今年以(yi)來,海西州以(yi)豐富(fu)的(de)太陽能、風能和荒(huang)漠、土地資源(yuan)(yuan)(yuan)為依(yi)托,按照“系統性謀劃(hua)、板塊化(hua)開發(fa)、大通道外(wai)輸(shu)、產(chan)(chan)(chan)業(ye)鏈延伸、清(qing)(qing)潔(jie)(jie)(jie)化(hua)應用”的(de)思路,推動“清(qing)(qing)潔(jie)(jie)(jie)能源(yuan)(yuan)(yuan)生(sheng)產(chan)(chan)(chan)”和“清(qing)(qing)潔(jie)(jie)(jie)能源(yuan)(yuan)(yuan)消納”雙輪驅動發(fa)展(zhan),把(ba)清(qing)(qing)潔(jie)(jie)(jie)能源(yuan)(yuan)(yuan)打造成全州經濟(ji)社會發(fa)展(zhan)的(de)重(zhong)要戰(zhan)略資源(yuan)(yuan)(yuan),讓清(qing)(qing)潔(jie)(jie)(jie)能源(yuan)(yuan)(yuan)產(chan)(chan)(chan)業(ye)鏈發(fa)揮鏈式效應。截(jie)至(zhi)目前(qian),全州新能源(yuan)(yuan)(yuan)產(chan)(chan)(chan)業(ye)裝機總規模達到(dao)1207萬(wan)千瓦,在建(jian)大基地項目750萬(wan)千瓦,在建(jian)市場化(hua)項目1100萬(wan)千瓦。
聚焦規劃引領。制(zhi)定(ding)《海西州(zhou)清(qing)(qing)潔能(neng)源(yuan)(yuan)(yuan)產(chan)業(ye)發展“十四五”規(gui)劃》《打(da)造清(qing)(qing)潔能(neng)源(yuan)(yuan)(yuan)產(chan)業(ye)高(gao)地海西行動方(fang)案(an)》,強(qiang)化剛(gang)性管(guan)控(kong)力度(du),為產(chan)業(ye)發展提供根本遵循(xun)。完善(shan)和健全(quan)(quan)清(qing)(qing)潔能(neng)源(yuan)(yuan)(yuan)項目(mu)公開公正透明的(de)評優機(ji)制(zhi),積極運用競爭性配置的(de)辦法(fa),支(zhi)持和推(tui)薦引(yin)優選強(qiang)的(de)項目(mu)。確立了全(quan)(quan)州(zhou)風光裝機(ji)至少達到3000萬千瓦以(yi)上,清(qing)(qing)潔能(neng)源(yuan)(yuan)(yuan)占(zhan)一次能(neng)源(yuan)(yuan)(yuan)消費比(bi)重(zhong)和可再生能(neng)源(yuan)(yuan)(yuan)電(dian)力消納權重(zhong)均要(yao)超(chao)出全(quan)(quan)省(sheng)平(ping)均水(shui)平(ping)的(de)目(mu)標。堅持依法(fa)高(gao)質(zhi)量編制(zhi)規(gui)劃,對標4條特高(gao)壓(ya)電(dian)源(yuan)(yuan)(yuan)基地,依托各地區(qu)風光和土地資源(yuan)(yuan)(yuan),圍繞(rao)近中期(qi)能(neng)夠實施的(de)項目(mu),編制(zhi)各新能(neng)源(yuan)(yuan)(yuan)園(yuan)區(qu)的(de)控(kong)制(zhi)性規(gui)劃,厘清(qing)(qing)每個新能(neng)源(yuan)(yuan)(yuan)園(yuan)區(qu)的(de)空(kong)間邊(bian)界、地形地貌、整(zheng)裝開發片區(qu),加快建設交通(tong)設施、電(dian)力走(zou)廊(lang)、通(tong)信(xin)通(tong)道、升(sheng)壓(ya)匯集站、臨電(dian)、供水(shui)、防洪(hong)等基礎設施,讓新能(neng)源(yuan)(yuan)(yuan)企業(ye)“拎包入(ru)住”。

聚焦一體推進。堅持“源網荷(he)(he)(he)儲”一體化推(tui)進(jin),優(you)化整合電(dian)(dian)源側(ce)、電(dian)(dian)網側(ce)、負(fu)荷(he)(he)(he)側(ce)資(zi)源,以(yi)先(xian)進(jin)技術突(tu)破和(he)體制機制創新為(wei)支撐,探索構建(jian)“以(yi)荷(he)(he)(he)定源”“負(fu)荷(he)(he)(he)先(xian)行(xing)”“荷(he)(he)(he)源一體”“同步退坡”的(de)“源網荷(he)(he)(he)儲”一體化“就地(di)(di)就近(jin)消納”發展(zhan)模(mo)式(shi),讓新能(neng)(neng)源變成(cheng)產(chan)(chan)業(ye)(ye)項(xiang)(xiang)目(mu)(mu)(mu)的(de)招商配(pei)置資(zi)源,使清潔能(neng)(neng)源在產(chan)(chan)業(ye)(ye)發展(zhan)中(zhong)真(zhen)正發揮鏈式(shi)效(xiao)應。第三批12個1063萬(wan)千瓦(wa)國家大基(ji)地(di)(di)項(xiang)(xiang)目(mu)(mu)(mu)已(yi)上(shang)報省能(neng)(neng)源局,初步落實4個項(xiang)(xiang)目(mu)(mu)(mu)353萬(wan)千瓦(wa)。德令哈(ha)工業(ye)(ye)園已(yi)引進(jin)南(nan)玻年產(chan)(chan)10萬(wan)噸高(gao)純晶(jing)硅項(xiang)(xiang)目(mu)(mu)(mu)、青海禾(he)望(wang)年產(chan)(chan)20GW光(guang)伏(fu)逆變器等電(dian)(dian)氣產(chan)(chan)品生產(chan)(chan)項(xiang)(xiang)目(mu)(mu)(mu)、海西貝達2G瓦(wa)高(gao)效(xiao)光(guang)伏(fu)組件(jian)生產(chan)(chan)基(ji)地(di)(di)等5個項(xiang)(xiang)目(mu)(mu)(mu)。其中(zhong)南(nan)玻、禾(he)望(wang)兩個項(xiang)(xiang)目(mu)(mu)(mu)已(yi)開工建(jian)設(she),其他三個項(xiang)(xiang)目(mu)(mu)(mu)正在開展(zhan)前期工作,有序推(tui)進(jin)。中(zhong)車年產(chan)(chan)10GW“零碳”智能(neng)(neng)裝備產(chan)(chan)業(ye)(ye)基(ji)地(di)(di)項(xiang)(xiang)目(mu)(mu)(mu)已(yi)開工。全力支持儲能(neng)(neng)項(xiang)(xiang)目(mu)(mu)(mu)建(jian)設(she),依(yi)托鋰鈉資(zi)源和(he)電(dian)(dian)池產(chan)(chan)業(ye)(ye)鏈,提高(gao)大規(gui)模(mo)儲能(neng)(neng)電(dian)(dian)池供應能(neng)(neng)力。已(yi)建(jian)成(cheng)電(dian)(dian)化學儲能(neng)(neng)裝機9.6萬(wan)千瓦(wa),在建(jian)電(dian)(dian)源側(ce)電(dian)(dian)化學儲能(neng)(neng)規(gui)模(mo)60萬(wan)千瓦(wa)。備案配(pei)套電(dian)(dian)源側(ce)儲能(neng)(neng)77萬(wan)千瓦(wa),備案省國網公司弘柳(liu)225兆瓦(wa)共享(xiang)儲能(neng)(neng)項(xiang)(xiang)目(mu)(mu)(mu)。
聚焦多能互補。把握(wo)清潔能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)發(fa)展(zhan)特征,利(li)用常規(gui)電(dian)(dian)源(yuan)(yuan),合理配置儲(chu)能(neng)(neng)(neng)(neng)(neng),統籌(chou)各(ge)類電(dian)(dian)源(yuan)(yuan)設(she)(she)計(ji),提(ti)升(sheng)可(ke)再生(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)消(xiao)納(na)水(shui)平(ping),實現風(feng)(feng)光(guang)(guang)(guang)熱(re)儲(chu)、風(feng)(feng)光(guang)(guang)(guang)水(shui)儲(chu)、風(feng)(feng)光(guang)(guang)(guang)火儲(chu)協同發(fa)展(zhan),提(ti)高(gao)電(dian)(dian)源(yuan)(yuan)質量水(shui)平(ping),緩解能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)供需矛盾,促進(jin)生(sheng)態環境良性循環。推動中廣(guang)核20萬(wan)千(qian)(qian)(qian)瓦光(guang)(guang)(guang)熱(re)、三(san)峽20萬(wan)千(qian)(qian)(qian)瓦光(guang)(guang)(guang)熱(re)、黃河(he)10萬(wan)千(qian)(qian)(qian)瓦光(guang)(guang)(guang)熱(re)和(he)魯能(neng)(neng)(neng)(neng)(neng)20萬(wan)千(qian)(qian)(qian)瓦光(guang)(guang)(guang)熱(re)等項(xiang)目(mu)實質開(kai)(kai)工,爭(zheng)取2023年(nian)建(jian)(jian)成(cheng)(cheng),使海西成(cheng)(cheng)為全(quan)國規(gui)模最大的光(guang)(guang)(guang)熱(re)發(fa)電(dian)(dian)基地,讓光(guang)(guang)(guang)熱(re)成(cheng)(cheng)為有(you)力的調峰(feng)電(dian)(dian)源(yuan)(yuan)。廣(guang)泛勘測可(ke)利(li)用風(feng)(feng)資源(yuan)(yuan),支持企業實施多點位測風(feng)(feng)塔項(xiang)目(mu),共(gong)享測風(feng)(feng)數據,提(ti)高(gao)風(feng)(feng)電(dian)(dian)比重,建(jian)(jian)設(she)(she)風(feng)(feng)電(dian)(dian)走廊,增強夜間清潔能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)發(fa)電(dian)(dian)能(neng)(neng)(neng)(neng)(neng)力。海西火電(dian)(dian)項(xiang)目(mu)已(yi)初步納(na)入省(sheng)(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)局正在(zai)編(bian)制(zhi)(zhi)的《青海省(sheng)(sheng)火電(dian)(dian)規(gui)劃(hua)》。三(san)峽集團格爾木南(nan)山(shan)口(kou)240萬(wan)千(qian)(qian)(qian)瓦抽水(shui)蓄能(neng)(neng)(neng)(neng)(neng)項(xiang)目(mu)可(ke)研已(yi)通過評(ping)(ping)審,環評(ping)(ping)、安評(ping)(ping)、能(neng)(neng)(neng)(neng)(neng)評(ping)(ping)已(yi)編(bian)制(zhi)(zhi)完成(cheng)(cheng),爭(zheng)取明年(nian)上半年(nian)開(kai)(kai)工建(jian)(jian)設(she)(she)。華(hua)(hua)電(dian)(dian)德令哈3兆瓦制(zhi)(zhi)氫(qing)(qing)(qing)(qing)項(xiang)目(mu)已(yi)開(kai)(kai)工建(jian)(jian)設(she)(she)。東方(fang)(fang)電(dian)(dian)氣(qi)年(nian)制(zhi)(zhi)氫(qing)(qing)(qing)(qing)1萬(wan)噸(dun)離網(wang)制(zhi)(zhi)氫(qing)(qing)(qing)(qing)和(he)用氫(qing)(qing)(qing)(qing)示范項(xiang)目(mu)、華(hua)(hua)電(dian)(dian)棄電(dian)(dian)制(zhi)(zhi)氫(qing)(qing)(qing)(qing)年(nian)產(chan)1萬(wan)噸(dun)示范項(xiang)目(mu)等納(na)入《2022年(nian)青海省(sheng)(sheng)新能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)開(kai)(kai)發(fa)建(jian)(jian)設(she)(she)方(fang)(fang)案》和(he)全(quan)省(sheng)(sheng)氫(qing)(qing)(qing)(qing)能(neng)(neng)(neng)(neng)(neng)產(chan)業發(fa)展(zhan)規(gui)劃(hua)。年(nian)制(zhi)(zhi)氫(qing)(qing)(qing)(qing)1萬(wan)噸(dun)離網(wang)制(zhi)(zhi)氫(qing)(qing)(qing)(qing)和(he)用氫(qing)(qing)(qing)(qing)示范項(xiang)目(mu)已(yi)與東方(fang)(fang)電(dian)(dian)氣(qi)就建(jian)(jian)設(she)(she)模式(shi)和(he)工期(qi)推進(jin)達成(cheng)(cheng)共(gong)識,計(ji)劃(hua)明年(nian)建(jian)(jian)成(cheng)(cheng)一期(qi)工程。
