■■以儲能為核心多能互補


中國能(neng)源(yuan)(yuan)報:“十四五”時期(qi),我國新能(neng)源(yuan)(yuan)發展內生動力強勁,并網規模有(you)望翻番(fan),您覺得高比例新能(neng)源(yuan)(yuan)并網對(dui)現有(you)電(dian)力系統帶來哪些(xie)挑戰?


曾少軍(jun):可以從(cong)宏觀(guan)(guan)和微觀(guan)(guan)兩(liang)個領域分析(xi)。從(cong)宏觀(guan)(guan)角度看,所(suo)謂對電網的(de)挑戰(zhan)無(wu)非就兩(liang)個:一是本地(di)(di)(di)消(xiao)納,二是異地(di)(di)(di)輸(shu)送。我國正(zheng)大力推進大型風(feng)光(guang)基地(di)(di)(di)的(de)建設(she),亟需解決電力消(xiao)納難(nan)題。風(feng)光(guang)大基地(di)(di)(di)集中在遠(yuan)離(li)負(fu)荷中心(xin)的(de)西北地(di)(di)(di)區,而目前我國特(te)高(gao)壓等遠(yuan)距離(li)輸(shu)電設(she)施尚不完善(shan),電力供(gong)需不匹配,某些地(di)(di)(di)區還出(chu)現(xian)無(wu)法并網、利(li)用(yong)小時(shi)數(shu)持續降低等“棄風(feng)”“棄光(guang)”現(xian)象,調(diao)峰能(neng)力不足已成為限電的(de)最核心(xin)問(wen)題。


從微觀技術層面看,高(gao)比例新(xin)能(neng)源并網(wang)(wang)給電(dian)(dian)力(li)(li)系統靈活性(xing)(xing)及安(an)全(quan)性(xing)(xing)帶來巨(ju)大(da)挑(tiao)戰。新(xin)能(neng)源新(xin)增(zeng)(zeng)裝(zhuang)機(ji)量(liang)增(zeng)(zeng)長迅猛(meng),給電(dian)(dian)力(li)(li)系統安(an)全(quan)穩定運行(xing)(xing)帶來壓力(li)(li)。在碳達峰、碳中和目標下,我國(guo)電(dian)(dian)源結(jie)構由可控(kong)連續出(chu)(chu)力(li)(li)的(de)煤電(dian)(dian)裝(zhuang)機(ji)占主(zhu)(zhu)導(dao)向不確定性(xing)(xing)強、可控(kong)出(chu)(chu)力(li)(li)較(jiao)弱的(de)新(xin)能(neng)源發電(dian)(dian)裝(zhuang)機(ji)占主(zhu)(zhu)導(dao)轉變(bian),電(dian)(dian)網(wang)(wang)運行(xing)(xing)更(geng)加復雜,電(dian)(dian)力(li)(li)系統對調(diao)頻、調(diao)峰資源的(de)需求將大(da)大(da)增(zeng)(zeng)加。另外,風光呈現出(chu)(chu)批量(liang)分散(san)式供給,無(wu)形中提升了(le)電(dian)(dian)網(wang)(wang)的(de)管理成本。因為(wei)新(xin)能(neng)源高(gao)比例接(jie)入,配(pei)套(tao)電(dian)(dian)網(wang)(wang)建設、調(diao)度運行(xing)(xing)優化、備(bei)用服務、容量(liang)補償等(deng)輔助(zhu)性(xing)(xing)投資會不斷增(zeng)(zeng)加。

■■農村將成為新能源發展新陣地


中(zhong)國能(neng)源報:分布式光(guang)伏在構建新型電力(li)系統(tong)中(zhong)處于什么地位?


曾少軍:我國(guo)的(de)能(neng)源(yuan)(yuan)生(sheng)(sheng)產中(zhong)心與消費中(zhong)心是(shi)天然(ran)脫離的(de)。能(neng)源(yuan)(yuan)生(sheng)(sheng)產和(he)消費中(zhong)心的(de)不匹配,決定了發(fa)(fa)展(zhan)(zhan)分布(bu)(bu)式(shi)(shi)能(neng)源(yuan)(yuan)的(de)重要性。從經(jing)濟(ji)學來講,能(neng)源(yuan)(yuan)生(sheng)(sheng)產和(he)消費最(zui)優匹配選擇(ze)是(shi)分布(bu)(bu)式(shi)(shi)能(neng)源(yuan)(yuan)。分布(bu)(bu)式(shi)(shi)發(fa)(fa)電已成為新(xin)能(neng)源(yuan)(yuan)發(fa)(fa)展(zhan)(zhan)的(de)重要形(xing)式(shi)(shi),國(guo)家能(neng)源(yuan)(yuan)局發(fa)(fa)布(bu)(bu)的(de)數據顯示,截至(zhi)今年6月底,我國(guo)分布(bu)(bu)式(shi)(shi)光伏新(xin)增裝機同比增長(chang)125%,在(zai)今年光伏發(fa)(fa)電新(xin)增裝機中(zhong)占比約2/3,在(zai)光伏發(fa)(fa)電總裝機中(zhong)的(de)占比超過1/3,已成為行業發(fa)(fa)展(zhan)(zhan)的(de)重要力量。


通(tong)過(guo)研究,我(wo)們認(ren)為(wei)農(nong)(nong)村將成(cheng)(cheng)為(wei)分(fen)(fen)布式新能源(yuan)發展的新陣地和主(zhu)戰場(chang)。在(zai)碳中和約束下,我(wo)國農(nong)(nong)村能源(yuan)消費將在(zai)2025年(nian)左右達到碳排放峰值,新能源(yuan)將成(cheng)(cheng)為(wei)落實鄉(xiang)村振(zhen)興戰略(lve)、建設(she)美麗鄉(xiang)村的重(zhong)要舉(ju)措。分(fen)(fen)布式新能源(yuan)快速發展還(huan)將轉變農(nong)(nong)網(wang)發展模(mo)式,分(fen)(fen)布式新能源(yuan)不(bu)僅可以(yi)減少(shao)農(nong)(nong)網(wang)改造投入成(cheng)(cheng)本,還(huan)將提高(gao)農(nong)(nong)村農(nong)(nong)民收入,在(zai)新農(nong)(nong)村建設(she)中大有可為(wei)。


我(wo)們(men)經(jing)過測算發現,光(guang)伏(fu)產業扶(fu)貧(pin)可發揮(hui)出內生(sheng)的(de)(de)生(sheng)產力(li),以村(cun)(cun)級(ji)為單位,村(cun)(cun)年均收益20萬元左(zuo)右。隨著(zhu)分(fen)(fen)散式(shi)(shi)風(feng)(feng)電(dian)(dian)、分(fen)(fen)布(bu)式(shi)(shi)光(guang)伏(fu)的(de)(de)快速(su)發展(zhan),風(feng)(feng)、光(guang)將(jiang)逐(zhu)步成為我(wo)國(guo)農(nong)村(cun)(cun)電(dian)(dian)力(li)系統的(de)(de)主力(li)電(dian)(dian)源,農(nong)村(cun)(cun)用(yong)電(dian)(dian)方式(shi)(shi)也將(jiang)出現巨大(da)轉變,“光(guang)伏(fu)+儲(chu)能”“風(feng)(feng)電(dian)(dian)+儲(chu)能”等多種方式(shi)(shi)將(jiang)為農(nong)村(cun)(cun)提供成本更為低廉的(de)(de)電(dian)(dian)力(li)供應,同時伴隨大(da)數(shu)據(ju)、人工智能等技術的(de)(de)廣泛應用(yong),農(nong)網(wang)將(jiang)朝(chao)著(zhu)分(fen)(fen)片(pian)自(zi)平衡、片(pian)區互聯的(de)(de)新模(mo)式(shi)(shi)發展(zhan),大(da)電(dian)(dian)網(wang)將(jiang)作為農(nong)網(wang)片(pian)區保(bao)供的(de)(de)重要支(zhi)撐(cheng)。

曾少軍(jun):現階段,我國分(fen)(fen)布(bu)式(shi)發(fa)電(dian)(dian)高質量發(fa)展(zhan)(zhan)仍(reng)(reng)存在諸多問題:一是分(fen)(fen)布(bu)式(shi)可(ke)再生能源項目系(xi)統電(dian)(dian)能質量亟待(dai)提高;二(er)是高比例分(fen)(fen)布(bu)式(shi)可(ke)再生能源發(fa)展(zhan)(zhan)所需的配電(dian)(dian)網接入(ru)能力不足;三是分(fen)(fen)布(bu)式(shi)發(fa)電(dian)(dian)市場化交易仍(reng)(reng)面臨阻力,經濟(ji)性(xing)優勢難以充(chong)分(fen)(fen)發(fa)揮。


最不容忽視的(de)是,分布(bu)式能源(yuan)電能質量穩定性(xing)比較差,在(zai)加強儲能系統的(de)技術進步和改善的(de)同時,還(huan)要探索小型化分布(bu)式光熱發電。


■■回歸電力的商品屬性


中(zhong)國能源報:您剛提到分布式發(fa)電市(shi)場化交易仍面臨阻力,隨著電力系(xi)統成本(ben)不斷上升,如何兼(jian)顧平衡、安全和(he)經濟性的挑戰?


曾少軍:隨著新能源(yuan)逐漸成為主體電(dian)源(yuan),系統(tong)性成本(ben)上升已(yi)成為業界共識。要(yao)兼顧(gu)平衡(heng)、安(an)全和經濟(ji)性的(de)挑戰,就要(yao)準確把握電(dian)力市場(chang)發展規律,回(hui)歸能源(yuan)電(dian)力的(de)商品屬(shu)性,通過市場(chang)化的(de)規則來形(xing)成競(jing)價機(ji)制。


所以,我們需要加(jia)快構建(jian)適應新(xin)能(neng)源(yuan)優先(xian)發展的(de)電(dian)(dian)力市場頂層設(she)計。在建(jian)設(she)目標(biao)方(fang)面,要促(cu)進新(xin)能(neng)源(yuan)發展和新(xin)型(xing)電(dian)(dian)力系統(tong)的(de)市場機制建(jian)設(she),以市場競(jing)爭(zheng)方(fang)式(shi)形成(cheng)新(xin)能(neng)源(yuan)上網(wang)價格,降低(di)能(neng)源(yuan)綠(lv)色(se)低(di)碳轉型(xing)成(cheng)本。


另(ling)外,我(wo)們(men)還需要(yao)大力推(tui)(tui)進各(ge)類市(shi)(shi)(shi)場主體協(xie)(xie)(xie)同(tong)。建(jian)立規(gui)范(fan)統一(yi)的(de)電力市(shi)(shi)(shi)場基(ji)本交易(yi)規(gui)則和(he)技術標(biao)準,推(tui)(tui)動實現全(quan)國(guo)電力市(shi)(shi)(shi)場和(he)地方各(ge)級電力市(shi)(shi)(shi)場統一(yi)規(gui)范(fan)運營(ying)和(he)有效銜接,降低市(shi)(shi)(shi)場主體制度性交易(yi)成(cheng)本,打破(po)省間壁壘(lei)。在電、碳、綠證等(deng)多(duo)元市(shi)(shi)(shi)場體系(xi)中(zhong)也要(yao)實現協(xie)(xie)(xie)同(tong)、融合發展(zhan)。一(yi)方面通過電力市(shi)(shi)(shi)場來促進化工、電力等(deng)重點領域(yu)節能(neng)降耗(hao)與轉(zhuan)型發展(zhan);另(ling)一(yi)方面,通過多(duo)元市(shi)(shi)(shi)場體系(xi)的(de)協(xie)(xie)(xie)同(tong),溯源、認證綠色消(xiao)(xiao)費行(xing)為(wei)和(he)可再生能(neng)源消(xiao)(xiao)納,共同(tong)促進形成(cheng)全(quan)社會推(tui)(tui)動“雙碳”目標(biao)的(de)格局。
