為推動支撐新(xin)型(xing)電(dian)力(li)系(xi)統(tong)建設的關鍵(jian)技術的發展,中國能(neng)源研(yan)究會與(yu)自(zi)然資源保(bao)護(hu)協(xie)會(NRDC)共同推出"新(xin)型(xing)電(dian)力(li)系(xi)統(tong)沙龍(long)"系(xi)列(lie)活動,邀請(qing)業(ye)內資深專家分享觀點、對話交流。本期活動于12月13日線上舉辦,聚焦新(xin)能(neng)源的大規(gui)模高(gao)比例(li)開發利(li)用。活動由中國能(neng)源研(yan)究會能(neng)源政策研(yan)究中心組織承(cheng)辦。
國(guo)網能(neng)源研究(jiu)院新能(neng)源研究(jiu)所所長(chang)李(li)瓊慧、電(dian)力規(gui)劃(hua)設(she)計(ji)總院清潔能(neng)源研究(jiu)院副(fu)院長(chang)饒(rao)建(jian)業(ye)、水電(dian)水利規(gui)劃(hua)設(she)計(ji)總院綜合能(neng)源部主任工程(cheng)師李(li)少彥、中國(guo)能(neng)源研究(jiu)會(hui)能(neng)源政策研究(jiu)中心(xin)主任林衛斌和(he)NRDC清潔電(dian)力高(gao)級(ji)顧問(wen)王萬興(xing)等專(zhuan)家參加了研討。
中國能(neng)源(yuan)(yuan)(yuan)研究會能(neng)源(yuan)(yuan)(yuan)政策研究中心主(zhu)任林衛斌認為(wei)(wei)(wei),構建新(xin)型電(dian)(dian)力(li)系統(tong)的(de)(de)(de)(de)本質是實現新(xin)能(neng)源(yuan)(yuan)(yuan)對傳(chuan)統(tong)能(neng)源(yuan)(yuan)(yuan)的(de)(de)(de)(de)逐步替代。2030年(nian)(nian)前主(zhu)要(yao)做增量上的(de)(de)(de)(de)替代,2030年(nian)(nian)后(hou)是存量的(de)(de)(de)(de)替代,預計2040年(nian)(nian)新(xin)能(neng)源(yuan)(yuan)(yuan)發電(dian)(dian)量超(chao)過(guo)煤電(dian)(dian),成(cheng)(cheng)為(wei)(wei)(wei)第一大主(zhu)體電(dian)(dian)源(yuan)(yuan)(yuan),以新(xin)能(neng)源(yuan)(yuan)(yuan)為(wei)(wei)(wei)主(zhu)體的(de)(de)(de)(de)新(xin)型電(dian)(dian)力(li)系統(tong)初步建成(cheng)(cheng)。在(zai)面向(xiang)2060年(nian)(nian)新(xin)能(neng)源(yuan)(yuan)(yuan)發電(dian)(dian)量超(chao)過(guo)60%的(de)(de)(de)(de)過(guo)程中,需要(yao)重點關注(zhu)可行的(de)(de)(de)(de)技術路徑、社會經(jing)濟效益等問題(ti),尤其(qi)是風(feng)電(dian)(dian)與光(guang)(guang)伏的(de)(de)(de)(de)發展路徑,風(feng)光(guang)(guang)等新(xin)能(neng)源(yuan)(yuan)(yuan)與傳(chuan)統(tong)煤電(dian)(dian)配CCS的(de)(de)(de)(de)技術選擇(ze)等。
國網能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)研(yan)究院新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)研(yan)究所(suo)所(suo)長李(li)瓊慧認(ren)為(wei),目前(qian)國際(ji)形勢、國內環(huan)境(jing)和(he)氣(qi)候條件等都在(zai)發生變(bian)化(hua),新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)的(de)(de)大(da)規模(mo)高比(bi)例(li)發展不(bu)能(neng)(neng)(neng)一(yi)蹴而就(jiu),需(xu)要把握轉型節(jie)奏,統籌考(kao)慮"能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)安全性(xing)、可持(chi)續性(xing)、經濟可承受性(xing)"三(san)要素來(lai)構建更(geng)系(xi)統、更(geng)穩妥(tuo)的(de)(de)發展路徑。研(yan)究表明,2021-2030年,新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)開(kai)發采用"優化(hua)開(kai)發時序"相比(bi)"無序開(kai)發"模(mo)式,電力(li)(li)(li)(li)供(gong)應成(cheng)本(ben)上升幅度(du)可降低約1.6個百分點。應協調考(kao)慮新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)的(de)(de)消納和(he)保(bao)(bao)供(gong)問題,應考(kao)慮新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)大(da)規模(mo)開(kai)發利用與區(qu)域環(huan)境(jing)承載力(li)(li)(li)(li)的(de)(de)沖突,應通過市(shi)場機(ji)制來(lai)保(bao)(bao)證新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)的(de)(de)競爭力(li)(li)(li)(li),應構建電力(li)(li)(li)(li)供(gong)應安全評(ping)估監(jian)測(ce)機(ji)制,應針對高比(bi)例(li)新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)特點配置備用資(zi)源(yuan)(yuan)(yuan)(yuan)。李(li)所(suo)長同時提出,"未來(lai)高比(bi)例(li)新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)電力(li)(li)(li)(li)系(xi)統中,儲能(neng)(neng)(neng)與需(xu)求側資(zi)源(yuan)(yuan)(yuan)(yuan)將逐步成(cheng)為(wei)平衡(heng)備用的(de)(de)主力(li)(li)(li)(li)來(lai)源(yuan)(yuan)(yuan)(yuan),傳統電源(yuan)(yuan)(yuan)(yuan)不(bu)具備比(bi)較優勢。"
電(dian)(dian)(dian)力(li)規劃設計總(zong)院(yuan)清潔能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)研(yan)究院(yuan)副院(yuan)長(chang)饒建業(ye)提出(chu),應在(zai)宏觀的新(xin)型能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)體系(xi)下(xia)(xia),探索(suo)新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)的高(gao)比(bi)(bi)例發(fa)(fa)展(zhan)路徑。不同于歐美國家(jia)在(zai)達(da)到(dao)(dao)基本(ben)飽(bao)和(he)(he)用(yong)(yong)電(dian)(dian)(dian)量(liang)情(qing)形下(xia)(xia)去發(fa)(fa)展(zhan)新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan),實現轉型,我(wo)(wo)國是(shi)在(zai)電(dian)(dian)(dian)力(li)需(xu)求剛性高(gao)速增長(chang)的情(qing)形下(xia)(xia)去發(fa)(fa)展(zhan)新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan),能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)系(xi)統面臨巨大(da)的挑(tiao)戰。首先應盡可能(neng)(neng)(neng)(neng)的發(fa)(fa)揮新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)的系(xi)統作(zuo)用(yong)(yong),2021年我(wo)(wo)國新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)裝機占(zhan)(zhan)(zhan)比(bi)(bi)27%,但(dan)發(fa)(fa)電(dian)(dian)(dian)量(liang)占(zhan)(zhan)(zhan)比(bi)(bi)12%、參與電(dian)(dian)(dian)力(li)平衡占(zhan)(zhan)(zhan)比(bi)(bi)2%,可見(jian)雖然新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)占(zhan)(zhan)(zhan)裝機占(zhan)(zhan)(zhan)比(bi)(bi)顯著(zhu)提升,但(dan)對電(dian)(dian)(dian)力(li)系(xi)統的支撐能(neng)(neng)(neng)(neng)力(li)不足,對電(dian)(dian)(dian)力(li)保(bao)供(gong)的貢獻度較小。其次(ci),隨著(zhu)新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)大(da)規模、高(gao)比(bi)(bi)例的發(fa)(fa)展(zhan),合理的新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)利(li)用(yong)(yong)率是(shi)有必要進(jin)一(yi)步研(yan)究的,過高(gao)的新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)利(li)用(yong)(yong)率會導(dao)致系(xi)統附加成本(ben)的快速上升,應該找到(dao)(dao)一(yi)個(ge)技術經(jing)濟(ji)最優的平衡點。饒院(yuan)長(chang)最后提出(chu),新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)發(fa)(fa)展(zhan)需(xu)要有法制上的保(bao)障,應充分(fen)根(gen)據新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)帶來的新(xin)技術、新(xin)業(ye)態、新(xin)商業(ye)模式(shi)的特(te)點,進(jin)一(yi)步修(xiu)訂和(he)(he)完(wan)善相(xiang)關法律(lv)法規,為新(xin)型電(dian)(dian)(dian)力(li)系(xi)統建設和(he)(he)運行提供(gong)法制保(bao)障。
水(shui)電(dian)(dian)(dian)水(shui)利規(gui)劃(hua)設計(ji)總院綜合(he)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)部主任工程(cheng)師(shi)李少彥(yan)認為,發展(zhan)(zhan)新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)是實(shi)現(xian)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)本(ben)質安全(quan)的(de)主要選擇。我國將新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)轉化為穩(wen)定電(dian)(dian)(dian)力供應(ying)的(de)技術體(ti)系尚未形成(cheng),在發展(zhan)(zhan)空(kong)間、并網送出、安全(quan)運行(xing)、高(gao)效消納(na)、經濟(ji)性(xing)等(deng)方(fang)面存(cun)在諸(zhu)多(duo)挑戰。在發展(zhan)(zhan)空(kong)間方(fang)面,由于能(neng)(neng)(neng)(neng)量密(mi)度低(di)(di),新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)發展(zhan)(zhan)高(gao)度依賴土(tu)地,相比較(jiao)于百萬千瓦火電(dian)(dian)(dian)廠用地約800畝(mu),同(tong)規(gui)模(mo)的(de)光伏電(dian)(dian)(dian)站占地2.5-3萬畝(mu)、風電(dian)(dian)(dian)場用地2000畝(mu)(外包(bao)絡線15萬畝(mu))。新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)發展(zhan)(zhan)面臨的(de)土(tu)地約束開(kai)始顯(xian)現(xian),為此(ci),應(ying)首先在國土(tu)空(kong)間規(gui)劃(hua)中預(yu)留出新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)發展(zhan)(zhan)空(kong)間,同(tong)時(shi)探(tan)索開(kai)發場地融(rong)合(he)、多(duo)樣(yang)化場景(jing)的(de)發展(zhan)(zhan)模(mo)式。同(tong)時(shi),確定合(he)理的(de)新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)利用率指(zhi)標(biao)(biao)很關(guan)鍵。以某省區為例(li)的(de)分(fen)析顯(xian)示,將其新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)利用率控制(zhi)指(zhi)標(biao)(biao)從100%降低(di)(di)到94%,新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)裝機容量可(ke)翻一番。因此(ci),考慮(lv)一定的(de)新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)棄電(dian)(dian)(dian)率,可(ke)降低(di)(di)電(dian)(dian)(dian)力系統(tong)靈(ling)活性(xing)建設、電(dian)(dian)(dian)網擴容等(deng)投資成(cheng)本(ben),同(tong)時(shi)提(ti)高(gao)新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)裝機規(gui)模(mo)和投資收(shou)益。
自然資源(yuan)(yuan)保(bao)護協會清潔電力高(gao)級顧問王萬興認為,新(xin)(xin)(xin)能(neng)源(yuan)(yuan)高(gao)比(bi)例發展需要兼(jian)顧成(cheng)(cheng)本和效率,保(bao)持合理的(de)(de)(de)消納是可行的(de)(de)(de)選擇。隨(sui)著新(xin)(xin)(xin)能(neng)源(yuan)(yuan)比(bi)例的(de)(de)(de)提(ti)高(gao),原來(lai)的(de)(de)(de)市場設(she)計(ji)和市場規(gui)則已經(jing)遇到非常(chang)大的(de)(de)(de)挑戰(zhan)。為適(shi)應新(xin)(xin)(xin)的(de)(de)(de)形勢和挑戰(zhan),一些國(guo)家開始重(zhong)新(xin)(xin)(xin)思(si)考(kao)未來(lai)市場機制建設(she)的(de)(de)(de)方(fang)向,我(wo)國(guo)應借鑒國(guo)際成(cheng)(cheng)功經(jing)驗(yan)和吸(xi)收教訓,結合國(guo)內(nei)市場化改(gai)革和制度建設(she)方(fang)面的(de)(de)(de)特點,建設(she)出(chu)適(shi)合我(wo)國(guo)新(xin)(xin)(xin)能(neng)源(yuan)(yuan)高(gao)比(bi)例發展的(de)(de)(de)電力市場體系。
