障(zhang)(zhang)低(di)能(neng)(neng)(neng)耗(hao)強(qiang)(qiang)度(du)(du)項(xiang)(xiang)目(mu)(mu)(mu)用(yong)能(neng)(neng)(neng)需求,有效(xiao)化解高(gao)(gao)能(neng)(neng)(neng)耗(hao)強(qiang)(qiang)度(du)(du)項(xiang)(xiang)目(mu)(mu)(mu)影(ying)(ying)響(xiang),引導能(neng)(neng)(neng)耗(hao)要素(su)向低(di)能(neng)(neng)(neng)耗(hao)、高(gao)(gao)附加值的(de)(de)(de)高(gao)(gao)質量項(xiang)(xiang)目(mu)(mu)(mu)配置。嚴把(ba)新上(shang)項(xiang)(xiang)目(mu)(mu)(mu)能(neng)(neng)(neng)效(xiao)準(zhun)入(ru)關,堅決遏(e)制(zhi)(zhi)高(gao)(gao)耗(hao)能(neng)(neng)(neng)、高(gao)(gao)排放、低(di)水平項(xiang)(xiang)目(mu)(mu)(mu)盲目(mu)(mu)(mu)發展。優化項(xiang)(xiang)目(mu)(mu)(mu)節(jie)(jie)(jie)能(neng)(neng)(neng)審(shen)查(cha)實施(shi)機制(zhi)(zhi),因應(ying)全區和(he)各盟市“十(shi)四(si)五”節(jie)(jie)(jie)能(neng)(neng)(neng)形(xing)勢,增強(qiang)(qiang)節(jie)(jie)(jie)能(neng)(neng)(neng)審(shen)查(cha)政(zheng)策實施(shi)的(de)(de)(de)靈活(huo)性(xing),合理保(bao)障(zhang)(zhang)高(gao)(gao)水平項(xiang)(xiang)目(mu)(mu)(mu)用(yong)能(neng)(neng)(neng)需求。研(yan)究建立新上(shang)項(xiang)(xiang)目(mu)(mu)(mu)用(yong)能(neng)(neng)(neng)彈性(xing)保(bao)障(zhang)(zhang)機制(zhi)(zhi),綜合考慮項(xiang)(xiang)目(mu)(mu)(mu)建設投產(chan)進度(du)(du)、產(chan)能(neng)(neng)(neng)利用(yong)率等因素(su),推動(dong)(dong)地方有效(xiao)盤活(huo)沉淀的(de)(de)(de)能(neng)(neng)(neng)耗(hao)指標,在項(xiang)(xiang)目(mu)(mu)(mu)節(jie)(jie)(jie)能(neng)(neng)(neng)審(shen)查(cha)中保(bao)持合理的(de)(de)(de)冗余度(du)(du)。
(三)加(jia)強重(zhong)點(dian)(dian)領域(yu)節(jie)能(neng)(neng)(neng)(neng)管理和(he)能(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)提升(sheng)。嚴(yan)格能(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)約束,開展高(gao)耗能(neng)(neng)(neng)(neng)行(xing)(xing)業能(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)“普查”,推行(xing)(xing)“能(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)診斷+改造升(sheng)級”模(mo)式,加(jia)強重(zhong)點(dian)(dian)行(xing)(xing)業和(he)主(zhu)要用(yong)能(neng)(neng)(neng)(neng)設備能(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)標準應(ying)用(yong)實施,加(jia)大節(jie)能(neng)(neng)(neng)(neng)先進技術推廣應(ying)用(yong)力度,推動重(zhong)點(dian)(dian)領域(yu)節(jie)能(neng)(neng)(neng)(neng)改造和(he)設備更新。對能(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)在基準水(shui)平(ping)(ping)以下且難以在規定時限(xian)通過改造升(sheng)級達到(dao)(dao)基準水(shui)平(ping)(ping)以上的(de)產(chan)(chan)(chan)能(neng)(neng)(neng)(neng),通過市場(chang)化方式、法治化手段推動其加(jia)快退(tui)出。到(dao)(dao)2025年,全區(qu)高(gao)耗能(neng)(neng)(neng)(neng)行(xing)(xing)業重(zhong)點(dian)(dian)領域(yu)能(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)力爭全部(bu)達到(dao)(dao)基準水(shui)平(ping)(ping),達到(dao)(dao)標桿水(shui)平(ping)(ping)的(de)產(chan)(chan)(chan)能(neng)(neng)(neng)(neng)不(bu)低于行(xing)(xing)業產(chan)(chan)(chan)能(neng)(neng)(neng)(neng)的(de)30%。加(jia)強節(jie)能(neng)(neng)(neng)(neng)監(jian)察能(neng)(neng)(neng)(neng)力建設,健全自治區(qu)、盟市、旗(qi)縣(市、區(qu))三級節(jie)能(neng)(neng)(neng)(neng)監(jian)察體系,提升(sheng)節(jie)能(neng)(neng)(neng)(neng)監(jian)察效(xiao)(xiao)(xiao)能(neng)(neng)(neng)(neng)。
(四)強化節能(neng)(neng)形(xing)勢動態(tai)監測(ce)和(he)精準調控。統(tong)(tong)籌考慮重點(dian)用能(neng)(neng)項(xiang)目(mu)建(jian)設投(tou)產進(jin)度(du)、新(xin)能(neng)(neng)源(yuan)項(xiang)目(mu)建(jian)設運行、并(bing)網消(xiao)納和(he)市場化消(xiao)納等各方面因素,建(jian)立節能(neng)(neng)形(xing)勢監測(ce)模型,加(jia)強動態(tai)監測(ce)、分析預警和(he)精準調控。持續開展(zhan)全(quan)區及各盟市季度(du)、年度(du)可再生能(neng)(neng)源(yuan)電力消(xiao)費(fei)量測(ce)算(suan)。增強能(neng)(neng)耗在線監測(ce)系統(tong)(tong)功能(neng)(neng),完(wan)善重點(dian)用能(neng)(neng)單位能(neng)(neng)源(yuan)利(li)用狀況報(bao)告(gao)制度(du),按照工作需(xu)要豐(feng)富完(wan)善報(bao)告(gao)內容、合(he)理安排(pai)報(bao)告(gao)頻次。
三、夯實碳排放統計核算工(gong)作基礎
(一)建立盟(meng)市(shi)碳排(pai)放(fang)(fang)統(tong)計(ji)核(he)算方(fang)案。建立盟(meng)市(shi)能(neng)源(yuan)(yuan)活動、工(gong)業生產過程碳排(pai)放(fang)(fang)統(tong)計(ji)核(he)算方(fang)案,將化石能(neng)源(yuan)(yuan)電力(li)凈調(diao)(diao)入(調(diao)(diao)出(chu))蘊(yun)含(han)的(de)間(jian)接碳排(pai)放(fang)(fang)納入核(he)算范圍,確定相(xiang)關排(pai)放(fang)(fang)因子。明確自治區(qu)相(xiang)關部門和盟(meng)市(shi)基礎數據統(tong)計(ji)責任,健(jian)全盟(meng)市(shi)間(jian)化石能(neng)源(yuan)(yuan)電力(li)調(diao)(diao)入調(diao)(diao)出(chu)測算,夯實(shi)能(neng)源(yuan)(yuan)活動、工(gong)業生產過程碳排(pai)放(fang)(fang)統(tong)計(ji)核(he)算基礎。研究建立分盟(meng)市(shi)碳排(pai)放(fang)(fang)快報工(gong)作機(ji)制,提(ti)高數據時(shi)效性,滿足(zu)碳排(pai)放(fang)(fang)形勢監測分析需要(yao)。
(二(er))完善重(zhong)(zhong)點(dian)行(xing)業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)碳排(pai)(pai)放核(he)算機(ji)制。按照國家電力、鋼鐵、有色、建材、石化(hua)、化(hua)工等重(zhong)(zhong)點(dian)行(xing)業(ye)(ye)(ye)(ye)碳排(pai)(pai)放核(he)算方法及相關標準(zhun),依據企(qi)業(ye)(ye)(ye)(ye)所屬主要行(xing)業(ye)(ye)(ye)(ye),有序推進重(zhong)(zhong)點(dian)行(xing)業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)碳排(pai)(pai)放核(he)算。
(三)提(ti)高碳(tan)排放(fang)統(tong)計(ji)核(he)算(suan)數(shu)據(ju)質(zhi)量。加快大數(shu)據(ju)等新(xin)興技術在碳(tan)排放(fang)統(tong)計(ji)核(he)算(suan)領域(yu)的應用,推(tui)動碳(tan)排放(fang)智能監(jian)測(ce)(ce),在電(dian)力行業率(lv)先推(tui)進碳(tan)排放(fang)連續監(jian)測(ce)(ce)系統(tong)建設(she)和(he)應用。加強企業碳(tan)排放(fang)報告和(he)核(he)查(cha)數(shu)據(ju)質(zhi)量監(jian)督管(guan)理(li),緊盯管(guan)理(li)對象(xiang)、重要參(can)數(shu)、重點環節,建立定期核(he)實和(he)隨機(ji)抽查(cha)工(gong)作機(ji)制,嚴厲打擊碳(tan)排放(fang)數(shu)據(ju)造假行為(wei)。
四、建立健全(quan)碳排放雙控核心制(zhi)度體系
(一)科(ke)學設(she)定(ding)(ding)和分(fen)解(jie)(jie)(jie)碳(tan)(tan)排放(fang)(fang)雙(shuang)控(kong)(kong)目(mu)標(biao)。“十四(si)五(wu)(wu)”時期,依據(ju)自治區(qu)(qu)和各盟(meng)市碳(tan)(tan)排放(fang)(fang)強度降(jiang)低約(yue)束性(xing)目(mu)標(biao),結合經(jing)濟增長預(yu)期指標(biao),科(ke)學合理確定(ding)(ding)全(quan)(quan)區(qu)(qu)及(ji)各盟(meng)市碳(tan)(tan)排放(fang)(fang)總(zong)(zong)量(liang)控(kong)(kong)制預(yu)期性(xing)目(mu)標(biao)。“十五(wu)(wu)五(wu)(wu)”時期,科(ke)學研(yan)判全(quan)(quan)區(qu)(qu)碳(tan)(tan)排放(fang)(fang)總(zong)(zong)量(liang)達峰趨(qu)勢,綜合考(kao)慮(lv)各地區(qu)(qu)發展水(shui)平、功(gong)能定(ding)(ding)位、產業結構、能源(yuan)結構、煤電外送(song)和納入碳(tan)(tan)排放(fang)(fang)權交易市場(chang)企業等因(yin)素,合理分(fen)解(jie)(jie)(jie)確定(ding)(ding)各盟(meng)市碳(tan)(tan)排放(fang)(fang)強度降(jiang)低約(yue)束性(xing)目(mu)標(biao)和碳(tan)(tan)排放(fang)(fang)總(zong)(zong)量(liang)控(kong)(kong)制預(yu)期性(xing)目(mu)標(biao)。防止將目(mu)標(biao)任務簡單層層分(fen)解(jie)(jie)(jie)和層層加碼,碳(tan)(tan)排放(fang)(fang)雙(shuang)控(kong)(kong)目(mu)標(biao)原則上不分(fen)解(jie)(jie)(jie)到旗縣(xian)一級(ji)。

(四)建(jian)立地(di)(di)區(qu)(qu)碳(tan)排(pai)(pai)(pai)放預算管(guan)理(li)制度。建(jian)立自(zi)治區(qu)(qu)、盟市兩級(ji)碳(tan)排(pai)(pai)(pai)放預算管(guan)理(li)體系,結合各地(di)(di)區(qu)(qu)產業結構(gou)(gou)、能(neng)源結構(gou)(gou)、重大項(xiang)目(mu)布局、節(jie)能(neng)降碳(tan)目(mu)標和潛力等(deng)因素,編制五年規劃期(qi)和年度地(di)(di)區(qu)(qu)碳(tan)排(pai)(pai)(pai)放預算管(guan)理(li)方案。將地(di)(di)區(qu)(qu)碳(tan)排(pai)(pai)(pai)放增量(liang)指(zhi)標以及節(jie)能(neng)降碳(tan)、淘汰產能(neng)、用能(neng)結構(gou)(gou)優(you)化(hua)、碳(tan)減排(pai)(pai)(pai)工程、生態系統碳(tan)匯等(deng)形成的(de)碳(tan)減排(pai)(pai)(pai)量(liang)指(zhi)標統一納入碳(tan)排(pai)(pai)(pai)放預算管(guan)理(li),實(shi)行“碳(tan)排(pai)(pai)(pai)放強度剛性(xing)平衡(heng)+碳(tan)排(pai)(pai)(pai)放總量(liang)彈(dan)性(xing)平衡(heng)”,統籌新建(jian)項(xiang)目(mu)和碳(tan)排(pai)(pai)(pai)放管(guan)理(li),確保地(di)(di)區(qu)(qu)碳(tan)排(pai)(pai)(pai)放預算與(yu)碳(tan)雙控目(mu)標相(xiang)銜接(jie)。
(五)完善重點碳(tan)排(pai)放(fang)(fang)單位(wei)管(guan)理(li)制(zhi)度。研究制(zhi)定自(zi)治(zhi)區重點碳(tan)排(pai)放(fang)(fang)單位(wei)管(guan)理(li)辦法(fa),明(ming)確重點企(qi)(qi)業(ye)減排(pai)降碳(tan)管(guan)理(li)責(ze)任,健全企(qi)(qi)業(ye)碳(tan)排(pai)放(fang)(fang)管(guan)理(li)體系,設置碳(tan)排(pai)放(fang)(fang)管(guan)理(li)崗位(wei),加強碳(tan)排(pai)放(fang)(fang)管(guan)理(li)能(neng)力建設。建立(li)重點企(qi)(qi)業(ye)碳(tan)排(pai)放(fang)(fang)狀況報告制(zhi)度,探索(suo)實行企(qi)(qi)業(ye)碳(tan)排(pai)放(fang)(fang)賬戶管(guan)理(li),引導約束重點企(qi)(qi)業(ye)優化碳(tan)排(pai)放(fang)(fang)管(guan)理(li)、減少(shao)碳(tan)足(zu)跡(ji)。
(六)加強碳(tan)(tan)排(pai)放雙(shuang)控形勢監(jian)(jian)測。加強碳(tan)(tan)排(pai)放監(jian)(jian)測能力建設,建立“統計快報(bao)監(jian)(jian)測為主、電—碳(tan)(tan)模型監(jian)(jian)測為輔(fu)”的監(jian)(jian)測體系(xi)(xi),做好對全區(qu)及各盟(meng)市碳(tan)(tan)排(pai)放的季度監(jian)(jian)測和形勢研(yan)判(pan),根據地(di)區(qu)碳(tan)(tan)排(pai)放雙(shuang)控形勢適時開展窗口指導(dao)。建設國家(jia)碳(tan)(tan)計量(liang)中(zhong)心(內(nei)蒙古)碳(tan)(tan)達峰碳(tan)(tan)中(zhong)和在線監(jian)(jian)測系(xi)(xi)統。
五(wu)、健全完善(shan)碳(tan)排(pai)放(fang)雙控配(pei)套政策體系
(一(yi))加強(qiang)(qiang)標(biao)準計(ji)量(liang)(liang)(liang)和(he)(he)認(ren)證體系(xi)建(jian)設。完善碳(tan)排放(fang)評(ping)價標(biao)準體系(xi),建(jian)立健(jian)全(quan)工業(ye)(ye)、建(jian)筑、交通(tong)運(yun)輸等(deng)(deng)重(zhong)點領域(yu)綠色低碳(tan)評(ping)價標(biao)準,研(yan)究(jiu)制定低碳(tan)園區、城(cheng)市評(ping)價標(biao)準和(he)(he)技(ji)術(shu)規(gui)范(fan)。適應(ying)碳(tan)排放(fang)雙控(kong)(kong)形勢需求(qiu),圍繞生態系(xi)統(tong)碳(tan)儲量(liang)(liang)(liang)和(he)(he)碳(tan)匯量(liang)(liang)(liang)核(he)算、林(lin)草濕碳(tan)匯CCER項目方法學、CCUS等(deng)(deng)碳(tan)減排工程減排量(liang)(liang)(liang)核(he)算等(deng)(deng)重(zhong)點,加強(qiang)(qiang)相(xiang)關技(ji)術(shu)標(biao)準研(yan)究(jiu)和(he)(he)制定。加強(qiang)(qiang)重(zhong)點行(xing)業(ye)(ye)碳(tan)計(ji)量(liang)(liang)(liang)體系(xi)建(jian)設,強(qiang)(qiang)化重(zhong)點碳(tan)排放(fang)單位(wei)計(ji)量(liang)(liang)(liang)要求(qiu),督促(cu)合理配備和(he)(he)使用計(ji)量(liang)(liang)(liang)器具,探索開展碳(tan)計(ji)量(liang)(liang)(liang)審查。發揮國家碳(tan)計(ji)量(liang)(liang)(liang)中(zhong)心(xin)(內(nei)蒙古)作用,圍繞碳(tan)計(ji)量(liang)(liang)(liang)的(de)核(he)心(xin)和(he)(he)關鍵共性(xing)技(ji)術(shu),開展相(xiang)關基礎、前沿(yan)和(he)(he)應(ying)用技(ji)術(shu)研(yan)究(jiu),增強(qiang)(qiang)計(ji)量(liang)(liang)(liang)在碳(tan)排放(fang)雙控(kong)(kong)中(zhong)的(de)服務支(zhi)撐作用。健(jian)全(quan)碳(tan)排放(fang)認(ren)證體系(xi),探索建(jian)立重(zhong)點產品全(quan)生命周(zhou)期碳(tan)足(zu)跡(ji)(ji)標(biao)準和(he)(he)碳(tan)足(zu)跡(ji)(ji)、碳(tan)標(biao)簽認(ren)證制度,開展重(zhong)點產品碳(tan)足(zu)跡(ji)(ji)核(he)算和(he)(he)評(ping)價,推動(dong)自治區碳(tan)足(zu)跡(ji)(ji)碳(tan)標(biao)簽國內(nei)國際互通(tong)互認(ren)。

(四(si))健全法(fa)(fa)制(zhi)保(bao)障(zhang)。開展碳(tan)(tan)達(da)(da)峰碳(tan)(tan)中和配套法(fa)(fa)規制(zhi)度(du)前(qian)期研究(jiu),適(shi)時推動出臺自治區碳(tan)(tan)達(da)(da)峰碳(tan)(tan)中和地(di)方性法(fa)(fa)規,加強碳(tan)(tan)排放(fang)雙(shuang)控工作(zuo)法(fa)(fa)制(zhi)保(bao)障(zhang)。

(三)實(shi)施綠色低碳(tan)示(shi)(shi)范工(gong)程。組(zu)(zu)織實(shi)施源(yuan)(yuan)(yuan)頭減碳(tan)、過(guo)程降(jiang)碳(tan)、末端(duan)固(gu)碳(tan)3類綠色低碳(tan)示(shi)(shi)范項目(mu),強(qiang)化(hua)(hua)政(zheng)策引導,完善激勵機制(zhi),全鏈條(tiao)推進減排降(jiang)碳(tan)。聚焦能(neng)(neng)源(yuan)(yuan)(yuan)領(ling)域,組(zu)(zu)織實(shi)施非(fei)化(hua)(hua)石(shi)(shi)能(neng)(neng)源(yuan)(yuan)(yuan)先(xian)進示(shi)(shi)范、化(hua)(hua)石(shi)(shi)能(neng)(neng)源(yuan)(yuan)(yuan)清潔高效開發利用(yong)、先(xian)進電網和儲能(neng)(neng)示(shi)(shi)范、綠氫(qing)減碳(tan)示(shi)(shi)范等源(yuan)(yuan)(yuan)頭減碳(tan)類示(shi)(shi)范項目(mu)。聚焦重(zhong)點領(ling)域,組(zu)(zu)織實(shi)施工(gong)業、建筑、交通、減污降(jiang)碳(tan)協同、低碳(tan)(近(jin)零碳(tan))產業園區(qu)等過(guo)程降(jiang)碳(tan)類示(shi)(shi)范項目(mu)。聚焦末端(duan)治(zhi)理(li),組(zu)(zu)織實(shi)施全流(liu)程規(gui)模化(hua)(hua)CCUS、二(er)氧化(hua)(hua)碳(tan)先(xian)進高效捕(bu)集、二(er)氧化(hua)(hua)碳(tan)資源(yuan)(yuan)(yuan)化(hua)(hua)利用(yong)及固(gu)碳(tan)等末端(duan)固(gu)碳(tan)類示(shi)(shi)范項目(mu)。綜(zong)合運用(yong)投(tou)資、財政(zheng)、金(jin)融(rong)等方式支持示(shi)(shi)范項目(mu)建設(she),鼓(gu)勵各類企(qi)業積極參(can)與綠色低碳(tan)領(ling)域創新與投(tou)資。
(四)實(shi)施零(ling)(ling)(ling)碳(tan)(tan)(tan)低(di)碳(tan)(tan)(tan)園(yuan)(yuan)區(qu)(qu)(qu)(qu)建(jian)(jian)(jian)(jian)設(she)(she)示范工程。加強(qiang)(qiang)零(ling)(ling)(ling)碳(tan)(tan)(tan)低(di)碳(tan)(tan)(tan)園(yuan)(yuan)區(qu)(qu)(qu)(qu)建(jian)(jian)(jian)(jian)設(she)(she)統(tong)籌規劃,以(yi)工業(ye)園(yuan)(yuan)區(qu)(qu)(qu)(qu)綠色低(di)碳(tan)(tan)(tan)轉型為導向,以(yi)提高新能(neng)(neng)源(yuan)消納(na)利用(yong)為目標,統(tong)籌風光資(zi)源(yuan)和用(yong)電負荷(he)(he)分布,選取(qu)基(ji)礎設(she)(she)施完善、新增(zeng)負荷(he)(he)較(jiao)大(da)、自主調峰能(neng)(neng)力較(jiao)強(qiang)(qiang)的工業(ye)園(yuan)(yuan)區(qu)(qu)(qu)(qu)開展零(ling)(ling)(ling)碳(tan)(tan)(tan)低(di)碳(tan)(tan)(tan)園(yuan)(yuan)區(qu)(qu)(qu)(qu)建(jian)(jian)(jian)(jian)設(she)(she)。深化鄂(e)爾(er)多斯(si)蒙蘇、包頭達茂(mao)零(ling)(ling)(ling)碳(tan)(tan)(tan)園(yuan)(yuan)區(qu)(qu)(qu)(qu)建(jian)(jian)(jian)(jian)設(she)(she),加快推進(jin)(jin)通遼霍林郭勒、包頭鋁業(ye)、鄂(e)爾(er)多斯(si)鄂(e)托克、阿拉善烏斯(si)太等低(di)碳(tan)(tan)(tan)園(yuan)(yuan)區(qu)(qu)(qu)(qu)建(jian)(jian)(jian)(jian)設(she)(she),推動園(yuan)(yuan)區(qu)(qu)(qu)(qu)在源(yuan)、網、荷(he)(he)、儲建(jian)(jian)(jian)(jian)設(she)(she)和綠電發、供、配(pei)、用(yong)等方(fang)面取(qu)得(de)實(shi)質性(xing)突(tu)破,促(cu)進(jin)(jin)新能(neng)(neng)源(yuan)與高載能(neng)(neng)產(chan)業(ye)融(rong)合發展,力爭(zheng)零(ling)(ling)(ling)碳(tan)(tan)(tan)園(yuan)(yuan)區(qu)(qu)(qu)(qu)新能(neng)(neng)源(yuan)消納(na)利用(yong)比例(li)達到80%、低(di)碳(tan)(tan)(tan)園(yuan)(yuan)區(qu)(qu)(qu)(qu)新能(neng)(neng)源(yuan)消納(na)利用(yong)比例(li)達到50%,形成綠色低(di)碳(tan)(tan)(tan)發展的重要(yao)載體。強(qiang)(qiang)化標準引(yin)領(ling),開展零(ling)(ling)(ling)碳(tan)(tan)(tan)低(di)碳(tan)(tan)(tan)產(chan)業(ye)園(yuan)(yuan)標準化體系建(jian)(jian)(jian)(jian)設(she)(she),增(zeng)強(qiang)(qiang)自治區(qu)(qu)(qu)(qu)在零(ling)(ling)(ling)碳(tan)(tan)(tan)低(di)碳(tan)(tan)(tan)園(yuan)(yuan)區(qu)(qu)(qu)(qu)建(jian)(jian)(jian)(jian)設(she)(she)領(ling)域規則制(zhi)定的主導權和話(hua)語權。
七、強化組織實施保(bao)障
(一)加強組織協(xie)調(diao)。在自(zi)治區黨委和政府統一領導下,自(zi)治區發展改革委要(yao)加強能(neng)耗雙(shuang)(shuang)(shuang)控(kong)向(xiang)碳(tan)(tan)排放(fang)雙(shuang)(shuang)(shuang)控(kong)轉(zhuan)變工作的統籌(chou)協(xie)調(diao),組建能(neng)耗雙(shuang)(shuang)(shuang)控(kong)向(xiang)碳(tan)(tan)排放(fang)雙(shuang)(shuang)(shuang)控(kong)轉(zhuan)變先(xian)行先(xian)試工作專班(ban),研究重(zhong)大(da)問題(ti),協(xie)調(diao)重(zhong)大(da)事項,調(diao)度重(zhong)點(dian)工作任務(wu)進展,組織開展評(ping)價(jia)考核(he)。自(zi)治區生態(tai)環(huan)境廳(ting)、工業和信息(xi)化(hua)廳(ting)、國資委、市場監管局(ju)、統計局(ju)、能(neng)源局(ju)等相關部門(men)要(yao)按照職(zhi)責分(fen)工,加強協(xie)調(diao)配合,形成工作合力,扎實(shi)推進相關工作。
(二)強(qiang)化目標任(ren)務落實(shi)(shi)。各(ge)(ge)地區(qu)、各(ge)(ge)有關(guan)部(bu)門(men)要(yao)(yao)充分認(ren)識(shi)能(neng)耗雙(shuang)控向(xiang)碳(tan)排放雙(shuang)控轉變(bian)的重要(yao)(yao)性(xing)、復雜性(xing)和(he)(he)艱巨(ju)性(xing),按(an)照(zhao)本方案確定的主要(yao)(yao)目標和(he)(he)重點(dian)(dian)工作(zuo)任(ren)務,切實(shi)(shi)扛(kang)起(qi)責任(ren),抓好各(ge)(ge)項任(ren)務落實(shi)(shi)。各(ge)(ge)地區(qu)要(yao)(yao)認(ren)真落實(shi)(shi)節(jie)(jie)能(neng)和(he)(he)碳(tan)排放管理(li)目標責任(ren),加強(qiang)節(jie)(jie)能(neng)降碳(tan)工作(zuo)監督管理(li),嚴格(ge)高耗能(neng)、高排放項目前期手續和(he)(he)事(shi)中事(shi)后監管,按(an)照(zhao)自治區(qu)安排部(bu)署開展(zhan)相關(guan)工作(zuo)、落實(shi)(shi)相關(guan)任(ren)務。各(ge)(ge)有關(guan)部(bu)門(men)要(yao)(yao)加強(qiang)對(dui)重點(dian)(dian)領域、重點(dian)(dian)行業(ye)節(jie)(jie)能(neng)降碳(tan)工作(zuo)的監測評價(jia)和(he)(he)形勢研判,加強(qiang)政策儲備,健全制(zhi)度機制(zhi)。各(ge)(ge)級(ji)財政部(bu)門(men)要(yao)(yao)加大對(dui)能(neng)耗雙(shuang)控向(xiang)碳(tan)排放雙(shuang)控轉變(bian)工作(zuo)的資(zi)金支持力度,強(qiang)化資(zi)金保障(zhang)。
(三)加大(da)宣傳培訓力(li)度。各地區、各有關(guan)部(bu)門要加強對能(neng)(neng)耗雙控向(xiang)碳排放(fang)雙控轉變工(gong)作的(de)政策(ce)宣傳解(jie)讀,深(shen)化各級(ji)領導干部(bu)對節(jie)能(neng)(neng)降碳工(gong)作的(de)理解(jie)和把握。加強碳排放(fang)雙控基礎能(neng)(neng)力(li)建(jian)設,組織開(kai)(kai)展分階段、多層次的(de)碳排放(fang)統計核算和碳排放(fang)雙控工(gong)作培訓,普及(ji)基礎知識,宣講政策(ce)要點,提升相(xiang)關(guan)工(gong)作人員專業(ye)素養(yang)和業(ye)務能(neng)(neng)力(li)。充分利用全(quan)國(guo)節(jie)能(neng)(neng)宣傳周、低碳日(ri)、全(quan)國(guo)生態日(ri)等主(zhu)題(ti)活動,組織開(kai)(kai)展節(jie)能(neng)(neng)降碳主(zhu)題(ti)宣傳活動,營造(zao)良好社會氛圍。
內蒙古(gu)自(zi)治區(qu)能耗雙控向(xiang)碳排放雙控轉(zhuan)變先行先試2024年工作(zuo)要點
2024年是(shi)自(zi)治區先行先試推動(dong)能(neng)耗(hao)雙(shuang)(shuang)(shuang)控(kong)(kong)(kong)向(xiang)(xiang)碳(tan)(tan)排放雙(shuang)(shuang)(shuang)控(kong)(kong)(kong)轉(zhuan)變(bian)的起步之年,也是(shi)夯實碳(tan)(tan)排放統(tong)計核算基礎、建立健全碳(tan)(tan)排放雙(shuang)(shuang)(shuang)控(kong)(kong)(kong)制度政策體系的關鍵之年。為扎實有序推進能(neng)耗(hao)雙(shuang)(shuang)(shuang)控(kong)(kong)(kong)向(xiang)(xiang)碳(tan)(tan)排放雙(shuang)(shuang)(shuang)控(kong)(kong)(kong)轉(zhuan)變(bian),根(gen)據《內蒙(meng)古自(zi)治區能(neng)耗(hao)雙(shuang)(shuang)(shuang)控(kong)(kong)(kong)向(xiang)(xiang)碳(tan)(tan)排放雙(shuang)(shuang)(shuang)控(kong)(kong)(kong)轉(zhuan)變(bian)先行先試工作(zuo)方案》,制定本工作(zuo)要點(dian)。
一(yi)、夯實碳排放統計核算基礎
(一)盟市碳排放統計(ji)核算。
1.制定(ding)出臺盟(meng)市(shi)能(neng)(neng)(neng)源(yuan)(yuan)活(huo)動碳排(pai)放(fang)統計核算(suan)方案。健全盟(meng)市(shi)間化石能(neng)(neng)(neng)源(yuan)(yuan)電力調入調出測算(suan)。確定(ding)能(neng)(neng)(neng)源(yuan)(yuan)活(huo)動各類能(neng)(neng)(neng)源(yuan)(yuan)品種碳排(pai)放(fang)因(yin)子。開展(zhan)盟(meng)市(shi)2020—2023年(nian)能(neng)(neng)(neng)源(yuan)(yuan)活(huo)動碳排(pai)放(fang)試算(suan)。
2.研(yan)究擬(ni)定盟市工業(ye)(ye)生(sheng)產過程(cheng)碳排(pai)放(fang)統計核(he)算(suan)(suan)方案(an)。研(yan)究電(dian)石、精(jing)甲醇、合(he)成氨、水(shui)泥熟(shu)料、生(sheng)石灰、粗(cu)鋼(gang)、鐵(tie)合(he)金、原鋁、工業(ye)(ye)硅等(deng)工業(ye)(ye)生(sheng)產過程(cheng)碳排(pai)放(fang)因(yin)子。適時開展盟市工業(ye)(ye)生(sheng)產過程(cheng)碳排(pai)放(fang)核(he)算(suan)(suan)試(shi)算(suan)(suan)。
3.開展盟市碳排放季度快報方(fang)法研究(jiu)。
(二)企(qi)業(ye)碳(tan)排(pai)放核(he)算(suan)。以重(zhong)點行業(ye)企(qi)業(ye)碳(tan)排(pai)放報告與核(he)查(cha)為(wei)基礎(chu),研究擬訂企(qi)業(ye)碳(tan)排(pai)放核(he)算(suan)方法。開展重(zhong)點碳(tan)排(pai)放企(qi)業(ye)2020年、2023年碳(tan)排(pai)放試算(suan)。
(三)生態(tai)系統(tong)碳(tan)儲(chu)(chu)量(liang)(liang)(liang)和碳(tan)匯(hui)量(liang)(liang)(liang)核(he)算。開展(zhan)全區森(sen)林、草原(yuan)、濕(shi)地生態(tai)系統(tong)碳(tan)匯(hui)調查監測,核(he)算全區及各盟市2020年、2023年生態(tai)系統(tong)碳(tan)儲(chu)(chu)量(liang)(liang)(liang)和碳(tan)匯(hui)量(liang)(liang)(liang)。
(四)碳(tan)(tan)減(jian)排(pai)(pai)(pai)工程(cheng)減(jian)排(pai)(pai)(pai)量(liang)核(he)算。制定碳(tan)(tan)減(jian)排(pai)(pai)(pai)工程(cheng)(CCUS等)減(jian)排(pai)(pai)(pai)量(liang)核(he)算指(zhi)南。組織(zhi)各盟市申報2021—2023年建成投運(yun)的碳(tan)(tan)減(jian)排(pai)(pai)(pai)工程(cheng),開展碳(tan)(tan)減(jian)排(pai)(pai)(pai)量(liang)測算。
二、建立(li)健全碳排(pai)放(fang)雙控核(he)心(xin)制(zhi)度體(ti)系
(一)碳排放雙控目(mu)標評價考核。
1.建立體(ti)現源頭減碳、過(guo)程(cheng)降碳、末(mo)端固碳全過(guo)程(cheng)的碳排(pai)放雙(shuang)控(kong)目(mu)標責(ze)任評價(jia)(jia)考核制(zhi)度(du)。組織開展2021—2023年盟市碳排(pai)放雙(shuang)控(kong)目(mu)標試(shi)評價(jia)(jia)。
2.科學設定全(quan)區(qu)“十(shi)四五”碳排放總量(liang)控制(zhi)預期性目(mu)標,合理分解各(ge)盟(meng)市碳排放總量(liang)目(mu)標。
(二(er))碳(tan)排(pai)放雙控管理(li)。
1.制定在項目(mu)節(jie)能審查中開展碳(tan)排(pai)放評價工作指南。
2.研究制定《內蒙古自治區碳排放(fang)(fang)預(yu)算(suan)管理(li)制度(du)實(shi)施方案(an)》。啟動盟市碳排放(fang)(fang)預(yu)算(suan)管理(li)方案(an)編制工作。
(三(san))碳(tan)排放雙控形(xing)勢監測。
1.優(you)化完(wan)善電-碳計(ji)算模型(xing),根據全區及各盟市季度能耗(hao)、用電量等數據,開展碳排(pai)放雙(shuang)控形勢(shi)季度監測。
2.啟(qi)動國(guo)家碳計量中心(內蒙古)碳達峰(feng)碳中和(he)在線監測系統建設。
三、健全完善碳排放雙控(kong)配套政策(ce)體系
(一)標準認證(zheng)體(ti)系。
1.探索研制產(chan)品碳足(zu)跡(ji)核算基礎通用規(gui)則,研究確(que)定先行開展碳足(zu)跡(ji)核算的(de)重點產(chan)品,推動建(jian)立重點行業碳足(zu)跡(ji)背景(jing)數據庫。
2.推進零(ling)碳(tan)(tan)低(di)碳(tan)(tan)園(yuan)區標準化體系建設。
(二(er))市場(chang)化機制。探索建立(li)碳減排(pai)量(liang)(liang)指(zhi)標(biao)(biao)市場(chang)化交易機制,研究對各地區節能(neng)(neng)降碳、淘(tao)汰產(chan)能(neng)(neng)、用能(neng)(neng)結構優化、CCUS等碳減排(pai)工程(cheng)、生態系統碳匯CCER項目(mu)等形成的(de)(de)碳減排(pai)量(liang)(liang)指(zhi)標(biao)(biao)分類實行差別化市場(chang)配置,用于化解新上項目(mu)對地區碳排(pai)放雙控(kong)目(mu)標(biao)(biao)的(de)(de)影響。
四、完善能(neng)耗總量和強度調控(kong)
(一)用(yong)能(neng)預(yu)(yu)算(suan)管理(li)(li)。制(zhi)定《內蒙(meng)古自治區(qu)用(yong)能(neng)預(yu)(yu)算(suan)管理(li)(li)制(zhi)度實施方案(2.0版)》,建立新(xin)上項目用(yong)能(neng)彈性保(bao)障機(ji)制(zhi)。組織(zhi)各盟(meng)市(shi)編(bian)制(zhi)本(ben)地區(qu)《“十(shi)四五”用(yong)能(neng)預(yu)(yu)算(suan)管理(li)(li)方案(2.0版)》。
(二)重(zhong)(zhong)點領域節能管理。組織(zhi)開展(zhan)高耗能行業重(zhong)(zhong)點企業能效(xiao)(xiao)“普(pu)查”,建立高耗能行業能效(xiao)(xiao)水平清單。
(三(san))節(jie)能形勢動態監測。
1.健全完善節能(neng)形勢監(jian)(jian)測(ce)模型(xing),加強(qiang)能(neng)耗運行、重(zhong)點用能(neng)項(xiang)目建設(she)投產進(jin)度(du)、新能(neng)源項(xiang)目建設(she)運行、并網(wang)消納和市場化消納等動態監(jian)(jian)測(ce)、分析預警。
2.增強(qiang)能耗(hao)在線(xian)監測系統功(gong)能,完善重(zhong)點(dian)用能單位(wei)能源利用狀況報(bao)告制度。
3.優化完善全區及各盟市季度(du)(du)、年度(du)(du)可再(zai)生能(neng)源電力消(xiao)費(fei)量測算方法。
五、組織實施重點行動和示范工程
(一)綠電消(xiao)納利用提(ti)升行動。
1.加快推進落實(shi)自治區《新(xin)(xin)能(neng)(neng)源(yuan)(yuan)倍增行動方(fang)案(an)》、《關于促進新(xin)(xin)能(neng)(neng)源(yuan)(yuan)消(xiao)納若干舉(ju)措(cuo)》。推動待建(jian)在建(jian)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)發電項(xiang)(xiang)目盡早并網。優先(xian)支持6類新(xin)(xin)能(neng)(neng)源(yuan)(yuan)市場化(hua)消(xiao)納項(xiang)(xiang)目建(jian)設(she),積(ji)極探索新(xin)(xin)的市場化(hua)項(xiang)(xiang)目應(ying)(ying)用(yong)(yong)場景開發模式(shi)。實(shi)施跨地區合(he)作新(xin)(xin)能(neng)(neng)源(yuan)(yuan)消(xiao)納項(xiang)(xiang)目。開展存(cun)量用(yong)(yong)電負荷綠電替代示范工程(cheng)、新(xin)(xin)增大(da)負荷綠電應(ying)(ying)用(yong)(yong)試點。實(shi)施增量配(pei)電網消(xiao)納新(xin)(xin)能(neng)(neng)源(yuan)(yuan)試點。2024年,全區新(xin)(xin)增新(xin)(xin)能(neng)(neng)源(yuan)(yuan)發電并網裝(zhuang)機規(gui)模力(li)爭達到4000萬(wan)千瓦以上。
2.提(ti)升(sheng)電(dian)力系統調(diao)節能(neng)(neng)力。持續推進煤電(dian)機組(zu)靈(ling)活性改造,提(ti)升(sheng)煤電(dian)機組(zu)參與調(diao)峰積極性。完(wan)善儲(chu)(chu)能(neng)(neng)政(zheng)策體系,規劃(hua)建設(she)新型獨立儲(chu)(chu)能(neng)(neng)電(dian)站(zhan),推動儲(chu)(chu)能(neng)(neng)發揮新能(neng)(neng)源(yuan)消納作(zuo)用。規劃(hua)建設(she)抽水蓄能(neng)(neng)電(dian)站(zhan)。夯實“智能(neng)(neng)調(diao)度”基(ji)礎,發揮電(dian)網要素配置能(neng)(neng)力提(ti)升(sheng)新能(neng)(neng)源(yuan)消納。
3.完善(shan)新(xin)能(neng)(neng)源價(jia)格和市(shi)場(chang)(chang)交(jiao)易(yi)政策(ce)。保(bao)障新(xin)能(neng)(neng)源電(dian)(dian)(dian)力市(shi)場(chang)(chang)交(jiao)易(yi)價(jia)格在合理區間(jian),穩定新(xin)能(neng)(neng)源市(shi)場(chang)(chang)預期。新(xin)能(neng)(neng)源市(shi)場(chang)(chang)化項目直接與用電(dian)(dian)(dian)負(fu)荷(he)交(jiao)易(yi),促進(jin)用電(dian)(dian)(dian)負(fu)荷(he)更多購買綠電(dian)(dian)(dian)。持續優化電(dian)(dian)(dian)價(jia)政策(ce),充分(fen)發揮電(dian)(dian)(dian)價(jia)引導作用促進(jin)新(xin)能(neng)(neng)源消納。
(二)生(sheng)態系統碳匯(hui)應用提升行動。
1.積極開發符(fu)合我區實際(ji)的林草(cao)濕(shi)碳匯(hui)項(xiang)目方(fang)法學,采用“揭榜掛(gua)帥”方(fang)式(shi),加強天然林、人工灌木林和草(cao)原保護碳匯(hui)方(fang)法學科研攻關。
2.按照國家(jia)造(zao)林碳匯項目方法學,積極組織開發儲備林業(ye)碳匯CCER項目,推動自治區經(jing)國家(jia)核(he)證(zheng)的(de)林業(ye)碳匯CCER項目參與全國碳排放權交易。
3.通(tong)過碳(tan)排放(fang)雙控制度設(she)計(ji)拓展生(sheng)態系(xi)統碳(tan)匯(hui)(hui)應用途徑。將各地(di)區(qu)生(sheng)態系(xi)統固碳(tan)量(liang)納入(ru)對盟(meng)市的(de)碳(tan)排放(fang)雙控目(mu)標(biao)評價考核,抵消地(di)區(qu)碳(tan)排放(fang)量(liang)。將各地(di)區(qu)經國家核證的(de)生(sheng)態系(xi)統碳(tan)匯(hui)(hui)CCER項(xiang)目(mu)納入(ru)自治區(qu)碳(tan)減排量(liang)指標(biao)交易,用于滿足新上項(xiang)目(mu)碳(tan)排放(fang)指標(biao)需求(qiu)。
(三)綠色低(di)碳示(shi)范(fan)工程(cheng)。組織實(shi)施源頭減碳、過程(cheng)降碳、末端固碳三類18個綠色低(di)碳先(xian)進技術示(shi)范(fan)工程(cheng)項目。
(四(si))零(ling)碳低碳園區建設(she)示(shi)范工程。深(shen)化(hua)鄂(e)爾(er)多斯蒙蘇、包頭(tou)達(da)茂零(ling)碳園區,通遼霍(huo)林郭勒、包頭(tou)鋁業(ye)、鄂(e)爾(er)多斯鄂(e)托克、阿(a)拉善烏斯太低碳園區建設(she),探索“綠色(se)供電(dian)+綠色(se)低碳產(chan)業(ye)”協同發(fa)展模式,優化(hua)新能源配置(zhi),提高綠電(dian)消(xiao)納利用比例,推動(dong)園區產(chan)業(ye)綠色(se)低碳發(fa)展。
