今日,青海省市場監管局就貫徹(che)落(luo)實(shi)《質(zhi)量強國建(jian)設綱要》精神對(dui)外發布實(shi)施意見,具體全文如下:
為(wei)貫徹落實(shi)中(zhong)共中(zhong)央、國務院《質量(liang)強國建設綱(gang)要》精神,統籌推(tui)進質量(liang)強省戰略,全面提高質量(liang)總體水平,結合(he)省情實(shi)際,提出如下實(shi)施(shi)意見。
一、總體要求
以(yi)習近平(ping)新時代中國特色社會主義思想(xiang)為(wei)指導,深入(ru)學習貫(guan)徹習近平(ping)總(zong)書(shu)記關于質量(liang)(liang)(liang)(liang)工(gong)(gong)作(zuo)的重(zhong)要論述(shu)和(he)對青海工(gong)(gong)作(zuo)重(zhong)要指示批示精(jing)神,以(yi)推(tui)動(dong)高質量(liang)(liang)(liang)(liang)發展為(wei)主題,促進質量(liang)(liang)(liang)(liang)變革(ge)創新,著(zhu)力提(ti)升產品、工(gong)(gong)程(cheng)、服務、環境(jing)質量(liang)(liang)(liang)(liang),助(zhu)力生態文明高地和(he)產業“四地”建設,為(wei)加快建設現(xian)代化(hua)新青海提(ti)供堅強質量(liang)(liang)(liang)(liang)支撐。
到2025年(nian),全省質(zhi)量推動經濟社(she)會發展(zhan)的作用(yong)明顯提升(sheng),質(zhi)量總(zong)體水平(ping)顯著(zhu)提高(gao),人民群眾(zhong)質(zhi)量獲(huo)得感、滿意度持續增(zeng)強。
——經(jing)濟發展質(zhi)量效益明(ming)顯提升。堅持(chi)將(jiang)生態(tai)優先、綠色(se)發展貫穿全過程、全領域(yu)。注重經(jing)濟發展與生態(tai)保護相(xiang)協調(diao)、質(zhi)量安全和經(jing)濟效益相(xiang)促(cu)進,走出(chu)一條體現青海高原特色(se)的高質(zhi)量發展新路子。
——供給質(zhi)量水(shui)平(ping)顯(xian)著提高。制造業產(chan)(chan)品質(zhi)量合格(ge)率穩定(ding)在(zai)94%以上,農畜產(chan)(chan)品監測合格(ge)率保(bao)持在(zai)98%以上,食品抽檢(jian)問題處(chu)置率達到100%。交通(tong)建設工(gong)程交工(gong)驗收合格(ge)率達到100%。生產(chan)(chan)性服務(wu)業效率和(he)專業化水(shui)平(ping)顯(xian)著提高,生活性服務(wu)業滿(man)足人民消費(fei)新需(xu)求能力顯(xian)著增強(qiang)。
——質(zhi)量(liang)基(ji)礎設施更加現代(dai)高(gao)效。質(zhi)量(liang)基(ji)礎設施體制(zhi)(zhi)機制(zhi)(zhi)不(bu)斷(duan)完善,制(zhi)(zhi)修(xiu)訂(ding)地方(fang)標(biao)準(zhun)(zhun)300項以(yi)(yi)上,制(zhi)(zhi)定團(tuan)體標(biao)準(zhun)(zhun)100項以(yi)(yi)上,全省強制(zhi)(zhi)檢定項目社(she)會公(gong)用計量(liang)標(biao)準(zhun)(zhun)增加12項,建標(biao)覆蓋率力(li)爭達90%以(yi)(yi)上。
——品(pin)牌(pai)建設成效日益增(zeng)強。大力實施(shi)“青字號”品(pin)牌(pai)培(pei)育行動,力爭注冊商(shang)標(biao)總量(liang)達到7萬件,地理標(biao)志商(shang)標(biao)累計注冊量(liang)達到45件以(yi)上,地理標(biao)志保護產品(pin)累計注冊量(liang)達到17件以(yi)上。
——質(zhi)(zhi)量(liang)治理體(ti)系更(geng)趨完(wan)善(shan)。質(zhi)(zhi)量(liang)責(ze)任有效落實,政策引導、質(zhi)(zhi)量(liang)考核、技術法規、基(ji)礎支撐體(ti)系基(ji)本建立。質(zhi)(zhi)量(liang)安(an)(an)全監管機(ji)制(zhi)更(geng)加完(wan)善(shan),重(zhong)點產品質(zhi)(zhi)量(liang)安(an)(an)全狀況持續向(xiang)好。
到(dao)2035年,全省經濟發(fa)展實現(xian)質(zhi)量(liang)效益(yi)升(sheng)級(ji),產(chan)品、工程、服務質(zhi)量(liang)達(da)到(dao)全國中等水平,生態(tai)環境質(zhi)量(liang)走(zou)在全國前(qian)列,創(chuang)新支撐質(zhi)量(liang)提(ti)升(sheng)作(zuo)用顯(xian)著(zhu)增(zeng)強,更(geng)多青海品牌走(zou)向中高端市場(chang)。
二、重點任務
(一)突出區域定位,推動經(jing)濟質量效(xiao)益型(xing)發(fa)展
1.著力打造(zao)(zao)區域質(zhi)量(liang)發(fa)(fa)(fa)展新(xin)優勢(shi)。統籌全省(sheng)區域產(chan)業(ye)(ye)布局(ju)和質(zhi)量(liang)發(fa)(fa)(fa)展現狀,注重(zhong)(zhong)發(fa)(fa)(fa)揮區域中心城市(shi)(shi)的(de)引(yin)領發(fa)(fa)(fa)展功能(neng)(neng),全省(sheng)各(ge)區域在產(chan)業(ye)(ye)鏈上下(xia)游(you)對接、共(gong)(gong)性技術研(yan)發(fa)(fa)(fa)、市(shi)(shi)場開拓、質(zhi)量(liang)提升(sheng)等方(fang)面(mian)加強合(he)(he)作,形(xing)成谷地(di)盆(pen)地(di)優勢(shi)互補(bu)、錯位協(xie)同發(fa)(fa)(fa)展、促進區域支(zhi)柱(zhu)產(chan)業(ye)(ye)質(zhi)量(liang)升(sheng)級(ji)的(de)新(xin)局(ju)面(mian)。河湟(huang)谷地(di)以新(xin)材料、先進制造(zao)(zao)、科(ke)技研(yan)發(fa)(fa)(fa)、工(gong)業(ye)(ye)設計(ji)、金融服務、文化(hua)旅游(you)等為重(zhong)(zhong)點,推(tui)動先進制造(zao)(zao)業(ye)(ye)和現代(dai)服務業(ye)(ye)融合(he)(he)。柴達木盆(pen)地(di)不斷提升(sheng)產(chan)業(ye)(ye)發(fa)(fa)(fa)展層次,促進鹽湖(hu)、冶金等存(cun)量(liang)傳統產(chan)業(ye)(ye)轉型升(sheng)級(ji),集聚(ju)增量(liang)新(xin)興產(chan)業(ye)(ye),提升(sheng)產(chan)業(ye)(ye)質(zhi)量(liang)效益。泛共(gong)(gong)和盆(pen)地(di)推(tui)動水、光、風(feng)、熱能(neng)(neng)綜合(he)(he)開發(fa)(fa)(fa),發(fa)(fa)(fa)展特色農(nong)(nong)畜產(chan)品深度(du)加工(gong),力爭(zheng)打造(zao)(zao)成為國家重(zhong)(zhong)要(yao)(yao)的(de)新(xin)能(neng)(neng)源產(chan)業(ye)(ye)基(ji)地(di)和全省(sheng)重(zhong)(zhong)要(yao)(yao)的(de)綠色有機農(nong)(nong)畜產(chan)品生產(chan)基(ji)地(di),培育(yu)和強化(hua)質(zhi)量(liang)發(fa)(fa)(fa)展比較優勢(shi)。
2.加(jia)(jia)快(kuai)(kuai)綠(lv)(lv)(lv)色(se)(se)低碳循(xun)環經濟高(gao)(gao)質(zhi)量(liang)發展(zhan)(zhan)(zhan)。推(tui)(tui)動(dong)綠(lv)(lv)(lv)色(se)(se)制造,開(kai)展(zhan)(zhan)(zhan)工業(ye)節能(neng)(neng)與綠(lv)(lv)(lv)色(se)(se)標準化(hua)行動(dong),完善(shan)綠(lv)(lv)(lv)色(se)(se)供應(ying)鏈,推(tui)(tui)進(jin)綠(lv)(lv)(lv)色(se)(se)包(bao)裝應(ying)用(yong)。做好省級以上園區(qu)循(xun)環化(hua)改造,推(tui)(tui)動(dong)產業(ye)園區(qu)綠(lv)(lv)(lv)色(se)(se)低碳循(xun)環發展(zhan)(zhan)(zhan)。持續開(kai)展(zhan)(zhan)(zhan)化(hua)肥(fei)農藥減量(liang)增效(xiao)行動(dong),全面推(tui)(tui)進(jin)秸稈綜合利用(yong)、林木(mu)廢棄物及畜(chu)禽養殖廢棄物資源化(hua)利用(yong)。落實(shi)國家(jia)碳排(pai)(pai)放計量(liang)審查制度(du),推(tui)(tui)動(dong)全省重點(dian)排(pai)(pai)放單位落實(shi)碳計量(liang)要求(qiu),開(kai)展(zhan)(zhan)(zhan)能(neng)(neng)源“雙控”計量(liang)器(qi)具配(pei)備審查。加(jia)(jia)快(kuai)(kuai)綠(lv)(lv)(lv)色(se)(se)建(jian)(jian)材評價向(xiang)綠(lv)(lv)(lv)色(se)(se)建(jian)(jian)材認(ren)證(zheng)轉換步伐,推(tui)(tui)進(jin)綠(lv)(lv)(lv)色(se)(se)建(jian)(jian)材認(ren)證(zheng)推(tui)(tui)廣應(ying)用(yong)。加(jia)(jia)快(kuai)(kuai)高(gao)(gao)原特(te)(te)色(se)(se)燃氣鍋爐科研試驗平臺建(jian)(jian)設(she),提升高(gao)(gao)耗能(neng)(neng)特(te)(te)種設(she)備節能(neng)(neng)監管效(xiao)能(neng)(neng)。
3.提(ti)(ti)升(sheng)(sheng)優(you)勢(shi)產(chan)業質(zhi)量(liang)(liang)引領水平。推(tui)動(dong)優(you)勢(shi)產(chan)業質(zhi)量(liang)(liang)升(sheng)(sheng)級(ji),加(jia)強產(chan)業鏈全面質(zhi)量(liang)(liang)管(guan)理(li),著力提(ti)(ti)升(sheng)(sheng)關(guan)鍵環節、關(guan)鍵領域(yu)質(zhi)量(liang)(liang)管(guan)控水平。鞏固提(ti)(ti)升(sheng)(sheng)全國(guo)鉀肥生(sheng)(sheng)產(chan)基(ji)地地位(wei),統籌推(tui)進(jin)鹽湖、油氣、有色金屬、可再生(sheng)(sheng)能(neng)源、生(sheng)(sheng)物資源等(deng)綜合開發(fa)利用,推(tui)動(dong)產(chan)業高端化、智能(neng)化、綠色化發(fa)展(zhan)(zhan)。改造提(ti)(ti)升(sheng)(sheng)有色冶金、能(neng)源化工(gong)等(deng)傳(chuan)統產(chan)業,培(pei)育發(fa)展(zhan)(zhan)下游精深加(jia)工(gong)及高附加(jia)值產(chan)品(pin),加(jia)快產(chan)業技術迭代和質(zhi)量(liang)(liang)升(sheng)(sheng)級(ji)。開展(zhan)(zhan)對(dui)標達標提(ti)(ti)升(sheng)(sheng)行動(dong),以先進(jin)標準助推(tui)傳(chuan)統產(chan)業提(ti)(ti)質(zhi)增效和新(xin)興產(chan)業高起(qi)點發(fa)展(zhan)(zhan)。創建國(guo)家(jia)級(ji)產(chan)城融合示范區,打造國(guo)家(jia)重要的鋰電、光伏、生(sheng)(sheng)物醫藥、新(xin)材料、特色化工(gong)等(deng)產(chan)業集群。
(二)立足“四(si)地”建設,增強特(te)色產業質量競爭力(li)
4.大力推動鹽(yan)(yan)湖產業(ye)(ye)(ye)基地強質(zhi)(zhi)增效。在(zai)鹽(yan)(yan)湖行(xing)(xing)業(ye)(ye)(ye)開展(zhan)企(qi)(qi)業(ye)(ye)(ye)標準“領跑者(zhe)”行(xing)(xing)動,培(pei)育(yu)一(yi)批體(ti)現青海特(te)色、代(dai)表先(xian)進水平的(de)(de)(de)標準領跑企(qi)(qi)業(ye)(ye)(ye)。統籌協調鹽(yan)(yan)湖企(qi)(qi)業(ye)(ye)(ye)和法(fa)定(ding)計量檢定(ding)機構之間的(de)(de)(de)技術(shu)對接,開展(zhan)具(ju)有產業(ye)(ye)(ye)特(te)點計量器具(ju)的(de)(de)(de)檢定(ding)和校(xiao)準。建立鹽(yan)(yan)湖化工(gong)(gong)生產企(qi)(qi)業(ye)(ye)(ye)分類指標體(ti)系(xi)及評價模型,組(zu)織實(shi)施鹽(yan)(yan)湖化工(gong)(gong)產品質(zhi)(zhi)量監測(ce)項目,累計完成1000批次(ci)以上的(de)(de)(de)監測(ce)任務(wu)。組(zu)織實(shi)施產業(ye)(ye)(ye)專(zhuan)利(li)導航項目,指導鹽(yan)(yan)湖行(xing)(xing)業(ye)(ye)(ye)市場主(zhu)體(ti)根據分析結果(guo)調整(zheng)經營策略,實(shi)現圍繞關(guan)(guan)鍵核心(xin)技術(shu)攻關(guan)(guan)的(de)(de)(de)有效專(zhuan)利(li)布(bu)局。
5.促進國家清潔能源產業高地建設提質升級。開展光伏產業鏈工藝優化行動,組織質量提升關鍵技術攻關,推動企業積極應用新技術、新工藝、新材料。建立戶外光伏組件最大功率計量標準裝置測試系統、電池內阻測試儀標準裝置等適合青海清潔能源計量體系建設的社會公用計量標準。將光伏清潔能源產品持續列入全省重點產品質量監管目錄和省級監督抽查,指導企業加強生產管理及質量控制。探索開展光熱發電行業相關熱交換器能效測試評價工作。推動國(guo)家光伏(fu)并網發電質量(liang)監(jian)督(du)檢(jian)驗(yan)(yan)中(zhong)心籌建,取得對外開展檢(jian)驗(yan)(yan)檢(jian)測能力資質。
6.助推國(guo)(guo)際生(sheng)(sheng)態(tai)旅(lv)(lv)(lv)游(you)(you)目(mu)的地高質(zhi)量(liang)建(jian)(jian)設(she)。推進(jin)生(sheng)(sheng)態(tai)旅(lv)(lv)(lv)游(you)(you)與文(wen)化(hua)、林草、農牧、商(shang)貿、體育(yu)、醫藥等(deng)產業融合發展(zhan),創建(jian)(jian)國(guo)(guo)家級旅(lv)(lv)(lv)游(you)(you)景區(qu)和(he)國(guo)(guo)家級旅(lv)(lv)(lv)游(you)(you)度(du)假區(qu)。重(zhong)點圍繞(rao)生(sheng)(sheng)態(tai)旅(lv)(lv)(lv)游(you)(you)產品(pin)(pin)開發、經(jing)營管理、服務質(zhi)量(liang)等(deng)方面(mian)加強(qiang)標準研(yan)制(zhi)(zhi)、量(liang)化(hua)建(jian)(jian)設(she)指標、明(ming)確(que)評價體系,建(jian)(jian)立游(you)(you)客滿意度(du)調查(cha)和(he)第三方評價機(ji)制(zhi)(zhi)。推行綠色旅(lv)(lv)(lv)游(you)(you)企業和(he)綠色旅(lv)(lv)(lv)游(you)(you)產品(pin)(pin)認證制(zhi)(zhi)度(du)。按照特許經(jing)營管理模式,打造和(he)拓展(zhan)三江(jiang)源、祁連山(shan)國(guo)(guo)家公(gong)園生(sheng)(sheng)態(tai)體驗(yan)、環(huan)(huan)境(jing)教(jiao)育(yu)之旅(lv)(lv)(lv)等(deng)世界級生(sheng)(sheng)態(tai)旅(lv)(lv)(lv)游(you)(you)精(jing)品(pin)(pin)線路,積極(ji)探索生(sheng)(sheng)態(tai)產品(pin)(pin)價值轉(zhuan)換機(ji)制(zhi)(zhi)。開展(zhan)全省(sheng)公(gong)共(gong)服務質(zhi)量(liang)提(ti)(ti)升專項行動,著(zhu)力提(ti)(ti)升公(gong)用事(shi)業、公(gong)共(gong)交通、公(gong)共(gong)文(wen)化(hua)、生(sheng)(sheng)態(tai)環(huan)(huan)境(jing)等(deng)公(gong)共(gong)服務質(zhi)量(liang)。
7.推動綠(lv)(lv)色(se)(se)(se)有機農(nong)(nong)畜(chu)產(chan)品輸出地優質(zhi)(zhi)高(gao)效轉(zhuan)型。推動全省牦牛(niu)、藏(zang)羊(yang)等(deng)特色(se)(se)(se)農(nong)(nong)畜(chu)產(chan)品率先(xian)實(shi)施原(yuan)產(chan)地追溯(su)制度。制定牦牛(niu)、漁業(ye)(ye)標(biao)(biao)準(zhun)體系,修(xiu)訂綠(lv)(lv)色(se)(se)(se)農(nong)(nong)產(chan)品相關標(biao)(biao)準(zhun)。圍(wei)繞拉面、青(qing)繡、牦牛(niu)、藏(zang)羊(yang)、枸(gou)杞、冷水魚等(deng)產(chan)業(ye)(ye),大力(li)開展(zhan)(zhan)認(ren)(ren)(ren)證服務,累計認(ren)(ren)(ren)證綠(lv)(lv)色(se)(se)(se)、有機農(nong)(nong)產(chan)品和(he)地理標(biao)(biao)志(zhi)農(nong)(nong)產(chan)品1000個(ge)以上。累計認(ren)(ren)(ren)證有機監測草原(yuan)面積(ji)1.5億畝(mu)以上、建(jian)成(cheng)高(gao)標(biao)(biao)準(zhun)農(nong)(nong)田485萬畝(mu),建(jian)成(cheng)千(qian)頭牦牛(niu)標(biao)(biao)準(zhun)化(hua)生(sheng)產(chan)基地200個(ge),千(qian)只藏(zang)羊(yang)標(biao)(biao)準(zhun)化(hua)飼養(yang)場200個(ge),草畜(chu)配套生(sheng)態(tai)牧場200個(ge),綠(lv)(lv)色(se)(se)(se)食品原(yuan)料標(biao)(biao)準(zhun)化(hua)生(sheng)產(chan)基地和(he)有機農(nong)(nong)牧業(ye)(ye)基地8個(ge)。開展(zhan)(zhan)氣候品質(zhi)(zhi)認(ren)(ren)(ren)證,借(jie)助國內外知(zhi)名(ming)交易平臺,提升“凈土青(qing)海(hai)、天然農(nong)(nong)牧”生(sheng)態(tai)品牌影響力(li)。實(shi)現(xian)對牦牛(niu)肉(rou)、藏(zang)羊(yang)肉(rou)、枸(gou)杞、藜(li)麥、青(qing)稞酒等(deng)青(qing)海(hai)特色(se)(se)(se)資源產(chan)品執(zhi)行綠(lv)(lv)色(se)(se)(se)有機標(biao)(biao)準(zhun)認(ren)(ren)(ren)定。
(三)聚焦重點領(ling)域(yu),優化質量供給和品質升級
8.提高重點產(chan)(chan)(chan)品(pin)(pin)(pin)(pin)(pin)質(zhi)量(liang)(liang)水平。對重點產(chan)(chan)(chan)品(pin)(pin)(pin)(pin)(pin)質(zhi)量(liang)(liang)安(an)(an)全風(feng)(feng)險實(shi)施有效監測和(he)(he)分析評估,及時發現和(he)(he)消除產(chan)(chan)(chan)品(pin)(pin)(pin)(pin)(pin)質(zhi)量(liang)(liang)安(an)(an)全隱患,發布風(feng)(feng)險警(jing)示。鼓勵企業建立質(zhi)量(liang)(liang)安(an)(an)全追溯體系(xi),實(shi)現全過程質(zhi)量(liang)(liang)控制。推動(dong)(dong)企業建立產(chan)(chan)(chan)品(pin)(pin)(pin)(pin)(pin)質(zhi)量(liang)(liang)安(an)(an)全承諾制度(du),督促落實(shi)產(chan)(chan)(chan)品(pin)(pin)(pin)(pin)(pin)質(zhi)量(liang)(liang)出廠(chang)檢驗、自主排查和(he)(he)主動(dong)(dong)報告風(feng)(feng)險隱患等制度(du)。加大對涉及國計民生(sheng)、健康安(an)(an)全、節能環(huan)保(bao)等重點產(chan)(chan)(chan)品(pin)(pin)(pin)(pin)(pin)質(zhi)量(liang)(liang)監督力度(du),突出對生(sheng)產(chan)(chan)(chan)許可和(he)(he)重點監管(guan)產(chan)(chan)(chan)品(pin)(pin)(pin)(pin)(pin)抽查。實(shi)施消費品(pin)(pin)(pin)(pin)(pin)質(zhi)量(liang)(liang)提升行動(dong)(dong),加快升級(ji)消費品(pin)(pin)(pin)(pin)(pin)質(zhi)量(liang)(liang)標準,嚴格對缺(que)陷(xian)消費品(pin)(pin)(pin)(pin)(pin)實(shi)施召回。數字化助力消費品(pin)(pin)(pin)(pin)(pin)工業“三(san)品(pin)(pin)(pin)(pin)(pin)”行動(dong)(dong),更好發揮數字技術在“三(san)品(pin)(pin)(pin)(pin)(pin)”戰略實(shi)施中的(de)積極(ji)作用。
9.確保食(shi)品(pin)(pin)(pin)藥(yao)品(pin)(pin)(pin)質量(liang)安(an)(an)(an)全(quan)。嚴格落實食(shi)品(pin)(pin)(pin)安(an)(an)(an)全(quan)“四(si)個最嚴”要(yao)求,完(wan)善食(shi)品(pin)(pin)(pin)藥(yao)品(pin)(pin)(pin)安(an)(an)(an)全(quan)責任(ren)體(ti)系(xi),堅(jian)持黨政同責。健全(quan)食(shi)品(pin)(pin)(pin)安(an)(an)(an)全(quan)工作評議考核辦法。夯實企(qi)業(ye)主體(ti)責任(ren),督促企(qi)業(ye)全(quan)面(mian)加強質量(liang)安(an)(an)(an)全(quan)管(guan)理,實行生(sheng)產(chan)企(qi)業(ye)食(shi)品(pin)(pin)(pin)安(an)(an)(an)全(quan)風險分級(ji)管(guan)理。健全(quan)藥(yao)品(pin)(pin)(pin)、疫苗全(quan)過程安(an)(an)(an)全(quan)監管(guan)體(ti)系(xi),形成權責清(qing)晰、運(yun)行高(gao)效的(de)疫苗安(an)(an)(an)全(quan)管(guan)理長效機制。加強麻醉(zui)藥(yao)品(pin)(pin)(pin)、精神藥(yao)品(pin)(pin)(pin)等重(zhong)點品(pin)(pin)(pin)種信息(xi)化(hua)追(zhui)溯(su)體(ti)系(xi)建(jian)設,提高(gao)藥(yao)品(pin)(pin)(pin)智慧(hui)監管(guan)水平。推進建(jian)設藥(yao)品(pin)(pin)(pin)不(bu)良反應(ying)、醫療(liao)器械不(bu)良事件(jian)監測(ce)哨(shao)點,完(wan)善基層監測(ce)網絡。持續開(kai)展(zhan)藥(yao)品(pin)(pin)(pin)安(an)(an)(an)全(quan)領域專項整治。鼓勵有實力的(de)藥(yao)品(pin)(pin)(pin)批發企(qi)業(ye)投資建(jian)設藥(yao)品(pin)(pin)(pin)現代(dai)物流,引(yin)導藥(yao)品(pin)(pin)(pin)市場向集約化(hua)、規模化(hua)方(fang)向發展(zhan)。

27.營(ying)(ying)造公平(ping)(ping)(ping)競(jing)(jing)(jing)爭(zheng)(zheng)的(de)營(ying)(ying)商(shang)環(huan)(huan)境。強(qiang)化營(ying)(ying)商(shang)環(huan)(huan)境評價(jia),構建(jian)具(ju)有青海(hai)特色(se)的(de)營(ying)(ying)商(shang)環(huan)(huan)境指標(biao)(biao)(biao)體系(xi),建(jian)立(li)營(ying)(ying)商(shang)環(huan)(huan)境通報制度。支持建(jian)設全國營(ying)(ying)商(shang)環(huan)(huan)境標(biao)(biao)(biao)桿(gan)城(cheng)市。優化各類(lei)市場主體平(ping)(ping)(ping)等(deng)(deng)使用(yong)(yong)資源(yuan)要素、公開公平(ping)(ping)(ping)公正參(can)與(yu)競(jing)(jing)(jing)爭(zheng)(zheng)、同等(deng)(deng)受法律保護的(de)制度環(huan)(huan)境,在準入(ru)許(xu)可(ke)、要素獲取、經營(ying)(ying)運行、政(zheng)(zheng)府采購和(he)招標(biao)(biao)(biao)投標(biao)(biao)(biao)等(deng)(deng)方面對(dui)各類(lei)市場主體平(ping)(ping)(ping)等(deng)(deng)對(dui)待。建(jian)立(li)公平(ping)(ping)(ping)競(jing)(jing)(jing)爭(zheng)(zheng)政(zheng)(zheng)策(ce)(ce)與(yu)產(chan)(chan)業政(zheng)(zheng)策(ce)(ce)協調保障機制,推動產(chan)(chan)業政(zheng)(zheng)策(ce)(ce)向普惠化和(he)功能性轉型。更好發揮(hui)公平(ping)(ping)(ping)競(jing)(jing)(jing)爭(zheng)(zheng)審查(cha)作用(yong)(yong),強(qiang)化公平(ping)(ping)(ping)競(jing)(jing)(jing)爭(zheng)(zheng)審查(cha)制度剛性約束(shu),建(jian)立(li)健(jian)全公平(ping)(ping)(ping)競(jing)(jing)(jing)爭(zheng)(zheng)審查(cha)抽查(cha)、考核和(he)第三方評估制度。健(jian)全面向各類(lei)市場主體的(de)有違公平(ping)(ping)(ping)競(jing)(jing)(jing)爭(zheng)(zheng)問題投訴舉(ju)報和(he)處理回應機制,定期開展公平(ping)(ping)(ping)競(jing)(jing)(jing)爭(zheng)(zheng)審查(cha)實(shi)施情況督查(cha)和(he)效(xiao)果評價(jia)分析。
28.加(jia)強消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)環境建設。前(qian)移消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)維權(quan)(quan)(quan)關口,建立經營(ying)者(zhe)在線解決消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)糾紛機制,構建權(quan)(quan)(quan)威高效的(de)投訴舉報處理和(he)行政執法體(ti)系。加(jia)強消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)教育和(he)消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)警示,針(zhen)對新型消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)領域(yu)維權(quan)(quan)(quan)熱點,提高消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)者(zhe)自(zi)我預防風(feng)險、依法維權(quan)(quan)(quan)能(neng)力。加(jia)強消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)投訴信(xin)息分(fen)析,及時(shi)發布消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)風(feng)險報告。大力開展放(fang)心消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)創建活動(dong),鼓(gu)勵(li)實施線下(xia)無理由退貨,探索推行異地、異店退換貨制度。完善(shan)(shan)消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)者(zhe)權(quan)(quan)(quan)益(yi)保障廳際(ji)聯席會議制度,建立健全(quan)省、市(州)、縣(市、區)三級消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)者(zhe)權(quan)(quan)(quan)益(yi)保護(hu)部門協作機制。持續(xu)完善(shan)(shan)行政機關、司(si)法機關、企業(ye)、行業(ye)協會、消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)者(zhe)、媒體(ti)等多(duo)位一(yi)體(ti)的(de)消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)維權(quan)(quan)(quan)格局,優化維權(quan)(quan)(quan)流(liu)程,降低(di)維權(quan)(quan)(quan)成本。推動(dong)消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)者(zhe)協會組織(zhi)建設,夯(hang)實履職基礎,做(zuo)好(hao)消(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)費(fei)(fei)者(zhe)權(quan)(quan)(quan)益(yi)保護(hu)事前(qian)引導、事中監督、事后維權(quan)(quan)(quan)工(gong)作。
29.推動(dong)質(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)(liang)(liang)(liang)社(she)會共治(zhi)(zhi)。創(chuang)新質(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)(liang)(liang)(liang)治(zhi)(zhi)理(li)模(mo)式,健(jian)全以(yi)法治(zhi)(zhi)為(wei)基(ji)礎(chu)、政府為(wei)主導(dao)、社(she)會各方參與的社(she)會多(duo)元治(zhi)(zhi)理(li)機制,強(qiang)化(hua)基(ji)層(ceng)治(zhi)(zhi)理(li)、企業主責和(he)行業自律。加強(qiang)部門聯動(dong),強(qiang)化(hua)事中(zhong)事后(hou)監管(guan),保證質(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)(liang)(liang)(liang)安全。發揮社(she)會團(tuan)體的橋梁(liang)紐帶作用,開(kai)展(zhan)標準制定、品牌建設、質(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)(liang)(liang)(liang)管(guan)理(li)等(deng)技術服(fu)務,推進行業質(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)(liang)(liang)(liang)自律。以(yi)質(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)(liang)(liang)(liang)需(xu)求為(wei)導(dao)向(xiang),推動(dong)全省高(gao)校(xiao)(xiao)質(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)(liang)(liang)(liang)提升相關課程建設,努力提高(gao)人才培養質(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)(liang)(liang)(liang)。持續(xu)開(kai)展(zhan)質(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)(liang)(liang)(liang)知識(shi)進高(gao)校(xiao)(xiao)、進職業院校(xiao)(xiao)、進中(zhong)小學校(xiao)(xiao)等(deng)活動(dong)。建立有(you)獎舉報(bao)質(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)(liang)(liang)(liang)違法行為(wei)制度,鼓勵(li)消費(fei)者協會等(deng)社(she)會組(zu)織(zhi)(zhi)向(xiang)法院提起公益訴訟,調(diao)動(dong)消費(fei)者和(he)消費(fei)者組(zu)織(zhi)(zhi)參與質(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)(liang)(liang)(liang)監督(du)和(he)質(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)(liang)(liang)(liang)維權。強(qiang)化(hua)社(she)會和(he)輿論監督(du),引(yin)導(dao)媒體加大對質(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)(liang)(liang)(liang)(liang)失信、違法行為(wei)的曝(pu)光力度。
三、保障措施
(一)強化組織領(ling)導(dao)。堅持黨(dang)(dang)對(dui)質(zhi)量工(gong)作(zuo)的全面(mian)領(ling)導(dao),把黨(dang)(dang)的領(ling)導(dao)貫徹落(luo)實到(dao)質(zhi)量工(gong)作(zuo)的各領(ling)域各方(fang)面(mian)各環節,確保黨(dang)(dang)中(zhong)央、國務院(yuan)決策部署以(yi)及(ji)省(sheng)委、省(sheng)政府工(gong)作(zuo)安排落(luo)到(dao)實處。充分發揮質(zhi)量工(gong)作(zuo)議事協(xie)(xie)調機(ji)構作(zuo)用,強化部門(men)協(xie)(xie)調、上下聯(lian)動,整體有(you)序推進(jin)質(zhi)量強省(sheng)戰略實施(shi)。
(二)狠抓工(gong)作落(luo)實。各(ge)級(ji)黨委和政(zheng)(zheng)府要將(jiang)質(zhi)量強省建(jian)設列入重要議事日(ri)程,將(jiang)本實施(shi)意見主(zhu)要任務(wu)與《質(zhi)量強國建(jian)設綱要》、國民經濟和社會發展(zhan)規劃(hua)有效銜接、同步推進,促進產業、財政(zheng)(zheng)、金(jin)融、科技(ji)、貿(mao)易、環(huan)境、人才等方面政(zheng)(zheng)策與質(zhi)量政(zheng)(zheng)策協同,確保各(ge)項任務(wu)落(luo)地見效。各(ge)相(xiang)關(guan)部門(men)要按照職責分工(gong)結(jie)合(he)工(gong)作實際,明確目標任務(wu),細化工(gong)作舉(ju)措(cuo),壓實工(gong)作責任,逐(zhu)項抓好(hao)落(luo)實。
(三)強化督(du)(du)導(dao)考(kao)核(he)(he)。深化質(zhi)量工(gong)作(zuo)(zuo)(zuo)考(kao)核(he)(he),建(jian)立健全督(du)(du)察(cha)考(kao)核(he)(he)、綜合評價(jia)、結果(guo)運用(yong)等工(gong)作(zuo)(zuo)(zuo)機制,將推(tui)(tui)進(jin)落實(shi)情況納入年度質(zhi)量工(gong)作(zuo)(zuo)(zuo)考(kao)核(he)(he),切實(shi)發(fa)揮考(kao)核(he)(he)的(de)導(dao)向(xiang)、激勵和(he)監(jian)(jian)(jian)督(du)(du)作(zuo)(zuo)(zuo)用(yong),推(tui)(tui)動質(zhi)量工(gong)作(zuo)(zuo)(zuo)水(shui)平整體(ti)提升。省(sheng)市場監(jian)(jian)(jian)管局會同有關部門加(jia)強對實(shi)施情況的(de)跟(gen)蹤監(jian)(jian)(jian)測和(he)監(jian)(jian)(jian)督(du)(du)檢查,組織(zhi)開展中期評估、總結評估,提煉(lian)推(tui)(tui)廣(guang)典型經驗做(zuo)法,確保(bao)既定(ding)任務全面(mian)高效完成。
(四)注重宣傳(chuan)引導。充分發揮各類媒體和平臺作用(yong),加大(da)對本(ben)實施意見(jian)的(de)宣傳(chuan)力度(du),加強質(zhi)(zhi)(zhi)量(liang)知識(shi)(shi)普及和先進典型選樹,講好質(zhi)(zhi)(zhi)量(liang)故事、推介質(zhi)(zhi)(zhi)量(liang)品牌、塑造質(zhi)(zhi)(zhi)量(liang)形象,提高全社(she)會(hui)的(de)質(zhi)(zhi)(zhi)量(liang)、誠(cheng)信、責任(ren)意識(shi)(shi),營造“人(ren)(ren)人(ren)(ren)關心質(zhi)(zhi)(zhi)量(liang)、人(ren)(ren)人(ren)(ren)共享質(zhi)(zhi)(zhi)量(liang)”的(de)濃厚(hou)氛圍。
