關于全面推進新能源供熱高質量發展的實施意見
大力發(fa)展新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)供(gong)(gong)熱是推動(dong)本市(shi)供(gong)(gong)熱結構重構、實現(xian)(xian)碳(tan)(tan)(tan)達(da)(da)峰(feng)碳(tan)(tan)(tan)中(zhong)和(he)(he)目標的(de)(de)重要(yao)措施,對(dui)于提(ti)高供(gong)(gong)熱領域的(de)(de)非化石(shi)能(neng)(neng)(neng)源(yuan)(yuan)消費比重、減少碳(tan)(tan)(tan)排放總(zong)量(liang)具(ju)有(you)重要(yao)意(yi)(yi)義(yi)。為貫徹(che)中(zhong)共(gong)中(zhong)央、國(guo)(guo)務(wu)院《關于完整準確(que)全(quan)面貫徹(che)新(xin)(xin)發(fa)展理念(nian)做好碳(tan)(tan)(tan)達(da)(da)峰(feng)碳(tan)(tan)(tan)中(zhong)和(he)(he)工(gong)作的(de)(de)意(yi)(yi)見》、國(guo)(guo)務(wu)院《2030年前碳(tan)(tan)(tan)達(da)(da)峰(feng)行動(dong)方案》(國(guo)(guo)發(fa)〔2021〕23號(hao))總(zong)體部(bu)署,落(luo)實國(guo)(guo)家發(fa)展改革(ge)委(wei)等八部(bu)門《關于促進(jin)地(di)熱能(neng)(neng)(neng)開(kai)(kai)發(fa)利用的(de)(de)若干意(yi)(yi)見》(國(guo)(guo)能(neng)(neng)(neng)發(fa)新(xin)(xin)能(neng)(neng)(neng)規〔2021〕43號(hao))和(he)(he)市(shi)政(zheng)府《北(bei)京市(shi)碳(tan)(tan)(tan)達(da)(da)峰(feng)實施方案》(京政(zheng)發(fa)〔2022〕31號(hao))要(yao)求,實現(xian)(xian)本市(shi)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)開(kai)(kai)發(fa)利用目標,全(quan)面推動(dong)本市(shi)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)供(gong)(gong)熱高質量(liang)發(fa)展,制定本意(yi)(yi)見。
一、總體要求
(一)指導思想
堅持以習近平新(xin)時代中(zhong)國(guo)特色(se)社會(hui)主義思想為(wei)指(zhi)導,完整、準確(que)、全(quan)面(mian)貫徹(che)新(xin)發(fa)展(zhan)理念(nian)。全(quan)面(mian)落(luo)實黨的二十大(da)精神,立足能(neng)源(yuan)(yuan)資源(yuan)(yuan)稟賦,深入推進能(neng)源(yuan)(yuan)革命,統籌發(fa)展(zhan)和安全(quan),大(da)力發(fa)展(zhan)新(xin)能(neng)源(yuan)(yuan)供(gong)(gong)(gong)(gong)熱,加快構建綠色(se)低碳(tan)、多能(neng)耦(ou)合、互聯互濟、智能(neng)高效的供(gong)(gong)(gong)(gong)熱系統。充分發(fa)揮(hui)新(xin)能(neng)源(yuan)(yuan)在供(gong)(gong)(gong)(gong)熱領域的保供(gong)(gong)(gong)(gong)增供(gong)(gong)(gong)(gong)作用,推動新(xin)能(neng)源(yuan)(yuan)高質量發(fa)展(zhan),為(wei)實現碳(tan)達峰、碳(tan)中(zhong)和目標提供(gong)(gong)(gong)(gong)有力支撐。
(二)基本原則
多(duo)(duo)元發展,安(an)全可(ke)靠。拓展新(xin)能(neng)源供熱技(ji)術應用形式,堅持多(duo)(duo)元化發展。逐步構建以新(xin)能(neng)源供熱為主,城市供熱大網、燃氣鍋(guo)爐房等常規能(neng)源輔助,多(duo)(duo)種能(neng)源高(gao)效(xiao)耦合的(de)供熱系統,保障安(an)全可(ke)靠運行(xing)。
科學規劃(hua),合理(li)(li)布局。加強(qiang)頂層規劃(hua)設計,強(qiang)化(hua)資源和需(xu)求之間的高效匹配(pei),處理(li)(li)好資源開發與環境(jing)保護之間的關(guan)系。聚焦重點區域,堅持集中(zhong)式與分布式并舉,推(tui)動新能源供熱高質量(liang)發展。
創新(xin)(xin)驅(qu)動,提質(zhi)增效(xiao)。完善新(xin)(xin)能(neng)源供熱(re)(re)創新(xin)(xin)體系建設,加快新(xin)(xin)能(neng)源供熱(re)(re)在技術、開(kai)發模式、市場機制等(deng)方面的創新(xin)(xin)和試點應用。鼓勵新(xin)(xin)能(neng)源供熱(re)(re)與(yu)大數據、人(ren)工智能(neng)等(deng)技術融合,促(cu)進新(xin)(xin)能(neng)源供熱(re)(re)產(chan)業發展壯大。
政策協同,融合發(fa)(fa)展(zhan)(zhan)。加(jia)強政府部(bu)門協同聯動(dong),形(xing)成促進(jin)新能源(yuan)供熱(re)高質量發(fa)(fa)展(zhan)(zhan)的政策合力。推動(dong)新能源(yuan)供熱(re)與綠色建筑(zhu)、新基建、鄉村(cun)振興、產業園區升級等深度(du)融合,不斷拓展(zhan)(zhan)新能源(yuan)發(fa)(fa)展(zhan)(zhan)新領(ling)域、新場景。
市場主導(dao)(dao),政(zheng)府推動。充分發(fa)(fa)揮市場在資(zi)源(yuan)配置(zhi)中的決定性(xing)作用,調動企(qi)業(ye)和(he)用戶的積極性(xing),鼓勵(li)各類(lei)投(tou)資(zi)主體參與新(xin)能源(yuan)供(gong)熱系統建設。發(fa)(fa)揮政(zheng)府規(gui)劃(hua)引導(dao)(dao)、政(zheng)策激勵(li)、監督管理的作用,營造有利(li)于新(xin)能源(yuan)供(gong)熱發(fa)(fa)展(zhan)的市場環境(jing)。
(三)發展目標
堅持(chi)新(xin)能(neng)源(yuan)供(gong)熱(re)優先原則,推動供(gong)熱(re)系(xi)(xi)統綠色低碳轉型替代。提升新(xin)能(neng)源(yuan)供(gong)熱(re)比重,持(chi)續降低供(gong)熱(re)系(xi)(xi)統碳排放(fang)。禁止(zhi)新(xin)建和擴建燃氣獨立(li)供(gong)暖(nuan)系(xi)(xi)統(不(bu)具備(bei)可再生能(neng)源(yuan)供(gong)熱(re)條件的除外(wai),居民自行(xing)安裝燃氣壁掛爐采暖(nuan)除外(wai)),新(xin)建供(gong)熱(re)項(xiang)目新(xin)能(neng)源(yuan)供(gong)熱(re)裝機占比原則上不(bu)低于60%。
到(dao)2025年(nian),新(xin)能源供(gong)(gong)熱(re)(re)領(ling)域制度不(bu)斷完(wan)善、管(guan)理更加規范(fan)、規模穩步提升,力爭全(quan)市新(xin)能源供(gong)(gong)熱(re)(re)面(mian)積(ji)(ji)累(lei)計達到(dao)1.45億平方米,新(xin)能源供(gong)(gong)熱(re)(re)面(mian)積(ji)(ji)占全(quan)市供(gong)(gong)熱(re)(re)面(mian)積(ji)(ji)比重達到(dao)10%以上。
到2030年,新(xin)能源供熱(re)市(shi)場趨(qu)于成熟(shu),新(xin)能源供熱(re)產業(ye)發展(zhan)穩(wen)定、供熱(re)規模持續擴(kuo)大,力(li)爭新(xin)能源供熱(re)面積占全市(shi)供熱(re)面積比重(zhong)達到15%以上。
二、推動新能源供熱多場景應用
(一)支持公(gong)共建筑新能源供熱
挖掘(jue)本地新(xin)(xin)能(neng)源供(gong)熱(re)潛力,支持辦公樓宇、學(xue)校、醫(yi)院(yuan)、文化體育場館(guan)、交通樞紐等(deng)新(xin)(xin)增公共建筑開(kai)展新(xin)(xin)能(neng)源供(gong)熱(re)應用。結(jie)合老舊(jiu)市政(zheng)基礎設(she)施(shi)、低效(xiao)產(chan)業園(yuan)區(qu)、老舊(jiu)低效(xiao)樓宇等(deng)城(cheng)市更新(xin)(xin)改(gai)造工程,推動開(kai)展存量燃氣鍋爐供(gong)熱(re)設(she)施(shi)替代工作。(責任單位:市發展改(gai)革委、市規劃自然(ran)資源委、市住(zhu)房城(cheng)鄉(xiang)建設(she)委、市城(cheng)市管(guan)理委、相關(guan)功能(neng)區(qu)管(guan)理部門)
(二)提高(gao)居(ju)住(zhu)建(jian)筑新能源供熱比例
提高新(xin)能(neng)源供(gong)(gong)(gong)熱(re)(re)在(zai)增量居(ju)住建筑供(gong)(gong)(gong)暖中(zhong)的應(ying)用比(bi)例,在(zai)住宅(zhai)、公寓(yu)等(deng)供(gong)(gong)(gong)熱(re)(re)需求集(ji)中(zhong)的場景(jing),因地(di)制(zhi)宜(yi)優先考慮(lv)采用再生水(shui)(污水(shui))源熱(re)(re)泵(beng)、中(zhong)深層地(di)熱(re)(re)能(neng)、生物質能(neng)等(deng)新(xin)能(neng)源供(gong)(gong)(gong)熱(re)(re)系(xi)統(tong)滿足建筑供(gong)(gong)(gong)暖基礎負荷(he)。探(tan)索在(zai)集(ji)中(zhong)住宅(zhai)區引入“冷熱(re)(re)同供(gong)(gong)(gong)”模式,建設地(di)埋管地(di)源熱(re)(re)泵(beng)、再生水(shui)(污水(shui))源熱(re)(re)泵(beng)供(gong)(gong)(gong)熱(re)(re)(制(zhi)冷)等(deng)新(xin)能(neng)源系(xi)統(tong)。在(zai)通(tong)州區西(xi)集(ji)、漷(kuo)縣(xian)及大興區東(dong)部等(deng)地(di)區,試(shi)點利用中(zhong)深層地(di)熱(re)(re)耦合替(ti)代(dai)既有(you)居(ju)住建筑燃氣鍋爐供(gong)(gong)(gong)暖。(責任單(dan)位:市(shi)(shi)發展改革委(wei)、市(shi)(shi)住房(fang)城鄉建設委(wei)、市(shi)(shi)規劃(hua)自(zi)然資源委(wei)、市(shi)(shi)城市(shi)(shi)管理(li)委(wei)、市(shi)(shi)水(shui)務局)
(三)鼓勵產業園區建(jian)設新(xin)能源綜合供(gong)熱系(xi)統
推(tui)動新(xin)(xin)能源(yuan)供熱(re)與(yu)產業園(yuan)(yuan)區(qu)建(jian)(jian)設融合(he)發(fa)展(zhan),推(tui)進光伏發(fa)電、太陽能光熱(re)與(yu)新(xin)(xin)能源(yuan)供熱(re)系統協同建(jian)(jian)設、耦合(he)應(ying)用,建(jian)(jian)設區(qu)域(yu)型綜合(he)能源(yuan)站,構建(jian)(jian)綜合(he)能源(yuan)供應(ying)服務(wu)體系。鼓勵氫(qing)能熱(re)電聯(lian)供、新(xin)(xin)型儲(chu)熱(re)等技術在產業園(yuan)(yuan)區(qu)供熱(re)基(ji)礎設施的先(xian)(xian)行先(xian)(xian)試。(責任單位:市發(fa)展(zhan)改革委、市規劃(hua)自(zi)然資源(yuan)委、市城市管理委,相(xiang)關區(qu)政府)
(四)促進新能源供熱與鄉村振興融合發展(zhan)
大力推動(dong)新能源(yuan)在農業農村供熱(re)領(ling)域的應用,鼓(gu)勵設施(shi)農業、養(yang)殖基地和民(min)宅民(min)宿等(deng)采用新能源(yuan)供熱(re)。因地制(zhi)宜推動(dong)延慶(qing)、密云、懷柔(rou)、房山、門頭溝等(deng)農村地區(qu)的新能源(yuan)清(qing)潔供熱(re)替代(dai)。(責任單(dan)位:市農業農村局(ju)、市發展改(gai)革委(wei)(wei)、市規劃自然資源(yuan)委(wei)(wei)、市城市管(guan)理委(wei)(wei),相關區(qu)政府)
三、實現新能源供熱多元有序發展
按(an)照“因地制宜(yi)、多元(yuan)融(rong)合、科學布局、有序發展”的(de)理(li)念,充(chong)分(fen)挖掘本市新(xin)(xin)(xin)能(neng)源(yuan)供熱(re)潛力。聚焦(jiao)重(zhong)點區(qu)域,大力推動新(xin)(xin)(xin)能(neng)源(yuan)供熱(re)技術(shu)應用(yong)。鼓勵新(xin)(xin)(xin)能(neng)源(yuan)供熱(re)新(xin)(xin)(xin)技術(shu)試點示范,構(gou)建(jian)安全可靠的(de)新(xin)(xin)(xin)能(neng)源(yuan)多元(yuan)供熱(re)系統(tong)。推動新(xin)(xin)(xin)能(neng)源(yuan)供熱(re)系統(tong)高標準規(gui)劃(hua)、高質量(liang)建(jian)設、高比例應用(yong)、高水平管理(li)。
(一)大力推進淺層地熱能利用(yong)
在(zai)滿足空(kong)間實施(shi)條件(jian)和(he)冷(leng)熱(re)平衡要(yao)求的(de)前(qian)提下,優先采用(yong)淺(qian)層(ceng)地源(yuan)熱(re)泵(beng)(beng)(不含(han)水源(yuan)熱(re)泵(beng)(beng))系統供(gong)熱(re)(供(gong)冷(leng))。重點在(zai)平原新城(cheng)和(he)中(zhong)心城(cheng)區(qu)推廣(guang)應用(yong)淺(qian)層(ceng)地源(yuan)熱(re)泵(beng)(beng)系統,鼓(gu)勵在(zai)生態(tai)涵養區(qu)因地制宜(yi)應用(yong)。積極拓展農(nong)業基(ji)礎設(she)施(shi)、文化旅游設(she)施(shi)、園區(qu)改造升級等淺(qian)層(ceng)地源(yuan)熱(re)泵(beng)(beng)應用(yong)場景。按照“宜(yi)用(yong)盡(jin)用(yong)”的(de)原則,支持同時具備冷(leng)熱(re)負荷需求的(de)各類新建(jian)、改(擴(kuo))建(jian)建(jian)筑采用(yong)淺(qian)層(ceng)地源(yuan)熱(re)泵(beng)(beng)系統。(責任單位:市(shi)發展改革(ge)委、市(shi)規劃自然資(zi)源(yuan)委、市(shi)城(cheng)市(shi)管理委、市(shi)水務局)
(二)積極推廣(guang)再生(sheng)水(污(wu)水)源熱泵
充分(fen)開發利用(yong)再(zai)(zai)生(sheng)水(shui)(shui)(污(wu)(wu)水(shui)(shui))資源(yuan),鼓勵在具有一定規(gui)(gui)(gui)模的再(zai)(zai)生(sheng)水(shui)(shui)(污(wu)(wu)水(shui)(shui))廠(chang)周邊地(di)(di)區,以及再(zai)(zai)生(sheng)水(shui)(shui)(污(wu)(wu)水(shui)(shui))主干管(guan)(guan)網沿線范(fan)圍內,優先采用(yong)再(zai)(zai)生(sheng)水(shui)(shui)(污(wu)(wu)水(shui)(shui))源(yuan)熱泵系統(tong)供(gong)暖。圍繞再(zai)(zai)生(sheng)水(shui)(shui)管(guan)(guan)線建設(she),推動新建再(zai)(zai)生(sheng)水(shui)(shui)(污(wu)(wu)水(shui)(shui))源(yuan)熱泵項目與周邊區域開發同(tong)步規(gui)(gui)(gui)劃,預留(liu)能源(yuan)站(zhan)占地(di)(di)及管(guan)(guan)線路(lu)由(you)等規(gui)(gui)(gui)劃前期實施條件。(責(ze)任單位(wei):市(shi)發展(zhan)改革委、市(shi)規(gui)(gui)(gui)劃自(zi)然資源(yuan)委、市(shi)城市(shi)管(guan)(guan)理委、市(shi)水(shui)(shui)務局)
(三)穩妥開發中(zhong)深層地熱能
按(an)照(zhao)“以灌(guan)(guan)定采、采灌(guan)(guan)均(jun)衡、水(shui)(shui)熱(re)(re)(re)均(jun)衡、取(qu)(qu)熱(re)(re)(re)不耗水(shui)(shui)、水(shui)(shui)質不污染”的(de)(de)原(yuan)則推動(dong)中(zhong)深(shen)(shen)層(ceng)水(shui)(shui)熱(re)(re)(re)型地(di)熱(re)(re)(re)供(gong)(gong)熱(re)(re)(re)系統建(jian)設(she)。以小湯山、鳳(feng)河營、良(liang)鄉、延慶等地(di)熱(re)(re)(re)田為基礎,在(zai)滿足(zu)本(ben)市(shi)(shi)禁(jin)止和限制取(qu)(qu)水(shui)(shui)范圍管理要求的(de)(de)前提下,推動(dong)地(di)熱(re)(re)(re)資(zi)源按(an)照(zhao)地(di)熱(re)(re)(re)田區塊(kuai)統一開發(fa),高(gao)效(xiao)利用。重(zhong)點開發(fa)房山良(liang)鄉地(di)區、順義(yi)西南部(bu)、大興(xing)采育等平原(yuan)新城以及通(tong)州東南部(bu)的(de)(de)地(di)熱(re)(re)(re)資(zi)源,建(jian)設(she)中(zhong)深(shen)(shen)層(ceng)地(di)熱(re)(re)(re)供(gong)(gong)暖項目。充分(fen)發(fa)揮中(zhong)深(shen)(shen)層(ceng)井(jing)下換熱(re)(re)(re)技術“取(qu)(qu)熱(re)(re)(re)不取(qu)(qu)水(shui)(shui)、環境(jing)無干(gan)擾”的(de)(de)優勢,優先在(zai)地(di)熱(re)(re)(re)田分(fen)布范圍內建(jian)設(she)中(zhong)深(shen)(shen)層(ceng)井(jing)下換熱(re)(re)(re)示范項目。(責任(ren)單位:市(shi)(shi)規劃自然資(zi)源委、市(shi)(shi)水(shui)(shui)務局、市(shi)(shi)生態環境(jing)局、市(shi)(shi)發(fa)展改革委、市(shi)(shi)城市(shi)(shi)管理委)
(四)充分(fen)挖掘余(yu)熱資源
挖掘城(cheng)市(shi)(shi)余(yu)(yu)(yu)熱(re)(re)資(zi)(zi)源,推動余(yu)(yu)(yu)熱(re)(re)熱(re)(re)泵(beng)供(gong)熱(re)(re)系(xi)統(tong)建(jian)設(鼓勵(li)優(you)先應用低(di)碳熱(re)(re)泵(beng)技術(shu))。支持(chi)具備(bei)改(gai)造(zao)條件(jian)的(de)既有燃(ran)(ran)(ran)氣(qi)熱(re)(re)電廠(chang)(chang)、燃(ran)(ran)(ran)氣(qi)調峰熱(re)(re)源廠(chang)(chang)、燃(ran)(ran)(ran)氣(qi)鍋爐房等加(jia)裝(zhuang)煙氣(qi)余(yu)(yu)(yu)熱(re)(re)熱(re)(re)泵(beng)回(hui)收裝(zhuang)置。探(tan)索城(cheng)市(shi)(shi)工(gong)業(ye)余(yu)(yu)(yu)熱(re)(re)資(zi)(zi)源的(de)循環利用,結(jie)合(he)余(yu)(yu)(yu)熱(re)(re)熱(re)(re)泵(beng)技術(shu),建(jian)設工(gong)業(ye)余(yu)(yu)(yu)熱(re)(re)供(gong)熱(re)(re)系(xi)統(tong)。在北京(jing)經濟技術(shu)開發(fa)區(qu)(qu)、順義區(qu)(qu)等數據(ju)中(zhong)心較為(wei)集中(zhong)的(de)地區(qu)(qu),鼓勵(li)建(jian)設數據(ju)中(zhong)心余(yu)(yu)(yu)熱(re)(re)供(gong)熱(re)(re)系(xi)統(tong)。(責任單(dan)位:市(shi)(shi)城(cheng)市(shi)(shi)管理委、市(shi)(shi)發(fa)展改(gai)革委、市(shi)(shi)規劃自然資(zi)(zi)源委)
(五)推(tui)動生物質能供(gong)熱(re)發展

(三)明確項目(mu)審批(pi)流程
對于市(shi)政府(fu)直接(jie)投(tou)(tou)資的(de)新(xin)能源供(gong)熱(re)項(xiang)(xiang)目,由市(shi)發展改(gai)革委(wei)審批(pi)。對于企業投(tou)(tou)資的(de)新(xin)能源供(gong)熱(re)項(xiang)(xiang)目,由所(suo)在區發展改(gai)革部(bu)門(men)核準(zhun)立項(xiang)(xiang),市(shi)發展改(gai)革委(wei)審批(pi)資金(jin)申請報告。新(xin)能源供(gong)熱(re)項(xiang)(xiang)目申請文(wen)件應包(bao)含新(xin)能源供(gong)熱(re)系(xi)統的(de)建設(she)單(dan)位、建設(she)規模、建設(she)投(tou)(tou)資、技術方(fang)案、資金(jin)來源等主(zhu)要內容。對于主(zhu)體項(xiang)(xiang)目審批(pi)、核準(zhun)或備案文(wen)件中已(yi)包(bao)含上述主(zhu)要內容,并且已(yi)核準(zhun)新(xin)能源供(gong)熱(re)招標方(fang)案的(de),不再(zai)單(dan)獨辦理新(xin)能源供(gong)熱(re)立項(xiang)(xiang)手續。(責任單(dan)位:市(shi)發展改(gai)革委(wei),屬地發展改(gai)革部(bu)門(men))
(四)強化項目全過程管理(li)
加(jia)強新(xin)能(neng)(neng)(neng)源(yuan)供(gong)熱發展(zhan)(zhan)與規(gui)劃目(mu)(mu)標(biao)的(de)有效(xiao)銜接,推(tui)動新(xin)建建筑以及城(cheng)市(shi)(shi)(shi)更新(xin)項(xiang)目(mu)(mu)同步(bu)規(gui)劃、同步(bu)設(she)計、同步(bu)建設(she)新(xin)能(neng)(neng)(neng)源(yuan)供(gong)熱系統。加(jia)強新(xin)能(neng)(neng)(neng)源(yuan)供(gong)熱項(xiang)目(mu)(mu)設(she)計階段關鍵技術把(ba)控,強化項(xiang)目(mu)(mu)工(gong)程建設(she)質量(liang)(liang)控制,提高施工(gong)、監(jian)(jian)理專(zhuan)(zhuan)業水平。加(jia)快建設(she)完善(shan)本市(shi)(shi)(shi)新(xin)能(neng)(neng)(neng)源(yuan)監(jian)(jian)管服務平臺,對新(xin)能(neng)(neng)(neng)源(yuan)供(gong)熱項(xiang)目(mu)(mu)運(yun)行(xing)的(de)耗(hao)電量(liang)(liang)、耗(hao)水量(liang)(liang)、系統能(neng)(neng)(neng)效(xiao)等指標(biao)進行(xing)監(jian)(jian)測,對碳(tan)排放總量(liang)(liang)指標(biao)進行(xing)測算(suan)評(ping)(ping)估(gu)。對已投運(yun)的(de)新(xin)能(neng)(neng)(neng)源(yuan)供(gong)熱項(xiang)目(mu)(mu)組織項(xiang)目(mu)(mu)后評(ping)(ping)價。對市(shi)(shi)(shi)政府(fu)固定資(zi)產投資(zi)支(zhi)持的(de)新(xin)能(neng)(neng)(neng)源(yuan)供(gong)熱項(xiang)目(mu)(mu),鼓勵由具備相(xiang)應資(zi)信(xin)的(de)專(zhuan)(zhuan)業機構進行(xing)項(xiang)目(mu)(mu)建設(she)全過程管理。(責任單位:市(shi)(shi)(shi)發展(zhan)(zhan)改革委(wei)、市(shi)(shi)(shi)規(gui)劃自然資(zi)源(yuan)委(wei)、市(shi)(shi)(shi)住房城(cheng)鄉建設(she)委(wei)、市(shi)(shi)(shi)城(cheng)市(shi)(shi)(shi)管理委(wei))

六、完善市政府固定資產投資支持政策
鼓勵新(xin)能源供(gong)熱(re)規模(mo)化發展、高質量應用,加大對新(xin)能源供(gong)熱(re)新(xin)技術、新(xin)場景以及綜合應用的支持。
(一)支持標準
對符合以下(xia)條件的(de)新能源供熱項目給予市政(zheng)府固定資產(chan)投資支持(chi)。
企業投(tou)資(zi)(zi)項目(mu)。對新能源供(gong)熱(re)(re)(re)裝機(ji)(ji)(ji)占比(bi)達到60%及以(yi)上(shang)的(de)(de)(de)新能源供(gong)熱(re)(re)(re)新建(jian)及改(gai)擴建(jian)項目(mu),給(gei)予(yu)(yu)新能源建(jian)設(she)投(tou)資(zi)(zi)30%的(de)(de)(de)市政府(fu)固定資(zi)(zi)產(chan)投(tou)資(zi)(zi)支(zhi)持;裝機(ji)(ji)(ji)占比(bi)30%至60%(不含)的(de)(de)(de)給(gei)予(yu)(yu)20%資(zi)(zi)金支(zhi)持;對新能源供(gong)熱(re)(re)(re)裝機(ji)(ji)(ji)占比(bi)30%及以(yi)上(shang)的(de)(de)(de)新技(ji)術應用項目(mu)、多能耦合綜合能源站項目(mu),給(gei)予(yu)(yu)新能源建(jian)設(she)投(tou)資(zi)(zi)30%的(de)(de)(de)資(zi)(zi)金支(zhi)持。對與新能源供(gong)熱(re)(re)(re)項目(mu)配(pei)套(tao)建(jian)設(she)的(de)(de)(de)蓄熱(re)(re)(re)(冷)系(xi)統、太陽能補熱(re)(re)(re)等設(she)施給(gei)予(yu)(yu)熱(re)(re)(re)源同比(bi)例的(de)(de)(de)資(zi)(zi)金支(zhi)持。
政(zheng)府(fu)投(tou)資(zi)項目(mu)。對市政(zheng)府(fu)固定資(zi)產投(tou)資(zi)的(de)項目(mu),其中與主(zhu)體(ti)建筑配套的(de)新能源供(gong)熱(re)系(xi)統,優先由企業(ye)投(tou)資(zi)建設,并按(an)照(zhao)企業(ye)投(tou)資(zi)項目(mu)給(gei)予支(zhi)持。對于(yu)不具備(bei)企業(ye)投(tou)資(zi)條件的(de)新能源供(gong)熱(re)項目(mu),給(gei)予與主(zhu)體(ti)項目(mu)同比例(li)的(de)資(zi)金(jin)支(zhi)持。
(二)支持范圍
納入本政策的新(xin)能(neng)源(yuan)供(gong)熱(re)(re)技術(shu)類型包括:淺層地(di)源(yuan)熱(re)(re)泵(beng)(beng)(不含水(shui)源(yuan)熱(re)(re)泵(beng)(beng)),中(zhong)(zhong)深(shen)層水(shui)熱(re)(re)型地(di)熱(re)(re),中(zhong)(zhong)深(shen)層井下換熱(re)(re)型地(di)熱(re)(re),再生水(shui)源(yuan)熱(re)(re)泵(beng)(beng),污水(shui)源(yuan)熱(re)(re)泵(beng)(beng),生物質(zhi)供(gong)熱(re)(re),城(cheng)市(shi)和(he)工業余熱(re)(re)利用(鼓勵優先應(ying)用低碳熱(re)(re)泵(beng)(beng)技術(shu)),綠電蓄(xu)熱(re)(re),綠氫供(gong)熱(re)(re),集中(zhong)(zhong)式(shi)空(kong)氣源(yuan)熱(re)(re)泵(beng)(beng)以及新(xin)能(neng)源(yuan)多能(neng)耦合(he)綜合(he)能(neng)源(yuan)站等新(xin)能(neng)源(yuan)供(gong)熱(re)(re)系統。
納(na)入本政策的新能(neng)(neng)源供熱(re)(re)建設(she)投資包(bao)括:新能(neng)(neng)源供熱(re)(re)系統(tong)的取熱(re)(re)裝置及配(pei)套設(she)施,供熱(re)(re)設(she)備(bei)機(ji)房(fang),熱(re)(re)泵(beng)機(ji)組及配(pei)套設(she)施,供熱(re)(re)設(she)備(bei)機(ji)房(fang)至用戶建筑間一(yi)次管網,與(yu)綜(zong)合能(neng)(neng)源站(zhan)同步建設(she)的儲能(neng)(neng)、光伏(fu)系統(tong),智能(neng)(neng)控制監測(ce)系統(tong)等。
(三)申請方式
申(shen)請納入市(shi)級(ji)固定資(zi)產投(tou)資(zi)支(zhi)持(chi)的(de)(de)企業投(tou)資(zi)項(xiang)目(mu),由(you)市(shi)發展改(gai)(gai)革委(wei)向全社會公開(kai)征集并進行專家評(ping)審,經公示后(hou),履(lv)行相應的(de)(de)項(xiang)目(mu)入庫和資(zi)金審批程序。已申(shen)請其他市(shi)級(ji)固定資(zi)產投(tou)資(zi)支(zhi)持(chi)或運(yun)行補(bu)貼支(zhi)持(chi)的(de)(de)項(xiang)目(mu),本政策不再重復支(zhi)持(chi)。(責任(ren)單位:市(shi)發展改(gai)(gai)革委(wei),屬地發展改(gai)(gai)革部門)
七、保障措施
(一)明確職責分工(gong),加強部門(men)聯(lian)動
加(jia)強(qiang)組(zu)織領(ling)(ling)導和(he)(he)統(tong)籌協調,建(jian)(jian)(jian)立職責(ze)明確的協同推(tui)進(jin)機(ji)制(zhi)。市(shi)(shi)發(fa)展(zhan)(zhan)改革委(wei)負責(ze)制(zhi)定(ding)新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)供(gong)(gong)(gong)熱(re)(re)(re)支(zhi)持政策和(he)(he)發(fa)展(zhan)(zhan)規(gui)劃,推(tui)動能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)綠色低碳轉型和(he)(he)供(gong)(gong)(gong)熱(re)(re)(re)系統(tong)重構;提出新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)供(gong)(gong)(gong)熱(re)(re)(re)重大(da)項(xiang)目(mu)(mu)規(gui)劃布局,加(jia)強(qiang)新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)供(gong)(gong)(gong)熱(re)(re)(re)重點項(xiang)目(mu)(mu)統(tong)籌協調和(he)(he)服務(wu)調度;支(zhi)持科技(ji)創新(xin)(xin)(xin)(xin)(xin)(xin)(xin)和(he)(he)新(xin)(xin)(xin)(xin)(xin)(xin)(xin)技(ji)術示(shi)范應用(yong)(yong)(yong)(yong),培育(yu)新(xin)(xin)(xin)(xin)(xin)(xin)(xin)場(chang)景、新(xin)(xin)(xin)(xin)(xin)(xin)(xin)業(ye)態,促進(jin)產業(ye)發(fa)展(zhan)(zhan)。市(shi)(shi)規(gui)劃自然資源(yuan)(yuan)(yuan)(yuan)委(wei)負責(ze)將(jiang)新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)供(gong)(gong)(gong)熱(re)(re)(re)相(xiang)關(guan)指標(biao)(biao)要求(qiu)與各級(ji)規(gui)劃銜接落實,組(zu)織開展(zhan)(zhan)地(di)熱(re)(re)(re)資源(yuan)(yuan)(yuan)(yuan)詳勘、中深(shen)層(ceng)地(di)熱(re)(re)(re)礦(kuang)權辦理(li)(li)和(he)(he)地(di)熱(re)(re)(re)水(shui)(shui)(shui)動態監(jian)(jian)測管(guan)(guan)理(li)(li)工(gong)作(zuo)。市(shi)(shi)城市(shi)(shi)管(guan)(guan)理(li)(li)委(wei)負責(ze)新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)供(gong)(gong)(gong)熱(re)(re)(re)項(xiang)目(mu)(mu)運行(xing)備案、運行(xing)監(jian)(jian)管(guan)(guan)和(he)(he)供(gong)(gong)(gong)熱(re)(re)(re)質量(liang)監(jian)(jian)測等相(xiang)關(guan)工(gong)作(zuo)。市(shi)(shi)住房城鄉建(jian)(jian)(jian)設(she)委(wei)負責(ze)新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)供(gong)(gong)(gong)熱(re)(re)(re)項(xiang)目(mu)(mu)建(jian)(jian)(jian)設(she)質量(liang)的監(jian)(jian)督和(he)(he)管(guan)(guan)理(li)(li),建(jian)(jian)(jian)設(she)單(dan)(dan)位(wei)(wei)依據相(xiang)關(guan)標(biao)(biao)準組(zu)織開展(zhan)(zhan)竣工(gong)驗收工(gong)作(zuo)。市(shi)(shi)水(shui)(shui)(shui)務(wu)局負責(ze)地(di)熱(re)(re)(re)水(shui)(shui)(shui)取(qu)水(shui)(shui)(shui)許可審(shen)批(pi)和(he)(he)取(qu)用(yong)(yong)(yong)(yong)水(shui)(shui)(shui)管(guan)(guan)理(li)(li),對再(zai)生(sheng)水(shui)(shui)(shui)(污水(shui)(shui)(shui))源(yuan)(yuan)(yuan)(yuan)熱(re)(re)(re)泵項(xiang)目(mu)(mu)取(qu)水(shui)(shui)(shui)退水(shui)(shui)(shui)情況(kuang)進(jin)行(xing)管(guan)(guan)理(li)(li)。市(shi)(shi)科委(wei)中關(guan)村管(guan)(guan)委(wei)會負責(ze)推(tui)動新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)供(gong)(gong)(gong)熱(re)(re)(re)領(ling)(ling)域(yu)新(xin)(xin)(xin)(xin)(xin)(xin)(xin)技(ji)術、新(xin)(xin)(xin)(xin)(xin)(xin)(xin)裝(zhuang)備的科技(ji)攻(gong)關(guan)和(he)(he)示(shi)范應用(yong)(yong)(yong)(yong)。市(shi)(shi)經濟和(he)(he)信息(xi)化局負責(ze)鼓勵工(gong)業(ye)企業(ye)積極采用(yong)(yong)(yong)(yong)新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)供(gong)(gong)(gong)熱(re)(re)(re)。市(shi)(shi)生(sheng)態環境局負責(ze)指導相(xiang)關(guan)區級(ji)生(sheng)態環境主管(guan)(guan)部門做好供(gong)(gong)(gong)熱(re)(re)(re)項(xiang)目(mu)(mu)新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)利用(yong)(yong)(yong)(yong)的環境影響評(ping)價(jia)審(shen)查審(shen)批(pi)工(gong)作(zuo)。市(shi)(shi)農(nong)業(ye)農(nong)村局負責(ze)農(nong)村地(di)區新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)供(gong)(gong)(gong)熱(re)(re)(re)技(ji)術推(tui)廣(guang)應用(yong)(yong)(yong)(yong)。市(shi)(shi)統(tong)計局負責(ze)將(jiang)新(xin)(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)供(gong)(gong)(gong)熱(re)(re)(re)開發(fa)利用(yong)(yong)(yong)(yong)情況(kuang)納入本市(shi)(shi)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)統(tong)計系統(tong)。(責(ze)任單(dan)(dan)位(wei)(wei):各有關(guan)單(dan)(dan)位(wei)(wei))
(二)落實(shi)政策(ce)要求(qiu),做(zuo)好規劃銜接
新(xin)能(neng)(neng)(neng)源(yuan)供(gong)(gong)(gong)熱(re)發(fa)展(zhan)與能(neng)(neng)(neng)源(yuan)規(gui)(gui)劃(hua)、供(gong)(gong)(gong)熱(re)專(zhuan)(zhuan)項規(gui)(gui)劃(hua)、市(shi)政基礎設(she)施專(zhuan)(zhuan)項規(gui)(gui)劃(hua)和國(guo)土空(kong)間規(gui)(gui)劃(hua)充分(fen)銜接,將新(xin)能(neng)(neng)(neng)源(yuan)供(gong)(gong)(gong)熱(re)比重作為約束性指標納入各區和重點功能(neng)(neng)(neng)區的(de)規(gui)(gui)劃(hua)以及鎮域(街區)控制性詳(xiang)細規(gui)(gui)劃(hua)、地(di)塊(kuai)的(de)規(gui)(gui)劃(hua)綜合實施方案等規(gui)(gui)劃(hua)文件中。加強新(xin)能(neng)(neng)(neng)源(yuan)供(gong)(gong)(gong)熱(re)與碳排放“雙控”政策的(de)有效銜接,完(wan)善新(xin)能(neng)(neng)(neng)源(yuan)供(gong)(gong)(gong)熱(re)相關數據統計系統,探索研(yan)究(jiu)建立新(xin)能(neng)(neng)(neng)源(yuan)供(gong)(gong)(gong)熱(re)不納入能(neng)(neng)(neng)源(yuan)總量消費(fei)考核機(ji)制。(責任單位:市(shi)規(gui)(gui)劃(hua)自然(ran)資源(yuan)委、市(shi)發(fa)展(zhan)改革委、市(shi)統計局)

(四)加大宣傳力度,營造良好(hao)氛圍
充(chong)分(fen)利用未來科學城全球能(neng)源轉型高層論壇(tan)、副中心(xin)綠(lv)色發展論壇(tan)等交流平臺(tai)優勢,加(jia)大新(xin)能(neng)源供(gong)熱(re)宣傳力度。定期組織面向供(gong)熱(re)企業(ye)的(de)(de)交流、宣貫,解讀國(guo)家(jia)、行(xing)業(ye)、地(di)方(fang)有關新(xin)能(neng)源供(gong)熱(re)領域的(de)(de)法(fa)律法(fa)規(gui)、政策文件、標(biao)準規(gui)范。開(kai)展新(xin)能(neng)源供(gong)熱(re)技術專(zhuan)題、典型案例、圖集圖冊及行(xing)業(ye)標(biao)準等方(fang)面專(zhuan)題宣貫,營造(zao)促進新(xin)能(neng)源供(gong)熱(re)發展的(de)(de)良好氛(fen)圍。(責任單(dan)位:各(ge)區政府(fu)及有關單(dan)位)
