按照省委辦公廳、省政府辦公廳《關于加強“十四五”省級專項規劃編制工作的通知》要求,為接續上一輪新型城鎮化規劃實施成果,開啟新一輪全省新型城鎮化工作,去年以來,省發展改革委會同蘭州大學開展了《甘肅省新型城鎮化規劃(2021-2035年)》(以下簡稱《規劃》)編制工作。9月13日,省政府第145次常務會議審議通過。10月9日,以省政府辦公廳名義印發實施《規劃》(甘政辦發〔2021〕94號)。
一、《規劃》編制背景
黨的十八大(da)以來,習近平總書(shu)記提(ti)出(chu)深入實(shi)施以人為(wei)核心的新(xin)型城鎮(zhen)化(hua)戰(zhan)略(lve)(lve),新(xin)型城鎮(zhen)化(hua)和城鄉融合(he)發(fa)(fa)展(zhan)不斷走向縱(zong)深,《國家新(xin)型城鎮(zhen)化(hua)規(gui)劃(hua)(2014-2020年)》實(shi)施期間(jian),全(quan)國常住人口城鎮(zhen)化(hua)率從53.7%(2013)提(ti)高到(dao)63.89%(2020),1億非(fei)戶籍人口在(zai)城市落戶目標順(shun)利(li)實(shi)現(xian),“兩橫三縱(zong)”城鎮(zhen)化(hua)戰(zhan)略(lve)(lve)格局初步形成,城市可(ke)持續發(fa)(fa)展(zhan)能(neng)力不斷提(ti)升,城鄉融合(he)發(fa)(fa)展(zhan)邁出(chu)新(xin)步伐,新(xin)型城鎮(zhen)化(hua)取得歷(li)史性成就。
我省新(xin)(xin)型(xing)(xing)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)(zhen)化(hua)(hua)工作堅(jian)持以(yi)習近平(ping)新(xin)(xin)時代中國特(te)色社會(hui)主義思(si)想為指導,深入貫徹(che)習近平(ping)總書記對(dui)甘肅重(zhong)要講話和(he)指示精神(shen),深入推(tui)(tui)進以(yi)人(ren)為核心(xin)(xin)的新(xin)(xin)型(xing)(xing)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)(zhen)化(hua)(hua),著力推(tui)(tui)動(dong)蘭州—西寧城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市群、關中平(ping)原城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市群建(jian)(jian)設(she),大力提(ti)升蘭州市首(shou)位度,增強蘭州在(zai)西北地區(qu)重(zhong)要中心(xin)(xin)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市和(he)增長極作用,加快酒泉、天水(shui)省域副中心(xin)(xin)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市發(fa)展(zhan),推(tui)(tui)進以(yi)縣城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)為重(zhong)要載體的新(xin)(xin)型(xing)(xing)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)(zhen)化(hua)(hua)建(jian)(jian)設(she),提(ti)升城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市治理水(shui)平(ping),新(xin)(xin)型(xing)(xing)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)(zhen)化(hua)(hua)建(jian)(jian)設(she)取得了明(ming)顯成效。《甘肅省新(xin)(xin)型(xing)(xing)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)(zhen)化(hua)(hua)規(gui)劃(hua)(hua)(2014-2020年(nian))》規(gui)劃(hua)(hua)期內,全省常住人(ren)口城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)(zhen)化(hua)(hua)率從40.13%(2013)提(ti)高(gao)到52.23%(2020),年(nian)均(jun)增長1.73個百分(fen)點,比(bi)全國平(ping)均(jun)水(shui)平(ping)(1.46%)高(gao)出(chu)0.27個百分(fen)點,全省城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)(zhen)化(hua)(hua)布局(ju)形(xing)態進一(yi)步優化(hua)(hua),農業(ye)轉移(yi)人(ren)口市民化(hua)(hua)有序推(tui)(tui)進,城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)(zhen)產業(ye)支撐和(he)綜合服務能力不斷(duan)增強,城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市規(gui)劃(hua)(hua)和(he)建(jian)(jian)設(she)管理水(shui)平(ping)加快提(ti)升,城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)鄉(xiang)融合發(fa)展(zhan)體制機制進一(yi)步健(jian)全,新(xin)(xin)型(xing)(xing)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)(zhen)化(hua)(hua)綜合配套改革走向(xiang)縱深,為全面(mian)建(jian)(jian)成小康(kang)社會(hui)提(ti)供了有力支撐。
在(zai)(zai)(zai)取(qu)得顯(xian)著成績的(de)同時,也要清醒的(de)認識到,推進新型城(cheng)鎮化(hua)(hua)(hua)中(zhong)(zhong)還(huan)(huan)面臨著一系(xi)列客觀制(zhi)約(yue)因素和(he)(he)困難挑戰,包括:一是(shi)新型城(cheng)鎮化(hua)(hua)(hua)發展的(de)不(bu)(bu)(bu)充分(fen)(fen)、不(bu)(bu)(bu)均衡,常(chang)住人(ren)口(kou)城(cheng)鎮化(hua)(hua)(hua)率指標低于(yu)全國(guo)(guo)11.7個百分(fen)(fen)點,與(yu)兄弟省區差(cha)距在(zai)(zai)(zai)4個百分(fen)(fen)點左右,省內(nei)(nei)地級(ji)城(cheng)市間城(cheng)鎮化(hua)(hua)(hua)水平(ping)存(cun)在(zai)(zai)(zai)較(jiao)大差(cha)距,已經不(bu)(bu)(bu)能(neng)滿足(zu)我省加快轉型跨(kua)越發展、與(yu)全國(guo)(guo)一道邁(mai)向(xiang)社會(hui)主義(yi)現(xian)代化(hua)(hua)(hua)的(de)現(xian)實需(xu)求(qiu)。二是(shi)國(guo)(guo)內(nei)(nei)重點城(cheng)市、周邊新興(xing)城(cheng)市對(dui)我省城(cheng)市“虹(hong)吸效應(ying)”不(bu)(bu)(bu)斷顯(xian)現(xian),行業(ye)人(ren)才(cai)和(he)(he)適齡(ling)勞動人(ren)口(kou)仍(reng)保持相(xiang)對(dui)凈流出,偏(pian)遠地區、生態退化(hua)(hua)(hua)地區小城(cheng)鎮人(ren)口(kou)呈持續流出態勢。三是(shi)地級(ji)城(cheng)市基(ji)本公(gong)(gong)用設施建設水平(ping)總(zong)(zong)體較(jiao)低,綜(zong)合承載能(neng)力(li)(li)不(bu)(bu)(bu)足(zu)。資源(yuan)環境支撐能(neng)力(li)(li)較(jiao)弱,發展韌(ren)性和(he)(he)抗風險能(neng)力(li)(li)不(bu)(bu)(bu)強。因非戶籍人(ren)口(kou)總(zong)(zong)體落(luo)戶傾向(xiang)于(yu)基(ji)本公(gong)(gong)共服務更(geng)優(you)質的(de)中(zhong)(zhong)心城(cheng)市、大中(zhong)(zhong)城(cheng)市,導(dao)致了一些公(gong)(gong)用設施和(he)(he)資源(yuan)供需(xu)錯配(pei),不(bu)(bu)(bu)同地區、不(bu)(bu)(bu)同類型公(gong)(gong)共服務擠占(zhan)和(he)(he)利用率不(bu)(bu)(bu)足(zu)并存(cun)的(de)現(xian)象。四是(shi)城(cheng)鎮化(hua)(hua)(hua)的(de)內(nei)(nei)生動力(li)(li)還(huan)(huan)較(jiao)弱,新的(de)增(zeng)長點增(zeng)長極還(huan)(huan)在(zai)(zai)(zai)培(pei)育(yu)階段,各(ge)類新的(de)資源(yuan)要素集聚(ju)力(li)(li)處(chu)在(zai)(zai)(zai)緩慢(man)上升過程中(zhong)(zhong),小城(cheng)市和(he)(he)非中(zhong)(zhong)心鎮產業(ye)發展水平(ping)還(huan)(huan)不(bu)(bu)(bu)高(gao),吸納就業(ye)能(neng)力(li)(li)不(bu)(bu)(bu)足(zu)。城(cheng)市治理能(neng)力(li)(li)不(bu)(bu)(bu)足(zu),基(ji)層社會(hui)治理能(neng)力(li)(li)薄(bo)弱等。
在新一輪新型城(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)(zhen)(zhen)(zhen)(zhen)化(hua)(hua)(hua)規劃期內,我省(sheng)城(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)(zhen)(zhen)(zhen)(zhen)化(hua)(hua)(hua)將(jiang)(jiang)表現出以(yi)下趨勢特征:一是發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)勢能(neng)依(yi)然強勁,我省(sheng)仍(reng)處于(yu)城(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)(zhen)(zhen)(zhen)(zhen)化(hua)(hua)(hua)率30—70%的快速發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)期,有(you)20個百(bai)分點的快速發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)空間;且蘭(lan)州、嘉峪關、金(jin)(jin)昌、白銀(yin)、張(zhang)掖、酒泉6市城(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)(zhen)(zhen)(zhen)(zhen)化(hua)(hua)(hua)率在50%以(yi)上,這些地區發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)輻射效應強,將(jiang)(jiang)有(you)力支(zhi)撐未來(lai)全(quan)省(sheng)城(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)(zhen)(zhen)(zhen)(zhen)化(hua)(hua)(hua)發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)。二(er)是空間布(bu)局(ju)深度優(you)化(hua)(hua)(hua),隨著黃河沿岸、河西(xi)走廊(lang)和(he)隴東(dong)南三個城(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)(zhen)(zhen)(zhen)(zhen)帶建(jian)設(she)和(he)多個城(cheng)(cheng)(cheng)(cheng)(cheng)市組團發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan),城(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)(zhen)(zhen)(zhen)(zhen)空間逐步拓展(zhan)(zhan),城(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)(zhen)(zhen)(zhen)(zhen)體系(xi)將(jiang)(jiang)更(geng)趨完善。三是發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)方(fang)(fang)(fang)式積(ji)極轉變,城(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)(zhen)(zhen)(zhen)(zhen)居(ju)民對優(you)質公共服務、生活(huo)環(huan)境和(he)健康安全(quan)方(fang)(fang)(fang)面的需求日益增長(chang),推動(dong)城(cheng)(cheng)(cheng)(cheng)(cheng)市從經濟導向(xiang)更(geng)多轉向(xiang)生產生活(huo)生態(tai)多元化(hua)(hua)(hua)發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)。城(cheng)(cheng)(cheng)(cheng)(cheng)市開(kai)發(fa)(fa)(fa)(fa)(fa)(fa)(fa)邊界(jie)趨于(yu)穩(wen)定,城(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)(zhen)(zhen)(zhen)(zhen)建(jian)設(she)由增量擴張(zhang)轉向(xiang)緊湊精(jing)致(zhi)方(fang)(fang)(fang)向(xiang)發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)。城(cheng)(cheng)(cheng)(cheng)(cheng)市更(geng)新加(jia)快推進。資(zi)源環(huan)境約束日益強化(hua)(hua)(hua),推動(dong)城(cheng)(cheng)(cheng)(cheng)(cheng)市生產生活(huo)方(fang)(fang)(fang)式加(jia)快向(xiang)綠色低碳轉型。四是分化(hua)(hua)(hua)發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)趨勢明顯,區域中心城(cheng)(cheng)(cheng)(cheng)(cheng)市人(ren)口集聚能(neng)力將(jiang)(jiang)進一步增強,部分小城(cheng)(cheng)(cheng)(cheng)(cheng)市和(he)建(jian)制鎮(zhen)(zhen)(zhen)(zhen)(zhen)(zhen)人(ren)口將(jiang)(jiang)繼續(xu)收(shou)縮,城(cheng)(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)(zhen)(zhen)(zhen)(zhen)分化(hua)(hua)(hua)趨勢加(jia)劇。五(wu)是城(cheng)(cheng)(cheng)(cheng)(cheng)鄉(xiang)(xiang)融合(he)發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)步伐加(jia)快,農(nong)村一二(er)三產業融合(he)發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)趨勢更(geng)加(jia)明顯,城(cheng)(cheng)(cheng)(cheng)(cheng)鄉(xiang)(xiang)生產要素(su)雙向(xiang)自由流動(dong)和(he)跨(kua)界(jie)配(pei)置逐步順暢(chang),城(cheng)(cheng)(cheng)(cheng)(cheng)市人(ren)才(cai)、工(gong)商資(zi)本(ben)和(he)金(jin)(jin)融資(zi)本(ben)入鄉(xiang)(xiang)投(tou)資(zi)逐步成為常態(tai),城(cheng)(cheng)(cheng)(cheng)(cheng)鄉(xiang)(xiang)資(zi)源優(you)勢互(hu)補協(xie)同發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan),城(cheng)(cheng)(cheng)(cheng)(cheng)鄉(xiang)(xiang)發(fa)(fa)(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)差距和(he)居(ju)民生活(huo)水平差距將(jiang)(jiang)不斷縮小。
二、《規劃》編制過程
省(sheng)(sheng)發展改(gai)革委(wei)作為省(sheng)(sheng)推(tui)進(jin)新(xin)型城鎮(zhen)化工作部(bu)門聯席會議(yi)辦公(gong)(gong)室,2020年(nian)3月印發了(le)《規(gui)(gui)劃(hua)》編制(zhi)工作方案(an),在組織政法、教(jiao)育、科技、工信、民政、公(gong)(gong)安等20家(jia)部(bu)門單位分別開展專題研(yan)究的(de)基礎(chu)上,起草形(xing)成基本(ben)思路(lu)和初稿(gao),積(ji)極銜接(jie)國(guo)家(jia)新(xin)一(yi)輪新(xin)型城鎮(zhen)化規(gui)(gui)劃(hua)編制(zhi),征(zheng)求了(le)國(guo)家(jia)發展改(gai)革委(wei)對我省(sheng)(sheng)規(gui)(gui)劃(hua)的(de)意(yi)見(jian),與正在編制(zhi)的(de)全(quan)省(sheng)(sheng)國(guo)土(tu)空間規(gui)(gui)劃(hua)進(jin)行了(le)對接(jie),并書面征(zheng)求25家(jia)省(sheng)(sheng)直(zhi)部(bu)門、市州及蘭州新(xin)區意(yi)見(jian),吸納了(le)全(quan)部(bu)的(de)合(he)理化建(jian)議(yi)。6月底《規(gui)(gui)劃(hua)》通(tong)過(guo)專家(jia)評審(shen)(shen),反復修改(gai)完善,通(tong)過(guo)了(le)合(he)法性審(shen)(shen)查,提交省(sheng)(sheng)政府(fu)常務會議(yi)審(shen)(shen)定后(hou)印發實(shi)施(shi)。
三、《規劃》主要內容
《規(gui)劃(hua)(hua)》嚴(yan)格遵(zun)循國家新一(yi)輪新型城(cheng)(cheng)鎮(zhen)(zhen)化(hua)工(gong)(gong)作(zuo)布(bu)局(ju)和全省“十(shi)四五”規(gui)劃(hua)(hua)綱(gang)要對新型城(cheng)(cheng)鎮(zhen)(zhen)化(hua)工(gong)(gong)作(zuo)的(de)(de)相關要求(qiu),共(gong)三(san)大(da)部分十(shi)章(zhang),第(di)一(yi)、二章(zhang)綜合分析(xi)了(le)(le)甘(gan)肅省新型城(cheng)(cheng)鎮(zhen)(zhen)化(hua)的(de)(de)規(gui)劃(hua)(hua)背景,提出了(le)(le)未來15年(nian)甘(gan)肅省新型城(cheng)(cheng)鎮(zhen)(zhen)化(hua)的(de)(de)總體(ti)要求(qiu);第(di)三(san)到九章(zhang)明確了(le)(le)全面(mian)推進農業轉(zhuan)移人口落(luo)戶城(cheng)(cheng)市、優化(hua)城(cheng)(cheng)鎮(zhen)(zhen)化(hua)發展(zhan)(zhan)布(bu)局(ju)、提高(gao)基礎設(she)(she)施支撐能(neng)力、增(zeng)強(qiang)城(cheng)(cheng)鎮(zhen)(zhen)產業支撐能(neng)力、加(jia)強(qiang)新型城(cheng)(cheng)市建(jian)設(she)(she)、健(jian)全城(cheng)(cheng)市治理(li)體(ti)系、推動城(cheng)(cheng)鄉融合發展(zhan)(zhan)7個(ge)(ge)方(fang)面(mian)的(de)(de)重點工(gong)(gong)作(zuo)任務;第(di)十(shi)章(zhang)提出了(le)(le)加(jia)強(qiang)規(gui)劃(hua)(hua)實施5個(ge)(ge)方(fang)面(mian)的(de)(de)具體(ti)保障(zhang)。
(一)《規劃》的總體要求
明確1個總體(ti)指(zhi)導思(si)想(xiang):以(yi)(yi)(yi)(yi)習近平(ping)(ping)新(xin)時代(dai)中(zhong)國特色(se)社會主(zhu)義思(si)想(xiang)為(wei)(wei)指(zhi)導,全面(mian)貫(guan)徹的十九大(da)和(he)十九屆二中(zhong)、三中(zhong)、四中(zhong)、五中(zhong)全會精(jing)(jing)神,深(shen)入(ru)貫(guan)徹習近平(ping)(ping)總書記對甘肅(su)重要講(jiang)話和(he)指(zhi)示精(jing)(jing)神,統籌推(tui)進“五位一體(ti)”總體(ti)布(bu)局,協調推(tui)進“四個全面(mian)”戰略(lve)(lve)布(bu)局,立足新(xin)發(fa)(fa)展(zhan)階段,完整、準(zhun)確、全面(mian)貫(guan)徹新(xin)發(fa)(fa)展(zhan)理(li)念,構建新(xin)發(fa)(fa)展(zhan)格(ge)局,以(yi)(yi)(yi)(yi)推(tui)動新(xin)型(xing)城(cheng)(cheng)鎮(zhen)化高質(zhi)量發(fa)(fa)展(zhan)為(wei)(wei)主(zhu)題,以(yi)(yi)(yi)(yi)轉變(bian)城(cheng)(cheng)市(shi)(shi)(shi)發(fa)(fa)展(zhan)方式為(wei)(wei)主(zhu)線,以(yi)(yi)(yi)(yi)體(ti)制(zhi)(zhi)機制(zhi)(zhi)改革創新(xin)為(wei)(wei)動力(li)(li),以(yi)(yi)(yi)(yi)滿(man)足人(ren)(ren)民日益增(zeng)長的美好生活(huo)需要為(wei)(wei)根本目(mu)的,深(shen)入(ru)實施以(yi)(yi)(yi)(yi)人(ren)(ren)為(wei)(wei)核心的新(xin)型(xing)城(cheng)(cheng)鎮(zhen)化戰略(lve)(lve),持(chi)續促進農(nong)業(ye)轉移人(ren)(ren)口(kou)市(shi)(shi)(shi)民化,推(tui)動大(da)中(zhong)小(xiao)城(cheng)(cheng)市(shi)(shi)(shi)和(he)小(xiao)城(cheng)(cheng)鎮(zhen)協調發(fa)(fa)展(zhan),積極構建蘭(lan)州―西寧城(cheng)(cheng)市(shi)(shi)(shi)群(qun)、關中(zhong)平(ping)(ping)原城(cheng)(cheng)市(shi)(shi)(shi)群(qun),完善城(cheng)(cheng)鎮(zhen)體(ti)系,推(tui)動城(cheng)(cheng)鄉融合發(fa)(fa)展(zhan),提高城(cheng)(cheng)鎮(zhen)人(ren)(ren)口(kou)和(he)資(zi)源環境承載能(neng)力(li)(li),提升城(cheng)(cheng)市(shi)(shi)(shi)建設(she)與治理(li)現代(dai)化水平(ping)(ping),為(wei)(wei)全面(mian)建設(she)社會主(zhu)義現代(dai)化打(da)下堅實基礎。
堅(jian)持(chi)(chi)5個方面基本原則:立(li)足甘(gan)(gan)肅實(shi)(shi)際,積極推進(jin)推進(jin)新(xin)型(xing)城鎮化(hua)建設,著力(li)把(ba)握(wo)五個方面,一(yi)是(shi)堅(jian)持(chi)(chi)以(yi)人(ren)為本,共(gong)享發(fa)展(zhan)成果。二是(shi)堅(jian)持(chi)(chi)“四(si)化(hua)同步”,實(shi)(shi)現協調發(fa)展(zhan)。三是(shi)堅(jian)持(chi)(chi)集(ji)約(yue)高效,優化(hua)空間布局。四(si)是(shi)堅(jian)持(chi)(chi)因地制(zhi)宜,突出(chu)甘(gan)(gan)肅特色。五是(shi)堅(jian)持(chi)(chi)分類(lei)指導,扎(zha)實(shi)(shi)有序推進(jin)。
確立(li)2個階段目(mu)標:到2025年,常住(zhu)人(ren)口城(cheng)(cheng)鎮化(hua)(hua)率達(da)(da)到58%以上(shang),城(cheng)(cheng)鎮化(hua)(hua)建設水平顯著提高,綜合(he)實力進一步增強,城(cheng)(cheng)鎮基(ji)本公共服(fu)務改善(shan),資源(yuan)環境(jing)條件優化(hua)(hua),可持續發展(zhan)能力有效提高。到2035年,常住(zhu)人(ren)口城(cheng)(cheng)鎮化(hua)(hua)率達(da)(da)到70%左右(you)。
(二)《規劃》的重點任務
一(yi)是全面推進(jin)農(nong)(nong)業(ye)轉移人(ren)(ren)口落(luo)戶(hu)城(cheng)(cheng)市(shi)。深化(hua)(hua)戶(hu)籍(ji)制度改革,全省城(cheng)(cheng)鎮(zhen)落(luo)戶(hu)不設(she)任何限制。積(ji)極推進(jin)農(nong)(nong)村不動產(chan)確權(quan)(quan)登記頒證工作,依法(fa)保(bao)障進(jin)城(cheng)(cheng)落(luo)戶(hu)農(nong)(nong)民(min)的(de)農(nong)(nong)村土地承(cheng)包權(quan)(quan)、宅基(ji)地使(shi)用權(quan)(quan)、集(ji)體收益分配權(quan)(quan),支持引(yin)導進(jin)城(cheng)(cheng)落(luo)戶(hu)農(nong)(nong)民(min)依法(fa)自(zi)愿有償轉讓上述權(quan)(quan)益。加(jia)快推進(jin)城(cheng)(cheng)鎮(zhen)基(ji)本公共服(fu)務均等(deng)化(hua)(hua),健全覆(fu)蓋城(cheng)(cheng)鄉(xiang)的(de)就業(ye)公共服(fu)務體系,提(ti)升教(jiao)育醫(yi)療保(bao)障能力,提(ti)高社會保(bao)障水平,拓寬(kuan)城(cheng)(cheng)鎮(zhen)住(zhu)房保(bao)障渠道。提(ti)高農(nong)(nong)業(ye)轉移人(ren)(ren)口勞動技能,優化(hua)(hua)農(nong)(nong)業(ye)轉移人(ren)(ren)口公共服(fu)務,營造(zao)開放包容的(de)城(cheng)(cheng)市(shi)文化(hua)(hua)。
二(er)是優化城鎮發(fa)(fa)展(zhan)布局(ju)。積極(ji)構(gou)建以(yi)西(xi)隴海—蘭新(xin)線(xian)為(wei)橫(heng)(heng)軸,以(yi)黃河沿岸(an)城鎮帶、隴東(dong)南城鎮帶為(wei)縱(zong)軸、蘭白(bai)、酒(jiu)嘉(jia)、張(zhang)掖、金武、天成和平慶等(deng)多個城市(shi)組團(tuan)為(wei)重點的“一(yi)(yi)橫(heng)(heng)兩縱(zong)多組團(tuan)”發(fa)(fa)展(zhan)格局(ju)。加快形成以(yi)蘭州—白(bai)銀都市(shi)圈為(wei)核心(xin)、天水和酒(jiu)泉一(yi)(yi)嘉(jia)峪關為(wei)副(fu)中心(xin)的“一(yi)(yi)核兩副(fu)中心(xin)”為(wei)引(yin)領的城市(shi)建設格局(ju),推(tui)動大中小(xiao)城市(shi)和小(xiao)城鎮協調發(fa)(fa)展(zhan)。
三(san)是提(ti)高基礎(chu)設(she)(she)施支撐能力。加(jia)快(kuai)完(wan)(wan)善鐵(tie)(tie)路(lu)網(wang)絡,建(jian)(jian)成運營中(zhong)蘭(lan)(lan)鐵(tie)(tie)路(lu)、蘭(lan)(lan)州(zhou)至(zhi)張掖三(san)四線(xian)(xian)、蘭(lan)(lan)合、西(xi)(xi)成鐵(tie)(tie)路(lu),加(jia)快(kuai)建(jian)(jian)設(she)(she)蘭(lan)(lan)州(zhou)—定(ding)西(xi)(xi)—平(ping)涼(liang)—慶陽(yang)鐵(tie)(tie)路(lu),積極推(tui)(tui)(tui)進(jin)(jin)蘭(lan)(lan)州(zhou)經(jing)漢中(zhong)至(zhi)十堰高鐵(tie)(tie)、蘭(lan)(lan)州(zhou)至(zhi)重慶高鐵(tie)(tie)等(deng)項(xiang)目(mu)建(jian)(jian)設(she)(she),推(tui)(tui)(tui)進(jin)(jin)蘭(lan)(lan)州(zhou)、天(tian)水(shui)(shui)等(deng)城(cheng)(cheng)(cheng)市軌道(dao)交(jiao)通(tong)(tong)(tong)項(xiang)目(mu)建(jian)(jian)設(she)(she)。構建(jian)(jian)暢通(tong)(tong)(tong)普惠公路(lu)網(wang),完(wan)(wan)善國(guo)道(dao)、省道(dao)干線(xian)(xian)路(lu)網(wang)布局,推(tui)(tui)(tui)進(jin)(jin)國(guo)家高速待(dai)貫通(tong)(tong)(tong)路(lu)段和交(jiao)通(tong)(tong)(tong)繁(fan)忙路(lu)段、共線(xian)(xian)路(lu)段擴容(rong)改造。完(wan)(wan)善航空服務(wu)網(wang)絡布局,加(jia)快(kuai)實施中(zhong)川機(ji)場(chang)三(san)期擴建(jian)(jian)和天(tian)水(shui)(shui)軍民(min)合用機(ji)場(chang)遷(qian)建(jian)(jian)、嘉(jia)峪(yu)關(guan)機(ji)場(chang)改擴建(jian)(jian),新建(jian)(jian)平(ping)涼(liang)、武威軍民(min)合用機(ji)場(chang)和定(ding)西(xi)(xi)、臨夏(xia)民(min)用機(ji)場(chang),有(you)序推(tui)(tui)(tui)進(jin)(jin)張掖、隴南(nan)、慶陽(yang)、夏(xia)河、金昌(chang)機(ji)場(chang)改擴建(jian)(jian),推(tui)(tui)(tui)進(jin)(jin)民(min)勤、瑪曲等(deng)通(tong)(tong)(tong)用機(ji)場(chang)建(jian)(jian)設(she)(she),因地制宜發展臨空經(jing)濟(ji)。推(tui)(tui)(tui)動蘭(lan)(lan)州(zhou)—白銀(yin)都市圈交(jiao)通(tong)(tong)(tong)一(yi)(yi)體化,加(jia)強(qiang)節點城(cheng)(cheng)(cheng)市交(jiao)通(tong)(tong)(tong)網(wang)絡聯通(tong)(tong)(tong)。加(jia)快(kuai)推(tui)(tui)(tui)進(jin)(jin)蘭(lan)(lan)州(zhou)至(zhi)成都第二路(lu)由國(guo)家一(yi)(yi)級干線(xian)(xian)等(deng)項(xiang)目(mu)建(jian)(jian)設(she)(she)。改進(jin)(jin)城(cheng)(cheng)(cheng)鎮供排水(shui)(shui)系統,提(ti)高城(cheng)(cheng)(cheng)鎮污水(shui)(shui)垃圾無害化處理能力,開發利用清潔能源(yuan)。
四是增強城鎮(zhen)產業(ye)(ye)支撐能力。推動(dong)傳統優(you)勢產業(ye)(ye)改造(zao)提升,支持裝(zhuang)備制造(zao)業(ye)(ye)快(kuai)速發(fa)(fa)(fa)展。發(fa)(fa)(fa)展半導(dao)體材料、新能源(yuan)和航(hang)空航(hang)天配套產業(ye)(ye)。推進氫(qing)氣提純、液(ye)化(hua)(hua)儲存、運輸裝(zhuang)置及配套設備的(de)研發(fa)(fa)(fa)制造(zao)。推動(dong)新一代光(guang)(guang)伏、光(guang)(guang)熱、風(feng)電、氫(qing)能新型(xing)(xing)儲能裝(zhuang)置產業(ye)(ye)化(hua)(hua)。促進玉(yu)門、白銀等(deng)資源(yuan)枯竭型(xing)(xing)城市轉型(xing)(xing)發(fa)(fa)(fa)展。促進產城融合(he)發(fa)(fa)(fa)展。優(you)化(hua)(hua)產業(ye)(ye)園園布局(ju),積極承(cheng)接產業(ye)(ye)轉移,大力支持技術創新,推進產城人協調發(fa)(fa)(fa)展。
五是加強新(xin)型城市(shi)(shi)建(jian)設(she)。建(jian)設(she)舒適便利的宜居宜業城市(shi)(shi),富有(you)活(huo)力(li)的創新(xin)城市(shi)(shi),運(yun)行(xing)高效(xiao)的智慧城市(shi)(shi),清潔低(di)碳的綠色(se)城市(shi)(shi),特色(se)鮮明的人文城市(shi)(shi),安全(quan)靈敏的韌(ren)性城市(shi)(shi),推進海綿(mian)城市(shi)(shi)建(jian)設(she),提高公共(gong)衛生防控救(jiu)治(zhi)能(neng)力(li)。
六是健全城市治理體(ti)系(xi)。加(jia)快建設(she)現代社區。優(you)化(hua)(hua)要素配(pei)置,強化(hua)(hua)土地保(bao)障,鼓勵盤活低效存量建設(she)用地,嚴格落實用途管(guan)制制度和永久基本(ben)農田保(bao)護(hu)制度。加(jia)強水資源(yuan)優(you)化(hua)(hua)配(pei)置,積(ji)極(ji)配(pei)合推(tui)進國家(jia)南水北調西線工程建設(she)。加(jia)強能源(yuan)保(bao)障,積(ji)極(ji)擴大清潔電力在省內消納比(bi)例。
七(qi)是推動(dong)(dong)城(cheng)鄉(xiang)(xiang)(xiang)融合(he)發(fa)展(zhan)。促(cu)進(jin)(jin)城(cheng)鄉(xiang)(xiang)(xiang)公(gong)共(gong)(gong)資(zi)源均衡(heng)配置(zhi),推動(dong)(dong)城(cheng)鄉(xiang)(xiang)(xiang)基(ji)礎設(she)(she)(she)施(shi)(shi)統(tong)(tong)一(yi)(yi)規劃(hua)、統(tong)(tong)一(yi)(yi)建設(she)(she)(she)、統(tong)(tong)一(yi)(yi)管護(hu)。推動(dong)(dong)城(cheng)鎮基(ji)礎設(she)(she)(she)施(shi)(shi)向農(nong)(nong)(nong)村(cun)延(yan)伸,增(zeng)(zeng)加市政公(gong)用設(she)(she)(she)施(shi)(shi)覆蓋面。提升農(nong)(nong)(nong)村(cun)公(gong)共(gong)(gong)服(fu)務水平,推進(jin)(jin)城(cheng)鄉(xiang)(xiang)(xiang)教育、醫療(liao)衛生、文化等公(gong)共(gong)(gong)資(zi)源均衡(heng)配置(zhi)。加強城(cheng)鄉(xiang)(xiang)(xiang)產(chan)(chan)業(ye)(ye)(ye)(ye)協(xie)同發(fa)展(zhan),大(da)力發(fa)展(zhan)鄉(xiang)(xiang)(xiang)村(cun)特色產(chan)(chan)業(ye)(ye)(ye)(ye),促(cu)進(jin)(jin)農(nong)(nong)(nong)村(cun)一(yi)(yi)二三產(chan)(chan)業(ye)(ye)(ye)(ye)融合(he)發(fa)展(zhan),高標準打造一(yi)(yi)批(pi)(pi)現代農(nong)(nong)(nong)業(ye)(ye)(ye)(ye)產(chan)(chan)業(ye)(ye)(ye)(ye)園(yuan),實現全(quan)省“一(yi)(yi)縣一(yi)(yi)園(yuan)”全(quan)覆蓋,培育一(yi)(yi)批(pi)(pi)百億產(chan)(chan)值以上的產(chan)(chan)業(ye)(ye)(ye)(ye)園(yuan)區。推進(jin)(jin)美麗鄉(xiang)(xiang)(xiang)村(cun)建設(she)(she)(she)。鞏固提升脫貧攻堅成果(guo),做好易地(di)扶(fu)貧搬遷后(hou)續幫扶(fu),統(tong)(tong)籌推進(jin)(jin)農(nong)(nong)(nong)村(cun)勞動(dong)(dong)力轉(zhuan)移就(jiu)業(ye)(ye)(ye)(ye)和就(jiu)地(di)創業(ye)(ye)(ye)(ye)就(jiu)業(ye)(ye)(ye)(ye),持續帶動(dong)(dong)就(jiu)業(ye)(ye)(ye)(ye)增(zeng)(zeng)收,努力縮小城(cheng)鄉(xiang)(xiang)(xiang)居民收入差距。積極推進(jin)(jin)資(zi)源變資(zi)產(chan)(chan)、資(zi)金變股金、農(nong)(nong)(nong)民變股東(dong),讓農(nong)(nong)(nong)民更多分享產(chan)(chan)業(ye)(ye)(ye)(ye)增(zeng)(zeng)值收益。
(三)《規劃》實施的保障措施
一(yi)是充分發揮省推(tui)進新型城鎮化工作(zuo)部(bu)門聯席(xi)會(hui)議(yi)(yi)制(zhi)度(du)作(zuo)用,統籌協調(diao)推(tui)進全省新型城鎮化建(jian)設,及(ji)時分解落實(shi)(shi)《規劃》各(ge)項(xiang)目(mu)標任務,跟蹤督導《規劃》實(shi)(shi)施(shi)。聯席(xi)會(hui)議(yi)(yi)成員單位(wei)和有關部(bu)門加(jia)強政(zheng)策協同,合理推(tui)進規劃落實(shi)(shi)。市州落實(shi)(shi)主體責任,編制(zhi)具體實(shi)(shi)施(shi)方案,確保各(ge)項(xiang)目(mu)標任務如期實(shi)(shi)現(xian)。
二是加(jia)強《規劃》實(shi)施同當地國(guo)民經濟和社會發展(zhan)規劃、國(guo)土空(kong)間規劃的銜接,謀劃實(shi)施一批(pi)支撐新型(xing)城鎮化(hua)建設的重大項目(mu)。
三(san)是(shi)聚焦城(cheng)(cheng)鄉土地(di)制度、投融(rong)資機制、行政管理創新、跨省區(qu)城(cheng)(cheng)市(shi)群公(gong)共服(fu)務一體化和均等化、城(cheng)(cheng)市(shi)要素下鄉和城(cheng)(cheng)鎮住房保障(zhang)等重點領域積極(ji)進行試(shi)點,加(jia)快推動現代化城(cheng)(cheng)市(shi)建設試(shi)點。
四(si)是加強動態監測(ce)與跟蹤分析,及(ji)時掌握推進新型城鎮化過程中出現的各種問題(ti),提出對策建議,在指標監測(ce)的基(ji)礎(chu)上開(kai)展規劃中期評(ping)估和規劃實(shi)施總結評(ping)估。
五是注(zhu)重工會(hui)、共青團、婦(fu)聯等作用,充(chong)分(fen)發揮民主(zhu)黨派、工商(shang)聯和無黨派人士作用,廣泛聽取社會(hui)各界意見(jian)和建(jian)議(yi),激發全(quan)社會(hui)參與規劃實(shi)施的(de)積極性,營造全(quan)社會(hui)共同推進(jin)新型城鎮化建(jian)設的(de)良好氛(fen)圍。
