12月26日,寧波市發改委發布關(guan)于公(gong)(gong)開征求(qiu)《寧波市節能“十四五(wu)”規劃(征求(qiu)意見(jian)稿)》意見(jian)的公(gong)(gong)告(gao)。


《規劃(hua)》提(ti)到(dao)要(yao)加(jia)強可再(zai)(zai)(zai)生能(neng)源(yuan)建筑應(ying)(ying)(ying)用。優先推(tui)進(jin)新(xin)(xin)建項(xiang)目(mu)太(tai)陽能(neng)光(guang)伏應(ying)(ying)(ying)用,不(bu)斷提(ti)升(sheng)新(xin)(xin)建建筑的(de)可再(zai)(zai)(zai)生能(neng)源(yuan)應(ying)(ying)(ying)用量(liang)。根據建筑特點大力(li)推(tui)廣應(ying)(ying)(ying)用光(guang)伏、光(guang)熱、空氣源(yuan)熱泵熱水等多種可再(zai)(zai)(zai)生能(neng)源(yuan),推(tui)進(jin)天然工質制冷劑中央空調技術的(de)示范應(ying)(ying)(ying)用,“十四五”期間城鎮新(xin)(xin)建建筑可再(zai)(zai)(zai)生能(neng)源(yuan)應(ying)(ying)(ying)用核算替代率達(da)到(dao)8%。穩步推(tui)進(jin)既有建筑屋頂分布式光(guang)伏應(ying)(ying)(ying)用,到(dao)2025年,新(xin)(xin)建公共(gong)機構建筑、新(xin)(xin)建工業廠(chang)房屋頂光(guang)伏覆蓋率力(li)爭達(da)到(dao)50%,累計新(xin)(xin)增建筑太(tai)陽能(neng)光(guang)伏裝機容(rong)量(liang)達(da)到(dao)40萬千瓦。

前言


能(neng)(neng)源(yuan)是(shi)經濟社會發(fa)展的(de)重(zhong)(zhong)要物質(zhi)基礎,也(ye)是(shi)碳(tan)排放的(de)最主要來源(yuan)。當前,全(quan)球氣候(hou)變暖日趨嚴峻,能(neng)(neng)源(yuan)資源(yuan)約束日益加劇,節(jie)能(neng)(neng)已(yi)成為有效保障能(neng)(neng)源(yuan)安全(quan)、源(yuan)頭控制二氧化碳(tan)排放和實(shi)現(xian)高質(zhi)量(liang)發(fa)展的(de)重(zhong)(zhong)要路徑(jing)。


寧波(bo)是華東地區重要的(de)能源(yuan)(yuan)和原材料產業(ye)基地,能源(yuan)(yuan)消費需求巨大(da)。同時寧波(bo)能源(yuan)(yuan)資源(yuan)(yuan)貧乏,石(shi)油、煤(mei)、天然氣等化石(shi)能源(yuan)(yuan)均需要從市外輸入,做好節能工作對寧波(bo)具有十分重要意義。

(一)工作成效


“十三(san)五”期間,在(zai)市(shi)委、市(shi)政府的堅強領導下(xia)(xia),全市(shi)上(shang)下(xia)(xia)深入學習貫徹習近平新(xin)時代中國特(te)色社會(hui)主義思(si)想,把節能作(zuo)為優(you)化經濟結構、推動(dong)綠色循環(huan)低碳發展(zhan)、加快生(sheng)態(tai)文明建設的重要(yao)抓(zhua)手,狠抓(zhua)各(ge)項節能措施(shi)落(luo)實,完成了浙江省下(xia)(xia)達的目標任務,各(ge)項工作(zuo)取得顯著成效。


1、能源(yuan)利用效率穩步提升


“十(shi)三五(wu)”期間,我市(shi)單(dan)(dan)位(wei)(wei)GDP能(neng)耗(hao)累計下(xia)(xia)降(jiang)(jiang)(jiang)率(lv)達到17.12%,2020年單(dan)(dan)位(wei)(wei)GDP能(neng)耗(hao)下(xia)(xia)降(jiang)(jiang)(jiang)到0.402噸(dun)標煤(mei)/萬元(yuan)(2015價),全(quan)市(shi)能(neng)源(yuan)消費總量約為(wei)4702萬噸(dun)標準煤(mei)。全(quan)省重(zhong)點監測的36項(xiang)主要耗(hao)能(neng)產(chan)品中,煉(lian)油、火(huo)電(dian)(dian)(熱電(dian)(dian))等(deng)(deng)單(dan)(dan)位(wei)(wei)能(neng)耗(hao)水平處于國內領先或先進(jin)水平,鋼鐵、石化(hua)等(deng)(deng)傳(chuan)統高(gao)能(neng)耗(hao)行(xing)(xing)業(ye)能(neng)源(yuan)利用效率(lv)進(jin)一步(bu)提高(gao),2020年噸(dun)鋼綜(zong)合能(neng)耗(hao)降(jiang)(jiang)(jiang)至(zhi)528.9千克(ke)標煤(mei)/噸(dun),下(xia)(xia)降(jiang)(jiang)(jiang)4.9%;電(dian)(dian)廠火(huo)力(li)發電(dian)(dian)綜(zong)合能(neng)耗(hao)降(jiang)(jiang)(jiang)至(zhi)284.1克(ke)標煤(mei)/千瓦時,下(xia)(xia)降(jiang)(jiang)(jiang)0.8%;單(dan)(dan)位(wei)(wei)燒堿生(sheng)產(chan)交(jiao)流電(dian)(dian)耗(hao)降(jiang)(jiang)(jiang)至(zhi)2196.4千瓦時/噸(dun),下(xia)(xia)降(jiang)(jiang)(jiang)3.5%;單(dan)(dan)位(wei)(wei)乙(yi)烯生(sheng)產(chan)綜(zong)合能(neng)耗(hao)降(jiang)(jiang)(jiang)至(zhi)720.9千克(ke)標煤(mei)/噸(dun),下(xia)(xia)降(jiang)(jiang)(jiang)1.2%。其中鎮海煉(lian)化(hua)、萬華氯堿分別成為(wei)國家乙(yi)烯、燒堿行(xing)(xing)業(ye)的能(neng)效領跑者。


2、能源消費結構加(jia)速優化


積極推進煤(mei)炭(tan)消(xiao)費(fei)總量控(kong)制和煤(mei)質(zhi)管控(kong)工作,加快燃煤(mei)鍋(guo)(窯(yao))爐淘汰、能(neng)效(xiao)提升(sheng)改造,提高(gao)可再(zai)生能(neng)源(yuan)(yuan)、天(tian)然氣(qi)清潔(jie)能(neng)源(yuan)(yuan)消(xiao)費(fei)比(bi)(bi)重(zhong)。2020年,全(quan)(quan)市煤(mei)炭(tan)一次能(neng)源(yuan)(yuan)消(xiao)費(fei)占比(bi)(bi)下(xia)降3.7個(ge)百(bai)(bai)分點(dian),降至(zhi)35.0%;可再(zai)生能(neng)源(yuan)(yuan)消(xiao)費(fei)占比(bi)(bi)上升(sheng)0.88個(ge)百(bai)(bai)分點(dian),提升(sheng)至(zhi)1.9%;天(tian)然氣(qi)消(xiao)費(fei)占比(bi)(bi)上升(sheng)1.17個(ge)百(bai)(bai)分點(dian),提升(sheng)至(zhi)4.6%。2020年末,全(quan)(quan)市清潔(jie)能(neng)源(yuan)(yuan)裝(zhuang)機占比(bi)(bi)29.79%,比(bi)(bi)2015年提升(sheng)10個(ge)百(bai)(bai)分點(dian),其中光伏裝(zhuang)機達270.62萬(wan)(wan)千(qian)瓦,是2015年的(de)26.4倍;垃圾(ji)發(fa)電裝(zhuang)機24.86萬(wan)(wan)千(qian)瓦,比(bi)(bi)2015年增長了1倍。


3、能(neng)源(yuan)管理水平持(chi)續提升(sheng)


加強能(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)雙(shuang)控目(mu)標管(guan)(guan)(guan)理。建(jian)立目(mu)標預(yu)警(jing)和(he)應(ying)急響應(ying)管(guan)(guan)(guan)理機制,完善能(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)雙(shuang)控目(mu)標考(kao)核(he)管(guan)(guan)(guan)理辦(ban)法(fa)(fa)和(he)獎懲辦(ban)法(fa)(fa),建(jian)立季度考(kao)核(he)通(tong)報制度,大力開展節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)專項(xiang)督查(cha)。強化節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)審(shen)查(cha)全過程管(guan)(guan)(guan)理,嚴格落(luo)實(shi)節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)評(ping)估審(shen)查(cha)制度,全過程規范(fan)節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)審(shen)查(cha)流程,對重點(dian)項(xiang)目(mu)實(shi)施節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)審(shen)查(cha)事中事后監管(guan)(guan)(guan),對節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)審(shen)查(cha)意見未有效落(luo)實(shi)、能(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)等量置換未按(an)期(qi)完成的高耗(hao)(hao)能(neng)(neng)(neng)(neng)(neng)(neng)項(xiang)目(mu),依法(fa)(fa)責令限期(qi)整(zheng)改,強化能(neng)(neng)(neng)(neng)(neng)(neng)評(ping)制度剛(gang)性約束和(he)閉環(huan)管(guan)(guan)(guan)理。推進區(qu)域(yu)能(neng)(neng)(neng)(neng)(neng)(neng)評(ping)改革(ge),加強日常監管(guan)(guan)(guan),實(shi)現區(qu)域(yu)能(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)雙(shuang)控、辦(ban)事效率(lv)“雙(shuang)提升”。深化用能(neng)(neng)(neng)(neng)(neng)(neng)權有償使用和(he)交易改革(ge),出臺節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)量確(que)定和(he)監測辦(ban)法(fa)(fa),編(bian)制石化等行(xing)業(ye)用能(neng)(neng)(neng)(neng)(neng)(neng)確(que)權規范(fan),探索市(shi)場(chang)化用能(neng)(neng)(neng)(neng)(neng)(neng)新機制。


4、節能(neng)重點工程全面推(tui)進


“十三(san)五”期間,市級審核確認(ren)重(zhong)點(dian)節(jie)能(neng)(neng)(neng)改造(zao)和(he)(he)合(he)同(tong)能(neng)(neng)(neng)源管理(li)項目151個,總投資10.9億元,節(jie)能(neng)(neng)(neng)量56.9萬噸標準煤。開展熱電(dian)行(xing)(xing)業(ye)(ye)(ye)能(neng)(neng)(neng)效提(ti)(ti)(ti)升專(zhuan)項行(xing)(xing)動(dong),推(tui)進熱電(dian)企業(ye)(ye)(ye)加快實(shi)施抽凝改背壓節(jie)能(neng)(neng)(neng)改造(zao)和(he)(he)次高溫次高壓機組(zu)改造(zao)工(gong)作。對石化、造(zao)紙(zhi)等(deng)重(zhong)點(dian)行(xing)(xing)業(ye)(ye)(ye)創(chuang)新開展系(xi)統(tong)節(jie)能(neng)(neng)(neng)診斷,深挖節(jie)能(neng)(neng)(neng)空間,形成系(xi)統(tong)優化項目計(ji)劃(hua)73個,實(shi)施后可(ke)實(shi)現(xian)節(jie)能(neng)(neng)(neng)量35.4萬噸標煤。開展重(zhong)點(dian)用能(neng)(neng)(neng)設(she)備效率提(ti)(ti)(ti)升工(gong)程,淘(tao)(tao)汰192家(jia)企業(ye)(ye)(ye)落(luo)后電(dian)機12057臺。開展“低(di)散亂污”整治提(ti)(ti)(ti)升專(zhuan)項行(xing)(xing)動(dong)、制造(zao)業(ye)(ye)(ye)“兩小企業(ye)(ye)(ye)”和(he)(he)工(gong)業(ye)(ye)(ye)區塊(行(xing)(xing)業(ye)(ye)(ye))治理(li)提(ti)(ti)(ti)升工(gong)作,累計(ji)淘(tao)(tao)汰落(luo)后產能(neng)(neng)(neng)企業(ye)(ye)(ye)908家(jia),整治提(ti)(ti)(ti)升低(di)散亂企業(ye)(ye)(ye)(作坊)7978家(jia)。


5、重點領域節能成效明顯(xian)


“十三五(wu)”期間,工業領域累(lei)計入選(xuan)國家(jia)(jia)(jia)(jia)級綠(lv)(lv)色(se)(se)(se)(se)(se)工廠30家(jia)(jia)(jia)(jia)、綠(lv)(lv)色(se)(se)(se)(se)(se)產(chan)業鏈(lian)管理企業3家(jia)(jia)(jia)(jia)、綠(lv)(lv)色(se)(se)(se)(se)(se)工業園區3個、綠(lv)(lv)色(se)(se)(se)(se)(se)設計產(chan)品(pin)達到(dao)80個、國家(jia)(jia)(jia)(jia)綠(lv)(lv)色(se)(se)(se)(se)(se)系統集成(cheng)項目4個,入選(xuan)數量位居全(quan)國同類城(cheng)市前(qian)列。建(jian)(jian)(jian)筑領域新建(jian)(jian)(jian)建(jian)(jian)(jian)筑綠(lv)(lv)色(se)(se)(se)(se)(se)建(jian)(jian)(jian)筑比例(li)達到(dao)100%,新增可再生能(neng)(neng)源(yuan)建(jian)(jian)(jian)筑應用面積2280萬平方米,新增節能(neng)(neng)示范建(jian)(jian)(jian)筑項目10項,既(ji)有公共建(jian)(jian)(jian)筑節能(neng)(neng)改造(zao)262萬平方米。交(jiao)(jiao)通領域超額完成(cheng)“十三五(wu)”計劃目標,完成(cheng)綠(lv)(lv)色(se)(se)(se)(se)(se)交(jiao)(jiao)通城(cheng)市創(chuang)建(jian)(jian)(jian),港口生產(chan)單位吞(tun)吐量綜合能(neng)(neng)耗(hao)降低3%以上。公共機(ji)構(gou)領域,創(chuang)建(jian)(jian)(jian)2家(jia)(jia)(jia)(jia)全(quan)國能(neng)(neng)效領跑者和10家(jia)(jia)(jia)(jia)國家(jia)(jia)(jia)(jia)級、28家(jia)(jia)(jia)(jia)省級、31家(jia)(jia)(jia)(jia)市級節約型公共機(ji)構(gou)示范單位,市行政(zheng)中心(xin)信(xin)息化集中機(ji)房獲評國家(jia)(jia)(jia)(jia)綠(lv)(lv)色(se)(se)(se)(se)(se)數據中心(xin)。

7、循環經濟發展縱深推進


“十(shi)三五(wu)”期間,全市(shi)圍(wei)繞節(jie)能降碳、節(jie)水與(yu)(yu)中(zhong)水回(hui)用(yong)、清(qing)潔生產(chan)(chan)(chan)、資源綜(zong)合利用(yong)、機(ji)電設備回(hui)收(shou)利用(yong)與(yu)(yu)再制造、循(xun)環產(chan)(chan)(chan)業(ye)(ye)鏈等(deng)六大領域,全面(mian)實施工(gong)(gong)業(ye)(ye)循(xun)環經(jing)濟(ji)(ji)“611”工(gong)(gong)程。工(gong)(gong)業(ye)(ye)循(xun)環經(jing)濟(ji)(ji)重點(dian)建設項目20個(ge),100家工(gong)(gong)業(ye)(ye)循(xun)環經(jing)濟(ji)(ji)示范企(qi)(qi)業(ye)(ye),其中(zhong)17家企(qi)(qi)業(ye)(ye)被列入省級示范企(qi)(qi)業(ye)(ye),清(qing)潔生產(chan)(chan)(chan)審(shen)核項目1100個(ge)以上(shang)。重點(dian)培育和發展(zhan)10個(ge)工(gong)(gong)業(ye)(ye)循(xun)環經(jing)濟(ji)(ji)示范區(qu),其中(zhong)有5個(ge)園(yuan)區(qu)被列入省循(xun)環經(jing)濟(ji)(ji)示范園(yuan)區(qu)。寧波經(jing)濟(ji)(ji)技術開發區(qu)、寧波石(shi)化經(jing)濟(ji)(ji)技術開發區(qu)通(tong)過國家園(yuan)區(qu)循(xun)環化改造示范試點(dian)終(zhong)期驗(yan)收(shou),基(ji)本形成上(shang)下游一(yi)體(ti)化的循(xun)環經(jing)濟(ji)(ji)產(chan)(chan)(chan)業(ye)(ye)鏈。

1、“碳(tan)達(da)峰、碳(tan)中和”背景對節(jie)能工(gong)作提出(chu)新要求


我國力(li)爭2030年前(qian)實(shi)現(xian)碳(tan)達峰、2060年前(qian)實(shi)現(xian)碳(tan)中和,是(shi)以(yi)習(xi)近平同(tong)志為(wei)核心的(de)(de)黨中央經過深思熟慮作(zuo)出的(de)(de)重大戰略決策,事關(guan)中華(hua)民族永續發(fa)展(zhan)和構建(jian)人類(lei)命(ming)運共同(tong)體。能(neng)源(yuan)(yuan)(yuan)消耗(hao)特別是(shi)化(hua)(hua)石(shi)(shi)能(neng)源(yuan)(yuan)(yuan)消耗(hao)是(shi)二氧化(hua)(hua)碳(tan)排放(fang)(fang)最主要(yao)的(de)(de)來源(yuan)(yuan)(yuan)。節能(neng)是(shi)實(shi)現(xian)碳(tan)達峰碳(tan)中和目(mu)標的(de)(de)關(guan)鍵(jian)支(zhi)撐。如期實(shi)現(xian)碳(tan)達峰、碳(tan)中和,必須堅定不(bu)移把節約能(neng)源(yuan)(yuan)(yuan)資(zi)(zi)源(yuan)(yuan)(yuan)放(fang)(fang)在(zai)首位,充分(fen)發(fa)揮節能(neng)的(de)(de)源(yuan)(yuan)(yuan)頭把控(kong)作(zuo)用,形成有效(xiao)的(de)(de)碳(tan)排放(fang)(fang)控(kong)制(zhi)閥門。目(mu)前(qian)我市以(yi)石(shi)(shi)化(hua)(hua)、化(hua)(hua)工(gong)為(wei)代表的(de)(de)“兩高”行業(ye)產能(neng)規模仍呈擴張(zhang)態(tai)勢,能(neng)源(yuan)(yuan)(yuan)資(zi)(zi)源(yuan)(yuan)(yuan)需求(qiu)保持剛性增長。在(zai)碳(tan)達峰、碳(tan)中和背景下(xia),如何(he)抑制(zhi)不(bu)合理的(de)(de)能(neng)源(yuan)(yuan)(yuan)消費需求(qiu),加(jia)強“兩高”項目(mu)準(zhun)入管(guan)理,優化(hua)(hua)能(neng)源(yuan)(yuan)(yuan)資(zi)(zi)源(yuan)(yuan)(yuan)配置,統籌推(tui)進經濟發(fa)展(zhan)、能(neng)源(yuan)(yuan)(yuan)安全、碳(tan)排放(fang)(fang)、居民生活,成為(wei)節能(neng)工(gong)作(zuo)新要(yao)求(qiu)。

三、主要任務


將節(jie)能貫穿于(yu)經濟(ji)社會發展各(ge)領域和全(quan)(quan)過程,推進能源資源全(quan)(quan)面節(jie)約、集約、循環利(li)用,增(zeng)強全(quan)(quan)民(min)節(jie)約意識,倡導簡約適度、綠色(se)低碳的(de)生產、生活(huo)方式,促進經濟(ji)社會全(quan)(quan)面綠色(se)轉(zhuan)型(xing)。


(一)構建清潔低碳安全(quan)高效能源體系(xi)


嚴(yan)格控制地方煤(mei)炭(tan)消費總量(liang),實現煤(mei)炭(tan)的清潔(jie)(jie)高(gao)效(xiao)利用(yong)(yong)。擴(kuo)大天然氣應用(yong)(yong)規(gui)模,大力發展(zhan)光(guang)伏、風電(dian)(dian)(dian)(dian)、生物質等清潔(jie)(jie)能源(yuan)。實施電(dian)(dian)(dian)(dian)代油、電(dian)(dian)(dian)(dian)代煤(mei)等終端(duan)電(dian)(dian)(dian)(dian)能替(ti)代,推進(jin)終端(duan)用(yong)(yong)戶(hu)電(dian)(dian)(dian)(dian)能替(ti)代。積(ji)極探(tan)索開展(zhan)工業園區(qu)、未(wei)來社區(qu)綜(zong)合能源(yuan)服務,加快構(gou)建清潔(jie)(jie)低碳(tan)安全高(gao)效(xiao)能源(yuan)體系。


1、實施煤炭清(qing)潔高效利用


堅持(chi)先立后破,嚴(yan)格合理控制(zhi)煤(mei)(mei)(mei)炭消費增長,抓好煤(mei)(mei)(mei)炭清潔高效利(li)用。推進(jin)存量(liang)(liang)煤(mei)(mei)(mei)電(dian)(dian)機組節煤(mei)(mei)(mei)降耗(hao)(hao)改(gai)造、供熱(re)(re)改(gai)造、靈活(huo)性改(gai)造“三改(gai)聯動”。嚴(yan)格控制(zhi)新(xin)增地方耗(hao)(hao)煤(mei)(mei)(mei)項目,新(xin)建、改(gai)擴建項目實施煤(mei)(mei)(mei)炭減量(liang)(liang)替代(dai),禁止建設企業自備燃煤(mei)(mei)(mei)設施。穩妥有序推進(jin)非電(dian)(dian)用煤(mei)(mei)(mei)減量(liang)(liang),實施清潔電(dian)(dian)力(li)和天然氣替代(dai)。推廣大型燃煤(mei)(mei)(mei)電(dian)(dian)廠熱(re)(re)電(dian)(dian)聯產改(gai)造,充(chong)分挖掘工業余熱(re)(re)和垃圾(ji)焚燒供熱(re)(re)潛力(li),推動淘汰(tai)供熱(re)(re)管網(wang)覆蓋范圍內的(de)燃煤(mei)(mei)(mei)鍋(guo)爐。


2、擴大天(tian)然氣應用(yong)規模


積(ji)(ji)極布局(ju)建設(she)城(cheng)鄉(xiang)天(tian)然(ran)氣管(guan)網(wang),不(bu)斷(duan)提高(gao)管(guan)網(wang)覆蓋率,大力培育(yu)用(yong)戶(hu)市場。有(you)序發(fa)展(zhan)(zhan)天(tian)然(ran)氣調峰電站;在有(you)穩定熱(re)、電負荷(he)(he)的(de)(de)產業園(yuan)區(qu)(qu)等適(shi)度(du)發(fa)展(zhan)(zhan)天(tian)然(ran)氣熱(re)電聯產項目;在有(you)冷、熱(re)、電需求(qiu)的(de)(de)物流倉儲園(yuan)區(qu)(qu)、旅游服(fu)務區(qu)(qu)、商業中心、交(jiao)通樞紐、醫院、學校(xiao)等能(neng)源(yuan)負荷(he)(he)中心,有(you)序發(fa)展(zhan)(zhan)天(tian)然(ran)氣分(fen)布式能(neng)源(yuan)項目。在能(neng)耗較高(gao)的(de)(de)有(you)色、紡織(zhi)等行業,鼓(gu)勵采用(yong)天(tian)然(ran)氣滿足新增用(yong)能(neng)需求(qiu)。積(ji)(ji)極推廣富氧燃燒、蓄熱(re)式燃燒等天(tian)然(ran)氣高(gao)效利用(yong)技(ji)術。


3、大(da)力發展可再生能源


深化“光伏+”建筑、園區、交通(tong)、戶用、旅游、機(ji)關公共事業等(deng)專項(xiang)行動。引導(dao)企(qi)業加大(da)可(ke)再生(sheng)能(neng)(neng)源(yuan)使用比例(li),支持具(ju)備條(tiao)件的企(qi)業開展“光伏+儲能(neng)(neng)”等(deng)自備電(dian)(dian)廠、自備電(dian)(dian)源(yuan)建設。加強海(hai)上風電(dian)(dian)項(xiang)目(mu)(mu)的謀劃論證(zheng)和(he)建設實施工(gong)作,按(an)照“海(hai)上風電(dian)(dian)+海(hai)上牧(mu)場+陸上基(ji)地(di)”模式,重點推(tui)進象山1#海(hai)上風電(dian)(dian)一(yi)期、二期項(xiang)目(mu)(mu)、涂茨海(hai)上風電(dian)(dian)等(deng)項(xiang)目(mu)(mu),積極謀劃推(tui)進深遠(yuan)海(hai)海(hai)上發電(dian)(dian)項(xiang)目(mu)(mu)。鼓(gu)勵氫能(neng)(neng)、生(sheng)物燃料(liao)、垃圾(ji)衍生(sheng)燃料(liao)等(deng)替代能(neng)(neng)源(yuan)在高耗能(neng)(neng)行業的應(ying)用。到(dao)2025年,全(quan)市可(ke)再生(sheng)能(neng)(neng)源(yuan)裝機(ji)容量達到(dao)680萬千瓦以上。


4、推(tui)進終端用戶電能替代


綜(zong)合考慮電(dian)力供需形(xing)勢,拓寬電(dian)能(neng)替代領(ling)域(yu),在(zai)鑄造、玻璃、陶(tao)瓷等重(zhong)點行業推廣電(dian)鍋(guo)爐(lu)、電(dian)窯爐(lu)、電(dian)加熱等技術(shu),開展高溫(wen)熱泵(beng)、大(da)功率電(dian)熱儲能(neng)鍋(guo)爐(lu)等電(dian)能(neng)替代,重(zhong)點對工業生(sheng)產(chan)過程(cheng)1000℃以(yi)下中(zhong)低溫(wen)熱源進(jin)行電(dian)氣化改造。持續提升工業終端(duan)用能(neng)電(dian)氣化水(shui)平,提高電(dian)力資源利(li)用效率和有序利(li)用水(shui)平。


5、探索開展(zhan)綜合能源(yuan)服務


依托(tuo)熱電(dian)聯產企業在工(gong)業園區(qu)開(kai)展一(yi)體化電(dian)冷(leng)熱氣供(gong)應、多(duo)能(neng)協(xie)同供(gong)應、綜合梯級(ji)利用,以(yi)及低品位余熱利用等(deng)綜合能(neng)源服(fu)務。引導企業、園區(qu)加快分布式光伏、分散(san)式風電(dian)、多(duo)元儲能(neng)、高(gao)(gao)效(xiao)熱泵、智慧能(neng)源管控等(deng)一(yi)體化系統開(kai)發運行,推進多(duo)能(neng)高(gao)(gao)效(xiao)互補利用,就近(jin)消納大(da)規(gui)模高(gao)(gao)比例可(ke)再(zai)生能(neng)源。依托(tuo)未來(lai)社區(qu)低碳(tan)場景(jing)落地城鄉社區(qu)綜合能(neng)源服(fu)務,推廣近(jin)零能(neng)耗建筑、建設集中供(gong)熱(冷(leng))和微電(dian)網系統。


(二)構建(jian)高效綠色循環低碳(tan)現代(dai)工業體系(xi)


到(dao)2025年,節(jie)(jie)能(neng)提效工(gong)(gong)藝技術裝備廣(guang)泛應用,工(gong)(gong)業節(jie)(jie)能(neng)從局部單體節(jie)(jie)能(neng)向(xiang)全流程(cheng)系統節(jie)(jie)能(neng)轉變,重點工(gong)(gong)業行(xing)業能(neng)效全面(mian)提升(sheng),鋼鐵(tie)、石化(hua)(hua)化(hua)(hua)工(gong)(gong)、有色金屬、電力(li)等行(xing)業重點產品(pin)能(neng)效達(da)到(dao)國際先進(jin)水(shui)平,綠(lv)色低碳能(neng)源(yuan)利用比(bi)例顯(xian)著提高,綠(lv)色制造(zao)體系基本建成(cheng),規模以(yi)上(shang)工(gong)(gong)業單位(wei)增加(jia)值能(neng)耗(hao)比(bi)2020年下(xia)降(jiang)16%,制造(zao)業高效低碳產業增加(jia)值占比(bi)達(da)到(dao)55%以(yi)上(shang)。


1、堅決遏制(zhi)高耗能高排(pai)放低(di)水(shui)平項目(mu)盲目(mu)發展


以紡織業(ye)(ye)(ye)(ye)(ye)、非(fei)金(jin)屬(shu)礦物制(zhi)品(pin)(pin)業(ye)(ye)(ye)(ye)(ye)、金(jin)屬(shu)冶煉和(he)(he)壓延加(jia)工(gong)(gong)業(ye)(ye)(ye)(ye)(ye)、化(hua)(hua)學原料及化(hua)(hua)學制(zhi)品(pin)(pin)制(zhi)造業(ye)(ye)(ye)(ye)(ye)、石油加(jia)工(gong)(gong)煉焦和(he)(he)核(he)燃料加(jia)工(gong)(gong)業(ye)(ye)(ye)(ye)(ye)、造紙(zhi)和(he)(he)紙(zhi)制(zhi)品(pin)(pin)業(ye)(ye)(ye)(ye)(ye)、化(hua)(hua)學纖(xian)維制(zhi)造業(ye)(ye)(ye)(ye)(ye)、電力熱力的(de)生產和(he)(he)供(gong)應業(ye)(ye)(ye)(ye)(ye)、數據中心等(deng)行業(ye)(ye)(ye)(ye)(ye)為重點(dian),建(jian)立擬建(jian)、在(zai)建(jian)、存量(liang)“兩(liang)高(gao)”項(xiang)(xiang)目(mu)(mu)(mu)清單(dan)(dan),實行分類(lei)處置(zhi)、動態監控。已建(jian)“兩(liang)高(gao)”項(xiang)(xiang)目(mu)(mu)(mu)接(jie)入(ru)重點(dian)用(yong)能單(dan)(dan)位在(zai)線監測系統(tong)、納(na)入(ru)用(yong)能預(yu)算管(guan)理。嚴(yan)把高(gao)耗能高(gao)排放低水平(ping)項(xiang)(xiang)目(mu)(mu)(mu)節能審查(cha)準(zhun)(zhun)入(ru)關(guan),對標(biao)國內領先(xian)、國際先(xian)進水平(ping)提(ti)高(gao)準(zhun)(zhun)入(ru)標(biao)準(zhun)(zhun),強化(hua)(hua)新建(jian)項(xiang)(xiang)目(mu)(mu)(mu)對能耗雙(shuang)控影響評估和(he)(he)用(yong)能指標(biao)來(lai)源審查(cha),嚴(yan)格(ge)項(xiang)(xiang)目(mu)(mu)(mu)審批(pi)、備案和(he)(he)核(he)準(zhun)(zhun),對不符合產業(ye)(ye)(ye)(ye)(ye)規劃、產業(ye)(ye)(ye)(ye)(ye)政策、產能置(zhi)換、煤炭消費減量(liang)替(ti)代(dai)和(he)(he)能耗平(ping)衡等(deng)要求的(de)項(xiang)(xiang)目(mu)(mu)(mu)堅決停(ting)批(pi)。提(ti)高(gao)工(gong)(gong)業(ye)(ye)(ye)(ye)(ye)項(xiang)(xiang)目(mu)(mu)(mu)準(zhun)(zhun)入(ru)性標(biao)準(zhun)(zhun),將“十四五”單(dan)(dan)位工(gong)(gong)業(ye)(ye)(ye)(ye)(ye)增加(jia)值(zhi)能效控制(zhi)標(biao)準(zhun)(zhun)降至0.52噸標(biao)準(zhun)(zhun)煤/萬元,對超(chao)過(guo)標(biao)準(zhun)(zhun)的(de)新上工(gong)(gong)業(ye)(ye)(ye)(ye)(ye)項(xiang)(xiang)目(mu)(mu)(mu),嚴(yan)格(ge)落(luo)實能耗減量(liang)(等(deng)量(liang))替(ti)代(dai)、用(yong)能權交易等(deng)政策。


2、持續提(ti)升(sheng)重(zhong)點通用(yong)設備系(xi)統(tong)能效


圍繞電(dian)機(ji)、變(bian)壓(ya)(ya)器(qi)(qi)(qi)等(deng)通(tong)(tong)用(yong)(yong)用(yong)(yong)能(neng)(neng)(neng)(neng)(neng)設(she)備(bei)系(xi)統,持續開(kai)展(zhan)(zhan)(zhan)能(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)提(ti)升專項行(xing)(xing)動,加(jia)(jia)大高(gao)效(xiao)(xiao)(xiao)用(yong)(yong)能(neng)(neng)(neng)(neng)(neng)設(she)備(bei)應(ying)(ying)用(yong)(yong)力(li)(li)度,開(kai)展(zhan)(zhan)(zhan)存量用(yong)(yong)能(neng)(neng)(neng)(neng)(neng)設(she)備(bei)節(jie)能(neng)(neng)(neng)(neng)(neng)改(gai)(gai)(gai)造(zao)(zao)。一是(shi)提(ti)升電(dian)機(ji)系(xi)統能(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)。開(kai)展(zhan)(zhan)(zhan)存量電(dian)機(ji)節(jie)能(neng)(neng)(neng)(neng)(neng)改(gai)(gai)(gai)造(zao)(zao)。鼓勵(li)石化(hua)(hua)、化(hua)(hua)工(gong)、鋼(gang)鐵、有(you)色、建材等(deng)重點工(gong)業(ye)行(xing)(xing)業(ye)開(kai)展(zhan)(zhan)(zhan)電(dian)機(ji)系(xi)統節(jie)能(neng)(neng)(neng)(neng)(neng)診斷(duan),評估水泵(beng)、風(feng)機(ji)等(deng)電(dian)機(ji)驅動設(she)備(bei)能(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)水平和節(jie)能(neng)(neng)(neng)(neng)(neng)潛力(li)(li),指(zhi)導和督促企業(ye)加(jia)(jia)快(kuai)淘汰(tai)不(bu)(bu)符(fu)(fu)合現行(xing)(xing)國家能(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)標(biao)準(zhun)要求的(de)(de)落后低效(xiao)(xiao)(xiao)電(dian)機(ji),對(dui)低效(xiao)(xiao)(xiao)運(yun)行(xing)(xing)的(de)(de)水泵(beng)、風(feng)機(ji)等(deng)電(dian)機(ji)系(xi)統開(kai)展(zhan)(zhan)(zhan)匹(pi)配性(xing)節(jie)能(neng)(neng)(neng)(neng)(neng)改(gai)(gai)(gai)造(zao)(zao)和運(yun)行(xing)(xing)控制優化(hua)(hua)。加(jia)(jia)大高(gao)效(xiao)(xiao)(xiao)節(jie)能(neng)(neng)(neng)(neng)(neng)電(dian)機(ji)應(ying)(ying)用(yong)(yong)力(li)(li)度。細分負(fu)載特性(xing)及不(bu)(bu)同(tong)工(gong)況(kuang),針(zhen)對(dui)風(feng)機(ji)、水泵(beng)、壓(ya)(ya)縮機(ji)、機(ji)床(chuang)等(deng)通(tong)(tong)用(yong)(yong)設(she)備(bei),鼓勵(li)采用(yong)(yong)2級能(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)及以(yi)上(shang)的(de)(de)電(dian)動機(ji)。針(zhen)對(dui)變(bian)負(fu)荷運(yun)行(xing)(xing)工(gong)況(kuang),推(tui)廣2級能(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)及以(yi)上(shang)的(de)(de)變(bian)頻(pin)調(diao)速永(yong)磁電(dian)機(ji)。針(zhen)對(dui)使用(yong)(yong)變(bian)速箱、耦合器(qi)(qi)(qi)的(de)(de)傳動系(xi)統,鼓勵(li)采用(yong)(yong)低速直驅和高(gao)速直驅式永(yong)磁電(dian)機(ji)。2025年(nian)新增(zeng)高(gao)效(xiao)(xiao)(xiao)節(jie)能(neng)(neng)(neng)(neng)(neng)電(dian)機(ji)占比達到70%以(yi)上(shang)。二是(shi)提(ti)升變(bian)壓(ya)(ya)器(qi)(qi)(qi)能(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)。針(zhen)對(dui)可(ke)再生能(neng)(neng)(neng)(neng)(neng)源(yuan)電(dian)站、軌道交通(tong)(tong)、數(shu)據中心(xin)、船用(yong)(yong)岸電(dian)、電(dian)動汽(qi)車充電(dian)等(deng)新興應(ying)(ying)用(yong)(yong)場景(jing),推(tui)廣應(ying)(ying)用(yong)(yong)高(gao)效(xiao)(xiao)(xiao)節(jie)能(neng)(neng)(neng)(neng)(neng)變(bian)壓(ya)(ya)器(qi)(qi)(qi)。開(kai)展(zhan)(zhan)(zhan)精細化(hua)(hua)無功補償技(ji)術、寬幅無弧(hu)有(you)載調(diao)壓(ya)(ya)、智(zhi)能(neng)(neng)(neng)(neng)(neng)分接開(kai)關、智(zhi)能(neng)(neng)(neng)(neng)(neng)融合終端、狀態監(jian)(jian)測可(ke)視化(hua)(hua)等(deng)智(zhi)慧運(yun)維和全生命周期管理技(ji)術創新,提(ti)高(gao)變(bian)壓(ya)(ya)器(qi)(qi)(qi)數(shu)字化(hua)(hua)、智(zhi)能(neng)(neng)(neng)(neng)(neng)化(hua)(hua)、綠色化(hua)(hua)水平。組織開(kai)展(zhan)(zhan)(zhan)變(bian)壓(ya)(ya)器(qi)(qi)(qi)專項監(jian)(jian)察,加(jia)(jia)大對(dui)在(zai)(zai)網(wang)(wang)運(yun)行(xing)(xing)S9及以(yi)下低效(xiao)(xiao)(xiao)變(bian)壓(ya)(ya)器(qi)(qi)(qi)的(de)(de)監(jian)(jian)察力(li)(li)度,推(tui)動企業(ye)加(jia)(jia)快(kuai)淘汰(tai)不(bu)(bu)符(fu)(fu)合國家能(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)標(biao)準(zhun)要求的(de)(de)變(bian)壓(ya)(ya)器(qi)(qi)(qi)。加(jia)(jia)快(kuai)電(dian)網(wang)(wang)企業(ye)變(bian)壓(ya)(ya)器(qi)(qi)(qi)能(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)提(ti)升。推(tui)動電(dian)網(wang)(wang)企業(ye)開(kai)展(zhan)(zhan)(zhan)在(zai)(zai)網(wang)(wang)運(yun)行(xing)(xing)變(bian)壓(ya)(ya)器(qi)(qi)(qi)全面普查,制定淘汰(tai)計劃(hua)并組織實施。到2025年(nian),全面淘汰(tai)不(bu)(bu)符(fu)(fu)合國家能(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)標(biao)準(zhun)要求的(de)(de)變(bian)壓(ya)(ya)器(qi)(qi)(qi),高(gao)效(xiao)(xiao)(xiao)節(jie)能(neng)(neng)(neng)(neng)(neng)變(bian)壓(ya)(ya)器(qi)(qi)(qi)在(zai)(zai)網(wang)(wang)運(yun)行(xing)(xing)比例提(ti)高(gao)10%,當(dang)年(nian)新增(zeng)高(gao)效(xiao)(xiao)(xiao)節(jie)能(neng)(neng)(neng)(neng)(neng)變(bian)壓(ya)(ya)器(qi)(qi)(qi)占比達到80%以(yi)上(shang)。


3、大力(li)推進重點行(xing)業節能(neng)提效改造

健全既有(you)建(jian)(jian)筑(zhu)(zhu)節能(neng)(neng)(neng)改(gai)(gai)(gai)造(zao)(zao)標準(zhun)體系,分類(lei)制(zhi)定(ding)公(gong)(gong)(gong)(gong)共(gong)(gong)建(jian)(jian)筑(zhu)(zhu)用(yong)能(neng)(neng)(neng)限(xian)額,探索實施基于用(yong)電限(xian)額指標的公(gong)(gong)(gong)(gong)共(gong)(gong)建(jian)(jian)筑(zhu)(zhu)用(yong)能(neng)(neng)(neng)管(guan)理制(zhi)度。對(dui)超過能(neng)(neng)(neng)耗限(xian)額的建(jian)(jian)筑(zhu)(zhu)進行改(gai)(gai)(gai)造(zao)(zao),推(tui)廣應(ying)用(yong)中央空調智控、綠(lv)色家居(ju)、新型保溫(wen)材料(liao)、反射涂料(liao)、高(gao)效節能(neng)(neng)(neng)門(men)窗和玻璃、綠(lv)色照明(ming)等節能(neng)(neng)(neng)低(di)碳(tan)新技術與新產品,市和區(qu)(qu)(縣(xian)、市)公(gong)(gong)(gong)(gong)共(gong)(gong)機(ji)構建(jian)(jian)筑(zhu)(zhu)以及(ji)國(guo)有(you)企業所有(you)的房屋(wu)建(jian)(jian)筑(zhu)(zhu)改(gai)(gai)(gai)建(jian)(jian)、擴建(jian)(jian)應(ying)當(dang)在立(li)項前(qian)將節能(neng)(neng)(neng)改(gai)(gai)(gai)造(zao)(zao)(含建(jian)(jian)筑(zhu)(zhu)屋(wu)頂分布式太(tai)陽能(neng)(neng)(neng)光伏(fu)系統)納入到工程建(jian)(jian)設內容(rong),確保節能(neng)(neng)(neng)率(lv)不得低(di)于10%。結合(he)老舊小區(qu)(qu)改(gai)(gai)(gai)造(zao)(zao)、未來社區(qu)(qu)創建(jian)(jian),積極穩妥推(tui)進居(ju)住建(jian)(jian)筑(zhu)(zhu)節能(neng)(neng)(neng)改(gai)(gai)(gai)造(zao)(zao)。加強(qiang)空調、照明(ming)、電梯(ti)等重點(dian)用(yong)能(neng)(neng)(neng)設備運行調適,提(ti)(ti)升(sheng)設備能(neng)(neng)(neng)效。全面(mian)落實既有(you)建(jian)(jian)筑(zhu)(zhu)能(neng)(neng)(neng)耗定(ding)(限(xian))額和審(shen)計、統計制(zhi)度,制(zhi)定(ding)出臺《寧波市公(gong)(gong)(gong)(gong)共(gong)(gong)建(jian)(jian)筑(zhu)(zhu)能(neng)(neng)(neng)源審(shen)計管(guan)理暫行辦法》,全面(mian)開展重點(dian)公(gong)(gong)(gong)(gong)共(gong)(gong)建(jian)(jian)筑(zhu)(zhu)能(neng)(neng)(neng)源審(shen)計工作、節能(neng)(neng)(neng)監(jian)察(cha),建(jian)(jian)立(li)常態化公(gong)(gong)(gong)(gong)共(gong)(gong)建(jian)(jian)筑(zhu)(zhu)節能(neng)(neng)(neng)閉環監(jian)管(guan)機(ji)制(zhi)。到2025年,完成(cheng)既有(you)公(gong)(gong)(gong)(gong)共(gong)(gong)建(jian)(jian)筑(zhu)(zhu)節能(neng)(neng)(neng)改(gai)(gai)(gai)造(zao)(zao)312萬(wan)平(ping)方米,完成(cheng)既有(you)居(ju)住建(jian)(jian)筑(zhu)(zhu)節能(neng)(neng)(neng)改(gai)(gai)(gai)造(zao)(zao)40萬(wan)平(ping)方米,建(jian)(jian)成(cheng)一批既有(you)建(jian)(jian)筑(zhu)(zhu)能(neng)(neng)(neng)效提(ti)(ti)升(sheng)示范項目。


3、加(jia)強(qiang)可再生(sheng)能源建筑應用


優先推(tui)(tui)進新(xin)(xin)(xin)(xin)(xin)建(jian)(jian)(jian)(jian)項目(mu)太(tai)陽(yang)(yang)能(neng)光(guang)(guang)伏應用(yong)(yong),不(bu)斷提升新(xin)(xin)(xin)(xin)(xin)建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)的可再(zai)生能(neng)源(yuan)應用(yong)(yong)量。根據建(jian)(jian)(jian)(jian)筑(zhu)特(te)點大力推(tui)(tui)廣應用(yong)(yong)光(guang)(guang)伏、光(guang)(guang)熱、空(kong)氣源(yuan)熱泵熱水等多種可再(zai)生能(neng)源(yuan),推(tui)(tui)進天然(ran)工質制冷劑中央空(kong)調(diao)技(ji)術的示范(fan)應用(yong)(yong),“十四(si)五”期間城鎮(zhen)新(xin)(xin)(xin)(xin)(xin)建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)可再(zai)生能(neng)源(yuan)應用(yong)(yong)核算(suan)替(ti)代率達(da)到(dao)8%。穩步推(tui)(tui)進既有建(jian)(jian)(jian)(jian)筑(zhu)屋頂(ding)分布式光(guang)(guang)伏應用(yong)(yong),到(dao)2025年,新(xin)(xin)(xin)(xin)(xin)建(jian)(jian)(jian)(jian)公共機(ji)構建(jian)(jian)(jian)(jian)筑(zhu)、新(xin)(xin)(xin)(xin)(xin)建(jian)(jian)(jian)(jian)工業廠房屋頂(ding)光(guang)(guang)伏覆蓋(gai)率力爭達(da)到(dao)50%,累計新(xin)(xin)(xin)(xin)(xin)增建(jian)(jian)(jian)(jian)筑(zhu)太(tai)陽(yang)(yang)能(neng)光(guang)(guang)伏裝機(ji)容量達(da)到(dao)40萬千瓦(wa)。


(四)聚焦綠色低碳運輸轉型提升(sheng)交通領(ling)域能效


1、建設綠色低(di)碳交(jiao)通基(ji)礎(chu)設施


加(jia)快(kuai)美麗公(gong)路、城鄉綠(lv)道(dao)網建(jian)(jian)(jian)設(she)(she)(she)(she)(she),新建(jian)(jian)(jian)高速公(gong)路、普通國省干線全面落實綠(lv)色(se)公(gong)路建(jian)(jian)(jian)設(she)(she)(she)(she)(she)要求,鼓勵積極應(ying)用工業化產品,引(yin)導有條件(jian)的農(nong)(nong)(nong)村公(gong)路參(can)照綠(lv)色(se)公(gong)路要求協同(tong)推(tui)(tui)進“四好(hao)農(nong)(nong)(nong)村路”建(jian)(jian)(jian)設(she)(she)(she)(she)(she)。因地制宜推(tui)(tui)進公(gong)路沿線、服(fu)務(wu)區(qu)(qu)(qu)等適宜區(qu)(qu)(qu)域合理布局光伏(fu)發電(dian)(dian)設(she)(she)(she)(she)(she)施(shi)。鼓勵老(lao)舊服(fu)務(wu)區(qu)(qu)(qu)、客運樞紐、物(wu)流園(yuan)區(qu)(qu)(qu)開展節能環保升級改(gai)造(zao),新建(jian)(jian)(jian)項目推(tui)(tui)行節能建(jian)(jian)(jian)筑設(she)(she)(she)(she)(she)計和建(jian)(jian)(jian)設(she)(she)(she)(she)(she)。到(dao)2025年(nian),全市低碳高速公(gong)路服(fu)務(wu)區(qu)(qu)(qu)占比(bi)達到(dao)30%。大力(li)推(tui)(tui)進“互(hu)聯網+智能汽(qi)車+充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)設(she)(she)(she)(she)(she)施(shi)”建(jian)(jian)(jian)設(she)(she)(she)(she)(she),加(jia)快(kuai)形成適度超前、快(kuai)充(chong)(chong)(chong)(chong)(chong)為主(zhu)、慢(man)充(chong)(chong)(chong)(chong)(chong)為輔的公(gong)共充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)網絡。加(jia)快(kuai)公(gong)共停車場一體化建(jian)(jian)(jian)設(she)(she)(she)(she)(she)充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)設(she)(she)(she)(she)(she)施(shi),支持企事業單位、居民區(qu)(qu)(qu)按需配建(jian)(jian)(jian)以交流慢(man)充(chong)(chong)(chong)(chong)(chong)為主(zhu)的自用充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)設(she)(she)(she)(she)(she)施(shi),推(tui)(tui)動鄉鎮(zhen)、農(nong)(nong)(nong)村充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)設(she)(she)(she)(she)(she)施(shi)建(jian)(jian)(jian)設(she)(she)(she)(she)(she)。推(tui)(tui)動與加(jia)油站(zhan)、加(jia)氣站(zhan)等合建(jian)(jian)(jian)新能源汽(qi)車充(chong)(chong)(chong)(chong)(chong)(換(huan))電(dian)(dian)設(she)(she)(she)(she)(she)施(shi),因地制宜改(gai)造(zao)提升現(xian)有加(jia)油(氣)站(zhan)為綜(zong)合供能服(fu)務(wu)站(zhan)。


2、發展(zhan)集約高(gao)效運輸組織方式


落實海(hai)(hai)(hai)鐵(tie)(tie)聯(lian)(lian)運(yun)(yun)(yun)(yun)(yun)(yun)扶持政策,加快海(hai)(hai)(hai)鐵(tie)(tie)聯(lian)(lian)運(yun)(yun)(yun)(yun)(yun)(yun)信息平臺對(dui)接,強(qiang)化(hua)腹地拓展(zhan),促進海(hai)(hai)(hai)鐵(tie)(tie)聯(lian)(lian)運(yun)(yun)(yun)(yun)(yun)(yun)提質擴量。以“雙層集裝(zhuang)箱海(hai)(hai)(hai)鐵(tie)(tie)聯(lian)(lian)運(yun)(yun)(yun)(yun)(yun)(yun)創新(xin)(xin)”交通(tong)強(qiang)國(guo)部級(ji)試點(dian)和“全(quan)國(guo)海(hai)(hai)(hai)鐵(tie)(tie)聯(lian)(lian)運(yun)(yun)(yun)(yun)(yun)(yun)示范工(gong)程(cheng)”省級(ji)試點(dian)為契機,推動甬(yong)金(jin)鐵(tie)(tie)路按(an)滿足‘雙層高箱’標(biao)(biao)準加快建(jian)設,創新(xin)(xin)全(quan)程(cheng)物(wu)流(liu)作(zuo)業(ye)模式,探索海(hai)(hai)(hai)鐵(tie)(tie)聯(lian)(lian)運(yun)(yun)(yun)(yun)(yun)(yun)的新(xin)(xin)技術、新(xin)(xin)標(biao)(biao)準、新(xin)(xin)模式。到(dao)2025年(nian)集裝(zhuang)箱海(hai)(hai)(hai)鐵(tie)(tie)聯(lian)(lian)運(yun)(yun)(yun)(yun)(yun)(yun)量達到(dao)170萬(wan)標(biao)(biao)箱。深化(hua)與杭州、湖州、紹興(xing)、嘉興(xing)等(deng)港(gang)口(kou)和物(wu)流(liu)園(yuan)區合作(zuo),積極推進干散(san)貨(huo)、集裝(zhuang)箱江(jiang)海(hai)(hai)(hai)直達運(yun)(yun)(yun)(yun)(yun)(yun)輸,提高水(shui)(shui)水(shui)(shui)中轉(zhuan)(zhuan)貨(huo)運(yun)(yun)(yun)(yun)(yun)(yun)量,到(dao)2025年(nian),寧波港(gang)域江(jiang)海(hai)(hai)(hai)聯(lian)(lian)運(yun)(yun)(yun)(yun)(yun)(yun)量分別達到(dao)90萬(wan)標(biao)(biao)箱。建(jian)設完善杭甬(yong)運(yun)(yun)(yun)(yun)(yun)(yun)河內河航道等(deng)水(shui)(shui)運(yun)(yun)(yun)(yun)(yun)(yun)基礎設施,加快推進港(gang)口(kou)集疏運(yun)(yun)(yun)(yun)(yun)(yun)鐵(tie)(tie)路、物(wu)流(liu)園(yuan)區及大(da)型工(gong)礦(kuang)企業(ye)鐵(tie)(tie)路專用線(xian)(xian)(xian)建(jian)設,謀劃梅(mei)山港(gang)區鐵(tie)(tie)路支(zhi)線(xian)(xian)(xian)、北侖鐵(tie)(tie)路支(zhi)線(xian)(xian)(xian)復線(xian)(xian)(xian)改造等(deng),推動大(da)宗(zong)貨(huo)物(wu)及中長距離(li)貨(huo)物(wu)運(yun)(yun)(yun)(yun)(yun)(yun)輸“公轉(zhuan)(zhuan)鐵(tie)(tie)”“公轉(zhuan)(zhuan)水(shui)(shui)”。


3、推(tui)廣應用(yong)新能(neng)源和清潔能(neng)源運(yun)輸裝(zhuang)備(bei)


實施新(xin)(xin)能(neng)源(yuan)汽(qi)(qi)車(che)推(tui)廣(guang)計劃,加快推(tui)進(jin)城市公(gong)共(gong)交通、公(gong)務車(che)、郵政(zheng)快遞、環衛清掃(sao)、工程專用車(che)等(deng)領域(yu)新(xin)(xin)能(neng)源(yuan)汽(qi)(qi)車(che)推(tui)廣(guang)應用,到(dao)2025年,新(xin)(xin)增(zeng)或(huo)更(geng)新(xin)(xin)的公(gong)共(gong)交通、公(gong)務車(che)、物(wu)流配送等(deng)車(che)輛(liang)(liang)中新(xin)(xin)能(neng)源(yuan)汽(qi)(qi)車(che)比例不低于80%。鼓勵(li)開展氫(qing)燃(ran)(ran)料電池汽(qi)(qi)車(che)試點應用。推(tui)進(jin)新(xin)(xin)一輪老(lao)舊(jiu)(jiu)柴(chai)油貨(huo)車(che)更(geng)新(xin)(xin)淘(tao)汰(tai)。加快完成國(guo)三及(ji)以下排(pai)(pai)放(fang)標(biao)準(zhun)柴(chai)油貨(huo)車(che)淘(tao)汰(tai),逐步推(tui)進(jin)國(guo)四(si)及(ji)以下排(pai)(pai)放(fang)標(biao)準(zhun)柴(chai)油貨(huo)車(che)淘(tao)汰(tai)。到(dao)2025年,淘(tao)汰(tai)60%的國(guo)四(si)及(ji)以下營(ying)(ying)運(yun)柴(chai)油貨(huo)車(che);嚴(yan)格(ge)實施道路(lu)運(yun)輸(shu)車(che)輛(liang)(liang)燃(ran)(ran)料消耗量限值(zhi)準(zhun)入制度(du),加速推(tui)廣(guang)營(ying)(ying)運(yun)貨(huo)車(che)國(guo)六(liu)及(ji)以上(shang)排(pai)(pai)放(fang)標(biao)準(zhun)。到(dao)2025年營(ying)(ying)運(yun)貨(huo)車(che)國(guo)六(liu)及(ji)以上(shang)排(pai)(pai)放(fang)標(biao)準(zhun)占比達到(dao)25%以上(shang)。進(jin)一步淘(tao)汰(tai)更(geng)新(xin)(xin)或(huo)改造老(lao)舊(jiu)(jiu)運(yun)輸(shu)船(chuan)(chuan)舶(bo),嚴(yan)格(ge)實施船(chuan)(chuan)舶(bo)報廢制度(du),依法強制報廢超過(guo)使用年限的船(chuan)(chuan)舶(bo),鼓勵(li)老(lao)舊(jiu)(jiu)營(ying)(ying)運(yun)客貨(huo)船(chuan)(chuan)淘(tao)汰(tai)更(geng)新(xin)(xin),引導高耗能(neng)船(chuan)(chuan)舶(bo)進(jin)行節(jie)能(neng)技術改造升級。


4、深入(ru)推進綠色港口建(jian)設

(四)余能高(gao)效綜合利用工程


指導鎮海煉(lian)化(hua)(hua)、中金石(shi)化(hua)(hua)、大榭(xie)石(shi)化(hua)(hua)、等(deng)(deng)重點(dian)(dian)企業按照《工(gong)業余(yu)能(neng)(neng)資源評價方(fang)(fang)法》(GB/T1028-2018)開展余(yu)能(neng)(neng)資源評價,采用(yong)(yong)(yong)(yong)熱(re)(re)(re)泵、熱(re)(re)(re)夾點(dian)(dian)、熱(re)(re)(re)聯合(he)(he)等(deng)(deng)技(ji)(ji)術(shu)優化(hua)(hua)企業內部能(neng)(neng)供(gong)(gong)(gong)需匹配,制(zhi)訂(ding)企業余(yu)能(neng)(neng)資源高效利(li)(li)用(yong)(yong)(yong)(yong)改造(zao)工(gong)作方(fang)(fang)案。重點(dian)(dian)推廣(guang)乏汽、熱(re)(re)(re)水(shui)的高效回收(shou)和提質回收(shou)技(ji)(ji)術(shu)、自回熱(re)(re)(re)精餾、工(gong)藝預熱(re)(re)(re)、溴化(hua)(hua)鋰制(zhi)冷(leng)、熱(re)(re)(re)泵回收(shou)、低(di)溫(wen)膨脹螺桿機發(fa)電(dian)、有機朗肯循環發(fa)電(dian)、低(di)品位余(yu)熱(re)(re)(re)供(gong)(gong)(gong)熱(re)(re)(re)、智慧熱(re)(re)(re)島(dao)等(deng)(deng)余(yu)熱(re)(re)(re)利(li)(li)用(yong)(yong)(yong)(yong)技(ji)(ji)術(shu),建成(cheng)一(yi)批(pi)余(yu)熱(re)(re)(re)綜合(he)(he)利(li)(li)用(yong)(yong)(yong)(yong)示(shi)范項(xiang)(xiang)(xiang)目(mu)。開展鎮海、北侖、大榭(xie)等(deng)(deng)重點(dian)(dian)區(qu)(qu)域余(yu)能(neng)(neng)資源調(diao)查,編制(zhi)熱(re)(re)(re)源、熱(re)(re)(re)阱清單,建立全市可利(li)(li)用(yong)(yong)(yong)(yong)余(yu)熱(re)(re)(re)余(yu)壓等(deng)(deng)余(yu)能(neng)(neng)資源位置及質量分布圖,促進企業間余(yu)能(neng)(neng)回收(shou)利(li)(li)用(yong)(yong)(yong)(yong)和能(neng)(neng)量梯級利(li)(li)用(yong)(yong)(yong)(yong)。鼓勵、支持(chi)工(gong)業余(yu)熱(re)(re)(re)作為區(qu)(qu)域供(gong)(gong)(gong)熱(re)(re)(re)系統的重要補(bu)充熱(re)(re)(re)源,納入(ru)區(qu)(qu)域集中供(gong)(gong)(gong)熱(re)(re)(re)統一(yi)管理(li)。實施(shi)LNG冷(leng)能(neng)(neng)綜合(he)(he)利(li)(li)用(yong)(yong)(yong)(yong),通過建設(she)冷(leng)能(neng)(neng)空分、冷(leng)能(neng)(neng)發(fa)電(dian)、低(di)溫(wen)冷(leng)處理(li)等(deng)(deng)項(xiang)(xiang)(xiang)目(mu),對(dui)LNG接收(shou)站液化(hua)(hua)天然氣的冷(leng)能(neng)(neng)加(jia)以利(li)(li)用(yong)(yong)(yong)(yong),建成(cheng)1個LNG項(xiang)(xiang)(xiang)目(mu)冷(leng)能(neng)(neng)回收(shou)利(li)(li)用(yong)(yong)(yong)(yong)示(shi)范樣本園(yuan)區(qu)(qu)。2025年前(qian),全市實現新增余(yu)能(neng)(neng)資源利(li)(li)用(yong)(yong)(yong)(yong)量25萬(wan)噸標準煤(mei)以上。

(六)鍋爐(窯爐)能效提升(sheng)工程(cheng)


嚴格(ge)執行國家標(biao)準《工業(ye)鍋(guo)爐(lu)(lu)能(neng)(neng)(neng)效(xiao)(xiao)限定值(zhi)及能(neng)(neng)(neng)效(xiao)(xiao)等級(ji)》(GB24500)強制要求,新改(gai)(gai)擴建鍋(guo)爐(lu)(lu)(窯爐(lu)(lu))項目原則上選用(yong)(yong)(yong)列入(ru)國家工業(ye)節(jie)能(neng)(neng)(neng)技術(shu)裝備推(tui)薦(jian)目錄(lu)、“能(neng)(neng)(neng)效(xiao)(xiao)之星”產(chan)品(pin)目錄(lu)或(huo)能(neng)(neng)(neng)效(xiao)(xiao)等級(ji)達到(dao)1級(ji)的產(chan)品(pin)。開展(zhan)在(zai)用(yong)(yong)(yong)工業(ye)鍋(guo)爐(lu)(lu)(窯爐(lu)(lu))系(xi)統能(neng)(neng)(neng)效(xiao)(xiao)調查測試,評估節(jie)能(neng)(neng)(neng)改(gai)(gai)造潛力,重點推(tui)廣燃燒優化(hua)(蓄熱式(shi)燃燒、富氧燃燒等)、低溫余熱回收、自動控制、主(zhu)輔機優化(hua)、冷(leng)凝水(shui)回收利用(yong)(yong)(yong)、新型保(bao)溫材料(liao)等節(jie)能(neng)(neng)(neng)技術(shu)產(chan)品(pin),在(zai)用(yong)(yong)(yong)鍋(guo)爐(lu)(lu)經改(gai)(gai)造能(neng)(neng)(neng)效(xiao)(xiao)等級(ji)應達到(dao)2級(ji)以上。依法依規(gui)加(jia)快淘汰不符合能(neng)(neng)(neng)效(xiao)(xiao)標(biao)準或(huo)國家明(ming)令淘汰的鍋(guo)爐(lu)(lu)、熱處理(li)爐(lu)(lu)、熔煉爐(lu)(lu)等落后低效(xiao)(xiao)設(she)備。鼓勵企(qi)業(ye)建立(li)鍋(guo)爐(lu)(lu)能(neng)(neng)(neng)源管理(li)系(xi)統,加(jia)強計量管理(li),推(tui)進(jin)鍋(guo)爐(lu)(lu)系(xi)統的安全、節(jie)能(neng)(neng)(neng)、環保(bao)標(biao)準化(hua)管理(li),開展(zhan)達標(biao)試點示范,推(tui)進(jin)標(biao)桿鍋(guo)爐(lu)(lu)房建設(she)。開展(zhan)鍋(guo)爐(lu)(lu)系(xi)統能(neng)(neng)(neng)效(xiao)(xiao)在(zai)線(xian)監控、在(zai)線(xian)診斷,探索建立(li)鍋(guo)爐(lu)(lu)動態(tai)監管云平臺,爭取到(dao)2025年,10t/h蒸(zheng)發量以上的非電站鍋(guo)爐(lu)(lu)全部實現(xian)數字化(hua)管理(li)。

監察對象:年綜合能(neng)(neng)源消費量1萬(wan)噸標準煤及以上的用能(neng)(neng)單(dan)(dan)位(wei)及地方節能(neng)(neng)主管部門指(zhi)定的其他(ta)用能(neng)(neng)單(dan)(dan)位(wei)。


監(jian)察內容(rong):依據《重點用(yong)能(neng)(neng)(neng)單(dan)位節(jie)(jie)能(neng)(neng)(neng)管(guan)理(li)辦法(fa)》,檢查重點用(yong)能(neng)(neng)(neng)單(dan)位建立落實(shi)節(jie)(jie)能(neng)(neng)(neng)目標(biao)責任制、節(jie)(jie)能(neng)(neng)(neng)計劃、節(jie)(jie)能(neng)(neng)(neng)管(guan)理(li)和技術措施(shi)等情況,執行(xing)設(she)(she)立能(neng)(neng)(neng)源管(guan)理(li)崗(gang)位、聘任能(neng)(neng)(neng)源管(guan)理(li)負(fu)責人、填報能(neng)(neng)(neng)源利用(yong)狀況報告、建設(she)(she)能(neng)(neng)(neng)耗在線監(jian)測系統等情況。


(五)節能服(fu)(fu)務機(ji)構開展(zhan)服(fu)(fu)務情(qing)況(kuang)。


監察對象:從事(shi)節能(neng)咨(zi)詢、設計(ji)、評(ping)估、檢測、審計(ji)、認證等服務的機構。


監察內容:檢查節(jie)能(neng)服(fu)務機構貫(guan)徹(che)節(jie)能(neng)要求、提供信息真實性等情況。


(三)強化(hua)節能審查閉(bi)環管理


修(xiu)訂固(gu)定資(zi)產投資(zi)項(xiang)目(mu)(mu)(mu)節(jie)(jie)(jie)能(neng)(neng)審(shen)(shen)(shen)查(cha)辦法(fa),加(jia)強(qiang)節(jie)(jie)(jie)能(neng)(neng)審(shen)(shen)(shen)查(cha)與(yu)能(neng)(neng)耗(hao)雙控和(he)碳(tan)(tan)達峰、碳(tan)(tan)中和(he)目(mu)(mu)(mu)標任務的有效(xiao)銜接,堅決遏制高耗(hao)能(neng)(neng)、高排放、低水平項(xiang)目(mu)(mu)(mu)盲目(mu)(mu)(mu)發展。全(quan)面(mian)(mian)提(ti)升節(jie)(jie)(jie)能(neng)(neng)審(shen)(shen)(shen)查(cha)質量,完善專家評審(shen)(shen)(shen)機(ji)制,對標分(fen)(fen)析項(xiang)目(mu)(mu)(mu)能(neng)(neng)效(xiao)是(shi)否達到(dao)國際、國內(nei)(nei)同行先進水平;準確核(he)算項(xiang)目(mu)(mu)(mu)能(neng)(neng)耗(hao)強(qiang)度、能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消(xiao)費(fei)總(zong)量、可(ke)再(zai)生(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消(xiao)費(fei)量和(he)原(yuan)料用能(neng)(neng)消(xiao)費(fei)量;深入(ru)論證分(fen)(fen)析重點節(jie)(jie)(jie)能(neng)(neng)措施;客(ke)觀評估項(xiang)目(mu)(mu)(mu)實(shi)施對所(suo)在(zai)地節(jie)(jie)(jie)能(neng)(neng)降(jiang)碳(tan)(tan)和(he)產業發展的影響(xiang)。強(qiang)化節(jie)(jie)(jie)能(neng)(neng)驗(yan)收(shou),督促項(xiang)目(mu)(mu)(mu)建(jian)設(she)單位在(zai)投入(ru)生(sheng)產、使(shi)用前組(zu)織能(neng)(neng)評驗(yan)收(shou),規(gui)范驗(yan)收(shou)程序和(he)標準,未經(jing)節(jie)(jie)(jie)能(neng)(neng)驗(yan)收(shou)或驗(yan)收(shou)不合格的,不得投入(ru)生(sheng)產使(shi)用。加(jia)強(qiang)事中事后監(jian)管,按照(zhao)“雙隨機(ji)、一公開(kai)”的原(yuan)則(ze),將(jiang)建(jian)設(she)單位節(jie)(jie)(jie)能(neng)(neng)審(shen)(shen)(shen)查(cha)意見落實(shi)情況、節(jie)(jie)(jie)能(neng)(neng)驗(yan)收(shou)情況納入(ru)節(jie)(jie)(jie)能(neng)(neng)監(jian)察重點內(nei)(nei)容。未達到(dao)能(neng)(neng)耗(hao)強(qiang)度降(jiang)低基本目(mu)(mu)(mu)標進度要求(qiu)的地區,可(ke)在(zai)節(jie)(jie)(jie)能(neng)(neng)審(shen)(shen)(shen)查(cha)等環(huan)節(jie)(jie)(jie)對該地高耗(hao)能(neng)(neng)項(xiang)目(mu)(mu)(mu)實(shi)行緩批限批。實(shi)施區域能(neng)(neng)評改革2.0版(ban),全(quan)面(mian)(mian)分(fen)(fen)析重點區域主要產業能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)資(zi)源(yuan)(yuan)(yuan)(yuan)利(li)(li)用現狀,圍繞提(ti)升區域整體(ti)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)資(zi)源(yuan)(yuan)(yuan)(yuan)利(li)(li)用效(xiao)率,在(zai)共(gong)性關鍵節(jie)(jie)(jie)能(neng)(neng)技術推(tui)廣(guang)、能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)基礎(chu)設(she)施共(gong)建(jian)共(gong)享(xiang)、余能(neng)(neng)高效(xiao)利(li)(li)用、可(ke)再(zai)生(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)整體(ti)開(kai)發等方(fang)面(mian)(mian),明確區域內(nei)(nei)新改擴建(jian)項(xiang)目(mu)(mu)(mu)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)利(li)(li)用的邊界條件(jian)和(he)原(yuan)則(ze)要求(qiu)。


專欄2、節能審查五個必須


1、擴(kuo)建項目節(jie)能(neng)審查前必(bi)須對存量用能(neng)實(shi)施能(neng)源審計;


2、新建項目單位(wei)產(chan)品能耗必須達到國際或國內(nei)一流水(shui)平;


3、主要用(yong)能(neng)設備(bei)必須達到先進能(neng)效(xiao)標準;


4、新(xin)增高耗能(neng)(neng)項目(mu)必須按規定嚴格(ge)落實能(neng)(neng)耗等(deng)量(liang)平(ping)衡;


5、工業(ye)企業(ye)屋頂必須開展光伏(fu)發電(dian)資(zi)源利(li)用評估。


(四)建(jian)立用能預算管理(li)機制


建立和(he)(he)完善用(yong)(yong)(yong)(yong)能(neng)(neng)(neng)(neng)(neng)預(yu)(yu)(yu)(yu)算(suan)管(guan)理(li)制(zhi)(zhi)度。統籌考慮(lv)能(neng)(neng)(neng)(neng)(neng)耗雙(shuang)控工(gong)作(zuo)(zuo)目標和(he)(he)經濟增(zeng)長(chang)預(yu)(yu)(yu)(yu)期(qi)目標,結(jie)合(he)(he)年(nian)(nian)度重(zhong)大項(xiang)目投產計劃,編制(zhi)(zhi)用(yong)(yong)(yong)(yong)能(neng)(neng)(neng)(neng)(neng)預(yu)(yu)(yu)(yu)算(suan)管(guan)理(li)方案,將能(neng)(neng)(neng)(neng)(neng)源要素(su)(su)優先(xian)保(bao)障(zhang)居民(min)生(sheng)活(huo)、現代(dai)服(fu)務(wu)業(ye)、高(gao)技(ji)術產業(ye)和(he)(he)先(xian)進制(zhi)(zhi)造業(ye)。推動(dong)各地(di)(di)區(qu)(qu)依法依規(gui)通過(guo)節(jie)能(neng)(neng)(neng)(neng)(neng)改(gai)造、淘汰落后化解(jie)過(guo)剩產能(neng)(neng)(neng)(neng)(neng)、汰劣上優、能(neng)(neng)(neng)(neng)(neng)耗等(deng)量(liang)減量(liang)置換(huan)、加強節(jie)能(neng)(neng)(neng)(neng)(neng)管(guan)理(li)等(deng)方式騰(teng)出能(neng)(neng)(neng)(neng)(neng)耗指(zhi)標、拓展用(yong)(yong)(yong)(yong)能(neng)(neng)(neng)(neng)(neng)空間,納入本(ben)地(di)(di)區(qu)(qu)用(yong)(yong)(yong)(yong)能(neng)(neng)(neng)(neng)(neng)預(yu)(yu)(yu)(yu)算(suan)統一管(guan)理(li)、統籌使(shi)用(yong)(yong)(yong)(yong),支持重(zhong)點(dian)項(xiang)目新增(zeng)用(yong)(yong)(yong)(yong)能(neng)(neng)(neng)(neng)(neng)需求。綜合(he)(he)考慮(lv)能(neng)(neng)(neng)(neng)(neng)評(ping)批復(fu)、能(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)水平、歷史用(yong)(yong)(yong)(yong)能(neng)(neng)(neng)(neng)(neng)、可再(zai)生(sheng)能(neng)(neng)(neng)(neng)(neng)源開發利用(yong)(yong)(yong)(yong)等(deng)因素(su)(su),按照“服(fu)務(wu)企(qi)(qi)業(ye)發展所需、倒逼企(qi)(qi)業(ye)提高(gao)能(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)、有(you)效(xiao)(xiao)管(guan)控能(neng)(neng)(neng)(neng)(neng)耗強度”的原則,合(he)(he)理(li)確(que)定(ding)(ding)高(gao)耗能(neng)(neng)(neng)(neng)(neng)行(xing)(xing)業(ye)重(zhong)點(dian)企(qi)(qi)業(ye)用(yong)(yong)(yong)(yong)能(neng)(neng)(neng)(neng)(neng)預(yu)(yu)(yu)(yu)算(suan)基(ji)準(zhun)能(neng)(neng)(neng)(neng)(neng)耗。為推行(xing)(xing)用(yong)(yong)(yong)(yong)能(neng)(neng)(neng)(neng)(neng)權有(you)償使(shi)用(yong)(yong)(yong)(yong)和(he)(he)交(jiao)易試(shi)點(dian)工(gong)作(zuo)(zuo)打下堅實基(ji)礎。通過(guo)節(jie)能(neng)(neng)(neng)(neng)(neng)降(jiang)碳e本(ben)賬,智慧能(neng)(neng)(neng)(neng)(neng)源系統等(deng)對企(qi)(qi)業(ye)用(yong)(yong)(yong)(yong)能(neng)(neng)(neng)(neng)(neng)情況(kuang)實施(shi)(shi)月(yue)監(jian)測、季通報、年(nian)(nian)對賬,對預(yu)(yu)(yu)(yu)算(suan)管(guan)理(li)執行(xing)(xing)過(guo)程中發現的問題(ti),及時研究解(jie)決(jue),迭代(dai)完善預(yu)(yu)(yu)(yu)算(suan)工(gong)作(zuo)(zuo)機制(zhi)(zhi)。建立重(zhong)點(dian)行(xing)(xing)業(ye)企(qi)(qi)業(ye)用(yong)(yong)(yong)(yong)能(neng)(neng)(neng)(neng)(neng)預(yu)(yu)(yu)(yu)算(suan)管(guan)理(li)聯(lian)席會議機制(zhi)(zhi),由發改(gai)、經信、統計、能(neng)(neng)(neng)(neng)(neng)源和(he)(he)電網等(deng)部門組成,做好實施(shi)(shi)細則完善、政(zheng)策宣貫服(fu)務(wu)、企(qi)(qi)業(ye)名單審核(he)、基(ji)準(zhun)能(neng)(neng)(neng)(neng)(neng)耗核(he)定(ding)(ding)等(deng)工(gong)作(zuo)(zuo)。各地(di)(di)結(jie)合(he)(he)推進能(neng)(neng)(neng)(neng)(neng)耗雙(shuang)控工(gong)作(zuo)(zuo),對本(ben)地(di)(di)區(qu)(qu)用(yong)(yong)(yong)(yong)能(neng)(neng)(neng)(neng)(neng)預(yu)(yu)(yu)(yu)算(suan)管(guan)理(li)方案實施(shi)(shi)動(dong)態調整。


(五)建立能耗要素配置機(ji)制(zhi)


立足全(quan)市(shi)(shi)(shi)高(gao)質量(liang)(liang)(liang)發(fa)(fa)展(zhan)(zhan)大(da)局,堅持(chi)(chi)全(quan)市(shi)(shi)(shi)一盤棋統(tong)籌(chou)謀劃(hua)(hua),強(qiang)化(hua)能(neng)(neng)(neng)耗(hao)要(yao)素(su)供給和重(zhong)大(da)項(xiang)目(mu)(mu)需(xu)求的(de)(de)精準匹配(pei),實現整體(ti)效(xiao)(xiao)益最大(da)、效(xiao)(xiao)率最優。能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)部(bu)(bu)門與產(chan)(chan)業(ye)、招商(shang)部(bu)(bu)門高(gao)效(xiao)(xiao)協同,將要(yao)素(su)配(pei)置與產(chan)(chan)業(ye)發(fa)(fa)展(zhan)(zhan)規劃(hua)(hua)、重(zhong)點(dian)投(tou)資計(ji)劃(hua)(hua)、投(tou)資審批監管、招商(shang)引資目(mu)(mu)錄和產(chan)(chan)業(ye)扶(fu)持(chi)(chi)政策等(deng)有機銜接,帶動(dong)能(neng)(neng)(neng)耗(hao)要(yao)素(su)資源(yuan)(yuan)(yuan)(yuan)向重(zhong)點(dian)地(di)(di)(di)區(qu)、重(zhong)點(dian)產(chan)(chan)業(ye)、重(zhong)點(dian)項(xiang)目(mu)(mu)集(ji)中。“十四五”能(neng)(neng)(neng)耗(hao)增量(liang)(liang)(liang)指標全(quan)部(bu)(bu)由(you)市(shi)(shi)(shi)級統(tong)籌(chou),除預留居民生(sheng)(sheng)(sheng)活(huo)、一產(chan)(chan)、三產(chan)(chan)合理用能(neng)(neng)(neng)外(wai),剩(sheng)余部(bu)(bu)分全(quan)部(bu)(bu)用于支(zhi)持(chi)(chi)國家、省(sheng)、市(shi)(shi)(shi)級重(zhong)點(dian)項(xiang)目(mu)(mu)和可(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)發(fa)(fa)展(zhan)(zhan)。支(zhi)持(chi)(chi)盤活(huo)存量(liang)(liang)(liang)能(neng)(neng)(neng)耗(hao)空間。重(zhong)大(da)節(jie)能(neng)(neng)(neng)技(ji)術改(gai)造(zao)項(xiang)目(mu)(mu)產(chan)(chan)生(sheng)(sheng)(sheng)的(de)(de)節(jie)能(neng)(neng)(neng)量(liang)(liang)(liang)、淘汰落(luo)后(hou)低效(xiao)(xiao)產(chan)(chan)能(neng)(neng)(neng)騰出(chu)的(de)(de)用能(neng)(neng)(neng)空間全(quan)部(bu)(bu)由(you)各區(qu)(縣(xian)(xian)、市(shi)(shi)(shi))統(tong)籌(chou)安排用于當地(di)(di)(di)新上項(xiang)目(mu)(mu)能(neng)(neng)(neng)耗(hao)平(ping)衡。大(da)力(li)發(fa)(fa)展(zhan)(zhan)可(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan),對(dui)于全(quan)市(shi)(shi)(shi)統(tong)籌(chou)布局建(jian)設的(de)(de)海上風電項(xiang)目(mu)(mu),建(jian)成投(tou)用后(hou)形成的(de)(de)可(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消(xiao)費量(liang)(liang)(liang),50%由(you)市(shi)(shi)(shi)級統(tong)籌(chou),50%留給所在區(qu)(縣(xian)(xian)、市(shi)(shi)(shi));對(dui)光(guang)伏發(fa)(fa)電等(deng)其他可(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)項(xiang)目(mu)(mu),建(jian)成投(tou)用后(hou)形成的(de)(de)能(neng)(neng)(neng)耗(hao)增量(liang)(liang)(liang)指標全(quan)部(bu)(bu)留給所在區(qu)(縣(xian)(xian)、市(shi)(shi)(shi))。對(dui)符合市(shi)(shi)(shi)域內產(chan)(chan)業(ye)梯度(du)(du)轉移和集(ji)聚發(fa)(fa)展(zhan)(zhan)方向的(de)(de)異地(di)(di)(di)遷建(jian)的(de)(de)高(gao)耗(hao)能(neng)(neng)(neng)項(xiang)目(mu)(mu),其能(neng)(neng)(neng)耗(hao)指標可(ke)由(you)遷出(chu)地(di)(di)(di)劃(hua)(hua)轉至遷入地(di)(di)(di),在能(neng)(neng)(neng)耗(hao)總量(liang)(liang)(liang)和強(qiang)度(du)(du)雙(shuang)控目(mu)(mu)標考核時予以統(tong)籌(chou)考慮。建(jian)立能(neng)(neng)(neng)耗(hao)要(yao)素(su)優化(hua)配(pei)置部(bu)(bu)門聯席會議機制(zhi),研究能(neng)(neng)(neng)耗(hao)要(yao)素(su)保障(zhang)重(zhong)大(da)事宜。


(六)完善節能(neng)產業培(pei)育扶(fu)持機制


扶(fu)(fu)持(chi)專(zhuan)業化節(jie)(jie)(jie)(jie)能(neng)(neng)服(fu)(fu)(fu)務機構(gou)(gou),推(tui)廣節(jie)(jie)(jie)(jie)能(neng)(neng)咨(zi)詢、診斷、設計、融資、改造、托管(guan)(guan)(guan)等(deng)“一(yi)站(zhan)式”綜合(he)服(fu)(fu)(fu)務模式,鼓(gu)勵(li)園區、大型(xing)公(gong)建、公(gong)共(gong)機構(gou)(gou)實施能(neng)(neng)源費(fei)用(yong)托管(guan)(guan)(guan)型(xing)合(he)同(tong)(tong)能(neng)(neng)源管(guan)(guan)(guan)理(li)項目。加大財稅政策扶(fu)(fu)持(chi)力度,加大對從(cong)事(shi)節(jie)(jie)(jie)(jie)能(neng)(neng)降碳技術(shu)創新的研(yan)究機構(gou)(gou)或企(qi)業支(zhi)持(chi),引導社會資金投向節(jie)(jie)(jie)(jie)能(neng)(neng)降碳領域。進一(yi)步完善節(jie)(jie)(jie)(jie)能(neng)(neng)技改、合(he)同(tong)(tong)能(neng)(neng)源管(guan)(guan)(guan)理(li)扶(fu)(fu)持(chi)政策,推(tui)廣能(neng)(neng)源管(guan)(guan)(guan)理(li)、碳排放管(guan)(guan)(guan)理(li)等(deng)第三(san)方(fang)服(fu)(fu)(fu)務機制(zhi)(zhi)。發揮節(jie)(jie)(jie)(jie)能(neng)(neng)服(fu)(fu)(fu)務行業組織作用(yong),建立(li)健全節(jie)(jie)(jie)(jie)能(neng)(neng)服(fu)(fu)(fu)務行業自律機制(zhi)(zhi),提(ti)升節(jie)(jie)(jie)(jie)能(neng)(neng)服(fu)(fu)(fu)務機構(gou)(gou)規(gui)范化運作水平,維護市場秩序,提(ti)高服(fu)(fu)(fu)務質量,促進節(jie)(jie)(jie)(jie)能(neng)(neng)服(fu)(fu)(fu)務產業健康發展。鼓(gu)勵(li)大型(xing)重點用(yong)能(neng)(neng)單(dan)位(wei)和節(jie)(jie)(jie)(jie)能(neng)(neng)技術(shu)產品生產企(qi)業利(li)用(yong)自己的技術(shu)優勢和管(guan)(guan)(guan)理(li)經驗,組建專(zhuan)業化節(jie)(jie)(jie)(jie)能(neng)(neng)服(fu)(fu)(fu)務公(gong)司,為其他用(yong)能(neng)(neng)單(dan)位(wei)提(ti)供節(jie)(jie)(jie)(jie)能(neng)(neng)服(fu)(fu)(fu)務。

六、保障措施


(一)加強組織領導


充分發(fa)揮(hui)市(shi)節(jie)能(neng)(neng)減排(pai)工(gong)(gong)作(zuo)(zuo)(zuo)領導(dao)小(xiao)(xiao)組(zu)的(de)(de)(de)職能(neng)(neng)作(zuo)(zuo)(zuo)用,加強(qiang)溝通協調,形(xing)成(cheng)(cheng)縱向聯動(dong)、橫向協調的(de)(de)(de)工(gong)(gong)作(zuo)(zuo)(zuo)機(ji)制,形(xing)成(cheng)(cheng)工(gong)(gong)作(zuo)(zuo)(zuo)合力。各(ge)地、各(ge)部門充分認識降耗工(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)(de)重要性(xing)(xing)、緊迫性(xing)(xing)和艱巨性(xing)(xing),切實(shi)加強(qiang)對(dui)本規劃實(shi)施工(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)(de)組(zu)織領導(dao),采(cai)取強(qiang)有力措施,確保(bao)各(ge)項約束性(xing)(xing)指標(biao)任(ren)務的(de)(de)(de)完成(cheng)(cheng),研(yan)究提出地區(qu)和部門的(de)(de)(de)實(shi)施方案。市(shi)節(jie)能(neng)(neng)辦加強(qiang)統籌協調,做好工(gong)(gong)作(zuo)(zuo)(zuo)指導(dao),推動(dong)任(ren)務有序有效落實(shi),重大情況及時向市(shi)節(jie)能(neng)(neng)減排(pai)工(gong)(gong)作(zuo)(zuo)(zuo)領導(dao)小(xiao)(xiao)組(zu)報告。


(二)加強評價考核


進(jin)一(yi)步(bu)完善(shan)(shan)能耗雙控考(kao)(kao)核(he)(he)(he)體(ti)系,嚴格目(mu)標責任落實(shi)(shi)。將規(gui)劃(hua)主(zhu)要任務(wu)和(he)目(mu)標納(na)入各(ge)(ge)地、各(ge)(ge)有關(guan)部(bu)門(men)政績考(kao)(kao)核(he)(he)(he)和(he)責任考(kao)(kao)核(he)(he)(he)內(nei)容(rong)。科(ke)學合理確定(ding)重點(dian)用能單位的能耗雙控、減(jian)煤目(mu)標指標,強化督查激勵和(he)考(kao)(kao)核(he)(he)(he)問(wen)責。對工作(zuo)突出的地區、單位和(he)個人給予表彰獎勵,對未(wei)完成目(mu)標的地區和(he)部(bu)門(men)實(shi)(shi)行通報批評和(he)約談問(wen)責。完善(shan)(shan)節能統(tong)計(ji)、監測(ce)、考(kao)(kao)核(he)(he)(he)體(ti)系,健全(quan)節能預警機(ji)制,建(jian)立健全(quan)創(chuang)新可行的節能工作(zuo)評價制度。定(ding)期組(zu)織(zhi)第三方(fang)評估(gu)(gu)機(ji)構對規(gui)劃(hua)實(shi)(shi)施(shi)情況進(jin)行評估(gu)(gu),評估(gu)(gu)結果作(zuo)為考(kao)(kao)核(he)(he)(he)依據并及(ji)時向社會公布。


(三)完善經濟政策


加大(da)節(jie)能(neng)(neng)(neng)(neng)財政支(zhi)持力度,統籌安排資金支(zhi)持節(jie)能(neng)(neng)(neng)(neng)重點(dian)工程項目建(jian)設。建(jian)立完善能(neng)(neng)(neng)(neng)耗(hao)(hao)雙控(kong)考核區域財政獎懲機(ji)制。根據國(guo)家(jia)和省(sheng)高耗(hao)(hao)能(neng)(neng)(neng)(neng)行業階梯電(dian)(dian)價(jia)制度制定實(shi)施情況(kuang),適(shi)時出臺(tai)我市高耗(hao)(hao)能(neng)(neng)(neng)(neng)行業階梯電(dian)(dian)價(jia)和單位(wei)產品能(neng)(neng)(neng)(neng)耗(hao)(hao)超能(neng)(neng)(neng)(neng)耗(hao)(hao)限(xian)額標(biao)準(zhun)階梯電(dian)(dian)價(jia)相關政策。落(luo)實(shi)節(jie)能(neng)(neng)(neng)(neng)稅收優惠政策。加大(da)政府(fu)綠色采購(gou)實(shi)施力度。


(四)加強節能宣傳


把(ba)節(jie)能(neng)(neng)(neng)降(jiang)(jiang)碳作(zuo)為國民教(jiao)(jiao)育(yu)(yu)和干部培訓教(jiao)(jiao)育(yu)(yu)體系的(de)重要內(nei)容,開(kai)展全(quan)民教(jiao)(jiao)育(yu)(yu),普(pu)及節(jie)能(neng)(neng)(neng)法規政策和節(jie)能(neng)(neng)(neng)降(jiang)(jiang)耗(hao)知識,不(bu)斷(duan)提高(gao)全(quan)社會(hui)節(jie)能(neng)(neng)(neng)意(yi)識。深入實施(shi)節(jie)能(neng)(neng)(neng)降(jiang)(jiang)碳全(quan)民行動(dong),定(ding)期舉(ju)辦“全(quan)國節(jie)能(neng)(neng)(neng)宣傳(chuan)(chuan)周(zhou)”、“寧波市節(jie)能(neng)(neng)(neng)宣傳(chuan)(chuan)月”和“全(quan)國低碳日”等主(zhu)題宣傳(chuan)(chuan)活動(dong)。定(ding)期舉(ju)辦節(jie)能(neng)(neng)(neng)型產品展示(shi)推廣活動(dong),開(kai)展節(jie)能(neng)(neng)(neng)新(xin)(xin)技術(shu)新(xin)(xin)產品推廣活動(dong),發(fa)布節(jie)能(neng)(neng)(neng)典型案件,推動(dong)用能(neng)(neng)(neng)單(dan)位由(you)“要我節(jie)能(neng)(neng)(neng)”向“我要節(jie)能(neng)(neng)(neng)”轉變。打(da)造(zao)公(gong)眾(zhong)教(jiao)(jiao)育(yu)(yu)宣傳(chuan)(chuan)平臺,支持和鼓(gu)勵新(xin)(xin)聞(wen)媒體、公(gong)眾(zhong)、社會(hui)組織對節(jie)能(neng)(neng)(neng)工作(zuo)進(jin)行輿(yu)論監督(du)和社會(hui)監督(du)。
