近日,國家能源局印發《關于推動光熱規模化發展有關事項的通知》(以下簡稱《通知》),提出要促進光熱發電規模化發展,充分發揮光熱發電在新能源占比逐步提高的新型電力系統中的作用,助力實現碳達峰碳中和目標。
《通(tong)知(zhi)》明確,將委托有(you)關單位開(kai)展專(zhuan)題研究工(gong)(gong)作(zuo),結合沙漠、戈壁(bi)、荒漠地(di)區新(xin)能源基地(di)建設落地(di)光(guang)(guang)熱發(fa)(fa)電(dian)項目,鼓勵有(you)條件的(de)省區出(chu)臺配套政策支(zhi)持光(guang)(guang)熱規(gui)模(mo)化發(fa)(fa)展。就《通(tong)知(zhi)》對光(guang)(guang)熱發(fa)(fa)電(dian)規(gui)模(mo)化發(fa)(fa)展作(zuo)出(chu)的(de)工(gong)(gong)作(zuo)部署,本報(bao)記者對水(shui)電(dian)水(shui)利規(gui)劃(以下簡稱(cheng)“水(shui)電(dian)總院(yuan)”)常務副院(yuan)長易躍春進行了專(zhuan)訪。
記者:《通知》印發的背景是什么?
易躍春:為(wei)推(tui)動我國光(guang)熱(re)(re)發(fa)電(dian)(dian)產(chan)業化發(fa)展,“十(shi)三(san)五(wu)”期間(jian),國家能源局組織了光(guang)熱(re)(re)發(fa)電(dian)(dian)示范項目,建(jian)成(cheng)了一批(pi)光(guang)熱(re)(re)發(fa)電(dian)(dian)項目,行業實現了從無到有的(de)突(tu)破,在(zai)技術驗(yan)證示范、裝備(bei)制造、系(xi)統(tong)集(ji)成(cheng)、開發(fa)運(yun)行等方面均(jun)取得(de)了一定成(cheng)果。在(zai)此基礎上,為(wei)持續推(tui)進(jin)光(guang)熱(re)(re)發(fa)電(dian)(dian)技術進(jin)步、產(chan)業升級(ji)、經濟(ji)性提升,“十(shi)四五(wu)”期間(jian)將繼續推(tui)動光(guang)熱(re)(re)發(fa)電(dian)(dian)規模化開發(fa),以更好發(fa)揮其優良的(de)系(xi)統(tong)調節能力、降低項目建(jian)設成(cheng)本,進(jin)而實現新能源對(dui)傳統(tong)能源的(de)安全可靠替(ti)代(dai)。這(zhe)對(dui)于實現“雙碳”目標(biao)以及構建(jian)新型能源體系(xi)具有重要(yao)意義(yi)。
記者:規模化發展光熱發電技術的意義具體體現在哪些方面?
易躍春:一是光熱發(fa)電(dian)(dian)規模化(hua)發(fa)展是加快規劃建設(she)新(xin)型(xing)電(dian)(dian)力(li)(li)系統(tong)的重(zhong)要措施。光熱發(fa)電(dian)(dian)具備長時間儲能(neng)(neng)、調峰和(he)調頻能(neng)(neng)力(li)(li),能(neng)(neng)為電(dian)(dian)力(li)(li)系統(tong)提供轉動慣量,可以在新(xin)型(xing)電(dian)(dian)力(li)(li)系統(tong)建設(she)中發(fa)揮重(zhong)要作用。
二(er)是光熱(re)發電規模化發展(zhan)是光熱(re)產(chan)業持續發展(zhan)的必(bi)然(ran)要求(qiu)。目(mu)前,光熱(re)發電成(cheng)本(ben)(ben)仍比較高(gao),度電成(cheng)本(ben)(ben)約0.65元/千瓦時(shi)至0.85元/千瓦時(shi),且技術水平(ping)仍需進一步提高(gao),規模化發展(zhan)是推動光熱(re)發電降本(ben)(ben)增效的最有效手段(duan)。
三是(shi)光熱(re)發電(dian)規模化(hua)發展是(shi)帶(dai)動(dong)(dong)傳(chuan)統產(chan)(chan)(chan)業(ye)升級擴(kuo)大內需的(de)有效(xiao)途徑。光熱(re)發電(dian)產(chan)(chan)(chan)業(ye)鏈(lian)長,規模化(hua)發展可消(xiao)化(hua)提(ti)升、鋼鐵、水泥、熔鹽(yan)等(deng)(deng)傳(chuan)統產(chan)(chan)(chan)業(ye),并(bing)帶(dai)動(dong)(dong)新(xin)材料(liao)、精密設備(bei)、智能控制等(deng)(deng)新(xin)興產(chan)(chan)(chan)業(ye)的(de)發展。
記者:我國推動光熱發電規模化發展具備了哪些條件?
易躍春:在示范項目(mu)的引領下,我國(guo)已(yi)建成投產了一(yi)批光熱發(fa)電(dian)項目(mu),對于(yu)引導產業鏈(lian)建設(she)、核(he)心裝備自主(zhu)化(hua)發(fa)展(zhan)以及人才隊伍培養起到了較好(hao)作用(yong),為光熱發(fa)電(dian)規模化(hua)發(fa)展(zhan)奠定(ding)了基礎。
一(yi)是我(wo)國(guo)實現光(guang)熱(re)發電裝(zhuang)機規(gui)模(mo)(mo)(mo)從無(wu)到有,形成(cheng)了(le)全球種類最多的(de)(de)光(guang)熱(re)發電技(ji)術(shu)路(lu)(lu)線(xian)(xian)。我(wo)國(guo)光(guang)熱(re)發電從“十三五”初期(qi)僅有個(ge)別(bie)試驗性質的(de)(de)小型(xing)項目(mu),到目(mu)前(qian)(qian)裝(zhuang)機規(gui)模(mo)(mo)(mo)達到57萬千瓦,僅次于西班牙和(he)美國(guo),位居(ju)全球第三。全球占比(bi)從2016年(nian)的(de)(de)不足0.5%提升(sheng)至(zhi)2022年(nian)的(de)(de)8.4%,實現了(le)大(da)幅度(du)增長。我(wo)國(guo)建成(cheng)投(tou)運(yun)的(de)(de)光(guang)熱(re)發電項目(mu)既有50兆瓦規(gui)模(mo)(mo)(mo),又有100兆瓦規(gui)模(mo)(mo)(mo);儲熱(re)時(shi)長最短6小時(shi)、最長15小時(shi);技(ji)術(shu)路(lu)(lu)線(xian)(xian)涵蓋了(le)熔鹽(yan)塔式(shi)、導(dao)熱(re)油槽式(shi)、熔鹽(yan)線(xian)(xian)性菲(fei)涅爾式(shi)、二次反射塔式(shi),我(wo)國(guo)成(cheng)為目(mu)前(qian)(qian)全球范圍內唯一(yi)一(yi)個(ge)擁有四種光(guang)熱(re)發電技(ji)術(shu)路(lu)(lu)線(xian)(xian)的(de)(de)國(guo)家。
二是帶動了我國(guo)自(zi)主(zhu)(zhu)(zhu)化技術的(de)發(fa)(fa)(fa)展(zhan)和(he)應(ying)用(yong)(yong),已(yi)形成具(ju)有自(zi)主(zhu)(zhu)(zhu)知識(shi)產(chan)(chan)(chan)權的(de)光熱產(chan)(chan)(chan)業(ye)(ye)鏈。目前,我國(guo)從(cong)事(shi)光熱發(fa)(fa)(fa)電相(xiang)關(guan)產(chan)(chan)(chan)業(ye)(ye)鏈產(chan)(chan)(chan)品和(he)服務(wu)的(de)企(qi)事(shi)業(ye)(ye)單位約(yue)600家,相(xiang)關(guan)從(cong)業(ye)(ye)人(ren)員數量約(yue)5.9萬(wan)人(ren),從(cong)業(ye)(ye)單位數量和(he)產(chan)(chan)(chan)品供應(ying)能(neng)(neng)力實現較大(da)增長(chang),已(yi)建(jian)(jian)立起具(ju)有完全自(zi)主(zhu)(zhu)(zhu)知識(shi)產(chan)(chan)(chan)權的(de)光熱行業(ye)(ye)全產(chan)(chan)(chan)業(ye)(ye)鏈。大(da)部分(fen)已(yi)建(jian)(jian)項目中(zhong),采用(yong)(yong)的(de)國(guo)產(chan)(chan)(chan)設備占比超過(guo)90%,槽式柔(rou)性連接件、高溫熔鹽泵閥等此前主(zhu)(zhu)(zhu)要(yao)依(yi)賴進口的(de)核心裝(zhuang)備也通過(guo)自(zi)主(zhu)(zhu)(zhu)研發(fa)(fa)(fa)、樣機研制、小批量應(ying)用(yong)(yong)等途徑,整體性能(neng)(neng)基本或者已(yi)經達到設計要(yao)求,為后續項目大(da)規模采用(yong)(yong)自(zi)主(zhu)(zhu)(zhu)化設備提供了工(gong)程業(ye)(ye)績(ji)和(he)參考(kao)。
三是培育了大(da)規模光(guang)熱(re)發電系統(tong)的設(she)(she)(she)(she)(she)(she)計集成能力,支撐光(guang)熱(re)電站規模化(hua)發展(zhan)的人(ren)才隊(dui)伍(wu)體(ti)(ti)系基(ji)本建(jian)立。項目建(jian)設(she)(she)(she)(she)(she)(she)為(wei)我國培養(yang)了一批在設(she)(she)(she)(she)(she)(she)計、集成、建(jian)設(she)(she)(she)(she)(she)(she)施(shi)工(gong)(gong)(gong)(gong)、調試、運維(wei)等(deng)方面(mian)具(ju)有實戰經(jing)驗(yan)的管理團隊(dui)和技術人(ren)才,一批在水(shui)電、新能源、火電、電力系統(tong)等(deng)方面(mian)具(ju)有豐富(fu)經(jing)驗(yan)的設(she)(she)(she)(she)(she)(she)計院和工(gong)(gong)(gong)(gong)程(cheng)(cheng)建(jian)設(she)(she)(she)(she)(she)(she)公司已深(shen)度(du)參與到項目的設(she)(she)(she)(she)(she)(she)計和建(jian)設(she)(she)(she)(she)(she)(she)工(gong)(gong)(gong)(gong)作中。例(li)如,某50兆瓦(wa)光(guang)熱(re)項目建(jian)設(she)(she)(she)(she)(she)(she),帶動了一體(ti)(ti)化(hua)設(she)(she)(she)(she)(she)(she)計、施(shi)工(gong)(gong)(gong)(gong)、調試、運維(wei)團隊(dui)進入(ru)光(guang)熱(re)領(ling)域(yu),培養(yang)了光(guang)熱(re)設(she)(she)(she)(she)(she)(she)計工(gong)(gong)(gong)(gong)程(cheng)(cheng)師30人(ren)、工(gong)(gong)(gong)(gong)程(cheng)(cheng)建(jian)設(she)(she)(she)(she)(she)(she)調試工(gong)(gong)(gong)(gong)程(cheng)(cheng)師30人(ren),提供(gong)建(jian)設(she)(she)(she)(she)(she)(she)施(shi)工(gong)(gong)(gong)(gong)崗位(wei)約1000人(ren)。
四是(shi)驗證(zheng)了光(guang)(guang)熱(re)發(fa)電的獨特優(you)勢,為后續構建新能(neng)(neng)(neng)源(yuan)占(zhan)比逐漸提高(gao)的新型電力(li)(li)系統提供了技術選(xuan)擇。從(cong)實際運(yun)(yun)行情況來看(kan),光(guang)(guang)熱(re)電站除具(ju)備與燃煤火電一樣的涉網(wang)性(xing)能(neng)(neng)(neng)外,在負荷調(diao)(diao)節(jie)范(fan)圍、爬坡(po)速率等(deng)方面比燃煤機組更好、更優(you),作為基礎(chu)負荷連(lian)續運(yun)(yun)行以及快速調(diao)(diao)節(jie)負荷參與調(diao)(diao)峰、調(diao)(diao)頻等(deng)性(xing)能(neng)(neng)(neng)得到了驗證(zheng)。此外,光(guang)(guang)熱(re)發(fa)電集發(fa)電與大容量儲熱(re)為一身,是(shi)具(ju)有靈活調(diao)(diao)節(jie)能(neng)(neng)(neng)力(li)(li)的可再生(sheng)能(neng)(neng)(neng)源(yuan),與風(feng)電光(guang)(guang)伏等(deng)新能(neng)(neng)(neng)源(yuan)多(duo)能(neng)(neng)(neng)互補,能(neng)(neng)(neng)有效減少棄(qi)風(feng)棄(qi)光(guang)(guang),促進消納,確保電網(wang)運(yun)(yun)行安全,提高(gao)用電高(gao)峰時段(duan)供給(gei)能(neng)(neng)(neng)力(li)(li)。
記者:推動光熱發電規模化發展有哪些具體措施?
易躍春:一是要做好(hao)前(qian)期規(gui)(gui)劃(hua)研究(jiu),引領光(guang)(guang)(guang)(guang)(guang)熱(re)(re)(re)規(gui)(gui)模(mo)化(hua)發(fa)(fa)展。光(guang)(guang)(guang)(guang)(guang)熱(re)(re)(re)發(fa)(fa)電(dian)規(gui)(gui)模(mo)化(hua)發(fa)(fa)展是其充分發(fa)(fa)揮系統支撐作用(yong)、實(shi)現與風電(dian)光(guang)(guang)(guang)(guang)(guang)伏互補發(fa)(fa)展的(de)(de)必由之路,應按照規(gui)(gui)劃(hua)先行的(de)(de)原則,統籌謀劃(hua)光(guang)(guang)(guang)(guang)(guang)熱(re)(re)(re)與風電(dian)光(guang)(guang)(guang)(guang)(guang)伏的(de)(de)協調(diao)發(fa)(fa)展,摸(mo)清(qing)光(guang)(guang)(guang)(guang)(guang)熱(re)(re)(re)電(dian)站(zhan)的(de)(de)場址范(fan)圍和可(ke)開(kai)發(fa)(fa)規(gui)(gui)模(mo),安排好(hao)光(guang)(guang)(guang)(guang)(guang)熱(re)(re)(re)項目(mu)(mu)(mu)的(de)(de)建設(she)時(shi)序(xu),提出(chu)能(neng)(neng)夠有(you)效促(cu)進(jin)光(guang)(guang)(guang)(guang)(guang)熱(re)(re)(re)與風光(guang)(guang)(guang)(guang)(guang)一體化(hua)發(fa)(fa)展的(de)(de)政(zheng)策機制,研究(jiu)開(kai)展先進(jin)技術(shu)(shu)示范(fan)的(de)(de)可(ke)行性,為(wei)光(guang)(guang)(guang)(guang)(guang)熱(re)(re)(re)發(fa)(fa)電(dian)的(de)(de)健康可(ke)持續發(fa)(fa)展奠定基礎。因此,《通(tong)知(zhi)》指(zhi)出(chu),要面向全國光(guang)(guang)(guang)(guang)(guang)熱(re)(re)(re)重點區域開(kai)展資源(yuan)調(diao)查評估、規(gui)(gui)劃(hua)布(bu)局(ju)(ju)研究(jiu)、光(guang)(guang)(guang)(guang)(guang)熱(re)(re)(re)與風電(dian)光(guang)(guang)(guang)(guang)(guang)伏實(shi)質性聯營研究(jiu)以及光(guang)(guang)(guang)(guang)(guang)熱(re)(re)(re)發(fa)(fa)電(dian)創新(xin)技術(shu)(shu)示范(fan)等工(gong)(gong)(gong)作,明確光(guang)(guang)(guang)(guang)(guang)熱(re)(re)(re)電(dian)站(zhan)的(de)(de)建設(she)布(bu)局(ju)(ju)和開(kai)發(fa)(fa)建設(she)時(shi)序(xu)。同時(shi),做好(hao)新(xin)能(neng)(neng)源(yuan)規(gui)(gui)劃(hua)布(bu)局(ju)(ju)和建設(she)場址的(de)(de)統籌協調(diao),合理(li)布(bu)局(ju)(ju)或(huo)預留(liu)光(guang)(guang)(guang)(guang)(guang)熱(re)(re)(re)項目(mu)(mu)(mu)場址,“十四五”期間力爭每年新(xin)開(kai)工(gong)(gong)(gong)光(guang)(guang)(guang)(guang)(guang)熱(re)(re)(re)發(fa)(fa)電(dian)項目(mu)(mu)(mu)達(da)300萬千瓦左右(you)。目(mu)(mu)(mu)前(qian),水電(dian)總院會同相(xiang)關單位,按照國家能(neng)(neng)源(yuan)局(ju)(ju)的(de)(de)工(gong)(gong)(gong)作要求,正在(zai)有(you)序(xu)推進(jin)各(ge)項研究(jiu)工(gong)(gong)(gong)作,為(wei)光(guang)(guang)(guang)(guang)(guang)熱(re)(re)(re)發(fa)(fa)電(dian)規(gui)(gui)模(mo)化(hua)發(fa)(fa)展謀好(hao)篇、起(qi)好(hao)步、開(kai)好(hao)局(ju)(ju)。
二是要結合(he)基地(di)項(xiang)(xiang)目(mu)(mu)(mu)建設,推動光(guang)熱(re)規模化開(kai)發(fa)。“十四五”期間,我國在(zai)(zai)青海、甘肅(su)、新(xin)疆、內蒙古(gu)等省區布局了多(duo)個新(xin)能(neng)源(yuan)(yuan)基地(di)項(xiang)(xiang)目(mu)(mu)(mu)。這(zhe)些新(xin)能(neng)源(yuan)(yuan)基地(di)需(xu)要調(diao)(diao)節(jie)電(dian)源(yuan)(yuan)予以支撐,光(guang)熱(re)電(dian)站既(ji)可以提(ti)供調(diao)(diao)節(jie)支撐能(neng)力,又可以進一步(bu)提(ti)升新(xin)能(neng)源(yuan)(yuan)電(dian)量占比,與(yu)大(da)基地(di)同(tong)步(bu)開(kai)發(fa)建設,在(zai)(zai)解決(jue)基地(di)調(diao)(diao)節(jie)電(dian)源(yuan)(yuan)需(xu)求(qiu)的(de)同(tong)時(shi),將有利于促(cu)進光(guang)熱(re)發(fa)電(dian)的(de)規模化發(fa)展。因此,《通知》提(ti)出,第一、二批(pi)以沙(sha)漠、戈壁、荒(huang)漠地(di)區為重點的(de)大(da)型風(feng)電(dian)光(guang)伏(fu)基地(di)中已(yi)明確了一批(pi)光(guang)熱(re)發(fa)電(dian)項(xiang)(xiang)目(mu)(mu)(mu),要抓好這(zhe)些項(xiang)(xiang)目(mu)(mu)(mu)的(de)落(luo)地(di)工作,盡(jin)快(kuai)組織開(kai)展項(xiang)(xiang)目(mu)(mu)(mu)可行(xing)性研(yan)究,在(zai)(zai)確保項(xiang)(xiang)目(mu)(mu)(mu)質量的(de)前提(ti)下(xia)加快(kuai)項(xiang)(xiang)目(mu)(mu)(mu)建設,與(yu)基地(di)內風(feng)電(dian)光(guang)伏(fu)項(xiang)(xiang)目(mu)(mu)(mu)同(tong)步(bu)開(kai)工,確保光(guang)熱(re)電(dian)站在(zai)(zai)基地(di)項(xiang)(xiang)目(mu)(mu)(mu)中有效發(fa)揮(hui)支撐調(diao)(diao)節(jie)作用。
三是要(yao)(yao)(yao)提高項(xiang)(xiang)目(mu)(mu)(mu)建設(she)質量,促進光(guang)(guang)(guang)(guang)熱(re)規模化開發(fa)(fa)。光(guang)(guang)(guang)(guang)熱(re)示范項(xiang)(xiang)目(mu)(mu)(mu)以后啟動的光(guang)(guang)(guang)(guang)熱(re)項(xiang)(xiang)目(mu)(mu)(mu),在經(jing)濟(ji)性約束下多采(cai)用“光(guang)(guang)(guang)(guang)熱(re)+”模式,按(an)一(yi)定比例(li)與風(feng)電(dian)(dian)(dian)光(guang)(guang)(guang)(guang)伏一(yi)體化開發(fa)(fa),通過經(jing)濟(ji)互補降(jiang)(jiang)低(di)(di)(di)綜合度(du)電(dian)(dian)(dian)成(cheng)本,使(shi)項(xiang)(xiang)目(mu)(mu)(mu)具備經(jing)濟(ji)性,但也出現了一(yi)些項(xiang)(xiang)目(mu)(mu)(mu)為減(jian)少投(tou)(tou)資成(cheng)本,降(jiang)(jiang)低(di)(di)(di)光(guang)(guang)(guang)(guang)熱(re)電(dian)(dian)(dian)站技術(shu)標準,縮(suo)減(jian)鏡場面積的情況,不利(li)于(yu)光(guang)(guang)(guang)(guang)熱(re)電(dian)(dian)(dian)站調節支撐(cheng)能力有效發(fa)(fa)揮。因此,為確(que)保光(guang)(guang)(guang)(guang)熱(re)電(dian)(dian)(dian)站調節支撐(cheng)能力能較好發(fa)(fa)揮,《通知》要(yao)(yao)(yao)求(qiu)各(ge)(ge)地(di)在組織(zhi)新能源基地(di)光(guang)(guang)(guang)(guang)熱(re)發(fa)(fa)電(dian)(dian)(dian)項(xiang)(xiang)目(mu)(mu)(mu)建設(she)時要(yao)(yao)(yao)合理確(que)定項(xiang)(xiang)目(mu)(mu)(mu)電(dian)(dian)(dian)源配比,技術(shu)水平要(yao)(yao)(yao)求(qiu)不得低(di)(di)(di)于(yu)國家(jia)組織(zhi)的示范項(xiang)(xiang)目(mu)(mu)(mu),并鼓勵各(ge)(ge)地(di)針(zhen)對價格、財(cai)政、土(tu)地(di)等(deng)方(fang)面出臺相關支持政策,加大力度(du)降(jiang)(jiang)低(di)(di)(di)光(guang)(guang)(guang)(guang)熱(re)電(dian)(dian)(dian)站投(tou)(tou)資建設(she)的非技術(shu)成(cheng)本,規劃發(fa)(fa)展光(guang)(guang)(guang)(guang)熱(re)發(fa)(fa)電(dian)(dian)(dian)產(chan)業集群(qun)。
