11月9日,2023世(shi)界儲能(neng)大(da)會在福建寧德(de)盛大(da)召開。中(zhong)(zhong)國(guo)華能(neng)集團有限公(gong)司董事長溫樞剛以視頻(pin)形式發表主題演講。溫樞剛指出,中(zhong)(zhong)國(guo)正加快構建清潔低碳(tan)、安全充裕、經濟高效、供需協(xie)同、靈活智能(neng)的(de)(de)新(xin)(xin)型電力系統(tong)。儲能(neng)作為(wei)電力系統(tong)的(de)(de)調節器,在改善(shan)新(xin)(xin)能(neng)源系統(tong)友好性、加快構建新(xin)(xin)型電力系統(tong)中(zhong)(zhong)發揮的(de)(de)重要作用、承(cheng)擔的(de)(de)重要責任。

與此同時,中國華能(neng)(neng)(neng)也著(zhu)力推動(dong)重(zhong)大儲能(neng)(neng)(neng)工程示(shi)范(fan)(fan)項(xiang)目(mu)有效落(luo)地。積(ji)極打(da)造新(xin)樣(yang)板,成功(gong)投運世界首(shou)臺非補(bu)燃壓縮(suo)空(kong)氣儲能(neng)(neng)(neng)電(dian)站(zhan)江(jiang)蘇金壇沿線壓縮(suo)空(kong)氣儲能(neng)(neng)(neng),為我國非補(bu)燃壓縮(suo)空(kong)氣儲能(neng)(neng)(neng)技術的(de)(de)商業化應用(yong)奠定了(le)基礎。建成國內首(shou)套(tao)66萬(wan)千(qian)瓦(wa)火(huo)(huo)電(dian)機(ji)組耦合蒸汽熔(rong)鹽儲熱調峰調頻示(shi)范(fan)(fan)項(xiang)目(mu),為火(huo)(huo)電(dian)機(ji)組的(de)(de)靈(ling)活性(xing)改(gai)造提供(gong)了(le)新(xin)路線。成功(gong)投入國內首(shou)個飛輪儲能(neng)(neng)(neng)加百萬(wan)千(qian)瓦(wa)級(ji)中間20載熱火(huo)(huo)電(dian)機(ji)組聯合調頻項(xiang)目(mu),填(tian)補(bu)了(le)我國在(zai)該領(ling)域技術應用(yong)方面(mian)的(de)(de)空(kong)白。


溫樞剛指出,應對氣(qi)候變化,能(neng)源領域是(shi)主戰場,電力領域是(shi)主力軍(jun),儲能(neng)發揮著關(guan)鍵作用。為進一(yi)步推(tui)動儲能(neng)高(gao)質(zhi)量發展(zhan),助力新型(xing)電力系統(tong)建設,他提出三點(dian)倡(chang)議。


一是因地施策,推動儲能多場景優化布局。堅持政策導(dao)(dao)向(xiang)、需求驅動,在(zai)充(chong)分挖(wa)掘電(dian)力系統現有靈活性資源(yuan)的基礎上(shang),根據電(dian)力系統運行(xing)的實際(ji)調節的要求,合理選擇儲(chu)能(neng)類型與儲(chu)能(neng)市(shi)(shi)場,以市(shi)(shi)場化方(fang)式引導(dao)(dao)各類主體(ti)投(tou)資建設,統籌考慮電(dian)源(yuan)特性,優化儲(chu)能(neng)配置的規(gui)模(mo)形式,提高儲(chu)能(neng)利用率,發揮最佳(jia)調節能(neng)力。


二是多元發展,實現新型電力系統協調運行。堅持兼容并蓄(xu),推動(dong)儲(chu)(chu)水、儲(chu)(chu)電(dian)、儲(chu)(chu)熱(re)、儲(chu)(chu)氣和儲(chu)(chu)氫等覆蓋(gai)全周(zhou)期的(de)多類(lei)型儲(chu)(chu)能的(de)融合并舉的(de)發(fa)展。在不(bu)同(tong)時間和空間尺度上,既能滿足(zu)電(dian)網的(de)暫態穩定和短時功率平衡需求,又能滿足(zu)大規模系(xi)統調節和存儲(chu)(chu)需要,從而增強電(dian)力系(xi)統動(dong)態平衡的(de)能力。


三是深化合作,促進各類儲能技術創新發展。堅(jian)持合(he)作(zuo)共贏,以(yi)世界儲(chu)能大(da)(da)會為(wei)平臺和橋梁(liang),促進儲(chu)能領域國際合(he)作(zuo)交流,聯合(he)開展儲(chu)能關(guan)鍵(jian)技術攻關(guan),推動大(da)(da)容量(liang)長(chang)時間(jian)儲(chu)能技術規模化應用,完(wan)善儲(chu)能標準(zhun)化體(ti)系(xi)建設,積(ji)極開展人才培養和能力(li)提(ti)升(sheng),持續為(wei)儲(chu)能高質(zhi)量(liang)發展注(zhu)入強大(da)(da)動力(li)。
