2月7日,廣東省(sheng)人(ren)民政府發布印(yin)發《廣東省(sheng)碳達峰實(shi)施方(fang)案》的通知。
《方案》提出要優化建(jian)(jian)(jian)筑用能(neng)結構。大力推(tui)進可(ke)再生能(neng)源建(jian)(jian)(jian)筑應用,積極推(tui)廣應用太陽(yang)能(neng)光(guang)伏、太陽(yang)能(neng)光(guang)熱(re)(re)、空氣源熱(re)(re)泵等技(ji)術,鼓勵光(guang)伏建(jian)(jian)(jian)筑一體化建(jian)(jian)(jian)設。
積極(ji)擴大省(sheng)外清(qing)(qing)潔(jie)電(dian)力送(song)粵規模(mo)。持續(xu)(xu)提升西(xi)(xi)電(dian)東送(song)能(neng)力,加(jia)快(kuai)建(jian)設藏東南至粵港澳大灣區(qu)±800千伏直流等省(sheng)外輸電(dian)通(tong)道(dao),積極(ji)推(tui)動后續(xu)(xu)的西(xi)(xi)北、西(xi)(xi)南等地區(qu)清(qing)(qing)潔(jie)能(neng)源(yuan)開(kai)發及(ji)送(song)粵,新增跨省(sheng)跨區(qu)通(tong)道(dao)原則上以(yi)可再生能(neng)源(yuan)為主。充分發揮市場配置資源(yuan)作用,持續(xu)(xu)推(tui)進(jin)西(xi)(xi)電(dian)東送(song)計劃放開(kai),推(tui)動西(xi)(xi)電(dian)與(yu)廣東電(dian)力市場有效銜(xian)接,促進(jin)清(qing)(qing)潔(jie)能(neng)源(yuan)消納。到2030年,西(xi)(xi)電(dian)東送(song)通(tong)道(dao)最大送(song)電(dian)能(neng)力達到5500萬千瓦(wa)。

廣東省碳達峰實施方案
為深入貫徹落實(shi)(shi)黨中央關于碳(tan)達峰、碳(tan)中和(he)重大戰(zhan)略決(jue)策部署和(he)國務(wu)院相關工作安排(pai),有(you)力(li)有(you)序有(you)效做好全省碳(tan)達峰工作,確保如期實(shi)(shi)現碳(tan)達峰目標,制定(ding)本方案(an)。
一、總體要求
(一)指導思想。
堅(jian)持以習(xi)近平(ping)新(xin)時代(dai)中國特色(se)社(she)會(hui)主義(yi)思想為指導,全(quan)面貫徹(che)黨的(de)(de)十九大和(he)十九屆歷次(ci)全(quan)會(hui)精(jing)神,深(shen)入(ru)貫徹(che)習(xi)近平(ping)生態文明思想和(he)習(xi)近平(ping)總書記對廣東系列重要講(jiang)話(hua)、重要指示批示精(jing)神,完(wan)整、準確、全(quan)面貫徹(che)新(xin)發展理念(nian),堅(jian)持先立后(hou)破、穩中求進,強化系統觀念(nian)和(he)戰略思維,突出(chu)科學(xue)降(jiang)(jiang)碳(tan)(tan)(tan)、精(jing)準降(jiang)(jiang)碳(tan)(tan)(tan)、依法降(jiang)(jiang)碳(tan)(tan)(tan)、安全(quan)降(jiang)(jiang)碳(tan)(tan)(tan),統籌穩增(zeng)長和(he)調結構,堅(jian)持降(jiang)(jiang)碳(tan)(tan)(tan)、減污、擴綠(lv)、增(zeng)長協(xie)同推進,明確各地區、各領(ling)域、各行業目(mu)標(biao)任務,加快實現生產方(fang)式和(he)生活方(fang)式的(de)(de)綠(lv)色(se)變(bian)革,推動經濟社(she)會(hui)發展建立在資源高效(xiao)利用和(he)綠(lv)色(se)低(di)碳(tan)(tan)(tan)發展的(de)(de)基礎之(zhi)上,為全(quan)國碳(tan)(tan)(tan)達(da)峰工(gong)作提供重要支撐、作出(chu)應有貢(gong)獻。
(二)主要目標。
“十四(si)五”期間(jian),綠色低(di)碳循環發展的經濟體系基(ji)本形成,產業結構(gou)(gou)、能(neng)源(yuan)(yuan)結構(gou)(gou)和(he)交(jiao)通運輸結構(gou)(gou)調(diao)整取得明顯進展,全社會能(neng)源(yuan)(yuan)資源(yuan)(yuan)利用(yong)和(he)碳排(pai)放(fang)效率持續提升。到2025年,非化(hua)石能(neng)源(yuan)(yuan)消費比重力爭達到32%以(yi)上,單位地區生產總(zong)(zong)值能(neng)源(yuan)(yuan)消耗和(he)單位地區生產總(zong)(zong)值二(er)氧化(hua)碳排(pai)放(fang)確保完成國家下達指標,為(wei)全省碳達峰奠定堅實基(ji)礎。
“十五五”期間,經(jing)濟(ji)社會發展(zhan)綠(lv)色轉型(xing)取(qu)得顯著(zhu)成效,清潔低(di)(di)碳安全(quan)(quan)高(gao)效的能(neng)(neng)源體系初步建(jian)立,具有國際競(jing)爭力(li)的高(gao)質量現代(dai)產業體系基本形(xing)成,在全(quan)(quan)社會廣泛形(xing)成綠(lv)色低(di)(di)碳的生(sheng)產生(sheng)活方(fang)式。到2030年,單位地(di)區生(sheng)產總(zong)值(zhi)能(neng)(neng)源消耗和單位地(di)區生(sheng)產總(zong)值(zhi)二氧(yang)化碳排放(fang)的控制水平繼續走在全(quan)(quan)國前列,非化石能(neng)(neng)源消費(fei)比重達到35%左(zuo)右(you),順利(li)實現2030年前碳達峰目標(biao)。
二、重點任務
堅決把碳達(da)峰貫穿于經(jing)濟社會發展各方面和全過(guo)程,扭住碳排(pai)放重點(dian)(dian)領域(yu)和關(guan)鍵(jian)環(huan)節,重點(dian)(dian)實施“碳達(da)峰十五大(da)行動”。
(一(yi))產業綠色提(ti)質(zhi)行(xing)動。
深度(du)調整優化產業結構,堅(jian)決遏制高耗能(neng)高排放低水(shui)平項目(mu)盲目(mu)發(fa)展,大力發(fa)展綠色低碳產業,加快(kuai)形成綠色經濟新動(dong)能(neng)和可持續增長極(ji)。
1.加(jia)(jia)快產(chan)(chan)業(ye)(ye)(ye)結構優化(hua)升級(ji)。強化(hua)產(chan)(chan)業(ye)(ye)(ye)規(gui)劃布(bu)局(ju)和碳達峰、碳中和的(de)(de)政(zheng)策銜接,引(yin)導各地區重點(dian)布(bu)局(ju)高(gao)附加(jia)(jia)值、低(di)(di)消耗、低(di)(di)碳排放的(de)(de)重大產(chan)(chan)業(ye)(ye)(ye)項目。深入實施制(zhi)(zhi)(zhi)造(zao)(zao)業(ye)(ye)(ye)高(gao)質量發展(zhan)(zhan)“六大工(gong)(gong)程”,推(tui)動(dong)傳統制(zhi)(zhi)(zhi)造(zao)(zao)業(ye)(ye)(ye)綠色化(hua)改造(zao)(zao),打造(zao)(zao)以(yi)綠色低(di)(di)碳為主要特征的(de)(de)世界(jie)級(ji)先進制(zhi)(zhi)(zhi)造(zao)(zao)業(ye)(ye)(ye)集(ji)(ji)群(qun)。加(jia)(jia)快培育發展(zhan)(zhan)十(shi)大戰略性(xing)支柱產(chan)(chan)業(ye)(ye)(ye)集(ji)(ji)群(qun)、十(shi)大戰略性(xing)新(xin)興產(chan)(chan)業(ye)(ye)(ye)集(ji)(ji)群(qun),提前布(bu)局(ju)人工(gong)(gong)智能(neng)(neng)、衛星(xing)互聯網(wang)、光通信和太赫(he)茲、超材(cai)料、天然氣水合物(wu)、可控(kong)核聚變等未來產(chan)(chan)業(ye)(ye)(ye)。加(jia)(jia)快服(fu)務(wu)業(ye)(ye)(ye)數字化(hua)網(wang)絡(luo)化(hua)智能(neng)(neng)化(hua)發展(zhan)(zhan),推(tui)動(dong)現代服(fu)務(wu)業(ye)(ye)(ye)同先進制(zhi)(zhi)(zhi)造(zao)(zao)業(ye)(ye)(ye)、現代農業(ye)(ye)(ye)深度融合。到(dao)2025年,高(gao)技術制(zhi)(zhi)(zhi)造(zao)(zao)業(ye)(ye)(ye)增加(jia)(jia)值占規(gui)模以(yi)上(shang)工(gong)(gong)業(ye)(ye)(ye)增加(jia)(jia)值比(bi)重提高(gao)到(dao)33%。
2.大力發(fa)(fa)展(zhan)綠(lv)(lv)(lv)(lv)色(se)(se)低碳(tan)產(chan)業(ye)(ye)(ye)。制定綠(lv)(lv)(lv)(lv)色(se)(se)低碳(tan)產(chan)業(ye)(ye)(ye)引(yin)導目錄(lu)及配套支持政策,重點發(fa)(fa)展(zhan)節(jie)能(neng)(neng)(neng)(neng)環(huan)保、清潔(jie)生產(chan)、清潔(jie)能(neng)(neng)(neng)(neng)源、生態環(huan)境和(he)基(ji)(ji)礎設施綠(lv)(lv)(lv)(lv)色(se)(se)升級、綠(lv)(lv)(lv)(lv)色(se)(se)服(fu)務等(deng)(deng)綠(lv)(lv)(lv)(lv)色(se)(se)產(chan)業(ye)(ye)(ye),加快培(pei)育低碳(tan)零(ling)碳(tan)負碳(tan)等(deng)(deng)新(xin)興產(chan)業(ye)(ye)(ye)。推動綠(lv)(lv)(lv)(lv)色(se)(se)低碳(tan)產(chan)業(ye)(ye)(ye)集(ji)群化發(fa)(fa)展(zhan),依托珠三角(jiao)地(di)(di)區(qu)(qu)(qu)打造(zao)節(jie)能(neng)(neng)(neng)(neng)環(huan)保技(ji)術裝(zhuang)備(bei)研(yan)發(fa)(fa)基(ji)(ji)地(di)(di),依托粵(yue)東粵(yue)西粵(yue)北地(di)(di)區(qu)(qu)(qu)打造(zao)資源綜合利(li)用(yong)示范(fan)基(ji)(ji)地(di)(di),培(pei)育一批綠(lv)(lv)(lv)(lv)色(se)(se)標桿園區(qu)(qu)(qu)和(he)企業(ye)(ye)(ye)。加快發(fa)(fa)展(zhan)先進核(he)能(neng)(neng)(neng)(neng)、海上(shang)風電裝(zhuang)備(bei)等(deng)(deng)優勢產(chan)業(ye)(ye)(ye),打造(zao)沿海新(xin)能(neng)(neng)(neng)(neng)源產(chan)業(ye)(ye)(ye)帶和(he)新(xin)能(neng)(neng)(neng)(neng)源產(chan)業(ye)(ye)(ye)集(ji)聚區(qu)(qu)(qu)。制定氫能(neng)(neng)(neng)(neng)、儲能(neng)(neng)(neng)(neng)、智慧能(neng)(neng)(neng)(neng)源等(deng)(deng)產(chan)業(ye)(ye)(ye)發(fa)(fa)展(zhan)規劃,打造(zao)大灣區(qu)(qu)(qu)氫能(neng)(neng)(neng)(neng)產(chan)業(ye)(ye)(ye)高地(di)(di)。發(fa)(fa)揮技(ji)術研(yan)發(fa)(fa)和(he)產(chan)業(ye)(ye)(ye)示范(fan)先發(fa)(fa)優勢,加快二(er)氧化碳(tan)捕集(ji)利(li)用(yong)與封(feng)存(CCUS)全產(chan)業(ye)(ye)(ye)鏈布局(ju)。
3.堅決遏制高耗能(neng)(neng)高排(pai)放(fang)低水(shui)(shui)(shui)平(ping)(ping)項(xiang)目盲(mang)目發展。對高耗能(neng)(neng)高排(pai)放(fang)項(xiang)目實(shi)行清單管理(li)、分類處置、動(dong)態監控。全(quan)面排(pai)查(cha)在(zai)建(jian)項(xiang)目,推動(dong)能(neng)(neng)效(xiao)水(shui)(shui)(shui)平(ping)(ping)應提(ti)(ti)盡提(ti)(ti),力爭全(quan)面達到國(guo)內(nei)乃至國(guo)際先進水(shui)(shui)(shui)平(ping)(ping)。科學評(ping)估擬建(jian)項(xiang)目,嚴格落(luo)實(shi)產(chan)(chan)業(ye)規劃(hua)和(he)政(zheng)策,產(chan)(chan)能(neng)(neng)已飽(bao)和(he)的(de)行業(ye)按照(zhao)“減(jian)量替(ti)代(dai)”原則壓(ya)減(jian)產(chan)(chan)能(neng)(neng),尚(shang)未飽(bao)和(he)的(de)要對標國(guo)際先進水(shui)(shui)(shui)平(ping)(ping)提(ti)(ti)高準入門檻。深入挖潛存量項(xiang)目,依法(fa)依規淘汰落(luo)后低效(xiao)產(chan)(chan)能(neng)(neng),提(ti)(ti)高行業(ye)整體能(neng)(neng)效(xiao)水(shui)(shui)(shui)平(ping)(ping)。到2030年,鋼鐵、水(shui)(shui)(shui)泥、煉油、乙(yi)烯(xi)等(deng)重點(dian)行業(ye)整體能(neng)(neng)效(xiao)水(shui)(shui)(shui)平(ping)(ping)和(he)碳(tan)排(pai)放(fang)強度達到國(guo)際先進水(shui)(shui)(shui)平(ping)(ping)。
(二)能源綠色低(di)碳轉型行動。
嚴格控制化(hua)石能(neng)源消費,大力(li)發展新(xin)能(neng)源,傳統(tong)能(neng)源逐步退出必須建(jian)立在新(xin)能(neng)源安(an)全可靠(kao)替(ti)代的基(ji)礎上(shang),建(jian)設以新(xin)能(neng)源為(wei)主體(ti)(ti)的新(xin)型電力(li)系統(tong),加快構建(jian)清潔低(di)碳安(an)全高效的能(neng)源體(ti)(ti)系。
4.嚴格(ge)合理控(kong)制(zhi)煤炭消費(fei)增長。立足以煤為主的基(ji)本國(guo)情,合理安(an)排支撐(cheng)性(xing)和(he)調(diao)節性(xing)清潔(jie)煤電(dian)(dian)(dian)(dian)建設,有(you)序(xu)推(tui)動(dong)煤電(dian)(dian)(dian)(dian)節能降碳改造、靈活性(xing)改造、供熱改造“三改聯動(dong)”,保障(zhang)能源供應安(an)全。推(tui)進(jin)煤炭消費(fei)減量替代和(he)清潔(jie)高效利用,提(ti)高電(dian)(dian)(dian)(dian)煤消費(fei)比重,大力壓減非(fei)發電(dian)(dian)(dian)(dian)用煤,有(you)序(xu)推(tui)進(jin)重點地(di)區、重點行業燃煤自(zi)備電(dian)(dian)(dian)(dian)廠和(he)鍋爐“煤改氣”,科(ke)學推(tui)進(jin)“煤改電(dian)(dian)(dian)(dian)”工程。
5.大力發(fa)展(zhan)(zhan)新能源。落實完(wan)成國家下達的可(ke)再生(sheng)能源電(dian)力消納責任(ren)權重。規(gui)模化開發(fa)海上風電(dian),打造粵(yue)東粵(yue)西兩個千萬(wan)千瓦級海上風電(dian)基地(di),適度開發(fa)風能資源較為豐富地(di)區(qu)的陸(lu)上風電(dian)。積(ji)極發(fa)展(zhan)(zhan)分布式(shi)光(guang)伏發(fa)電(dian),因地(di)制宜(yi)建設集中(zhong)式(shi)光(guang)伏電(dian)站示范項(xiang)目。因地(di)制宜(yi)發(fa)展(zhan)(zhan)生(sheng)物質能,統籌規(gui)劃垃(la)圾焚燒發(fa)電(dian)、農林(lin)生(sheng)物質發(fa)電(dian)、生(sheng)物天(tian)然(ran)氣項(xiang)目開發(fa)。到(dao)2030年,風電(dian)和光(guang)伏發(fa)電(dian)裝機容(rong)量達到(dao)7400萬(wan)千瓦以上。
6.安全(quan)有(you)序發展核(he)電(dian)。在確保安全(quan)的(de)前提下(xia),積(ji)極有(you)序發展核(he)電(dian),高效建設惠州太平嶺核(he)電(dian)一期項(xiang)目,推(tui)動陸豐核(he)電(dian)、廉江(jiang)核(he)電(dian)等項(xiang)目開工(gong)建設。保持核(he)電(dian)項(xiang)目平穩(wen)建設節奏,同步推(tui)進后續備選項(xiang)目前期工(gong)作,穩(wen)妥(tuo)做好核(he)電(dian)廠址(zhi)保護(hu)。實行最嚴格的(de)安全(quan)標準(zhun)和最嚴格的(de)監(jian)管,持續提升(sheng)核(he)安全(quan)監(jian)管能力。
7.積(ji)極(ji)擴(kuo)大(da)省外清潔(jie)電(dian)力(li)送(song)(song)粵規模。持續(xu)提(ti)升西(xi)(xi)電(dian)東(dong)(dong)送(song)(song)能(neng)力(li),加快建設藏東(dong)(dong)南至粵港(gang)澳大(da)灣(wan)區±800千(qian)伏直流等省外輸電(dian)通道(dao),積(ji)極(ji)推(tui)動后續(xu)的西(xi)(xi)北、西(xi)(xi)南等地區清潔(jie)能(neng)源開發(fa)及送(song)(song)粵,新(xin)增跨省跨區通道(dao)原(yuan)則上(shang)以可再生能(neng)源為主。充分發(fa)揮市場(chang)配置資源作用,持續(xu)推(tui)進(jin)(jin)西(xi)(xi)電(dian)東(dong)(dong)送(song)(song)計劃放開,推(tui)動西(xi)(xi)電(dian)與廣東(dong)(dong)電(dian)力(li)市場(chang)有效銜(xian)接,促進(jin)(jin)清潔(jie)能(neng)源消納。到2030年,西(xi)(xi)電(dian)東(dong)(dong)送(song)(song)通道(dao)最大(da)送(song)(song)電(dian)能(neng)力(li)達到5500萬千(qian)瓦。
8.合(he)(he)理調(diao)控油(you)氣(qi)(qi)(qi)消(xiao)費。有效(xiao)控制新(xin)增(zeng)石(shi)化(hua)(hua)、化(hua)(hua)工項目,加(jia)快交(jiao)通(tong)領域(yu)(yu)油(you)品(pin)(pin)替代,保(bao)持(chi)油(you)品(pin)(pin)消(xiao)費處(chu)于合(he)(he)理區間(jian),“十五(wu)(wu)五(wu)(wu)”期間(jian)油(you)品(pin)(pin)消(xiao)費達峰并穩中(zhong)(zhong)有降。發(fa)揮天(tian)然氣(qi)(qi)(qi)在能源(yuan)結構(gou)低碳轉型過程中(zhong)(zhong)的支(zhi)撐過渡(du)作用,在珠三(san)角等(deng)負荷(he)中(zhong)(zhong)心合(he)(he)理規劃布(bu)局調(diao)峰氣(qi)(qi)(qi)電,“十四五(wu)(wu)”期間(jian)新(xin)增(zeng)氣(qi)(qi)(qi)電裝機容(rong)量(liang)約3600萬千瓦。大(da)力(li)(li)推(tui)(tui)進天(tian)然氣(qi)(qi)(qi)與多種能源(yuan)融合(he)(he)發(fa)展,全面(mian)推(tui)(tui)進天(tian)然氣(qi)(qi)(qi)在交(jiao)通(tong)、商業、居民生活等(deng)領域(yu)(yu)的高效(xiao)利用。加(jia)大(da)南海油(you)氣(qi)(qi)(qi)勘探(tan)開發(fa)力(li)(li)度,支(zhi)持(chi)中(zhong)(zhong)海油(you)烏(wu)石(shi)17-2等(deng)油(you)氣(qi)(qi)(qi)田(tian)勘探(tan)開發(fa),爭取實現油(you)氣(qi)(qi)(qi)資源(yuan)增(zeng)儲上產。
9.加快(kuai)建(jian)設(she)新(xin)型電(dian)(dian)(dian)力(li)系統。強化(hua)電(dian)(dian)(dian)力(li)調峰和應急能(neng)力(li)建(jian)設(she),提(ti)升(sheng)電(dian)(dian)(dian)網安全保障水(shui)平。推(tui)進源(yuan)網荷儲(chu)一體化(hua)和多(duo)能(neng)互補發展(zhan),支持區域(yu)綜合能(neng)源(yuan)示范項目建(jian)設(she)。大力(li)提(ti)升(sheng)電(dian)(dian)(dian)力(li)需(xu)求側響應調節(jie)(jie)能(neng)力(li),完善市場化(hua)需(xu)求響應交(jiao)易(yi)機制和品種設(she)計,加快(kuai)形成(cheng)較成(cheng)熟的(de)需(xu)求側響應商業(ye)模式。增(zeng)強電(dian)(dian)(dian)力(li)供給側靈(ling)(ling)活調節(jie)(jie)能(neng)力(li),推(tui)進煤電(dian)(dian)(dian)靈(ling)(ling)活性改(gai)造,加快(kuai)已納入規(gui)劃的(de)抽水(shui)蓄(xu)能(neng)電(dian)(dian)(dian)站(zhan)(zhan)建(jian)設(she)。因(yin)地(di)制宜(yi)開(kai)展(zhan)新(xin)型儲(chu)能(neng)電(dian)(dian)(dian)站(zhan)(zhan)示范及規(gui)模化(hua)應用,穩(wen)步推(tui)進“新(xin)能(neng)源(yuan)+儲(chu)能(neng)”項目建(jian)設(she)。到(dao)(dao)2025年,新(xin)型儲(chu)能(neng)裝機容量達到(dao)(dao)200萬(wan)千瓦以上(shang)。到(dao)(dao)2030年,抽水(shui)蓄(xu)能(neng)電(dian)(dian)(dian)站(zhan)(zhan)裝機容量超(chao)過1500萬(wan)千瓦,省級電(dian)(dian)(dian)網基本具備5%以上(shang)的(de)尖(jian)峰負荷響應能(neng)力(li)。
(三)節能降碳增效行動。
堅持節約(yue)優先,不斷降(jiang)低單位產出能源資源消(xiao)耗(hao)和(he)碳(tan)排放,從源頭和(he)入口形成有效的碳(tan)排放控制閥門。
10.全(quan)面(mian)提升節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)降(jiang)碳(tan)(tan)(tan)管理能(neng)(neng)(neng)(neng)(neng)(neng)力。統(tong)籌建立碳(tan)(tan)(tan)排放(fang)強(qiang)(qiang)(qiang)度(du)控制(zhi)為主、碳(tan)(tan)(tan)排放(fang)總量(liang)(liang)控制(zhi)為輔的制(zhi)度(du),推動(dong)能(neng)(neng)(neng)(neng)(neng)(neng)耗“雙控”向碳(tan)(tan)(tan)排放(fang)總量(liang)(liang)和(he)強(qiang)(qiang)(qiang)度(du)“雙控”轉(zhuan)變。加快形成減污(wu)降(jiang)碳(tan)(tan)(tan)的激(ji)勵約束(shu)機制(zhi),防(fang)止簡單層(ceng)層(ceng)分解。推行(xing)用(yong)(yong)能(neng)(neng)(neng)(neng)(neng)(neng)預算管理,強(qiang)(qiang)(qiang)化(hua)固定資(zi)產投(tou)資(zi)項目(mu)節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)審查,對項目(mu)用(yong)(yong)能(neng)(neng)(neng)(neng)(neng)(neng)和(he)碳(tan)(tan)(tan)排放(fang)情況進行(xing)綜合評價,從源頭推進節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)降(jiang)碳(tan)(tan)(tan)。完善能(neng)(neng)(neng)(neng)(neng)(neng)源計量(liang)(liang)體系(xi),鼓勵采用(yong)(yong)認(ren)證手(shou)段(duan)提升節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)管理水平。建立跨部門聯(lian)動(dong)的節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)監察機制(zhi),綜合運用(yong)(yong)行(xing)政處罰、信用(yong)(yong)監管、綠色(se)電(dian)價等(deng)手(shou)段(duan),增強(qiang)(qiang)(qiang)節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)監察約束(shu)力。探(tan)索區域能(neng)(neng)(neng)(neng)(neng)(neng)評、碳(tan)(tan)(tan)評工作機制(zhi),推動(dong)區域能(neng)(neng)(neng)(neng)(neng)(neng)效(xiao)和(he)碳(tan)(tan)(tan)排放(fang)水平綜合提升。
11.推動減(jian)污降(jiang)碳協(xie)(xie)同(tong)(tong)增效。加(jia)強溫室氣(qi)(qi)體和大氣(qi)(qi)污染(ran)物(wu)(wu)協(xie)(xie)同(tong)(tong)控(kong)(kong)制,從政策規劃、技術標準、數據統計及(ji)考核機制等層面探索構(gou)建協(xie)(xie)同(tong)(tong)控(kong)(kong)制框架體系。加(jia)快推廣應用減(jian)污降(jiang)碳技術,從源(yuan)頭減(jian)少廢棄物(wu)(wu)產(chan)生和污染(ran)排放(fang),在石化行(xing)業統籌(chou)開展(zhan)有關建設項目減(jian)污降(jiang)碳協(xie)(xie)同(tong)(tong)治理試點。
12.加強(qiang)重(zhong)(zhong)(zhong)(zhong)點(dian)用(yong)(yong)(yong)能(neng)(neng)單位節(jie)(jie)能(neng)(neng)降(jiang)碳(tan)。實(shi)施(shi)(shi)城市節(jie)(jie)能(neng)(neng)降(jiang)碳(tan)工(gong)程,開展建(jian)(jian)筑、交通(tong)、照(zhao)明、供熱等基(ji)礎(chu)設(she)(she)施(shi)(shi)節(jie)(jie)能(neng)(neng)升(sheng)級改(gai)造(zao),推進(jin)先(xian)進(jin)綠色建(jian)(jian)筑技術示范(fan)應用(yong)(yong)(yong),推動城市綜合(he)能(neng)(neng)效(xiao)(xiao)(xiao)(xiao)提升(sheng)。以高(gao)耗能(neng)(neng)高(gao)排放項目(mu)聚集度高(gao)的園區(qu)為(wei)重(zhong)(zhong)(zhong)(zhong)點(dian),實(shi)施(shi)(shi)園區(qu)節(jie)(jie)能(neng)(neng)降(jiang)碳(tan)改(gai)造(zao),推進(jin)能(neng)(neng)源系(xi)統優化和(he)(he)梯級利用(yong)(yong)(yong)。實(shi)施(shi)(shi)鋼鐵、水泥、煉油、乙烯等高(gao)耗能(neng)(neng)行業(ye)和(he)(he)數據中心(xin)提效(xiao)(xiao)(xiao)(xiao)達(da)標改(gai)造(zao)工(gong)程,對(dui)(dui)擬建(jian)(jian)、在(zai)建(jian)(jian)項目(mu)力(li)爭全面達(da)到國家(jia)標桿水平,對(dui)(dui)能(neng)(neng)效(xiao)(xiao)(xiao)(xiao)低(di)于行業(ye)基(ji)準(zhun)水平的存量項目(mu),限期分批改(gai)造(zao)升(sheng)級和(he)(he)淘汰。在(zai)建(jian)(jian)筑、交通(tong)等領域實(shi)施(shi)(shi)節(jie)(jie)能(neng)(neng)降(jiang)碳(tan)重(zhong)(zhong)(zhong)(zhong)點(dian)工(gong)程,對(dui)(dui)標國際(ji)先(xian)進(jin)標準(zhun),引導重(zhong)(zhong)(zhong)(zhong)點(dian)用(yong)(yong)(yong)能(neng)(neng)單位深(shen)入挖掘節(jie)(jie)能(neng)(neng)降(jiang)碳(tan)潛力(li)。建(jian)(jian)立以能(neng)(neng)效(xiao)(xiao)(xiao)(xiao)為(wei)導向的激勵(li)約束機制,推廣(guang)先(xian)進(jin)高(gao)效(xiao)(xiao)(xiao)(xiao)產(chan)品(pin)設(she)(she)備,加快淘汰落后低(di)效(xiao)(xiao)(xiao)(xiao)設(she)(she)備。推進(jin)重(zhong)(zhong)(zhong)(zhong)點(dian)用(yong)(yong)(yong)能(neng)(neng)單位能(neng)(neng)耗在(zai)線監測(ce)系(xi)統建(jian)(jian)設(she)(she),強(qiang)化對(dui)(dui)重(zhong)(zhong)(zhong)(zhong)點(dian)用(yong)(yong)(yong)能(neng)(neng)設(she)(she)備的能(neng)(neng)效(xiao)(xiao)(xiao)(xiao)監測(ce),嚴厲打擊違(wei)法違(wei)規用(yong)(yong)(yong)能(neng)(neng)行為(wei)。
13.推(tui)動新(xin)(xin)型基(ji)礎設施節能(neng)降(jiang)碳(tan)。優化(hua)(hua)新(xin)(xin)型基(ji)礎設施空間布局,支持全(quan)國(guo)一體化(hua)(hua)算(suan)力網絡粵港澳大灣區國(guo)家樞紐(niu)節點建(jian)設,推(tui)動全(quan)省數(shu)據中(zhong)心集約(yue)化(hua)(hua)、規模(mo)化(hua)(hua)、綠(lv)色(se)(se)化(hua)(hua)發(fa)展(zhan)。對標(biao)國(guo)際先進(jin)水(shui)平,加快(kuai)完(wan)善通訊、運算(suan)、存儲(chu)、傳(chuan)輸等(deng)設備能(neng)效標(biao)準,提(ti)升準入門檻。推(tui)廣高(gao)效制冷、先進(jin)通風、余熱利用(yong)(yong)(yong)、智(zhi)能(neng)化(hua)(hua)用(yong)(yong)(yong)能(neng)控制等(deng)綠(lv)色(se)(se)技(ji)術,有序推(tui)動老舊基(ji)站、“老舊小散”數(shu)據中(zhong)心綠(lv)色(se)(se)技(ji)術改造。加強新(xin)(xin)型基(ji)礎設施用(yong)(yong)(yong)能(neng)管理,將(jiang)年綜(zong)合能(neng)耗超過1萬噸標(biao)準煤(mei)的數(shu)據中(zhong)心納入重點用(yong)(yong)(yong)能(neng)單位能(neng)耗在線監測(ce)系(xi)統,開展(zhan)能(neng)源計量審查(cha)。新(xin)(xin)建(jian)大型和超大型數(shu)據中(zhong)心全(quan)部(bu)達(da)到綠(lv)色(se)(se)數(shu)據中(zhong)心要求,綠(lv)色(se)(se)低碳(tan)等(deng)級達(da)到4A級以上,電能(neng)利用(yong)(yong)(yong)效率(PUE)不高(gao)于1.3,國(guo)家樞紐(niu)節點進(jin)一步降(jiang)到1.25以下。嚴禁(jin)利用(yong)(yong)(yong)數(shu)據中(zhong)心開展(zhan)虛擬(ni)貨幣(bi)“挖礦”活動。
(四)工業重點行業碳(tan)達峰行動。
工業(ye)是(shi)產生碳(tan)排放的主要領域,要抓住重點(dian)行(xing)業(ye)和關鍵環節,積極推(tui)行(xing)綠色制造(zao),深入推(tui)進清潔生產,不斷提升行(xing)業(ye)整體(ti)(ti)能效(xiao)水(shui)平,推(tui)動(dong)鋼(gang)鐵、石化(hua)化(hua)工、水(shui)泥、陶(tao)瓷、造(zao)紙等重點(dian)行(xing)業(ye)節能降碳(tan),助推(tui)工業(ye)整體(ti)(ti)有序達峰。
14.推動(dong)鋼(gang)(gang)(gang)鐵(tie)(tie)行(xing)業碳(tan)達峰。以(yi)湛江、韶關和陽江等產(chan)業集(ji)中地區為重點,嚴(yan)格執行(xing)產(chan)能置(zhi)換,推進(jin)存量優(you)化(hua),提升“高、精(jing)、尖(jian)”鋼(gang)(gang)(gang)材生(sheng)產(chan)能力(li)。優(you)化(hua)工藝流程和燃料、原料結(jie)構,有序引導(dao)短流程電(dian)爐(lu)煉(lian)(lian)鋼(gang)(gang)(gang)發展(zhan),開(kai)發優(you)質(zhi)、高強度、長壽命、可循環的低(di)碳(tan)鋼(gang)(gang)(gang)鐵(tie)(tie)產(chan)品(pin)。推廣先進(jin)適用技術(shu),降低(di)化(hua)石能源消耗,推動(dong)鋼(gang)(gang)(gang)鐵(tie)(tie)副產(chan)資(zi)源能源與(yu)石化(hua)、電(dian)力(li)、建材等行(xing)業協(xie)同聯(lian)動(dong),探索(suo)開(kai)展(zhan)非高爐(lu)煉(lian)(lian)鐵(tie)(tie)、氫能冶煉(lian)(lian)、二氧化(hua)碳(tan)捕(bu)集(ji)利用一體化(hua)等低(di)碳(tan)冶金技術(shu)試點示(shi)范。到2030年,長流程粗鋼(gang)(gang)(gang)單位產(chan)品(pin)碳(tan)排放比2020年降低(di)8%以(yi)上。
15.推(tui)(tui)(tui)動(dong)石化(hua)(hua)化(hua)(hua)工(gong)行業(ye)碳(tan)達(da)峰。推(tui)(tui)(tui)進沿海石化(hua)(hua)產業(ye)帶集群建設(she),加快推(tui)(tui)(tui)動(dong)減油增化(hua)(hua),積極(ji)發(fa)展(zhan)綠氫化(hua)(hua)工(gong)產業(ye)。調整燃料、原料結構,鼓勵以(yi)電力、天然氣代(dai)替煤炭作為燃料,推(tui)(tui)(tui)動(dong)烯(xi)烴原料輕質(zhi)化(hua)(hua)。優(you)(you)化(hua)(hua)產品(pin)結構,積極(ji)開發(fa)優(you)(you)質(zhi)、耐用(yong)、可循(xun)環的(de)綠色石化(hua)(hua)產品(pin)。推(tui)(tui)(tui)廣應用(yong)原料優(you)(you)化(hua)(hua)、能源梯(ti)級利用(yong)、物料循(xun)環利用(yong)、流(liu)程再(zai)造等工(gong)藝技術(shu)及裝備,探索開展(zhan)綠色煉化(hua)(hua)和二氧(yang)化(hua)(hua)碳(tan)捕集利用(yong)等示范項目。到(dao)2030年,原油加工(gong)和乙烯(xi)單(dan)位產品(pin)碳(tan)排放比2020年分別下降4%和5%以(yi)上。
16.推動水(shui)泥(ni)行業碳達峰(feng)。以清(qing)遠、肇慶(qing)、梅州、云浮(fu)和惠州等產(chan)業集中地區為重(zhong)點,引導(dao)水(shui)泥(ni)行業向集約化、制(zhi)品化、低碳化轉型。完善水(shui)泥(ni)常態(tai)化錯峰(feng)生(sheng)產(chan)機制(zhi)。推廣(guang)應用第二代(dai)新(xin)型干法水(shui)泥(ni)技(ji)術(shu)與裝備,到(dao)2025年(nian),符合二代(dai)技(ji)術(shu)標準的水(shui)泥(ni)生(sheng)產(chan)線比(bi)重(zhong)達到(dao)50%左(zuo)右(you)。加強新(xin)型膠凝(ning)(ning)材(cai)料(liao)(liao)、低碳混(hun)凝(ning)(ning)土(tu)等低碳建(jian)材(cai)產(chan)品的研發(fa)應用。加強燃料(liao)(liao)、原料(liao)(liao)替代(dai),鼓勵水(shui)泥(ni)窯協同處置生(sheng)活垃圾、工業廢渣(zha)等廢棄物。合理控(kong)制(zhi)生(sheng)產(chan)過程碳排放,探索水(shui)泥(ni)窯尾(wei)氣二氧化碳捕集利用。到(dao)2030年(nian),全(quan)省單位水(shui)泥(ni)熟料(liao)(liao)碳排放比(bi)2020年(nian)降(jiang)低8%以上。
17.推(tui)動(dong)陶(tao)瓷(ci)(ci)(ci)行業碳(tan)達峰。以(yi)佛山、肇慶、清遠、云浮、潮(chao)州和(he)(he)江門等(deng)產業集中地區為重(zhong)點,發(fa)展高端建筑(zhu)陶(tao)瓷(ci)(ci)(ci)和(he)(he)電子陶(tao)瓷(ci)(ci)(ci)等(deng)先進材料產業。推(tui)廣應用(yong)電窯(yao)爐和(he)(he)噴霧(wu)塔(ta)燃煤(mei)替代工藝,提(ti)高清潔能源消(xiao)費比(bi)重(zhong)。推(tui)廣隧道窯(yao)和(he)(he)輥道窯(yao)大型(xing)化、陶(tao)瓷(ci)(ci)(ci)生產干法制(zhi)粉、連續球磨(mo)工藝等(deng)低(di)碳(tan)節(jie)能技術,加強薄型(xing)建筑(zhu)陶(tao)瓷(ci)(ci)(ci)磚(板)、輕量化衛生陶(tao)瓷(ci)(ci)(ci)、發(fa)泡陶(tao)瓷(ci)(ci)(ci)等(deng)低(di)碳(tan)產品研發(fa)應用(yong)。
18.推(tui)(tui)動(dong)(dong)造(zao)紙行業(ye)碳達峰。以(yi)東莞、湛江和(he)江門(men)等(deng)產業(ye)集(ji)中地(di)區為(wei)重點,推(tui)(tui)動(dong)(dong)分散中小企業(ye)入園,實行統一供電供熱(re),提升造(zao)紙行業(ye)集(ji)約化(hua)(hua)(hua)、高端化(hua)(hua)(hua)、綠色化(hua)(hua)(hua)水平。探索開展電氣化(hua)(hua)(hua)改造(zao),充分利用太(tai)陽能以(yi)及造(zao)紙廢(fei)液廢(fei)渣等(deng)生(sheng)物(wu)質(zhi)能源(yuan)。推(tui)(tui)廣節能工藝技術,推(tui)(tui)進造(zao)紙行業(ye)林漿紙一體化(hua)(hua)(hua)。
(五)城鄉建設碳達峰行動。
城鄉(xiang)建(jian)設領(ling)域碳(tan)(tan)排放保(bao)持(chi)持(chi)續增長態勢,要將綠(lv)色低碳(tan)(tan)要求貫穿城鄉(xiang)規(gui)劃(hua)建(jian)設管理各環節,結(jie)合城市更新(xin)、新(xin)型城鎮化和鄉(xiang)村(cun)振興(xing),加快推進城鄉(xiang)建(jian)設綠(lv)色低碳(tan)(tan)發(fa)展。
19.推(tui)(tui)動城(cheng)鄉(xiang)(xiang)建(jian)設綠(lv)色(se)轉型。優化城(cheng)鄉(xiang)(xiang)空間布局,推(tui)(tui)動城(cheng)市(shi)組團式(shi)發(fa)展。合理規(gui)劃城(cheng)市(shi)建(jian)設面積發(fa)展目(mu)標,控制(zhi)新增建(jian)設用地(di)過快(kuai)增長。統籌推(tui)(tui)進海綿(mian)城(cheng)市(shi)等“韌性城(cheng)市(shi)”建(jian)設,大(da)力(li)建(jian)設綠(lv)色(se)城(cheng)鎮、綠(lv)色(se)社(she)區和美麗鄉(xiang)(xiang)村(cun),增強(qiang)城(cheng)鄉(xiang)(xiang)應對氣(qi)候變化能力(li)。建(jian)立完善以綠(lv)色(se)低碳為突出導向的城(cheng)鄉(xiang)(xiang)規(gui)劃建(jian)設管理機制(zhi),杜(du)絕大(da)拆(chai)大(da)建(jian)。
20.推廣(guang)綠(lv)色(se)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)設計。加快提升建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)能(neng)效水平,研究制訂不同類(lei)型(xing)民用建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)的綠(lv)色(se)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)設計標(biao)準(zhun)(zhun),鼓(gu)勵農民自建(jian)(jian)住(zhu)房參照綠(lv)色(se)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)標(biao)準(zhun)(zhun)建(jian)(jian)設。編制實施超低(di)能(neng)耗(hao)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)、近零碳建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)設計標(biao)準(zhun)(zhun),在廣(guang)州、深圳等地區開(kai)展近零碳建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)試(shi)點示(shi)范。到2025年,城鎮新建(jian)(jian)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)全面執(zhi)行綠(lv)色(se)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)標(biao)準(zhun)(zhun),星(xing)級(ji)綠(lv)色(se)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)占比達(da)到30%以上,新建(jian)(jian)政府投資公(gong)益性建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)和(he)大(da)型(xing)公(gong)共建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)全部達(da)到星(xing)級(ji)以上。
21.全面推(tui)行(xing)綠(lv)色(se)(se)施工(gong)。加快(kuai)推(tui)進建(jian)(jian)(jian)筑(zhu)(zhu)工(gong)業化(hua),大(da)力(li)發展裝(zhuang)(zhuang)配(pei)式建(jian)(jian)(jian)筑(zhu)(zhu),推(tui)廣(guang)鋼結構住宅(zhai),開展裝(zhuang)(zhuang)配(pei)式裝(zhuang)(zhuang)修試點。推(tui)廣(guang)應用綠(lv)色(se)(se)建(jian)(jian)(jian)材,優先選用獲得綠(lv)色(se)(se)建(jian)(jian)(jian)材認證標識的建(jian)(jian)(jian)材產品。鼓勵利用建(jian)(jian)(jian)筑(zhu)(zhu)廢(fei)棄(qi)物(wu)生產建(jian)(jian)(jian)筑(zhu)(zhu)材料(liao)和(he)再生利用,提高(gao)資源化(hua)利用水平(ping),降低(di)建(jian)(jian)(jian)筑(zhu)(zhu)材料(liao)消耗(hao)。到(dao)2030年(nian),裝(zhuang)(zhuang)配(pei)式建(jian)(jian)(jian)筑(zhu)(zhu)占(zhan)當年(nian)城(cheng)鎮(zhen)新建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)(zhu)的比例(li)達到(dao)40%,星(xing)級綠(lv)色(se)(se)建(jian)(jian)(jian)筑(zhu)(zhu)全面推(tui)廣(guang)綠(lv)色(se)(se)建(jian)(jian)(jian)材,施工(gong)現場建(jian)(jian)(jian)筑(zhu)(zhu)材料(liao)損耗(hao)率比2020年(nian)降低(di)20%以上,建(jian)(jian)(jian)筑(zhu)(zhu)廢(fei)棄(qi)物(wu)資源化(hua)利用率達到(dao)55%。
22.加強(qiang)綠(lv)色(se)(se)運營管(guan)理。強(qiang)化公(gong)共(gong)建(jian)筑(zhu)節能,重點抓好辦(ban)公(gong)樓、學(xue)校(xiao)、醫(yi)院、商場、酒(jiu)店等(deng)能耗(hao)限額管(guan)理,提升物業節能降(jiang)碳管(guan)理水平。編制(zhi)綠(lv)色(se)(se)建(jian)筑(zhu)后評估技(ji)術指南,建(jian)立(li)綠(lv)色(se)(se)建(jian)筑(zhu)用(yong)戶評價和(he)(he)反饋(kui)機(ji)(ji)制(zhi),對星級(ji)綠(lv)色(se)(se)建(jian)筑(zhu)實行動態管(guan)理。到2030年,大型公(gong)共(gong)建(jian)筑(zhu)制(zhi)冷能效比(bi)2020年提升20%,公(gong)共(gong)機(ji)(ji)構單位(wei)建(jian)筑(zhu)面(mian)積能耗(hao)和(he)(he)人均綜合(he)能耗(hao)分別比(bi)2020年降(jiang)低7%和(he)(he)8%。
23.優化建(jian)(jian)筑用能結構。大力(li)(li)推進(jin)可(ke)再生能源(yuan)建(jian)(jian)筑應用,積(ji)極推廣應用太(tai)(tai)陽能光伏(fu)、太(tai)(tai)陽能光熱、空氣(qi)(qi)源(yuan)熱泵(beng)等技術,鼓勵光伏(fu)建(jian)(jian)筑一體化建(jian)(jian)設。提高城鄉居(ju)民生活(huo)電氣(qi)(qi)化水(shui)平,積(ji)極研發并推廣生活(huo)熱水(shui)、炊(chui)事(shi)高效電氣(qi)(qi)化技術與設備。提升(sheng)城鄉居(ju)民管道天然氣(qi)(qi)普(pu)及率。到2025年,城鎮建(jian)(jian)筑可(ke)再生能源(yuan)替代率達到8%,新建(jian)(jian)公共機構建(jian)(jian)筑、新建(jian)(jian)廠房(fang)屋頂光伏(fu)覆蓋率力(li)(li)爭達到50%。
(六)交通(tong)運輸綠(lv)色低碳行動。

24.推(tui)(tui)(tui)動(dong)運輸(shu)(shu)工具裝備低碳(tan)(tan)轉(zhuan)型(xing)。大力推(tui)(tui)(tui)廣節能(neng)(neng)及新能(neng)(neng)源汽(qi)車(che)(che)(che),研(yan)究制定補貼政策,推(tui)(tui)(tui)動(dong)城市公共服務及貨運配送(song)車(che)(che)(che)輛(liang)電(dian)動(dong)化(hua)替(ti)(ti)代。逐(zhu)步(bu)降(jiang)低傳統燃(ran)油(you)汽(qi)車(che)(che)(che)占比,促進(jin)(jin)(jin)私家車(che)(che)(che)電(dian)動(dong)化(hua)。有序(xu)發展氫燃(ran)料電(dian)池汽(qi)車(che)(che)(che),穩步(bu)推(tui)(tui)(tui)動(dong)電(dian)力、氫燃(ran)料車(che)(che)(che)輛(liang)對燃(ran)油(you)商用、專用等車(che)(che)(che)輛(liang)的替(ti)(ti)代。提升鐵(tie)路系(xi)統電(dian)氣(qi)化(hua)水平(ping),推(tui)(tui)(tui)進(jin)(jin)(jin)內河航運船(chuan)舶(bo)(bo)電(dian)氣(qi)化(hua)替(ti)(ti)代。加(jia)(jia)快生(sheng)物燃(ran)油(you)技術攻關,促進(jin)(jin)(jin)航空、水路運輸(shu)(shu)燃(ran)油(you)清(qing)潔(jie)(jie)化(hua)。加(jia)(jia)快運輸(shu)(shu)船(chuan)舶(bo)(bo)LNG清(qing)潔(jie)(jie)動(dong)力改造及加(jia)(jia)注站建設。加(jia)(jia)快推(tui)(tui)(tui)進(jin)(jin)(jin)碼頭岸(an)電(dian)設施(shi)建設,推(tui)(tui)(tui)進(jin)(jin)(jin)船(chuan)舶(bo)(bo)靠岸(an)使用岸(an)電(dian)應(ying)接盡(jin)接。到2030年(nian),當年(nian)新增新能(neng)(neng)源、清(qing)潔(jie)(jie)能(neng)(neng)源動(dong)力的交通(tong)工具比例達到40%左右(you),電(dian)動(dong)乘用車(che)(che)(che)銷售(shou)量(liang)力爭(zheng)達到乘用車(che)(che)(che)新車(che)(che)(che)銷售(shou)量(liang)的30%以上,營運交通(tong)工具單(dan)位(wei)換算周轉(zhuan)量(liang)碳(tan)(tan)排放強(qiang)度比2020年(nian)下(xia)降(jiang)10%,鐵(tie)路單(dan)位(wei)換算周轉(zhuan)量(liang)綜合能(neng)(neng)耗(hao)比2020年(nian)下(xia)降(jiang)10%,陸路交通(tong)運輸(shu)(shu)石油(you)消(xiao)費力爭(zheng)2030年(nian)前達到峰值。

26.加快綠色(se)(se)交(jiao)通(tong)基礎(chu)設(she)施建(jian)(jian)設(she)。將綠色(se)(se)節能(neng)低(di)碳(tan)貫(guan)穿(chuan)交(jiao)通(tong)基礎(chu)設(she)施規(gui)劃、建(jian)(jian)設(she)、運(yun)(yun)營和(he)維(wei)護(hu)全(quan)過程,有效降低(di)交(jiao)通(tong)基礎(chu)設(she)施建(jian)(jian)設(she)全(quan)生命周期能(neng)耗(hao)和(he)碳(tan)排放。積(ji)極(ji)推廣可(ke)再生能(neng)源(yuan)在交(jiao)通(tong)基礎(chu)設(she)施建(jian)(jian)設(she)運(yun)(yun)營中的應(ying)用(yong),構(gou)建(jian)(jian)綜合交(jiao)通(tong)樞紐場站(zhan)綠色(se)(se)能(neng)源(yuan)系統。加快布局(ju)城鄉公共充換電(dian)網(wang)絡,積(ji)極(ji)建(jian)(jian)設(she)城際充電(dian)網(wang)絡和(he)高(gao)速公路(lu)服務區(qu)(qu)快充站(zhan)配套設(she)施,加強與(yu)電(dian)網(wang)雙向智能(neng)互(hu)動(dong),到(dao)(dao)2025年,實現高(gao)速公路(lu)服務區(qu)(qu)快充站(zhan)全(quan)覆蓋(gai)。積(ji)極(ji)推動(dong)新材料、新技術、新工藝在交(jiao)通(tong)運(yun)(yun)輸(shu)領域(yu)的應(ying)用(yong),打造一批(pi)綠色(se)(se)交(jiao)通(tong)基礎(chu)設(she)施工程。到(dao)(dao)2030年,民用(yong)運(yun)(yun)輸(shu)機場場內車輛裝備等(deng)力爭全(quan)面(mian)實現電(dian)動(dong)化(hua)。
(七)農業農村減排固(gu)碳行動。
大(da)力發展(zhan)綠色低碳循環農(nong)(nong)(nong)業,加快(kuai)農(nong)(nong)(nong)業農(nong)(nong)(nong)村(cun)用能方式轉(zhuan)變,提(ti)升農(nong)(nong)(nong)業生產效率和(he)能效水平,提(ti)高(gao)農(nong)(nong)(nong)業減(jian)排固碳能力。
27.提升農(nong)(nong)(nong)業生產效(xiao)(xiao)(xiao)率和(he)(he)能效(xiao)(xiao)(xiao)水平。嚴守耕(geng)地保護(hu)紅(hong)線,全面落實永久基本農(nong)(nong)(nong)田特殊保護(hu)政策措施(shi)。推進高(gao)標(biao)準農(nong)(nong)(nong)田建設,全面發展(zhan)(zhan)農(nong)(nong)(nong)業機(ji)械化(hua)(hua)。實施(shi)智慧農(nong)(nong)(nong)業工(gong)程,建設農(nong)(nong)(nong)業大數據和(he)(he)廣東智慧農(nong)(nong)(nong)機(ji)裝備(bei)。實施(shi)化(hua)(hua)肥農(nong)(nong)(nong)藥減量增效(xiao)(xiao)(xiao)行動,合理控制化(hua)(hua)肥、農(nong)(nong)(nong)藥使用量,推廣商品有機(ji)肥施(shi)用、綠肥種植、秸(jie)稈還田,開展(zhan)(zhan)農(nong)(nong)(nong)膜回收。
28.加快農(nong)(nong)(nong)(nong)業農(nong)(nong)(nong)(nong)村用能(neng)方式轉變。實施(shi)(shi)(shi)新一輪農(nong)(nong)(nong)(nong)村電網升(sheng)級改造,提(ti)(ti)高(gao)農(nong)(nong)(nong)(nong)村電網供電可靠(kao)率,提(ti)(ti)升(sheng)農(nong)(nong)(nong)(nong)村用能(neng)電氣化水平(ping)。加快太(tai)陽能(neng)、風能(neng)、生(sheng)物(wu)質能(neng)、地熱能(neng)等(deng)可再生(sheng)能(neng)源在農(nong)(nong)(nong)(nong)用生(sheng)產和農(nong)(nong)(nong)(nong)村建筑中的利(li)用,促進鄉(xiang)村分布(bu)式儲(chu)能(neng)、新能(neng)源并網試點應用。推廣節能(neng)環(huan)保灶具(ju)、電動農(nong)(nong)(nong)(nong)用車輛、節能(neng)環(huan)保農(nong)(nong)(nong)(nong)機和漁船。大(da)(da)力(li)發(fa)(fa)展綠(lv)色低(di)碳(tan)循環(huan)農(nong)(nong)(nong)(nong)業,發(fa)(fa)展節能(neng)低(di)碳(tan)農(nong)(nong)(nong)(nong)業大(da)(da)棚(peng),推進農(nong)(nong)(nong)(nong)光互補、“光伏+設施(shi)(shi)(shi)農(nong)(nong)(nong)(nong)業”、“海(hai)上(shang)風電+海(hai)洋(yang)牧場”等(deng)低(di)碳(tan)農(nong)(nong)(nong)(nong)業模式。建設安全可靠(kao)的鄉(xiang)村儲(chu)氣罐(guan)站和微管網供氣系統,有序推動供氣設施(shi)(shi)(shi)向(xiang)農(nong)(nong)(nong)(nong)村延伸。
29.提(ti)高農(nong)(nong)業(ye)(ye)(ye)減排固(gu)(gu)碳(tan)(tan)(tan)能(neng)(neng)力。選育高產(chan)低排放良種,改善水(shui)分(fen)和(he)肥(fei)料管理,推廣水(shui)稻間歇灌溉、節(jie)水(shui)灌溉、施用(yong)緩釋肥(fei)等(deng)技術,控制甲烷、氧化(hua)亞氮(dan)等(deng)溫室氣體(ti)排放。加強農(nong)(nong)作物秸(jie)稈和(he)畜禽糞污資(zi)源化(hua)、能(neng)(neng)源化(hua)利用(yong),提(ti)升(sheng)農(nong)(nong)業(ye)(ye)(ye)廢棄(qi)物綜(zong)合利用(yong)水(shui)平。開展耕地(di)質量提(ti)升(sheng)行動(dong),通(tong)過農(nong)(nong)業(ye)(ye)(ye)技術改進、種植模式調(diao)整等(deng)措施,提(ti)升(sheng)土(tu)壤有(you)機碳(tan)(tan)(tan)儲量。研發應用(yong)增匯(hui)型農(nong)(nong)業(ye)(ye)(ye)技術,探索(suo)推廣二氧化(hua)碳(tan)(tan)(tan)氣肥(fei)等(deng)固(gu)(gu)碳(tan)(tan)(tan)技術。
(八)循環經濟助力(li)降(jiang)碳行動。
大力發展(zhan)循(xun)環(huan)經濟,推動資(zi)源(yuan)節(jie)約集(ji)約循(xun)環(huan)利用,推進廢棄物減量化(hua)資(zi)源(yuan)化(hua),通過(guo)提高資(zi)源(yuan)利用效率助力實(shi)現(xian)碳達峰。
30.建立健全資(zi)源循(xun)(xun)環(huan)(huan)(huan)利(li)用(yong)體(ti)(ti)系。深入推(tui)(tui)進(jin)園區(qu)循(xun)(xun)環(huan)(huan)(huan)化(hua)改造,推(tui)(tui)動企(qi)業(ye)循(xun)(xun)環(huan)(huan)(huan)式(shi)生(sheng)產(chan)、產(chan)業(ye)循(xun)(xun)環(huan)(huan)(huan)式(shi)組(zu)合(he),搭建資(zi)源共享、廢(fei)(fei)物(wu)處(chu)理、服務高效的公共平臺。到(dao)(dao)2030年,省(sheng)級以上產(chan)業(ye)園區(qu)全部完成循(xun)(xun)環(huan)(huan)(huan)化(hua)改造。完善廢(fei)(fei)舊物(wu)資(zi)回收網絡(luo),推(tui)(tui)行“互聯網+”回收模式(shi)。積極(ji)培(pei)育(yu)再(zai)制造產(chan)業(ye),推(tui)(tui)動汽車零部件(jian)、工程機械、辦公設備等再(zai)制造產(chan)業(ye)高質量(liang)發展(zhan)。加快大宗(zong)固體(ti)(ti)廢(fei)(fei)物(wu)綜合(he)利(li)用(yong)示范基地建設,拓寬建筑垃圾、尾(wei)礦(kuang)(共伴生(sheng)礦(kuang))、冶煉渣等大宗(zong)固體(ti)(ti)廢(fei)(fei)物(wu)綜合(he)利(li)用(yong)渠道,推(tui)(tui)動退(tui)役動力電(dian)池、光伏組(zu)件(jian)、風電(dian)機組(zu)葉片等新興(xing)產(chan)業(ye)固體(ti)(ti)廢(fei)(fei)物(wu)循(xun)(xun)環(huan)(huan)(huan)利(li)用(yong)。到(dao)(dao)2025年,大宗(zong)固體(ti)(ti)廢(fei)(fei)物(wu)年利(li)用(yong)量(liang)達到(dao)(dao)3億(yi)噸左(zuo)右,廢(fei)(fei)鋼鐵(tie)、廢(fei)(fei)銅、廢(fei)(fei)鋁(lv)、廢(fei)(fei)鉛、廢(fei)(fei)鋅、廢(fei)(fei)紙、廢(fei)(fei)塑料、廢(fei)(fei)橡膠、廢(fei)(fei)玻(bo)璃等9種(zhong)主要(yao)再(zai)生(sheng)資(zi)源循(xun)(xun)環(huan)(huan)(huan)利(li)用(yong)量(liang)達到(dao)(dao)5500萬噸左(zuo)右。到(dao)(dao)2030年,大宗(zong)固體(ti)(ti)廢(fei)(fei)物(wu)年利(li)用(yong)量(liang)達到(dao)(dao)3.5億(yi)噸左(zuo)右,9種(zhong)主要(yao)再(zai)生(sheng)資(zi)源循(xun)(xun)環(huan)(huan)(huan)利(li)用(yong)量(liang)達到(dao)(dao)6000萬噸左(zuo)右。
31.推(tui)進廢棄物減量(liang)化(hua)(hua)(hua)資(zi)源(yuan)化(hua)(hua)(hua)。全(quan)面(mian)推(tui)行生活(huo)垃(la)(la)圾分(fen)(fen)類(lei),加快(kuai)建(jian)立(li)分(fen)(fen)類(lei)投放、分(fen)(fen)類(lei)收集、分(fen)(fen)類(lei)運輸、分(fen)(fen)類(lei)處(chu)理(li)(li)的生活(huo)垃(la)(la)圾管理(li)(li)系統,提升(sheng)生活(huo)垃(la)(la)圾減量(liang)化(hua)(hua)(hua)、資(zi)源(yuan)化(hua)(hua)(hua)、無害化(hua)(hua)(hua)處(chu)理(li)(li)水平(ping)。高標準建(jian)設(she)生活(huo)垃(la)(la)圾無害化(hua)(hua)(hua)處(chu)理(li)(li)設(she)施,加快(kuai)發(fa)展(zhan)以(yi)焚燒為主的垃(la)(la)圾處(chu)理(li)(li)方式,進一步提高焚燒處(chu)理(li)(li)占比。實施塑(su)料(liao)污(wu)染全(quan)鏈條治理(li)(li),加快(kuai)推(tui)廣應用(yong)(yong)(yong)替代產品和(he)模式,推(tui)進塑(su)料(liao)廢棄物資(zi)源(yuan)化(hua)(hua)(hua)、能(neng)源(yuan)化(hua)(hua)(hua)利(li)(li)用(yong)(yong)(yong)。積(ji)極推(tui)進非(fei)常規(gui)水和(he)污(wu)水資(zi)源(yuan)化(hua)(hua)(hua)利(li)(li)用(yong)(yong)(yong),合理(li)(li)布(bu)局再(zai)生水利(li)(li)用(yong)(yong)(yong)基礎(chu)設(she)施。到(dao)2025年,城市(shi)生活(huo)垃(la)(la)圾資(zi)源(yuan)化(hua)(hua)(hua)利(li)(li)用(yong)(yong)(yong)比例不低于60%。到(dao)2030年,城市(shi)生活(huo)垃(la)(la)圾資(zi)源(yuan)化(hua)(hua)(hua)利(li)(li)用(yong)(yong)(yong)比例達到(dao)65%以(yi)上(shang),全(quan)省規(gui)模以(yi)上(shang)工業用(yong)(yong)(yong)水重復利(li)(li)用(yong)(yong)(yong)率提高到(dao)90%以(yi)上(shang)。

聚焦綠色低(di)碳(tan)關鍵(jian)核心(xin)技術,完(wan)善科技創(chuang)新體制機制,強化(hua)創(chuang)新和成果轉化(hua)能(neng)力(li),搶占綠色低(di)碳(tan)技術制高點,為(wei)實現(xian)碳(tan)達峰注入(ru)強大(da)動(dong)能(neng)。

33.低碳關(guan)鍵(jian)(jian)(jian)核(he)心技(ji)術創(chuang)新行動。強(qiang)化(hua)核(he)能(neng)(neng)、可再(zai)生能(neng)(neng)源、氫能(neng)(neng)、儲能(neng)(neng)、新型電力系統等新能(neng)(neng)源技(ji)術創(chuang)新。加(jia)強(qiang)鋼鐵(tie)、石化(hua)等傳(chuan)統高耗(hao)能(neng)(neng)行業的低碳燃(ran)料與原(yuan)料替代、零碳工業流程(cheng)(cheng)再(zai)造、數據中心和5G等新型基礎設施的過程(cheng)(cheng)智能(neng)(neng)調控等關(guan)鍵(jian)(jian)(jian)核(he)心技(ji)術與裝備研發。推進建筑、交(jiao)通(tong)運輸行業節能(neng)(neng)減排關(guan)鍵(jian)(jian)(jian)技(ji)術研究(jiu)與示范。推動森(sen)林、農田、濕地(di)等生態碳匯關(guan)鍵(jian)(jian)(jian)技(ji)術研究(jiu)。加(jia)快典型固(gu)體(ti)廢物、電子廢棄物等資源循(xun)環(huan)利用關(guan)鍵(jian)(jian)(jian)核(he)心技(ji)術攻(gong)關(guan)。

35.低(di)(di)(di)碳科(ke)技(ji)創(chuang)新(xin)(xin)(xin)能(neng)力(li)(li)提(ti)升行動。加強(qiang)綠(lv)(lv)色技(ji)術創(chuang)新(xin)(xin)(xin)能(neng)力(li)(li)建(jian)(jian)設,創(chuang)建(jian)(jian)一(yi)批(pi)(pi)國家、省級綠(lv)(lv)色低(di)(di)(di)碳技(ji)術重點實驗(yan)室(shi)等(deng)重大(da)科(ke)技(ji)創(chuang)新(xin)(xin)(xin)平臺,推動基礎研究和(he)(he)前沿技(ji)術創(chuang)新(xin)(xin)(xin)發展(zhan)。培育(yu)企(qi)(qi)業(ye)創(chuang)新(xin)(xin)(xin)能(neng)力(li)(li),強(qiang)化(hua)企(qi)(qi)業(ye)創(chuang)新(xin)(xin)(xin)主體(ti)地位,構建(jian)(jian)產(chan)(chan)學(xue)研技(ji)術轉化(hua)平臺,引導行業(ye)龍頭(tou)企(qi)(qi)業(ye)聯(lian)合(he)(he)高(gao)校、科(ke)研院(yuan)所(suo)和(he)(he)上下游(you)企(qi)(qi)業(ye)共(gong)建(jian)(jian)低(di)(di)(di)碳產(chan)(chan)業(ye)創(chuang)新(xin)(xin)(xin)中(zhong)心,開(kai)展(zhan)關鍵技(ji)術協(xie)同創(chuang)新(xin)(xin)(xin)。培育(yu)低(di)(di)(di)碳科(ke)技(ji)創(chuang)新(xin)(xin)(xin)主體(ti),實施高(gao)端人才(cai)(cai)團隊(dui)引進(jin)和(he)(he)培育(yu)工程,鼓勵高(gao)校建(jian)(jian)立多學(xue)科(ke)交叉的綠(lv)(lv)色低(di)(di)(di)碳人才(cai)(cai)培養體(ti)系,形成一(yi)批(pi)(pi)碳達峰、碳中(zhong)和(he)(he)科(ke)技(ji)人才(cai)(cai)隊(dui)伍。深化(hua)產(chan)(chan)教(jiao)融合(he)(he),鼓勵校企(qi)(qi)聯(lian)合(he)(he)開(kai)展(zhan)產(chan)(chan)學(xue)合(he)(he)作協(xie)同育(yu)人項(xiang)目。
(十)綠色要素(su)交易市(shi)場(chang)建設行動。
發揮市(shi)場配置資源的決定性作用,用好碳(tan)(tan)排放權(quan)(quan)交(jiao)易(yi)、用能權(quan)(quan)交(jiao)易(yi)、電力(li)交(jiao)易(yi)等(deng)市(shi)場機制,健全生(sheng)(sheng)態產品價值實現(xian)機制,激發各類市(shi)場主體綠(lv)色低碳(tan)(tan)轉型(xing)的內生(sheng)(sheng)動力(li)和市(shi)場活力(li)。
36.完(wan)善(shan)碳(tan)交(jiao)(jiao)易(yi)(yi)(yi)等(deng)市(shi)(shi)場(chang)(chang)機(ji)制。深化廣(guang)(guang)東碳(tan)排放(fang)(fang)權(quan)(quan)(quan)交(jiao)(jiao)易(yi)(yi)(yi)試點,逐步探索將(jiang)陶瓷、紡(fang)織、數(shu)(shu)據中心、公共建筑、交(jiao)(jiao)通運輸等(deng)行(xing)業(ye)領域(yu)重(zhong)點企業(ye)納入廣(guang)(guang)東碳(tan)市(shi)(shi)場(chang)(chang)覆蓋范圍,繼續(xu)為(wei)(wei)全國(guo)(guo)發(fa)揮先(xian)(xian)行(xing)先(xian)(xian)試作(zuo)用(yong)。制定碳(tan)交(jiao)(jiao)易(yi)(yi)(yi)支持碳(tan)達(da)峰、碳(tan)中和實施方案,做好控排企業(ye)碳(tan)排放(fang)(fang)配額分配方案與全省碳(tan)達(da)峰工作(zuo)的銜接。積極參(can)與全國(guo)(guo)碳(tan)市(shi)(shi)場(chang)(chang)建設,嚴厲打(da)(da)擊碳(tan)排放(fang)(fang)數(shu)(shu)據造(zao)假(jia)行(xing)為(wei)(wei)。在廣(guang)(guang)州(zhou)期貨交(jiao)(jiao)易(yi)(yi)(yi)所探索開(kai)(kai)發(fa)碳(tan)排放(fang)(fang)權(quan)(quan)(quan)等(deng)綠色低碳(tan)期貨交(jiao)(jiao)易(yi)(yi)(yi)品種。開(kai)(kai)展(zhan)用(yong)能權(quan)(quan)(quan)交(jiao)(jiao)易(yi)(yi)(yi)試點,探索碳(tan)交(jiao)(jiao)易(yi)(yi)(yi)市(shi)(shi)場(chang)(chang)和用(yong)能權(quan)(quan)(quan)交(jiao)(jiao)易(yi)(yi)(yi)市(shi)(shi)場(chang)(chang)協同運行(xing)機(ji)制。全面推廣(guang)(guang)碳(tan)普惠(hui)制,開(kai)(kai)發(fa)和完(wan)善(shan)碳(tan)普惠(hui)核證方法學(xue)。統(tong)籌推進碳(tan)排放(fang)(fang)權(quan)(quan)(quan)、碳(tan)普惠(hui)制、碳(tan)匯(hui)交(jiao)(jiao)易(yi)(yi)(yi)等(deng)市(shi)(shi)場(chang)(chang)機(ji)制融合發(fa)展(zhan),打(da)(da)造(zao)具有廣(guang)(guang)東特色并與國(guo)(guo)際接軌的自(zi)愿減排機(ji)制。
37.深化(hua)(hua)能(neng)源電(dian)(dian)(dian)力(li)(li)市(shi)場(chang)(chang)改(gai)革(ge)。推進(jin)電(dian)(dian)(dian)力(li)(li)市(shi)場(chang)(chang)化(hua)(hua)改(gai)革(ge),逐步(bu)構建(jian)完(wan)(wan)善(shan)的(de)“中(zhong)長期+現貨(huo)”“電(dian)(dian)(dian)能(neng)量+輔助服務”電(dian)(dian)(dian)力(li)(li)市(shi)場(chang)(chang)交易體系,支持各(ge)類市(shi)場(chang)(chang)主體提(ti)供(gong)多元(yuan)輔助服務,擴大(da)電(dian)(dian)(dian)力(li)(li)市(shi)場(chang)(chang)化(hua)(hua)交易規模。健全促(cu)進(jin)新(xin)能(neng)源發展的(de)價(jia)格(ge)機(ji)(ji)制,完(wan)(wan)善(shan)風電(dian)(dian)(dian)、光(guang)伏發電(dian)(dian)(dian)價(jia)格(ge)形(xing)成機(ji)(ji)制,建(jian)立新(xin)型儲能(neng)價(jia)格(ge)機(ji)(ji)制。持續(xu)推動天然氣市(shi)場(chang)(chang)化(hua)(hua)改(gai)革(ge),完(wan)(wan)善(shan)油(you)氣管網(wang)公平接(jie)入機(ji)(ji)制。
38.健(jian)全生(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)產(chan)(chan)品(pin)價(jia)(jia)值實現機(ji)制。推(tui)進自(zi)然(ran)資(zi)(zi)源確權(quan)登記(ji),探索(suo)將生(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)產(chan)(chan)品(pin)價(jia)(jia)值核算(suan)基礎數據納入(ru)國民經(jing)濟(ji)核算(suan)體系。鼓勵(li)地(di)市先行開展以生(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)產(chan)(chan)品(pin)實物量(liang)為(wei)重點(dian)的生(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)價(jia)(jia)值核算(suan),探索(suo)不同類型生(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)產(chan)(chan)品(pin)經(jing)濟(ji)價(jia)(jia)值核算(suan)規范,推(tui)動生(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)產(chan)(chan)品(pin)價(jia)(jia)值核算(suan)結果(guo)在(zai)生(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)保護補償(chang)、生(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)環境損害賠(pei)償(chang)、生(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)資(zi)(zi)源權(quan)益交易等方(fang)面的應(ying)用。健(jian)全生(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)保護補償(chang)機(ji)制,完善重點(dian)生(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)功能區轉移支付資(zi)(zi)金分配(pei)機(ji)制。

開展(zhan)綠(lv)(lv)色(se)經貿(mao)、技術與金融合作,推進綠(lv)(lv)色(se)“一帶一路”建(jian)設(she),深(shen)化粵港澳低碳(tan)領域交流合作,發展(zhan)高質量、高技術、高附(fu)加值(zhi)的綠(lv)(lv)色(se)低碳(tan)產(chan)品國(guo)際貿(mao)易。
39.提高(gao)外(wai)(wai)(wai)貿(mao)(mao)(mao)(mao)行業綠(lv)(lv)色(se)競(jing)(jing)爭(zheng)力。全(quan)面(mian)建設(she)貿(mao)(mao)(mao)(mao)易強省,實(shi)施貿(mao)(mao)(mao)(mao)易高(gao)質(zhi)量發(fa)(fa)展“十大(da)(da)工程”,發(fa)(fa)展高(gao)質(zhi)量、高(gao)技術、高(gao)附(fu)加值的綠(lv)(lv)色(se)低碳產(chan)品國(guo)(guo)(guo)際(ji)貿(mao)(mao)(mao)(mao)易,提高(gao)外(wai)(wai)(wai)貿(mao)(mao)(mao)(mao)行業綠(lv)(lv)色(se)競(jing)(jing)爭(zheng)力。積極應對(dui)綠(lv)(lv)色(se)貿(mao)(mao)(mao)(mao)易國(guo)(guo)(guo)際(ji)規則(ze),探(tan)索建立(li)廣(guang)東產(chan)品碳足跡評價(jia)與標(biao)(biao)識制(zhi)度(du)。加強綠(lv)(lv)色(se)標(biao)(biao)準國(guo)(guo)(guo)際(ji)合(he)(he)作(zuo),推動(dong)落實(shi)合(he)(he)格評定合(he)(he)作(zuo)和(he)互認機制(zhi),做好綠(lv)(lv)色(se)貿(mao)(mao)(mao)(mao)易規則(ze)與進(jin)出口政策(ce)的銜接(jie)。擴(kuo)大(da)(da)綠(lv)(lv)色(se)低碳貿(mao)(mao)(mao)(mao)易主體規模,培育一(yi)批低碳外(wai)(wai)(wai)向型骨干企業和(he)綠(lv)(lv)色(se)低碳進(jin)口貿(mao)(mao)(mao)(mao)易促進(jin)創新(xin)示范(fan)區,促進(jin)外(wai)(wai)(wai)貿(mao)(mao)(mao)(mao)轉型升級基地、國(guo)(guo)(guo)家級經(jing)濟(ji)技術開發(fa)(fa)區和(he)海關特殊(shu)監管區域綠(lv)(lv)色(se)發(fa)(fa)展。
40.推(tui)進(jin)(jin)綠(lv)色(se)“一帶一路”建設。堅持(chi)(chi)互惠共(gong)贏原則,建立健全雙邊產能合作(zuo)機制,加(jia)強(qiang)與沿(yan)(yan)線(xian)國家(jia)綠(lv)色(se)貿(mao)易(yi)規則對(dui)(dui)接、綠(lv)色(se)產業政策(ce)對(dui)(dui)接和綠(lv)色(se)投(tou)資(zi)項目對(dui)(dui)接。支持(chi)(chi)企業結合自身優勢對(dui)(dui)接沿(yan)(yan)線(xian)國家(jia)綠(lv)色(se)產業和新能源項目,深化(hua)國際產能合作(zuo),擴大新能源技(ji)術和裝(zhuang)備出口。加(jia)強(qiang)在應對(dui)(dui)氣候變化(hua)、海(hai)洋合作(zuo)、荒漠化(hua)防治等方面(mian)的(de)國際交流合作(zuo)。推(tui)進(jin)(jin)“綠(lv)色(se)展(zhan)會”建設,在展(zhan)館設置、搭建及(ji)組(zu)織參展(zhan)等工作(zuo)環節上(shang)減(jian)少(shao)污染和浪費。發揮中國進(jin)(jin)出口商品交易(yi)會、中國國際高新技(ji)術成果交易(yi)會等重(zhong)要展(zhan)會平(ping)臺綠(lv)色(se)低(di)碳(tan)引領作(zuo)用,支持(chi)(chi)綠(lv)色(se)低(di)碳(tan)貿(mao)易(yi)主體參展(zhan)。
41.深化粵港(gang)(gang)(gang)澳(ao)低碳(tan)領域合作交流。建立(li)健全粵港(gang)(gang)(gang)澳(ao)應對氣候變化聯絡協調機制。積極推(tui)進(jin)粵港(gang)(gang)(gang)清(qing)潔(jie)生(sheng)(sheng)產伙(huo)伴計劃,構(gou)建粵港(gang)(gang)(gang)澳(ao)大灣區(qu)清(qing)潔(jie)生(sheng)(sheng)產技(ji)術研發(fa)、推(tui)廣(guang)和融資(zi)體(ti)系。持(chi)續推(tui)進(jin)綠(lv)色(se)金(jin)融合作,探索建立(li)粵港(gang)(gang)(gang)澳(ao)大灣區(qu)綠(lv)色(se)金(jin)融標(biao)準體(ti)系。支持(chi)香港(gang)(gang)(gang)、澳(ao)門國際環保展及相關(guan)活動(dong),推(tui)進(jin)粵港(gang)(gang)(gang)澳(ao)在(zai)新能源汽車、綠(lv)色(se)建筑(zhu)、綠(lv)色(se)交通、碳(tan)標(biao)簽、近零(ling)碳(tan)排放區(qu)示范等(deng)方(fang)面的交流合作。
(十二)生態(tai)碳匯(hui)能力鞏固提升行動。
堅持系統觀念,推進(jin)山水林田湖草沙一體化保(bao)護和(he)系統治理,提高生態(tai)系統質量(liang)和(he)穩定性(xing),有效(xiao)提升森林、濕地、海洋等生態(tai)系統碳匯增量(liang)。
42.鞏固生態(tai)系統固碳(tan)作用(yong)(yong)。加(jia)快建(jian)立(li)全省國(guo)土空間規劃體系,構建(jian)有利于碳(tan)達(da)峰、碳(tan)中(zhong)和的國(guo)土空間開(kai)(kai)發保護(hu)格局。嚴(yan)守生態(tai)保護(hu)紅線(xian),嚴(yan)控(kong)生態(tai)空間占用(yong)(yong),建(jian)立(li)以國(guo)家公園為(wei)主體的自然保護(hu)地(di)(di)體系。劃定城鎮開(kai)(kai)發邊界,嚴(yan)控(kong)新增(zeng)建(jian)設用(yong)(yong)地(di)(di)規模(mo),推(tui)(tui)動城鄉存量建(jian)設用(yong)(yong)地(di)(di)盤活利用(yong)(yong)。嚴(yan)格執行土地(di)(di)使用(yong)(yong)標準,加(jia)強節約集約用(yong)(yong)地(di)(di)評價,推(tui)(tui)廣節地(di)(di)技(ji)術(shu)和節地(di)(di)模(mo)式。
43.持續提升森林(lin)(lin)(lin)(lin)碳(tan)匯(hui)(hui)能(neng)力(li)。大(da)力(li)推進重要生態(tai)系(xi)統保護(hu)和修(xiu)復(fu)重大(da)工程,全(quan)面實施綠美(mei)廣(guang)東(dong)大(da)行動,努力(li)提高全(quan)省森林(lin)(lin)(lin)(lin)覆(fu)蓋(gai)率,擴大(da)森林(lin)(lin)(lin)(lin)碳(tan)匯(hui)(hui)增量(liang)規模。完善天(tian)然(ran)林(lin)(lin)(lin)(lin)保護(hu)制度(du),推進公益林(lin)(lin)(lin)(lin)提質增效,加強(qiang)中幼林(lin)(lin)(lin)(lin)撫育(yu)和低(di)效林(lin)(lin)(lin)(lin)改造,不斷(duan)提高森林(lin)(lin)(lin)(lin)碳(tan)匯(hui)(hui)能(neng)力(li)。建立健全(quan)能(neng)夠體(ti)現碳(tan)匯(hui)(hui)價值的林(lin)(lin)(lin)(lin)業生態(tai)保護(hu)補償機制,完善森林(lin)(lin)(lin)(lin)碳(tan)匯(hui)(hui)交易市(shi)場機制。到(dao)2030年,全(quan)省森林(lin)(lin)(lin)(lin)覆(fu)蓋(gai)率達(da)到(dao)59%左(zuo)右,森林(lin)(lin)(lin)(lin)蓄積量(liang)達(da)到(dao)6.6億立方米。
44.鞏固提升(sheng)濕(shi)地碳匯能力。加強(qiang)濕(shi)地保(bao)(bao)護(hu)建(jian)設,充分發揮濕(shi)地、泥炭的碳匯作用,保(bao)(bao)護(hu)自然濕(shi)地,維護(hu)濕(shi)地生(sheng)態系(xi)統健康穩定。深入推進“美麗(li)河湖”創建(jian),建(jian)立功能完(wan)整的河涌水系(xi)和(he)(he)綠色生(sheng)態水網,推動水生(sheng)態保(bao)(bao)護(hu)修復,保(bao)(bao)障河湖生(sheng)態流量(liang)。嚴格(ge)紅(hong)(hong)樹(shu)林(lin)用途管制,嚴守紅(hong)(hong)樹(shu)林(lin)生(sheng)態空間,開展紅(hong)(hong)樹(shu)林(lin)保(bao)(bao)護(hu)修復行動,建(jian)設萬畝級紅(hong)(hong)樹(shu)林(lin)示范區。到2025年(nian),全省完(wan)成營造(zao)和(he)(he)修復紅(hong)(hong)樹(shu)林(lin)12萬畝。

(十三)綠色(se)低碳全(quan)民行動。
加強生(sheng)(sheng)態文(wen)明(ming)宣傳教育,增強全(quan)民節約意(yi)(yi)識、環保意(yi)(yi)識、生(sheng)(sheng)態意(yi)(yi)識,倡導簡約適度(du)、綠(lv)色(se)(se)低碳、文(wen)明(ming)健康的生(sheng)(sheng)活方(fang)式,把綠(lv)色(se)(se)低碳理念轉化為(wei)全(quan)社會自覺行(xing)動。
46.加(jia)強(qiang)生態文明宣傳(chuan)教(jiao)育(yu)(yu)。開(kai)展全民(min)(min)節(jie)能(neng)降碳(tan)(tan)(tan)教(jiao)育(yu)(yu),將綠(lv)(lv)色低碳(tan)(tan)(tan)發(fa)展納(na)(na)入國民(min)(min)教(jiao)育(yu)(yu)體系和高校公共課、中小學主題課程(cheng)建設(she),開(kai)展多種形式的(de)(de)資源環(huan)境(jing)國情教(jiao)育(yu)(yu),普及(ji)(ji)碳(tan)(tan)(tan)達(da)峰、碳(tan)(tan)(tan)中和基(ji)(ji)礎(chu)知識。把節(jie)能(neng)降碳(tan)(tan)(tan)納(na)(na)入文明城市(shi)、文明村鎮、文明單位、文明家(jia)庭、文明校園(yuan)創建及(ji)(ji)有關教(jiao)育(yu)(yu)示范基(ji)(ji)地建設(she)要求。加(jia)強(qiang)生態文明科普教(jiao)育(yu)(yu),辦好世界地球日(ri)、世界環(huan)境(jing)日(ri)、節(jie)能(neng)宣傳(chuan)周、全國低碳(tan)(tan)(tan)日(ri)等主題宣傳(chuan)活動。廣泛組(zu)織開(kai)展生態環(huan)保、綠(lv)(lv)色低碳(tan)(tan)(tan)志(zhi)愿活動。支持(chi)和鼓勵公眾、社會組(zu)織對(dui)節(jie)能(neng)降碳(tan)(tan)(tan)工作(zuo)進行輿論(lun)監督,各類新(xin)聞媒體及(ji)(ji)時宣傳(chuan)報(bao)道節(jie)能(neng)降碳(tan)(tan)(tan)的(de)(de)先進典(dian)型、經驗和做(zuo)法,營造良好社會氛圍(wei)。
47.推廣(guang)(guang)綠(lv)(lv)(lv)色(se)(se)(se)低碳(tan)生(sheng)活(huo)(huo)方式(shi)。堅決遏(e)制奢侈(chi)浪費(fei)和不(bu)合(he)理消費(fei),杜(du)絕過度包裝,制止(zhi)餐飲(yin)浪費(fei)行為。深入開展(zhan)節約型機(ji)關(guan)、綠(lv)(lv)(lv)色(se)(se)(se)家庭、綠(lv)(lv)(lv)色(se)(se)(se)學校、綠(lv)(lv)(lv)色(se)(se)(se)社(she)區、綠(lv)(lv)(lv)色(se)(se)(se)出行、綠(lv)(lv)(lv)色(se)(se)(se)商(shang)場、綠(lv)(lv)(lv)色(se)(se)(se)建筑(zhu)等(deng)綠(lv)(lv)(lv)色(se)(se)(se)生(sheng)活(huo)(huo)創(chuang)建行動(dong),廣(guang)(guang)泛宣傳推廣(guang)(guang)簡約適度、綠(lv)(lv)(lv)色(se)(se)(se)低碳(tan)、文明健康(kang)的生(sheng)活(huo)(huo)理念(nian)和生(sheng)活(huo)(huo)方式(shi),評(ping)選宣傳一(yi)批(pi)優秀示(shi)范(fan)典(dian)型。積(ji)極倡(chang)導綠(lv)(lv)(lv)色(se)(se)(se)消費(fei),大(da)力推廣(guang)(guang)高效節能電機(ji)、節能環保汽車、高效照明等(deng)節能低碳(tan)產品,探索碳(tan)普惠商(shang)業(ye)模式(shi)創(chuang)新。
48.引(yin)導(dao)企(qi)(qi)業履(lv)行社(she)會(hui)責任。推動(dong)重點國有企(qi)(qi)業和重點用(yong)能(neng)單(dan)位制(zhi)定實施碳達峰行動(dong)方案(an),深(shen)入研究碳減排(pai)路徑,發(fa)揮(hui)示范引(yin)領作(zuo)用(yong)。督促上(shang)市公司和發(fa)債企(qi)(qi)業按照(zhao)強(qiang)制(zhi)性環境信息(xi)披露要求(qiu),定期公布企(qi)(qi)業碳排(pai)放信息(xi)。完善綠色產品認證與(yu)標識(shi)制(zhi)度。充分發(fa)揮(hui)行業協會(hui)等(deng)社(she)會(hui)團體作(zuo)用(yong),引(yin)導(dao)企(qi)(qi)業主動(dong)適(shi)應綠色低碳發(fa)展要求(qiu),加強(qiang)能(neng)源資(zi)源節約,自覺履(lv)行低碳環保(bao)社(she)會(hui)責任。
49.強化領(ling)導(dao)干部培訓(xun)(xun)。積(ji)極(ji)組織開展碳(tan)達(da)峰、碳(tan)中和專(zhuan)題培訓(xun)(xun),把相關內容列入(ru)黨校(行政學(xue)(xue)院)教學(xue)(xue)計劃,分階段、分層次對各(ge)級領(ling)導(dao)干部開展培訓(xun)(xun),深化各(ge)級領(ling)導(dao)干部對碳(tan)達(da)峰、碳(tan)中和工(gong)(gong)作重(zhong)要性、緊迫性、科學(xue)(xue)性、系統(tong)性的認識。從事綠色(se)低碳(tan)發展工(gong)(gong)作的領(ling)導(dao)干部,要提升專(zhuan)業能力素養(yang),切實增強抓(zhua)好綠色(se)低碳(tan)發展的本(ben)領(ling)。
(十四(si))各地區梯次有(you)序達峰行動。
堅持(chi)全省(sheng)統籌(chou)、分(fen)類施(shi)策、因地制宜、上下聯動,引導(dao)各地制定科學(xue)可(ke)行(xing)的碳達峰(feng)路線(xian)圖和時間表(biao),梯次(ci)有序推進(jin)各地區(qu)碳達峰(feng)。
50.科學合理確定(ding)碳(tan)(tan)達(da)峰目標(biao)。兼顧(gu)發(fa)(fa)展(zhan)(zhan)階(jie)段(duan)(duan)、資源(yuan)稟賦(fu)、產業結(jie)構和減排(pai)潛力差異,統籌協調各地(di)區(qu)碳(tan)(tan)達(da)峰目標(biao)。工(gong)業化、城(cheng)鎮(zhen)化進程已基本(ben)完成(cheng)、能源(yuan)利用效率領先(xian)、碳(tan)(tan)排(pai)放已經(jing)基本(ben)穩定(ding)的(de)地(di)區(qu),要(yao)鞏固節(jie)能降碳(tan)(tan)成(cheng)果(guo),進一步降低(di)(di)碳(tan)(tan)排(pai)放,為(wei)全省碳(tan)(tan)達(da)峰發(fa)(fa)揮示范引(yin)領作(zuo)用。經(jing)濟(ji)發(fa)(fa)展(zhan)(zhan)仍處(chu)于中高(gao)速增(zeng)(zeng)長階(jie)段(duan)(duan)、產業結(jie)構較輕、能源(yuan)結(jie)構較優的(de)地(di)區(qu),要(yao)堅持綠(lv)色(se)低(di)(di)碳(tan)(tan)發(fa)(fa)展(zhan)(zhan),以發(fa)(fa)展(zhan)(zhan)先(xian)進制造業和綠(lv)色(se)低(di)(di)碳(tan)(tan)產業為(wei)重點(dian),逐步實現經(jing)濟(ji)增(zeng)(zeng)長與碳(tan)(tan)排(pai)放脫(tuo)鉤,與全省同步實現碳(tan)(tan)達(da)峰。工(gong)業化、城(cheng)鎮(zhen)化進程相對滯后、經(jing)濟(ji)發(fa)(fa)展(zhan)(zhan)水(shui)平(ping)(ping)較低(di)(di)的(de)地(di)區(qu),堅持綠(lv)色(se)低(di)(di)碳(tan)(tan)循環發(fa)(fa)展(zhan)(zhan),堅決不走依靠高(gao)耗能高(gao)排(pai)放低(di)(di)水(shui)平(ping)(ping)項(xiang)目拉動(dong)經(jing)濟(ji)增(zeng)(zeng)長的(de)老路,盡快進入(ru)碳(tan)(tan)達(da)峰平(ping)(ping)臺期。
51.因地(di)制(zhi)(zhi)宜推(tui)(tui)進綠色(se)(se)(se)低(di)碳發(fa)展(zhan)(zhan)(zhan)。各地(di)級(ji)以(yi)上市要抓(zhua)住粵(yue)港(gang)澳大(da)(da)灣(wan)區(qu)、深圳(zhen)中國特色(se)(se)(se)社(she)會(hui)(hui)主義先行示(shi)范(fan)區(qu)“雙區(qu)”建設和(he)(he)橫琴(qin)、前海兩個合作區(qu)建設重大(da)(da)機遇,結合“一(yi)核一(yi)帶一(yi)區(qu)”區(qu)域協調(diao)發(fa)展(zhan)(zhan)(zhan)格局和(he)(he)主體功能區(qu)戰略,因地(di)制(zhi)(zhi)宜推(tui)(tui)進本(ben)地(di)區(qu)綠色(se)(se)(se)低(di)碳發(fa)展(zhan)(zhan)(zhan)。珠三角核心區(qu)要充分(fen)發(fa)揮粵(yue)港(gang)澳大(da)(da)灣(wan)區(qu)高質量(liang)發(fa)展(zhan)(zhan)(zhan)動(dong)力源(yuan)和(he)(he)增長極(ji)作用,率先推(tui)(tui)動(dong)經濟社(she)會(hui)(hui)發(fa)展(zhan)(zhan)(zhan)全面綠色(se)(se)(se)轉型(xing)。沿海經濟帶要在做好節能挖潛的基礎(chu)上,加快打造世(shi)界級(ji)沿海重化(hua)(hua)產(chan)業帶和(he)(he)國家(jia)級(ji)海洋經濟發(fa)展(zhan)(zhan)(zhan)示(shi)范(fan)區(qu)。北部(bu)生(sheng)(sheng)態(tai)(tai)發(fa)展(zhan)(zhan)(zhan)區(qu)要持之以(yi)恒落實生(sheng)(sheng)態(tai)(tai)優先、綠色(se)(se)(se)發(fa)展(zhan)(zhan)(zhan)戰略導向,推(tui)(tui)進產(chan)業生(sheng)(sheng)態(tai)(tai)化(hua)(hua)和(he)(he)生(sheng)(sheng)態(tai)(tai)產(chan)業化(hua)(hua)。
52.上(shang)下聯(lian)動制(zhi)定(ding)(ding)碳(tan)達(da)峰方案。各地(di)級以上(shang)市政(zheng)府要按照省碳(tan)達(da)峰碳(tan)中(zhong)(zhong)和(he)(he)工作領(ling)導(dao)小(xiao)組(zu)的統(tong)籌部署,因地(di)制(zhi)宜、分類施(shi)(shi)策,制(zhi)定(ding)(ding)切(qie)實可行的碳(tan)達(da)峰實施(shi)(shi)方案,把握區域差異(yi)和(he)(he)發(fa)展節奏(zou),合理設置目標任務,經省碳(tan)達(da)峰碳(tan)中(zhong)(zhong)和(he)(he)工作領(ling)導(dao)小(xiao)組(zu)綜合平(ping)衡、審議通過(guo)后,由各地(di)印發(fa)實施(shi)(shi)。各部門要引(yin)導(dao)行業、企業制(zhi)定(ding)(ding)落實碳(tan)達(da)峰的路(lu)徑舉(ju)措。
(十五)多層次試點(dian)示(shi)范創建行動(dong)。
開展(zhan)綠色低碳試點(dian)和(he)先行示范建設(she),支持有條件(jian)的(de)地(di)方和(he)重(zhong)點(dian)行業、重(zhong)點(dian)企業率先實現碳達峰,形成一(yi)批(pi)可操(cao)作(zuo)、可復(fu)制、可推廣的(de)經驗(yan)做(zuo)法。
53.開(kai)展(zhan)碳(tan)(tan)達(da)峰試(shi)點城(cheng)(cheng)市建設。加大省對地方推進碳(tan)(tan)達(da)峰的(de)支(zhi)持(chi)力度(du),綜合考慮各地區(qu)經濟發展(zhan)程度(du)、產業布局、資源能源稟(bing)賦、主體(ti)功(gong)能定(ding)位(wei)和(he)碳(tan)(tan)排放趨勢等因素,在政策、資金、技術等方面給予支(zhi)持(chi),支(zhi)持(chi)有條件的(de)地區(qu)建設碳(tan)(tan)達(da)峰、碳(tan)(tan)中(zhong)和(he)試(shi)點城(cheng)(cheng)市、城(cheng)(cheng)鎮、鄉村,加快推進綠(lv)色低碳(tan)(tan)轉型(xing),為全省提供可復制(zhi)可推廣經驗做(zuo)法(fa)。“十四五”期間,選擇(ze)5-10個具有典型(xing)代表性的(de)城(cheng)(cheng)市和(he)一批(pi)城(cheng)(cheng)鎮、鄉村開(kai)展(zhan)碳(tan)(tan)達(da)峰試(shi)點示(shi)范建設。
54.開展綠(lv)色(se)(se)低(di)碳(tan)(tan)(tan)(tan)試點(dian)示(shi)(shi)范(fan)(fan)。研究(jiu)制定多層級的碳(tan)(tan)(tan)(tan)達(da)峰(feng)、碳(tan)(tan)(tan)(tan)中(zhong)和試點(dian)示(shi)(shi)范(fan)(fan)創(chuang)建(jian)評價體(ti)系,支(zhi)持企(qi)(qi)業(ye)、園區、社區、公共(gong)機(ji)構深(shen)入開展綠(lv)色(se)(se)低(di)碳(tan)(tan)(tan)(tan)試點(dian)示(shi)(shi)范(fan)(fan),著(zhu)力打造一批(pi)各具(ju)特色(se)(se)、具(ju)有示(shi)(shi)范(fan)(fan)引領效(xiao)應的近(jin)零碳(tan)(tan)(tan)(tan)/零碳(tan)(tan)(tan)(tan)企(qi)(qi)業(ye)、園區、社區、學校(xiao)、醫院、交通樞紐等(deng)。推(tui)動鋼鐵、石化(hua)、水泥等(deng)重點(dian)行業(ye)企(qi)(qi)業(ye)提出(chu)碳(tan)(tan)(tan)(tan)達(da)峰(feng)、碳(tan)(tan)(tan)(tan)中(zhong)和目標(biao)并制定中(zhong)長(chang)期行動方案,鼓勵(li)示(shi)(shi)范(fan)(fan)推(tui)廣二氧化(hua)碳(tan)(tan)(tan)(tan)捕集利用與封存(cun)(CCUS)技術(shu)。“十四五”期間,選(xuan)擇50-100個單位(wei)開展綠(lv)色(se)(se)低(di)碳(tan)(tan)(tan)(tan)試點(dian)示(shi)(shi)范(fan)(fan)。
三、政策保障
(一(yi))建立碳(tan)(tan)排放(fang)(fang)(fang)統(tong)(tong)(tong)計監測(ce)體(ti)(ti)系。按照國(guo)家統(tong)(tong)(tong)一(yi)規范的(de)(de)碳(tan)(tan)排放(fang)(fang)(fang)統(tong)(tong)(tong)計核算體(ti)(ti)系有關(guan)要求,加強碳(tan)(tan)排放(fang)(fang)(fang)統(tong)(tong)(tong)計核算能(neng)力建設(she),完(wan)善(shan)地(di)方(fang)、行業(ye)碳(tan)(tan)排放(fang)(fang)(fang)統(tong)(tong)(tong)計核算方(fang)法。充分利用云計算、大(da)數據、區塊(kuai)鏈等(deng)先進技術(shu),集成能(neng)源、工(gong)業(ye)、交通、建筑、農業(ye)等(deng)重點領(ling)域碳(tan)(tan)排放(fang)(fang)(fang)和林(lin)(lin)業(ye)碳(tan)(tan)匯數據,打造全省(sheng)碳(tan)(tan)排放(fang)(fang)(fang)監測(ce)智慧云平臺。深化溫室氣體(ti)(ti)排放(fang)(fang)(fang)核算方(fang)法學研究,完(wan)善(shan)能(neng)源活動、工(gong)業(ye)生產過(guo)程(cheng)、農業(ye)、土地(di)利用變(bian)化與林(lin)(lin)業(ye)、廢棄物(wu)處理等(deng)領(ling)域的(de)(de)統(tong)(tong)(tong)計體(ti)(ti)系。建立覆(fu)蓋陸地(di)和海洋生態系統(tong)(tong)(tong)的(de)(de)碳(tan)(tan)匯核算監測(ce)體(ti)(ti)系,開展生態系統(tong)(tong)(tong)碳(tan)(tan)匯本底調查和碳(tan)(tan)儲量評估。
(二)健全(quan)法(fa)規(gui)規(gui)章標(biao)準(zhun)(zhun)。全(quan)面清(qing)理地方現行法(fa)規(gui)規(gui)章中與(yu)碳(tan)(tan)(tan)達(da)峰、碳(tan)(tan)(tan)中和工作不相適應的(de)(de)內(nei)容,構(gou)建有利(li)于綠色(se)低(di)(di)碳(tan)(tan)(tan)發展(zhan)的(de)(de)制(zhi)(zhi)(zhi)度體系。加快(kuai)能(neng)效標(biao)準(zhun)(zhun)制(zhi)(zhi)(zhi)定(ding)(ding)修(xiu)(xiu)訂,提高(gao)重點產品能(neng)耗限(xian)額標(biao)準(zhun)(zhun),制(zhi)(zhi)(zhi)定(ding)(ding)新型基礎設施能(neng)效標(biao)準(zhun)(zhun),擴大能(neng)耗限(xian)額標(biao)準(zhun)(zhun)覆蓋范圍。加快(kuai)完善碳(tan)(tan)(tan)排放核(he)算、監測、評估、審計等配套標(biao)準(zhun)(zhun),建立傳統高(gao)耗能(neng)企業生(sheng)產碳(tan)(tan)(tan)排放可計量體系。支持(chi)相關機構(gou)積極參與(yu)國(guo)際(ji)國(guo)內(nei)的(de)(de)能(neng)效、低(di)(di)碳(tan)(tan)(tan)、可再生(sheng)能(neng)源標(biao)準(zhun)(zhun)制(zhi)(zhi)(zhi)定(ding)(ding)修(xiu)(xiu)訂,加強與(yu)國(guo)際(ji)和港(gang)澳(ao)標(biao)準(zhun)(zhun)的(de)(de)銜接和互認(ren)。
(三)完善投資(zi)(zi)金(jin)融(rong)政策。加快構建(jian)與(yu)碳(tan)(tan)達峰、碳(tan)(tan)中(zhong)和相適應(ying)的(de)投融(rong)資(zi)(zi)政策體(ti)系,激發(fa)(fa)市(shi)(shi)場(chang)主體(ti)投資(zi)(zi)活力。加大(da)對節能(neng)環保、新能(neng)源、新能(neng)源汽車、二(er)氧化碳(tan)(tan)捕集利用與(yu)封存(CCUS)等項目的(de)支持(chi)(chi)力度。國有企業要(yao)加大(da)綠色(se)低(di)碳(tan)(tan)投資(zi)(zi),積極(ji)研發(fa)(fa)推(tui)(tui)廣低(di)碳(tan)(tan)零碳(tan)(tan)負碳(tan)(tan)技術(shu)。建(jian)立健全綠色(se)金(jin)融(rong)標準體(ti)系,有序推(tui)(tui)進綠色(se)低(di)碳(tan)(tan)金(jin)融(rong)產品和工具創新。研究設(she)立綠色(se)低(di)碳(tan)(tan)發(fa)(fa)展基金(jin),加大(da)對綠色(se)低(di)碳(tan)(tan)產業發(fa)(fa)展、技術(shu)研發(fa)(fa)等的(de)支持(chi)(chi)力度。鼓勵社會資(zi)(zi)本以市(shi)(shi)場(chang)化方(fang)式設(she)立綠色(se)低(di)碳(tan)(tan)產業投資(zi)(zi)基金(jin)。支持(chi)(chi)符合條件的(de)企業上市(shi)(shi)融(rong)資(zi)(zi)和再融(rong)資(zi)(zi)用于綠色(se)低(di)碳(tan)(tan)項目建(jian)設(she)運營,擴大(da)綠色(se)信貸、綠色(se)債券、綠色(se)保險規模。高質(zhi)量建(jian)設(she)綠色(se)金(jin)融(rong)改革創新試驗(yan)區,積極(ji)爭取國家氣候投融(rong)資(zi)(zi)試點(dian)。
(四(si))完(wan)(wan)善(shan)財(cai)(cai)稅(shui)(shui)價(jia)(jia)格(ge)(ge)(ge)信(xin)用政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)。各級財(cai)(cai)政(zheng)(zheng)(zheng)(zheng)要統籌做好碳(tan)達峰、碳(tan)中和重大改(gai)革、重大示范(fan)、重大工程(cheng)的資(zi)金保障。落實(shi)(shi)環(huan)境(jing)保護(hu)、節(jie)(jie)能節(jie)(jie)水(shui)、資(zi)源(yuan)綜合利用等各項稅(shui)(shui)收優惠政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)。對企業(ye)的綠色(se)低(di)碳(tan)研發投入支出,符合條件的可(ke)(ke)以(yi)享受企業(ye)所(suo)得(de)稅(shui)(shui)研發費用加(jia)計扣除政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)。落實(shi)(shi)新能源(yuan)汽車稅(shui)(shui)收減免政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)。研究完(wan)(wan)善(shan)可(ke)(ke)再生能源(yuan)并網消納財(cai)(cai)稅(shui)(shui)支持政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)。深入推進能源(yuan)價(jia)(jia)格(ge)(ge)(ge)改(gai)革,完(wan)(wan)善(shan)綠色(se)電(dian)(dian)價(jia)(jia)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)體系(xi),對能源(yuan)消耗(hao)超過單位產(chan)品能耗(hao)限額標準的用能單位嚴格(ge)(ge)(ge)執行(xing)懲(cheng)罰性電(dian)(dian)價(jia)(jia)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce),對高(gao)耗(hao)能、高(gao)排放行(xing)業(ye)實(shi)(shi)行(xing)差別電(dian)(dian)價(jia)(jia)、階梯(ti)電(dian)(dian)價(jia)(jia)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)。完(wan)(wan)善(shan)居(ju)民(min)階梯(ti)電(dian)(dian)價(jia)(jia)制(zhi)度和峰谷分時電(dian)(dian)價(jia)(jia)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)。健全天然(ran)氣輸配價(jia)(jia)格(ge)(ge)(ge)形成機制(zhi),完(wan)(wan)善(shan)與可(ke)(ke)再生能源(yuan)規模化發展相適應的價(jia)(jia)格(ge)(ge)(ge)機制(zhi)。依托(tuo)“信(xin)用廣東”平臺加(jia)強企業(ye)節(jie)(jie)能降碳(tan)信(xin)用信(xin)息歸(gui)集共享,建立企業(ye)守信(xin)激勵和失(shi)信(xin)懲(cheng)戒措(cuo)施(shi)清(qing)單。
四、組織實施
(一)加(jia)強(qiang)(qiang)統(tong)籌協(xie)調。堅持把黨的領(ling)(ling)導貫穿碳(tan)(tan)達峰(feng)(feng)、碳(tan)(tan)中和(he)(he)(he)工(gong)(gong)(gong)(gong)作(zuo)(zuo)全過程。省(sheng)碳(tan)(tan)達峰(feng)(feng)碳(tan)(tan)中和(he)(he)(he)工(gong)(gong)(gong)(gong)作(zuo)(zuo)領(ling)(ling)導小(xiao)組(zu)對各(ge)項(xiang)工(gong)(gong)(gong)(gong)作(zuo)(zuo)進(jin)(jin)(jin)行(xing)整(zheng)體(ti)部(bu)署和(he)(he)(he)系統(tong)推進(jin)(jin)(jin),統(tong)籌研究重要事項(xiang)、制定(ding)重大(da)政策,組(zu)織開展碳(tan)(tan)達峰(feng)(feng)、碳(tan)(tan)中和(he)(he)(he)先行(xing)示范、改(gai)革創新。省(sheng)碳(tan)(tan)達峰(feng)(feng)碳(tan)(tan)中和(he)(he)(he)工(gong)(gong)(gong)(gong)作(zuo)(zuo)領(ling)(ling)導小(xiao)組(zu)成員單位要按照省(sheng)委、省(sheng)政府決策部(bu)署和(he)(he)(he)領(ling)(ling)導小(xiao)組(zu)工(gong)(gong)(gong)(gong)作(zuo)(zuo)要求,扎實推進(jin)(jin)(jin)相關工(gong)(gong)(gong)(gong)作(zuo)(zuo)。省(sheng)碳(tan)(tan)達峰(feng)(feng)碳(tan)(tan)中和(he)(he)(he)工(gong)(gong)(gong)(gong)作(zuo)(zuo)領(ling)(ling)導小(xiao)組(zu)辦公室要加(jia)強(qiang)(qiang)統(tong)籌協(xie)調,定(ding)期對各(ge)地區和(he)(he)(he)重點(dian)領(ling)(ling)域、重點(dian)行(xing)業工(gong)(gong)(gong)(gong)作(zuo)(zuo)進(jin)(jin)(jin)展情況進(jin)(jin)(jin)行(xing)調度,督促(cu)將各(ge)項(xiang)目標任務落(luo)實落(luo)細(xi)。
(二)強化責(ze)(ze)任落(luo)實(shi)(shi)(shi)。各(ge)地區、各(ge)部門(men)要深刻認識碳(tan)達(da)峰、碳(tan)中和(he)工(gong)作(zuo)的重(zhong)要性、緊迫性、復雜性,切(qie)實(shi)(shi)(shi)扛起(qi)責(ze)(ze)任,按照《中共廣(guang)東省(sheng)委廣(guang)東省(sheng)人民政府關(guan)于完(wan)整(zheng)準確全面貫徹(che)新發(fa)展(zhan)理念推(tui)進(jin)碳(tan)達(da)峰碳(tan)中和(he)工(gong)作(zuo)的實(shi)(shi)(shi)施(shi)意見(jian)》和(he)本方案確定(ding)的主要目標和(he)重(zhong)點任務,著力抓好各(ge)項任務落(luo)實(shi)(shi)(shi),確保政策到位(wei)、措施(shi)到位(wei)、成效到位(wei),落(luo)實(shi)(shi)(shi)情(qing)況納入省(sheng)級生態(tai)環境保護(hu)督察。各(ge)相關(guan)單位(wei)、人民團(tuan)體、社(she)會組織要按照國家和(he)省(sheng)有關(guan)部署(shu),積(ji)極(ji)發(fa)揮自身作(zuo)用,推(tui)進(jin)綠色低碳(tan)發(fa)展(zhan)。
(三(san))嚴(yan)格監(jian)(jian)督考核。加強(qiang)(qiang)碳(tan)(tan)(tan)(tan)達峰(feng)、碳(tan)(tan)(tan)(tan)中和(he)目(mu)標(biao)(biao)(biao)任(ren)(ren)務(wu)完(wan)成(cheng)情況的監(jian)(jian)測、評(ping)(ping)價(jia)和(he)考核,逐步建立和(he)完(wan)善碳(tan)(tan)(tan)(tan)排放(fang)總量(liang)和(he)強(qiang)(qiang)度“雙控”制度,對(dui)(dui)能源消(xiao)費和(he)碳(tan)(tan)(tan)(tan)排放(fang)指標(biao)(biao)(biao)實行協同(tong)(tong)管理、協同(tong)(tong)分解、協同(tong)(tong)考核。加強(qiang)(qiang)監(jian)(jian)督考核結果應用(yong),對(dui)(dui)碳(tan)(tan)(tan)(tan)達峰(feng)工作突出的集(ji)體和(he)個(ge)人(ren)按規定給予(yu)表彰獎勵(li),對(dui)(dui)未完(wan)成(cheng)目(mu)標(biao)(biao)(biao)任(ren)(ren)務(wu)的地區(qu)和(he)部門(men)實行通報批評(ping)(ping)和(he)約談問(wen)責。各地級以上市人(ren)民政府、省(sheng)(sheng)各有關(guan)部門(men)要(yao)組織開展碳(tan)(tan)(tan)(tan)達峰(feng)目(mu)標(biao)(biao)(biao)任(ren)(ren)務(wu)年度評(ping)(ping)估(gu),有關(guan)工作進展和(he)重大問(wen)題要(yao)及時向省(sheng)(sheng)碳(tan)(tan)(tan)(tan)達峰(feng)碳(tan)(tan)(tan)(tan)中和(he)工作領導小組報告。
